Particulars concerning persons whose apprehension is sought Kill he inserted, in one issue of the POLICE GAZETT R, if they are sufficient to enahleaction to be taken upon them by anotherforce. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward, is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. o. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to Reinserted, and no warrant is in force against him, the requisition must be signed by the chief officer of ooHce, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or nvaJonnvs thereto. REG- XJLA. TIONS. 8. Announcements of all persons to he apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the liditor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which mai/ result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noonon Wednesday, and for the Tuesday edition notlaterthan Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. Cities and Boroughs therein, arranged in striot alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th ol November, 1883. 3.— It is particularly requested that arty com- plaints aa to the non- delivery or of irregularity in the date of delivery of the POLIQI GAZITTB, may be at once notified to the Editor. The following is a copy of the order which governs the drculation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other ad vertisements, offering a reward for the discovery of property or the detection of erhne, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be c'e& rly expressed in relation to the following points— ( o) The amount of the reward. ( 6) The conditions on which it is payable. ( o) The person by whom it will be paid, ( d) That the name and address of the printer appear thereon. 1 No expression must be used in such an advertise- ment, In relation to property stolen, or criminally taken or disposed of, holding out any expectation that the rtward will be paid on its return without the offender bei& Z brougut to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT. THE AMERICAN OXYZONE SYNDICATE. The EDITOR suggests to the Local Police Forces to acquaint any person who may apply to them for the return of money forwarded to the above- named Syndicate, that the principal agents in the business are in custody on a charge of fraud, and nothing can be done in the matter until the conclusion of the case. In the event of their conviction, any Postal Orders found ia the letters enclosing them, addressed to the Syndicate, will then be returned to applicants through the Local Police. METROPOLITAN POLICE DISTRICT 1.— F Division.— For stealing jewellery, & c.> value £ 100 — Expiree EDWARD CHARLES CORNISH, Office No. 45492, age 31, height 5 ft. 9 in., complexion fresh, hair dark brown, eyes blue, small scar over right eyebrow, scar back of neck, red mark under left eye; dress, long light Ulster, dark clothes, cloth cap, patent shoes. A butler; supposed to be a Scotsman. 2.— J Division-— For burglary and stealing a quantity of postage stamps ; 100 post- cards ; 1 pair silver- plated shell pattern sugar- tongs ; 1 cream and pink handkerchief — THOMAS TEECE, alias LAMBLE, and CURLY THE BARMAN, age 28, height 5 ft. 7 in., complexion fresh, hair ( curly), slight moustache, and eyes dark, " G. Yale," bust of woman, anchor and roses, on right forearm, ship in full sail, " G. Burgess," " T. S.," sailor, cannon, and flag left forearm; dress, dark jacket and vest, lavender stripe trousers, brown stripe muffler, black felt hat, brown shoes.—- CHARLES TEECE, alias WRIGHT, and PILL, age 30, height 5 ft. 6 in., complexion sallow, hair and slight moustache light, eyes dark brown ; dress, brown overcoat, dark tweed suit, black felt hat, lace boots. Was sentenced to 9 months imprisonment at Norwich Quarter Sessions, 28th June, 1893, for housebreaking at East Dereham. Both are natives of Buckhurst Hill, Essex. 3.