THE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MAY 24, 1895. VOL. XII., No. 1190 REG- XTLATIONS. 1. All announcement!! for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTB, if they are sufficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendentand, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond If Co.," Post Office Order payable at Parliament Street, Postal Order, or in Stamps. , 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boronghs therein, arranged in striot alphabetical order. 2.— Any additional copies of the GAZETTB beyond the number at present supplied will be forwarded on anplioation in the form set forth in oironlar of the 7th of November, 1883. 3.— It is particularly requested that any oom- plaints as to the non- delivery or of irregularity in the date of delivery of the POLIOS GAZETTB, may be at onoe notified to the Editor. The following is a copy of the order which governs the eirculation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be c'early expressed in relation to the following points— ( o) The amount of the reward. ( 6) The conditions on which it is payable, ( o) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1. — G Division. — For larceny ( bailee) — EDWARD ZANDERS, age SO, height 5 ft. 3 in., complexion fair, hair light, clean shaved, bow- legged ; dress, dark mixture 6uit, black hard felt hat. A watchmaker. Native of Frankfort- on- Maine. Speaks English well. Left St. Pancras Railway Station by the midoight train, 6th inst., for Man- chester. Will probably seek employment at hia trade, or open a small jeweller's shop. Warrant issued. 2.— N Division.— For stealing money and jewellery— WILLIAM COUCH TYACK, age 30, height 5 ft. 10 in., complexion fair, blotched, hair light, moustache ginger, eyes bine, tip of one fore- finger deformed ; dress, shabby black diagonal suit, square top hard felt hat. A gardener; native of London. May be found at New Quay, or Mai pas, near Truro. Warrant issued. 3.— P Division For embezzlement— WM. HUMON, age 27, height 5 ft. 8 in., complexion very ruddy, high cheekbones, nose slightly crooked, bair sandy, eyes light grey, good teeth, tattoced in blue ink both forearms, and ring on thiid finger right hand; dress, black frieze overcoat, velvet collar, dark vicuna coat and vest, light grey striped trousers, white collar and tie. Addicted to betting. Native of Landport, Portsmouth. Has served in the Navy. Warrant issued. £ 10 REWARD. 4.— Y Division.— For stealing, 10th inst., a dark brown Welsh mare cob, aged, 13^ hands, long black mane, rat tail, chipped knees, near fore hoof tapered, hind fetlocks white, in good condition ; a box " Ralli " car, painted black, picked out brown, monogram " H. C. M." in gold on back, " Windover, Long Acre," on one wheel- cap, brass fittings, one tug stop broken off near side shaft; 2 blue cushions ; 2 black rugs ( 1 lined imitation tiger skin, I brown- and- red stripes); 1 pair of " Windovcr Patent" carriage lamps ; and a set of silver- plated harness— A MAN, age about 40, height 5 ft. 6 in., stout build, complexion dark, eyes brown ; appearance of a horse dealer; dress, light suit and cap. The above reward will be paid by H. C. Martin, 44, Fai rmead- road, Hollo way, N., to any person giving such information as will lead to the appre- hension and conviction of the thief, and recovery of the property. CITY OF LONDON. 5. — For falsifying the books of the Scottish Employers' Liability and Accident Insurance Co., Limited— GEORGE SCOULAR FRANCE, late of " Homelyn," Gisbnrn- road, Hornsey, age 26, height about 5 ft. 9 in., slight build, complexion very fair, hair very light, slight side whiskers inclined to sandy, delicate looking, prominent teeth, wears eyeglasses; dress, light grey jacket suit, round black felt hat, drab colour covert overcoat. A cashier; native of Aberdeen, and speaks with Scotch accent. