Parlicv/ J rs concerning persons whose apprehension is sought will be inserted in one issue of the POLICE FA, ZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Part' pilars as to stolen property will be likewise inserted in one issue, if sufficient to enable the art isle in question to be thereby identified. 4. In ut I oases where a reward is offered the name and address of some person responsible for the payrrent must be given, and the exact conditions be clearly stated. 6. Po/ traits of persons whose apprehension is sought for serious offences, and engravings of stall. r. property, will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of anofficer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed hy the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 7. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whic/ i may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by rheq'je, crossed " Drummond Sf Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come und « r the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incnr any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. | [ The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT. CHILD MURDER. HUNTINGDONSHIRE. 1.— St. Neots ( County).— Portrait and description of the body of a Female Child found drowned at St. Neots, early in the morning of 5th inst., supposed murdered :— Age about 2 years, length 2 ft. 7 in., com' plexion fair, round features, hair ( long at back and straight fringe) light brown, eyes blue, small light eyebrows, dark eye- lashes ; dress, white holland pinafore, trimmed red twill round bottom, arm- holes and waistband, pink flannelette frock ( faded), bodice lined with grey flannel, blue- and- white striped flannelette petti- coat, red stays, machined and home- made, with grey flannel shoulder- straps, brass brace- button on left side, iron brace- button in centre and a bone one on right side, white flannel petticoat, hemmed and seamed, feather- stitched, sewn to the stays, and large calico band, button- hole but no button, white calico untrimmed shirt, very light dirty- colour flannelette undershirt, new navy- blue socks, patent leather button slippers, size 4, with toe protectors. The pinafore and calico shirt have brown stains oil them ; a grey beige jacket or coat, orna- mented with smoked pearlette buttons and silver fox- fur, lined light silesia. The child was brought to St. Neots on 4th inst., by A WOMAN, age about ' 28 or 30, under medium height, complexion pale, hair and eyebrows dark, eyes and cheeks rather sunken; dress, black tight- fitting three- quarter jacket, trimmed with rows of black braid, white petticoat, dark or black hat, carrying an umbrella with silver knob; respectable appearance and good address. May be a superior servant or a shop assistant. She is believed to have taken a return- ticket for St. Neots at King's Cross Station, and left there by the 4.20 p. m. train on the 4th inst. with the child, but did not arrive at St. Neots until 7.30 p. m. She left St. Neots at 6.55 a. m. the following morning, for Hunt- ingdon, where she entered the London train at 7.58, and, it is believed, travelled to London, as her return half- ticket was collected at Finsbury Park. She may have in her possession some fox fur, which was apparently torn off the jacket worn by the child prior to its being drowned. Information to Supt. Copping, St. Neots. CITY OF LONDON. 2. — For obtaining money by false pretences— EGERTON PICKETT SCOTT, alias CHARLES GLYN, and HEP WORTH, late of 13, Basinghall- street, E. C., age 35, height 5 ft. 6 or 7 in., round- slioaldered, complexion pale, hair, small side whiskers and moustache brown; dress, black coat and vest, giey stripe trousers, brown felt hat, brown overcoat. Warrant issued. Information to Supt. MeWilliam, 26, Old Jewry, E. C. BERKSHIRE. 