— J Division- — For stealing, 31st January, 1895— 1 lady's silver geneva watch, white dia!, with spray of flowers thereon, chased back; 1 lady's gold neckchain, flat link pattern, with oblong gold locket attached— HOWARD ST. CLIVE NETH- ERSOLE, age 42, height 5 ft. 6 in., stout build, complexion, hair, heavy moustache, and eyes dark, near sighted; dress, dark blue o^ erjoat, velvet collar and cuffs, black coat and vest, light trousers, low shoes, black hard felt hat. Identical with Howard Nethersole, alias Lester and sentenced to 12 months imprisonment at Central Criminal Court, 5th January, 1884, for fraud by advertising cutlery in " The Exchange and Mart," and to 20 months imprisonment at Middlesex Sessions, 12th May, 1885, for fraud. May be found hawking cutlery in the provinces. 4.— V Division.— For embezzlement — WIL- LIAM HARRIS, age 35, height 5 ft. 9 or 10 in., complexion fresh, hair ( bald on top), and moustache light; dress, blue melton overcoat, dark tweed suit, brown cloth cap. Supposed native of Portsmouth. Has served 12 years in the Royal Irish Lancers, and is now a serjeant in the East Surrey Militia Regi- ment. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. AYRSHIRE. 5.— Ayr ( County).— Portrait and description of JOHN CREE, whose apprehension is sought for fraud, on 25th uit., age 23, height 5 ft. 6 in., com- plexion fresh, hair light, slight light moustache; dress, light tweed jacket suit, tweed cap with single peak, light colour overcoat. A clerk and pawn- broker's assistant. May be found with sporting men. Warrant issued. Information to the Chief Constable of Ayrshire, Ayr. BERKSHIRE. 6.— Maidenhead ( Borough). — For embezzle- ment— WILLIAM WICKENS, age 35, height ft. 65 in., complexion fresh, hair ( bald on top) Clyde, jda- k brown, eyes brown; dress, dark brown over 8,' T H E POLICE GAZETTE. Information to Supt. Taylor, Maidenhead. BUCKINGHAMSHIRE. 7.— Aylesbury { County).— For stealing, 5th inst., a mahogany cash- box, containing about £ 15— FREDERICK J. IRELAND, age 29, height 5 ft. 4 in., complexion fair, hair ( curly) light brown, eyes blue, arms and chest tattooed; dress, dark jacket and trousers, brown cloth cap, dark blue overcoat with velvet collar. A scene painter. Information to Deputy Chief Constable Webb, Aylesbury. CHESHIRE. 8. — Nantwich ( County). — For larceny, 4th inst. — A MAN, age 25, height 5 ft. 7 in., com- plexion fresh, hair and eyes brown, cross- flags tattooed on left arm; dress, dark jacket and vest, fawn- colour cord trousers, stand- up collar, black tie with white spots, light brown peak cap, lace boots. He took lodgings, stating he was going to work on the L. & N. W. Steam Sheds. Information to Supt. Meredith, Nantwich. DENBIGHSHIRE. 9.— Wrexham { County).— For obtaining food and lodgings by false pretences.— BARNY- CROFT, age 25, height 5 ft. 7 or 8 in., slight build, complexion pale, thin face, hair light, clean shaved, of good address; dress, brown check mackintosh with sleeves and cape, light covert coat, light grey suit, thick plaid stockings, sometimes worn over trousers to give, them the appearance of knicker- bockers, white silk tie, black felt hat, lining torn, as if to destroy name, brown boots, have been blacked. He takes lodgings at an hotel or country inn, for himself and two or three others ( who are to arrive in three or four days' time), representing himself as an ordnance surveyor. He passes his time comic sketching, mostly with the children of the house, and on the third or fourth morning informs the landlord that he is going to the station to meet his friends, and absconds. Warrant issued. Information to Deputy Chief Constable Yaughan, Wrexham. DEVONSHIRE. 10.— Exeter { County). — For embezzlement — GEORGE MILLER, age about 29, height 5 ft. 10 or 11 in., rather slight build, complexion fresh, hair and moustache dark brown, front teeth decayed; dress, covert or dust- coat, brown leather leggings, with brass studs, black bowler hat, narrow brim, lace boots. Smart appearance. A saddler; native of Torquay ; knows Somerset and Dorset well. Pre- viously convicted of a similar offence at Wellington. Warrant issued. Information to the Deputy Chief Constable of Devon, Exeter. ESSEX. 