All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF IHE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen jrroperty, will be prominently inserted, with detailed particulars, at a cost of 15a. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officerof not less rankthan Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against, him, the requisition must be signed by the chief • officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. A nnouncements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. A nnouncements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They rfiust be dearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Xew Scotland Yard, by cheque crossed " Drummond < k Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125 Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.—- It is particularly requested that any com- plaints as to the non- delivery br of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitian Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly • expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whfcm it will be paid. ,( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise, ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 180 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— B Division.— Wood- cut portrait and des cription of SAMUEL OAKSHOTT, alias CAPTAIN HART, late of 16, Buckingham Palace Gardens S. W., whose apprehension is sought for stealing £ 220 on 19th ult., age 40 ( looks older), height 5 ft. 8 in., complexion dark, hair dark brown, is now clean- shaved with exception of small pointed mous tache; wearing dark clothes, hard felt hat. Sup- posed to have been at Winchester on 26th ult. ( See Case No. 1, 25th ult.) Warrant issued. 2.-— E Division.— For obtaining money by false pretences, and by means of worthless cheques on Lon- don and Midland Bank, Mile End— GEORGE H. JOEL, a Jew, age 27, height 5 ft. 6 in., complexion fresh, hair ( inclined to curl) brown, small bald patch at back of head, eyes ( full and prominent) brown, long nose, strongly- marked Jewish features, slovenly gait, walks with his hands in trousers pockets; dress ( generally), navy- blue serge suit, round felt hat; wears heavy watch- chain. Frequents the company of racing- men. Native of London. Warrant issued. 3.— K Division.— For stealing £ 45 10s. Od.— MAJOR STANLEY REED, alias STANLEY MAC- WOOD, age 21, height 5 ft. 3 in., complexion fair, hairlight, clean- shaved, eyes blue, largecut- scar on back and 2 smaller inside right hand, small mouth, boyish appearance, walks with long, swinging strides ; dress, brown jacket and vest, speckled tweed trousers, black soft felt hat, dented at top. A professional singer and bookmaker. N. itive of Limeliouse, London. Warrant issued. 4.— N Division.— Portrait and description of AUGUSTUS MUNRO, whose apprehension is sought for embezzling £ 57 2s. lid., age 39 ( looks younger), height 5 ft. 7 in., complexion sallow, hair and mous- tache dark brown, eyes ( large) grey; dress, blue serge jacket and vest, check trousers, black soft felt hat, low shoes, late manager to the Tottenham Branch of the Home and Colonial Stores. A native of Bir- mingham. Warrant issued. 5.— V Division.— For embezzling £ 4 3s. 6a. — ROBERT LOYELOCK, age 25 to 30, height 5 ft. 1 or 2 in., complexion fair, hnir and moustache brown ; dress ( usually), dark brown jacket suit, cloth cap. Was formerly a bookmaker's clerk. May be found in the company of betting men. Warrant issued. 6.— V Division.— For deserting his child, leav- ing it chargeable to Kingston Union— ALFRED BICKMORE, age 24, height 5 ft. 8 in., complexion dark, hair dark brown, eyes brown. Supposed to be gathering rag's and bones at Swansea, with a donkey and barrow. May have a pedlar's certificate. Native of St. Clears, Carmarthenshire. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 7.