PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, APRIL 19, 1895. VOL. XII., No. 1180 REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OP TUB POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. o. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them bg another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is souqht for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of\ 5s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICB GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whiih may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noonon Wednesday, and for the Tuesday edition not later than Saturday morning. Theymust be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must he in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Parliament Street, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, Ub, Strand, London, the sole Agent, who will furnish the. rates on application. 14. The following is a copy of the order which governs the olrculation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such noticos, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of erime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of th « Commissioners, on the application of private persons, or of the Police of any County or Borough, must be o' early expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( o) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 9. No expression must be used in such an advertise- ment, In relation to property stolen, or criminally taken or disposed of, holding oat any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. Warrant issued. 2.— G Division.— For embezzlement — JOHN SMITH, a traveller, late of 8, Gainsford- street, Barnsbury, age about 35, height 4 ft. 11 in., thick- set, complexion fair, hair light, wears spectacles; drees, dark clothes, black hard felt hat. Warrant issued. 3.— P Division.— For burglary, 6th inst., at West Wickham, and stealing 1 double- breasted blue melton overcoat, velvet collar, usual pockets, sleeves lined black- and- white silk, chain tab, maker— " H. J. Nicholls, Regent- strett, London," inside collar; 1 black hard felt bat, size 7; 1 electro- plated teaspoon, " F. A." in morogratn ; 1 large gold reversible seal, bloodstone one side, green- and- red the other ; 1 gentleman's black silk umbrella, black wood handle, thorn pattern — A MAN, age 40, height 5 ft. 10 or 11 in, complexion dark; dress, blue melton overcoat, blue trousers, hard felt hat. 4.— w Division.— For stealing 2 blankets; 1 blue melton overcoat; 1 black ribbed cloth jacket and vest; 1 pair lace boots; and £ 3 gold and silver— JOHN PEARSON BRAND, a journalist, age 32, height 5 ft. 9£ in., complexion dark, hair black, eyes brown, " B." ( indistinct) on loft forearm, boil mark right knee; dressed in stolen clothes, and black felt hat. An American. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 5.— For fraud — LOTHAIR LEHNERT, late of 17, Fawnbrake- avenue, Brixton, and 46, Queen Victoria- street, E. C., age 45, height 6 ft., com- plexion sallow, hair and moustache dark, eyes hazel; dress, grey cloth covert coat, brown tweed trousers, high silk hat. A German ; speaks good English. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. MARTIN, age 35 to 40, height about 5 ft. 6 in., bloated face, very long light bushy eyebrows; of peculiar appearance; dress, brown small- plaid jacket and vest, trousers darker and smaller pattern plaid, sailor's cap with patent leather peak, woman's old side- spring shoes, piece out of one side, wears cuff studs with shamrock in centre. Stated he was a quartermaster of a ship, was in Government employ, and that his luggage would arrive next day. Warrant issued. Information to Supt. Tydeman, Laton. BERKSHIRE. 7.— Reading ( Borough).— For obtaining money by false pretences, 20th ult.