11,— Chelmsford { County). — JOHN CAR- TER, Case No. 8, 25th November, 1892, not to be apprehended. Warrant withdrawn. FLINTSHIRE. 12.— Flint { County).— For stealing, 25th nit., a pair of boots, and £ 2 12s., also for obtaining food and lodgings by false pretences — RICHAED TATE, age 25 to 27, height 5 ft. 8 or 10 in., complexion fresh, hair dark brown, clean shaved; dress, light brown cloth coat, light brown trousers, dark stock- ings, brown gaiters, light cap, lace boots, newly soled and toe- capped. He sometimes turns up trousers to resemble knickerbockers. May have with him a blue Skya terrier dog wearing a brass collar. Booked from Chester to Birkenhead by 11.40 a. m. train, 25th ult. He represents himself as a Government Sur- veyor, and takes lodgings at an hotel, or private lodging house, and also secures lodgings for three men who are to follow him in a day or two. Warrant issued. Information to Supt, Davies, Mold; or Inspector Minshull, Flint. GLAMORGANSHIRE, 13.— Neath { Borough).— For larceny, 23rd ult.— ARTHUR HILL, age about 28, height 5 ft. in., complexion fresh, thin face, hair dark, small light moustache, eyes grey, large lump on side of right knee, walks lame, having broken his leg and both arms at Forth Bridge. Speaks with American accent; dress, pepper- and- salt overcoat, dark rough cloth coat and vest, grey mixture trousers, red tie, lace boots. An engine driver ; native of Lancashire. He represents himself as a local Baptist preacher and Good Templar. Warrant issued. Information to Head Constable Evans, Neath. KENT. 14. — Ashford { County). — On commitment warrant, for non- payment of fine and costs, for refusing to quit licensed premises — PATRICK SWIFT, age 39, height 5 fo. 2 in., complexion dark, hair dark brown, eyes blue, tattooed flags, swords, crown, anchor, and yacht right forearm, tree right upper arm, cross back of right hand, & c. ; generally dressed in old and dirty clothing. A labourer. 15. — Ashford { County). — On a commitment warrant for non- payment of fine and costs for cruelty to a cat at Egerton— JAMES C. KEMP, age 30, height 5 ft. in,, complexion fresh, hair dark brown, eyes hazel, 2 small moles left side of face; dress, white moleskin jacket, dirty white cord trousers, fitting tight to legs, white cord vest, blue cardigan jacket, spotted scarf, black cloth cap, shiny peak, heavy lace boots. Native of Bethersden. Information to Supt. Wenham, Ashford. 16.— Tonbridge { County).— For stealing, 2nd inst., from the Post Office, Bidborough, a cigar box, containing about 5s. — A MAN, age about 25, height 5 ft. 5 or 6 in., hair and moustache ( cut level with upper lip) dark; dress, black jacket, brown cord trousers, old hard felt hat with slit one side, thin boots. A tramp. Information to Supt. Bartlett, Tonbridge. 17. — Tunbridge WellS { Borough). — For stealing £ 10.-- HUGH THOMAS WATTS, age 18, height 5 ft. 5 in., complexion fair, hair light, 1 upper front tooth broken; dress, light check jacket and vest, grey trousers, light cloth cap. Native of Guernsey. May seek employment as a baker or painter. Warrant issued. 18. — Tunbridge Wells { Borough). — For obtaining two tons of hay, by false pretences— J. NELSON, age 35 to 40, height 5 ft. 8 or 9 in., stout build, hair dark brown, full face, limps slightly, left leg having been broken; dress, dark pilot coat, cloth trousers, brown felt hat, maroon scarf. Supposed a native of Bermondsey. Travels the country hawking stable brushes, & c. Warrant issued. Information to Chief Constable Prior, Tunbridge Wells. LANCASHIRE. 19.— Chorley { County). — For embezzlement— Expiree GEORGE BRAMLEY, alias BROMLEY, Office No. 40918, age 40, height 5 ft. 2 in., com- plexion fresh, hair and moustache sandy, eyes light grey, scar right jaw and back of left thumb, birth- mark right breast. Sentenced at Liverpool, 3rd February, 1881, to 10 years penal servitude for arson. H 148. This man frequents workhouses, and is said to be well known at Ormskirk, Wigan, Rishton, and Accrington. Warrant issued. Information to Supt. Norris, Chorley. 