GAZETT PUBLISHED BY AUTHORITY. NEW SERIES. FKIDAY, MAT .!. 1895. VOL. XII., No. 1184 REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YAKD, LONDON, S. W. 2. Particulars concerning personswhose apprehension is sought will be inserted in one issue, of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by anotherforce. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of . stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. fi. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 0. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICB GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noonon Wednesday, and for the Tuesday edit ion notlaterthan Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Parliament Street, Postal Order, or in Stamps. 13. Adrertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Co) ( d) The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu [ ations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering A reward for the discovery of property or the detection of srlme, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of h* Commissioners, on the application of privato persons, or of the Police of any County or Borough, must be c'early expressed in relation to the following points- fa) The amount of the reward. ( b) The conditions on which it is payable. ( o) The person by whom it will be paid, ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the raward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which. Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1— C Division.— For stealing £ 15. — CHAS. WILLIAMS, alias PRICE, age 18, height 5 ft. 4 in., complexion very pale, full ronnd face, hair light, eyes brown ; wearing dark tweed overcoat, brown hard felt bat, lace boots. A native of Brixton. 2. — G Division. — For embezzlement — ARTHUR JAMES WALKER, late Secretary to the Electrical Trades Union, age 36, height 5 ft. 4 in., complexion pale, hair and eyes brown; wearing reefer jacket and Inverness waterproof. Was last heard of at Nottingham, whore he was working as an electrical engineer. Warrant issued. 3.— L Division.— For stealing a lady's gold watch and chain ; 2 lockets ; 1 ring; 1 pair of ear- rings ; 1 pold pencil- case; and 1 gold brooch— EILEEN O'CONNOR, a domestic servant, age 19, height 5 ft., complexion frejh, hair brown, eyes prey, long features ; dress, light brown dress, black three- quarter jacket, trimmed with fur, black straw hat trimmed with red roses. Supposed a native of Enniskillen. Warrant issued. 4.— V Division.— For deserting his wife and family.- JAMES SMITH, age 48, height 5 ft. 6 in., complexion fair, hair ( slightly bald), whiskers and moustache giDger, turning grey at sides, eyes brown ; dress, black overcoat, dark suit, black hard felt hat Native of Luton. Supposed to be working at Folkestone. Warrant issued. 5.— w Division.— For obtaining, 27th March last, a gentlemen's gold English lever watch, Liver pool maker, massive 18- ct. cases, double roller escapement, W. H. M. and date scratched inside— JOHN HUTCHINSON VAUGHAN, alias SUR- GEON- MAJOR NORRIS, age 51, height 5 ft. 9h in., complexion light, hair, whiskers, moustache and beard dark ( turning grey), eyes hazel, speaks with Scotch accent; dress, long dark overcoat, brown check trousers, black hard felt or high hat, wears several rin; s on both hands. He engages apartments, representing that he is a medical man, having specially to attend a pitient in the neighbourhood. See Case No. 87, 2nd March, 1894. Warrant issued. Information to bo forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. light, clean shaved, very thick bottom lip, square shoulders, swaggering gait.; rire- is, black coat and vest, dark stripe trousers, fawn- colour flannel shirt, black tie, low black felt hat. A machinist. Absconded 3rd ult. Warrant issued. 7.