REO- ULATIONS. 1. - All announce merits for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE ILDIXOK OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, K. W. 2. Part icv la rs concerning persons whose apprehension is sought will be inserted in one issue of the POLICH F/'/ ZETTB, if they are sufficient to enable action to be taken upon them by another force. 3. Parti vitcurs as to stolen property will be likewise inserted in one issue, if sufficient to enable the ar! > de in question to be thereby identified. 4. In utt cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stub r. property, will be prominently inserted, with detailed particulars, at a cost of 15I. per portrait, and of Is. 6d. per photograph, or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analonous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicn. may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheq'je, crossed " Drummond Sf Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through ifr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boronghs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLIOI GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whoso apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. MURDER. 1. — C Division. — Woodcut portrait and description of CHRISTIAN KEMPF, whose appre- hension is sought for being concerned in the murder of Sophia Rasch, at Shaftesbury- avenue, 25th May last— Age 32, height 5 ft. 9 in., complexion pale, oval face ( rather narrow), cheeks sunken, liair and moustache light, eyes grey, nose rather pointed and long, prominent lips, pointed chin, long neck. Has worked as a cabinetmaker in Germany, Prance, and London. Speaks German fluently, and English and French imperfectly. Is a well known Anarchist, and may be found in Anarchist quarters. A native of Wurtemberg, Germany. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. • 2.— E Division.— For obtaining money by false pretences— KATE MAYER ( supposed a German), age 34, height 5 ft. 4 or 5 in., stout build, com- plexion fresh, very red face, hair light; respectably dressed. Warrant issued. — K Division.— For embezzlement — JOHN HAMMOND, age 18, height 5 ft. 6 or 7 in., com- plexion fresh, hair light brown ( bushy in front, cut short behind), eyes brown, 2 or 3 small scars from boils at back of neck ; dress ( supposed), dark jacket and vest, brown tweed trousers, dark brown cap or black hard felt hat; smart appearance. Supposed a native of Ingatestone, Essex. May endeavour to enlist. Warrant issued. 4.— T Division.— For obtaining money by falgp pretences— JOSEPH SCALES, a bookmaker, late of 60, Sandringham- road, Dalston, age 36, height 5 ft. 9 in., stout build, complexion fair, full face, hair and moustache light; dress, blue serge suit, black hard felt hat; respectable appearance. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. 5. — E Division. — CHARLES FRED CHURCHWOOD, Case No. 2, 7th inst, not to be apprehended. Warrant withdrawn. BERKSHIRE. 6. — Windsor ( Borough). — For obtaining mocey by false pretences— SARAH EDWARDS, age 20 to 25, height 5 ft. 2 in, complexion pale, hair dark; dress, black dress with beaded trimming, black jacket with cape, black hat, trimmed with crape. Her modus operandi is to call at honse3 where the family is absent, represents she is a friend of the family, and obtains money from the servants under the pretence that she is in want of money till she can get a cheque cashed. 7.— Windsor ( Borough). — For endeavouring to obtain money by means of a fictitious cheque drawn on the National Provincial Bank of England — TWO MEN : 1st, age about 35, height 5 ft. 5 in, hair light ( inclined sandy), fair moustache, pock- marked ; dress, dark suit, black bowler hat. 2nd, age about 25, height 5 ft. 4 in., hair and moustache dark ; dress, long light overcoat, black bowler hat. They sent a boy with a letter enclosing the cheque to a tradesman, asking him, in the name of another tradesman, to cash the same. Information to Head Constable Armour, New Windsor. BRECONSHIRE. 8.— Crickhowell ( County). — For larceny— WILLIAM HUGHES, alias LIVERPOOL, age about 36, height 5 ft. 7 or 8 in, complexion fresh, hair dark brown, light brown moustache, slightly cross- eyed, abscess mark under chin; dress, dark brown cloth jacket, moleskin waistcoat, cotton cord trousers, dark cloth cap with peak, strong nailed boots— all much worn. A labourer or drover ; native of Liverpool. May be found travelling with shows, & c. Warrant issued. Information to Supt. Winterson, Crickhowell. CHESHIRE. 9.