— For falsifying accounts— WILLIAM REED late of No. 1 Henry Street, Pentonville, age 19, height 5 ft. 6 in., rather thick- set, complexion fair, hair ( cut very short) light, face covered with pimples; dress, black coat and vest, light trousers, tweed cap. FRIDAY, SEPTEMBER 11, 1896. geneva watch, No. 66288; 1 gentleman's silver lever, silver dial, No. 86390 ; 3 gentlemen's silver levers, white dials ( 1 No. 7518 and 1 No. 4979 or • 1997); 1 silver hunter lever, No. 42750, age 27, height 5 ft. 8 in., slight build, complexion pale, hair light, may be wearing slight light moustache, walks erect, assertive in manner and conversation; dress, dark coat and vesit, light trousers, dark felt hat. A watchmaker. Absconded from Cumnock on 12th ult. Ho posted a letter at Carlisle on evening of 17th ult., addressed to his late employer, enclosing pawn- tickets of some of the stolen watches, and stating that he was going to America. He was sentenced to 60 days imprisonment for theft on 25th September, 1888, to 4 months on 21st January, 1891, and to 1 month on 25th August, 1891, all at Wigtown, and in name of DAVID JAMES GLENDINNING. Warrant issued. 9.— Ayr ( County).— Portrait and description of JAMES BELL, alias CAMPBELL, BROWN and IIAY, whose apprehension is sought for horse- stealing on 22nd ult., age 22, height 5 ft. 9 in., complexion fresh, hair black, slight moustache dark, eyes grey, scrofula cicatrices both sides of neck and under chin, burn scar on forehead, marks of old injuries on first and fourth left fingers, slouching gait; dress, old brown jacket, black corded vest, dark tweed trousers, faded red tartan scarf, dark peak cap, lace boots. Is wanted at Kinning Park, Renfrewshire, and Larne, Antrim, for similar offences. Has been convicted of theft at Glasgow, Paisley and Govan, Scotch Criminal Register, 67/ 1895. Warrant Issued. Information to the Chief Constable of Ayrshire, Ayr. BERKSHIRE. 10.— Reading ( Borough).— For larceny, 23rd ult.— A man who gave the name of FRED BAR- RETT, age 35 to 40, height 5 ft. 8 or 9 in., slight build, complexion sallow, hair ( turning grey) and moustache dark brown, eyes grey ( cast in right), tattooed on back of one hand ; dress, short dark jacket and vest, of rough material, grey trousers, light cap, had with him a plaid Inverness waterproof coat. He took lodgings, stating he was an inspector on Great Western Railway, and had been ordered for night work, and, after obtaining food, a hat, and basket, he left, saying he should be back in the morning. He also went to a second house, and obtained food and an old brown overcoat by similar means, giving the name of George Barrett. Warrant issuied. Information to Head Constable Tewsley, Reading. DERBYSHIRE. 11.— Alfreton ( County).— For failing to report— Licence Holder FREDERICK NOBLE, alias FREDERICK TAYLOR, Office No. 2695- 6, age 39, height 5 ft. 5J in., complexion fresh, hair light brown, eyes hazel, brown mole centre of left upper arm above elbow, front of left upper arm above bend of elbow, fleshy mole left side of nose below eyelid, and above left nipple, brown mole above right wrist, fleshy mole below right ear, brown mole below point of chin, notch of chest, and oentre of back, scar front) of left thumb, left side of back, 2nd right forefinger, and long scar left temple. Sen- tenced at Derby County Quarter Sessions, 28th June, 1893, to 3 years penal servitude, and to com- plete former sentence for sending a threatening letter. Licenced 28th August, 1896. Remanent of sentence expires 18th September, 1897. P T 273. Information to Supt. DORSETSHIRE. 12.— Wimborne ( County).— For burglary, at Verwooa Railway Station, 23rd ult., and Alderholt, 24th ult., and stealing £ 2 7s. 6d.— THOMAS, alias CHRISTOPHER HUNT, age 50, height 5 ft. 7 in., complexion fair, hair and moustache rather sandy; dress, brown tweed jacket, dark cord vest and trousers ( all new), blue cap with dark stripes, carried a mackintosh, and a bundle, containing dark velveteen jacket and vest, and blue trousers. Native of Cranborne; is well known at Bournemouth. Was traced to Romsey and Winchester on 26 th ult. Warrant issued. Information to Supt. Marsh, Wimborne. ESSEX. 