— For stealing £ 202 15s. 9d. — ARTHUR H. PRATT, a clerk, late of 98, Lyndhurst- road, Peckhatn, age about 30, height 5 ft. 8 in., com- plexion, hair, and small moustache dark; of Spanish appearance , dresj, grey newmarket overcoat, black frock coat suit and silk hat, or light jacket and vest, dark brown speckled knickers, brown shoes, soft felt hat. Carried a black bag and a silk umbrella with black handle and silver mount. Had in his posession two £ 20 Bank of England notes, Nos. 75317— 8, dated 24th January, 1895, and one £ 10, dated 21st January, 1895. Information to Snpt. MaWilliam, 26, Old Jewry, E. C. CITY OF LONDON. G. — For embezzling and stealing £ 29 13s.— HARRY F. STANLEY, late of 13, Durrington- road, Homerton, ago 23, height 5 ft. 8 in., com- plexion pale, long thin faca, hair ( cut short at back) BERKSHIRE. 8. — Reading ( Borough). — For obtaining a blank cheque by fake pretences— A MAN, age about 35, height 5 ft. 6 in., complexion pale, hair and moustache dark brown; dres-<, dark cloth jacket and vest, dark mixture troa- er-', black hard felt hat with flat top. He called upon a tradesman on 22nd ult., and asked him to oblige a profes- ional geutleman iu the neighbourhood with a blank chcque, and thus obtained one on Messrs. Simonds, Reading Bank, No. G. 224274, and shortly afterwards presented H cheque ( supposed the same) for £ 7 10s., at several places ot business and endeavoured to get it cashed in the rame of a solicitor, bnt was unsuccessful. He a'so attempted to obtain another blank cheque from a corn- dealer under similar representations. Warrant issued. 9. — Reading ( Borough).— For obtaining £ 4 8s. by false pretences— ALBERT BARTLETT, alias CREASY, age about 35, height 5 ft. 4 in., com- plexion fresh, hair and moustache light brown ( inclined to sandy), eyes blue; dress, light check cloth suit, black hard felt hat, or dark serge suit and cap. Carries a stick. Accompanied by a woman, age about 23, height about 5 ft. G in., com- plexion, hair, and eyes supposed dark; wearing dark clothes. Of slovenly appearance. He called upon a publican, and eDgaged two stalls in a stable, stating that he dealt iu horses and might want to use them at any time. On 13th inst., he hired a pony and trap, and tendered a cheque for £ 5 in payment of account, receiving £ 4 8s. in change. The cheque was numbered E 187575, drawn on Messrs. Cox & Co., lt> & 17, Charing Cross, made payable to A. W. Bartlett, and signed Captain W. Chapman, Royal Hoise Artillery. FTUDAY, APRIL 2, 1895. BUCKINGHAMSHIRE. 10— Chesham ( County).— For stealing a suit of clothes ( recovered) ; also pension papers bearing the name of Thos. Fclton, 13th Hussars; a parch- ment certificate; 4 photos of females ; and a pair of brown worsted socks — JOHN, alias HENRY THOMAS, age 40, height 5 fc. 7 in., complexion fresh, hair, whiskers, and moustache and eyes brown; dress, light cloth coat, cardigan jacket, sleeves cut half off, moleskin trousers, dark cloth peak cap. Has the appearance of a navvy. A vice cutter; supposed native of Oxford. May be found on the new railway, St. John's Wood. Warrant issued. Information to Inspector Summers, Chesbam DENBIGHSHIRE. 11— Wrexham ( County).— For stealing a lady's fawn- colour cape, with hood, green- and- rod plaid lining— ELIZABETH JANE HAYES, age about 50, height 5 ft. 3 in., very stout build; dress, black skirt and imitation sealskin jacket, velvet hat with wing. Is accompanied by her husband, age 50, height 5 ft. 5 in., hair dark, rather heavy moustache, deeply pock- marked, who is a member of the Ironfounders' Society, and is well known at Blackburn. They hawk the country with small ware3, which they carry in a tin box. Warrant issued. Information to Deputy Chief Constable Vaughan, Wrexham. DERBYSHIRE. 12.— Chesterfield ( Borough).— For stealing, 26th ult., 6 or 8 packages of kuitting- wool ( red, white, and navy- blue), each containing 4f lbs.