Particulars concerning perstnswhose apprehension is sought willbe inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be talcen upon them by another force. 3. Paif. culars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4 In'ill cases where a renoard is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6, Portraits of persons ufrjose wpprehensim is sought for serious offences, and engravings of ttdien property, will be prominently ineerted, with detailed particulars, at a cost e/ 15 » . per portrait, and of 7s. 6&. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the ap- pnefension of a person, must be guaranteed by ike signature • of an officer of not leser^ nk than Superintendent; and, if the name of such person be required to beinserted, and mo warrant is in forcengainst him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may le. 17. Announcements concerning stolen property must be guarunteed by an officer - ef not less rank < than Inspector, or analnnnvs therein. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and an alphabetically arranged by counties. 9. The force which causesparticulars concerning delinquents or stolen property to be inter ted i* the POLICE GAZBRTB, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly respo'riblefor any proceedings which mag result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. , 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Parliament Street, Postal Order, or in Stamps. urn- ioe 13. METROPOLITAN POLICE DISTRICT. l— Convict Supervision Department. — Woodcat portrait and description of Supervisee 3.— T Division.— Portrait and dtscription of ARTHUR GEORGE COX, whose apjr hension is. Tlie following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand bills, or other advertisements, offering a reward for tha discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 180 Stations of the Metropolitan Police Force at which Notices can be posted. JAMES SAMUEL MILLAR, alias WILLIAM PERRY, and ALFRED NAYLOR, Office No. 48677 ( tee Gazette, 14th February, 1896, Case No. 53), wanted for failing to report, and suspected of fraud at Warrington, Accrington, Runcorn, Preston, and Bolton— Age 40, height 5 ft. 5 in., complexion fresh hair black, eyes grey, birthmark inside upper left leg, hairy breast, slight varicose veirs in legs. His practice is to call at ladies' hosiers, dress- makers, servants' registries, & c. ( generally kept by women), and offer them an agency for that district, for the " Lady " and " Season " newspapers, whose chief office is in London, on condition that they become subscribers to the papers. On their paying a quarterly, half - yearly, or annual sub- scription, they hear no more of the matter. He uses the name of Perry, Barmer, A. A. Currie, Archie Carrue, A. A. Brown, and J. A. Booker. Sentenced at Leeds, 9th March, 1894, to 18 months hard labour and 5 years police supervision for obtaining money by false pretences. C 912. 2.— G Division— For obtaining £ 100 by fraud — EDWARD GREENFIELD, age 50, height ft. 9 in., complexion sallow, hair, beard and moustache dark, eyes dark, first finger right hand paralysed, weak knees, has very peculiar gait, and is very plausible in manner; dress, cloth overcoat, rough dark grey tweed frock coat and vest, dark stripe trousers, high hat, patent boots. He adver tises in daily papers for an assistant, obtains a deposit from the applicants and then absconds. HARMAN, late of 268, Clepham- road, London, age 50, height 5 ft. 10 or 11 in., complexion florid, hair ( bald on top of head), whiskers ( shaved on chin), and moustache dark brown; well dressed. A cashier. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 6.