— A man, giving the name of MACKIE, age 28 to 30, height about 5 ft. 7 in., complexion fair, moustache light; wearing brown overcoat, low black hard hat; of good address ; wore a gold ring with large stone. He represented that he was in the employ of an estate agent who was about to publish a catalogue, and thus obtained payment for insertion of an advertisement. Warrant issued. DURHAM. 8. — Houghton- le- Spring ( County). ~ For obtaining by false pretences, 1 ltii inst., at Hetton- le- Hole— 2 silver English lever watches ( 1 with white dial and heavy black figures, the other silver dial and gold figures); 1 silver stop watch; 4 silver alberts ( 1 curb, 1 dog link, and 2 fancy pattern) ; 4 albert appendages ( 1 with gold centre medal, 1 plain silver medal, 1 enamelled shilling, and 1 enamelled fourpenny- piece) — WILLIAM HENRY DODDS, age 27, height 5 ft. 9 or 10 in., rather stout build, complexion dark, high cheek- bones, hair dark brown, slight dark moustache; dress, black cloth coat and vest, light check trousers, liaid felt bat, lace boots. Simmonds, Saffron Walden. 10— Southend - on - Sea ( County). — For stealing ( bailee) acostermonger'a harrow ( recovered) JOHN BROOKS, alias THORNBACK and " OLD BEN," age 30, height 5 ft. 5 or 6 in., slight build, complexion fresh, long face, hair brown, eyes grey, impediment in speech, tattooed tombstone, " In memory of Jno. HOUNDSON," shield aud flags, left forearm, " True love to E. T. H. " right forearm ; wore a black cloth peak cap and dirty clothing. A rag and bone collector; frequents low lcdging- houses ; supposed native of Sittingbourne. Warrant issued. Information to Inspector Chase, Southend- on- Sea. FLINTSHIRE. 11.— Holywell ( County).— For obtaining money by false pretences O'MARA, an Irishman, age about 35, height about 5 ft. 7 in., complexion fresh, hair and moustache dark brown, lost middle finger of both hands, left arm deformed, owiug to opera- tion at elbow, walks lama; dress, blue serge coat and vest, dark trousers, whits silk tie, black felt hat. Stated he was a church artist and decorator. , Warrant issued. Information to Deputy Chief Constable H ughes, Holywell. GLOUCESTERSHIRE. 12.— Cheltenham ( County).— For larceny— A WOMAN, age 28, height 5 ft. 2£ in., complexion rather sallow, hair black, frizzed in front, eyes dark, 3 small moles on face, cut 6car centre of fore- head ; dress, black jacket with full sleeves and turn- down cape, black dress, black felt hat, trimmed blue ribbon, sometimes wears white silk handkerchief round neck, and black lace at others; also wearing a white petticoat with about 8 in. embroidery round bottom, high lace boots ; carries a black silk parasol with black silk fringe ; all stolen. A native of Fownhope, Herefordshire. Information to Supt. McRae, Cheltenham. 13.— Dursley ( County).— For embezzlement — GEORGE REDFORD, age about 55, height 5 ft. 7 or 8 in., complexion fresh, hair ( turning grey) bvown, full grey eyes, very prominent teeth ; wearing black cloth or blue serge jacket and vest, black overcoat, black bowler hat. A brewer's traveller. Is wi 11 known at Bristol. Absconded 25th ult. Warrant issued. Information to Supt. Hopkins, Dnrsley. 14.— Bristol ( City). — For failing to report— Supervisee WILLIAM PAYNE, alias WILLIAM LEE, THOMAS WILLIAMS, and THOMAS WILSON, Office No. 42917, age 55, height 5 ft. 3 in., oomplexion dark, hair dark brown, eyes dark brown, scar outside corner left eyebrow, on left cheek, centre of upper lip, burn scar ( large) centre of chest, large wart between sboulderblades, tattoo marks ( indistinct) front of left arm, P. back of left wrist, and indistinct marks back of left hand. Sen- tenced at Bristol, 8th January, 1887, to 7 years penal servitude and 2 years police supervision for larceny ( dwelling). Licensed 11th May, 1892. Y N 1258. HAMPSHIRE. 15.— Southampton ( Borough).