POLICE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, FEBRUARY 22, 1895. VOL. XII, No. 11G4 REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to TUE EDITOE OP THE 1' OLICE GAZETTE, NEW SCOTLAND YAED, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property wilt be lik ewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will he prominently inserted, with detailed particulars, at a cost oflos. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person he required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, nr • 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICW GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, mil be wholly responsible for any proceedings whiih mat/ result from such publication. 11. Announcements for the Friday istue should be forwaraed so as to be received not Inter than noonon Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must he in advance, either rt the office. New Scotland Yard, by cheque, crossed " Drummond < f Co.," Post Office Order payable at Parliament Street, Postal Order, or in Stamps. 13. Advertisements are accepted for the PoUCE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such aoticoa, an account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed haud- billa, or other advertisements, offering a reward for the discovery of property or the detection of srime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of lib* Commissioners, on rtie application of private persons, ar of the Police of any County or Borough, must be c'early expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( o) The person by whom it will be paid. ( ti) That the name and address of the printer appear thereon. 2. , No expression must be usied in such an advertise stent, in relation to property stolen, or criminally taken trr disposed of, holding out any expectation that the r » ward will be paid on its return without the odender brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT. THE AMERICAN 0XYZ0NE SYNDICATE. The EDITOR suggests to the Local Police Forces to acquaint any persm who may apply to them for the return of rnomy forwarded to the above- Damed Syndicate, that the principal agents in the business are in custody on a charge of fraud, and nothing can be done in the matter uutil the conclusion of the case. In the event of their conviction, any Postal Orders found ia thj letters enclosing them, addressed to the Syndicate, will then be returned to applicants through the Local Police. Department. — For attempting to obtain £ 200, by fraud— WILLIAM BARNARD, age 30, height 5 ft. 9 in, complexion fair, hair, whiskers, and moustache very light, eyes ( one glass) blue; weais gold spectacles; dre.- s, blue overcoat, black jacket, light tweed trousers, silk hat. A commission agent; native of Epsom, Suney. May visit Portsea. Warraut issued. 2— C Division.— For forging and uttering a cheque for £ 90, on the St. James- square Branch of Loudon and Westminster Bank — WALTER JAMES COX, alias COCKLES, age 28, height 5 ft. 7 or 8 in., complexion, bur and moustache, and eyes daik; is fond of billiards and cards; dress, black coat and vest, dark trousers, hard felt hat. May bo accompanied by a woman called Effie, age about 25, medium height, thin features, hair dyed very light. Warrant issued. 3.— C Division.— For obtaining a diamond ring by fiaud— HENRY ALEXANDER CHILD, age 25, height 5 ft. 4 in., complexion fair, hair light, ryes blue ; dress, black frock coat with silk facings, dark st. ripe trousers, high silk hat, patent leather boots, long Chesterfield overcoat. A native of London. Warrant issued. 4.— C Division.— For stealing £ 35 — CHAS. HENRY IRVING, age 44, height 5 ft. 10£ in., complexion sallow, hair and moustache ( turning grey) light brown; dress, black or grey morning coat and vest, dark trousers, hard felt hat, black Inverness overcoat with cape. Carried a black hand- bag. A clerk ; native of Ross, Herefordshire. Warraut issued. 5.— c Division.