— Clewer ( County). — For stealing on 4th January, at Sunninghill, a waistcoat ( recovered)— THOMAS KING, age 38, height 5 tt. 7 in, com- p'exion fresh, very broad face, hair brown, moustache ( cut short) ginger, eyes ( weak) blue; dress, dark serge pilot coat, moleskin vest and trousers, blue guernsey, white cord cap. Supposed native of Stratford- by- Bow. Works on buildings and sewage works. Has been in the Army. Left St. Albans on 7th inst., and is supposed to be gone to Luton, Beds. Is known at Poole, Dorset. Warrant issued. Information to Supt. Read, Clewer. 7.— Reading ( County). — For being concerned with Charles Worsdale, in custody for housebreak- ing ( see Case No. 47)— A MAN, age 40 to 45, height 5 ft. 5 or 6 in., complexion dark, hair dark, moustacho and small side whiskers; dress, dark overcoat, dark clothes, black hard felt hat. 8.— Reading ( Borough). — For stealing, 12th inst.— 2 safety bicycles: 1st, a " Swift Popular," No. supposed between 20,000 and 21,000, Dunlop- Welsh tyres, Warwick rims, tangent spokes, rubber pedals, 5/ 16 block chain, straight handle- bar, no brake, back mud- guard only, " Middlemore" saddle- 2nd: a diamond frame " Lombard " machine, new national single tnbe- tyre with ribbed surface on back wheel, and a smooth surface single tube- tyre on front ditto, with break and mud- guard — TWO MEN: 1st, age about 24, height 5 ft. 2 in., com plexion fresh, rather long face, hair dark ; dress, blue serge jacket suit, dark cloth cap, gentlemanly appearance, who hired the bicycles, giving a false name and address; 2nd, age about 24, height 5 ft. 10 in., complexion fresh, full face; dress, black coat and vest, drab- coloured trousers, black hard felt hat; respectable appearance. Warrant issued. Information to Head Constable Tewaley, Reading. 9. — Reading ( Borough). — GEORGE PAX- TON, Case No. 6, 31st January last, not to be apprehended. Warrant withdrawn. BUCKINGHAMSHIRE. 10.— Slough ( County).— For larceny ( person), 12th inst.— ALBERT TUTTE, age about 18, height about 5 ft. 6 in., complexion very fair, hair very light; dress, old pepper- and- salt coloured tweed jacket, old dark cloth trousers, cloth cap, army shirt and boots. A deserter from the West Surrey Regiment. May endeavour to go to sea. Warrant issued. Information to Deputy Chief Constable Sutton, Slough. CAMBRIDGESHIRE. 11.— Cambridge ( Borough).— For stealing, 9th inst., a small diamond pin— A man giving the name of G. THORPE, age about 32, height about 5 ft. 9 in., rather stout build, fall face slight stubby moustache, speaks with slight American accent; dress, dark serge suit, black felt hat. He goes to jeweller's shops and asks to be shown rings, pins, & c , and, should an opportunity arise, steals anything he can. Warrant issued. Information to Chief Constable Holland, Cam- bridge. CARDIGANSHIRE. £ 2 REWARD. 12.— Llandyssul ( County).— Portrait and de- scription of JAMES EVANS, whose apprehension is sought for deserting his wife and family, leaving them chargeable to the Union— Age 35 to 40, height 5 ft. 10 in., stout build, complexion fresh, hair brown, heavy sandy moustache, birthmark on chest, scar above one knee, smart appearance, stoops slightly when walking. Has served in a police force; subsequently became a game- keeper. He worked at Aberdare last summer, and afterwards on a farm at Tulgarth. Last heard of at Knighton, Radnorshire, where he was employed by the Bir- mingham Corporation. Was accompanied by a short slight woman and a baby. Warrant issued. Information to Deputy Chief Constable Williams, Llandyssul, by whom the abovo reward will be paid for the apprehension of Evans. CHESHIRE. 13. — Middlewich ( County). — S. OLLIVER, Case No. 16, 26tn October, 1894, not to be appre- hended. Warrant withdrawn. DERBYSHIRE. 14.— Chesterfield ( Borough). — For rape, on 9th inst.— WILLIAM WRIGHT, ago about 30, height 5 ft. 10 or 11 in., hair ( parted in centre) brown, slight moustache, and small side whiskers light, top front teeth missing or very much decayed ; walks very erect; smart appearance; an Army Reservist; dress, long grey overcoat, dark coat, short military leggings. A hairdresser, and traveller for patent medicines. Left Chesterfield on 10th inst. May endeavour to re- enlist. Warrant issued. Information to Head Constable Emery, Chester- field. ESSEX. £ 5 REWARD. 