Part icy/, j rs concerning persons whose apprehension is sought will be inserted in one issue of the POLICE ( A/ ZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Partiilars as to stolen property will be likewise inserted in one issue, if sufficient to enable the arliiie in question to be thereby identified. 4. In nil ewes where a reward is offered the name and address of some person responsible for the p, jymsnt must be given, and the exact conditions be clearly stated. C. Pot traits of persons whose apprehension ij sought for serious offences, and engravings of stollr. property, will be prominently inserted, with detailed particulars, at a cost of 15*. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, iffor the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to beimserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whic/ i may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheq- je, crossed " Drummond Sf Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAIBTTK if< circulated in the Colonies. Warrant issued. 3. — J Division. — For] larceny ( servant) — SAMUEL WHEELER, age JO, height 5 ft. 8 in., stout build, complexion fresh, hair and side whiskers ( turning grey) brown ; dre- s, supposed brown jacket- suit, black hard felt hat ( flat top). Warrant issued. 4.— L Division. — For embezzlement — SAMUEL HENRY HAYBALL, age 32, height 5 ft. 7 or 8 in., complexion fair, hair and heavy moustache light, eyes hazel, smart appearance; diess, black mourning coat and vest, light check trousers, high silk or black felt hat; may be wear ing patent leather boots ; wea's a diamond ring on both hands. READ, age 40, height 5 ft. 7 or 8 in., complexion very fair and florid, beard, whiskers and moustache light, cut short; wearing light coat and hard felt hat. Warrant issued. 6. — For non- payment of a fine for unlawfully acting as a passage - broker without a li: ence— THOMAS BROCKELBANK, late of 25, Leadenhall- street, E. BERKSHIRE. 7.— Reading ( Borough) — For stealing a black morning era', 2t> th ult.— GEORGE SEDDON, alias PROFESSOR GLANVILLE, age about 22, height 5 ft. 4 in., hair and eyes dark, clean shaved ; dress, black caat and vest, grey- and- black striped trousers. He ca'led at several places, stating he was agent in advance to the " Charlatan " Company, which was coming to the Prince's Theatre. Is believed to have been empkyed as a wai'er at the Winter Gardens, Chatham. War ant is u. d. Information to Head Constable Tewsley, Reading. BRECONSHIRE. 8— Brynmawr ( County).— For oltaining goods by fa'sn pretences — A womau who gave the name of DAV1ES, age between 20 and 30, height 5 ft, complexion fair, hair and eyes dark, soft fine voice; dress, black or black- and- white waterproof cloak, and b'ack dress. She obtains clothing and boots on approval, which she takes away ou the pretence of fitting them oa. Supposed native of Swansea. Warrant issued. Information to Supt. BUCKINGHAMSHIRE. 9.— Aylesbury ( County). — For stealing, 28th ult, a suit of clothes ; a pair of boo's ; and a cheque- book on Cox & Co.' s Bank, London— JOHN FRITZ, a footman, age 21, height 5 ft. 7 in, complexion dark, two dark moles on side of face. On the 29th u't. he forged and uttered one of the cheques at the Army and Navy Ster. s, Victoria- street, West- minster. Wariant issued. Information to Deputy Chief Constable Webb, Aylesbury. DERBYSHIRE. 12.— Ashbourne ( County).— For stealing, 28th ult., at Hewboren, an overcoat ( recovered); 1 pair dark brown driving gloves ; and 1 blue muffler with white spots— CHARLES KELLY, age 45 to 50, height 5 ft. 9 or 10 in., slight build, complexion dark, long features, hair dark ( turning grey), slight dark moustache, beard about a week's growth, scar across bridge of nose, which has apparently been broken; dress, dark cloth coat and vest, long brown overcoat, white muffler, light cloth cap, clogs; wearing dirty white apron. ESSEX. 14.— Chelmsford ( County).— For deserting his wife and family, leaving them chargeable to the Chelmsford Union— WILLIAM CLARKE, age about 50, height about 5 ft. 8 in., stout build, hair brown, eyes blue. A haybinder; native of iDgatestone. Has recently been working with threshing machines at Abridge, Essex, and may seek similar employment. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. 15.— Colchester ( County).— For embezzlement — GEORGE DURRANT, age about 28, height 5 ft. 7 in., complexion fresh, hair and moustache sandy, eyes grey, mole right side of body, tattoo mark ( supposed vase) right arm ; peculiar gait. He is supposed to be travelling the country, selling ready- made clothes and drapery. Last seen at Norwich, 12th ult. A native of Tendring, Essex. Warrant issued. 16.— Colchester( County).— For rape, 13thult., at Harwich— ROBERT BENNETT STRONG, age 40, height 5 ft. 4 or 5 in., complexion sallow, high cheek- bones, hair light brown ( rather long and thin in front), eyes grey ; walks quickly ; wearing, when last seen, light striped mackintosh with cape, light cloth cap. May seek employment as a barber ; native of Harwich. Warrant issued. Information to Supt. Ackers, Colchester, or to Inspector Creasey, Harwich. 17. — Southend - on - Sea ( County). — For stealing, 24th ult.— A gold albert chain, watch key, seal, one side white, the other dark, attached— FRED FRANCIS, age 22, height about 5 ft. 6 in., complexion pale, hair ( very short) dark, eyes brown, very white regular teeth, fourth finger of left hand has been recently injured by a chisel; dress, blue serge coat and vest, dark blue stripe trousers, grey cap, blue stripe tie, ammunition boots, military shirt, dust coat. A stonemason; supposed native of Hammersmith. Warrant issued. Information to Supt. Hawtree, Sonthend- on- Sea. FORFARSHIRE. 18.— Forfar ( County).— For bigamy — DAVID DOHERTY, age 29, height 5 ft. 9 in., swarthy complexion, hair brown, eyes grey. A travelling horse dealer ; is known in the West of Scotland. GLAMORGANSHIRE. 19.— Cardiff ( Borough).— For shopbreaking JAMES ROBERTS, age 34 or 35, height 5 ft. 3 or 4 in., complexion dark, hair grey, moustache dark. Is a ship's steward or cook, but has been employed in Cardiff as a ship chandler's labourer. Is sup- posed to be well known at Abergavenny and Newport. Warrant issued. 20.— Cardiff ( Borough).— For embezzlement— SAMUEL CLAPHAM, age about 25, height about 5 ft. 7 in., stout build, complexion very florid, hair and moustache ginger ; dressed, when last seen, in dark grey suit and black bat. Supposed to be a native of Old Trafford. Is well known to wheeling clubs and professional cyclists, and is fond of the company of music hall artists. Warrant issued. Information to Head Constable McKenzie, Cardiff. 21.— Swansea ( Borough). — For larceny— JOHN GALLON, age 19, height about 5 ft. 8 in., slight build, complexion fresh, hair light brown, heavy dark brown [ eyebrows; dress, when last seen, black coat and vest, dust- coat, black cord trousers, light bowler hat. A native of Ross, Here- fordshire. Warrant issued. Information to Chief Constable Colquhoun, Swansea. GLOUCESTERSHIRE. 22.— Gloucester ( County).— For absconding from Hardwick Reformatory School and stealing articles of clothing— JAMES EGERTON, age 15, looks younger, height 4 ft. - 5 in., complexion fresh, hair brown, eyes blue, dot outside both forearms; dress, striped tweed jacket, light plaid trousers, check shirt with collar attached, " No. 38 " marked on bottom, blue socks with " No. 38" sewn on them, light cloth cap with peak, thin boots or slippers. Information to Deputy Chief Constable Philpott, Gloucester. HAMPSHIRE. 23.— Portsmouth ( Borough). — For stealing, 12th inst., an 18- ct. gold curb pattern albert, hall- marked, and maker's M. M. on every link, private mark 28.14 inside swivel— A MAN, age 30 to 35, height 5 ft. 8 in., complexion florid, pointed face, hair and moustache inclined to ginger, slight whiskers; dress, crushed strawberry suit, supposed black hat. Information to the Chief Constable, Town Hall, Portsmouth. HEREFORDSHIRE. 24. — Ledbury ( County). — For larceny — A WOMAN, age 43, height 5 ft. 3 or 4 in., complexion fresh, hair sandy, eyes grey, left eye black; dress, brown ulster, black dress, brown soft hat, strong boots. A Scotchwoman. Is accompanied by her husband, age 46, height 5 ft. 7 in. A bootmaker. They may be found in common lodging houses. Information to Supt. Phillips, Ledbury. HERTFORDSHIRE. 