13.— Colchester ( County).— For stealing a bicycle ( recovered)— FREDERICK GAY, alias BERTIE WARD, BERT FARLEY, RUBY, and " BERTIE, THE NIGGER," age 25, height 5 ft. 6 or 7 in., slight build, complexion fair, hair ( curly) light, eyes blue, near- sighted, often wears glasses. Tattooed " E. H.," Burmese flower- pot with flower on left forearm, flags left wrist; dress, when last seen, blue serge jacket and double- breasted vest, light cloth trousers, white cloth trousers under, brown soft felt hat, brown shoes and socks. A comedian ; native of Kennington, Lon- don. May be found singing in the streets, or at low music halls. Warrant issued. Information to Inspector Terry, Thorpe- le- Soken, or Supt. GLAMORGANSHIRE. 14.— Cardiff ( Borough).— For obtaining food and lodgings by false pretences—- A man who gave the name of GEORGE BARRET, age about 40, height 5 ft. 9 in., slight build, complexion, hair, and beard ( about three weeks' growth) dark, ring tattooed on finger, crown back of hand; stated he was a checker on Great Western Railway; and obtained money on the pretence that there was a sale of unclaimed property, and that, being a servant of the company, lie could buy cheaply. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 15.— Cheltenham ( County).— For deserting his family, 23rd ult.— GEORGE CRISP, age 39, height 5 ft. 9 in., stout build, complexion fresh, hair light brown, moustache and side whiskers sandy, eyes grey. Native of Tewkesbury. Warrant issued. Information to Supt. McRao, Cheltenham. 16.— Bristol ( City).— For failing to report— Licence Holder EDWARD ROBERTSON ELLIOT- SON, alias IVEY, THOMPSON and JOY, Office JNo. 2073- 6, age 48, height 5 ft. 9f in., complexion fresh, hair brown, eyes brown, fieshy mole small of back, and nape of neck, and red mole right of navel, scar right of forehead, front of right elbow, two abscess scars back of right shoulder, one back of left ditto, and under left shoulder- blade. A traveller. Sentenced at Blackburn Sessions, 4th April, 1894, to 3 years penal servitude, for false pretences. Licenced 3rd July, 1896. U 111. 17.— Bristol ( City).— For stealing, 6th ult., £ 13 — GEORGE TALBOT, alias JOSEPH W. TAAFFE, age 24, height 5 ft. 6 or 7 in., complexion fair, thin face, hair dark brown, slight moustache light, round- shouldered, 2 boil marks right side of neck. A che- mist's assistant. ( See Case No. 30, February lst, 1895.) Warrant issued. Information to the Chief Constable, Bristol. HAMPSHIRE. 18.— Lyndhurst ( County).— For night- poaching, and assault oil keepers— JOHN HART, age about 26, height 5 ft. 10 or 11 in., complexion dark, hair and moustache very dark brown, eyes dark; dress, brown tweed coat and vest, moleskin trousers, black soft felt hat, heavy lace boots ( nearly new). Well known in the Isle of Wight. A navvy; native of Sway. JOHN GALE, alias HENRY FREEMAN and HAMPSHIRE. SLEN, age about 40, height 5 ft. 11 in., complexion fresh, hair light brown, clean- shaved, very round- shouldered, weighs about 17 stone; dress, dark grey tweed jacket and vest, white cord trousers, black soft felt hat, lace boots. A navvy; native of Sway. Warrant issued. Information to Supt. Payne, Lyndhurst. ISLE OF ELY. 19.— March ( County).— For. obtaining,'| by false pretences, 15th ult., a " Humber ' 96 diamond frame, pneumatic road- racing bicycle, standard tyres, American butterfly pedals ; 1 with " Coliniva" toe- cap, the other plain, lamp- lighting table on bottom tube, trade- mark on head tube, " Made by the Rowe Cycle Co., Cowgate, Peterborough," transferred on seat pillar- tube, " Supplied by Martin F. Rowe, cycle agent, Station Road, March," tangent spokes, low drop handle- bar, lamp bracket, plated pump, india- rubber olips, no step—- A MAN, age 30 to 32, height about 5 ft. 5 in., complexion, hair, and heavy mous- tache dark, of gentlemanly appearance; dress, dark suit, hard hat. LANARKSHIRE. 20.— Glasgow ( City).