— For stealing £ 28 10s, and 2 ladies' dress rings— THOS. HENRY EDWARDS, age 19, height 5 ft. 4 in., complexion, hair ( curly), and eye3 dark; dress, long dark overcoat with cape, b'own check tronsers, black hard felt hat, lace boots. A native of London. Warrant issued. 6 — E Division. — For obtaining a half- moon diamond brooch, set with 22 stones; and a cluster diamond pendant, set with 32 stones, by means of a worthless cheque on the Union Bank of London, Bayswater Branch — A womin giving the name of A. EAST0N, alias CARTER, and LEWIS, age about 30, height about 5 ft. 4 in., com- plexion, hair, and eyes dark, aquiline nose, one or two upper front teeth stopped with gold; dress, black velvet cape, black dress and hat. Accom panied by a MAN who speaks with foreign accent. Ste calls on jewellers and orders goods to be sent to a house where she has taken apartments, gives worthless cheques in payment, and absconds. See Case No. 6, 2nd Nov., 1891. Warrant issued. 7.— G Division.— For stealing, 5th inst, adaik chestnut horse, thick- set, aged, 14 hands, scar on off side of belly near girth, slight swelling near side of rump, fore legs slightly over, hind fetlocks white ; and a set of brass- mounted harness, nearly new— A MAN, age 35, height 5 ft. 8 in, slight side whiskers; dress, dark clothes, black hard fe. t hat. 8.— M Division.— For obtaining linen, & c, to the value of £ 1,000, by fraud — ABRAHAM LEWIS, a Polish Jew, age 29, height 5 ft. 2 or 3 in, complexion dark, hair ( curly), small side- whiskers, and moustache black, eyes hazel; dress, navy - blue rough Chesterfield overcoat, dark trousers, black hard felt hat, stand- up collar, black bow- tie, patent leather boots. A mantle manufac- turer. Warrant issued. 2 T H E POLICE GA. ZETTE. FRIDAY, FEBRUARY 15, 1895 9.— T Division.— For failing' to surrender for trial at North London Sessions, 18th inst , for stealing gas— WALTER PLATTS, alias JOHN- SON, age 30, height 5 ft. in., complexion pale, hair dark brown, small dark moustache, eyes brown, small scar on right eyebrow; dress, dark clothes, hard felt hat. Supposed native of Hammersmith. Warrant issued. 10. — X Division. — For rape — GOLDEN TEESDALE, age 27, height 5 ft. 9 or 10 in., com- plexion pale, thin features, hair and eyes dark, walks erect with long strides; dress, dark bine overcoat, dark suit, black soft alpine hat, lace hoots. Rather shabby appearance. An engineer; native of Willesden, Middlesex. May seek employment at engineers' or fitters' shops. Warrant issued. 11. — Y Division. — For embezzlement — WALTER SUGDEN GILBERT, age 20 ( looks older), height 5 ft. 7 in., complexion very fair, hair sandy, eyes light blue; walks with rolling gait; dress, black coat and vebt, dark mixture trousers, laco boots, hard felt hat. A native of Bow. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BUCKINGHAMSHIRE. 12.— SlOUgh ( County),— For obtaining £ 5 by means of a worthless cheque, 7th inst. — E. B. WELCH, age 30 to 40, height 5 ft. 6 or 7 in., hair and moustache brown, thin face; dress, light jacket and trousers, dark cap. Warrant issued. Information to Supt. Sutton, Slough. CARNARVONSHIRE. 13.— Bangor ( County).— For obtaining money by false pretences, by the sale of worthless cigarettes, " called " Tbe Stramonium Cigarettes," 12th Dec. lgpt— A MAN, age 40 to 50, height 5 ft. 6 or 7 in., vety stout build, complexion fresh, full face, hair light' brown, moustache sandy ; dissipated appear- ance. Is supposed to be J. DE COSTA, who, about that time, received two parcels from Broad- street Station, London. ( See Special Notice, Police Gazette, 15th Dec., 1893, and 6th April, 1894.) Warrant issued. 14. — Bangor ( County). — For attempting to commit an unnatural ofienco — WILLIAM BEAVER LEACH, age 55, height 5 ft. 7i in., complexion sallow, prominent cheek- bones, hair turning grey, eyes grey, scar across right of fore- head and on lower lip, slight birthmark under left eye, star tattooed on left hand. Has been a pedlar, and is well known to pedlars from the Carnarvon district. Has also been a sailor, and he may be found about docks. A native of Llangefni, Anglesey. See Case No. 3, 6th Jan., 1893. Warrant issued. 