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. ANGLESEY. 6.— Menai Bridge ( County). — For larceny, 9th inst.— JOHN C. ROWLANDS, oge about 30, height 5 ft. 5 in., rather stout build, complexion fresh; dress, dark clothes, brown felt hat, brown boots ( have been blacked, much worn). A clerk. Warrant issued. Information to Inspector Jones, Meuai Bridge. BERKSHIRE. 7— Maidenhead ( Borough).— For stealing a tricycle ( recovered). COOKE, alias PEACE, age about 35, height 5 ft. 8 in., complexion reddish brown, hair ( shoit), moustache and eyes dark, well built; of military appearance; dress, blue jacket, grey mixture trousers, Jight scarf, salmon colour cap, brown shoes. A rag and bone collector. Warrant issued. Information to Supt. Taylor, Maidenhead. 8.— Windsor ( Borovgh).— For stealing about £ 20— ANDREW PATTERSON, age 24 and 10 months, height 5 ft. 11 in., complexion fresh, lnir dark brown, eyes blue, scar inside left thigh ( 1 in. above knee), malformation of right ear, scar left of jaw. A lance- corporal of 1st Scots Guards. Ab- sconded 16th iust. Native of Cookstown, Tyrone. May be accompanied by a woman, who will endeavour to obtain employment at dress and mantle makera. Information to Head Constable Armour, Windsor. BRECONSHIRE. 9. — Brecon ( County). — For burglary, 14th inst., and stealing £ 10— A MAN, age about 35, height 5 ft. 8 in., slight build, complexion fresh, moustache ginger; dress, dark coat and vest, small rib dark trousers, brown bowler hat, which appeared too laige for him, lace boats; had the appearance of a tramp. CHESHIRE. 10.— Chester ( Oounty).— For stealing a bicycle ( recovered)— SAMUEL WILKIE, age 25 ( looks 30), height 5 ft. in., rather stout buitd, com- plexion fresh, hair auburn or light, eyes blue, sqa. r right side back of head, faint scar 3 in, below left nipple, and one over spine, rather prominent front teeth; dress, when last seen, in loose blue fatigue suit of the Cheshire Regiment, and field- service cap. Speaks with strong Scotch accent. States he is a native of Larbert, Stirling. He enlisted in KiDg's Own Scottish Borderers in 1892, deserting on the 2nd Sept. of that year, and was arrested at. Chester for deserting on 25th March last, when he was transferred to the Cheshire Regiment. When arrested at Chester he was travelling with Day's menagerie. Warrant issued. Information to the Chief Constable, Cheshire Constabulary, Chester. CUMBERLAND. 11.— Penrith { Oounty).— For deserting his family, 4th inst.— ROBERT PURVIS, age 45 to 50, height about 5 ft. 11 in., complexion fair, hair and moustache auburn, eyes grey, one leg shorter than the other; dress, grey tweed coat and vest, bine trousers, hard felt hat, lace boots. A saddler; native of Berwick- on- Tweed or Galashiels. Warrant issued. • • Information to Supt. Russell, Penrith. 12.— Whitehaven ( Oounty).— For failing to report— License Holder GEORGE STEWART, Office No. 47854, age 35, height 5 ft. 5 in., com- plexion sallow, hair dark brown, eyes dark grey, 3 dots between each thumb and forefinger, abscess scar close to left ear, 2 coal marks on left cheek, face pockmarked, mole front of belly, crossed flags back of right forearm, anchor ( indistinct), J, crossed swords, " G 2 a. m." inside right fore- arm, scar inside right thigh, on left elbow, sailor with sword in right hand, anchor, heart, and cross inside left forearm, anchor back of left hand, 4 coal marks outside left forearm, 3rd and 4th left fingers injured ( bent inwards). Sentenced at Carlisle Assizes, 14th November, 1892, to 3 years penal servitude for burglary. Licensed 30th March, 1895. J S 893. Information to Supt. Kelly, Whitehaven. DEVONSHIRE. 13.— Exeter ( City).