T S B POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, SEPTEMBER G, 1895. YOL. XII., No. 1220 REGULATIONS. 1. All announcement* for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to TUB EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought mil be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be'taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the articlt in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is souqht for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 0. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector. tvr nnnlnnov* thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the Ponce GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Parliament Street, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 1Z5, Strand, London, the sole Agent, who will furnish the rates on application. 14. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delay* which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Polioe, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be e'early expressed in relation to the following points— ( à) The amount of the reward. ( á) The oonditions on which it is payable. ( « ) The person by whom it will be paid. ( 4) That the name and address of the printer appear thereon. 1 No expression must be used in such an advertise- ment, In relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— Ihere are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. Warrant issued. 3— J Division. — For stealing, 3id inst.— 1 old- fashioned oblong shape silver teapot, weight 16 ozs., crest a " Badger" thereon; 1 lady's gold alma chain, filigree pattern, with half- guinea attached ; 1 lady's long gold neck chain, with gold oblong lccket, diamond in centre and top, blue enamelled front, photographs of 2 ladies inside attached; 1 pair of earrings, made of jubilee half- sovereigns ; 1 pair of silver gilt ditto, made of jubilee shillings ; 1 pair of gold enamelled ditto ; 1 ditto brooch, pearl in centre, containing hair to match; 1 pair gold earrings, formed of 2 gold rings; 1 fine gold band bracelet, set 3 clusters of turquoise; 4 lady's gold rings, 1 single stone diamond ; 1 gipsy, set 2 diamonds and sapphires ; 1 mizpah; 1 22- ct. gipsy; 1 gold fancy brooch, set garnets and white stone ; 1 heavy silver tablespoon, " E. A. Wears a cork leg. Addicted to drink. Native of Ham, Surrey. Frequents casual wards. Warrant issued. 5.— X Division.— For embezzling £ 27 2s. lOd. — ALEXANDER WILLIAM HILLS, age 34 ( looks older), height 5 ft. 6 or 7 in., complexion fresh, hair dark ( turning grey), eyes hazel; dress, black diagonal coat and vest, grey stripe trousers, white collar, blue tie, black bowler hat, lace boots. Has served in the Navy. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CAMBRIDGESHIRE. 6— Cambridge ( Borough). — For stealing, 24th ult., a suit of clothes ( recovered)— WILLIAM JOHN EDWARDS, age 29, height 5 ft. 10or 11 in., slight build, complexion fair, hair and moustache light brown; dress, dark coat and vest, moleskin or fustian trousers, light plaid cap, canvas shoes; when last seen was carrying a pair of heavy lace boots. A labourer ; a native of Colchester. Has served in the Army. May be found on sewerage or railway works. Warrant issued. Information to Chief Constable Holland, Cam- bridge. CHESHIRE. 7. — Macclesfield ( Oounty). — For stealing the undermentioned property from a dwelling- house — Expiree GEORGE ROWSON, alias RAWSON, JOHN THOMPSON, and WILLIAM HENSHAW, Office No. 41157, age 55, height 5 ft. 8 in., complexion fresh, hair browD, eyes hazel, scar top of head, wreath, cross, G R., and Gune H. on right forearm, bracelet right wrist, ring on 3rd right finger, crossed pipes, table, 2 glasses, and bottle back of right hand, scar on right shin, scar over left eyebrow, left side of nose, bracelet on left wrist, ring on 3rd left finger, RAWSON and anchor on left arm, gunner and blue dots back of left hand, DD | D and scar on left side, and scar on left shin ; dress, moleskin trousers and vest, drab jacket, black hard felt hat, aud laced boots; or may be wearing some of the stolen clothing.