ICE GAZRTTE. and all communications upon them should be addressed to THK EDITOK OK TILE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. o. Particulars concerning personswhose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property tcill be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of\ bs. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of vol ire. or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analoaous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. !>. The force which causes particulars concerning delinquents or stolen property to be inserted in the Poi. IOK GAZETTE, must, on their apprehension or recovery, at ome transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings wKiih man result from such publication. 11. Announcements for the Fridau issue should be fonvarnetl so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be dearly written on one tide of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the off! re, Xew Scotland Yard, by rhtque, crossed " Drummond Sf Co.," Post Office Order payable at Parliament Street, Postal Order, or in Stamps. 13. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Offico to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAIETTK is circulated in the Colonies. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT. THE AMERICAN OXYZONE SYNDICATE. The EDITOR suggests to the Local Police Forces to acquaint any person who may apply to them for the return of money forwarded to the above- Damed Syndicate, that the principal agents in the business are in custody on a charge v> f Traud, and nothing can be done in the matter until the conclusion of the case. In the event of their conviction, any Postal Orders found iu the letters enclosing them, addressed to the Syndicats, will then be returned to applicants through the Local Police. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1.— B Division.— For obtaining money by false pretences— CHARLES E. WINTER, alias E. LE FAN A, and WILSOV, age 40, height 5 ft. 9 in, complexion fair, hair and moustache light, eye3 blue; dressed respectably. Warrant issued. 2.— E Division.— For obtaining money by a trick ROBINSON, age 20, height 5 ft. 8 in , complexion sallow, hair brown, clean shaved ; dress, dark clothes. He delivers worthless parcels, upon which he states a certain sum has to be paid, on receipt of which he decamp*. Warrant issued. 3.— H Division.— For stealing, 4th inst.— 1 gentleman's gold hunter watch, German make ; 1 lady's gold do. ; 51 gold alberta; a £ 5 piece and 2 rings— BARNETT LIBSCHITZ, a Russian Jew, age 24, height 5 ft. 5 in , complexion sallow, hair and moustache ( short) very dark, cannot speak English ; dres*, black overcoat, grey stripe trousers, black hard felt hat. May endeavour to leave the country. Warrant issued. 4.— W Division.— For obtaining six bicycles by fraud— FRANK HARVEY, age 38 to 40, height 5 ft. 10 in, complexion fresh, hair dark brown moustache; military appearance; dress, long brown overcoat, black jacket and vest, black hard felt hat. May be accompanied by a woman. Warrant issued. o.— T Division. — Woodcut portrait and de- scription of ERNEST SHORT, late of 32, Palmer- ston- road, Wimbledon, whose apprehension is sought for stealing £ 50— Age 30, height 5 ft. 7 in, com- plexion fair, hair ( turning grey) light, moustache very light, eyes blue ; dress, when last seen, dark grey suit, brown overcoat, black soft felt hat. A clerk; native of Ely. Warrant issued. Information to he forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. 6— J Division. — HAROLD TRIMBY, Case No. 94, 25th ult, not to be arrested. Warrant withdrawn. BERKSHIRE. 7. — Wokingham ( County). — For stealing, 12th nit, at East Hampstead, two geese ( recovered) — HENRY SMITHERS, alias BADGER SMITH, age 36 to 38, height 5 ft. 7 or 8 in, complexion dark, hair, whiskers, and moustache very dark; dress, black pilot jacket with velvet collar, corduroy vest and trousers, black fur cap, heavy lace boots. A brickmaker; native of Ash, Surrey. Is well known at Aldershot, Guildford, and Erith. Warrant issued. Information to Supt. Atkin, Wokingham. CHESHIRE. 