— For obtaining by false pre- tences, 10th inst., a gold watch and chain ( since found pledged at Reading)— SAMUEL MITCHELL, alias WRAY, OTWAY, RIVERS, SIDNEY, STAN- LEY, & c., age 51, height 5 ft. 10i in., hair and moustache light brown, broad face, pockmarked, anchor and bracelet tattooed left wrist, scar right groin, wound left thigh, bullet wound inside left thigh, varicose veins left knee and back of both calves; dress, dark clothes, hard hat. Has the appearance of a discharged soldier. Had in his possession 3 silver medals and 1 bronze medal. He produced bogus military forms representing that he had £ 37 18s. deferred pay due to him. Has been previously convicted of similar offences. ( See Case No. 53, 25th November, 1892.) Warrant issued. Information to Chief Constable Short, Exeter. DORSETSHIRE. 14.— Sturminster Newton ( Oounty).— For obtaining money by false pretences, 19th inst.— A MAN, age 25 to 30, height 5 ft. 7 or 8 in., slight build, complexion fresh ( freckled), hair ( cut short) and slight moustache sandy, supposed slightly pock- marked; dress, brown suit and cap, stand- up collar, violet- colour tie with spots, lace boots, shabby appearance. He obtains lodgings at a cottage, representing that he has come on a holiday, and obtains money under the pretence of getting his boxes and bicycle from the railway station. Warrant issued. Information to Inspector Burden, Sturminster Newton. DUMFRIESSHIRE 15.— Dumfries ( County).— For lewd practices— WILLIAM KERR, age 60, height 5 ft. 7 or 8 in., complexion fresh, hair, beard, and whiskers grey, large spot of white hair on back of head, blind in right eye, which is nearly closed, square shoulders, but inclined to stoop ; dress ( when last seen), dark tweed'suit, black felt hat. A schoolmaster; native of Dumfriesshire. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Chief Constable Gordon, Dumfries. ESSEX. 16.— DunmOW ( County).— For stealing a pony and cart ( recovered), loth inst., at Lindsell — MOSES ROLPH, age 35, height 5 ft. 7 in., com- plexion fresh, hair dark brown, moustache and side whiskers ( inclined to sandy) dark brown, eyes grey; dress, light cloth jacket, corduroy trousers, light cap. A native of Thaxted, Essex. Warrant issued. Information to Supt Megran, Dunmow. HAMPSHIRE. • 17.— Bitterne ( County). —• For deserting his wife and children, 23rd Hit., at Eastleigh— FRANK DYASON, a shipwright, age 31, height 5 ft. 5 or 6 in,, complexion, hair, ! whiskers, and moustache dark, eyes supposed hazel; dress, black Cloth coat and vest with black anchor buttons, pepper- and- salt colour tweed trousers, black navy cap, blue check navy shirt, navy bootB. Native of Whitstable, Kent. Was discharged from the Navy in November last, with a small pension for 21 months. Warrant issued. Information to Supt. Matthews, Bitterne. KENT. 18.— Dartford ( Oounty). — For obtaining food and lodgings by false pretences— A man, giving the name of CHARLES FREDERICK SHAW, age about 29, height 5 ft. 2 or 3 in., complexion rather dark, hair ( thin on top) and slight moustache light; dress, black diagonal cloth coat, black vest, dark stripe trousers, peak cap with band, small ball badge in front. He represents that he is fixing electric bells at some place in the neighbourhood, and, after staying three or four days, decamps. Is also believed to have obtained money on the pre- tence of obtaining employment for persons on board ships, & c. Warrant issued. Information to Supt. Webster, Dartford. 19.— Folkestone ( Borough). — For embezzle- ment— ROGER THWAITES, late of 54, Bourne- mouth- road, Folkestone, a brewer's traveller, age about 45, height 5 ft. 6 or 7 in., complexion dark, hair and moustache turning grey; di- ess, blue reefer coat, black hard felt hat. Had with him a nut- brown leather kit bag, about 24 inches long, 12 inches broad, and 16 inches deep. Is known at Finchley. Absconded 15th ult. Warrant issued. Information to Supt. Taylor, Folkestone. LANCASHIRE. 20.— Bolton ( County).