3. — Faringdon ( County). — For obtaining money by false pretences — A WOMAN, age about 26, height 5 ft. 7 in., complexion pale, hair brown; dress, black dress and cape, black straw hat trimmed with black lace and jet, white or light roses under brim, black veil, low shoes. This woman called at Shrivenham Almshouses on 2 T H E POLICE GAZETTE. TUESDAY, JUNE 12, 1894. 4th inst., representing herself to be a relative of the vicar, and obtained money from the inmates by stating that she was able to have tbeir pay increased and that the money paid to her would be refunded. Information to the Chief Constable of Berkshire Reading, or Supt. Butcher, Faringdon. 4.— Wokingham ( County). — For obtaining £ 7 by false pretences, 14th inst, at Twyford— J. PALMER ( supposed false), age about 50, height 5 ft. 7 or 8 in., complexion dark, high cheekbone?, hair ( turning grey) dark, slight moustache, cast in right eye; dress, black serge frock coat bound with braid, light trousers, bright blue, red, and white tie, high silk hat, shoes. Warrant iesned. Information to Supt. Atkin, Wokingham. 5— Maidenhead ( Borough). — For stealing, between 17th and 19th inst., 18 engine files ( in packets of 6)— A MAN, age about 35, height 5 ft. 8 or 9 in., complexion, hair, moustache and eyes dark, whiskers about a week's growth, 3 rimg worms on one side of face ; dress, dark jacket, mole- skin trousers, dark cloth peak cap, heavy lace boots. Information to Supt Taylor, Maidenhead. CHESHIRE. 6. — Oakmere ( County). — For indecently assaulting a girl, age 13, at Alvanley, on 11th inst.— WILLIAM THORPE, alias SUNSHINE, age 50, height 6 ft., slight build, hair ( turning grey) brown, whiskers and moustache sandy, large grey eyes dress, dirty white slop, corduroy trousers ( slit at bottoms), black- and- red plaid scarf. A native of Hale, Lancashire. He tramps the country, begging or working with threshing machines. Is well known in Cheshire, Lancashire, and Yorkshire, and has several times been in custody in the latter two counties for vagrancy. Warrant issued. 7. — Oakmere ( County). — For forging a cheque for £ 8, 19th inst., at Duddon— ROBERT ROBERTS, age 28 to 30, height 5 ft. 1 or ' S. in., complexion very sallow, rather long facc, hair light brown ( slightly grey), moustache dark, flat nose, speaks rather quickly, is fond of drink; dress, when last seen, old dust - coat, old light stripe vest, trousers, and leggings, dark soft hat, old lace boots. Warrant issued. Information to Snpt. Johnson, Oakmere, near Northleach. DENBIGHSHIRE. 8.— Wrexham ( County). — For forgery and embezzling monies of the Wrexham Guardians— WILLIAM EVAN'S, late relieving officer, age about 52, height 5 ft. 7 or 8 in., complexion fresh, hair, whiskers and moustache ( turning very grey) dark, shaved on chin, eyes grey, slightly hook nose, active appearance; dress, usually, grey suit and black hard felt hat. Absconded 11th inst. May endeavour to go to America or one of the Colonies. Warrant issued. Information to Deputy Chief Constable Vaughan, Wrexham. known at Newport Pagnell, where he has been con- victed of larceny, also at Hemel Hempstead. May have in his possession a cheque book on Williams' Dorsetshire Bank, and may endeavour to cash the cheques at hotels, or in the purchase or hire of a bicycle. Warrant issued. Information to Inspector Brown, Blandford. 11.— Weymouth ( Borough). — For embezzle- ment- EDWARD C. FLOWERS, lato a tailor's manager, age 26, height 5 ft. 9 in., slight build, complexion very pale, hair brown, clean shaved, speaks with cockney accent; dress, long rough double- breasted coat suit, black bowler hat, patent button boots. Has been employed by Messrs. Simmonds & Sons, Hay market, London, and has friends at Shepherd's Bosh. Absconded 16th inst. Warrant issued. Information to Chief Constable Eacock, Wey- mouth. ESSEX. 12— Chelmsford ( County).— For stealing, 22nd inst, a safety bicycle. 