All announcement* for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to Tun EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. VV. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enableaction to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. B. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of\ hs. per portrait, and of 7s. ( id. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons tobe apprehended or of stolen property bear a number, and at alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next its i e. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly respo » r'blefor any proceedings w'liih mag result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later thin noonon Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond < f- Co.," Post Office Order payable at Parliament Street, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Anv additional copies of the GAZETTE beyond the number at present supplied will be forwarded OD application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption oi such a course will be apparent from the fact that the POLICE GA* ETIK is circulated in tho Colonies. 1PPREHENSION8 SOUGHT METROPOLITAN POLICE DISTRICT. 1— A Division.— Portrait and description of THOMAS FREDERICK PHILLIPS, alias FRED with Geo. Nut to be arrested out of the United Kingdom. 2.— T Division.— For obtainiog money by the sale of worthless gas burners ani mantels — WALTER PLATTS, alias WILSON, JOHNSON, and DE GROOF, age 31, height 5 ft. 6 in, com- plexion pale, hair and moustache dark, eyes brown, small scar right elbow ; dress, black morning coat aid vest, dark tweed trousers, b'ack hard felt hat, A native of Hammersmith. ( Borough). — For stealing a GOOD ALL, age 18 to 3— Cambridge bicycle ( recovered) • 20, height 5 ft. 5 or 6 in., complexion dark, thin face; dress, dark grey suit, dark tie, black hard hat, lace boots, was wearing a white shirt marked " Goodall." ESSEX. £ 2 REWARD. 9.— Chelmsford ( Oounty).— For deserting his wife and children, on 25th June, 1895, leaving them chargeable to the Chelmsford Union— GEORGE THOMAS SMITH, age 35, height 5 ft. 7 in., com- plexion fresb, hair light brown, eyes bine, two men boxing tattooed on chest, woman, trees, bracelets, rings on arms and hands; sometimes wears Indian gold rings on left little finger. A native of Writtle, Essex. Was formerly in the 4tth and 24th Regi- ments, and, in 1892, was recruiting Serjeant to the Montgomery Militia at Welshpool ( see Case No. 14, 9th August last). Warant issued. The above reward will be paid by the Guardians of the Chelmsford Union for the arrest of Smith. Information to Depnty Chief Constable Somerset, Chelmsford. GLOUCESTERSHIRE. 10.— Dlirsley ( County).— For obtaining money by false pretences— A MAN, age about 35, height about 5 ft. 8 in., complexion fresh, hair brown, slight light moustache; dress, dark suit, double- breasted coat, black bowler hat. The appearance of a sailor. He obtained a cloak- room ticket at the railway station, Sharpness, 9th in3t., for a carefully packed old boot; he then added other articles to ti e ticket, and, stating that he had just come into port, obtained the money, leaving the ticket as security. Hopkins, Dursley. 11.— Fishponds ( County).— For stealing £ 178 — JOHN STONE, age 24, height 5 ft. 4 in , com- plexion dark, hair and moustache dark brown, eyes brown; dress, dark suit, black hard felt hat, light lace boots. W." ; 1 car- penter's tool basket, sack lining, hole in one side — — JAMES CLARK, alias TOMMY CLARK, age about 32, height 5 ft. 7 or 8 in., hair and moustache brown; dress ( when last seen), light plaid suit, coat and vest of a darker shade, hard felt hat, some- times wears light skull cap. A carpenter; well ' known along the South Coast; travels from place to place seeking work, and, if he obtains any, borrows tools, and, after working for a day or two, draws his money and proceeds to another town. May be accompanied by his wife. 14. — Portsmouth ( Borough). — For stealing, 16th inst., 2 tablecloths ( recovered) — 15.