- PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MARCH 15. 1895. VOL. XII., No. 1170 REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOU OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15J. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the PoLlce GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, wdl be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should beforwaraed so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. „ . , 12. ( d) The following is a copy of the order which governs the alrculation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering • reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan •? olice, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly sxpressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( a) The person by whom it will be paid. ( d) That the name and address of the printer appeal thereon. 8. No expression must be used in such an advertise cnent, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the inward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT. THE AMERICAN OXYZONE SYNDICATE. The EDITOR suggests to the Local Police Forces to acquaint any person who may apply to them for the return of money forwarded to the above- named Syndicate, that tho principal Agents in the business are in custody on a charge of fraud, and nothing can be done in tho matter until the conclusion of the case. In the event of their conviction, any Postal Orders found in the letters enclosing them, addressed to the Syndicats, will then be returned to applicants through the Local Police. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT. 1.— K Division.— For stealing a black horse, 15 hands, aged, clipped, except legs ; a set of white metal mounted harness, " C. S." on rosettes ; a square body spring cart, painted dark green, picked out light green, " C. Sawyer, 274, Neville- road, Upton " on shafts — HARRY liLAKE ( supposed false), age 28, height 5 ft. 8 in., slight build, complexion sallow, blotched, thin features, high cheekbones, hair dark ; dress, dark overcoat, dark blue trousers, turn- down collar, dark tie, black hard felt hat. He was accompanied by a woman, age 50, short, complexion and hair dark; dressed in dark clothes, who represented herself as his mother. Warrant issued. — S Division. — For stealing, 6th iost., a gold keyless stop- watch, " J. P." in monogram on outer case, " Boxall, Brighton," on dial; 1 large heavy gold band ring, set with single diamond weighing about 3 carats ; 1 silver sovereign purse, and £ 5 gold and silver— WILLIAM RILEY, ago 34, height 5 ft. 11 in., complexion fair, hair light, " P." in blue ink on right forearm, slouching gait, usually walks with both hands in trouser pockets ; dress, black morning suit, black hard felt hat. A native of Luton, Beds. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. age 18, height 5 ft. 7i in., complexion very fair, hair light, slightly round- shouldered, walks with his head slightly forward and with swaggering gait; dress, grey overcoat or bla3k Inverness mackintosh, black frock coat, low round felt hat. AYRSHIRE. 4.— Ayr ( County).— Portrait and description of JOHN CREE, whose apprehension is sought for CITY OF LONDON. 3.— For stealing, 7th inst., 1 gentleman's small gold watch, white dial ( slightly chipped), " W. A. B." on back ; 1 gentleman's silver keyless hunter watch, Wells, late St. James' Street, Pall Mall," on works ; 1 gentleman's fcingle- stone diamond ring, stone slightly brown in colour; 1 lady's gold ring, set 6 rubies ( 1 deficient) ; and £ 5 cash— WALTER COLEY, late of 1, Witherington- road, Highbury, fraud, on 25th ult., age 23, height 5 ft. 6 in., com- plexion fresh, hair light, slight light moustache ; dress, light tweed jacket suit, tweed cap with single peak, light colour overcoat. A clerk and pawn- broker's assistant. May be found with sporting men. Warrant issued. Information to the Chief Constable of Ayrshire, Ayr. BERKSHIRE. 