THE POLICE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, SEPTEMBER 25, 189G. VOL. XIII., No. 1330. REGU LATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF XHE POLICE GAZETTE, NEW SQOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. " 3. Particulars as to stolen property will be likewise inserted in one issue, \ f sufficient to enable the article in question to be thereby identified, 4. In all case* where a reward it offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. ~ 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, icith detailed partiadars, at a cost of 15s. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood, 6, Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required ' to be inserted, and no toarrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. A nnouncements of aV persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. Thcforcewhich causes particulars concerning delinquents or sto'en property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the. Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue shoxdd be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be dearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. New Scotland Yard, by cheque, crossed " Drummond < Ss Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted lor tne POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rales on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the foi in set forth in circular of tho 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whoso apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, tho Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and tho prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to . this Office to the effect that the offender is not to bo arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in ( lie Colonies. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— B Division.— Wood- cut portrait and des- cription of SAMUEL OAKSHOTT, late of 16, Buck- ingham Palace Gardens, S. W., whose apprehension is sought for stealing £ 220 on 19th inst., age 40 ( looks older), height 5 ft, 8 in., complexion dark, hair, full beard, moustache and eyes dark brown ; dress, black frock coat, black vest and trousers, dark tie, high silk hat, lace shoes. Warrant' issued. 2.— D. Division.— For stealing 1 8- pointed dia- mond star, silver setting, 1 large stone in centre, sur- rounded by several smaller, can be used as brooch or pin; 1 lady's gold keyless hunting watch, No. 58139, " Louie," on one side, " J. H. S." formed by whip, bit, and 2 horseshoes on the other, engraved cases ; 1 gentleman's gold small- link pattern albert guard; 2 small gold fancy pattern chains, 1 has 6quare piece of rough gold, set 1 diamond and ruby, the other, a gold enamelled basket of flowers attached; 4 lady's gold rings, 1 large single stone diamond, claw setting, 1 gipsy, set 3 diamonds, " As- cension Day, l' 879," engraved inside, heart- shape 6et diamond and turquoise, 1 half- hoop filigree, set 2 sapphires and 2 pearls, " Ruth" engraved inside; 1 gold bangle, set 1 emerald; 2 other stones missing; 1 gold curb bracelet, padlock attached— A MAN, age about 28, height 5 ft. 5 or 6 in., complexion sallow, thin features, hair and slight moustache brown ; dress, blaok ooat, dark vest, blaok hard felt hat, of gentlemanly appearance. He called at a house, under the pretence of repairing the telephone wire. Carried a coil of green wire, and an electric testing box. 3.— E Division.— For obtaining money by false pretences, and by means of worthless cheques on Lon- don and Midland Bank, Mile End— GEORGE H. JOEL, a Jew, age 27, height 5 ft. 6 in., complexion fresh, hair ( inclined to curl) brown, small bald patch.' at back of head, eyes ( full and prominent) brown, long nose, strongly- marked Jewish features, slovenly gait, walks with his hands in trousers pockets; dress ( generally), navy- blue serge suit, round felt hat; wears heavy watch- chain. Frequents the company of racing- men. Native of London. Warrant issued. 4.— E Division.