15.— Bangor ( County).— For stealing a pair of navy- blue trousers, and a black cloth vest, from the smack " Curlew"— A MAN, age about 22, height about 5 ft. 4 in., complexion fresh, hair brown, short moustache, eyes hazel, scar right forearm, abscess mark left of neck ; dress, long dark overcoat, sailor's peak cap, and the stolen coat and vest. May he found with shooting galleries, circuses, & c. Information to Supt. Harris, Bangor. CHESHIRE. 16. — Altrincham ( County). — For obtaining money by false pretences — JOHN PEARSON, aga 32, height 5 ft. 8 in., complexion pale, hair brown, moustache light, has a nervous twitching of the head and hands, particularly noticeable when in conversation; dress, blue pilot cloth overcoat, dark trousers, light gaiters, hard felt hat. Stated he had just returned from America, and had been robbed of his money and luggage at Liverpool. A native of Stockport. Warrant issued. 17. — Altrincham ( County). — For non- pay- ment of bastardy arrears— JOHN LEAR, age 34, height 5 ft. 4^ in., complexion fresh, hair black, heavy moustache and eyes dark. A plumber; native of Altrincham. May be accompanied by a wonwn named Moston, age about 30, height about 4 ft. 11 in., slight build, complexion sallow, hair and eyes dark. Warrant issued. Iniormation to Supt. Britton, Altrincham. DENBIGHSHIRE. 18.— Wrexham ( County).— For stealing, 29th ult., a watch ( recovered) — ROBERT HENRY DAVIES, age about 20, height 5 ft. 2 or 3 in., com- p'exion dark, small dark eyes, finger of left hand deformed, left toes contracted ; dress, dirty black co it and vest., brown plaid trousers. Sometimes rides a bicycle. A collier's labourer; native of Fe » tiniog. Warrant issued. Information to Deputy Chief Constable Vaughan, Wrexham. DORSETSHIRE. 19.— Poole ( County).— For non- payment of fine and costs, amounting to 29s. 6d., imposed by magistrate — JOHN JEFFERY, age 30, height 5 ft. in., complexion fresh, hair and moustache brown, eyes hazel, 5 dots tattooed left wrist; dress, dark grey jacket, moleskin trousers, black hard hat, light neckerchief, lace boots. A labourer; native of Parkstone, Dorset. Warrant issued. Information to Deputy Chief Constable Hains, Poole. DURHAM. 20.— Bishop Auckland ( County).— Portrait and description of MARK JOPLING, whose apprehension is sought for embezzling, on 20th March 1893, £ 600, the monies of tbe Bishop Auckland Rock Building Society, to which he was Secretary, age 38 to 40, height 5 ft. 7 in., stout build, complexion fair, full round face, hair dark brown, moustache and small side whiskers dark ; wears spectacles ; dress ( generally), light suit, light overcoat, hard felt hat. A native of Bishop Auckland. Absconded 5th ult. Supposed that he will emigrate. Warrant issued. Information to Supt. Banks, Bishop Auckland. ESSEX. 21.— Chelmsford ( County).— On commitment warrant for an offence under the Poaching Preven- tion Act, also for assaulting police— THOMAS COOK, alias TOMMY, THE DEVIL, and LITTLE TOMMY, age 36, height 5 ft. 4 or 5 in., complexion pale, eyes grey. 22.— Chelmsford ( County).— On commitment warrants for non- payment of fine for wilful damage — WALTER BURDER, age 21, height 5 ft. 5 or 6 in., complexion pale, hair and slight moustache light, eyes ( small) dark ; dress, black jacket, light check trousers ( bell bottoms), hard round felt hat. Appearance of a costermonger. A native of Chelms- ford ; has worked as a bricklayer's labourer, and been employed at London and Southampton in eating- houses. Information to Deputy Chief Constable Somerset, Chelmsford. GLOUCESTERSHIRE. 23.— Dursley ( County).