20.— Manchester { City).— For embezzlement WILLIAM PEATE, age 35, height 5 ft. 4 in., com- plexion very ruddy, round face, red neck, hair ( thin on top) and moustache dark brown, eyes full. Re spectably dressed. Warrant issued. Not to be apprehended out of the United King- dom. Information to the Chief Constable, Manchester. MONMOUTHSHIRE. 21.— Newport { Borough).— Portrait and de- scription of HERMANN HENRI KORN, or CORN, whose apprehension is sought for stealing, on 26th ult., a 9- ct. gold albert chain, long link pattern, gold Maltese cross pendant with red stone in centre, which opens, and has the photo of a lady inside— Age 22, height 5 ft. 4 or 5 in., complexion dark, hair ( curly) black, slight dark moustache, receding chic, near- sighted and wears eyeglasses, leans forward when walking; dress, double- breasted black cheviot overcoat, grey check coat and vest, grey tweed trousers, black bowler hat, lace boots; carried a small hand- bag and a parcel. A native of Altona, Hamburg. Is well educated, and speaks English well. Has been employed as a photo- grapher's canvasser and for an insurance company. He left London on 26th ult. He has a brother in Chicago, and may endeavour to go to America. Warrant issued. Information to Head Constable Sinclair, Newport. NORFOLK. 22.— North Walsham { County).— For steal- ing, 18th ult., at Cromer, a lady's long gold chain, has been recently repaired and gold washed ; 1 gold locket with blue enamelled cross in centre ; a gentle- man's dark blue neckerchief with red stripes; and £ 7— FREDERICK PHILIPS, age 25, height 5 ft. 8 in., complexion fresh, hair and eyes dark brown, short dark moustache, large nose, scar on second joint of right thumb ; dress, dark grey over- coat, short dark jacket with silk facings, grey trousers and vest, black hard felt hat, side- spring boots, patent leather gaiters. Carried a dark hand- bag covered with American cloth, and a small port- manteau covered with imitation leather. A stone- mason ; native of Barnstaple. He takes lodgings, stating that he is employed by some firm in the neighbourhood, aud after stealing any articles of value he can find, absconds. Was convicted of larceny at Newport, in December, 1891, at Penarth, in March, 1892, and at West London Police Court, in April, 1892. Photograph will be forwarded on application. Warrant issued. Information to Supt. Lovick, North Walsham. NORTHAMPTONSHIRE. 23. — Northampton { Borough). — Woodcut- portrait and description of ARTHUR BROOKE, alias CRICHTON, ALSKA, and W. POLLARD, whose apprehension is sought for shopbreaking, TUESDAY, MARCH 5, 1895. T H E POLICE GAZETTE 3 19th inst., and stealing a large quantity of jewellery — Age 26 ( looks older), height 5 ft. 5 in., complexion fresh, inclined to swarthy, hair ginger, clean shaved, eyes brown, small mole near right collarbone, birth mark right • of navel; dress, dark mixture coat and vest, light trousers, turn- down collar, black bow tie, black felt hat, dark grey overcoat with black velvet collar ; wore a diamond scarf ring, and rings on fingers, carried a small brown leather hand- bag. Is an expert shopbreaker, and has been convicted of that offence and for assaulting police at West Hartle- pool, Newcastle- on- Tyne, Leeds, and Durham. A cabinetmaker, but states he is a comic gymnast. Is well known in the North of England. He travelled the country with a woman named JENNY FAIRWEATHER, BROOKE, or JEANETTE CRICHTON, who is remanded in custody, and who has on several occasions been in custody with the man wanted. ( See Cases Nos. 77 and 103, 22nd ult.) Information to Chief Constable Mardlin, North- ampton. SHROPSHIRE. 24.— Wellington ( County).— For housebreak- ing, 17th ult.— WILLIAM PAYNE, age 20, height 5 ft. 6 in., slight build, complexion pale, hair and small moustache dark brown, rather hook nose, eyes grey; dress, round grey cloth jacket, and old brown jacket, brown cord vest and trousers, grey cloth cap, strong lace boots. A farm labourer. May seek • femployment as horse- driver at coal- pit banks or brick yards. Has been previously convicted of a similar offence. Warrant issued. Information to Supt. Edwards, Wellington. 