8.— Hyde ( County).— For obtaining money by false pretences— CHARLES E. WINWARD, alias JOHN E. THOMPSON, JARVIS, J. THOMAS, BROWN, and WARD, age 35, height 5 ft. 7 in, complexion pale, hair dark brown, eyes ( blind in left) blue; wearing dark overcoat, brown felt hat, lace boots. A native of Accrington. Was senlenced to 2 months imprisonment at Leeds Assizes, 26th July, 1888, and to 6 weeks at Nottingham Sessions, 24th October, 1888, for similar offences. ( See Case No. 11, 4th ult.) Warrant issued. Sometimes rides a bicycle. A collier's labourer; native of FeBtiniog. Warrant issued. Information to Deputy Chief Constab'. e Yaughan, Wrexham, DEVONSHIRE. 10.— Exeter ( City). — For failing to report— License Holder THOMAS SAMPSON, alias WILLIAM SAMPSON, and THOMAS MED- LAND, Office No. 45982, age 63, height 5 ft. 4 in., complexion sallow, hair light brown ( turning grey), eyes grey, mole left side of nose, nose fractured, scar centre of belly and on right buttock, 7 vaccina tion marks on right arm, 2 red birthmarks inside left forearm, 4th right finger crooked. Sentenced at Exeter Quarter Sessions, 2nd July, 1884, to 10 years penal servitude for larceny. Remanet of former sentence expires 13th Novem- ber, 1895. Licensed ] 6t, h January. 1894. U K181. Hughes "; 1 brown cloth cap ; 1 pair chamois leather gioves; several ties and collars, the latter marked " E. Hughes"; 1 black bowler hat, maker " Hamen, Ealing"; 1 pair lace boots with toe- caps; several pocket handkerchiefs, marked " E. H."; 1 plush photo frame ; 1 cloth cap; 1 pair silver sleeve- links ; 1 clothes brush; and a cherry- wood walking- stick— CHARLES WILSON, a private of the 2nd King's Shropshire Regiment, Regimental No. 4352, age 21i ( looks older), height 5 ft. 9 in., complexion dark ( rather blotched), hair dark brown ( few grey hairs), eyes brown ( cast in one), very prominent teeth, peculiar mouth ; dressed, when he left on 25th ult., in the stolen suit, blue overcoat, and bowler hat. A waiter; native of Frampton, Lincoln- shire. Since he has absconded a letter has been received from him, dated at Shrewsbury, 28th u t., in which he requested that the reply might be sent to 91, Charles- street, Sheffield, stating tbat he should visit there and Li ^ erpool, and should proceed to New York within a week; that he stole a gold watch and albert, at Bristol, and obtained 50s. in London for a travelling rug, small hand- bag, and nnder- clothing, and was pretending to be engaged in the cigar trade. Warrant issued. Not to be arrested out of the United Kingdom. Information to Snpt. Devenish, Dorchester. 12. — Poole ( County) — For stealing 2 single- case silver watches, Nos. 62 and 311, a white- metal chain with silver bucket attached; 1 red- and- dark stripe jacket, nearly new GEORGE, alias THOMAS SMITH, age about 28, height about 5 ft. 5 in., slight build, complexion dark, thin face, hair brown, moustache dark, pockmarked each side of nose, left knee has been broken and projects ; wearing the stolen jacket, black vest, old grey trousers with dark stripe, black cap, light tie or dark neckerchief, lace boots. DURHAM. 13— Bishop Auckland ( County).— Portrait and description of MARK JOPLING, whose apprehension is sought for embezzling, on 20th March 1893, £ 600, the monies of the Bishop Auckland Rook Building Society, to which he was Secretary, age 38 to 40, height 5 ft. 7 in., stout build, complexion fair, fall round face, hair dark brown, moustache and small side whiskers dark; wears spectacles ; dres9 ( generally), light suit, light overcoat, hard felt hit. GLAMORGANSHIRE. 14.— Cardiff ( Borough).