— For stealing £ 14, 2 £ 5 Bank of England notes, a crossed cheque for £ 7 4s. 9d. on tho London and County Bank, Newington Butts,, payable, to L. G. F. Claridge, 85, Strand, and a gentleman's gold hunter watch, metal dome, marked « G/-/-"— FREDERICK EDWARDS, age 18, height 5 ft. 8 in., complexion sallow, hair very light, eyes blue, very near- sighted, sore on lips, slight burn on left arm, scratch on lelt fingers; dress, dark jacket suit, black hard felt bat, lace boots. Native of Seven- oaks, Kent. 5.— H. Division.— For obtaining a quantity of cigars by fraud— CHARLES E. WYATT, late of the " Bull" Hotel, Cranbrook, Kent, age 37, height 5 ft. 6 in., complexion fair, hair and slight moustache light, supposed to have lost first joint of right index finger; dress, black morning coat and vest, dark trousers, blaok hard felt hat. Warrant issued. 6.— N Division.— Portrait and description of AUGUSTUS MUNRO, whose apprehension is sought for embezzling £ 57 2s. lid., age 39 ( looks younger), height 5 ft. 7 in., complexion sallow, hair and mous tache dark brown, eyes ( large) grey; dress, blue serge jacket and vest, check trousers, black soft felt hat, low shoes, late manager to the Tottenham Branch of the Home and Colonial Stores. A native of Bir- mingham. Warrant issued. 7.— V Division.— For embezzling £ 4 3s. Gd. — ROBERT LOVELOCK, age 25 to 30, height 5 ft 172 T H E POLICE GAZETTE. FRIDAY, SEPTEMBER 25, 1896. 1 or 2 in., complexion fair, hair and moustache brown; dress ( usually), dark brown jacket suit, cloth cap. Was formerly a bookmaker's clerk. May be found in the company of betting men. Warrant issued. S.— Y Division.— For obtaining, lstinst., 2 brown geldings— lst, 5 years, 14 hands 3 in.; 2nd, 6 years, 14 hands 2 in. ; 1 bay gelding, 6 years, 15 hands; 1 black gelding, 5 years, 15 hands; 2 bay mares— lst, 6 years, 14 hands 2 in. ; 2nd, 5 years, 14 hands 2 in.; and 1 brown mare, 5 years, 14 hands 2 in., by means of a fictitious cheque on Lloyds Bank, Lombard Street, London— C. H. MAGNAIC ( supposed false), age 40, height 5 ft. 6 or 7 in., complexion, hair and moustache dark; wore dark clothes and felt hat. Appearance of a foreigner. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 9.— For falsifying accounts— WILLIAM REED late of No. 1 Henry Street, Pentonville, age 19, height 5 ft. 6 in., rather thick- set, complexion fair, hair ( cut very short) light, face covered with pimples; dress, black coat and vest, light trousers, tweed cap. A clerk. Warrant issued. Information to Supt. McWilliam, 20, Old Jewry, E. C. AYRSHIRE. 10.— Ayr { County).— For stealing 5 watclies ( recovered), and 1 gentleman's gold geneva watch, No. G6288; 1 gentleman's silver lever, silver dial, No. S6390; 3 gentlemen's silver levers, white dials, ( 1 No. 7518 and 1 No. 4979 or 4997); 1 silver hunter lever, No. 42750— DAVID JOHNSTON, alias DAVID JAMES GLENDINNING, age 27, height 5 ft. 8 in., slight build, complexion pale, hair light, may be wearing slight light moustache, walks erect, asser- tive in manner and conversation; dress, dark coat and vest, light trousers, dark felt hat. A watch- maker. Absconded from Cumnock on 12th inst. He posted a letter at Carlisle on evening of 17th inst., addressed to his late employer, enclosing pawn- ticketa of some of the stolen watches, and stating that he was going to America. He was sentenced to 60 days imprisonment for theft on 25th September, 1888, to 4 months on 21st January, 1891, and to 1 month on 25th August, 1,891, all at Wigtown, and in name of DAVID JAMES GLENDINNING. CHESHIRE. 11.— Macclesfield { County).— For burglary, 31st ult., at Sutton, and stealing 1 old silver watch, dent centre of outer case; 1 pair strong boots, size 9, newly soled and heeled; 1 pair brown knitted stock- ings ; 1 white linen shirt; 1 blue and white check flannelette singlet; 1 brown cloth vest; 1 large pan- scissors ; 1 steel watch- chain, with 1 sixpenny and 2 threepenny pieces attached— ARTHUR STEELE, age about 25, height 5 ft. 7 or 8 in., complexion fresh, hair ( rather long) brown, carries his head slightly forward, and walks with shuffling gait; dress, dirty blue and white striped slop, dirty cord trousers, dark peak cap, supposed to be wearing stolen boots. May be found in Shropshire. Warrant issued. Information to Supt. Downes, Macclesfield. DENBIGHSHIRE. 