— Portsmouth ( Borough).— For stealing, 1st inst., an 18- ct. gold buckle ring, set 2 diamonds, buckle and strap chased, " 405, 0j, oe " scratched inside— A MAN, age about 30, height 5 ft. 7 or 8 in., complexion floiid, hair brown, moustache light brown, left ear jigged as if from injury, large rough hands; dress, doub'e- breasted blue overcoat, dark trousers, tan boots, country appearance. Ho called at a jeweller's and asked to be shewn somo rings, but did not make a purchase, and left the shop, stating that hi had to meet his wife who was coming from Exeter, but would call again. He left a card with " Mr. J. Beal, Friend & Bea', Solicitors, Exeter" thereon, which he had no authority to use. Information to the Chief Constable, Town Hall, Portsmouth. 16.— Portsmouth ( Borough).— E. D. CART- WRIGHT, Case No. 20, 11th October last, not to be arrested. Warrant withdrawn. HEREFORDSHIRE. 17.— Ledbury ( County).— For stealing a pair of trousers, 10th inst., at Wallington Heath— OLlYER, alias HOLDER, age 35, height 5 ft. 4 or 5 in., com- plexion and hair dark, clean shaved, eyes ( large) haz -' 1, front teeth deficient; dress, brown plaid stable jacket, brown plaid waistcoat, black Oxford cloth trousers, brown peak cap, old strong boots. Carried a small brown book, 2 pens, and some paper. Stated he was an Ordnance Survey Officer, and that he had served in the Army, and was in Egypt in 1884. Warrant issued. Information to Supt. HERTFORDSHIRE 18.— Hemel Hempstead ( County).— For stealing, 15th inst., at Great Berkhampstead, 1 " Viking " safety bicycle, referee frame, pneumatic tyres, fitted with brake, no mud- guard, dropped handle- bar, rubber pedals, i- in. blocks, chain, " Harrison's " double alarm bell, " Lucas " lamp, " Middlemore " saddle, with bag attached, containing spanner and oil can, all bright parts nickel- plated, other parts enamelled black, makers, " Warman and Hazlewood, Coventry "— A MAN, age about 25, height about 5 ft. 7 in., complexion fair, slight light moustache ; dress, light tweed suit and light cap. ISLE OF WIGHT. £ 50 REWARD. 19.— Newport ( County).— Portrait and descrip- tion of CHARLES JOHNSON, whose appre- KEATES, age about 40, height 5 ft. 7 or 8 in., slim boild, complexion fair, thin features, whiskers and moustache light, shaved on chin, walks badly ; dress, ginger check morning coat suit ( much worn), black hard felt hat. Has been engaged as salesman in a furniture warehouse, and may seek similar employ- ment ; and bi3 wife, age about 37, height 5 ft. 5 or 6 in., stout build, blotchy facc, addicted to drink; dress, light drab circular cloak, blaok dress, brown alpine hat. hension is sought for shopbreiking, 25th ult, and stealing a cash- box, containing £ 1,200 in gold, in Email linen bags ; 4 Jubilee £ 5 pieces, 2 £ 5 pieces, dated 1888, and other Jubilee coins, and £ 20 in silver ; a quantity of old guineas and half- guineas; several Spanish doubloons; 20 American dollar pieces ; French coins ; 1 100- franc piece; a quantity of Aimy medals ; 1 gold geneva watch:— Age 23 ( looks older), height 5 ft. 6 in., complexion fair, fall face, hair dark, eyes brown, moustache ( inclined to sandy) dark, scar inside and under right ankle, 2 boil scars base of spine, 2 small s: ars over breast, cut scar left thumb and forehead ( over right eye); dresj, dark suit, f- length dark overcoat, black round- crown hat; carried a brown fquare hand- bag, 18 in. by 9 in. Appearance