All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be. clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of\ bs. per portrait, and of Is. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be insi rfed, and no warrant is in force against him, the requisition must be signed by the chief officer of notice, or his immediate deputy of the county, city, or borough, as the caie may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector or i.. nlr." nn< thereto 5. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and at i alphabetically arranged by counties. 9. They must be clearly written on one tide of the paper only, be in the usual form, aud accompanied ly i covering letter. 12. Anv additional copies of the GAZETTE beyond the nomber at pres3nt supplied will be forwarded on application in the form set forth in circular of the 7th of November, 188i. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be ut once notified to the Editor. MURDER. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward hills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, 011 the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points ( à) The amount of the reward. ( á) The conditions 011 which it is payable. ( c) The person bv whom it will be paid. ( 1d) That the name and address of the printer appear , thereon. 2. No expression must be used iu such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid 011 its return without the offender being brought to trial, or without enquiry. NOTE — There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. NOTTINGHAMSHIRE. 1.— Nottingham ( County).— About 10 p. m. 14th inst. A MAN, age 35 to 40, height 5 ft. 8 to 10 in., thin build, complexion pale or sallow, supposed light brown or ginger moustache, weak or hoarse voice ; wearing, dark jacket suit, black hard felt hat, called at the house of a market gardener named Powley, at Arnold, and informed Mrs. Powley that her husband had been injured by a bicycle, and was Iving in n serious condition at a public- house some distance away, and had sent for his wife and children. The wife, leavino- a Mrs. Kaye, age 73, in the house, went to the place mentioned and found the man's statement unfounded. On returninjr home o she found Mrs. Kaye lying unconscious, suffering from three fractures of the skull and other injuries, inflicted with a poker, from which she died on the 17th inst. The house had been ransacked and th? following property stolen : — 1 lady's silver geneva watch, silver dial, gold hands and figures, engine- turned cases, shield at back, long thin gold chain, square snake pattern, attached ; 1 gold brooch, raised centre, set several blue stones round centre, filim- ee 7 O work round edge; 1 lady's gold dress- ring, set 4 blue stones, diamond shape, with white pearl in centre ; 1 lady's gold keeper ring, with flowers thereon, broken in centre ; £ 7 gold and <> half- crowns. He represents himself to be the son of an Indian judge 01 other high official, that he has just arrived in this country, and requires money for the purpose of clearing his luggage at the docks. Warrant issued. 4.— G Division.— For embezzling £ 9 12s. 6d.— ARTHUR ANDREWS, age 32, height 5 ft. 7 in., complexion fresh, hair light brown, clean shaved, eyes blue ; walks quickly ; dress, black jacket suit, black hard felt hat. A native of Birmingham, where I19 was formerly in the employ of furnishing warehousemen. Warrant issued. O.- G Division. — For embezzling £ 11 9s.— ALFRED MERRIMAN, age 19, height 5 ft. 8 in., complexion fallow, long thin face, clean shaved; dressed in light or brown suit. Native of Middlesex. For embezzling 8s. 7d.— J. CAVANAGH, age 20, height 5 ft. 8 in , complexion pale, hair dark, lame left leg, Jewish appearance; dress dark suit, and felt hat. Native o: St. Luke's, Middlesex. News- agent's carmen. May seels similar employment. Both absconded 7th inst. 6.— R Division.— For stealing a quartermaster- sergeants', R. H. A.. dress jacket, forage cap. and busby lines — WILLIAM' JOHN ASHCROFT, age 34, height 5 ft. 11 in., complexion fresh, hair and moustache light brown, eyes grey; dress, black rough cloth jacket and vest, grey trousers and cap. A native of Plymouth. Has served in Royal Horse and Field Artillery. May visit barracks. Pre- viously convicted ; it well known at Exeter. Warrant issued. 7.— T Division.— For obtaining money by falsely representing that he was authorised to insert advertisements in a parish magazine— A man, who gave the name of RICHARDS, age 35, height 5 ft. 8 in., complexion fresh, hair black, eyes dark ; wore black overcoat, high silk bat. Warrant issued. 