12.— Wrexham { County).— For larceny, 2nd inst. — JOHN WILSON, age 40, height about 5 ft. 9 in., complexion sallow, hair and moustache dark brown, long face and neck, nose broken, addicted to drink ; dress, black jacket, light cloth trousers and vest, white front, brown cloth cap, light lace boots with square toe3. A tramping painter, supposed native of Ellor Street, Pendleton. Warrant issued. Information to Deputy" Chief Constable Jones, Wrexham. DEVONSHIRE. 13.— Exeter { County).— Absconded from Devon Boy's Reformatory, Brampford Wood, Exeter— WIL- LIAM HEYSETT, age 1G, height 5 ft., complexion dark ( sunburnt), hair brown, " W. H." and dota tattooed on one arm; wearing the Reformatory clott- ing. Has beqn a donkey- driver at Teignmouth. Plays a tin whistle in publio- houses. May endeavour to enlist. Information to the Deputy Chief Constable of Devon, Exeter. DORSETSHIRE 14.— Bedminster { County). — For absconding from the Bridport Union, and stealing clothing, the property of the Guardians— JOHN VERNEY, age 40, height 5 ft. 4 in., complexion pale, hair and moustache dark brown, slightly bow- legged; dress ( supposed), dark jacket, cord trousers, light cap. Has friends residing at Bristol, Nottingham and Southampton. An ostler; may seek ' similar employment. Native of Bridport, Dorset. Warrant issued. Information to Supt. Brooks, Bedminster. DURHAM. 15.— Sunderland { Borough).— For stealing, 26th ult., from an hotel, a gold watch, a gold penholder ( recovered), and a gold curb pattern albert— JAMES BERRY, age about 55, height 5 ft. 9 or 10 in., complexion ruddy, sharp features, hair ( slightly bald on top) ginger ( turning grey), short full grey beard, flat chesb ; dress, black worsted jacket and vest, light grey trousers, light tie, with pink stripe, large, broad solo boots. Information to Chief Constable Huntley, Sunder- land. ESSEX. 16.— Colchester { County).— For stealing a bicycle ( recovered)— FREDERICK GAY, alias BERTIE WARD, BERT FARLEY, RUBY, and ' BERTIE, THE NIGGER,"' age 25, height 5 ft. 6 or 7 in., slight build, complexion fair, hair ( curly) light, eyes blue, near- sighted, often wears glasses. Tattooed " E. H.," Burmese flower- pot with flower on left forearm, flags left wrist; dress, when last seen, blue serge jacket itnd double- breasted vest, light cjoth trousers, white cloth trousers under, brown soft felt hat, brown shoes and socks. A comedian ; native of Kennington, Lon- don. May be found singing in the streets, or at low music halls. Warrant issued. Information to Inspector Terry, Thorpe- le- Soken, or Supt. Ackers, Colchester. GLAMORGANSHIRE. 17.— Cardiff { Borough,).— For stealing 1 lady's 18- carat gold watch, flowered back, ring broken, with 18- carat gold curb- pattern chain attached; 1 18- carat gold ring, set 2 diamonds and 3 sapphires; 1 ditto ( plain), set 3 diamonds ( 1 missing). — A man who gave the name of HOOPER ( but has had letters addressed WILLIAMS), age 20, height 5 ft. 2 in., complexion fresh, pock- pitted, " T. H." and anchor tattooed on left arm; dress, J length fawn overcoat, black coat and vest, light trousers, blaok and white check tie, blue shirt, pink shirt- front, black hard felt hat, brown boots. He represented himself to be a professional song and dance artiste, in name of SID LAWRENCE, also stated that he held a hackney carriage driver's licence at Weston- super- Mare, where it is believed his parents reside. Information to Head Constable McKenzie, Cardiff. HAMPSHIRE. 18.— Bournemouth ( County). — For obtaining credit while an undischarged bankrupt— JAMES ARTHUR WYATT, ago about 35, height 5 ft. 7 or 8 in., complexion and hair dark, heavy black moustache ; dress, when last seen, grey suit and cloth leggings. A forage and coal merchant; native of Lychett, Dorset. May seek employment as a brewer's traveller. Warrant issued. Information to Supt. Foster, Bournemouth. 19.— Portsmouth { Borough).