— Portrait and description of JOHN MILLAR, whose apprehension is sought for embezzling £ 240, within the last 3 years, age about 42, height 5 ft. 6 or 7 in., well- built, complexion sallow, hair, whiskers and moustache dark, eyes dark. Dresses well. Late cashier of the Steel Company of Scotland. Absconded 5th inst. ( The above photo- graph was taken 10 years ago). Warrant issued. LANCASHIRE. j J21.— Warrington ( Borough).— Portrait and des- cription of JOHN TOOMBS REDHEAD, whose ap prehension is sought for embezzling £ 2 Is. 5d., on 21st August last, age about 45, height 5 ft. 3 or 4 in., rather stout build, complexion sallow, hair ( bald on top) dark brown, moustache dark ( until recently wore a beard). Of good address. He was employed FRIDAY, OCTOBER 2, 1896. T I I E POLICE GAZETTE. as Superintendent of Agencies for the London, Edin- burgh and Glasgow Assurance Company, Limited. Supposed to be accompanied by A WOMAN, age about 36, short, hair dark; a native of Hertford, but until lately resided at Haslingden, near Rawtenstall. Has with her a baby, about 8 months old. Warrant issued. Information to Chief Constable Talbot, Warring- ton. LINCOLNSHIRE. 22.— Horncastle ( County).— Fur obtaininig £ 15 by false pretences, 8th ult.— WILLIAM SMITH PORTER, alias SHIRLEY WYNNE, CHARLES GREGORY, HENRY WOODS, GEE, GALLOWAY, EDWARD ELLIS, HUGH ELMITT, and HUGH . SOULBY, age about 45, height 5 ft. 3 or 4 in., com- plexion swarthy, side whiskers and moustache sandy, red nose, rather weak eyes, large head, wears an eye- glass, addicted to drink, of gentlemanly appearance ; - dress, dark coat and vest, light check trousers, hard felt hat, elastic side- boots. He was formerly a solicitor's clerk at Pontypool and Newmarket, and is known at Lynn and Scarborough. He obtained 5 blank cheques on the Capital and Counties Banking Com- pany, Boston Branch, 4 of which he has cashed. The remaining cheque, No. F 32385, is probably now in his possession. He has also obtained £ 45 from Lloyd's Bank, Abergavenny, Monmouth. ( See Case No. 7, 3rd April, 1891, and No. 25 this date). Warrant issued. Information to Supt. Costar, Horncastle. 23.— Kesteven ( County).— For larceny— MARK alias TAFFY TOWNSEND, of Lincoln, age 28, height 5 ft. 5 or 6 in., stiff build, complexion sun- burnt, hair and small moustache dark brown ; dress, long dark grey overcoat, dark jacket and vest, drab- bets trousers, dirty stand- up collar, brown cloth cap, with fancy stitching, blucher boots. Carried a white pillow- slip containing clothing. Has been tramping the country for the past two years, occasionally work- ing for farmers, or as ostler at public- houses. Warrant issued. Information to Supt Cabourn, Kesteren. MONTGOMERYSHIRE. 24.— Welshpool ( County).— For obtaining money by false pretences— WALLIS JAMES ( supposed false), age about 40, height 5 ft. 8 or 9 in., stout build, complexion swarthy, hair and moustache dark, of military appearance ; dress, dark coat and vest, grey trousers, hard felt hat. He visits quiet country places, and pretends to take photographs, for which lie obtains payment, and which he promises to forward in a few days. Stays at public- houses. Was last heard of at Clun, Salop. Warrant issued. Information to Chief Constable of Montgomery- shire, Newtown ; or, Deputy Chief Constable Crow- den, Welshpool. MONMOUTHSHIRE. 25.— Abergavenny ( County).— For obtaining, ,26th ult., seven, £ 5 notes, Nos. 39457 to 39463, issued at Birmingham, T/ 24, 5th! August, 1895, all marked " Lloyds Bank, Abergavenny,'' and £ 10 gold, by means of false pretence— HERBERT FISHER ( supposed false), age about 45, height 5 ft. 3 or 4 in., complexion dark, clean- shaved, sometimes wears eye- glasses with gold cord, of gentlemanly appearance; dress, light tweed coat, vest, and cap. He paid into the Bank a worthless cheque for £ 1,30J, on the Boston Bank, stating he had bought some property in the neighbourhood, and had arranged to settle with the agent on the following Tuesday. He was given a cheque book, Nos. 82 a/ a 3422 to 3450 inclusive, for one of which he obtained the £ 45. ^ See case No. 22.) Warrant issued. Information to Supt. Davies, Abergavenny. NORFOLK. 