— For obtaining goods and money by means of a worthless cheque— GEORGE HERBERT DAVIES, ago about 27, height about 5 ft. 6 in., complexion dark, small dark moustache; dress, blue or black Chesterfield overcoat, dark suit, black hard felt hat, square- toed lace boots. A butcher; supposed native of Pem- broke Dock. Absconded 12th nit. May have in his possession a few blank cheques on the London and Provincial Bank, St. Mary- street Branch, Cardiff. Warrant issued. 15— Cardiff ( Borough).— For embezzlement— GEORGE ROSSLTER, a commercial traveller, late of 109, Penarth- road, Cardiff, age 28 to 30, height 5 ft. 7 in., complexion ( clear) rnddy, heavy moustache light, walks quickly, speaks with north country accent; dress, when last seen, slate- plaid " Rosebery" mackintosh, short light colour dust- coat, brown leather leggings, light felt hat. Absconded 2nd nit. Warrant issued. Information to Head Constable McKenzie, Cardiff. KENT. 10.— Sittingbourne ( County).— For deserting his wife and children, leaving them chargeable to the Milton Union— GEORGE JOHN CHAMBER- LAIN, age about 30, height 5 ft. 3i in., complexion fresh, hair and eyes brown, clean shaved ; dressed as a stableman. Native of Hornchurch, near Rom- ford. Has been in the Army Service Corps, and is now in the Army Reserve. Will probably seek em- ployment at hotels. Warrant issued. Information to Supt. Capps, Sittingbonrne. LANCASHIRE. 17.— Bootle ( Borough).— For obtaining money by false pretences— A MAN, age 35 to 40, height 5 ft. 8 in., complexion sallow, hair brown, moustache light brown, broad shoulders, walks erect, and is of gentlemanly appearance. His modus operandi is to" call upon tobacconists, representing himself as an Inland Revenue officer; after examining the license, he states he has been s^ nt to colicct half, or more, of the cost in advance, for which he gives a receipt on the back of the license, signing as " A. B. Spratt Anderson," or " A. B. Spratt, collector." Supposed to have been an officer of the Inland Revenue, near Birmingham. Warrant issued. Information to Chief Constable Camming, Bootle. 18.— Salford ( Borough).— For failing to report — Supervisee MAGGIE SHAW, alias MARY ANN McMANUS, MARY MACK, ELIZABETH WHITTLE, and ANNIE SHAW, Office No. 45559, age 46, height 4 ft 11 in., complexion sallow, hair brown ( turning grey), eyes brown, scar on right eyebrow, 4th right finger, middle of light forearm, on left eyebrow, near left ear, on chin, and on nose, ears pierced, lost [ 2 top teeth. Sentenced at Man- chester City Sessions. 24th October, 1889, to 5 years penal servitude and 3 years police supervision for larceny. Licensed 25th Nov., 1893. H L P 96. Sup- Will probably harness makers, about 25, height LINCOLNSHIRE. 19. — Horncastle ( County). — For stealing, 14th ult., a set of carriage cushions ( recovered)— CHARLES SMITH, ago about 30, height 5 ft. 5 or 6 in., complexion dark, hair dark brown, moustache ( curled at ends) dark ; shabbily dressed. Some- times wears high top boots and posed an upholsterer or saddler, call on carriage builders and Accompanied by a woman, age 5 ft. 2 or 3 in., complexion sallow, thin face ; wearing tight- fitting jacket. Generally stay at common lodging houses or low public houses, but occasionally take a small house for a week or so. Warrant issued' Information to Supt. Costar, Horncastle. 20. — Stamford ( County). — For fraudulently obtaining, 25th nit., a " Juno 1894 " safety bicycle, manufactured by the " Metropolitan Machinists' Company, London," 28 and 30- in. wheels, " Clencher" pneumatic tyres, cork handles, ball bearings, ordinary saddle, usual parts plated, all latest improvements, weight 35 lbs.— A man, who gave the name of WILLIAM WEST, age about 22, height 5 ft. 10 in., complexion fresh, full face, hair dark brown, slight dark moustache; dress, light drab dust- coat, dark grey trousers, light grey cap, brown lace boots ( have been blacked). Of respectable appearance. Warrant issued. Information to Supt. Clarke, Stamford. MONMOUTHSHIRE. 21.— Newport ( Borough). — Portrait and de- scription of ALBERT WHITE, alias WILLIAM ANDERSON, VINCENT NORTON, and PARKER, a ship's steward, whose apprehension is sought for stealing from a private hotel, 31st ult.