1892 pattern, " Rover " racer, makers " J. K. Starley and Co., Coventry," fitted with 1892 pattern " Dunlop" racing tyres, with a " Smith's" laced tyre cover on back wheel, rubber ball pedals, half round handle- bars with the cork handles broken, both cranks bent, 26- inch wheels, roller chain, maker's name on plated shield on the front part of head— A man who gave the name of HUNT, age about 25, height about 5 ft. 8 in. complexion fair, hair and moustache ginger, long face and peculiar long chin ; dress, dark coat, tight trousers, black felt hat, red necktie. Warrant issued. 13.— Chelmsford ( County).— On commitment warrant, for non- payment of fines and costs imposed by magistrate for encamping on highway— ADA WEBB, a travelling hawker, age about 20, height ft. 2 in., complexion fresh, hair brown, eyes grey She travels with Henry Fox, a gipsy, with whom she cohabits, with ft van and two horses. 14.— Chelmsford ( County).— For assault, 19th inst.— CHARLES JORDAN, age 25 to 30, height ft. 7 in., complexion fair, hair, moustache, and eyes brown. A bricklayer; native of Colchester; and is a member of the Bricklayers' Society, held at the Marlborough Inn there. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. penal servitude, and 5 years police supervision, for stealing a watch and chain, & c. Licensed 13th December, 1838, and sentenced at South London Sessions, 14th July, 1890, to 12 months hard labour for larceny ( door open). G L 12. Information to Supt. Everiss, Northleaeh. HEREFORDSHIRE. 18. — Weobley ( County). — For stealing 2 umbrellas ( recovered) — A MAN, age 35 to 40, height 5 ft. 5 or 6 in., complexion dark ( sunburnt), hair and moustache dark, eyes brown, fingers stained through using chemicals, supposed tattooed on one arm ; fond of drink ; dress, brown plaid coat, and one dark coat, dark trousers, brown spots on one leg, black hard hat, lace boots. A silversmith and brass- polisher; tramps the country. Information to Supt. Ovens, Weobley. DORSETSHIRE. 9. — Beaminster ( County).— For bigamy— GEORGE WELLS, age 46, height 5 ft. 3£ in., complexion fair, hair and moustache light, inclined to sandy, dent in right cheek. An iron moulder; native of Dorchester. Was last heard of in Feb- ruary last in Wales, when he stated he was going to Bristol. Warrant issued. Information to Supt. Brooks, Beaminster. 10.— Blandford ( County).— For obtaining £ 5 by a fictitious cheque on the Wareham Branch of the Dorsetshire Bank— JAMES JOSEPH GARD- NER, age about 40, height 5 ft. 6 in., complexion pale, hair ( inclined to wavy, bald on top) light brown, side whiskers slightly darker, eyes light, scar over one eye, a patch of hair about the size of a penny above centre of forehead; dress, supposed dark diagonal suit, hard bowler hat, blue serge suit, and light cap. Late an assistant schoolmaster at Wimborne, at the Industrial School, Chester, the Industrial Training Ship, Parfleet, Essex, and at the Gordon Boys' Home, Manchester. Is well MURDER. 15— Southend- On- Sea ( County).— For the murder of Florence Dennis, at Southend- on- Sea, 24th inst.— JAMES CANHAM READ, a cashier at the Royal Albert Docks, London, age 39, height ft. 7 in., slight build, dark brown moustache, eyes brown ; dress, short black coat and vest, light grey trousers, brown hard felt hat; gentlemanly appear- ance. Warrant issued. Information to Supt. Hawtree, Southend- on- Sea. FLINTSHIRE. 16.— Holywell ( County). — For larceny, 12th inst.— MARTHA ELLEN EVANS, age 28, height 5 ft. 8} in., slender build, complexion very pale, narrow features, hair brown ( frizzed on forehead), eyes brown, two upper front teeth protrude and over- lap ; speaks with Lancashire accent; dress, fawn- colour skirt, black tight- fitting three- quarter jacket, black straw hat trimmed with white 1' oses, dark veil; carries an umbrella. A native of Rhyl. Warrant issued. Information to Supt. Hughes, Holywell. GLOUCESTERSHIRE. 