— For stealing, 15th inst. — A blue cloth double- breasted jacket, 2 pockets outside, one inside left breast, black bone buttons, letters " L. & Y. R." stamped on top of sleeve lining — JOHN POVER, alias JOHN HENRY POVER, JOHN HENRY JONES, and JOHN ENTWISTLE, age 32, height 5 ft. 6 in., complexion fresh, hair black, eyes brown, abscess under left ear, burn mark right wrist. A native of Sutton Weaver, near War- rington, and has resided at Preston, Rochdale, and Altrincham. Has been convicted of horsestealing at Frodsham. Information to Supt. Leeming, Bolton. 21.— Hurst ( Oounty).— For stealing, 30th ult., at Denton, a very dark bay horse, about 10 years, 14 hands, star on forehead, weak on near fore knee, long mane and tail ( rather vicious) ; a spring cart, long body, low sides, wheels 3 ft. high, painted red and recently re- hooped, spoke in near wheel fastened to felloes with wire, tailboard fastened with rope, shafts made from part of an old wooden bedstead, ' Edward Horsfield, Broker, William- street, Ashton- under- Lyne" on side — A MAN, age about 54, height 5 ft. 6 in., complexion fresh, hair and whiskers grey; dress, grey jacket and vest, cord trousers, light peak cap, lace boots. Supposed wanted for similar offences elsewhere. Information to Snpt/. Hewitt, Hurst. 22.— Liverpool ( City).— For failing to roport — Supervisee JOSEPH SCOTT, alias WILLIAM LEE, Otfice No. 41753, age 39, height 5 ft. 4 in., complexion fair, hair brown, eyes grey, peg- top and star ( indistinct) on left forearm, blue dot between left thumb and forefinger, speck on right eye; ruptured. Sentenced at Douglas, Isle of Man, 13th November, 1884, to 7 years penal servitude and 7 years police supervision for felony. Lisensed 17th August, 1891. E K 629. License Holder JAMES CORR, age 70, height 5 ft. 4 in., complexion fresh, hair grey ( bald), eyes grey, has only one tooth in lower jaw, mole on right shoulder, left ankle deformed, walks lame. Sen- tenced at Monaghan Sessions, 9th January, 1891, to 5 years penal servitude and 7 years police supervi- sion for larceny. Licensed from Maryborough Prison, 10th ult. 2017. Information to the Head Constable, Detective Department, Liverpool. 23.— Oldham ( Borough).— For failing to report — Supervisee GEORGE CLAYTON, Office No. 45946, age 36, height 5 ft. 0 in., complexion fresh, hair light brown, eyes grey, nose been broken, scar on left eyebrow. Sentenced at Manchester Session^, 15th June, 1893, to 8 calendar months hard labour and 2 years police supervision for larceny ( dwelling). 9981. License Holder MICHAEL FOLEY, Office No. 47934, age 39, height 5 ft. 2 in., complexion fresh, hair brown ( thin on top), eyes hazel, scar on right temple, and centre of forehead, right thumb- nail injured, 4th left finger contracted. Sentenced at Manchester Assizes, 13th July, 1891, to 5 years penal ser? itude for carnal knowledge of a girl, aged 11. Licensed 15tt April, 1895. R 180. Information to Chief Constable Peacock, Oldham. 24.— Rochdale ( Borough).— For stealing, 16th. inst., 1 smoothing plane, marked " J. M."; 1 pair pincers; 4 chisels ( 2 marked " J. M."); 1 gauge ; 1 hammer, marked " J. M." ; and 1 square; also for stealing £ 1 10s.— THOMAS HUGHES, age about 45, height 5 ft. 10 or 11 in., complexion fresh, hair and moustache ( turning grey) dark brown, stoops slightly ; dress, navy- blue suit, black felt hat, lace boots. A joiner ; supposed a native of Liverpool. He left Rochdale for Manchester on 16th inst., having with him a tool chest, a slate- colour tin box, and a red- and- slate colour carpet bag. 25.— Rochdale ( Borough). — For stealing an English lever watch, white dial, steel hands, part of seconds hand broken off, a steel curb pattern guard and imitation spade half - guinea attached — A WOMAN, age 40 to 50, height 5 ft. 1 or 2 in. complexion very pale, hair dark; dress, brown dress, brown- and- red stripe shawl, black bonnet. Was accompanied by a man, age 45 to 50, height 5 ft. 10 in. ; dress, black coat and vect, grey mixture trousers, square top billycock hat; and a boy, age about 13, who were begging in the neigh- bourhood. Information to Chief Constable Buck, Rochdale. LINCOLNSHIRE. 