cf a commarcial traveller. Is known at Cardiff, Gloucester, and Portsmouth. Warrant issued. The above reward will be paid by Mr. John Pike, jeweller, Newport, for such information as will lead to the apprehension and conviction of the thief, and recovery of the property, or in proportion to the amount recovered. KENT. 20. — Ashford ( County). — Portrait and de- scription of WALTER ANSELL, whose apprehen- sion is sought for embezzlement—- Age about 27, height about 5 ft. 6 in., complexion sallow, hair light brown ( inclined to curl), eyes brown ; dress, usually, dark jacket and vest, dark brown tweed trousers, light tie, with pm containing stone, black hard felt hit, dark brown double- breasted overcoat, with brown velvet collar. A clerk ; rative of Ashfori. Warrant issued. Information to Supt. Wenham, Ashford. 21.— Canterbury ( County).— For deserting hia children— JOHN COX, age about 40, height 5 ft. 7 in , slight build, complexion dark, hair and whiskers dark brown, very large front teeth; dress, old dark coat, fustian trousers, black hard felt hat, A native of Bishopsbourne, Kent. Wo: d, Canterbury. 22.— Folkestone ( Borough).— For stealing, 14th inst., 1 18- ct. gold curb albert, double length, £ 9 marked inside swivel— A MAN, who entered a jeweller's shop under the pretence of making a purchase, age about 32, height 5 ft. 8 or 9 in., com- plexion sallow, hair and moustache dark; dress, dark jacket and vest, dark troupers with fine stripe, wore a gold horseshoe pin. LANCASHIRE. 23.— Kirkham ( County). — For stealing, 19th inst., at Fleetwood, 1 pur lace boots ( nearly new), to fit a girl age 6, and £ I 9s.— A WOMAN, age 50, height 5 ft., stout build, complexion fresh, hair light brown, eyes brown; dress, daik dress, dark knitted shawl, puce - striped black bonnet; suppesad wearing leather slippers. Has had a situation as house- keeper, which she left between 18th and 19th inst. Information to Sapt. Ormerod, Kirkham. 24.— Leigh ( County).— For obtrining by false pretences, 2 pigs ( recovered)— JAMES ISHER- WOOD, alias " WHITE-' Utf," age 30 to 35, height 5 ft. 5 or 6 in., stout baild, comp'exion fresh, hair very light, moustache light; dres?, dark coat and vest, brown cord trousers, brown cap, clogs. A batcher ; native of Astley Bridge, near Bolton. Has worked at Bolton, Blackpool, Southport, Wigan, and Horwich. May be found at common lodging housas. Warrant issued. iLformation to Supt. Sentenced at Leeds Sessions, 30fch December, 1889, to 7 years penal servitude and 5 years police supervision for shopbreaking. Licensed 30th March, 1895. I P 147. LEICESTERSHIRE. 26. — Melton Mowbray ( County). — For stealing ( bailee), on 14th February last, a small trolley ( recovered) — RICHARD IVOR, age about 35, height about 5 ft. 9 in., rather slight build, complexion fair, hair and moustache brown, clean shaved; dress, ( when last seen), brown check suit and cloth peak cap. A painter; but has lately been hawking oranges, fish, & c. Left Mowbray, 14th February last. Usually stays at common lodging houses. Was accompanied by his wife, age about 35, height about 5 ft., complexion fresh, hair sandy ; dress, drab dress and jacket, dark bonnet. Warrant issued. Information to the Chief Constable of Leicester- shire, Leicester; or, Supt. Bott, Melton Mowbray. MONMOUTHSHIRE. 27. — Newport ( Borough). — Portrait and description of WILFRED NICKLESS, whose apprehension is sought for embezzling £ 35, on ICth inst.— Age 33, height 5 ft. 10£ in., stout build, weight about 13 stone, complexion fair, hair and moustache light, is addicted to drink; dress, blue serge coat and vest, grey trousers, black hard felt hat, wears a silver watch chain. Native of London. May endeavour to leave the country. Warrant issued. Information to Head Constable Sinclair, New- port. ROXBURGHSHIRE. £ 10 REWARD. 