L All announcement* for insertion in the POLICE GAZETTE, and all communications upon them nktmld be addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases tyhere a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15*. per portrait, and - af Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no wan ant is in force against him, the requisition must be signed by the chief officer of pel ice, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank 6 7. than a^ alnnnna therein. 8. Announcements of all persons tobe apprehended or of stolen property bear a number, and a » alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will it- wholly responsible for any proceedings whiih mag result from such publication. 11. Announcements for the Fridag issue should be forwaraed so as to be received not Inter fhon noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They m u » t be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond % Co.," Post Office Order payable at Parliament Street, Postal Order-, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James If tiling, 12S, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. 1.— The composition of the Friday No. of the " Police Gazette" will be found arranged for easy reference as follows:— ( a) Regulations at top of 1st page. ( b) Apprehensions Sought. ( 1). Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( o) The amount of the reward. ( 6) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid 011 its return without the offender being brought to trial, or without enquiry. NOTE.— There are 180 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— E Division. — For stealing £ 3 IO3.— JAMES LEWIS, alias HARRIS and LONG JIM, age about 55, height 5 ft. 10 in., complexion fresh, hair very grey, eyes grey; military appearance; dress, usually, long dark grey overcoat, jacket suit, black soft hat, spotted muffler, dirty looking. May be found in the streets, < fcc., of provincial towns, selling toys. Warrant issued. 2.— G Division.— For obtaining a quantify of calf and glove hides, by false pretences— ISAAC MARKEWITCH, a Russian Pole, age 26, height 5 ft. 4 or 5 in., complexion sallow, hair brown, slight light moustache, eyes blue ; very soft voice ; speaks Eoglieh well; dress, black overcoat with velvet collar, dark suit, black felt hat. May endeavour to leave the country. Warrant issued. 3.— G Division— For stealing £ 30 — JOHN MORTON, age 27, height 5 ft. 7 in., complexion fair, hair and moustache ( painted at ends) brown, eyes g'ey, slightly round- shouldered, and carries his head forward ; dress, lorg black- and- white check Newmarket overcoat, dark mit, black alpine hat, patent boots, coloured shirt. Has been employed as a bookmaker's clerk, and may ba found amongst betting- men. Native of Bermondsey. Warrant issued. 4.— K Division. — For fctfaling £ 1, 10th inst. — CHARLES GILLINGHAM, age 26, height 5 ft. « 7f iD., complexion fair, hair dark browD, eyes daik, scar right side of temple, round- shouldered, stoops and turns his toes out; dress, short black overcoat, black reefer jacket and vest, brown mixture trousers, black alpine hat, or brown cap, carries a black hatd- bag. A native of Tunbiidge Wells. Wairant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 5. _ For larceny ( servant). — EDWARD GEO. HARMAN, late of 268, Clapham- road, London, age 50, height 5 ft. 10 or 11 in., complexion florid, hair ( bild on top of head), whiskers ( shaved cn • hin), and moustache dark brown ; well dressed. A cashier. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 6.— Clewer ( County). — For stealing on 4th January, at SnoninghiU, a waistcoat ( recovered)— THOMAS KING, age 38, height 5 ft. 7 in, com- p'exion fresh, very broad face, bair brown, moustache ( cut short) ginger, eyes ( weak) bine; dress, dark serge pilot coat, moleskin vest and trousers, blue guernsey, white cord cap. Supposed native of Stratford- by- Bow. Works on buildings and sewage works. Has been in the Army. Left St. AlbaDs on 7th inst., and is suppo ed to be gone to Luton, Beds. Is known, at Poole, Dorset. Warrant issued. Information to Supt. Read, Cle^ r. 7. — Reading ( Borough). — For stealing, 12th inst.