All announcements for insertion in the POLICE GAZETTE, and all communications upon them ' should he addressed to TUB KDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LOVDON, S. YV. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTK, if they are sufficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4 In all cases where a reward is offered the name and address of some person responsible for the pat) nent must be given, and the exact conditions be clearly stated. 6 portraits of persons whose apprehension is sought for serious offences, and engravings of stolen • property, will be prominently inserted, with detailed particulars, at a cost of\ bs. per portrait, and of Is. dd. per photograph or sketch of a stolen article, including the expense if engraving on wood. 6 Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less r" » k than Superintendent; and, if the name of such person be required to be ins'- rted, and no man ant is in forceagainst him, the requisition must be signed by the chief officer of police, or his immediate deputy of the county, city, or borough, as the case may be. 7 Announcements concerning s'olen property must be guaranteed by an officer of iiot less rank thru' Tnsnftnr or •• minimis thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and at i alphabetical 1' y arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted i » the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, Kill be wholly respo""' blefor any proceedings whuh may result from such publication. 11. Announcements for the Friday issue should be forwaraed so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either rrt the office, Xew Scotland Yard, by cheque, crossed " Drummond S{ Co.," Post Office Order payable at Parliament Street, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who ivill furnish the rates on application. 14. NOTICE. 1.— The composition of the Friday No. of the " Police Gazette" will be found arranged for easy reference as fol lows :— ( a) Regulations at top of 1st page. ( b) Apprehensions Sought. ( 1). Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, • n account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand bills, or other advertisements, offering a reward for the discovery of property or the detection of erime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly ti pressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Absconded 2nd inst. May endeavour to leave the country. POPPLEWELL, sge about 60, he'glit 5 ft. 6 or 7 in., complexion pale, hair ( bald) grey, may be dyed black or brown, full moustache light ( turning grey), small scirs on fore- head, apparently suffering from asthma ; dress, black frock coat, high silk hat, end v* ore a gold watch, No. 361498. Stated he was a retired sea captaio. Was accompanied by a lad, age about 17, complexion fair, simple- looking. Left Newbury on 18th inst., driving a hired black horse an! a dogjart, which be left at Hounslow. Supposed identical with man desctibed in Case No. 99, 19t'a nit. Warrant issued. Information to Supt. A."; 3 silver egg spoons ; 6 silver tea spoons ( small), marked " J. D."; 4 silver salt spoons, 2 marked " J. S. A."; 3 gold studs, set red stones in centre ; 3 gold studs, with blue enamel; the works of an old lever watch ; 1 small clock in case; 2 packs of cards, with imitation of ! ilies- of- the- valley ; and about 50 cigars— TWO MEN : 1st, age 35, height 5 fc. 8 in., slight build, complexion fair, hair brown, moustache light; dress, dark tuit, high dark billycock bat. 2nd, age 25 to 30, height 5 it. 8 in,, complexion and hair dark; dress, dark coat, light trousers, white straw hat, with deep black band. 10.— Maidenhead ( Borough).— For embezzling 21s.— JOHN WILLIAM BOURNE, age 42, height 5 ft. 5 in., complexion sallow, hair dark, moustache dark brown, eyes hazal, scars aid rec3nt cut on head; dress, old brown coat, dirty grc- y trousers, dark grey peak cap. CARNARVONSHIRE. 11.— Bangor ( County).— For obtaining money by false pretences— WILLIAM HORATIO IN- WARDS ( supposed false), age 35 to 40, height about 6 ft., well built, complexion fair, hair dark brown; dress, fiock coat, light tweed ( rcuseis eilk hat. He represents himself to be a member of a firm which he styles '' William Hoiatio Inwards & Co, 28, Connaugbt- road, Liverpool," visits hotels, and induces the proprietors to pay in advance for an advertisement in writing cases, with photograph of the hotel, which he promises to supply. States he was formerly an organist at Aberdeen. Previously convicted as W. H. DRAYTON in Dublin on 4th October, 1894, and at Oswestry as W. H. INWARDS. He was at Barmouth about 1st inst., and is supposed to be making his way to Montgomeryshire by the South Coast of Wales to the South of England Warrant issued. Information to Snpt. Harris, Bangor. CHESHIRE. 12.— Chester ( County).