5.— Maidenhead ( Borough). — For embezzle- ment— WILLIAM WICKENS, age 35, height 5 ft. 6£ in., complexion fresh, hair ( bald on top) dark brown, eyes brown; dress, dark brown over- coat, dark chock coat, dark cloth trousers and vest, cloth peak cap, striped muffler. TUESDAY, MARCH 12, 1895. 6.— Windsor ( Borough).— For stealing1 a silver watch and chain ( recovered) — FREDERICK ANDERSON ( supposed false), age about 21, height 5 ft. 5 in., hair brown, clean shaved; dress, black jacket, brown trousers, stand- up collar, white tie, hard felt hat; appearance of a coachman. Information to Head Constable Armour, Windsor. BUCKINGHAMSHIRE. 7.— Aylesbury ( Oounty). — For stealing, 5th inst., a mahogany cash- box, containing about £ 15— FREDERICK J. IRELAND, age 29, height 5 ft. 4 in., complexion fair, hair ( curly) light brown, eyes blue, arms and chest tattooed; dress, dark jacket and trousers, brown cloth cap, dark blue overcoat with velvet collar. A scene painter. Information to Deputy Chief Constable Webb, Aylesbury. CARNARVONSHIRE. 8, — Pwllheli ( Oounty). — Portrait and de- scription of WILLIAM HUMPHREYS, whose apprehension is sought for forgery— Age 41, height 5 ft. 9 or 10 in., complexion pale, hair, full beard, and eyes dark, 2 prominent front upper teeth, sharp metallic voice, and abrupt in speech, leans slightly on one side, and has a peculiar movement of his body when walking; when last seen was wearing riding breeches and gaiters, and a single- peak cap. A gentleman farmer ; native of Criccieth. Warrant issued. Information to the Chief Constable of Carnarvon- shire, Carnarvon, or Inspector Rowland, Pwllheli. CHESHIRE. 9— Middlewich ( County). — For stealing a horse, trap, and harness, 6th inst. ( recovered)— JOSEPH KNOTT, age 24 ( looks younger), height 5 ft. 3 in., complexion florid, hair sandy, eyes blue; dress, blue worsted jacket, velvet cap with tassel, strong blucher boots. A canal boatman ; native of Etruria, Staffordshire. Warrant issued. Information to Supt. Large, Middlewich. 10.— Nantwich ( County). — For lavceny, 4th inst. — A MAN, age 25, height 5 ft. 7 in., com- plexion fresh, hair and eyes brown, cross- flags tattooed on left arm ; dress, dark jacket and vest, fawn- colour cord trousers, stand- up collar, black tie with white spots, light brown peak cap, lace boots. He took lodgings, stating he was going to work on the L. & N. W. Steam Sheds. Information to Supt. Meredith, Nantwich. CUMBERLAND. 11.— Wigton ( County).— For larceny and ob- taining food and lodgings, by false pretences, on 28th ult. FRAZER, ago 20 to 25, under medium height, complexion dark, thin face, hair black, thick eyebrows ( which meet), good teeth; dress, brown jacket suit, light cap ( worn at back of head), lace boots, brown cloth or knitted gloves ; of smart appearance. He takes apartments at private houses, repre- senting that he is employed by government or the local authority as an inspector or surveyor, and will stay some time in the neighbourhood, but after a few days decamps without paying. Warrant issued. Information to Supt. Hodgson, Wigton. DENBIGHSHIRE. 12.— Wrexham ( County).— For obtaining food and lodgings by false pretences.— BARNY- CROFT, age 25, height 5 ft. 7 or 8 in., slight build, complexion pale, thin face, hair light, clean shaved, of good address; dress, brown check mackintosh with sleeves and cape, light covert coat, light grey suit, thick plaid stockings, sometimes worn over trousers to give them the appearance of knicker- bockers, white silk tie, black felt bat, lining torn, as if to destroy name, brown boots, have been blacked. He takes lodgings at an hotel or country inn, for himself and two or three others ( who are to arrive in three or four days' time), representing himself as an ordnance surveyor. He passes his time comic sketching, mostly with the children of the house, and on the third or fourth morning informs the landlord that he is going to the station to meet his friends, and absconds. Warrant issued. Information to Deputy Chief Constable Yaughan, Wrexham. DEVONSHIRE. 