15.— Chelmsford ( County) — For stealing, 29th alt.— A black mare pony, aged, 13 hands, slightly bent near fore knee, spike- fired inside near hock, long dock, in good condition, has been clipped; set of brass- mounted harness, ring snaffle, plain brass rosettes; and a dog cart, newly painted, dark blue body, dark oak stained long panels, about 5 in. wide, along each side and across tail- board, varnished wheels, springs and shafts yellow, with black lines, 1 cap on wheels plain, the other has maker's name " Emberson" thereon, near shaft scratched on ontside ; containing a black waterproof knee rug, plain dark green lining, has been mended; black American leather cushions; oocoa mat; piece of blue oil- cloth at bottom; string or thread carriage whip, 1 ferrule missing, " Upton's patent" stamped on 2nd ferrule; and a canvas horse rug, with plaid lining — A MAN, age 28, height 5 ft. 6 in., complexion pale, hair dark brown, moustache brown; dress, grey suit, black felt hat, turn- down collar, dark or red tie; respectable appearance. The above reward will be paid by Mr. Alfred Coombs, " Royal Oak" Inn, Cnelmsford, for such information as will lead to the apprehension and conviction of the thief or thieves, and recovery of the property. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. 16.— Harwich ( County).— On a commitment warrant for non- payment of £ 50 and 17s. 6d. costs, for making false declaration of articles of plate, liable to duty ( Customsoffence)— JOSEPH SPEYEr| age 45 to 48, height about 5 ft. 6 in., slight build complexion sallow, hair dark, whiskers and moustache dark brown, Jewish appearance, speaks English with foreign accent; dress, dark blue overcoat, with velvet collar, dark ribbed trousers, high silk hat. A jeweller; native of Amsterdam. Information to Inspector Creasy, Harwioh. FORFARSHIRE. 17.— Dundee ( City).— For larceny ( lodger), 8th inst.— BLUMENTHAL, age 24, height 5 ft. 9 in., complexion and hair dark, bare- faced, dimple in chin; dress, black serge morning coat and vest, blue striped trousers, collar, and bow soarf, black felt hat; wore a watch and chain, with a badge, which he stated he won in a competition of skill among tailors in Birmingham, and what appeared to be a diamond ring. A tailor. Supposed wanted at Edinburgh for a similar offence in name of SCHMIDT. Has resided in Glasgow, where he was known as WOLF WILLIAMS. Warrant issued. Information to Chief Constable Dewar, Dandee. GLAMORGANSHIRE. 18.— Cardiff ( Borough).— For stealing, 7th inst., 1 lady's silver geneva watch, No. 995510, " K" engraved on back; 1 lady's silver watch chain, with small silver Bible, cream jug and coins attached; 1 lady's gold dress ring, set white stones; 1 ditto ( broken); and 1 pair girl's patent leather lace boots size 4— CLARA TORRANCE, age about 25, height about 5 ft. 2 in., rather stout, complexion pale, hair brown ( fringed), eyes grey, teeth in upper jaw project, 1 front one broken ; dress, black dress, dark gaiters, tam- o'- shanter hat, and ( supposed) stolen boots. A shooting gallery attendant. Is well known amongst showmen in London, Liverpool and Wolverhampton. Supposed to have had in her possession a cloak- room ticket for a box, in name of Torrance, issued at Paddington, Great Western Railway. Warrant issued. HAMPSHIRE. 19.— Bitterne ( County).— For larceny ( bailee) BEALE, age about 40, height about 5 ft., complexion dark, hair dark brown, heavy moustache, and eyes dark, high cheek- bones, square face ; has a peculiar look about the eyes; dress, dark tweed suit, black hard felt hat, light laoe boots ; usually wears long dark overcoat. A builder. Warrant issued. 20.— Bitterne ( County).— For failing to appear to a summons for embezzlement — THOMAS HARRY OSBORNE, age 27 ( looks older), height TUESDAY, MARCH 2 0 , 1896. Matthews, Bitterne. 21.— Bournemouth ( County).