8.— V Division.— For stealing two gold brace- lets from his lodgings, on 1st November last — ARTHUR BURROWS SLEIGH, alias CAPTAIN A. B. SLEIGH, and CAPTAIN J. STANLEY, age 34, height 5 ft,. 8 in., complexion fair, hair light, one upper tooth deficient, military appearance ; wore dark clothes. A notorious swindler; is known in the provinces. Warrant issued. ANGLESEY. 13.— Holvhead ( County).— For larceny ( bailee), 17th October, 1893— WILLIAM BARKER, age 28 to 30, height 5 ft. 2 or 3 in., complexion pale, hair dark brown; dress, light grey suit, hard felt hat, ( too large for him). BERKSHIRE. 14.— Wantage ( County).— For highway robbery and rape— A MAN, age about 36, short, has a white stock on ball of left eye; dress, light cap, elbows and knees patched with clothes and dark cloth. Supposed a tramp. Information to Supt. Robotham, Wantage. 15.— Maidenhead ( Borough)— For being con- cerned with George Clark, remanded till 24th inst, for shopbreaking and stealing, on the 5th and 14th in& t., 1 pilot jacket; 1 dark ditto; 1 striped woollen shirt; 1 pair lace boots ( all new) — THOMAS STEVENS, age 22, height 5 ft. 4 in., complexion fresh, hair sandy, moustache light, eyes grey; dress, 2 corduroy waistcoats, white cord breeches and gaiters, black hard felt hat, and sup- posed the stolen clothing. Appearance of a groom. Has been charged ( in company with Clark) for destroying his clothe3 in the casual wards at Oxford aud Coventry. Warrant issued. Information to Supt. Taylor, Maidenhead. CITY OF LONDON. 9.— For obtaining money from persons under pre- tence or getting them employment— H. C. GORDON ( snpposed false), age about 30, height 5 ft. 9 in., complexion rather fair, bait ( sbort and inclined to curl) light brown, good promicent teeth, wears diamond jewellery, i- toops when walking.— JAMES CAMERON ( supposed false), age about 30, height about 5 ft. 7 in., stout build, complexion pale, full face, hair and long mcus'ache brown ; respectably dressed. Both late of 68, Fleet- street, London, E. C. Warrant issued. Not to be arrested out of the United Kingdom. 10. — For fraud — WILLIAM WHETSTONE, alias BOCK, or WILLIAMS, a grocer, late of No. 98, Westminster- bridge- road, S. E., age 36, height 5 ft. 6 or 7 in., complexion ruddy, hair dark, moustache hrown, scar across nose ; appearance of a farmer. Wcar3 an Irish frieze overcoat. Warrant issued. 11.— For forgery— FRANK BURNETT, late of No. 3, Oat- lane, Wood- street, City, age 32, height 5 ft. 9 in., complexion pale, hair and moustache light, well dressed;; wears low brown felt or high silk hat. A silk braid and lace agent. Absconded 21st ult. Supposed to be in the company of a prostitute. Warrant issued. 12.— For larceny ( servant) — PERCY LEWIS BOYTON, late of 5, Sydenham- terrace, Hetherfield- road, Streatham, age 19, height 5 ft. 7 in., com- plexion fresh, hair brown, very slight moustache; a clerk. A butcher; native of Newport Pagnell. Warrant issued. Information to Supt. Lait, Fenny Stratford. 17.— High Wycombe ( Borough)— For assault — HARRY HELMORE, age 44, height 5 ft. 6 or 7 in., slight build, complexion sallow, thin features, hair ( cut short) dark brown ( turning grey), clean shaved, eyes grey, red 6car or birthmark on neck near right ear, walks quickly and swings right arm ; dress, old black pilot coat, side pockets, and vest, old grey tweed trousers, lace boots, black hard felt hat. A scalemaker and adjuster. Photograph will be forwarded on application. Warrant issued. 18. — High Wycombe ( Borough). — For stealing, 30th ult., a dark bay mare cob, aged, about 14 hands 2 in., white star on forehead, both hind legs white, shod with leather pads both fore feet, clipped body, in good condition ; light dog cart, black body and yellow wheels, " Wilkins, Uxbridge" on wheel caps, plain black leather brass- mounted harness, in good condition, ordinary Tound turrets to saddle, plated curb bit, plain brass ornaments to brow- band of bridle; rugs ( 1 black mackintosh, lined red and white plaid, 1 woollen horse- rug, 1 yellow sleeping rug) ; web mat with red border; new nose- bag; and stick- whip. A MAN, age about 45, height 5 ft. 4 or 5 in., stout build, complexion, hair, and side- whiskers dark, otherwise clean shaved; dress, dark clothes and cap, tight- fitting trousers with 3 rows of stitch- ing round bottoms, lace boots. Appearance of a coachman. Supposed identical with man described in Cases No. 28, 10th, and No. 78, 24th ult. Warrant issued. Not to be apprehended out of the United King- dom. Information to Head Constable Sparling, High Wycombe. No. 22003; I metal chain, with medal ( shapa of cross), fourpenny- piece and rupee attached; 2 American dollars ; 1 pair grey cloth trousers; and £ 5 gold.