— For obtaining money by false pretences— A WOMAN, age about 32, height 5 ft. 7 in., complexion fresh, hair dark brown, appears thin when wearing cape ; dress, long black cape, red lining, blue serge skirt, black bodice, bla k straw hat, trimmed heliotrope, black " veil, strong lace boots— all much worn ; of good appear- ance and address. She represents herself to be the sister of a local clergyman, and that she has been recommended to call i n deserving persona with a view to obtain for them H cum of £ 10 which will be allotted from a charity, but 20i. must first bo paid to obtain the necessary vote, and, on receiving the amount, absconds. Sup- posed identical with woman described in Case No. 11, 28th Sept., Nos. 26 and 54, 23rd Nov., N... 47, 30th Nov., No. 22, 7th Dec., 1894. Warrant issued. Information to Supt. Hopkins, Dursley. HAMPSHIRE. 24.— Alton ( County).— For obtaining money by false pretences HOUSE, age about 35, height 5 ft. 7 in., complexion, hair, whiskers and moustache dark, walks erect, and is of good address ; dress, brown mixture suit, dark cloth peak cap. His modus operandi is to call upon farmers, stating that he is the son of a farmer residing 20 or 30 miles away, and that some months since he ab- sconded from his home with a considerable sum of money which he has squandered, but is now penitent and returning. He obtains a small sum to pay his railway fare, & c., invariably promising to return it within a few days, together with a brace of hares. Warrant issued. Information to Inspector Hawkins, Alton. KENT. '' 25.— West Mailing ( County).— For deserting his wife, at Wrotham, 22nd December, 1894— JOHN CULLINGHAM, age 53, height 5 ft. 8 in., complexion fresh, hair, whiskers, and moustache light, eyes grey ; dress, dark mixture coat and vest, cord trousers, Oxford shirt, grey cloth cap, heavy lace boots. A native of Wrotham. Sometimes works in gas- houses. Warrant issued. Information to Supt. Lane, West Mailing. LANCASHIRE. 26.— Leigh ( County). — For assaulting police, 26th ult.— PAUL HAMPSON, age 27, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes grey, anchor tattooed right forearm, cut on first finger left hand; wearing dark clothing and cap. A collier. Warrant issued. Information to Supt. Higginbotham, Leigh. 27. — Manchester ( City). — For larceny — ALFRED DAFFERN, age 44, height 5 ft. 7" in., thin features, thin prominent nose, hair brown, whiskers and moustache dark brown ; wears glasses, and walks with shuffling gait and head bent down ; generally wears dark suit, and square top hat. Warrant issued. 28.— Manchester ( City).— For stealing £ 400 — ALFRED WATSON, age 24, height 5 ft. 4 in., hair sandy, clean shaved, has no roof to mouth, carries his head slightly on one side. Warrant issued. Information to the Chief Constable, Manchester. 29.— Bootle ( Borough).— For obtaining money by false pretences— A MAN, age 35 to 40, height 5 ft. 8 in., complexion sallow, hair brown, moustache light brown, broad shoulders, walks erect, and is of gentlemanly appearance. His modus operandi is to call upon tobacconists, representing himself as an Inland Revenue officer ; after examining the license, he statea he has been sent to collcct half, or more, of the cost in advance, for which he gives a receipt on the back of the license, signing as " A. B. Spratt Anderson," or " A. B. Spratt, collector." Supposed to have been an officer of the Inland Revenue, near Birmingham. Warrant issued. Information to Chief Constable Cumming, Bootle. 30.— Rochdale ( Borough).— For obtaining £ 3 by false pretences— MRS. MOULSHAM ( supposed false), age about 34, height 5 ft. I or 2 in., com- plexion pale, hair dark, eyes supposed dark, two upper teeth very prominent and slightly apart ; FRIDAY, FEBRUARY 15, 1895. T H E P O L I C E GAZETTE. 5 dress, black felt boat- shape hat, Mack tight- fitting three - quarter jacket, black Cashmere blouse, trimmed black lace; of ladylike appearance, and appeared well educated. She calls at ladies' schools, representing her- self as the wife of a clergyman, and stating she was acquainted with the family of a former scholar, and had been recommended to the school, as she had two niecis, she desired to place there as boarders ; after c .