— For stealing, 28th ult., a safety bicycle ( recovered)— WILLIAM PIKE, age about 23, height 5 ft. 7 or 8 in., com- plexion fair, hair light, clean shaved ; dress, when last seeD, dark double- breasted jacket and vest, dark Scotch tweed knickers, stand- up collar, supposed black- and- white striped tie, blue woollen stockings, lace boots. Is known at Stacdon Manor, Hunger- ford, and Fitzhugh, Southampton. A waiter. Warrant issued. Not to be arrested out of the United Kingdom. 22.— Bournemouth ( County).— For embezzl- ing £ 420— EDWARD CHARLES OFFER, late Secretary to the Bournemouth and District Electric Supply Company, and manager to the Theatre Royal, Bournemouth, age 28, height 5 ft. 7 or 8 in., complexion fair, hair and moustache light brown ( almost sandy), consumptive appearance, loDg neck, shews larnyx plainly, high forehead, very long fingers, Supposed accompanied by his wife, age about 21, height 5 ft. 2 in., hair brown, complexion fresh. May be found in theatrical circles, being well known to many members of the profession, or may endeavour to go abroad. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Foster, Bournemouth. HEREFORDSHIRE. 23.— Bromyard ( County).— For highway robbery, and stealing 19s. 3d. and a leather purse, on 15th inst. — TWO MEN: 1st, age 45 or 50, height 6 ft., complexion fair, beard brown ; dress, black moDkey jacket, white cord or moleskin trousers, black scarf round neck, black slouched hat, strong teats : 2nd, age about 40, height 5 ft. 6 in., complexion dark, hair and moustache dark ; dress, dark monkey iacket ( torn across breast), dirty cord or moleskin trousers, peak cap. Tramping navvies. Information to Supt. Lewis, Bromyard. HERTFORDSHIRE. 21 — St. Atoans ( City). — For neglecting to maintain his wife and family — JOHN GIBBARD, age 34, height 5 ft. 9 in., complexion fresh, hair and moustache light, eyes grey, lisps, rather round- shouldered, is addicted to driok; dressed as a labourer. Native of St. Albans. Warrant issued. 25.— St. Albans ( City). — For obtaining a single- stone diamond ring, and a gold puzzle ring, by false pretences, on 30th Jan. last— H. PEARSON, age about 25, medium height, complexion fair; wore a grey suit. He replies to advertisements in the " Exchange and Mart," representing himself as a clerk at the General Post Office, and gives an address at a ehop where letters are left till called for, and a reference to " S. Cask, E.- q ," at another address ( fictitious), and thus obtains the articles. Warrant issued. Iuformation to Head Constable Blatch, St. Albans. KENT. 26.— Chatham ( County). — For forgery — GEORGE COOK, age 53, height 5 ft. 10 in., com- plexion rather sallow, long thin nose, hair ( bald on top) dark brown, turning grey, side whiskers and rather large moustache dark brown ; smart appear- anoe; very talkative ; fond of betting; dress, dark cloth suit, dark overcoat with velvet collar, black flat- top felt hat. Carries a presentation walking- stick, which he is fond of shewing. A pensioner from the Royal Artillery, and was for many years master gunner of Artillery Volunteers. Warrant issued. Information to Supt. Lacy, Chatham. 45777, age 59, height 5 ft. 5£ in , complexion fresh, hair light brown, eyes hazel, spare build, prominent ears, B C. on right riba, scar front 3rd right finger, on scalp of head, outside left wrist, and on left knee, ruptured both sides. A stoker by trade Sentenced at Preston Sessions, 22nd August, 1883, to 10 years penal servitude, and 7 years police super- vision for larceny. Licensed 9th January, 1894. C J 554. Supervisee MARTIN MORLEY, Office No. 43738, age 33, height 5 ft. 9 in , complexion pale, hair dark brown, eyes brown, scar under right eye, blue dot left of left eye, mole near left, armpit, tear on each eyebrow. Sentenced at Manchester, 15th August, 1887, to 5 years penal servitude and 7 years police supervision for larceny. Licensed 16th September, 1892. N 374. Information to Supt.