— A gentleman's long brown overcoat, blue check lining, usual pockets, has only 2 light- colonred bone buttons on front ( others missing) ; a gentleman's brown plaid jacket, usual pockets, with laps, has only 2 or 3 bone buttons down front, black lining, worn on right side; a gentleman's light grey plaid vest, bone buttons, pocket inside each breast, and usual pockets ont- side ; a pair of brown plaid trousers ( nearly new) ; a pair of light lace- up shoes ( size 9), has boot protectors on heels, all the above are in fair condi- tion ; an American nickel- plated alarum clock, the screw attachment at back for setting the hands missing. 8.— Macclesfield ( County). — For stealing a suit of grey Irish frieze clothing and a pair of boots — THOMAS MULLIN, late of Patricroft, age about 50, height 5 ft. 9 or 10 in., complexion ruddy, hair sandy, beard red, eyes grey, scar on nose; dress, brown jacket and vest, cord trousers, dark cap. GLOUCESTERSHIRE. 10.— Stroud ( County).— For stealing 1 plush jacket, and 1 white silk pocket handkerchief— MARY TUFFLEY, alias NEWMAN, age about 23, height 5 ft. 1 in., complexion sallow, hair dark brown, eyes dark; dress, plush jacket, dark bluo dress, black straw hat, trimmed with purple flowers ( faded). Nativo of Hednesford or Brownhills, Staffordshire. Left Avening, near Nailsworth, 5 th ult. Warrant issued. Information to Supt. Harrison, Stroud. HAMPSHIRE. 11. — Andover ( County).— For indecently as- saulting a fomalo— GEORGE GOATER, age 27, hoight about 5 ft. 6 in., complexion fresh, freckled, hair sandy, eyes blue, slightly bow- legged; dress, light drab suit, white straw hat. May be found at livery stables or recruiting depots. Was seen at Winchester, 22nd ult. Warrant issued. Information to Supt. James, Andover. 12.— Fareham ( County).— For deserting his wife, 2 years ago— GEORGE RIPLEY, age 36, height 5 ft. 9 or 10 in., rather stout build, complexion fresh, hair dark, moustache light; walks erect; a journeyman brewer. Native of Cosham. May be found at Winchester or Chichester. Warrant issued. Information to Supt. Hack, Fareham. 13.— Southampton ( Borough,).— For stealing, 31st nit., 4 £ 50 Bank of England notes, Nos. 94299, 94300, 44564, 44565, by means of the '^ confidence trick"— 2 mon: 1st, ago about 36, height 5 ft. 4 in., hair brown, Bma. ll side whiskers and moustache, largo nose, inflamed and pimply ; dress, black frock coat, dark striped trousers, black hard felt hat; an American ; 2nd, age 36 to 40, height about 5 ft. 9 in , slight build, hair dark, beard and moustache cut short, stoops slightly when walking; dress, black suit, coloured tie, black soft hat, wearing a gold ehain; an Irishman. Both of gentlemanly appear- ance. The American introduced himself as a philan- thropist, and described a scheme for alleviating the distress of the poorer classes, adding that he required assistance in distributing the charities at his disposal. At this juncture the Irishman arrived, and the scheme was recapitulated. The American then asked to be entrusted with whateror money tho others had in their possession, as a guarantee of good faith ( thus obtaining tbo stolon notes), and, at the first oppor- tunity, both men decamped. KENT. 14. — Canterbury ( County). — For false pretenccs.— License Holder GEORGE WYND- HAM MOORE, alias JOSEPH EDWARD ROSS, GEORGE WILLIAM MOORE, and EDWARD WYNDHAM GASCOYNE, Office No. 49599, age 30, height 6 ft., complexion fair, hair dark brown, eyes grey, 3 small pockjaarks over right eyebrow, nose inclines to right, mole left side of neck, tear front of left wrist, and right side of buttock, mole top of left breast, scar 3rd left finger, mole above right hip, 2 scars left buttock, bluo mark top of left shoulder, soar front of right shin, 1st joint left thumb, and outside 1st joint right forefinger. Sentenced at Dorchester Assizas, 8th July, 1889, to 5 years ponal servitude for forgery. Licensed 22nd August, 1895. P. 280. Information to Chief Constable Farmery, Can- terbury. Sentenced at Kendal Quarter Sessions, 19th October, 1888, to 7 years penal seivitude for stealing a jacket, & c. Licensed 19th December, 1893. J O 218. Information to Chief Constable, Bolton. 16.— Liverpool ( City).