28 — Hawick ( Burgh).— Portrait and descrip- tion of GEORGE GRAY, alias SIDNEY CHARLES I cJV& A^ cTe TAYLOR, late of 9, Stratford- villas, Parkside- road, Hounslow, whose apprehension is sought for em- bezzlement and forging bills to the amount of £ 233 — Age 45, height 5 ft. in., complexion sallow, thin face, hair and moustache light ( turning grey), deep voice; dress, morning coat and vest, silk hat. A commercial traveller; represented a Scotch tweed firm and a Huddersfield cloth firm in the Midlands, where he is well known to tailors and clothier3. The photograph, although taken neaily 20 years ago, still resembles him. Warrant issued. The above reward will be paid by Messrs. Innes, Chambers & Co., Hawick, for such information as will lead to the arrest of Gray. Information to Chief Constable Macdonald, Hawick. SHROPSHIRE. 29. — Shrewsbury ( County). — Portrait and of KATE HUGHES, whose apprehen- sion is sought for stealing, 2ad ult., £ 60 ; a lady's small silver watch, gold figuring oa face, has been repaired by a watchmaker at Cork, whose label may be inside case, thin gold chain, plain pattern, with tassels at end attached; and a lady's rough black serge double- breasted jacket, large black buttons, pockets on hips— Age 22, height about 5 ft. 1 in., rather stout Luild, complexion fresh, full face, hair brown, eyes grey, lost second joint third fiEger left hand ; speaks with Welsh accent; dress ( when last seen), grey speckled gimp dress, black- and- white speckled straw hat, and the 6tolen jacket. A domestic servant; has been in situations at Aberystwyth, Llandudno, and Liverpool. Native of Colwyn Bay, Denbighshire. Was for some years in Bangor Woikhouse. May be found in service, workhouse, home, or at places where militia or volunteers assemble for training. Attends Salvation Army meetings. Warrant issued. Information to Supt. Edge, Shrewsbury. SOMERSETSHIRE. 30.— Bridgwater ( Borough).— For stealing a quantity of tallow ( recovered)— A MAN, age 30 to 35, height about 5 ft. 7 in., complexion, hair, and moustache dark; dress, brown coat, grey striped trousers, dark cloth cap, lace boots ( one cut down front). A tramping carpenter. Left Bridgwater on 18th inst. Information to Chief Constable Barnett, Bridg- water. STAFFORDSHIRE. 31 — Newcastle- under- Lyme ( Borough).— For stealing £ 50— ALEXANDER PHILLIPS, age 35, height 5 ft. 7 in., slight build, complexion fresh, hair brown, clean shaved, eyes grey, splay- footed ; dress, brown tweed suit, brown cloth cap, stand- up collar, light tie, lace boots. Is fond of drink ; a groom or coachman; native of Worcester. May be found at race meetings. Wan- ant issued. Information to Chief Constable Taylor, New- castle- under- Lyme. SUFFOLK. 32.— Mildenhall ( County).— For stealing, 7th inst., at Newmarket, two bicycles: 1st, a Raglan, light roadster, 1894, Dunlop - Welch tyre back wheel, Mackintosh pneumatic on front, drop narrow handle bar, no handles, rat- trap pedals, block chain, no brake or mud- guard, Rosser's chain adjustment, bag, bell, and tools ; 2nd, a Raleigh light roadster, 1895, fitted with 1896 Dnnlop- Welch tyres, roller chain, 21^- in. frame, for very short rider, top bar drop3, Westwood rims, large saddle and springs, wide dropped handle- bar, india- rubber handles, rat- trap pedals, no brake or mud- guard— Two youths: 1st gave the name of GEORGE FISHER, age about 19, height 5 ft. 8 in., complexion fair, hair light, sharp features ; dress, pepper- and- salt colour suit, dark cloth cap, lace boots. 2nd, the name of ALLISON, age about 17, height about 5 ft. 3 in., complexion fair, bair light; dress, light cloth suit, black hard hat, lace boots.