— A MAN, age 27 to 29, height 5 ft. 8 or 9 in., complexion fresh, hair brown, moustache ginger; dress, short dark jacket, dark vest, white collar and front, small red- and- black bow tie, sailor cap with glazed peak, lace boots. An Italian. Has served in the Army. May be found in company of Italians with street pianos. He left Crewe on llth, by 12.15 a. m. train to Stockport. Information to Supt. Meredith, Nantwich. CUMBERLAND. 21.— Carlisle ( City).— Vox failing to report- License Holder HENRY HALL, alias THOMAS HALL, and HENRY HARRISON, Office No. 49111, age 36, height 5 ft. 4J in., complexion dark, hair dark brown ( bald), eyes brown, scar top of head, mole top of right shoulder, on right buttock, on right side, on back of left upper arm, top of left shoulder, and 2 outside of left forearm; dressed in blue jacket suit, and blue cloth cap with patent leather peak. Sentenced, at Blackburn, 7tli Jauuary, 1887, to 7 years penal servitude for larceny. Liberated on second license, which expires 14th February, 1897. N 125. CHESHIRE. 19.— IVliddlewich ( County).— For larceny— TIM AMES, age 45 to 50, height 5 ft. 7 in., com- plexion fresh, hair and moustache ( turning grey) brown, eyes grey, left wrist has been broken, which causes the hand to turn outwards; dress, black jacket and vest, dark stripe trousers, patched on right knee with lighter cloth. A tailor. Warrant issued. Information to Supt. Large, Middlewich. 20. — Nantwich ( County). — For stealing, J between 10th and llth inst., 1 metal watch, DURHAM. 22.— South Shields ( Borough).— For stealing ( bailee) I gentleman's 15- ct. gold patent lever watch, No. 127485, gold dial with silver wreath, flowers in centre, steel pointers, frosted dome, English winding and Erglish turned cases; 1 silver chronograph Swiss lever watch, No. 99865, white dial, black chapters, gold pointers, seconds pointer steel, plain cases— JOHN WILLIAM ROCHESTER, known as " FRED," age about 21, height 5 ft. in., stout build, complexion fresh, full round face, hair black, very slight dark moustache, eyes dark, good teeth, cut scar one kneecap, very large feet, turns his toes inwards when walking ; dress, when last seen, large fawn- coloured overcoat, brown tweed jacket suit, hard felt hat, collar and tie, lace boots, or may be wearing a navy- blue corded serge jacket suit. Has been employed by an auctioneer to travel the country with a van, selling watches, jewellery, & c. Is addicted to drink; may be found in company of loose women. Warrant issued. Information to Chief Constable Morant, South Shields. 23.— Sunderland ( Borough).— Escaped from police cells at Sunderland, on 28th ult, chsrged with having in his possession implements for the manufacture of counterfeit coin — WILLIAM ALMOND, age 28, height about 5 ft 8 in., com- plexion fresh, round face, hair and moustache light brown, eyes blue, 5 blue dots back of left hand, scar right forearm, turns toes outwards, and walks with shuffling gait. A labourer; native of Sunderland. Supposed to have worked inashipyari at Kirkcaldy, under the name of PETER MARTIN. Warrant issued. Information to Chief Constable Huntley, Sunder- land. ESSEX. 24.— Brentwood ( County).— For stealing, 15th inst., at Romford, 3 pairs of shoemaker's nippers ( recovered), and a quantity of leather— JOHN JORDAN, age 28, height 5 ft. 4 in., com- plexion fresh, pointed chin, hair and small mous- tache light, walks erect, cf military appearance. A shoemaker. Has been traced in direction of Colchester. Warrant issued. Information to Supt. Allen, Brentwood. 25.— Grays ( County).— For stealing, 8th inst., £ 11 from the ship " May Queen "— EDWARD WILCOX, age 16, height about 5 ft., hair brown, eyes hazel, scar over right breast, back of left wrist and shin ( supposed), ship and 2 anchors tattooed on breast; dress, dark blue monkey jacket, dark blue serge sailor trousers, " P. and O." cap, cloth peak, trimmed braid. May endeavour to get a situation on board ship. Warrant issued. Information to Supt. Jordan, Grays. 26.— Southend- on- Sea ( County). — For ob- taining money by false pretences, at Shoeburyness, 15th inst.— GEORGE ASHCROFT, alias GEORGE ASHWORTH, and CARDWELL, age 35 to 40, FR. OAY. FEBRUARY 21, 189G. THE POLICE GAZETTE. 