— For failing to report— Licence Holder ALEXANDER DALE, alias MAR- TIN NORMAN, and JAMES MORRIS, Office No. 48542, age 36, height 5 ft. 7 in., complexion fresh, hair brown, eyes blue, scald mark left arm, scar left eyebrow, 4th left finger injured. Sentenced at Liverpool Assizes, 10th November, 1887, to 10 years penal servitude for burglary. Licensed 5th August, 1895. C N 1171. Information to the Head Constable, Detective Department, Liverpool. 17.— Manchester ( City).— For manslaughter. WILLIAM MORRIS, age 27, height 5 ft. 6 or 7 in, complexion pale, hair dark ( curly), mous- tache sandy; dross, dark coat and vest, cord trousers, hard felt hat, lace boots. A labourer; native of Herefordshire or Shropshire. Warrant issued. Information to Deputy Chief Constable Smith, Manchester. LEICESTERSHIRE. 18.— Leicester ( Borough)— For failing to report - Supervisee WILLIAM HENRY CHEESE, alias JOHN KELLY, and CHEESY, Office No. 47974, age 32, height 5 ft. 3 in., complexion fresh, hair light brown, eyes brown, high cbeek bones, oval face, proportionate build, a brass caster and native of Birmingham, heart pierced with cross arrows, a man's head and 2 dots on right forearm, " Annie Tetry, Forget- me- not, True Love" outside left fore- arm. Frequents low public houses and common lodging- houses. May be found in the company of thieves and prostitutes. Sentenced at Birmingham Sessions, 10th April, 1895, to 12 months hard labour and 1 year police supervision for attempted ware- housebreaking, 7550. 19. — Leicester ( Borough)— For bigamy.— DAVID SAMUEL DAVIES, alias HENRY DARK, HENRY FERGUSON, and FERGUSON WIN- WARD, a Welshman, age 30, height 5 ft. 10 in., thin build, complexion fair, hair light, eyes bine, blue coal marks on nose and right cheek; usually wears black coat and vest, light speckled trousers, respectable appearance; a plasterer, well known at Hindley, Lancashire. Warrant issued. Information to the Chief Constable, Town Hall, Leicester. SOMERSETSHIRE. 20. — Weston- super- Mare ( County). — For carnally knowing a girl, age 15 — WILLIAM CROCKER, age 25, height about 5 ft. 6 in., com plexion fresh, hair brown, slight side whiskers and moustache, large nose, addicted to drink, of dirty appearance; dress, brown plaid monkey jacket, moleskin trousers, grey peak cap, heavy lace boots. A farm hand or navvy; native of Butcombe. Warrant issued. Information to Supt. Balkwill, Weston- super- Mare. SURREY. 21.— Guildford ( Borough).— For obtaining food and lodgings by false pretences — MADAME CHANTRIS, age about 60, height 5 ft. 1 or 2 in., complexion sallow, thin face, very bad teeth, hair ( thin) grey, eyes brown, lame but walks with quick step; dress, usually, 2 skirts ( 1 very shabby black, the other black with white flowers and white braid down sides), black waterproof cloak with cape, black kid gloves. Carried a black umbrella with black ring handle, and a small parcel containing drawings and a blotting pad - with " Biddle & Sons, Printers, Guildford," thereon. Aa artist. Warrant issued. Information to Head Constable Worlosk, Guild- ford. 22. — Guildford ( Borough). — DELLABREA PERCY CLARK- Case No. 42, 9th ult., not to be arrested. Warrant withdrawn. SUSSEX ( EAST). 23.— East Grinstead ( County).— For stealing, 24th ult., at Withyham, £ 6, and a gentleman's open- face silver watch— A WOMAN, age 25 to 30, height 5 ft. 3 in., stout, complexion dark, hair dark brown, eyes dark; dress, red twill dress and sash, large pearl buttons on bodice, black straw hat, trimmed with red ribbon, white lilies, and black feather, lace boots. Information to Supt. Relf, East Grinstead. 24.— Eastbourne ( Borough). — For stealing £ 11 10s.— EBENEZER STAPLEY, age about 22 ( looks older), height 5 ft. 10 or 11 in., complexion, hair ( rather wavy in front), and small moustache dark, eyes brown ; dres3, bluish grey suit, black and white straw hat. Fond of billiards. A wine and spirit merchant's assistant. Formerly a grocer's assistant, and may seek similar employment. Absconded 27th ult. Warrant issued. Information to Chief Constable Plumb, East- bourne. WARWICKSHIRE. 25. — Birmingham ( City). — For embezzle- ment— WILLIAM TAFFE, age 19, height 5 ft. 6, in., complexion fair, hair light ( curly), clean shaved, eyes blue, sharp features, large nose, stoops when walking; dress, blue serge suit. A clerk; native of Birmingham. Warrant issued. Information to Chief Constable Farndale, Bir- mingham. WILTSHIRE. 