— 2 safety bicycles: 1st, a " Swift Popular," No. supposed between 20,000 and 21,000, Dnnlop- Welsh lyres, Warwick rims, tangent spokes, rubber pedals, 5/ 16 block chain, straight handle- bar, no brake, back mnd- guard only, " Middlemore" saddle- 2nd : a diamond frame " Lombard " machine, new national single tnbe- tyre with ribbed surface on back wheel, and a smooth surface single tnbe- tyre on front dit'o, with break and mud- guard — TWO MEN: 1st, age about 24, height 5 ft. 2 in., com- plexion fresh, rather long face, hair dark ; dress, blue serge jacket suit, dark cloth cap, gentlemanly appearance, who hired the bicycles, giving a false naire and address; 2nd, age about 24, height 5 ft. 10 in., complexion fresh, full face; dress, black coat and vest, drab- coloured trousers, black hard felt hat; re- pectable appearance. BRECONSHIRE 8.— Brecon ( County).— For housebreaking and stealing £ 40— A MAN, age 27, height 5 ft. 4 or 5 in., complexion fair, hair light brown, small moustache, birthmark under chin ( right side$; dress, dark blue monkey jacket, dark vest, dark brown or black cord trousers ( new), black peak cap, heavy lace boots. Supposed a native of London. Information to Deputy Chief Constable Joseph, Brecon. BUCKINGHAMSHIRE. 9.— Slough ( County). — For larceny ( person), 12th inst.— ALBERT TUTTE, age about 18, height about 5 ft. 6 in., complexion very fair, hair very light; dress, old pepper- and- salt coloured tweed jacket, old dark cloth trousers, cloth cap, army shirt and boots. A deseiter from the West Surrey Regiment. May endeavour to go to sea. Warrant issued. Information to Deputy Chief Constable Snttor, Slough. A I) T H E P O L I C E GAZETTE. FRIDAY, MARCH 6, 1896. CAMBRIDGESHIRE. 10.— Cambridge ( Borough).— For stealing, 9th inst., a small diamond pin— A man giving the name of G. THORPE, age about 32, height about 5 ft. 9 in., ratber stout build, full face slight stubby moustache, speaks with slight American accent; dress, dark serge suit, black felt hat. He goes to jeweller's shops and asks to be shown rings, pins, & c , and, should an opportunity arise, steals anything he can. Warrant issued. Information to Chief Constable Holland, Cam- bridge. CARDIGANSHIRE. £ 2 REWARD. 11.— Llandyssul ( County).— Portrait and de- scription of JAMES EVANS, whose apprehension brown- and- white chock lining, dark brown fur round collar and cape; white wool crochet shoulder- shawl; 1 pair gloves; and £ 1 — MARGARET ANN LARDER, age 23, height 5 ft. 1 in., complexion fair, hair brown, eyes blue; dress, brown costume with white front, small black bow in front, small green velvet hat with brass buckle in front, bright leather shoes, straps across front, high heels, and the stolen cloak. A native of Winlaton, Durham. Pre- viously convicted at Newcastle- on- Tyne, West Hartlepool, and Gateshead. Was liberated from Durham Prison on 19th inst. Left for Manchester 20th inst. Warrant issued. Information to Chief Constable Smith, Durham. is sought for deserting his wife and family, leaving them chargeable to the Union— Age 35 to 40, height 5 ft. 10 in., stout build, complexion fresh, hair brown, heavy sandy moustache, birthmark on chest, scar above one knee, smart appearance, stoops slightly when walking. Has served in a police force; subsequently became a game- keeper. He worked at Aberdare last summer, and afterwards on a farm at Tulgarth. Last heard of at Knighton, Radnorshire, where he was employed by the Bir- mingham Corporation. Was accompanied by a short slight woman and a baby. Warrant issued. Information to Deputy Chief Constable Williams, Llandyssul, by whom the above reward will be paid for the apprehension of Evans. FORFARSHIRE. 