— For stealing £ 5— WILLIAM CHARLES EARLEY, age 28, height 5 ft. 10^ in., complexion fresh, hair brown, clean shaved, eyes blue, butterfly and birds tattooed left arm, woman right, ring third finger right hand ; dress, black cloth suit, blue tie with pin, black felt hat, lace boots. A native of Ever ton, Hants. Warrant issued. Information to Chief Constable Berry, South- ampton. KENT. 16.— Chatham ( County).— For carnally knowing a" girl under the age of 13— DIXSON JOHNCOCK, age about 42, height 5 ft. 3 or 4 in., complexion fresh, La'r hLck, side whiskers, eyes dark; diess, dark brown oreicoat, c > rd trousers, black cloth cap, heavy lace boots. A brickmaker ; native of West- wood, mar Dartford. Warrant issued. Information to Supt. Lacy, Chatham. 17.— West Mailing ( County). — For fraudu- lently obtaining a mantle and other articles ( see Case No. 19, 15th inst.)— A woman, who gave the came of MISS DUNSCOMBE, but whose name is supposed to be STEADMAN, alias NADEN, GRIFFITHS, VINCENT, LENNOX, JACKSON, BROWNING, WILLIAMS, CHISNELL, BLAKE, CHILTON, BRASSINGTON, GOUGH, & c., age about 48, height 4 ft. 6 in., round- shouldered, com- plexion sallow, hair dark brown, eyes blue, small scar between eyebrows, haggard appearance ; dress, grey dress, black coat, black hat with fall. Was convicted of fraud, at Derby, in November, 1886 ; Wetherby, March, 1892 ; Nottingham, 1894, and other places. She is assisted in systematic frauds by GREATORIX NADEN, with whom she has been convicted, and who also uses the above aliases. ( See Case No. 43, 2nd February, 1894.) Warrant issued. Information to Supt. Lane, West Mailing. 18.— Folkestone ( Borough). — For obtaining 152 yards of carpet by fraud— W. H. CLIMPSON, an upholsterer, late of 15, Coolinge- road, Folke- stone, age 35 to 40, height 5 ft. 8 or 9 in., slight build, complexion fair, hair, beard, and moustache light, consumptive appearance, suffers from asthma and frequently wears a respirator. Left Folkestone for Charing Cross on the 30th ult. Supposed accompanied by his wife, age about 30, ( short, thin, eomplexion pale, hair light; generally wears a light clotb cape and white straw hat), and 2 girls, ages about 7 and 3. Took with them a large rough deal box and a smaller one, painted and grained. Warrant issued. Information to Supt. Taylor, Folkestone. LANCASHIRE. 19.— Chorley ( County). — For burglary, 13th inst., at Penwortham — A MAN, age about 40, height 5 ft. 3 or 4 in., bow- legged, whiskers and moustache ( cut short) ginger; dress, new black cardigan jacket, light trousers, grey plaid shirt, light grey cap with fancy stitching round crown, strong lace boots. Information to Supt. Norris, Chorley. 20.— Wigan ( County).— For indecently assault- ing a girl, on 8th inst.— A MAN, age about 25, height 5 ft. ft or 6 in., stout build, complexion dark, moustache black ; of gentlemanly appearance ; dress, blue suit, black billycock hat, collar and tie, lace boots. Information to Supt. Brassington, Wigan. 21.— Liverpool ( City).— For failing to report — Supervisee HENRY PRESCOTT, alias PRES- TON, and THOMAS PASCOLE, Office No. 40356, age 58, height 5 ft. 1 in., complexion sallow, hair dark brown, eyes hazel, 2 scars back of neck, slight scar left eyebrow. Sentenced at Lancaster Sessions, 18th October, 1886, to 5 years penal servitude and 7 years police supervision for larceny ( servant). Licensed 11th November, 1890. M 650. Information to Head Constable, Detective De- partment, Liverpool. 22. — Accrington ( Borough). — For larceny ( bailee), 19th inst. — CHARLES LAWRENCE DOYLE, alias EVANS, age 40, height 5 ft. 7 or 8 in., complexion sallow, hair and moustache black, prominent nose, has a habit of rubbing his hands together when talking ; dress, black cloth suit, black billycock hat, black tie. Has been an auctioneer's clerk and salesman. Stated he was born in Ireland, but had been several years in the United States, and only returned a few months ago. Speaks with American accent. Warrant issued. Information toChief Constable Beattie, Accrington. 