GAZETTE PUBLISHED BY AUTHORITY- NEW SERIES. FRIDAY, AUGUST 16, 1895. VOL. XII, No. 1214 REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to TUB ESITOB OP THE 1' OLIOK GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought ivill be inserted in one issue of the POLICE GAZETTE, if the y are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen properly, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person berequiredto be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7i Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property tobe inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which mai/ result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Xew Scotland Yard, ly chrque, crossed " Drummond Sf Co.," Post Office Order payable at Parliament Street, Postal Order, or in Stamps. 13. Advertisements are accepted for ME POLICE GAZETTE through Mr. James Willing, 12J, Strand, London, the sole Agent, who will furnish the rales on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of tho GAZETTB beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly roquented that any com- plaints ao to the non- delivery or of irrognlarity in the date nf delivery of the Polios Gazetth, may be at once notified to the Editor. The following is a copy of the order which governs the oircolation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— < 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of grime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of kba Commissioners, on the application of private persons, or of the Police of auy County or Borough, must be e'early expressed in relation to the following points— ( « ) The amount of the reward. ( 6) The conditions on which it is payable, ( c) The person by whom it will be paid. (< f) That the name and address of the printer appear thereon. S. No expression must be nsed in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Sus- pected of obtaining money from women by pre- tending to engage them as housekeeper cr companion for his wife, then states that he has a hole iu his pocket, and has lost his money. Also orders gools for supposed buyers, and obtains commission thereon. If this man can be identified, he can be charged under tho Prevention of Ciimes Act. Fond of playing a piano in public houses. A blacksmith's striker; supposed native of Sheffield. May be found working on new railways. Absconded 3rd inst.; stated he was going to Rugby. He obtains watches, Ac., from young women under promise of marriage. Left behind a pawnticket relating to a gold watch. Supposed wanted elsewhere. Warrant issued. CHESHIRE. 7. — Altrincham ( County). — For stealing painters' tools ( recovered)— JAMES SPENCE, age 37, height 5 ft. 8 in., complexion pale, hair dark brown, eyes blue, tattooed Australian coat- of- arms, gun and carriage, 4 dots, woman, fan, bracelet, and woman's head on right arm, ring third finger right hand; wearing dark blue sergo suit. Britton, Altrincham. 8. — Middlewich ( County). — For unlaw- fully wounding two gamekeepers, at Bostock, on 10th inst.— GEORGE WILKS, late of Moulton, Cheshire, age about 50, height about 5 ft. 8 in , complexion fresh, hair and 6ide whiskers dark ; dress ( usu » Uy), pilot jacket, corduroy trousers, billycock hat, strong lace boots; native of Wor- cestershire, supposed St. John's. A rail- way clerk; native of Llanjbythee. Supposed engaged on a railway in the north of Ireland. Warrant issued. The above reward will be paid by David Lloyd, Esq., Cleik to the Lampeter Board of Guardians, to any person giving such information as will lead to the apprehension of May. CORNWALL. 11.— Liskeard ( County).