25.— Bishops Stortford ( County). — For obtaining money by means of a fictitious cheque— SIDNEY OSBORN YAXLEY, alias E. YAXLEY, age 26 to 30, height 5 ft. 7 or 8 in., stout build, complexion fair, hair and slight moustache light brown, eyes blue; dress, usually in a fawn- coloured suit and cloth cap to match, but sometimes in black frock coat and silk hat. A native of Norwich. He took a large house for three months and absconded a few days before the rent was due, very much in debt, the furniture being removed during the night. He will probably be found in a quiet suburban district, in a good house. Is accompanied by his wife, age about 25, and a baby about 4 months old. Was formerly manager of the Oxford Music Hall, London. Warrant issued. Information to Supt. Tripp, Bishops Stortford. KENT. 26.— Chatham ( County).— For larceny ( bailee) — J. WALL, alias WARD and DAVIS, age about 55, height 5 ft. 7 or 8 in., slight build, com- plexion sallow, hair, moustache and imperial grey ; dress, dirty black cloth single- breasted frock coat, dark vest and trousers, dark grey skull cap ; shabby appearance. He will probably engage a room and take in watches to clean and repair. Warrant issued. Information to Supt. Lacy, Chatham. LANARKSHIRE. 27.— Kinning Park ( Burgh). — For assault, by stabbing, on 29th ult. — ROBERT MORTON STEWART, age about 40, height 5 ft. 10£ in., stout build, complexion fresh, hair, beard and moustache light; dressed, when last seen, in dark serge or black corded cloth jacket, vest and trousers, light grey cap and lorn shoes. A stevedore or labourer ; native of Lanarkshire. He is a pensioner from the 2nd Warwickshire Regiment, under the name of Robert Stoddart, and has been resident about Glasgow, and employed as a stevedore or foreman labourer at the Clan line of steamers for several years. Warrant issued. Information to Chief Constable Harding, Kinning Park. LANCASHIRE. 28.— Kirkham ( County).— For failing to report — Supervisee JOHN WM. RILEY, Office No. 45164, age 20, height 5 ft. 2 in., complexion fresh, hair dark brown, eyes grey, scar corner of right eye, right side of forehead, outside right ankle and back of left shoulder ( boil), B. F. H. G. and 5 dots on left forearm, lost 3rd and 4th right fingers. Sentenced at Preston, 30th November, 1892, to 9 months hard labour and 2 years police supervision for shop- breaking. 2743- 21. Cross, Kirkham. 29.— Widnes ( County).— For causing the death of his son by neglect— WILLIAM MELTON, age 38, height 5 ft. 5 or 6 in., complexion fresh, teeth very crooked in front, one missing, hair brown, nearly bald in front, heavy light moustache, eyes blue or grey, abscess mark under lower jaw ; dress, when last seen, brown jacket, old black serge trousers, blue cap and clogs. A chemical works plumber ; native of Flint, North Wales. Warrant issued. Information to Supfc. Keighley, Widnes. 30.— Liverpool ( City).— For failing to report — Supervisee JAMES ARCHER, Office No. 44516, age 31, height 5 ft. 2£ in., complexion fresh, hair and eyes brown, scar right eyebrow and back of right hand, small mole left shoulderblade, hair thin on top; a native of Liverpool. Sentenced at Preston, 29th June, 1892, to 9 months hard labour and 2 years police supervision for larceny. License Holder JOHN D. ODDY, age 40, height 6 ft. 2j in., complexion fresh, hair dark brown, eyes grey, SARAH MULLALLY on right arm, left arm and hand wasted and almost useless. Sentenced at Dublin, 12th April, 1893, to 3 years penal servitude for sheep- stealing. Licensed from Mountjoy Prison, 15th ult. — 1961. It is requested that, if found, they may be dealt with under the Prevention of Crimes Act, 1871, as amended by the Penal Servitude Act, 1891. NORFOLK. 32.— Loddon ( County).— For stealing ( bailee), a dark tweed suit of stable clothes and a pair of top boots— LEWIS KEEPING MARTIN, age 23, height 5 ft. 6T> in., complexion fair, hair dark brown; dress, supposed in the stolen suit; of smart appear- ance. A groom; native of Southampton. May seek employment in hunting stables. Warrant issued. Information to Supt. Eagling, Loddon. 