— Altrincham ( County). — For larceny— WILLIAM HAWORTH, age 21 to 24, height 5 ft. 6 in, complexion fresh, hair black and curly, slight dark moustache, eyes dark ( sunken). Warrant issued. 10.— Altrincham ( County).— For stealing 1 pair of new brown cord trousers ; 2 pairs of whit © woollen socks; and a pair of leather leggings— ALFRED DIMMOCK, age 19, height 5 ft. 2 in., complexion fresh, hair light brown; dress, blue cloth jacket and vest, dark grey trousers, worn at the knees, peak cap, lace boots, much worn, or may be wearing the stolen trousers and leggings. A farm labourer; native of Manchester. Warrant issued. Information to Supt. Britton, Altrincham. 11.— Broxton ( County).— For failing to report — License Holder JOHN JONES, alias THOMAS JONES, and JOHN WILLIAMS, Office No. 46460, age 48, height 5 ft. 4 in., complexion fresh, hair brown ( turning grey), bald, eyes grey, scar bridge of nose, centre and left of back, left eyebrow, top of right shoulder, on right and under left shoulder- blade, on right shin, two above right buttock, and one left side of back, chest and bottom of back hairy, ears slightly deformed. Sentenced at Chester, 2nd December, 1889, to 6 years penal servitude for burglary. Licensed 30th May, 1894. H P 897. Information to the Deputy Chief Constable, Broxton. DEVONSHIRE. 12.— Exeter ( Ci'y).— For stealing luggage ( re- covered)— GEORGE LANGRISH, alias SIMPSON, FERRIS, and ASHCROFT, age about 33, height 5 ft. 11 in., complexion fair, rather sunburnt, moustache light, waxed at ends, walks erect; dress, black serge ribbed suit, black- and- white straw hat or light cap, faded green necktie, horse- shoe, flowers and whip thereon. Has been in the Army and talks a great deal about India; may be found in the company of soldiers. His modus operandi is to take lodgings at refresh- ment or private houses, representing that he has been lately disci arged frtm the Army, that he has obtained a situation on the railway, and his luggage is at the railway station ; after remaining a few days he obtains money under the pretence of paying for the carriage of his luggage, steals any- thing he can lay his hands on, and decamps. Information to the Chief Constable, Court House, Exeter. DUBLIN. 13.— Dublin.— For obtaining goods by false pretences, & c.— T. C. EDWARDS, age 28," height 5 ft. 9 in., complexion and hair dark, clean- shaved, face and nose slightly turned to the right, round shoulders, slight stoop ; dressed as a Roman Catholic clergyman. ESSEX. 15.— Brentwood ( County). — For obtaining money by false pretences— WILLIAM BARNARD, age 30, height 5 ft. 9 in., complexion and hair fair, eyes blue ( left eye glass), whiskers and moustache sandy, cut to a point ( or may be clean shaved); dress, light suit, high hat, wears gold- rimmed spectacles or eye- glasses. Warrant issued. 16.— Brentwood ( County). — For stealing 1 gold pin, set red stone; 1 lady's silver open- face geneva watch; 1 lady's silver albert chain, an old English coin, size of a threepenny- piece, dated 1683, " R. Y." stamped on one side, attached— CHARLES MIZEN, age about 28, height 5 ft. 3 or 4 in., complexion fair ( sunburnt), hair light, small light moustache; dress, light jacket and vest, striped trousers, black hard felt hat, black tie, lace boots. A native of Ingrave, Essex. EDWARD MORRIS, age about 26, height 5 ft. 6 or 7 in., complexion dark, sunburnt, hair brown, cross- eyed; small moustache ; dress, dark suit, black cloth cap, patent leather peak, red tie, lace boots. Warrant issued. Information to Supt. Allen, Brentwood. HAMPSHIRE. 17.— Winchester ( City). — For larceny, and obtaining food and lodgings by false pretences— GEORGE RICHARDSON, alias J. DYER ( sup- posed false), age 26 to 30, height 5 ft. 2 or 3 in., com- plexion very dark, hair and moustache dark brown, eyes supposed brown, two front teeth deficient in upper jaw; dress, black suit, black hard felt hat, and button boots. Felton, Winchester. 18.— Southampton ( Borough). — For house breaking, 9th inst., and stealing 1 lady's open- face silver geneva watch, with a gold chain about 10 inches in length with tassel attached ; 1 gentleman's silver geneva watch, No. 36344 ; 1 gentleman's silver geneva watch, open face; 1 old watch ; 1 round gold brooch, raised in centre, chased floral pattern; 1 pair of gold ear- drops; 1 gold scarf- ring, bead shape— A MAN, age 45 to 50, height 5 ft. 6 or 7 in., complexion very dark, hair and moustache dark; dress, black frock coat, dark trousers, high silk hat; carries an umbrella. A WOMAN, age 40, height 5 ft. 4 or 5 in., complexion dark, large mouth, hair turning grey ; dress, dark skirt, black dolman, trimmed with beads, black bonnet, trimmed with flowers. LANCASHIRE. 