— A man known as " BILL, THE TATTER," age about 26, height 5 ft. 5 or 6 in., slight build, com- plexion rather dark ; dress, light or brown jacket, light cord trousers, old'light cap, carries a tatter's bag. A rag gatherer ; frequents common lodging houses. He offered several small quantities of wool to small shop - keepers, & c., stating that he had bought it at a sale. Information to Head Constable Emery, Chester- field. DEVONSHIRE. 13. — Devonport ( Borough). — For stealing, about 14th ult., a grey, or pepper- and- salt colour suit, a pair of boots and £ 3 9s.— JOHN CONXELL, a private and officers' servant of the Berkshire Regiment, age 20, height 5 ft. 4 in., complexion sallow, hair brown, slight light moustache, eyes hazel, flower- pot tattooed back of right arm and hand and left forearm, scar on nose aud left shoulder- blade ; dressed in the stolen suit, black hard hat, dark tie with turn- down collar, may also be wearing a blue overcoat. Warrant issued. Information to Head Constable Matters, Devon- port. FORFARSHIRE. 14 Dundee ( City).— Portrait and description of DAVID DALSON, or DAWSON, alias HECTOR MUNRO, a vanmaD, whose apprehension is sought for uttering a forged document, also for stealing a dog- cart ( recovered) :— Age 24, height 5 ft. 5 in., hair light hrown, eyes blue, scar left cheek and inside left forearm, wart left shoulderblade. A native of Dundee. See No. 972, Crimiral Register ( Scotland), 1894. His modus operandi is principally to obtain bicycle3 on hire, and dispose of them. Not to be apprehended out of the United Kingdom. Warrant issued. 15.— Dundee ( City).— For embezzlement and stealing 8 gentlemen's silver lever watches, Nos. 68335, 10195, 60338, 59399, 46100, 40929, 20711, 43928; 1 do. Waltham lever, No. 5456271; 2 do. Swiss watches, Nos. 118564, 167136; 1 lady's Swiss watch, plain dial, No. 37381; 2 do. opal dials, Nos. 38479 and 384130; 1 lady's Swiss do., No. 36348 ; 2 lady's 9- carat gold keeper rings : 2 9- carat gold wedding do. ; and 5 gem rings. Most of the watches have " Benton & Co., Birmingham," on dial, and nearly all are new— JOHN ARCHER, age about 40, height 5 ft. 6 or 7 in., very Corpulent, hair, light brown, moustache light, eyes blue ; dress ( generally) navy - blue cloth suit, blue over- coat, soft felt hat. A watchmaker's agent or can- vasser. Came here from Liverpool about 10 months ago. Has been in America and speaks with American accent. Is very talkative. May be accompanied by his wife, supposed native of Man- chester, age about 28, tall, stout ( enciente). He left Dundee for Perth on 5th March last. Will probably seek employment at watch manufacturers, book publishers, & c. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Chief Constable Dewar, Dundee. FLINTSHIRE. 16.— Flint ( County).— For house- breaking, and stealing the undermentioned property—- License Holder JOHN PARRY, Oflace No. 47456 ( see Gazette, 29th March, 1895, Case 17)— 1 dark- brown cloth monkey jacket " R. R. Hughes, Oswestry," on band, 1 waistcoat, and 1 pair of trousers of same material; blue cloth overcoat with velvet collar; black felt hat; white silk handkerchief ; blue cotton ditto, with white spots; 1 kid glove with brown fur at back ; 1 black- covered prayer book, " E. Wilson " inside; 2 cotton shirts; 3 shirt fronts with turn- down collars ( small size); 2 pairs of woollen stock- ings ( 1 grey, 1 blue) ; blue cloth cap ; calico sheet; dark blue plaid suit; blue cloth overcoat with black velvet collar, and large black buttons ; a pair of men's lace- up boots ( size 7), kid tops and brass eye- let holes, newly soled and heeled, with a row of sprigs outside soles and heels ; and a red- covered prayer book, with ink spot on cover. Information to Inspector Pearson, Overton, Flintshire. GLOUCESTERSHIRE. 17.