- ming to terms, she discovered that she w » n short of money and succeeded ia obtaining the above- named sum. She appeared to know Birmingham, Bedford, Southampton, Barmouth, and Weston- super- Mare. Warrant issued. Information to the Chief Constable, Town Hal , Rochdale. LINCOLNSHIRE. 31. — Horncastle ( County). — For obtaining £ 19 18s. 6d.. by false pretences— ALFRED, alia> WALTER BLAND, age 34, height 5 ft. 4 or 5 in , alight build, complexion fresh, hair and moustache dark brown, eyes dark; dress, grey mixture suit. yell" W leggings, light cloth cap, lace hoots. Wns seen at Knottingley, Yorkshire, on 2fith ult., where his wife and family reside. States he is a cat'le dealer ; is likely to visit fairs and markets. Warrant issued. Information to Supt. MONMOUTHSHIRE. 32.— Newport ( Borough). — Portrait and de- scription of ALBERT WHITE, alias WILLIAJV1 ANDERSON, VINCENT NORTON", and PARKER, a ship's steward, whose apprehension is sought for stealing from a private hotel. 31st ult.— 2 coloured prints, about 30 X 22 each, rolled up : ( 1st Joseph presenting his father to Pharaoh," 2nd, " Four children, one offering a bunch of grapes to the Saviour," with an explanation at bottom) ; 1 transparent picture of a play, " Pizarro," each of these 3 pictures is about a hundred years old; several books—" Life of Gladstone," illustrated, stamped " W. S. Dowdoswell," gilt edge, " Pickwick Papers," " Barnaby Rudge," stamped " Cordey " inside, " Sketches by Boz " ; old china— 1 teapot, sugar and slop basin, cream jug, 3 cups and saucers, 2 cracked cups, bread- and- butter plate, all old- fashioned, in red and gold, with scenes of a cottage and five- barred gate on them; 6 electro- plated tea spoons; 2 old silver tea spoons, floral pattern, and supposed marked " J. H. D." ; 1 pair of electro- plated nut- crackers; 1 silver punch ladle, wooden handle, 41 R. S. D." in monogram outside bowl: 1 pair of dancing pumps ; 1 dark grey cheviot overcoat, velvet collar; thick dog- skin gloves, unlined, in pockets, small hole in left thumb ; 1 black silk - jmbrella, silver- mounted malacca handle; 1 dark grey tweed travelling cap ; 1 Nuttall's dictionary ii- red cover ; 2 brushes— hat and clothes; 1 small black box in leather case, with handlo on top; 1 bunch of keys and 2 latch keys ; 1 silver- plated fish knife, ivory handle ; an aneroid barometer, in green leather case, screw broken and dropped ioside; 1 tortoise- shell card- case, silver- mounted ; 1 pair of gentleman's laco boots; 1 church service and bible combined, " Peter Dowdeswell, Wolverhampton " inside; I church service, green covers, brass- mounted, silk markings inside; I round puzzle snuff- box ; 1 pair small silver sa't spoons, " R. S. D." in monogram ; 1 hind bell— Age 25, height 5 ft. 4 in., complexion pa'e, hair dark brown, which he brushes upwards in front, slight dark moustache, eyes dark, has a habit of twitching the left as if from weakness ; dress, brown overcoat, black jacket aod vest, dark tweed trousers, white collar and tie, black hard felt hat, lace boot*; carried a brown leather hand- bag. He engage! rooms in the hotel on 25th ult., and remaited until the morning of the 3lst., when he decamped, stealing the above- mentioned property, and leaving behind him an oak- colouied tin trunk, which, on beiDg opened, was found to contain a quantity of swedes. NORFOLK. 33— Grimstone ( County).— For defertirg his wife and children, leaving them clurgeable to the Free^ ridgb Lynn Union— JOHN GATHERCOLE, a. e 88, height 5 ft. 6 in., complexion fresh, hair, small moustache, and eyes dark, slightly lame left fo-> t; dress, short check jacket, old velveteen vest, o'd dark cord trousers, peak cap. A labourer; native of Middletoo, Norfolk. Warrant issued. Information to Supt. Baldwin, Docking, or Inspector Lowe, Grimstone. OXFORDSHIRE. 34. — Bicester ( County). — For stealing fonr ferrets, 9th ult., at Finmere— FRANCIS BIDDLE, a gipsy, age about 30, height 5 ft. 7 or 8 in., long dark hair, pockmarked ; wearing check jacket, and black hard felt hat. Supposed to be travelling witi his brother with two vans, in Warwickshire.
