PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MARCH 6, 1896. VOL. XIII., No. 1272 REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less r-' nkthan Superintendent; and, if the name of such person be required to be inserted, and no wan ant is in force against him, the requisition must be signed by the chief officer of volice, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Tnwrinr nr Innnttt fhrrrtn 8. Announcements of all persons to be apprehended or of stolen property bear a number, and a* i alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly respo" • ' hie for any proceedings whuh mag result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. New Scotland Yard, by cheque, crossed " Drummond fy Co." Post Office Order payable at Parliament Street, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the • circulation, by the Metropolitan Police, of advertisements, • or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, er of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Folice Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1. — Criminal Investigation Depart- ment.— For obtaining money by means of stolen cheques on Messrs. Cox & Co's Bank, Charing Cross — ROBERT BOYES, alias ARTHUR JAMES, a? e 34, height 5 ft. 4 in., stiff build, com- plexion fresh, hair br jwn ; dress, light dust- coat, black bard felt hat, brown leather boots ; appearance of a coachman. Warrant issued. Information to be forwarded to the Metropolitan Police Officp, New Scotland Yard, S. W. CITY OF LONDON. 2.— For obtaining a situation by means of a false character— ALFED JEFFREYS, late of 49, White Hart- street, Kennington, Bge 17, height 5 ft. 4 in., complexion fresh, hair brown, has a peculiarity in left eye; dress, black jacket and vest, light trousers and cap. An errand boy. Absconded 18th ult. Warrant issued. 3.— For obtaining money from persons under pre- tenceof getting them employment— H. C. GORDON ( supposed false), age about 30, height 5 ft. 9 in., complexion rather fair, hair ( sbort and inclined to curl) light brown, good prominent teeth, wears diamoud jewellery, stoops when walking.— JAMES CAMERON ( supposed false), age about 30, height about 5 ft. 7 in., stout build, complexion pale, full face, hair and long moustache brown ; respectably dressed. ABERDEENSHIRE. 4. — Aberdeen ( City). — JOHN MORRIS, alias JOHN THOMAS HAWTIN, and JOHN MORBY, Case No. 6, 23rd February, 1894, not now wanted. ANGLESEY. 5— Holyhead ( County).— For larceny ( bailee), 17th October, 1893— WILLIAM BARKER, age 28 to 30, height 5 ft. 2 or 3 in., complexion pale, hair dark brown; dress, light grey suit, hard felt hat, ( too large for him). Warrant issued. Information to Deputy Chief Constable Jones, Holyhead. BERKSHIRE. 6.— Maidenhead ( Borough).— For being con- cerned with George Clark, remanded till 24th ult, for shopbreaking and stealing, on the 5th and 14th inet., 1 pilot jacket; 1 dark ditto; 1 striped • woollen shirt; 1 pair lace boots ( all new)— THOMAS STEVENS, age 22, height 5 ft. 4 in., complexion fresh, hair sandy, moustache light, eyes grey; dress, 2 corduroy waistcoats, white cord breeches and gaiters, black bard felt hat, and sup- posed the stolen clothing. Appearance of a groom. Has been charged ( in company with Clark) for destroying his clothes in the casual wards at Oxford and Coventry. Warrant issued. Information to Supt. Taylor, Maidenhead. 7.— Windsor ( Borough) — For deserting his wife and family— JOHN GARDENER, age about 40, height 5 ft. 10 in., complexion fresh, hair and moustache light, stoops when walking ; frequents public- houses where " harmonic meetings" are held and plays the piano. Warrant issued. Information to Head Constable Armour, Windsor. CAMBRIDGESHIRE. 8.— Cambridge ( Borough) — For abandoning her children, on 5th November, 1895— MARTHA ANN HEMMINGS, a widow, age about 32, height about 5 ft. 6 in., slight build, complexion pale, hair dark brown, eyes light blue, upper front teeth rather prominent and decayed ; dress, when last seen, black dress, dark rough cloth jacket with fur round collar, and two rows of buttons, black bonnet. Was then ( November) far advanced in pregnancy. Supposed to have left Cambridge in company of a man, age about 27, height 5 ft. 3 in., stout build, complexion dark, hair black, eyes brown; dress, moleskin jacket, cord trousers, black hard felt hat. A navvy. Warrant issued. 