13.— Exeter ( County). — For embezzlement GEORGE MILLER, age about 29, height 5 ft. 10 or 11 in., rather slight build, complexion fresh, hair and moustache dark brown, front teeth decayed; dress, covert or dust- coat, brown leather leggings, with brass studs, black bowler hat, narrow brim, lace boots. Smart appearance. A saddler; native of Torquay ; knows Somerset and Dorset well. Pre viously convicted of a similar offence at Wellington. Warrant issued. Information to the Deputy Chief Constable of Devon, Exeter. ESSEX. 14.— Grays ( County).— For stealing, 8tli inst., from the schooner " Advance," 1 blue rib cloth overcoat, with chain tab; 1 blue cloth coat and vest, small square pattern; 1 pair light stripe trousers; 1 flannel tennis shirt; I pair merino drawers and singlet; 1 pair low shoes ; 1 blue- and- light colour silk wrapper; 1 pair black woollen stockings ; and a silver Swiss chronograph watch, open- face, and a silver curb chain— A YOUTH, age about 18, height 5 ft. 6 or 7 in., broad shoulders, complexion dark, bracelet tattooed on one wrist; dressed in the stolen clothes. Supposed native of Glasgow. Information to Supt. Jordon, Grays. FLINTSHIRE. 15.— Flint ( County).— For stealing, 25th nit., a pair of boots, and £ 2 12s., also for obtaining food and lodgings by false pretences — RICHARD TATE, age 25 to 27, height 5 ft. 8 or 10 in., complexion fresh, hair dark brown, clean shaved; dress, light brown cloth coat, light brown trousers, dark stock- ings, brown gaiters, light cap, lace boots, newly soled and toe- capped. He sometimes turns up trousers to resemble knickerbockers. May have with him a blue Skye terrier dog wearing a brass collar. Booked from Chester to Birkenhead by 11.40 a. m. train, 25th ult. He represents himself as a Government Sur- veyor, and takes lodgings at an hotel, or private lodging house, and also secures lodgings for three men who are to follow him in a day or two. Warrant issued. Information to Supt. Davies, Mold; or Inspector Minshull, Flint. GLAMORGANSHIRE, 16.— Neath ( Borough).— For larceny, 23rd nit.— ARTHUR HILL, age about 28, height 5 ft. 8£ in., complexion fresh, thin face, hair dark, small light moustachc, eyes grey, large lump on side of right knee, walks lame, having broken his leg and both arms at Forth Bridge. Speaks with American accent; dress, pepper- and- salt overcoat, dark rough cloth coat and vest, grey mixture trousers, red tie, lace boots. An engine driver ; native of Lancashire. He represents himself as a local Baptist preacher and Good Templar. Warrant issued. Information to Head Constable Evans, Neath. Aldershot Branch of the Operative Bricklayers* Society, age about 40, height 5 ft. 6 or 7 in., slight- build, complexion fresh, hair ( turning grey) dark, moustache brown, eyes dark ( sunken), slightly round- shouldered ; dress, dark suit or dark jacket and vest, light trousers, dark overcoat. A brick- layer; rative of Brighton. Warrant issued. Information to Deputy Chief Constable Stephen- son, Aldershot. 18.— Portsmouth ( Borough).— For forgery— WILLIAM ASHFORD, age 27 or 28, height about 5 ft. 5 in., complexion fresh, hair light brown, eyes blue, scar base of left thumb and on right buttock ; dress ( supposed) dark overcoat, velvet collar, brown check tweed suit, felt hat. A private of the South Lancashire Regiment, on furlough till 17th inst. Has in his possession a stolen cheque book on " Cox 6 Co.' s" Bank, London, containing about 40 cheques, numbered from 187601. Is accompanied by Martha Sarah Moss, age 20, height 5 ft. 6 or 7 in., well built, complexion fair, hair light, eyes blue, very full breast; dress, dark clothes, red woollen wrap, and dark hat. They left Cosham by 6.58 p. m. train, 2nd inst., for Waterloo, and had with them 2 boxes ( 1 covered with black American cloth) tied with cord. Warrant issued. 