— 2 coloured prints, about 30 x 22 each, rolled up : ( 1st " Joseph presenting his father to Pharaoh," 2nd, " Four children, one offering a bunch of grapes to the Saviour," with an explanation at bottom) ; 1 transparent picture of a play, " Pizarro," each of these 3 pictures is about a hundred years old; several books—" Life of Gladstone," illustrated, stamped " W. S. Dowdeswell," gilt edge, " Pickwick Papers," " Barnaby Radge," stamped " Cordey " inside, " Sketches by Boz " ; old china— 1 teapot, sugar and slop basin, cream jug, 3 cups and saucers, 2 cracked caps, bread- and- butter plate, all old- fashioned, in red and gold, with scenes of a cottage and five- barred gate on them; 6 electro- plated tea spoons; 2 old silver tea spoons, floral pattern, and supposed marked " J. H. D." ; 1 pair of electro- plated nut- crackers ; 1 silver punch ladle, wooden handle, " R. S. D." in monogram outside bowl: I pair of dancing pumps; 1 dark grey cheviot overcoat, velvet collar; thick dog- skin gloves, unlined, in pockets, small hole in left thumb; 1 black silk umbrella, silver- mounted malacca handle; 1 dark grey tweed travelling cap ; 1 Nuttall's dictionary is red cover ; 2 brushes— hat and clothes ; 1 small black box in leather case, with handle on top; 1 bunch of keys and 2 latch keys ; 1 silver- plated fish knife, ivory handle ; an aneroid barometer, in green leather case, screw broken and dropped inside; 1 FRIDAY, FEBRUARY 15, 1895. S. D." in monogram ; 1 hand bell— Age 25, height 5 ft. 4 in., complexion pale, hair dark brown, which he brushes upwards in front, slight dark moustache, eyes dark, has a habit of twitching the left as if from weakness; dress, brown overcoat., black jacket and vest, dark tweed trousers, white collar and tie, black hard felt hat, lace boots; carried a brown leather hand- bag. He engaged rooms in the hotel on 25th ult., and remained until the morning of the 31st, when he decamped, stealing the above- mentioDed property, and leaving behind him an oak- coloured tin trunk, which, on being opened, was found to contain a quantity of swedes. NOTTINGHAMSHIRE. 22.— Nottingham ( County). — For stealing, 20th ult., at Stapleford, 1 dark brown check single- breaBted coat, dark lining, usual pockets; 1 pair dark mixture worsted socks; 1 pair men's worsted stockings ; 1 pair men's brown kid gloves, astrachan backs; 1 lady's silver albert, fastens in middle with square piece of silver, tassel at end; 6 small silver- plated tea- spoons ; 1 penknife, buckhorn handle, 2 blades— JAMES BARBER, age about 30, height 5 ft. 5 or 6 in., slight build, complexion pale, hair and moustache dark brown, large and small wheel tattooed on left hand, anchor on right; dress, dark serge coat and vest, light grey striped trousers, light tie, brown hard felt hat, light lace boots. A collier. Has worked in the neighbourhood of Sheffield, and is well known in several districts of Yorkshire. Warrant issued. Information to Deputy Chief Constable Hallam, Nottingham. SOMERSETSHIRE. 27.— Bath ( City).— For larceny ( till), 28th ult. — WILLIAM CANNINGS, age about 24, height 5 ft. in., complexion sallow, hair dark brown, eyes brown, 2 dots tattooed on left arm. A labourer. Warrant issued. Information to Lt.- Col. Gwyn, Chief Constable, Bath. 8 months as MATTHEW GRANT; on 2nd Feb- ruary, 1892, at Belfast, to 2 months as MATTREW GRANT, alias JOHNSTON; on 4th May, 1892, at OXFORDSHIRE. 23. — Bicester ( County). — For stealing four ferrets, 9th ult., at Finmere— FRANCIS BIDDLE, a gipsy, age about 30, height 5 ft. 7 or 8 in., long dark hair, pockmarked ; wearing check jacket, and black hard felt hat. Supposed to be travelling with his brother with two vans, in Warwickshire. Warrant issued. Information to Supt. Bowen, Bicester. 