All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOE OF THE POLICE GAZETTE, NEW SQOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted inone issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responiible for the payment must be given, and the exact conditions be clearly staled. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. M. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officefofnot less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be tigned by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. A nnouncements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force, which causes particulars concerning delinquents or sto'en pror^ rty to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Ktw Scotland Yard, by cheque crossed " Drummond < fc Co.," Post Office Order payable at Parliaments., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICI GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who wilt furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has comc under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE • GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded fey hiin. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and tho prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in tho Colonies. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— C. O. ( Convict Supervision Depart- ment). — Woodcut portrait and description of WILFRED WATERMAN, Office No. 1071- 96, wanted on a warrant for obtaining 5s. by fraud from his landlady, on the pretence of wishing to fetch his luggage from the railway station, and supposed wanted in other districts; age 20, height 5 ft. in., com- plexion fresh, hair brown, eyes brown, inward cast of left eye, oval scar front of left thigh, five scars outside left thigh, and inside left shin. Dress dark, double- breasted jacket suit, blue cap. Sentenced at Middlesex Sessions, 5th January, 1895, to 15 months hard labour for false pretences after previous conviction. 14778. 2.— E Division.— For stealing, 11th inst., by trick— 3 ladies' gold keyless English lever watches ( 1 demi- hunter, No. 575 ; 1 plain hunter, No. 567), 3 diamond marquise rings ( 1 opal centre, 1 emerald ditto, 1 set diamonds), and 1 lady's fancy gold chain, with Maltese cross attached— A man, who gave the name of GRIMALDI, age about 40, height 5 ft., slight build, complexion sallow, pock- marked, false teeth in upper jaw, which drop when talking, causing him to give a peculiar twitch of right side of mouth to replace them, hook nose; dress, dark jacket and vest, dark blue cash- mere trousers ( white stripes), low brown Alpine hat, supposed an American Jew, speaks with strong ac- cent. He takes apartments, and requests jewellers to send him jewellery, and, on the pretence of showing them to his wife, obtains possession of the articles and decamps. Warrant issued. 3.— E. Division.— For stealing, 15th inst.— 1 open- face gold keyless repeater watch, raised mono- gram " G. A. Q. on back, " Tiffany and Co., New- York," on dial; 1 gold and platinum chain, 15 in. long; and a buckskin purse, containing about £ 2 10s. 0d.— A MAN, age about 25, height 5 ft. 4 or 5 in., complexion sallow, rather narrow features, slight dark moustache; dress, dark clothes, white Alpine hat, of rather foreign appearance. 4.— E. Division.— For obtaining £\ Is. Od. by fraud— JOHN F. PRATT, age 60, height 5 ft. 10 or 11 in., slight build, complexion sallow, hair, whiskers and moustache iron- grey, eyes grey, stoops slightly, is bow- legged, and walks with a lurching, unsteady gait; dress, black frock- coat and vest, grey striped trousers, soft black felt hat. Carries a black leather brief- bag, containing forged receipt forms, and bill- heads, purporting to belong to the National Free Labour Association; supposed native of London. He calls on employers of labour ( chiefly wharfingers), and represents himself as the authorised agent of the National Free Labour Association, 79, Fenchurch. Street, and collects subscriptions, giving receipts on forged forms. Warrant issued. 5.— X Division.