19. — Portsmouth ( Borough). — For stealing, 5th inst., a new diamond- frame, pneumatic " Black Prince " safety bicycle, 28- inch wheels, " Starley " tyres, double- butted spokes, 2 small knebs inside each wheel, plated parts, ball bearings throughout, detachable " D " shape brake, very light spring- wire lamp bracket, brown semi- hammock saddle, " Universal " lamp, brown pouch containing 2 plated spanners, " Starley Psycho" stamped thereon, name of machine, with " Starley Brothers, Patentees" in shield on head— A MAN, age about 28, height 5 ft. 7 or 8 in., dark hair; dreas, long light over- coat, dark trousers, black felt hat ; respectable appearance. Information to the Chief Constable, Portsmouth. HERTFORDSHIRE. 20.— Watford ( Oounty). — For shopbreaking, 27th ult., and stealing a dark grey diagonal cloth overcoat, " Oatley & Heath " on tab — JOHN LEVESON, age about 40, height 5 ft. 6 or 7 in., complexion dark, hair dark brown, whiskers and moustache dark ; has lost left hand ; dress, old dark trousers, black hard felt hat, and the stolen coat. Warrant issued. 21.— Watford ( County). — For stealing, 8th inst.— A blue cloth jacket and vest; 1 pair grey stripe trousers; 1 keyless watch, No. Ill, black case, gold face and hands, Swiss make, silver chain attached— A MAN, age about 30, height 5 ft. 9 in., slight build, complexion dark, hair black, clean shaved; dress, black jacket and vest, grey stripe trousers, brown cap. He engages lodgings, and, in the evening, asks to be allowed to go upstairs, when ho searches the rooms he can gain access to, commits a larceny, and absconds. Information to Deputy Chief Constable Pearson, Watford. HAMPSHIRE. 17. — Aldershot ( County).— For embezzling £ 15 13s. 5d.— THOMAS MARR, late secretary of KENT. 22.— Tunbridge Wells ( Borough). — For stealing £ 10.— HUGH THOMAS WATTS, age 18, height 5 ft. 5 in., complexion fair, hair light, 1 upper front tooth broken ; dress, light check jacket and vest, grey trousers, light cloth cap. Native of Guernsey. May seek employment as a baker or painter. Warrant issued. 23. — Tunbridge Wells ( Borough). — For obtaining two tons of hay, by false pretences— J. NELSON, age 35 to 40, height 5 ft. 8 or 9 in., stout build, hair dark brown, full face, limps slightly, left leg having been broken; dress, dark pilot coat, cloth trousers, brown felt hat, maroon scarf. Supposed a native of Bermondsey. Travels the country hawking stable brushes, & c. Warrant issued. Information to Chief Constable Prior, Tunbridge Wells. FRIDAY, MARCH 15, 1895. T H E POLICE GAZETTE. LANCASHIRE. 24.— Chorley ( County). — For embezzlement— Expiree GEORGE BRAMLEY, alias BROMLEY, Office No. 40918, age 40, height 5 ft. 2 in., com- plexion fresh, hair and moustache sandy, eyea light grey, scar right jaw and back of left thumb, birth- mark right breast. Sentenced at Liverpool, 3rd February, 1881, to 10 years penal servitude for arson. H 148. This man frequents workhouses, and is said to be well known at Ormskirk, Wigan, Rishton, and Accrington. Warrant issued. Information to Supt. Norris, Chorley. 25.— Prescot ( County).— For stealing from the person, at Knowsley, 2nd inst., £ 8 lis.— WILLIAM LAWRENSON, alias WILSON, BRADSHAW, THOMPSON, and " SOLDIER BILL," age 32, height 5 ft. 8£ in., complexion sallow, hair and moustache brown, eyes blue, dark- colourei birth- mark, about 3 in. diameter, left of bally, burn mark from left hip to knee, 2 abscess marks back of ncck, right side; dress, black rough curly cloth jacket and vest, black cardigan jacket, white moleskin trousers, small black- and- white silk neckerchief, grey mixture union shirt, grey cap, all new. A tramping blacksmith ; has served in Royal Artillery; native of Tarbock. Information to Supt. Bixendale, Prescot. 26.— Manchester ( City).