9.— Cambridge ( Borough). — For embezzling £ 2 7s. 9d., on 17th ult.— WALTER SUGDEN, age 35 to 40, height 5 ft. 2 or 3 in., complexion dark, hair, moustache, and small imperial dark; dress, black serge Chesterfield overcoat, black donble- breasted serge jacket and vest, dark trousers with blue stripe, dark blue- and- grey striped muffler, flannel cricketing shirt, black felt hat, elastic- side boots. Was employed as manager of a boot repairing establishment at Cambridge, and was formerly in business at Croydon as a boot and shoe dealer; has worked at a boot shop at High- street, Sydenham, and is supposed to be well known at Mile- end- road, and Old Kent- road, London. Warrant issued. 10.— Cambridge ( Borotcgh). — For obtaining £ 2 0s. 9d., by false pretences, 11th ult.— 2 T H E P O L I C E GAZETTE. FRIDAY, MARCH 6, 1896. DRUMMER BLACKFORD, age 28 to 30, height 5 ft. 8 or 9 in., well built, complexion fresh, full face, high forehead, moustache dark brown ; dress, short brown plaid jacket, brown cord or moleskin trousers, grey cloth cap with ear- flaps and peak. A navvy. Is likely to be found at new railway works. Warrant issued. 11.— Cambridge ( Borough).— For deserting his wife and family in October last— GEORGE WIL- LIAM MABBATT, age 33, height 5 ft. 6 or 7 in., slight build, complexion fair, hair dark, when last seen was wearing full short whiskers and moustache, but in now supposed to have small moustache and tuft on chin. A painter and plumber. Is accom- panied by a woman, height about 5 ft. 4 in , com- plexion pale, full face, hair dark, abscess mark centre of left cheek. Warrant issued. 12.— Cambridge ( Borough). — For obtaining food and lodgings by false pretences— A MAN, age about 40, height 5 ft. 4 or 5 in., prominent nose, clean shaved; is apparently suffering from sore feet; dress, black diagonal coat and vest, slate- coloured hat. He represented that he was an agent for the Prudential Assurance Company, and had just been transferred to the district. Left Cam- bridge on 11th ult., was traced to Peterborough on 14th, and is supposed to have gone to Stamford. Warrant issued. Information to Chief Constable Holland, Cam- bridge. CHESHIRE. 13. — Nantwich ( County). — For stealing, between 10th and 11th ult., 1 metal watch, No. 22003; 1 metal chain, with medal ( shape of cross), fourpenny- piece and rupee attached; 2 American dollars ; 1 pair grey cloth trousers; and £ 5 gold.— A MAN, age 27 to 29, height 5 ft. 8 or 9 in., complexion fresh, hair brown, monstache ginger; dress, short dark jacket, dark vest, white collar and front, small red- and- black bow tie, sailor cap with glazed peak, lace boots. An Italian. Has served in the Army. May be found in company of Italians with street pianos. He left Crewe on 11th ult., for Stockport. Information to Supt. Meredith, Nantwich. DEVONSHIRE. 14.— Barnstaple ( Borough).— For non- payment of maintenance arrears — FREDERICK MAC- QUIRE, age 32, height 5 ft. 9 or 10 in., complexiou fresh, oval face, hair dark brown, slight moustache dark. Is accompanied by a woman, who travels the country with a van, " Emma Salmond" thereoD, selling brushes, mats, etc. Warrant issued, Information to Head Constable Eddy, Barnstaple. ESSEX. 15.— Brentwood ( County).— For stealing, 15th ult., at Romford, 3 pairs of shoemaker's nippers ( recovered), and a quantity of leather— JOHN JORDAN, age 28, height 5 fr. 4 in., com- plexion fresh, pointed chin, hair and small mous- tache light, walks erect, cf military appearance. A shoemaker. Has been traced in direction of Colchester. Warrant issued. Information to Supt. Allen, Brentwood. 16.— Grays ( County).— For stealing a gentle- man's gold signet ring ( recovered), and a dark blue melton overcoat, with velvet collar — GEORGE J. C. GODFREY, alias ASHCROFT, ASHWORTH, and CARD WELL, age about 35, height about 5 ft. 10£ in., complexion pale, hair light brown, rather long light moustache, waxed at ends, eyes blue military appearance ; dress, black diagonal morning coat and vest, light striped tweed trousers, tweed cap, and may be wearing the stolen overcoat. He represeLts himself to be a Bub conductor, Bombay Ordnance, Karachi. Warrant issued. Information to Supt. Jordan, Grays. 