17. — Northleach ( County). — Wanted for stealing wearing apparel from dwelling- house, and supposed wanted elsewhere— Supervisee HENRY CLARKE, alias HENRY WHEELER, Office No. 36627, age 43, height 5 ft. 9 in., complexion fresh, hair light brown, eyes blue, mole on throat, 2 vaccination marks on left arm, scar front and back of left wrist, 2nd and 3rd left fingers partly webbed, 2nd and 3rd toca on each foot partly webbed, ruptured right side. Sentenced at Gloucester Quarter Sessions, 7th January, 1885, to 5 years HERTFORDSHIRE. 19.— Ware ( County).— For obtaining money by means of fictitious cheques — FREDERICK HERBERT WALSH, alias CAPTAIN HERBERT, age 40, height 5 ft. 8 in., stout build, complexion florid, hair and moustache light, eyes grey; of military appearance; speaks with slight Irish accent; dress, blue serge suit, brown hat, light brown boots. MRS. HERBERT, age about 25, height 5 ft. 6 in., dark complexion, hair and eyes, good teeth; dress, brown skirt, brown Russian jacket with deep collar, 2 rows of black braid round waist, open front, shewing light blue stripe blouse ( two shades), very small black bonnet, trimmed black ribbon and jet, and black aigrette. WILLIAM RUSSELL WILLANS, alias W. WILLIAMS, and COLONEL WILLIAMS, age 60, height 5 ft. 7 in., slight build, complexion pale, hair ( parted in centre), slight moustache, and eyes grey; military appearance, inclines his head to the left when talking, speaks with Irish accent; dress, blue serge or drab Irish tweed suit, drab covert coat, light brown hard hat, light boots. Supposed identical with Col. W. Bagwell, who lived at 25, Pembridge- villas, Bayswater, in 1891. May now be using tho name of Russell. ( See Case No. 25,15th, and No. 21, 22nd inst. Photographs of the two men may be obtained on application. Warrant issued. Information to Capt. Wymer, Supt., Ware. KENT. 20.— Dover ( Borough).— For obtaining, 6th ult., £ 20 by false pretences and stealing a post letter— BOURGEOIS, alias PICARD or PICAUD, a Frenchman, age about 25, height about 5 ft. 6 in., rather slight build, complexion sallow, hair and moustache dark, eyes brown ; dress, black coat and vest, light trousers, black felt hat, has a small bronze sword attached to his watch. Warrant issued. 21.— Dover ( Borough).— For stealing a cusliion- tyre safety bicycle, diamond frame, latest pattern, maker, " Clarke, Wolverhampton," stamped on front, " Model F " stamped on down- tube; also for obtain- ing, by fraud, a Waltham lever watch, No. 5985 — EDWARD GALE, age 26, height 5 ft. 4 or 5 in., hair ( inclined to curl), and moustache dark ; dress, double- breasted light tweed coat and vest, dark check tweed trousers, brown cap. Has been in the Royal Engineers and is now in the Army Reserve. Warrant issued. Information to Supt. Sanders, Dover. 22. — Folkestone ( Borough). — For stealing,. 19th inst., a " Singer " lady's tricycle, cushion tyres, 28- inch wheel, direct steering, No 28108, private mark ( shamrock and No. 7) on handle bai— A man who gave the name of NEWBURY, age about 25, medium height, complexion pale, slight light mous- tache, eyes blue; dress, dark suit, black hard felt hat. He stayed at 29, Guildhall- street, Folkestone, for a week. Warrant issued. Information to Supt. Taylor, Folkestone. LANCASHIRE. 23.— Bolton ( County).— For burglary at West- houghtou ( see CaseNo. 6l, 22nd inst.)— J. CAWLEY, alias CAULEY, and CURLEY, age about 32, height ft. 5 or 6 in., complexion fresh, hair and mous- tache sandy, eyes blue, bow- legged. A native of Widnes. Is well known at Leigh, Wigan, Oldham, Manchester, Preston, Barnsley, and Flatts Common. He is accompanied by a woman, age 32 to 34, fair FRIDAY, JUNE 22, 1 8 9 4. LeemiDg, Bolton. 24. — Leigh ( County). — For stealing a dog ( recovered)— A MAN, age about 30, height 5 ft. 8 in., stout build, complexion fresh, round full face, hair brown ; dress, light jacket, dark trousers and cap; of dirty appearance. Higginbotham, Leigh. 25.— Manchester ( City).