24. — Henley- on- Thames ( County). — For uttering a forged bill of exchange, with intent to defraud— E. ASTON, alias WILLIAM HAYES, late of Whitchurch, Oxon, age 28 to 30, height 5 ft. 6 in., hair, slight side whiskers, and moustache dark; dress, light dust overcoat, dark suit, light tweed cap, light lace boots. A carpenter. Warrant issued. Information to Supt. Jennings, Henley - on - Thames. SHROPSHIRE. 25.— Bridgnorth ( County).— For stealing, 17tli inst., £ 4 18s. 0d., including 5 jubilee coins, viz., 2 florins, 1 half- crown. 1 shilling, 1 sixpence— JOSEPH ARNOLD NEWELL, age 21, height 5 ft. in., complexion fresh, hair brown, eyes blue, has lost right arm ; dress, navy- blue serge jacket and vest, grey cloth trousers with dark stripe, light brown overcoat, brown plaid cap, lace boots. Has been employed as a letter- carrier and insurance agent. Warrant issued. Information to Supt. Walters, Bridgnorth. 26.— LudlOW ( County).— For inflicting grievous bodily harm, 3rd inst., at Coreley— A MAN, age 35 to 40, height 5 ft. 6 in., hair ( nearly bald on top) and whiskers ( cut short) brown, dent from wound above forehead; dress, 2 jackets ( 1 black, 1 grey cloth), moleskin trousers ( iaised seams), red scarf, old black hard hat, strong water- tight boots, nails out at toes. A tramping farm labourer; supposed a native of Neen Sollars, Salop. Sleeps in out- buildings, & c. He called at a farm house at Coreley about 10 p. m., representing that a cow was out of the shed, thus gaining admittance and obtaining refreshment, afterwards committing a murderous assault on the farmer and his wife. Information to Supt. Hayward, Ludlow. STAFFORDSHIRE. 28.— Handsworth ( County). — For 19th November, 1894, at Handsworth, sheets, marked " A. V. Yarnell," and Richards " ; 1 damask table- cloth, marked stealing, 4 linen " A. Y. " A. V. R. Yarnell" ; 10 white linen towels, marked Richards"; 1 silver- plated tea and coffee service, embossed both sides, raised flowers; 6 round ivory- handle dinner knives ; 1 pair ivory- handle carvers ; 3 dozen large electro- plated forks ; 1 dozen small ditto ; 2 dozen dessert spoons ; 2 dozen table spoons ; 1 patent plated cheese scoop, white handle, with trigger action ; 1 silver- plated craet- stand, 4 cut- glass bottles ; 4 silver- plated fish knives, with ivory handles— FREDERICK COSTLEY, age 35, height 5 ft. 6 in., very stout build, complexion fresh, full face, hair and moustache brown, eyes blue, tattoo mark on arm ( supposed right) ; dress, brown- and- black check suit, morning coat, black hard felt hat, brown boots. STIRLINGSHIRE. 31.— Falkirk ( County).— Portrait and description of MARSHALL CAMPBELL GRANT, alias JOHN CANTRELL STEWART, whose appre- hension is sought for fraud — Age 31, height 5 ft. in., complexion pale, hair, side whiskers and moustache light, short neck, high shoulders, scar right of forehead and above eye, 3 scars above left eye, hangs his head slightly and generally carries his hands in his pockets; dress, whou last seen, new brown twoed jacket suit, high hat, drab gaiters, light lace boots. Has with him a square black portmanteau, containing an old tweed suit, and a hat- box, containing a black felt hat. A native of Bervie, Kincardineshire. He represented himself as a wholesale game, poultry and fish dealer of 20 years' standing, and received consignments of goods to order from various parts of the country. He has lodged in Mutford since August last, and cleaned clocks and watches in the neigh- bourhood, describing himself on handbills as E. M. Bellis, for several years manager of the British United Clock Company, Birmingham, and late of Penistone- street, and Stanley Works, Sheffield, maker of astronomical, musical, chime and church clocks. Bis name is supposed to be EDWARD MON- TAGUE BELLIS, and known at Southampton, Leicester, aud Sheffield, worked about 10 years ago for the tramway company at Southampton, and about 3 years ago at similar employment at Leicester. He stated he had been in business at Sheffield, when he had a wife and family, that his wife had sines died, hut he had two children in Birmingham.