17.— Southend- on- Sea ( County). — For ob- taining money by false pretences, at Shooburyness, 15th nit.— GEORGE ASHCROFT, alias GEORGE ASHWORTH, and CARDWELL, age 35 to 40, height about 5 ft. 11£ in., complexion fair, hair light brown, moustache light; dress, dark double- breasted overcoat, dark serge jacket and vest, light striped tweed trousers, light tweed cap, low shoes of Indian make. Has been a sergeant in the 36th Field Battery Royal Artillery, and arrived at Portsmouth, from India, in January, 1892. Is known at Ports- mouth and Woolwich. Warrant issued. 18. — Southend- on- Sea ( County). — For stealing, 11th ult., a letter containing a gold bangle, the property of H. M. Postmaster- General — ALFRED LEE, age 21, height 5 ft. 5 or 6 in., complexion pale, hair brown, slight dark moustache, eyes grey, walks quickly; dress, supposed brown tweed jacket suit, light covert coat, black hard felt hat, lace boots, " Lovell Warren, Southend- on- Sea." stamped inside. A post- office clerk; native of Bishops Stortford. May endeavour to enlist. Warrant issued. 19. — Southend - on - Sea ( County). — For carnally knowing a girl above the age of 13 and under the age of 16, at Leigh, on 27th Jan.— HANDEL JAMES GREENHALGH, age 35 to 40, height 5 ft. 11 in., square shoulders, stout build, full red face, hair ( inclined to curl, bald on top) ginger, moustache and side whiskers sandy, eyes blue, sometimes wears glasses ; usually wears blue serge suit, dark overcoat, black bard felt hat. Formerly head master at the Osnaburgh- street Schools, Regent's- park, London. Warrant issued. Information to Supt. Simmonds, Southend- on- Sea. GLAMORGANSHIRE. 20.— Cardiff ( Borough).— For obtaining office furniture, by means of a trick, on 13th ult.— F. BAINS, or MORDICANT, age about 30, height about 5 ft. 7 in., complexion, hair, moustache, and eyes dark, prominent features ; speaks with American accent; walks with rolling gait; wearing, when last seen, fawn- coloured covert coat, light brown soft felt hat. Represents himself to be a manufacturer of brass cocks, an insurance agent, or an electrician. He takes an office, and orders furniture of dealers, of which he immediately disposes. Warrant issued. Information to Head Constable McKenzie, Cardiff. HAMPSHIRE. 21.— Alton ( County).— For obtaining goods by false pretences— JAMES WILLIAM HOLDER, age 17, height 5 ft. 3j in., complexion fresh, hair brown, eyes grey, 3 scars back left hand, forefinger left hand deformed; dress, dark jacket and vest, black trousers, double- peaked cap. A labourer; native of Hollycoombe, Sussex. Absconded 10th ult. Warrant issued. Information to Snpt. Hawkins, Alton. 22.— Fareham ( County).— For arson— EDITH HOLE, age 17, height about 5 ft., complexion and eyes dark, hair black ; dress, black jacket and dress, black fur boa, black hat. A domestic servant; native of Steyning, Sussex. Warrant issued. Information to Supt. Hack, Fareham. 23.— Gosport ( County).— For deserting her family, 17th ult.— ROSETTA UZZELL, age 28 to 30, height about 5 ft. 7 in , complexion fresh, hair brown, prominent nose, front teeth upper jaw pro- trude. Was accompanied by a man, age about 30, height 6 ft. 2 in., complexion and hair dark, walks very badly, has served in tho 17th Lancers, supposed to be wearing a flannel shirt marked " Croydon Union." Warrant issued. Information to Inspector Silver, Gosport. HERTFORDSHIRE. 24. — St. Albans ( City). — For neglecting to maintain his wife and family — JOHN GIBBARD, age 34, height 5 ft. 9 in., complexion fresh, hair and moustache light, eyes grey, lisps, rather round- shouldered, is addicted to drink; dressed as a labourer. Native of St. Albans. Warrant issued. 25.— St. Albans ( City). — For obtaining a single- stone diamond ring, and a gold puzzle ring, by false pretences, on 30th Jan. last— H. PEARSON, ago about 25, medium height, complexion fair; wore a grey suit. He replies to advertisements in the " Exchange and Mart," representing himself as a clerk at the General Post Office, and gives an address at a shop where letters are left till called for, and a reference to " S. Cask, E.