19. — Manchester ( City). — For failing to report — Supervisee JAMES McGEE, Office No. 43675, age 24, height 5 ft. 3^ in., complexion fresh, hair brown, eyes brown, scar left eyebrow, mole each side belly and on right breast, woman inside right forearm, E. R. inside and 10 blue marks outside left forearm, man back of left hand, ring 2nd left finger. Sentenced at Manchester, 11th June, 1891, to 15 months hard labour and 3 years police supervision for larceny ( person). Supervisee DAVID NEVIN, Office No. 41586, age 20, height 5 ft. 4 in., complexion fresh, hair brown, eyes grey, small scar each side forehead and on left cheek, blue dot inside left forearm, mole centre of breast and back of left shonlder. Sen- tenced at Manchester Sessions, 8th August, 1892, to 8 months hard labour and 2 years police super- vision for housebreaking. Supervisee CHARLES WARD, alias SAMUEL WHITE, and JAMES HARRIS, Office No. 46678, age 22, height 5 ft. 7j in., complexion fresh, hair and eyes brown, flag, star, and anchor inside left forearm, scar right side chin, and 2 on left shoulder- blade. Sentenced at Manchester, 5th October, 1893, to 9 months hard labour and 3 years police super- vision for larceny ( person). Supervisee WILLIAM JOHN EVANS, Office No. 46674, age 25, height 4 ft. 10 in., complexion fresh, hair and eyes brown, scar centre of forehead, anchor on muscle of right arm, M. B. and 2 square marks inside left forearm, anchor, J. W. E., and man's head back of left hand. Sentenced at Manchester Sessions, 5th October, 1893, to 9 months hard labour and 2 years police supervision for larceny. License Holder GEORGE THOMPSON, alias HENRY WATKINS, GEO. WILLIAMS, GEO. WRIGHT, GEO NEWMAN, and GEO. LARDY, Office No. 46669, age 38, height 5 ft. 9 in., com- plexion fresh, hair dark brown, eyes brown, 2 scars on forehead, 1 forepart of head, front of right wrist, knee, and shin, wart right shoulderblade, 2 on left shoulderblade, and I back of neck, left big toe overlaps second toe. Sentenced at Manchester Assizes, 29th October, 1887, to 7 years penal servi- tude for possessing a mould for coining. Supervisee JOHN MORAN, alias JOHN BRAD- BURY, THOMAS O'NEILL, and JAMES JACK- SON, Office No. 46676, age 20, height 5 ft. 4 in., complexion fresh, hair light brown, eyes blue, scar under left ear, on left cheek, and several centre of back, cross and wreath inside right forearm. Sen- tenced at Manchester, 5th October, 1893, to 9 months hard labour and 3 years police supervision for larceny. Information to the Deputy Chief Constable of Manchester. 20— Bolton ( Borough)— Portrait and descrip- tion of JOHN THOMAS TURNER, an accountant, whose apprehension is sought for embezzling £ 100 and other large sums, the moneys of the Bankside Coffee Palace Second Benefit Building Society :— Age 44, height 5 ft. 3 in., well built, complexion fresh, oval face, hair ( inclined to sandy) brown, full sandy beard and moustache, eyes grey, sometimes wears spectacles; false teeth ; dress ( when last seen), navy- blue jacket suit, sailor knot tie, black billycock hat; was wearing a gold fetter link pattern watch guard, and carrying an umbrella with natural wood handle. LINCOLNSHIRE. 21.— Barton- on- Humber ( County). — For stealing, 4th inst., 2 bodkins; 1 picking knife; 1 shop knife; 1 pair of garden shears about 7 inches long— A MAN, age about 40, height 5 ft. 3 or 4 in., complexion pale, side whiskers and moustache; dress, grey coat and vest, brown cord trousers and black hard felt hat. A tramping basket maker. Information to Supt. Ward, Barton- on- Humber. OXFORDSHIRE. 22.— Watlington ( County).— For housebreak- ing, 8th inst.— A MAN, age about 30, height 5 ft. 9 in., complexion fresh, hair and long moustache brown, inclined to sandy; dress, brown plaid suit, hard felt hat, lace boots. A painter. Speaks with London accent. Information to Supt. Hawtin, Watlirgton. ROXBURGHSHIRE. 23.— Jedburgh ( County).— For desertiog his wife and family— JAMES BAILIE, age 32, height 5 ft. 9 or 10 in., complexion dark, hair ( inclined to curl) black, eyes dark, black moustache, several front teeth deficient; dress, dark brown tweed jacket suit. A mason; native of Roxburghshire. Has served in the Army, and is of drunken habits. Warrant issued. Information to Chief Constable Porter, Jedburgh. STAFFORDSHIRE. 24.— Bilston ( County).— For larceny ( lodger)— ANN JEMAINE, age about 38, height about 5 ft., slight build, complexion, hair, and eyes dark. Respectable appearance. She travels the country with Wall's Ghost Show. A native of London. Warrant issued. Information to Supt. Walters, Bilston. 25.— Wolverhampton ( Borough).