— For embezzlement WILLIAM PEATE, ago 35, height 5 ft. 4 in., com- plexion very ruddy, round face, red neck, hair ( thin on top) and moustacho dark brown, eyes full. Re- spectably dressed. Warrant issued. Not to be apprehended out of the United King- dom. Information to the Chief Constable, Manchester. brown, short dark moustache, large nose, scar on second joint of right thumb ; dress, dark grey over- coat, short dark jacket with silk facings, grey trousers and vest, black hard felt hat, side- spring boots, patent leather gaiters. Carried a dark hand- bag covered with American cloth, and a small port- manteau covered with imitation leather. A stone- mason ; native of Barnstaple. He takes lodgings, stating that he is employed by some firm in the neighbourhood, and after stealing any articles of value he can find, absconds. Was convicted of larceny at Newport, in December, 1891, at Penarth, in March, 1892, and at West London Police Court, in April, 1892. Photograph will be forwarded on application. Warrant issued. Information to Supt. Lovick, North Walsham. NORTHAMPTONSHIRE. 29.— Wellingborough ( County).— Forlarceny, 22nd ult.— JOHN HATTON, age about 40, height 5 ft. 10 in., stout build, complexion fresh, hair dark brown, eyes light blue, shamrock supposed tattooed on left forearm ; dress, brown jacket and vest, snuff- colour trousers, light brown felt hat, dark green overcoat, all worn. A painter and sign- writer; native of Belfast. Warrant issued. Information to Supt. Alexander, Wellingborough. 30. — Northampton ( Borough). — Woodcut portrait and description of ARTHUR BROOKE, MONMOUTHSHIRE. 27.— Newport ( Borough) — Portrait and de- scription of HERMANN HENRI KORN, or CORN, whose apprehension is sought for stealing, on 26th ult, a 9- ct. gold albert chain, long link pattern, gold Maltese cross pendant with red stone in centre, which opens, and has the photo of a lady inside— Age 22, height 5 ft. 4 or 5 in., complexion dark, hair ( curly) black, slight dark moustache, receding chit, near- sighted and wears eyeglasses, leans forward when walking ; dress, double- breasted black cheviot overcoat, grey check coat and vest, grey tweed trousers, black bowler hat, lace boots; carried a small hand- bag and a parcel. A native of Altona, Hamburg. Is well educated, ana speaks English well. Has born pmpioypd as a photo — grapher's canvasser and for an insurance company. He left London on 26th ult. He has a brother in Chicago, and may endeavour to go to America. Warrant issued. Information to Head Constable Sinclair, Newport. NORFOLK. 28.— North Walsham ( County).— For steal- ing, 18th ult., at Cromer, a lady's long gold chain, has been recently repaired and gold- washed ; 1 gold locket with blue enamelled cross in centre ; a gentle- man's dark blue neckerchief with red stripes ; and £ 7— FREDERICK PHILIPS, age 25, height 5 ft. 8 in., complexion fresh, hair and eyes dark alias CRICHTON, ALSKA, and W. POLLARD, whose apprehension is sought for shopbreaking, 19th inst., and stealing a large quantity of jewellery — Age 26 ( looks older), height 5 ft. 5 in., complexion fresh, inclined to swarthy, hair ginger, clean shaved, eyes brown, small mole near right collarbone, birth mark right of navel; dress, dark mixture coat and vest, light trousers, turn- down collar, black bow tie, black felt hat, dark grey overcoat with black velvet collar ; wore a diamond scarf ring, and rings on fingers, carried a small brown leather hand- bag. Is an expert shopbreaker, and has been convicted of that offence and for assaulting police at West Hartle- pool, Newcastle- on- Tyne, Leeds, and Durham. A cabinetmaker, but states he is a comic gymnast. Is well known in the North of England. He travelled the country with a woman named JENNY FAIRWEATHER, BROOKE, or JEANETTE CRICHTON, who is remanded in custody, and who has on several occasions been in custody with the man wanted. ( See Cases Nos. 77 and 103, 22nd ult.) Information to Chief Constable Mardlin, North- ampton.