— For horse stealing— JAMES CARTER ( supposed false), age about 28, height 5 ft. 7 in., complexion florid, hair dark, side whiskers, eyes dark; dress, dark tweed coat and vest, light tight- fitting trousers, black hard felt hat, lace boots— A MAN, age 25, height 5 ft. 9 in., complexion, hair, heavy moustache and eyes dark; dress, light coat, dark trousers, cloth peak cap, heavy lace boots; appearance of gipsies. May be travelling the coun- try, hawking brushes. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 6.— For fraud— MARY RUSSELL MURRAY, alias RUSSELL, SOMERVILLE, DOUGLAS, Ac., age about 50, height 5 ft. 4 or 5 in., stout build, complexion, hair and eyes very dark ( turning grey), full face, of good appearance and address, dressed in black, generally stays at first- class hotels, and leaves without paying the bill. Warrant issued. Not to be arrested out of the United Kingdom. 7.— For st « aling £ 60— EUSTACE AUGUSTUS HICKS, age about 35, height 5 ft 4 or 5 in., complexion fair, hair and heavy moustache dark brown, eyes brown, mole on both cheeks, wears false teeth, thick speech, loose gait, drooping shoulders ; dress, dark blue reefer jacket, black vest, fancy grey striped trousers, black hard felt hat, patent leather button boots, with pointed toes. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. McWilliam, 26, Old Jewry, E. C. AYRSHIRE. 8.— Ayr ( County).— For stealing a bull, 3rd inst., at Largs— ROBERT ROBERTSON, or CAMERON, age 16, medium height, slight build, complexion very 2 T H E POLICE GAZETTE. FRIDAY, AUGUST 28, 1896. sallow, freckled, thin features, hair brown, eyes blue ( bloodshot), right little finger slightly deformed at joint; dress, dark or blue corduroy jacket ( as worn by railway porters), brown moleskin trousers, shepherd tartan cravat, light corduroy cap, lace boots. Stated he was a native of Perth, and had worked as a farm labourer near Burntisland, Fife- shire. He drove the bull to Greenock, where he sold it. Warrant issued. Information to Supt. Ross, Dairy ; or to the Chief Constable of Ayrshire, Ayr. BEDFORDSHIRE. 9.— Dunstable ( County).— For larceny, 17th inst.— CHARLES BURGESS, age about 45, height 5 ft. 7 or 8 in., very red face, moustache light sandy; dress, dirty grey coat and vest, cord trousers, black hard hat, old boots, cut in front. Is a pensioner of the 60th Rifles; native of Caddington, Herts. Warrant issued. Information to Inspector Nottingham, Dunstable. BERKSHIRE. 10.— Abingdon ( County).— For obtaining £ 4 by means of a fictitious cheque on Simonds and Co.' s Bank, Reading— E. W. JAMES ( supposed false), age 45 to 50, height 5 ft. 6 or 7 in., hair and moustache dark; dress, dark jacket, dark grey trousers, straw hat, with black band, also had a cap ( supposed iden- tical with MAN described in Case No. 58, 21st inst., and Nos. 12, 25, and 41 this date). Warrant issued. Information to Supt. Heath, Abingdon. 11.— Reading ( Borough).— For stealing, 6th inst., 1 meerschaum cigar- holder, cluster of 3 nuts, tube in centre, amber mouthpiece, broken, and 10s.— A MAN, age 27 to 29, height 5 ft. 11 in., complexion sallow( sun- burnt), hair and slight moustache dark brown ; dress, blue serge jacket and vest, grey trousers, bow tie, brown canvas shoes, of good address. Carried a light cane walking- stick, smoked a meerschaum pipe ( bowl in lady's hand). He took apartments, stating he had a brother employed at Messrs. Huntley and Palmer's Biscuit Factory as a clerk, and that he was going to be employed there, and after being shewn to his room for the purpose of washing, he left on the pretence of going to the Railway Station to see about his luggage. Warrant issued. Information to Head Constable Tewsley, Reading. 12.-— Windsor ( Borough).— For obtaining £ 7 by a fictitious cheque, on 6th inst.— E. P. ROSE ( sup- posed false), age about 40, height 5 ft. 7 in., broad build, hair and moustache dark; dress, dark suit, black billycock hat. He went to an hotel, represent- ing himself as guide to a large party, ordered lunch, etc., and, on being asked for a deposit, tendered a cheque for £ 12, receiving £ 7 as the balance. 