— For deserting his wife and child, leaving them chargeable to the St. German's Union— WILLIAM RICHARD KADWILL, age 26, height 5 ft. 4 in., slight build, complexion fair, tbin face, hair ( curly) and slight moustache dark, eyes grey, right middle finger slightly lent, smart appearance; dress, blue rib cloth coat and vest, grey trousers with dark stripe, white silk tie, brown hat. Has in hia possession a very light fiwn suit and grey dust coat. Native of Canterbury; late Captain's Steward on H. M. S. " Impregnable," Devonport. May seek employment as ship's steward. Supposed accjmpanied by a woman, age 29, height about 5 ft. 1 in., stout build, completion fair, hair light brown, slightly round- shouldered ; dress, pink blouse, black ekirt, light boat- shape hat. Speaks with Irish accent. Has been in a police force. Supposed to be working at ironworks in Scotland. Warrant issued. 13. — Workington ( County). — For deserting his wife and family, leaving them chargeable to the Union— WALTER STRAW, age about 35, height 5 ft. 6 or 7 in., slight build, complexion pale, hair dark, moustache brown, short side whiskers, lump on back of neck. A steelworker; native of Dron- field. Supposed to be working at Leeds, Dronfield, or Briminglon. Warrant issued. 14. — Workington ( County). — For deserting his wife and family, leaving them chargeable to the Union — DANIEL McAULAY, alias JOHN McDONALD, age 40, height about 6 ft., slight build, hair and moustache dark, heavy eyebrows, snnken eyes, sullen look, left ear deformed, burn mark left side of neck. DERBYSHIRE. 15.— Chesterfield ( Borough).— For obtaining £ 5 3s. 5d. by false pretences— ANNIE KENNEDY KERR, age 35, height about 5 ft., stout build, com- plexion fresb, round face, sharp noso, good teeth, hair brown ; dress, faded blue velvet skirt, black- and- white blouse, light brown sailor hat, trimmed light brown satin. . Has with her a small green- and- brown rush basket, boat shape, with handlo on top Travels from town to town with her husband, plumber, stays at common lodging- houses, and eome- time works as a charwoman. DEVONSHIRE. 16. — Barnstaple ( Borough).— For stealing, 6th inst., 2 fowls ( recovered)— JAMES HILL, alias CHUGG, age 26, height 5 ft. 6 in., complexion and slight moustache dark, hair black, eyes hazel, slightly lame left leg; dress, dark jacket, corduroy trousers, black peak cap ( all old). May be found in the company of poachers. Warrant issued. 17.— Barnstaple ( Borough).— For neglecting to maintain his wife and family— JOHN EDWARDS, age 29, height 5 ft. 6 or 7 in., complexion very dark, hair and moustache black, weak eyes, dimple on chin, abscess marks on neck, lisps slightly ; drees, light tweed suit, light cap. DURHAM. 18.— Houghton- le- Spring ( County). — For stealing, 9th inst., at Hetton - le - Hole, 2 ponies ( recovered) — WM. EVANS, alias STEPHENS, CLOGS, and ARTHUR, age 25 to 30, height about 5 ft. 8 in., complexion dark, hair dark brown, moustache and short whiskers dark, no eyelashes, has the appearance of having sore eyes, abscess mark round throat, nearly from ear to ear, left leg swollen; walks lame ; dress, light check jacket and vest, dirty brown trousers with light stripe, brown check cap. A tramp. Warrant issued. Information to Deputy Chief Constable Wilkinson, Houghton- le- Spring. 19.— Sunderland ( Borough).— License Holder WILLIAM McNALLY, Office No. 48283 ( see Case No. 18, 2nd inst.), not now wanted. ESSEX. £ 2 REWARD. 20.— Chelmsford ( County).— For deserting his wife and children, leaving them chargeable to the Chelmsfo^ Union— GEORGE THOMAS SMITH, age 35, height 5 ft. 7 in., complexion fresh, hair light brown, eyes blue, two men boxing tattooed on chest, woman, trees, bracelets, rings on arms and bands ; sometimes wears Indian gold rings on left hand. A native of Writtle, Essex. Was formerly in the 44th and 24th Regiments and in 1892 was Recruiting Serjeant to the Montgomery Militia at Welshpool. Warrant issued. Tho above reward will be paid by the Guardians of the Chelmsford Union for the arrest of Smith. Colman & Co., Ho ward- street, Birmingham " on head and back guard, Danlop ' 94 tyres, piece chipped off front tyre over valve, saddle makers— " Albion Mills Saddle Company, Birmingham," small " Sovereign " lamp, double bell— A MAN, age 23, height 5 ft. 5 in , complexion fresh, hair dark brown ; of smart appearance ; dress, blue6ergo suit, white straw hat with black band, brown boots. FLINTSHIRE. 