25.— Whitchurch ( County). — For stealing, 8th ult., £ 15 5s. 8d.— WILLIAM JONES, age 31, height 5 ft. 1 in., rather stout build, complexion fair, hair light, clean shaved, short neck; dress, light dust- coat, dark brown mixture jacket, vest, and trousers, black hard felt hat, collar turned down at point, black- and- white tie, lace boots. A groom ; native of Brixton, Surrey. Has been employed at Mold, Rugby, Leamington, Birmingham, and God- aiming. May be found in racing stables. Warrant issued. Information to Supt. Edwards, Whitchurch. 29. — Stafford ( County). — For stealing £ 20 ( including a £ 5 note, No. 79629), and a gentleman's gold English lever watch, No. 10495— HENRIETTA ARNOLD, age 20, height 5 ft., slight build, com- plexion very pale, hair and eyes dark ; dress, black dress, brown felt hat, trimmed brown ribbon and squirrel's tail, and ( supposed) brown mackintosh. A native of Wednesbury. Accompanied by Alfred Wilson, age 24, height about 5 ft. 7 in., complexion fresh, hair dark brown, alight dark moustache; dress, short double- breasted overcoat, dark mixture trousers and vest. Has been employed by the Telephone Company at Stafford. A native of Stoke- upon- Trent. Warrant issued. Information to Deputy Chief Constable Longden, Stafford. SOMERSETSHIRE. 26.— Yeovil ( County). — For larceny—- WIL- FRED AUBREY LESLIE, age about 35, height 5 ft. 7 or 8 in., hair light ( rather bald), little or no whiskers, prominent forehead, rather round shoul- dered, wart or mole on one side of nose; dress, when last seen, on 2nd November last, black coat and vest, fawn- colour plaid trousers, light cap, also had with him a pair of dark grey trousers. A native of London. He travels the country on a tricycle, and fixes enamelled letters on tradesmen's windows. He carries labels—" From W. A. Leslie, show card and ticket writer " thereon, and also has a light- colour bag with the letters ° W. A. L." in gilt thereon. May be found at a coffee tavern. Warrant issued. Information to Supt. Self, Yeovil. 27.— Bath ( City).— For stealing £ 80, on 12th ult.— CECIL SOUTHCOMBE, age 20, height about 5 ft. 8 in., slight build, complexion sallow, hair black, slight dark moustache, eyes dark brown, very bad front teeth; dress, pepper- and- salt overcoat, dark suit, black bowler hat, brown boots. Gentle- manly appearance. A clerk. May endeavour to leave the country for Western Australia, where he has relatives. Warrant issued. STAFFORDSHIRE. 28.— Burslem ( County).— For defilement of a girl, age 6, on 18th ult.— JOSEPH WILSON, age 25, height 5 ft. 5 or 6 in., complexion fresh, hair, side whiskers, moustache and eyes brown, slight im- pediment in speech, rather thick lips ; dress, cloth suit, black hard hat, light lace boots. Native of Burslem. A clothier. May seek employment as a china decorator, having served an apprenticeship to that trade. Warrant issued. Information to Chief Supt. Hill, Burslem. SURREY. 30. — Guildford ( Borough). — For stealing, 17th December, 1894, a saddle and bridle— HENRY PARISH, age about 28, height 5 ft. 7 or 8 in., com- plexion fair, full round face, hair light, very small side whiskers, lower lip split in centre, turns one foot out when walking. A groom. Warrant issued. Information to Head Constable Worlock, Guild- ford. WARWICKSHIRE. 31.— Longford ( County). — For cruelty to a child, age 12-- ELIZABETH THAY, alias BROOK- HOUSE, and HAYES, age 40, height 5 ft. 6 or 7 in., complexion fresh, hair dark, eyes grey, peculiar twitching in eyes ; was wearing, when last seen, a brown velvet plush jacket, and dark bonnet; a native of Southwell, near Nottingham. Is accompanied by two boys and three girls, ages from 16 to 2i years. Left Liverpool, on 14th ult., for Bootle. Was convicted in October, 1891, at Nottingham, for cruelty to a child. Warrant issued. Information to Supt. Prosser, Longford.