13.— Windsor ( Borough).— For stealing, 11 thinst. — a lady's low- frame bicycle, '' Beeston " tyres, front tyre worn by rubbing against fork, " C. King and Co., St. Leonard's Road, Windsor," on bottom rail, seat stem and rear mudguard, No. 310 on handle- bar crown, double alarm bell— A MAN, height about 5 ft. 3 in., complexion fair, sandy moustache; dress, blue serge suit, soft felt hat. He presented a card, with " Alfred Simms, Francess Road," thereon, to which address he ordered two more bicycles to be sent. 14.— Windsor ( Borough).— For stealing, lltli inst.— 1 diamond frame safety bicycle, " Dunlop" pneumatic tyres, " Royal George " stamped on head, crescent handle- bar, usual parts plated, except front hub, rubber pedals, " Bramson's " gear case, crank bent outwards— A MAN, age about 28, height 5 ft. 4 or 5 in., complexion fair, small moustache light; dress, brown suit, black soft felt hat. He presented a card with " Alfred Simons, 2, St. Phillip's Villas, Francis Road, Windsor," thereon. Information to Head Constable Armour, Windsor. BRECONSHIRE. 15.— Crickhowell ( County).— For obtaining food and lodgings by false pretences, at Llanphangel, on 4th inst.— WILLIAM JOHN JONES ( supposed false), age about 18, height 5 ft. 1 or 2 in., complexion dark, hair and small moustache dark brown, long nose, knock- kneed, a scar 1J in. long back of head, dirty appearance; dress, dark blue slop, dark cord trou- sers, blue sailor cap, heavy nail boots. He tramps the country, occasionally working at farms. Warrant issued. Information to Supt. Winterson, Crickhowell. 33, height 5 ft. 6 in., complexion fresh, hair brown, eyes blue. He gathers evergreen foliage, used for decorations, which he consigns by rail; may be heard of through manufacturers of wreaths, etc. Native of Great Marlow. Warrant issued- Information to Supt. Maneely High Wycombe; or Sergeant Marks, Great Marlow. CHESHIRE. 17.— Altrincham ( County).— For stealing £ 40, 19th inst., at Sale— MARY LARKINafozs McLAR- KIE, age about 20, height about 5 ft., complexion fresh, hair brown, fringe in front, rather prominent chin; dress, black cashmere dress, trimmed beads, black silk cuffs and waistband, black chip sailor hat, with black band, green cape, tan gloves, lace boots. Is fond of attending theatres, etc. Obtains situations through advertisements. ( See Case No. 9, 7th inst.) Warrant issued. Information to Supt. Britton, Altrinoham. DERBYSHIRE. 18.— Chesterfield ( Borough).— For stealing, 10th inst.— an " Irewell" safety bicycle, front wheel " Stubbs " pneumatic tyre, back wheel " Welch- Dun- lop," spoke in back wheel broken, and bent round next one, spoon brake, saddle worn near rivets— A MAN, age 19 or 20, height 5 ft. 6 or 7 in., complexion fresh ; dress, light brown suit, brown cap. Stated he was going to Eckington. Information to Head Constable Emery, Chesterfield. 19.— Derby ( Borough).— For stealing 5th inst.— 1 lady's 18- carat gold keyless lever watch, No. 18684, no dome, engraved cases; 1 lady's 18- carat gold lever watch, gold dial, No. 13808, engraved cases; 1 lady's gold hunter watch, Swiss make, gold dial, engraved cases, No. 104842, in 3 cases, 2 blue plush, and 1 red maroon, bearing name " James Moore, jeweller, 18 Corn Market, Derby " ; 1 lady's 15- carat gold albert, 2 strands joined by engraved mount in centre— A man, who gave the name of C. MAY, age 35 to 40, height 5 ft. 3 or 4 in., complexion sallow, hair dark brown, clean shaved, twitches his mouth when talk- ing ; dresied in dark suit, brown Alpine hat, respect- able appearance. He took apartments, and then called at a jeweller's shop, and asked that the watches, etc., might be sent to his address, and, on the pretence of shewing them to his wife, obtained possession of the articles, and decamped. Information to Lt.- Col. Delacombe, Chief Constable, Town Hall, Derby. BUCKINGHAMSHIRE. 16.— High Wycombe ( County).— For non- pay- ment of maintenance arrears— JAMES BEAVER, age DEVONSHIRE. 20.— Plymouth ( Borough).