— Chipping Sodbury ( County). — For stealing fowls ( recovered) — ALFRED ERNEST HODGES, age 18, height 5 ft. 6 in., complexion and hair dark, eyes hazel; dress, pilot coat, large blue worsted scarf, naval peak cap. Native of Newport, Monmouthshire. Warrant issued. Information to Supt. Critchley, Chipping Sodbury. 18.— Northleach ( County). — For stealing, 23rd nit., 1 rough brown cloth overcoat; 1 dark mixture' tweed jacket and vest; 1 pair brown trousers; 1 yellow silk handkerchief ; 1 silver double- case verge watch ; and Lis.— JOHN BARNES, age about 22, height 5 ft. 4 in., stout build, complexion dark, hair black, small side- whiskers and moustache, and eyes dark, 1 upper front tooth missing ; dress, brown twill slop with pearl buttons, brown vest, brown tweed breeches, patched at knees, leather leggings, lace boots, black hard hat. May be wearing the stolen clothing. A tramping labourer. Warrant issued. Information to Supt. Everiss, Northleach. 19— Bristol ( City). — For stealing, 15th ult., 1 lady's half- hoop gold dress ring, set 7 diamonds in a row; 1 15- ct. gold keeper ring, much worn ; 1 wedding ditto ; 1 lady's gold open- face geneva watch, dark mark near figures 7 and 8, initials on back ( supposed) " C. W." ; 1 metal keyless Water- bury watch, plain back ; and a malacca walking stick, silver band, dog's head carved in ivory— A man who gave the name of HOPE SEBFER MONTEITH, age about 33, height 5 ft. 9 or 10 in., complexion fair, thin features, hair ( bushy) brown, long light sandy moustache, eyes sunken, I upper tooth deficient left side of jaw, long cut scar over right eye; dress, dark serge coat and vest, light check trousers, black soft hat ( dent in crown), nearly new brown leather lace boots with square io: s, woollen socks, marked " T. H," or " F. H." in red wool. Wore a black- and- gold colour link chain with black enamelled locket, containing hair, " In memory of " thereon. Left behind a brown brief bag containing wearing apparel. Information to the Chief Constable, Bristol. HAMPSHIRE. £ 3 3s. REWARD. 20.— Portsmouth ( Borough)— For stealing ail ebonite oboe, No. 1138, makers—" Boosey & Co."— J. E. NEWHAM, ago 24i, height 5 ft. 2 in., com plexion fresh, hair dark brown, eyes brown, four dots tattooed left wrist; wearing overcoat and uniform of the Royal Marine Artillery Band, which he joined in January last, and from which he deserted on 7th inst., taking the instrument with him. Prior to enlistment he was engaged as a musician at the " Alhambra Music Hall, Belfast," and may be found in similar employment elsewhere, playing this instrument or a cornet. The above reward will be paid by the Com- mandant, Royal Marine Artillery, Portsmouth, for such information as shall lead to his apprehension and conviction and the recovery of the instrument. Information to the Chief Constable, Town Hall, Portsmouth. HEREFORDSHIRE. £ 1 REWARD. 21.— Hereford ( City).— For stealing, 11th ult., a " Rudge " safety bicycle, cushion tyres, ball head, plated stays from head to cog- wheel — JOHN THOMAS, alias GEORGE TRAVER, age about 33, height about 5 ft. 5 in., hair light, heavy flaxen moustache ; dress, plaid coat, trousers, and cap, was also wearing an apron. A stonemason or sculptor. Supposed native of Worcester. The above reward will be paid by Mr. Harry Minton, 109, Whitecross- street, Hereford, for such information as will lead to the apprehension and conviction of the thief and recovery of the bicycle. 22. — Hereford ( City). — For shopbreaking, 15th ult. — JOHN GREENWOOD, alias JOHN WOOD, age 30 to 35, height 5 ft 5 or 6 in., com- plexion fresh, hair, small side whiskers, and mous- tache light, eyes light blue, rather hard of hearing and speaks loudly, of clean smart appearance; dress, brown tweed suit ( tight- fitting trousers), light brown tweed cap, lace boots. A groom or stableman ; native of Macclesfield. Information to Head Constable Richardson, Hereford. KENT. 23.