— For fail- ing to report- License Holder HENRY PRICE, alias WILLIAM JONES, CORNELIUS HOT- SPUR, RICHARD ELTON, and RICHARD HILTON, Office No. 46801, age 61, height 5 ft. 4in., complexion dark, hair grey, eyes hazel, scar each side and centre of forehead, left side of head, bridge of nose, right shin, inside right elbow and left thumb, right arm deformed and stiff at elbow, right npptr arm wasted, wart inside left knee, and out- side left foot and shin. SUFFOLK. 26.— Ipswich ( Borough).— For stealing £ 10, 4th inst.— ROBERT GODFREY KNELLER, age 31, height 5 ft. 6 in., complexion and hair fair, slight sandy moustache, eyes blue, mole right collar- bone, tattooed on left forearm ; dress, dark coat and vest, corduroy trousers, or may be wearing slate- coloured trousers and a black- and- white striped vest, black bard felt hat. A bricklayer's labourer ; native of Clapham. Has served in the Royal Artillery, and is now in the Army Reserve. Warrant issued. Information to Lieut- Colonel Russell, Chief Con- stable, Ipswich. SUSSEX ( WEST). 27.— Horsham ( County).— For larceny, 6th inst. — ALICE BARTON, age 30, height 5 ft. 2 in., com- plexion fair, hair light brown, eyes grey; dress, bine dress, black jacket, black bat trimmed with a dark material, scar on bridge of nose, tip of finger, supposed right, deformed. She left for London, by train, the same day, having with her two hampers and a box labelled " London Bridge." May be found at Salvation Army meetings. Warrant issued. Information to Supt. Denman, Horsham. 28.— Brighton ( Borough).— On a warrant, for failing to report— License Holder JOHN PEN- FOLD, Office No. 46100, age 36, height 5 ft. 8 in., complexion sallow, hair and eyes dark brown, scar on left temple, several on head, one on right thumb, above right nipple, two ( boils) on shoulder, one ( large) inside left forearm, and one above left knee, left thumb has been injured, mole outside left thigh, lost 2nd left toe. Sentenced at Brighton, 14th April, 1890, to 5 years penal servitude for larceny ( person). Licensed 22nd March, 1894. Q 95. Please have every enquiry made for the above, and, if found, arrest and wire, when an officer shall be sent for him. Information to the Chief Cons! able, Brighton. WILTSHIRE. 29.— Trowbridge ( County).— For obtaining money by false pretences— A WOMAN, age about 24, height about 5 ft. 3 in., complexion and hair ( worn over forehead) dark ; dress, black jacket, dark dress, black straw hat trimmed with red flowers. She called on an inmate at the Widows' Alms- houses and under the pretence that she and her father, a clergyman, were interesting themselves to get her weekly money allowance increased, and as one of the necessary votes had to be purchased, obtained a guinea for that purpose. Information to Supt. White, Trowbridge. WORCESTERSHIRE. 30.— Bromsgrove ( County).— For obtaining money by false pret ences— JOSEPH COWEN ( sup- posed false), age about 30, height 5 ft. 8 or 9 in., complexion fair, clean shaved, hair dark brown; dress, dark suit, black hard hat, wears a white apron rolled round his waist. Stated he was an auctioneer's clerk. Warrant issued. Information to Supt. Jeffrey, Bromsgrove. 31.— St0urp0rt( County).— For obtaining money by false • pretences— G. DOWARD, age 26 to 30, height 5 ft. 8 or 9 in., slight build, complexion dark, pale thin face, hair dark, clean shaved; dress, black or dark blue suit, black hard felt hat, light tie, wears a white apron rolled round his waist. He called on a gentleman, and represented that his son had purchased some articles at a sale and had not sufficient money to pay for them, and that he had been sent by the auctioneer to collect the amount. Supposed wanted elsewhere for similar offences. Warrant issued. Information to Supt. Long, Stourport. 32. — Worcester ( City). — On a warrant for failing to report— License Holder WM. GRIFFIN, alias SAMUEL PREACE. JOHN HILL, JOHN FOX, WILLIAM SMALL, WILLIAM JENKINS, MACKENZIE, CALLAGHAN, and MORGAN, Office No. 46665, age 69, height 5 ft. 4 in., com- plexion fresh, hair light brown ( turning grey), eyes blue, scar top of head, each side of forehead, on each eyebrow, right of upper lip, and burn scars on right shoulder and armpit, bracelet on each wrist, crossed flags and heart outside left forearm, two star fish back of left hand, rings on 1st, 2nd and 3rd left fingers, D on left side, varicose veins left calf. Sen- tenced at Worcester, 4th April, 1887, to 7 years penal servitude and 5 years police supervision for housebreaking. License revoked. Liberated on second license, 14th July, 1894, which expires 13th October, 1896. WIN 241. Information to the Chief Constable of Worcester. PERSONS IN CUSTODY.