— Portrait and descrip- tion of SIDNEY HERBERT NANCARIIOW, whose apprehension is sought for stealing, 1st inst., £ 400 in Bank of England notes, and a large sum of gold from a bank, ago 20, height 6 ft., very slight build, complexion fresh, hair ( smooth) dark brown, prominent ears and lips, baggy cheeks, stoops slightly, carries his head forward, has a shambling walk ; dress ( when last seen), dark grey cloth overcoat, blue serge suit ( lounge coat), cloth cap or straw hit, sometimes wears grey- brown check knickers and complexion sallow ; dress, blue and grey woollen coat, striped trousers, straw hat. Supposed will endeavour to leave the country for South America. Warrant issued. Information to Chief Constable Sowerby, Ply- mouth. FORFARSHIRE. 21.— Dundee ( City).— For fraud ( giving worth- less cheque in payment of hotel bill)— G. H. CLARK, alias MAJOR CLARK, age about 50, height about 5 ft. 10 in., slight build, com- plexion sallow, hair ( rather long and curly) dark ( turning grey), moustache black ( turning, grey), small imperial, speaks with American accent; dress, black surtout coat and vest, grey striped trou- sers, satin or felt hat; may dress in clerical grey coat suit. Stated he had come from New York. He arrived on 20th ult., supposed from Preston, and was accompanied by C. H. BANCROFT ( who is in custody), age about 50, height about 5 ft. 8 in., complexion fresh, hair parted in centre, small mous- tache brown, protruding chin, large teeth, hooked nose, talkative, and speaks with American accent. He stayed on various occasions in May and Juue last at the Adelphi Hotel, Liverpool, where he stated he was an ex- detective of New York, and that his business address was 81, Cheapside, London. Warrant issued. Information to Chief Constable Dewar, Dundee. brown leather leggings, blue shirt, with white dia- mond spots, crimson and green tie ( sailor knot), brown lace boots, believed to have the name of " Foal" inside. WISE, ago 19, height 5 ft. 10 in., slight build, GLOUCESTERSHIRE. 22.— Cheltenham ( COKH/?/).— For failing to report — Licence- Holder PATRICK DOUGAN, alias JAMES CLEGG, JAMES WILLIAMS, and JAMES BUL- LAND, Office No. 1124- 6, age 65, height 5 ft. 4 in., complexion pale, hair grey, eyes grey, scar centre of left eyebrow, top of right thumb, front of second left finger; mole inside left upper arm, and back of neck; varicose veins right leg; dressed in grey mix- ture cloth suit, black hard hat, collar and tie, all new; slight build, native of Rochdale. Sentenced at Gloucester Assizes, 1st July, 1892, to 5 years penal servitude, and 3 years police supervision for burglary. Licensed 11th April, 1896. C. K. S. 1474. Information to Superintendent McRae, Chelten- ham. 23.— Dursley ( County).— For larceny— WIL- LIAM SNELL, age about 30, height about 5 ft. 4 in., complexion swarthy, hair black, has a peculiar fierce expression; dress, dark coat, slate colour trousers,, low bowler hat. A hairdresser ; native of Bristol. Warrant issued. Information to Supt. Hopkins, Dursley. HAMPSHIRE. 24.— Portsmouth ( Borough). — For stealing £ 10 lis. 10d., on 15th inst,— LOUIS SEEL, a Ger- man, age 30 to 35, height 5 ft. 8 in., slight build, complexion swarthy, hair and moustache dark, bad teeth, speaks with foreign accent; dress, black. Newmarket coat, brown holland vest, light tie, black Alpine hat ( sometimes wears silk hat), patent leather shoes, wears gold hunter watch and chain, usually carries a crooked walking- stick, silver- mounted. Had with him 2 portmanteaux ( 1 old brown leather, the other nearly new), 1 hat- box, and 2 brown- paper parcels. Has been employed as cashier to a firm FKIDAY, AUGUST 2S, 1896. Information to the Chief Constable, Town Hall, Portsmouth. 25.— Southampton ( Borough).— For obtaining ,£ 10 by a worthless cheque on the Southsea Branch of the National Provincial Bank— H. F. BICKEL, alias A. F. BICKEL, and G. P. SMITH, age 35 to 40, height 5 ft. 6 in. ( sunburnt), long brown moustache; dress, black jacket, dark trousers, white straw hat, with black band. He calls at hotels, and engages rooms for his wife and family, and after the Banks are closed he hands the hotel manager a cheque to take charge of for him, upon which he obtains an advance of £ 10. Warrant issued. 