— For stealing, 9th inst., a silver watch ( recovered)— G. DAVIS, alias BRIANT, age 27, height 5 ft. 5 or 6 in., slight build, complexion and hair very dark, moustache dark; dress, black jacket and vest, blue trousers, light cap, all very dirty. 20.— Portsmouth { Borough).— For stealing, 12th inst., 1 heavy gold albert, long and short links, drop chain, with seal, surrounded with " Forget- me- nots," and word " Forget- me- not" on bottom of seal—- EDWARD WILSON, age 25J, height 5 ft. 7$ in., complexion fresh, hair brown, eyes grey, girl on union jack, cross, " In memory of Sarah," and rose tattooed right forearm, pot of flowers, and rose on left fore- arm ; dress, blue serge jacket suit, and light- coloured cloth cap. A deserter from the Royal Artillery. Information to the Chief Constable, Town Hall, Portsmouth. 21.— Southampton { Borough).— For failing to report— Licence Holder CHARLES ATKINS, alias THOMAS SMITH, CHARLES WILLIAMS, and GEORGE COLLINS, Office No. 1940- 6, ago 40, height 5 ft, 4J in., complexion fresh, hair dark brown, eyes brown, scar bridge of nose, right sido of fore- head, and outside lst and 2nd left fingers, mole on chest, and right side of back, ruptured right side, noso rather long, oval face, proportionate build. Native of Andover. Believed to be travelling the country committing offences. Sentenced at Hants Assizes, 10th March, 1891, to 7 years penal servitude, for burglary. Licensed 18th June, 1896. FKR 986. 22.— Southampton { Borough).— For embezzle- ment— THOMAS JOHN ROBINSON, ago 40 to 45, height 5 ft. 9 in., complexion fresh, hair dark ( cut short), moustache brown, walks erect; dress, reddish brown check suit, black hard felt hat-, or " white 6traw hat with coloured ribbon, brown Russian leather boots. A clerk. Was convicted of embezzle- ment, at Portsmouth, about 4 yeare ago, and was employed as clerk at Portsmouth Prison. Warrant issued. Information to the Chief Constable, Southampton. 23.— Winchester { City).- For stealing, 8th inst.,. from a jeweller's shop— 1 lady's small size, 18- carat gold dress ring, heart- shape top, with small diamond in centre of heart— A MAN, age 24 to 26, height 5 ft. 10 or 11 in., very slight build, complexion fair, hair brown, slight light moustache, very thin white hands; dress, brown jacket 6uit, black hard felt hat. Of military appearance. Information to Supt. Felton, Winchester. HEREFORDSHIRE. 24.— Hereford { City).— For deserting his wife and family, leaving them chargeable to the Hereford Union— JOSEPH ROBERTS, ago 33, height a ft. 5 or 6 in., complexion swarthy, hair dark brown, eyes sunken, tattooed bird, with flower in beak, on breast. A labourer; native of Hereford. Has served in the King's Roval Rifles. May be found on public works. ( See Case'No. 31, 24 th July last). Warrant issued. LANARKSHIRE. 25.— Glasgow { City).— Portrait and description of JOHN MILLAR, whose apprehension is sought for embezzling £ 240, within the last 3 years, age about 42, height 5 ft 6 or 7 in., well- built, complexion sallow, hair, whiskers and moustache dark, eyes dark. Dresses well. Late cashier of the Steel Company of Scotland. Absconded 5th inst. ( The above photo- graph was taken 10 years ago). Warrant issued. LANCASHIRE. 26.— Chorley { County).— For larceny, lst ult., at Leyland— A MAN, ago. 38, height 5 ft. 8 in., com- plexion fresh, hair dark brown, moustache sandy; dress, brown plaid suit, double breasted vest, black hard felt hat, strong lace boots. A labourer; some- times employed as a firebeater; native of Bolton. Information to Supt. Norris, Chorley. 27.— Leigh { County).— For stealing, 15th inst. £ 13 10s. 0d.— A MAN, age 23, height 5 ft. 1 or 2 in., complexion fresh, hair dark brown, slight light moustache, eyes brown, cut- mark on nose; dress,, black serge jacket and vest, bluo and yellow striped trousers, pink tie, brown cap and boots, all new. Information to Inspector Kelly, Leigh. 28.— Accrington { Borough).— For embezzlement — JOSEPH STOREY, age 30, height 5 ft. 6 or 7 in., complexion fresh, hair and slight moustache dark brown; dress, light brown jacket suit, turn- down collar, black hard felt hat. A bookkeeper; native of Clayton- le- Moors, near Accrington. Warrant issued. Information to Chief Constable Beattie, Accrington. 