26.— Norwich ( City).— For stealing, 28th ult., .£ 80— ALBERT GARRARD, age about 35, height 5 ft. 8 or 9 in., complexion fresh, hair brown, eyes supposed grey; dress, when last seen, blue serge suit, black hard felt hat, may be wearing a light covert coat. Native of Loddon, Norfolk. Warrant issued. Not to be apprehended out of the United King- dom. Information to the Chief Constable, Guildhall, Norwich. OXFORDSHIRE. 27.— Woodstock ( County).— For obtaining 6s., by false pretenccs, on 16th ult.— A WOMAN, age 30 to 35, medium height, complexion pale, thin face, hair dark brown, has a habit of looking downwards when walking or speaking; dress, brown cloak, light brown dress, brown sailor hat, trimmed red ribbon ; sometimes carries a walking- stick. She calls at alms- houses, and states that she is staying at the Rectory, and if the inmates will give her a guinea, she will obtain £ 13 for them, which she promises to bring them in a day or two. Supposed to have been con- victed of similar offences and to be identical with woman described in Case No. 29, 14th September, 1894. Warrant issued. Information to Inspector Sorrell, Woodstock ; or, Supt. Cooke, Witney. SHROPSHIRE. 28.— Church Stretton ( County).— For obtaining money by false pretences— WALTER JAMES ( sup- posed false), age about 40, height 5 ft. 8 or 9 in., stout build, complexion swarthy, hair and moustache dark, cut mark under jaw; dress, dark coat and vest, grey trousers, black hard felt hat, lace boots. Carries a camera on his shoulder. Stated he was a native of Oxford, and had been in the Navy. He visits quiet country places, and calls on respectable people, soliciting permission to photograph their houses, families, etc. He obtains payment in advance, pro- mising to forward the photographs in a few days. Warrant issued. Information to Inspector Lewis, Church Stretton. 29.— Wellington ( County).— For stealing, 8th ult., at Newport, a bicycle ( recovered)— GEORGE THOMAS BIRD, age about 25, height 5 ft. 1 or 2 in., stout build, complexion very fresh, hair light brown, slight moustache sandy; dress, rough bJack serge jacket and vest, grey and black knickerbockers, dark stockings, turn- down collar amd front ( combined), dark brown 6erge cap, light lace boots. A farm servant; supposed a native of Cannock, Stafford- shire. Warrant issued. Information to Chief Supt. Edwards, Wellington. SOMERSETSHIRE. 30.— Taunton ( County).— For obtaining £ 10, by means of a worthless cheque— HUGH S. MOORE- STEEVENS. age 33, height 5 ft. 11 in., complexion fresh, hair light brown, heavy moustache sandy, eve- blue, crooked nose, of gentlemanly appearance and good address ; dress, light grey suit, light dust coat, dark brown cloth cap, or white straw hat, with coloured band. Warrant issued. Information to Supt. Durham, Taunton. 31.— Bath ( City).— For obtaining, by false pre- tences—- 2 reefer jackets ( 1 recovered), and 1 over- coat— E. Supposed to have taken apart- ments, whilst endeavouring to find em- ployment on the stage, or else to have been decoyed from their homes by some person or persons unknown. Description : Daisy Barrell, aged 15^ years, has long dark hair. Wearing black serge skirt, red shot silk blouse, black cloth cape trimmed with silk and fur, black straw sailor hat, with red band, and lace boots, slight figure, height about 5 ft. 2 in. Bessie Austin, aged 15 years and 3 months, slightly shorter, and with lighter hair than the above. Wearing black serge dress, black jacket, hat trimmed Math green silk, and button boots; fuller figure than the above, height about 5 ft. Both wore gold rings and silver bangles. These young girls may have altered their appearance by tying up their hair, etc., and probably have changed their names, but will doubt- less retain their Christian names— Daisy and Bessie respectively.