26. — Grantham ( Co unty). — For stealing, between 22nd ult. and 9th ingt., about 40 yds. of wire netting ( recovered)— CHARLES FLOWERS, age about 30, height 5 ft. 7 in., stout build, com- plexion fresh, full face, hair light brown, moustache ginger, short thick neck; dress, navy- blue serge jacket nnd vest, dark cord trousers, red neckerchief, lace boots, light single- peak cap, or hard black billycock hat. An Army Reservist; native of Marston. Supposed to be working as a labourer on the new railway, near Nottingham. Warrant issued. Information to Supt. Taylor, Grantham. SHROPSHIRE. 27. — Bridgnorth ( County). — For embezzle- ment— HENRY DOWLING, age 18, height 5 ft. 4 or 5 in., complexion fresh, round face, hair ( bushy in front) black ; dress, dark blue jacket and vest, jacket torn at elbows, dark brown cord trousers, light fawn peak cap, light la? e boots. SOMERSETSHIRE. 28.— Taunton ( County). — For stealing, 9th inst.— 1 small link pattern gold albert watch chain, with gold oval - shape locket, containing photo attached ; 1 thin gold book- shape locket; and 1 old gold seal, set chipped green stone— MOORE, age 35, height 5 ft. 6 in., complexion and hair dark, clean shaved, slovenly gait; dress, dark jacket and vest, dark brown trousers, black tie, black bowler hat, lace boots. Stated be was an insurance agent. Supposed wanted for similar offences elsewhere. Warrant issued. Information to Supt. Durham, Taunton. 29.— Bath ( City). — For stealing, 8th inst., 2 " bicycles ( 1 diamond frame, pneumatic tyres, If in. block chain, rubber pedals and handles, bottom bracket stay broken, " Brooks " 3 coil spring saddle, small piece out of front tyre, plated spoon brake ; the other a pneumatic diamond frame, tangent spokes, red rubber pedals and handles, odd wheels, plated brake, front tyre has a piece let in)— TWO YOUTHS : 1st, age about 16, height 5 ft. 2 or 3 in., complexion fair; dress, dark coat, grey cycling knickers, plaid stockings, tan shoo3, grey cap. 2nd, age about 17, height 5 ft. 2 or 3 in., complexion dark, hair ( curly) black ; dress, dark suit and cap. They gave the name of ALEXANDER, and stated they were brothers. Warrant issued. Information to Lt.- Col. Gwyn, Chief Constable, Bath. STAFFORDSHIRE. 30.— Bilston ( County).— For obtaining money by false pretences — PERCY EVANS, age 54, height 5 ft. 10 in., complexion fresh, hair ( bald on top) grey, eyes brown, small scar top of forehead, long scar second finger left hand dress, navy- blue snit, dark billycock hat, light lace boots. Carries a brown leather bag and a walking stick with knob A native of Gloucester. Was recently employed as traveller to the Eastern Tobacco Company, Birmingham, and since his discharge has called upon customers and received money, which he represented was for tho Company. Warrant issued. Information to Supt. Walters, Bilston. 31.— Burslem ( County).— For stealing an old silver verge watch, No. 88/ 6, white dial, minute hand broken off; also for obtaining food and lodgings by false pretences— A MAN, age 45, height 5 ft. 4f in., complexion, hair, rather heavy mous- tache, and eyes dark, slightly bow- legged; dress, blue serge jacket and vest, dark trousers, brown cap, lace boots, blue scarf with brown stripe. He represented he was a linesman for a telegraph company. 32.— Burslem ( County).— For obtaining money under the pretence of fortune telling— A WOMAN, age 35, height 5 ft. 2 or 3 in., complexion and hair very dark, eyes dark ( one bloodshot) ; dress, plaid shawl, old brown cotton dress, black hat with black feather ; carried an open oblong basket.