15.— Dundee ( City).— For larceny ( lodger), 8th inst.— BLUMENTHAL, age 24, height 5 ft. 9 in., complexion and hair dark, bare- faced, dimple in chin ; dress, black serge morning coat and vest, blue striped trousers, collar, and bow scarf, black felt hat; wore a watch and chain, with a badge, which he stated he won in a competition of skill among tailors in Birmingham, and what appeared to be a diamond ring. A tailor. Supposed wanted at Edinburgh for a similar offence in name of SCHMIDT. Has resided in Glasgow, where he was known as WOLF WILLIAMS. Warrant issued. Information to Chief Constable Dewar, Dundee. GLAMORGANSHIRE. 16.— Cardiff ( Borough).— For stealing, 7th inst., 1 lady's silver geneva watch, No. 995510, " K" engraved on back; 1 lady's silver watch chain, with small silver Bible, cream jug and coins attached ; 1 lady's gold dress ring, set white stones; 1 ditto ( broken); and 1 pair girl's patent leather lace boots, size 4— CLARA TORRANCE, age about 25, height about 5 ft. 2 in., rather stout, complexion pale, hair brown ( fringed), eyes grey, teeth in upper jaw project, 1 front one broken; dress, black dress, dark gaiters, tam- o'- shanter hat, and ( supposed) stolen boots. A shooting gallery attendant. Is well known amongst showmen in London, Liverpool and Wolverhampton. Supposed to have had in her possession a cloak- room ticket for a box, in name of Torrance, issued at Paddington, Great Western Railway. Warrant issued. DERBYSHIRE. 13.— Chesterfield ( Borough). — For rape, on 9th iost.— WILLIAM WRIGHT, age about 30, height 5 ft. 10 or 11 in., hair ( parted in centre) brown, slight moustache, and small side whiskers light, top front teeth missing or very much decayed ; walks very erect; smart appearance; an Army Reservist; dress, long grey overcoat, dark coat, short military leggings. A hairdresser, and traveller for patent medicines. Left Chesterfield on 10th inst. May endeavour to re- enlist. Warrant issued. Information to Head Constable Emery, Chester- field. GLOUCESTERSHIRE. 17.— Bristol ( City).— For failing to report— License Holder HENRY SMITH, alias ISRAEL ABRAHAMS, Office No. 568/ 96, age 32, height 5 ft. If in., complexion dark, hair black, eyes brown, 6car right eyebrow, front and back of right wrist, and on right calf ( dog bite), cupping marks each fide abdomen. An engineer; native of Berlin. Sentenced at Bristol, 3rd August, 1889, to 7 years penal servitude and 6 months hard labour ( concurrent), and remanet of former sentence for burglary and assault. Licensed 7th February last. Sentence exp'res 7th June, 1897. K P 870. Information to the Chief Constable, Bristol. CHESHIRE. 12.— Nantwich ( County).— For non- app arance to summonses for wilful damage assault, and travelling on railway without paying his fare— FREDERICK PLANT, alias SOL, age 24 or 25, height 5 ft. 4 or 5 in., complexion ruddy, hair brown, very large Roman nose ( very red, which appears to have been broken), rather large mouth, turns his feet out slightly. Attends small race meetings, HAMPSHIR1" sports, and agricultural shows. Native of Nantwioh. Warrant issued. 18.— Bitterne ( County).— For larceny ( bailee) Information to Supt. Meredith, Nantwich. — BE ALE, age about 40, height about 5 ft., complexion dark, hair dark brown, heavy moustache, and eyes dark, high cheek- bones, square face ; has a peculiar look about the eyes ; dress, dark tweed suit, black hard felt hat, light lace boots ; usually wears long dark overcoat. A builder. Warrant issued. j 19.— Bitterne ( County).— For failing to appear to a summons for eaabezzleme nt — THOMAS HARRY OSBORNE, age 27 ( looks older), height 5 ft. 7 in., complexion fresh, hair ( bald on top) brown, small dark moustache, eyes brown; addicted to drink; dress, black serge suit, black tie, black hard felt htit. A newspaper reporter; native of Powick, Worcester. Warrant issued. Information to Supt. Is known at Standon Manor, Hunger- ford, and Fitzhugh, Southampton. A waiter. Warrant issued. Not to be arrested out of the United Kingdom. 