26.— Marlborough ( County).— For larceny, 27th ult.— EDWARD FRANKLIN, late of Milden- hall, Wiltshire, age about 30, height 5 ft. 9 or 10 in., complexion fresh, hair brown, clean shaved, eyes hazel, 2 front teeth deficient, figure of a woman tattooed on both arms; dress, blue cloth monkey jacket, new white moleskin trousers and vest, black hard felt hat. An Army Reservist. Will probably seek employment at isolated farms. Warrant issned. Information to Supt. Pierce, Marlborough. WORCESTERSHIRE. 27.— Upton- on- severn ( County).— For steal- ing, 3rd ult., at Malvern, an electro- plated teapot, low round pattern— EDWARD JONES, age about 35, height about 5 ft. 6 or 7 in., stout build, com- plexion fresh, hair brown, moustache light brown ; dress, dark brown plaid jacket and vest, grey cloth trousers, cap, low Oxford shoes. A plasterer; native of Abersychan, Monmouth. He is a member of the National Association of Plasterers, and will probably call at their lodges in any town through which he passes. Warrant issued. Information to Supt. Harrison, Upton- on- Severn. YORKSHIRE ( NORTH RIDING). 28.— ThOrnaby- On- Tees ( County).— Portrait and description of THOMAS BLAYDES BERRY a commercial traveller, whose apprehension is sought for embezzling £ 21 14s. 6d., age 27, height 5 ft. 7" or 8 in , complexion rather dark, hair and moustache dark brown, walks erect; dress, when last seen, light brown mixture suit, brown boots. Carried a brown leather portmanteau. Absconded 16th inst. Warrant issued. Not to be apprehended out of tho United Kingdom. Information to Supt. Wright, Thornaby- on- Tees. CUMBERLAND. 29.— Penrith ( C. unty).— Remanded till 10th inst., for stealing 16 sheep ( recovered)— ROBERT MADEN, age 39, height 5 ft. 3 in, complexion swarthy, hair dark ( turning grey), moustache dark, eyes blue, scar left side lower lip ; dress, black cord coat, grey check vest, drab knee breeches and leggings to match, buttons at knee, blue striped shirt, light scarf, black oloth cap with peak, militia boots. A fireman; nativo of Moor- lane, Leeds. States ho has worked at Cross Hill Quarry, near Annan; Log ton Pit, near Barrhead ; at Luggar, near Cannock ; on tho pipe track at Winter Edge, Thirlmere; and at tho brick works, Batley. Information to Supt. Russell, Penrith. DORSETSHIRE. 30.— Sherborne ( county). — Committed for trial, at next Dorset Quarter Sessions, 16th prox., for larceny — WILLIAM EDMUND JARVIS, ago 32, height 5 ft. in., complexion fresh, hair brown, eyes hazol, cutmark under right eye, largo scars on both legs; dre? s, dark striped coat and trouBers, light cap. A plumber; states he is a native of St. George's, London; was discharged from tho Royal Engineers, at Chatham, September, 1885, and that ho has worked at Liskeard, Cornwall, and B aenavon, Monmouthshire. Supposed pre- viously convicted. Information to Supt. Simpson, Sherborne. DURHAM. 31.— Durham ( City).— Remanded till 12th inst., for larceny— GEORGE WILLIAMS, age 38, height 5 ft. 5 in., complexion floi- id, long face and nose, eyes grey, hair dark brown ( turniog groy, partly bald in front), moustache dark, several toeth deficient; dress, black cloth jacket, dark brown striped trousers and vest, grey peak cap, low shoes. A native of Bristol. — JOHN FITZGERALD, age 46, height 5 ft, 2^ in., complexion fresh, oval face, hair ( bald on top) light ( turning grey), whisker3 and moustache turning grey, « yes groy, good teeth; dress, grey tweed jacket, dark groy check vest, brown check trousers, black felt hat; attends markets, selling combs, & c. States he is a native of Dublin.— WILLIAM HENRY JOHN- SON, age 64, height 5 ft. 1 in., complexion sallow, hair dark ( turning grey), whiskers, moustache, and eyes grey, square blue mark loft forearm, only 2 teeth in lower jaw; dress, grey tweed jacket, dark tweed vest, dark striped trousers, black hard felt hat, laca boots. States he is a native of Berwick- ou- Tweed ; attends markets, selling hardware, Ac. Their modus operandi is to enter confectioner's or other shops, make a small purchase, usually tendering a half- sovereign in payment; while the change is boing given, they endeavour to confuse the shop- keeper and succeed in " ringing the changes." Information to Chief Constable Smith, Durham.