- q," at another address ( fiotitious), and thus obtains the articles. Warrant issued. Information to Head Cons! able Blatch, St. Albans. KENT. 26. — Chatham ( County). — For forgery — GEORGE COOK, ago 53, height 5 ft 10 in., com- plexion rather sallow, long thin nose, hair ( bald on top) dark brown, turnirg grey, side whiskers and rather large moustache dark brown ; smart appear- ance ; very talkative ; fond of betting; dress, dark cloth suit, dark overcoat with velvet collar, b! ack flat- top felt hat. Carries a presentation walking, stick, which he is fond of shewing. A pensioner from the Royal Artillery, and was for in* Dy years master gunner of Artillery Volunteers. Warrant issued. Lacy, Chatham. 27.— Sandgate ( County).— For non- payment of bastardy arrears amounting to £ 1 12s. — J03N HOPKINS, age 30, height 5 ft, 4 or 5 in., com- plexion fresh, hair and moustache black, eyes black; dress, dark jacket and vest, cord trousers, skull cap, heavy lace boots. A bricklayers' labourer; native of S telling, Kent. Warrant issued. Information to Supt. Waghorn, Sandgate. 28.— Margate ( Borough).— For stealing, 18th ult. — 1 pair black serge trousers; 1 pair half- boots; 2 pairs hose ( black- and- white); 2 Oxford shirts ; 1 blue guernsey; 2 lamb's wool undervests; 1 black - and - blue scarf; 1 P. and O. cap, with red lining — ARTHUR, TWYMAN, alias TAYLOR, age 31, height about 5 ft. 6 in., complexion dark, hair ( curly), whiskers, and moustache black ( side whiskers shaved) ; dress, black pilot jacket, Llue guernsey, black serge trousers, and peak cap. A boatman; has been employed on board a schooner trading between Faversbam and Whitstable, and may seek similar employment. Warrant issued. Information to Chief Constable Farndale, Margate. LANCASHIRE. 29. — Wigan ( County). — For indecent assault, at Abram, 27th ult. — JOHN GIBBIN, an Irishman, age about 26, height 5 ft. 9 or 10 in., complexion fresh, hair and slight moustache sandy ; dress, dark suit. Speaks with strong Irish accent. Supposed to be well known in several Lancishite and Yorkshire towns. Warrant issued. Information to Supt. Brassington, Wigan. 30.— Burnley ( Borough).— For stealing from his lodgings, 16th n't.— 1 English silver lever watch, No. 2333, cream dial, gold hands, black numerals, plain cases, letter " H " scratched on back of outer case ; 1 brass snake pattern chain ; I pair man's lace boots, with heel- plates and nails in soles ; 1 youth's union shirt, light brown ground, with red, blue, and white stripes— A man who gave the name of WATSON, age 28 to 30, height 5 ft. 3 or 4 in , stout build, complexion fresh, large burn mark bick ot' left hand, bow- legged ; speaks very quickly, blinking his eyes very fast at same time. Stated he was a plumber, and had come from Macclesfield to work at the military barracks. Information to Chief Constable Harrop, Burnley. 31.— Oldham ( Borough).— For failing to report — Supervisee JAMES THOMPSON, alias THOS. THOMPSON, JAMES BURKE, JAMES MAR- SHALL, and JAMES NEVILLE, Office No. 41055, age 32, height 5 ft. 6 in., complexion fresh, hair light brown, eyes dark brown, oval face, lost ri^ ht foot, scar back of head, 2 on right elbow, 1 on eieh shin, and on knuckle of 1st right finger, on left shoulder, inside and outside left knee, 2 on left ribs, blue dot between thumb and 1st finger each hir. d,, and between 1st and 2nd right fingers, vaccination marks on left arm. Sentenoel at Preston, 6th April, 1887, to 5 years penal servitude, and 7 years police supervision for larceny : and at Leeds Assizes, 4th December, 1894, to 12 months hard labour for shopbreaking and larceny. T H E POLICE G A Z E T T E. 3 32— Rochdale ( Borough).