21.— Bournemouth ( County).— For embezzl- ing £ 420— EDWARD CHARLES OFFER, late Secretary to the Bournemouth and District Electrio Supply Company, and manager to the Theatre Royal, Bournemouth, age 28, height 5 ft. 7 or 8 in., complexion fair, hair and moustache light brown ( almost sandy), consumptive appearance, loDg neck, shews larnyx plainly, high forehead, very long fingers, Supposed accompanied by his wife, age about 24, height 5 ft. 2 in., hair brown, complexion fresh. May be found in theatrical circles, beiDg well known to many members of the profession, or may endeavour to go abroad. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Foster, Bournemouth. 22.— Portsmouth ( Borough). — For stealing, 20th inst., 1 18- ct. gold albert, graduated curb pattern, with drop and bar, stamped on each link, weight about 1| ozs.— A man who gave the name of DOUGLAS, age about 30, height 5 ft. 9 or 10 in., steut build, complexion pale, full face, stubby moustache; spoke with slight American accent; dress, dark serge suit, black hard felt hat; wore a silver horse- shoe pin. He called at a jeweller's and askel to be shewn some gold alberta, but left without purchasing, and immediately afterwards it was discovere 1 that he had purloined the chain. Is identical with mau described in Case No. 12, 13th inst. Information to the Chief Constable, Town Hall, Portsmouth. HEREFORDSHIRE. 23— Bromyard ( County).— For highway robbery, and stealing 19s. 3d. and a leather purse, on 15th inst. — TWO MEN : 1st, age 45 or £ 0, height 6 ft., complexion fair, beard browo ; drees, black monkey jacket, white cord or moleskin trousers, black scarf round neck, black slouched hat, strong toots : 2nd, age about 40, height 5 ft. 6 in., complexion dark, hair and moustache dark; dreBS, dark monkey iacket ( torn across breast), dirty cord or moleskin trousers, peak cap. Tramping navvies. Information to Supt. Lewis, Bromyard. HERTFORDSHIRE. 24.— Hertford ( County).— For obtaining £ 5 by false pretences— GEORGE GRAY, a cloth and woollen manufacturer's traveller, age about 45, height about 5 ft. in., complexion sallow, hair ( turning grey) light. He calls upon tradesmen with whom he has previously done business, states he is short of cash, aod obtains money in exchange for a worthless cheque. Warrant issued. Information to Supt. Parish, Hertford. KENT. 25.— Tonbridge ( County).— For stealing a sjold brooch ( recovered)— JOHN FREDERICK ASH- CROFT, age 35 to 40, height 5 ft. 9 or 10 in., com- plexion fair, hair light brown, rather long light moustache ; military appearance, of very plausible manner; dress, black serge jacket, dark serge vest with light spots, lined red, dark trousers, light stripes, white collar, green tie with wbite stripes, black hard hat, military shirt and boots; carried a light mackintosh, maker's name, " Af'ed N\ e,'' 17, St. Margaret's- street, Canterbury," inside. May be found in some garrison town, where be is likely to make acquaintance with non- commissioned officers, especially sergeants- major. Has in his possession some visiting cards, printed " Conductor JLO. F. Ashcroft, Bombay Ordnance, Karachi, Ind a." ( Sje Cases Nos. 16 and 17, 6th inst.) Warrant issued. Information to Supt. Bartlett, Tonbridge. LANCASHIRE. 26.— Chorley ( Cowity).— For stealing, 2> nd inst.— A lady's three- quarter jacket, brown early cloth material, large buttons — A WOMAN, age TUESDAY, MARCH 27, 1896. T H E P O L I C E G A Z E T T E. 3 about 25, height 5 ft. 2 or 3 in., stout build, com- plexion fair, hair sandy, mole left cheek; dress, velvet bodice, trimmed steel jet down front, blue dresa, low button shoes, brown straw hat, trimmed brown velvet. May be wearing the stolen jacket. Information to Supt. Norris, Chorley. 