— Rochester ( Borough). — For obtaining money by fictitious cheques, Nos. 74027- 8, on the Westminster Branch of the Imperial Bank, Limited, signed " Edward Jackson "— A MAN, age about 40, height 5 ft. 4 or 5 in., complexion, whiskers, and moustache dark ; dress, black frock coat, dark brown trousers, black hard felt hat. Has the appearance of a painter. Supposed wanted elsewhere for similar offences. Warrant issued. Information to Chief Constable Broadbridgo, Rochester. 24.— Tunbridge Wells ( Borough).— For steal- ing £ 5— TOM MANN, age 35, height 5 ft. 7 or 8 in. r stout build, complexion fresh, hair ( turning grey) and heavy moustache brown, eyes dark, walks with short quick steps ; dress, blue serge jacket and vest, brown cloth trousers, black hard felt hat. A hotel luggage porter. Likely to seek employment as outside porter at railway stations and hotels. Warrant issued. Information to Chief Constable Prior, Tunbridge Wells. LANCASHIRE. 25.— Clitheroe ( Borough).— For embezzling £ 3 13s. — ALEXANDER JOHN OSBORNE WILLS, age about 24, height about 5 ft. 9 in., com- plexion palo, Roman nose, hair red, moustache ginger, front teeth decayed, slight impediment in speech, leans his head to left when walking; dress, short dull cloth reefer coat and vest, ( supposed) grey trousers, black billycock hat. A commercial traveller ; native of Stockton on- Tees. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Chief Constable Clayton, Clitheroe. 26.— Rochdale ( Borough).— For stealing, 20th ult.— A silver lever hunting- watch; L lady's silver FRIDAY, MAY .3, 1895 THE POLICE GAZETTE. 3 geneva, No. 1660 ; I silver albert gnard, straight cable pattern, with soal pendant, red- and- green stones; 1 9- ct. gold ring, green stone, " W. R. W." engraved inside, and £ 1 18s. — CHARLES F. THURSBY, a cabinet maker, age about 42, height 5 ft. 3 or 4 in., complexion, hair ( curly in front and parted in centre) and eyes dark, deep cut mark in- side right forearm, very short feet. Is fond of betting; dress, grey mixture suit, black billy- cock hat. 27.— Rochdale ( Borough).— For larceny DENNIS, age 28 to 32, height 5 ft. 2 or 3 in., complexion fresh, hair and moustache dark, has a habit of closing his eyes when speaking; dress, grey cloth jacket and vest, white linen jacket, mole- skin tx- ousers, peak cap with knob on top, red- and- black scarf, blucher boot. A plasterer's labourer; supposod native of Leeds. Information to Chief Constable Buck, Rochdale. LEICESTERSHIRE. 28.— Leicester ( Borough).— For stealing wear- ing apparel, 17th ult. ( recovered)— JOHN SMITH, age about 24, height 5 ft. 5 or 6 in., hair ( inclined to curl) and moustache dark; dress, light overcoat, reaching to knees, brown trousers, much worn at bottom, black hard felt hat, collar and tie with horse- shoe pin, set pearls. He takes lodgings, stating he is about to be employed as boots or waiter at an hotel, and decamps at tbe first opportunity, stealing any article he can. Information to the Chief Constable, Town Hall, Leicester. MONMOUTHSHIRE. 29.— Newport ( Borough).— For embezzlement — BENJAMIN SILVERMAN, alias STAFFORD, a Russian Jew, age 22, height about 5 ft. 10 in., complexion fair, full round face, hair sandy ; dress, black coat and vest, light trousers, and black hard hat. Speaks English well, and is not of Jewish appearance. Warrant issued. Information to Head Constable Sinclair, New- port. MONTGOMERYSHIRE. JE2 REWARD. 30.— Newtown ( County). — For deserting his family, leaving them chargeable to the Newtown and Llanidloes Union — JOSEPH SMITH, age 58, height 5 ft. 7 in., complexion fresh, hair grey, eyes brown, finger tips very large, walks crect. A general fitter; native of Newtown. Was in Dudley in November last, and stated he was going to Birming- ham to seek work. Warrant issued. The above reward will be paid by the Guardians of Newtown and Llanidloes Union for his apprehen- sion. Information to Chief Constable Hughes, New- town.