29.— Liverpool ( City).— For failing to report— Licence Holder BERNARD McGEE, alias BARNEY MAGEE, Office No. 2307- 6, age 56, height 5 ft. 6 J in., complexion fresh, hair light brown, eyes grey, cut scar back of right hand, scar right shoulder, 2 above left eyebrow, mole on chest. Native of San Francisco. Sentenced at Liverpool Assizes, 25th FRIDAY, SEPTEMBER 25, 1896. T H E POLICE GAZETTE. 3 July, 1892 to 5 years penal servitude for robbery with violence. Licensed 17th July, 1896. S 349. Licence Holder ELIZABETH PERCIVAL, alias ROWBOTTOM, ROBINSON, and THOMPSON, Office No. 48409, age 46, height 4 ft, 10 in., com- plexion dark, hair brown, eyes brown, mole right arm, scar right eyebrow, right shin, and upper lip ; lost several teeth. Native of Manchester. Sentenced at Liverpool Sessions, 28th October, 1884, to 10 years penal servitude for larceny. Liberated on 3rd licence, 26th August, 1895, which will expire 20th October, 1898. Licence Holder THOMAS BURKE, alias WILLIAM SCOTT, Office No. 776- 6, age 34, height 5 ft. 5 in., complexion fresh, hair brown, eyes brown, LQ 2 front of right forearm, crossed swords, heart and roses front of right wrist, 4 dots front, and 10 dots back of left, arm. Native of Wigan. Sentenced at York Assizes, 28th November, 1893, to 3 years penal'servitude for housebreaking. Licensed 4th March, 1896. T 542. 30.— Liverpool ( City).— For obtaining £ 30 by false pretences, 20th ult.— JOSEPH HAY, age 32, height 5 ft. 2 or 3 in., hair and moustache light, thin face, good teeth, slightly projecting ; dress, when last seen, brown suit, hard hat, lately a general business agent. He advertised for a partner with £ 40, and after obtaining £ 30 absconded. Warrant issued. Information to the Head Constable, Detective Department, Liverpool. 31.— Manchester ( City).— For stealing £ 500, 5th inst.— MARSHALL LINDSEY PETTY, age 36, height 5 ft. 10 in., complexion fresh, hair light sandy, inclined to curl, moustache sandy, of smart appearance, walks with short quick steps; dress, when last seen, blue serge suit, bowler hat. A clerk. Absconded 5th inst. Information to the Chief Constable, Manchester. LINCOLNSHIRE. 32.— Horncastle ( County).— For obtaininig £ 15 bv false pretences, 8th inst.— WILLIAM SMITH PORTER, alias SHIRLEY WYNNE, CHARLES GREGORY, HENRY WOODS, GEE, GALLOWAY, EDWARD ELLIS, HUGH ELMITT, and HUGH SOULBY, age about 45, height 5 ft. 3 or 4 in., com- plexion swarthy, side whiskers and moustache sandy, red nose, rather weak eyes, large head, wears an eye- glass, addicted to drink, of gentlemanly appearance ; dress, dark coat and vest, light check trousers, hard felt hat. elastic side- boots. He was formerly a solicitor's clerk at Pontypool and Newmarket, and is known at Lynn and Scarborough. He obtained 5 blank cheques on the Capital and Counties Banking Com- pany, Boston Branch, for 3 of which he has obtained eaeh. ( See Case No. 7, 3rd April, 1891.) Warrant issued. Information to Supt. When asked for his name, ho tore off the heading of a Great Eastern Railway Hotel bill, bearing name of " H. G. Sparrow, Esq." Believed to be an expert hotel thief. She calls at alms- houses, and states that she is staying at the Rectory, and if the inmates will give her a guinea, she will obtain £ 13 for them, which she promises to bring them in a day or two. States he is a native of Philadelphia ; but is believed to be an Englishman. Ho issued advertisements offering to give a cycle to the person sending the greatest number of words formed by transposing the letters in the word " Overland," which was given as the trade name of an American cycle company, of which he represented lie was the manager. Then, in another name, and from a different address, he wrote to competitors, stating that he was a clerk in the Overland Company, and offering to divulge the correct solution on receipt of 30s. In his possession notes were found, descriptive of various forms of advertising frauds, such as Free Portrait Frames,.