3 height about 5 ft. 1H in., complexion fair, hair light brown, moustache light; dress, dark double- breasted ov. rooat, dark serge jacket and vest, light striped tweed trousers, light tweed cap, low shoes of Indian make. Has been a sergeant in the 36th Field Battery Royal Artillery, and arrived at Portsmouth, from India, in January, 1892. Is known at Ports- mouth and Woolwich. Warrant issued. 27. — Southend - On - Sea ( County). — For carnally knowing a girl above the age of 13 and under the age of 16, at Leigh, on 27th ult.— HANDEL JAMES GREENHALGH, age 35 to 40, height 5 ft. 11 in., square shoulders, stout build, full red face, hair ( inclined to curl, bald on top) ginger, moustache and side whiskers sandy, eyes blue, sometimes wears glasses ; usually wears blue serge suit, dark overcoat, black hard felt hat. Formerly head master at the Osnaburgh- street Schools, Regent's park, London. Warrant issued. Information to Supt. Simmonds, Southend- on- Sea. FLINTSHIRE. 28— Mold ( County).— Fcr obtaining money, food, ml lodgings by false pretences— JOHN RICHARD JONES, age 25 to 30, height 5 ft. 6 in, complexion fresh, hair dark, burn mark on back of left hand and arm ; dress, black ribbed jacket and vest, dark plaid trousers, with two patches of darker colour on seat, dark cloth peak cap, lace boots, with toecaps, square toes, military leggings, red- and- black plaid muffler. He represents himself to be engaged putting up telegraph wires, and • employs men to assist him. Supposed identical with Richard Thomas Wynne, sentenced to 2 months imprisonment, 15th November last, at Barmonth, for larceny, and to 1 day's imprisonment, 28th ult., at Mold Assizes, for obtaining food and lodging by false pretences. Warrant issued Information to Supt. Davies, Mold. GLAMORGANSHIRE. 29.— Cardiff ( Borough).— On a commitment for withholding monies belonging to the " Pride of Canton" lodge of the " Grand United Order of Oddfellows"— ARTHUR CONSTANTINE PIKE, age 44, height 5 ft. 9 in , hair light brown, moustache and small imperial light, eyes bine, right thumb nail split; addicted to drink ; of smart appearance; walks with springy gait. Formerly belonged to the Gloucestershire Constabulary at Cheltenham; afterwards chief clerk of the Cardiff Borough Force, but resigned 3 years ago ; has since been employed as a spirit merchant's traveller, and may seek similar employment, or take an insurance agency. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 30.— Fishponds ( County).— For obtaining food and lodgings by false pretences — JAMES WILLIAM WELCH, age 27, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes ( supposed) hazel, star tattooed back of right hand, clasped- hands back of left hand; dress, blue serge suit, neckerchief, black or brown hard bowler bat. A native of St. George, near Bristol. Warrant issued. Information to Supt. Matthews, Fishponds. HAMPSHIRE. 31.— Alton ( County) — For obtaining goods by false pretences— JAMES WILLIAM HOLDER, age 17, height 5 ft. 3|- in., complexion fresh, hair- brown, eyes grey, 3 scars back left, hand, forefinger left hand deformed; dress, dark jacket and vest, black trousers, double- peaked cap. A labourer; native of Ho'. lycoombe, Sussex. Absconded 10th inst. Warrant issued. Information to Supt. Hawkins, Alton. 32.— Andover ( County).— For deserting his wife and children, leaving them chargeable to the Andover Union— TOM RUMBOLD, age 28, height 5 ft. 1 in., complexion dark, hair black, eyes hazel, cut- mark on forehead, under right eye, upper lip, and left cheek. A labourer; native of Andover. May be found in common lodging houses or casual wards. Warrant issued. Information to Supt. James, Andover. 33.— Fareham ( County).— For arson— EDITH HOLE, age 17, height about 5 ft., complexion and eyes dark, hair black ; dress, black jacket and dress, black fur boa, black hat. A domestic servant; native of Steyning, Sussex. Warrant issued. Information to Supt. Hack, Fareham. 34.— Gosport ( County).— For stealing, 15th inst.— 1 lady's 9- ct. gold engagement ring, embossed with ivy leaves, with words " I cling to thee" engraved thereon, has been enlarged with piece of 22- ct. trold : and a watch and ring ( recovered) — FLORENCE DALTON ( supposed falsa), age about 20, height about 5 ft. 3 in., complexion, hair ( frizzed in fiont), and eyes dark; dress, black J double- breasted jacket, black dress, trimmed black satin, satin sleeves and front, green toque hat, trimmed light brown fur, bright buckle left side, and an imitation sable fur ( squirrel). Stated she taught the mandoline, and that her family were conneoted with the stage. Warrant issued.