— For stealing, 24th ult., 1 pair brown leather boots, size 9 or 10, nearly new, have had spikes in soles and heels ; 2 pairs black leather hand- sewn watertight, boots, sizo 7 or 8, nearly new, with square- headed hob nails in soles atd heels at, irregular intervals; 2 thick white woollen jerseys, one has been burned and darned iDside one cuff— A MAN, age 28 to 30, height 5 ft. 5 or 6 in., complexion fair, slight sandy mous tache, 2 recent cut scars on right of forehead ; dress black coat, Irown trousers, dark grey cap. Stated he came from Warrington, and was going to Man- chester, and thence to Hull. Information to Chief Constable Buck, Rochdale, LEICESTERSHIRE. 33.— Leicester ( Borough).— For deserting his wife and family— MICHAEL JENNETT, commonly fcnown as " MICK." age 37, height 5 ft. 11 in., slight build, complexion fresh, hair dark. A professional boxer, attends race- meetings and associates with cardtharpers and welshers. Warrant issued. Ioformation to the Chief Constable, Town Hall, Leicester. LINCOLNSHIRE. 34. — CaistOT ( County).— For obtaining £ 2, by false pretences, on llth nit. — A MAN, age about 30, height 5 ft. 9 in., square build, complexion pale, hair dark brown, slight moustache light brown, large irregular teeth ; dress, brownish grey suit, white collar, cuffs, and tie, black hard felt hat, with low crown and wide brim. Carried a brown paper parcel. He calls at isolated houses with patterns of cloth, shirting, & c., and states that his employer is in financial difficulties, arising through his having become surety for a nephew, who has absconded, that he must sell goods and obtain money at any sacrifice. He thus gets an order for goods to be delivered in a day or two, obtains an advance of monpy, arid leaves cloth as security. ( See Case No. 34, 15th November last.) Warrant issued. Information to Inspector Bailey, Caistor. 35 .— Grantham ( Borough).— For false pretence — HAROLD GREEN, alias ALBERT SOANES, age 30 to 35, height 5 ft. 8 or 9 in., complexion pale, thin face, long chin, hair and moustache dark; walked lame, as if left foot was injured ; dress, long black overcoat, black diagonal morning coat, blue- and- white spotted vest, dark grey trousers, black soft felt hat,; carried a silver- mounted stick, with straight white handle. Was accompanied by a woman, age about 33, short, red, blotchy face, as if addicted to drink, hair dark brown; dress, grey speckled cloth dress, short black cloth jacket, dark toque hat, trimmed green velvet; and a child, ago 18 months to 2 years, with very light golden hair. He left Grantham on 12th ult., for King's Cross, stating he was going to Cowes. Had with him a email brown leather portmanteau, a tin box, and a bip bath covered with sacking. He tendered a worthless cheque on Grant & Maddison's Bank, Portsmouth, in payment of food and lodging. Has been employed as a butcher's manager, in Flintshire, and appeared to be acquainted with Southampton and Norwich. Is wanted for similar offences elsewhere. Warrant issued. Information to Chief Constable Jones, Grantham. JOHN H. MUDD, alias T. WRIGHT, and T. A., a clerk, but expert forger, age 27, height 5 ft. 7£ in., weight 10 stone, blue eyes, light hair, light brown moustache, high forehead, dot of indian ink on right hand, red mole right side of neck, mole on rieht elbow, very quick in his movements. — RACHEL FISHER, alias TURNER, and SHEENY RACHEL, age 30, stout build, complexion sallow, hair black, face slightly pockpitted ; is said to be the wife of Charles Fisher. — FRANK WOODWARD, age 26, height 5 ft. 7f in., well built, weight 11£ stone, complexion fair, hair dark brown, eyes blue, has a patch of grey hair left side of head, scar, 2 in. long, on right wrist.— WILLIAM HARTLEY, age 28, height 5 ft. 10£ in., medium build, weight 12 stone 2 lbs., complexion dark, hair dark ( mixed with grey). The foregoing persons live by forgery, and Fisher especially is said to be most expert in the use of chemicals and altera- tion of figures, & c., on cheques or bank- notes. This gang have been in the habit of robbing post- boxes, abstracting cheques, ( fee., from letters, raising the amounts, and then cashing them. Charles Fisher and Frank Woodward are both wanted for forgery at Cincinatti, Ohio, U. S. A., but if located are not to be arrested, but it is requested that immediate information be forwarded to the Assistant Commis sioner, Criminal Investigation Department, New Scotland Yard, when application will be made for warrant.