23.— Rochdale ( Borough).— For stealing, 1st inst., a navy- blue serge skirt, trimmed with brown fur about in. wide; 1 light grey small plaid woollen shawl; 2 purses ( 1 egg- shape, the other book- shape), containing papers, cards, and a photo- graph— ALICE SPENCER, age 28 to 30, height 5 ft. 4 or 5 in., well built, complexion sallow, full face, hair dark brown; dress, black alpaca skirt, light blue cotton bodice, boat- shape felt hat, lace bjots. LEICESTERSHIRE. 24.— Lutterworth ( County). — For deserting his wife, leaving ber chargeable to the Lutterwoi tb Union— JOHN BROADWELL, ago 34, height 5 ft. 5 or 6 in., complexion fresh, hair brown, eyes grey. A carpenter; native of Bruntingthorpe, which place he left in Sentember last. Warrant issued. Information to the Chief Constable of Leicester- shire, Leicester; or Supt. Brewett, Lutterworth. 25.— Leicester ( Borough).— For stealing, 1st inst., a blue grey gelding, 5 years, 15 hands 3^- in. blaze one side of face, and one hind heel white, long back, value £ 65— H. A. NEW, age about 34, height 5 ft. 10 in, complexion fresh, hair brown, clean shaved ; dress, light covert coat, drab breeches and leggings, light cap. Has been in the Army, and since been employed by various horse dealers as a rough- rider or groom. Warrant issued. Information to Chief Constable Lumley, Leicest. r_ LINCOLNSHIRE. 26.— Boston ( Borough).— For obtaining money by false pretences— MOSES SZAP1RA, a Jew, age 27 to 30, height about 5 ft. in., complexion fresh, ruddy cheeks, hair ( wavy) dnrk, moustache and eyes brown, large nose, shambling gait; dress, dark blue overcoat, daik suit, black billycock bat, lace boots. A hawker of sham jewellery, and may have a pedlar's certificate iu his possession, issued at Boston, 3rd July, 1894; native of Boston. Very- talkative. Has been in Africa and America. Warrant issued. Information to Head Constable Wyse, Boston. MERIONETHSHIRE. 27.— Bala ( County\— For stealing, 3rd ' Ubt., a " Hamber Roadster" safety bicycle, nearly new. No. 12461, plain Dunlop tyres HIGNETT, age 27, height about 5 ft. 10 in., slight build, com plexion pale, hair dark brown, clean shaved, eyes brown, prominent month ; dress, li^ bt tweed knicker suit, light buff gaiters, check cap. Identical with man described in case No. 46, 29th ult. Warrant issued. Information to Inspector Roberts, B< tla. NORFOLK. £ 1 REWARD. 28. Norwich ( City).— For deserting his wife and family— CHARLES BAYLIS, age 40, height 5 ft. 6 in., complexion fresh, hair ( bald on top, inclined to curl) light, eyes light grey, scar left eyebrow, burn scar on shoulder, front teeth slightly apart; has a habit of biting his lip and moustache ; generally wears a navy serge or velvet coat. Native of Sheffield ; proprietor of a mariouette show. May be found attending fairs in northern or eastern counties. Warrant issued. The above reward will be paid by John Cross, Esq., Clerk to the Norwich Board of Guardians, for the apprehensiou of Baylis. Information to Chief Constable Hitchman, Guild- hall, Norwich. NORTHUMBERLAND. 29.— Hexham ( County).— Portrait and descrip- tion of WILLIAM BRA BAN, a clerk, whose FRIDAY, APRIL 26, 1895. THE POLICE GAZETTE 7 apprehension is soaght for embezzling £ 46 lis. 5d. — Age about 21 ( ljoks older), height about 5 ft. 11 in., slight build, complexion sallow, hair and slight moustache and eyes dark, left eyelid droops, walks slightly lame, having recently been suffering from blood poisoning in the left leg; dress, generally, da. rk jacket and vest, gtvy trousers, black felt hat, long brown ulster or dark waterproof, lined red cloth, cape attached. " Is a good baritone singer and pianist, and in the event of his remaining in this country, may endeavour to obtain an engage- ment in the musical line. He left on 25th ult., when be stated he was going to Soutbport. Warrant issued. Information to Capt. Terry, Chief Constable, Morpeth; or Supt. Ha. rko. 3, Hexham. RENFREWSHIRE. 