22.— Holywell ( County).— For larceny ( bailee) — PHILIP SHERESHWSKI, alias PHILIP SHERMAN, a Russian Jew, age 18, height about 5 ft. 4 in., complexion, hair, slight moustache, and FRIDAY, AUGUST 16. 1895. T H E POLICE GAZETTE. 3 eyes dark, mole on upper lip ; dress, light cloth jacket, black cloth vest and trousers, dark cloth cap. Holds a pedlar's certificate, dated 4th May 1895, issued at Holywell. GLAMORGANSHIRE. 23.— Cardiff ( Borough).— For stealing, 4th in6t, a half- bred dark chestnut Russian mare pony, rising 8 years, 13 hands 2 in., small white star on forehead, hog mane, gall on near hind fetlock, which is swollen and causes slight lameness. — A MAN age 30, height 5 ft. 4 or 5 in., slight build, hair and moustache dark ; wearing dark clothes, dark cap, lace boots. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 24.— Chipping Campden ( County). — For stealing a silver curb watch- chain and pendant— GEORGE BARRINGTON, age 30, height 5 ft. 9 in., slight build, complexion pale, hair ( thin on top) dark brown, eyes brown ; dress, plaid coat and vest, serge trousers ( recontly turned), light p'aid peak cap, lace boots. A tailor's pre3ser ; native of Moreton- in- Marsh. Is known at Walsall, Dudley, and Wolverhampton. Warrant issued. Information to Supt. Cooke, Chipping Campden. HAMPSHIRE. 25.— Winchester ( City).— For stealing, 27th ult., a Singer straight- steering tricycle, 40- in. side, 26- in. front wheels, side wheels fitted with 1- in. red rubber spring wired tyres, split in several places close to rim, 2 spoke3 broken in right wheel, down tube from axle to crank bent, parts recently replated — A man who gave the name of KING, age about 40, height about 5 ft. 5 in., complexion dark, hair and side whiskers brown; dress, brown cloth suit, black hard felt hat, heavy boots. ' Appearance of a farm labourer. Warrant issued. Information to Supfc. Felton, Winchester. 26.— Southampton ( Borough).— For larceny ( person) — FREID RIC H STEIGER, a Swiss, age 19, height about 5 ft. 8 in., complexion fresh, hair light brown; speaks with foreign accent; dress, light suit, dark brown broad brim hat, cricketing shirt, light tie. A seaman. Information to Chief Constable Berry, Southamp- ton. ISLE OF ELY. 27. — Chatteris ( County). — For stealing, 4th inst., 1 old silver verge watch, double case, No. 8884, " J. B. A. W." inside case; 1 long guard and steel curb chain, with 3 rows of links, watch key, 2 small keys, and 3 coins ( 1 one- cent, 1 three- cent, the other F. B. thereon) attache!— A MAN, age 40 to 50, height 5 ft. 8 or 9 in., sandy whiskers on chin ( turning grey), D. D. tattooed left ribs ; dress long brown coat, light cord trousers, black peak cap with tassel, grey woollen shirt. A tramp. Stated he was going to Peterboro'. KENT. 28— Dartford ( County).— For stealing ( bailee) on or about 26th ult., at Eynsford, a horse, cart and sat of harness.— JAMES PICKUP, age 28, height about 5 ft. 10 ins., complexion dark, large scar on side of face ( supposed left) ; dress, short black jacket and vest, light grey tweed trousers, white necktie, black hard felt hat, very large light lace boots. Has a slouching gait; a native of Blackpool. Warrant issued. Information to Supt. Webster, Dartford. 29.— Sandgate ( County).— For stealing between 24th and 25th ult., at Burwash, 1 large silver watch, " Winchester " on works ; 1 serge jacket; 1 pair corduroy trousers ; 1 black oilskin coat, and 1 pair oilskin leggings — GEORGE ALBERT WASH- INGTON, age 30 to 35, height about 5 ft. 8 in , complexion, hair, and long moustache dark, blind of left eye ( not noticeable unless closely examined); dress, white slop, or light tweed jacket, dark tweed trousers with light stripe, light felt hat; had with him a white straw hat. A labourer. Has been in America. Warrant issued. Information to Supt.