— For setting fire to a hay- stack, 19th May last, at Farndon, and for stealing a jacket and vest, and a feather bed, on 3rd inst. — JAMES PRIDDING, age 36, heigh 5 ft. 6 in., complexion fresh, full face, hair and moustache sandy, short side whiskers, eyes blue, mole or wart under left eye ; dress, bine jacket and vest with stripes, cloth breeches and leggings. A pig dealer; native of Holt, Denbighshire. May be accompanied by a woman, with whom he eloped, age 25, height about 5 ft., complexion pale, hair ( frizzed) very dark, eyes dark; dress, black dress, buttoned at back, dark tight- fitting jacket. They left Chester for Liverpool on 4th inst., having with them a large brown wooden box, a small box coveied with black canvas, a tutidle of wiariDg apparel, atd a fe& ther bed tied in a sheet. DEVONSHIRE. 13.— Fxeter ( City)— For forgery— GIUSEPPE ROBERTO, alias JOSEPH ROBERTO, an Italian ico cream vendor, sge about 47, height 5 ft. 7 in., complexion sallow, thin face, high cheek bones, hnir ( turning grey) black, moustache dark brown, snnkeu eyes, dark veins in face, pr, mincnt thorax, spells broken English ; dress, when last seen, dark coat and vest, light trousers, hard bat. Was last seen tt Liverpool on 6th inst. May endeavour to leave the country. Warrant issued. Information to the Chief Constable, Court House, Exeter. A draper's assistant. Is known at Portland, Dorset, Holsworthy, Devon, and Staines. Left Portland 10th icst. and Poole a ' day or two later, supposed by train to London. Warrant issued. M. S. " Lion," from whioh ship he is a deserter. Warrant issued. 18.— Cardiff ( Borough)— For abduction and having carnal knowledge of a girl under the ago of 16, 2nd ult.— TREGENNIS JONES, alias TIM or TOM JONES, age 18, height about 5 ft. 1 in., slight build, complexion fair, long thin face, hair and small moustache light, heavy eyebrows light, eyes ( small) grey, tattooed on right arm, cut scar under one eye; dress, blue jacket and vest, dark trousers, blue cloth peak cap. PETTY, age IS or 19, height 5 ft. 4 in., slight build, cmiplexion fair, thin features, usually wears his hair in a large curl over forehead, aquilino nose, shoit- sighted, sometimes wears pince- nez ; respectably dressed. A clerk. Warrant iesued. 28.— Sout ham pton ( Borough).— For obtaining £ 5 15s. by means of a worthless cheque- ADA WILLIAMS, age 27, height 5 ft. 1 or 2 in., slight build, complexion fair, hair Irown ( inclined to curl); dress, blue serge dress, brown cape with high collar, black beaver hat trimmed with feathers or sai'or hat. Is accompanied by 3 children ( an infant in at ma and twins, age about 2), and her sister- in- law. His a dog in her possession called '" Pincher," wearing a collar engraved " Williams, Osborne- rcad." Ab- sconded 1st inst., and is supposed to have booked to Basingstoke. Warrant issued. HEREFORDSHIRE. 29.— Ledbury ( Counly).— For stealing on 8th inst., at Bosbnry— 1 dark- ribbed jecket and vest, bound with black braid— ARTHUR TOMBS, alias LONDON, age 26, height 5 ft. 7| ir., complexion and hair dark, eyes datk, left very weak and partly closed, stammerp, walks with shnffling gait; dress, dark dcnble - breasted coat, dark waistcoat, grey striped trousers, black hard bat, lace boots. Has been an inmate of Dr. Barnado's Home, and was attached to the shoeblack brigade in London for several years; has been employed at hotels as out- door porter, and on pleasure boats between Cardiff and Bristol, as light porter; wears the badgo of the Young Men's Christian Association on left breast; was connected with the Salvation Army, and other charitable and religious institutiocs at Cardiff, London, and Bristol; frequents watering places dniing the summer months. Strangward, Weobiey. 31.— Hereford ( City).— For deserting his wife and children, leaving them chargeable to the Here- ford Union- JOSEPH ROBERTS, age 33, height 5 ft. 5 or 6 in., complexion swarthy, hair dark brown, eyes sunken, tiittooed bird with flower ia beak on breast. Native of Hereford; a labourer. May be found on public woiks. Has served in tho King's Royal Rifles. Warrant issued. Information to Head Constable Richardson, Hereford. HERTFORDSHIRE. 32.— Watford ( County).— For uttering a forged promissory note — JOHN JESSE NEALE, alias WEALE, age about 36, height 5 ft. 6 or 7 in., com- plexion freth, hair dark brown, side whiskirsand moustache, eyes brown. Native of Birmingham- May be accompanied by his wife, age 26, height 5 ft., complexion pale, hair light, eyes light blue; near- sighted, wears pince- nez. Native of Cardiff. Warrant issued. Information to Capt. Wymer, Deputy Chief Con- stable, Watford. ISLE OF WIGHT. 33.— Newport ( County).— For obtaining £ 2, by false pretences, 4th inst— MARY EDWARDS, alias MARY SMITH, identical with Mary Smith, see Case No. 26, 15th May last. SLe obtained money on the representation that she had been left a considerable sum of money by her giandmcther, at Exeter. Warrant issued. Information to Deputy Chief Constable Gibson, Newport. KENT. 34. — Tunbridge Wells ( Borough). — For embezzlirg £ 67 16s. — ALBERT EDWARD KINGSNORTH, age 50 to 55, height 5 ft. 8 in., stent build, complexion dark, hair, moustache, and whiskers ( turning grey) black; dress, dark serge suit, straw hat, with black- and- blua band.