30. — Paisley ( County). — For embezzling £ 513 17s. 3J.— JOSEPH LAWSON, age about 40, height about 5 ft. 9 in., complexion fresh, rather long face, hair, whiskers and moustache auburn, eyes blue, slightly round- shouldered and hangs his bead when walking, faint scrofula marks on neck under whiskers, several marks of old sores on one leg; dress, when la=; t seen, dark overcoat, dark tweed jacket Buit, light lace boots. A boilermaker's cashier ; a native of B arrhead, and speaks with Scotch accent. Has been in America ; absconded 27th February, and is supposed to have gone to Ireland. Warrant issued. Not to be apprehended out of the United King- dom. Information to the Chief Constable of Renfrew- - shire, Paisley. SHROPSHIRE. 31. — LudlOW ( County). — For stealing, at Woofferton, on 29th ult., a frail basket, containing about 50 pairs leather and mohair laces; 4 pairs spectacles; 1 card of studs; 6 lead pencils; 18 combs; 1 dozen linen buttons; 1 grey Welsh flannel shirt; 1 blue check neckerchief— TWO TRAMPS :! lst, age about 40, height 5 ft. 9 in., hair light, beard sandy, rough voice; dress, dirty drab jacket, dark cloth trousers, with brown patch on left knee, brown cap with two peaks; appearance of a brick- layer's labourer. 2nd, age about 30, height 5 ft. 7 in., hair and moustache dark brown; dress, shabby dark suit, black hard felt hat; appearance of a tailor. May be found hawking the stolen articles, and sleeping in outbuildings. Information to Supt. Hayward, Ludlow. SOMERSETSHIRE. 32.— llminster ( County).— For obtaining food and lodging by false pretences, at Crewkerne, on 25th ult.— A woman, who gave the name of Miss SMITH, age about 45, height 5 ft. 5 in., complexion sallow, full, square features, hair light brown, walks with crutches, supposed to have lost a leg; dress, black mackintosh, light brown check cape with hood, dark green dress, round black straw hat with plain black band. Warrant issued. Information to Supt. Rawlings, Ilminster. 33.— Taunton ( County).— For failing to appear to his bail at the Quarter Sessions, on 2nd January last, charged with stealing a diamond ring on 29th September, 1894— JAMES LEWIS ROBERTS, age 39, height 5 ft. 7 in., complexion fresh, bloated face, thick lower lip, hair black, eyes brown; dress, grey knicker tweed suit. Native of Aberdare. Addicted to drink, and an associate of sporting men. Warrant issued. Information to Supt. Durham, Taunton. STAFFORDSHIRE. 34.— Brownhills ( County).— For obtaining, by false pretences, 25th ult., at Great Wyrley, near Cannock, a safety bicycle, solid tyres ( front red, back grey) - THOMAS WOODMAN RAY, age 19, height 5 ft. 2 or 3 in., complexion fresh, hair dark, coal mark right cheek, tattoo marks, ring right middle finger, sailor, Staffordshire knot, and " Y. He married Elizabeth Owen, in Liverpool, 16th February, 1891; Elizibeth Marchant, in London, 30th March, 1892; aud eloped with Arabella Mitchell, 7th February, 1894. Is said to have been married abont 1875, to a lady of means, whose family lived at Kilkee, and about 16 years ago to a Miss Montgomery, at Armagh, and there are strong reasons for believing that be has contracted marriages with other women, for the purpose of obtaining possession of their property. Daring his stay in Liverpool, he has obtained large sums on credit, on various pretexts, aud is believed to have victimised many persons elsewhere. He states he wa3 a student at Trinity College, Dublin, 1872- 6, at the same time being a Scripture reader in Dublin, for the Irish Presbyterian Church, that he became a member of the Campbellite Section of the Baptist Community, and was appointed as a preacher by that body, in London, and remained as such until about 1S80, also that he afterwards conducted Protestant missions in London and other places.