33.— Wymondham ( County). — For stealing, 10th inst, at Barford, a waterproof coat ( recovered) — WILLIAM ARTHURTON, age 35, height 5 ft. 6 or 7 in., complexion dark, hair, side whiskers and moustache and eyes dark; dress, sleeve waistcoat ( patched), corduroy trousers, cap ( tied at top), old boots. A drover. Attends stock sales in Norfolk and Suffolk. Native of Reepham, Norfolk. Warrant issued. Information to Supt. Knights, Wymondham. 34.— Norwich ( City).— For failing to report— License Holder JOSEPH CULTER, alias THOMAS BANYARD, and HENRY CLARKE, Office No. 46627, age 40, height 5 ft. 6 in., complexion fair, hair light brown, eyes blue, scar bridge of nose, right side of forehead, inside bend of right arm, and left side of belly ( white). Sentenced at Norwich, 5th April, 1889, to 7 years penal servitude for larceny. Licensed 29th June, 1894. F P 236. Information to the Chief Constable of Norwich. 40.— Tunstall ( County).— For failing to re- port— License Holder JOSEPH MEALAM, alias JOHN WILLIAMS and JOSEPH WILLIAMS, Office No. 44358, age 53, height 5 ft. 5 in., com- plexion sallow, hair dark brown, eyes grey, scar bridge of nose, forehead, right cheek, and two near left elbow, lost all teeth, pockmarked, has a wooden leg ( left); dress, dark suit, soft billycock hat. Sentenced at Stafford, 4th May, 1881, to 15 years penal servitude, and remanet of a former sentence for burglary. Licensed 16th February, 1893. X H 1153. Information to Supt. James Hall, Tunstall. SUFFOLK. 41.— Ipswich ( Borough).— For embezzlement— EDWARD CROWE, age 33, height 5 ft, 3 in , com- plexion pale, hair and eyes dark, slightly bow- legged, stammers very much when speaking; dress, generally black clothes. SOMERSETSHIRE, 35.— Glastonbury ( County).— For stealing at Wells, 10th inst., a dark mixture cloth suit ( nearly new)— CHARLES FREDERICK WICKS, age 20, height 5 ft. 3 or 4 in , complexion pale, hair dark brown, eyes grey ( full) ; dress, supposed in the stolen suit, light cloth cap, lace boots. Is subject to fits. A native of Bath. Warrant issued. Information to Deputy Chief Constable Bisgood, Glastonbury. 36.— Taunton ( County).— For obtaining by fraud a diamond ring ( recovered)— J. L. ROBERTS, age about 4E, height 5 ft. 7 in., complexion dark, bloated face, thick lower lip, hair and eyes dark; is addicted to drink; dress, knicker suit, light cap. May be found with sporting men. D." at corner; 1 pair white calico drawers; 1 pair of kid lace boots; 1 striped flannelette petticoat; 1 black serge skirt— ALICE SMITH, age 22, height 5 ft. 4 in., complexion ruddy, full face, hair light brown; dress, plum- colour dress, light straw hat, with white feather; wearing stolen cloak. Found in pockets— a bevel with double ends ; a piece of lath 12 in. long, which appears to have been used for measuring; a double blade pocket knife ; tin tobacco box; a pair of spectacles in wooden case was found near the body. Sentenced at Aylesbury, 2nd July, 1894, to 5 years penal servi- tude and 7 years police supervision for fraud at Eton, and liberated to London, 25th ult. on remis- sion of sentence. He has been convicted at Oxford, Cambridge, Exeter, Maidston6 Assizes, and at Central Criminal Court for stealing presentation plate and other articles of value from officers' quarters, public schools, hospitals, & c., to which he has obtained access by false pretences. He is a Pole, and is said to have been a doctor of medicine, is of good address and speaks several languages. Special attention is called to him as a dangerous criminal. O.— Th « * attention of police in London and the Provinces is specially drawn to the numerous larcenies which have recently been effected from the Automatic Weighing and Sweetmeat Machines, placed on the platforms at Railway Stations and other similar places. These larcenies, in most cases, have occuired in the early hours of the morning, and have been accompanied with serious damage to the Machines, which could not have been effected without causing considerable noise, and it is requested that as much attention as practicable may be given to the subject with a view to the apprehension of the offenders.