— For failing to report — License Holder THOMAS JONES, alias DAVIS, Office No. 46167, age 37, height 5 ft. 7 in., com- plexion fresh, hair dark brown, eyes brown, scar left eyebrow, three outside each forearm, one inside bend of left arm, and one right elbow, back of right hand dislocated. Sentenced at Liverpool Assizes, 3rd Dec., 1891, to 3 years penal servitude for robbery. Licensed 4th April, 1894. R 428. License Holder FREDERICK THORPE JEN- KINS, alias FREDERICK JENKINS, Office No. 46113, age 34, height 4 ft. 11 in., complexion fresh, hair dark brown, eyes grey, scar back of neck, back of right hand, outside right wrist and elbow, left side of belly, left thigh, and shinbones. Sentenced at Manchester Sessions, 23rd Nov., 1888, to 5 years penal servitude, remanet of former sentence, and 3 years police supervision, for larceny. Licensed 123rd March, 1894. J O 615. License Holder LOUISA GALLOWAY, alias CLARKE, ROBERTSON, McGREGOR, MUR- PHY, and CAYANAGH, Office No. 46044, age 32, height 5 ft. 1 in., complexion fair, hair brown, eyes blue, scar ( burn) inside left forearm, centre of fore- head, inside corner of left eyebrow, and inside left thumb. Sentenced at Preston Sessions, 15th Oct., 1890, to 5 years penal servitude, and 3 years police supervision, for larceny ( person). Licensed 28th Feb., 1894. Q 22. License Holder JANE SMITH, alias COLLINS, TAYLOR, JOHNSON, NEWLAND, COLLIN- SON, and YOUNG, Office No. 45873, age 40, height 5 ft. 1 in., complexion fresh, hair brown, eyes blue, scar upper lip, forearm, left temple, left upper arm ( burns), two ( long) between eyebrows, and one back of neck, left ear torn through. Sentenced at Leeds Borough Sessions, 7th July, 1890, to 5 years penal servitude for larceny ( person). Licensed 29th Jan., 1894. Information to the Deputy Chief Constable, Manchester. 26.— Bacup ( Borough).— For obtaining money by false pretences, 13th inst.— S. BREENAN ( sup- posed false), age about 32, height 5 ft. 6 in., slight build, complexion fair, thin features, hair light, moustache light sandy, walks with short, quick steps, and speaks low and quickly; dress, brown check jacket and vest, which appeared to have been dyed, dark trousers with pale blue stripe, wide at bottoms, black hard billycock hat, turn- down collar, dark tie, lace boots; carried a small brown port- manteau. His modus operandi is to call upon persons who have purchased Singer's sewing machines, repre- senting that he has been instructed by the local manager to repair a machine. He gives a recipe for oil, makes out an account, and receives the money for certain work he alleges was necessary. Warrant issued. Information to Chief Constable Harland, Bacup. 27.— Oldham ( Borough).— For stealing, 22nd inst., 1 pair dark grey trousers, check stripe, nearly new; 1 black worsted vest; 1 white silk tie with a 15- carat gold horseshoe pin ; L meerschaum cigar- holder, 2 horses carved thereon, in red leather case : 1 silver albert, curb pattern with pendant, red and green stones, attached; and a brown leather purse containing £ 3— A man who gave the name of JOHN , a German, age about 50, height 5 ft. 5 in., complexion dark, hair ( bald in front) grey, mous- tache ( cut short) dark, very sunken cheeks, brown bony hands, 2 cut marks right of throat, speaks English indistinctly; dress, black worsted coat and vest, brown woollen jersey, blue flannel shirt, blue tie, dark blue trousers, billycock hat, side- spring boots. A native of Wurtemberg. Not to be arrested out of the United Kingdom. Information to Chief Constable Peacock, Oldham dark coat and vest, the stolen trousers, and Union boots. A native of Hull. Warrant issued. Information to Supt. Tuddenham, Walsingham. 29.— Norwich ( City).— For stealing, 21st inst., a silver watch ( recovered)— A man who gave the name of WOODROW, age about 40, height 5 ft. 9 or 10 in., small light brown monstache, few straggling light hairs round face, small and sunken eyes; dress, when last seen, dark brown check cloth coat, dark trousers, grey check cloth peak cap. May be found at Newmarket or Wymondham. Information to Chief Constable Hitchman, Norwich.