27.— Liverpool ( City).— For stealing ( by trick), 2nd inst., two valuable bear- skin victorias, and two muffs— A WOMAN, age about 25, medium height, complexion fair, hair light, one upper tooth overlaps, giving the mouth a pointed appearance; speaks with American accent; dress, green tailor- made jacket and skirt, velvet collar and cuffs, large black hat and veil.— And TWO MEN : 1st, age about 22, height 5 ft. 7 or 8 in., complexion, hair, and very slight moustache light, eyes palo blue ; dress, dark suit, hard felt hat or light cap, long light overcoat, with velvet collar, or dark overcoat. 2nd, age 19 or 20, height 5 ft. 6 or 7 in., complexion very fair, hair light; dressed similarly to 1st man. Both speak with London accent. They gave the name of Mr. and Mrs. FRANK VAUGHAN, and Mr. LEWIS VAUGHAN. They engage a brougham with liveried driver, call on shopkeepers and select goods, which are forwarded to their apartments on approval, and then decamp. Information to the Chief Constable, Liverpool. LEICESTERSHIRE. 28 — Leicester ( Borough).— For failing to report— License Holder JOHN WARD, Office No. 633/ 96, age 30, height 5 ft. 3 in., complexion fresh, hair brown, eyes hazel, mole each side neck, 2 blue dots on right, cross on left forearm, bow- legged, lost tip of left thumb, speck in left eye. Sentenced at Leicester Assizes, 21st November, 1893, to 3 years penal servitude for burglary. Licensed 22nd Feb- ruary, 1896. T 540. Warrant issued. Information to the Chief Constable, Leicester. LINCOLNSHIRE. 29. — Scunthorpe ( County). — For obtaining £ 12 by means of worthless cheques — GEORGE GRAY, alias SIDNEY CHARLES TAYLOR, late of 9, Stratford- villas, Parkside- road, Hounslow, age 40, height 5 ft. 7 in., complexion pale, small moustache brown ; dresss, black mourning coat and vest, grey trousers, silk hat; a commercial traveller. Left Scunthorpe by 10.14 train, on 9th inst. for Doncaster. Had with him two brown handbags. Warrant issued. Information to Snpt. Morritt, Scunthorpe. 30.— Spalding ( County).— For obtaining food by false pretences— A MAN, age 70, height 5 ft. 4 or 5 in., slight build, hair ( bald on top) grey, small side whiskers and moustache, jaw disfigured; dress, grey overcoat, bluo pilot jacket with velvet collar, brown mixture trousers, black felt hat, lace boots, wore 4 medal ribbons on left breast of vest. He represented himself to be Sergeant W. E. Wallis, an old soldier, in receipt of 17s. 6d. per week pension. He induces the people with whom he stays to write to a daughter at Woolwich, and, under the pretence of going to a neighbouring post office to draw his pension, absconds. Was last heard of on 12th inst., at a casual ward at Grantham. Warrant issued. 31.— Spalding ( County). — For failing to report — Supervisee CHARLES HALL, Office No. 48966, age 39, height 5 ft. 4 § in., complexion fresh, hair light brown, eyes blue, scar on right eye- brow and bridge of nose, lost end of 3rd right fiDgcr, varicose veins right leg. Sentenced at Spalding, 17th October, 1895, to 21 days hard labour and 2 years police supervision for fraud. Warrant issued. Information to Supt. Osborn, Spalding. 32. — Grantham ( County). — For stealing, 21st inst., at Stainsby, 1 lady's dark cloth jacket; 1 dark print dress with white spots; 1 calico pillow- slip; and I metal- case watch— RUTH REBECCA FISHER, age 41, height about 5 ft., stoat build, complexion dark, freckled, hair black; is fond of drink and tobacco; dress, daik cloth jacket, the stolen dress, white apron, black straw hat, trimmed black velvet and violet flowers, strong lace boots ( nearly new) ; had a grey shawl in her possession. An Irishwoman. Has tramped the country for pa t 6 years. Left Colsterworth for Stamford on 20th inst. Freqnents common loiging or low beer- houses. Warrant issued. Information to Supt.