26.— Southampton ( Borough).— For embezzle- ment— HORACE FREDERICK LAWMAN, age 28 to 30, height 5 ft. 6 or 7 in., hair and moustache dark brown, full face, narrow forehead, scar back of head, walks with shuffling gait; dress, dark brown tweed suit, dark scull cap. An Army Reservist, supposed • of the Prince of Wales' Own Regiment. A journey- man baker. Absconded 13th inst. Warrant issued. 27.— Southampton ( Borough).— For stealing, 10th inst., a cash- box and £ 96— WALTER HENRY BATTEN, age 25, height 5 ft. 10 in., complexion fresh, hair brown, slight moustache, eyes hazel, 5 dots tattooed right arm, one on back of left arm, walks erect; dress, black diagonal morning coat, • brown tweed trousers, bound with braid at bottoms, black hard hat. A labourer ; may seek employment at • docks, or endeavour to leave the country. Has previously absconded to America when wanted. He has served in the Royal Marine Artillery, and will account for possession of money by stating it is deferred pay. Warrant issued. Information to Chief Constable Berry, Southamp- iton. HERTFORDSHIRE. 28.— Watford ( County).— For uttering a forged • cheque for £ 13 6s., No. G. 2039, dated 30th July, 1896, on Birkbeck Bank— A man, known as JACK, age about 40, height 5 ft. 8 in., complexion very fresh, sharp features, prominent nose, hair short, side whiskers sandy, smart appearance, walks quickly; dress, dark grey jacket suit, hard felt hat, frequently • carries a black brief bag, about 12 in. long; is ac- companied by a girl, supposed his daughter, age about 17, height 4 ft. 10 in., complexion dark, hair dark brown ( brushed back), eyes very dark; dress, long grey circular cloak, black toque hat. The cheque was taken from a book containing 11 others, which was stolen by housebreaking at Watford. Warrant issued. Information to Captain Wymer, Deputy Chief Constable, Watford. LANCASHIRE. 29.— Liverpool ( City).— For failing to report— . Supervisee WILLIAM WILSON, Office No. 42,474, age 72, height 5 ft. 9 in., complexion fresh, hair grey, eyes hazel, bald top of head; birthmark right side, ruptured right side, two moles left cheek, scar left of forehead, bracelet left wrist. Sentenced at Man- chester Sessions, 5th February, 1891, to 12 months hard labour, and 5 years police supervision, for house- breaking. 8,262. Licence- Holder JOHN CARROLL, alias JAMES BAKER, Office No. 2,515— 96, age 54, height 5 ft. 5£ in., complexion fresh, hair dark brown ( grizzled), eyes blue; sailor, 3 stars, 6 flags, ship, cannon, eagle, and flag on chest, HTMYWWW and other marks on right arm, MWSM and other marks left arm. Sen- tenced at Liverpool County Sessions, 5th March, 1889, to 5 years penal servitude, for housebreaking ; liber- ated on 2nd licence, 5th August, 1896. Z. I. 1'., 1,206. Licence- Holder MICHAEL JAMES BAKER, alias JAMES BAKER, JOHN WILLIAMS, and WILLIAM BROWN, Office No. 2.456— 96, age 34, height 5 ft. in., complexion fresh, hair dark ( bald), eyes blue; Il- shaped scar back of left hand, flogging marks on back. Sentenced at Liverpool Assizes, 6th November, 1886, to 10 years penal servitude, for larceny ( per- son). Licensed 1st August, 1896. F. M. 453. General dress, rather dark fawn mixticre, trimmed narrow gimp to match, epaulettes on shoulders, bow of narrow dark brown ribbon at throat, black silk gloves, black hat, boat shape, black laee pleating round edge, trimmed three small black feathers, shot ribbon pitak and green, and leaves the same colour. Or may wear a grey mixture dress trimmed black velvet, long bow in front of bodiee, black cloth jacket, large sleeves, loose fronts. Also took other clothing in a yellow tin box. Was wearing a gold watch and chain, monogram on it " L. J. S.," and had in her possession £ 30 in gold. She is suffering from melancholia, and it is feared some ill may have befallen her. Her friends are very anxious as to her safety, and would like quiet inquiries made.
