REGULATIONS. 1. - All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to ' IUK I. DITOU OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, f. ' ff. 2. Partitv/ j rs concerning persons whose apprehension is sought willbe inserted in one issue of the POLICE F/'/ ZETTB, if they are sufficient to enable action to be taken upon them by another force. 3. Parti - itcurs as to stolen property will be likewise inserted in one issue, if sufficient to enable the arliile in question to be thereby identified. 4. In oil oases where a reward is offered the name and address of some person responsible for the f'J yrrent must be given, and the exact conditions be clearly stated. 5. Pot traits of persons whose apprehension is sought for serious offences, and engravings of stoh. r. property, will be prominently inserted, with detailed particulars, at a cost of 15j. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties, g. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZEITB, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings tohicn man result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments mutt be in advance, either at the office, New Scotland Yard, by cheq'je, crossed " Drummond Sf Co." Post Office Order payable at Parhament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZBTTB is circulated in the Colonies. APPREHENSIONS SOUGHT. A. B." on bag, 12 pairs socks ( 6 brown, 6 black) ; 12 shirts ( G white, 6 coloured); 3 pyjamas; 1 gentleman's drab dressing- gown— C. A. BARTON, age 33, height 5 ft. 7 in. complexion, hair, slight moustache, and eyes dark ; dress, black morning coat and vest, dark trousers, high silk hat. Speaks with slight foreign accent. Warrant issued. 3. — G Division.— For larceny ( bailee) — GEORGE HATWARD, a watchmaker, late of 90, Hatton- garden, Holborn, age 34, height 5 ft. 3 or 4 in., complexion fair, hair and slight moustache light; suffers slightly from skin disease ; dress, when last seen, dark clothes and black hard felt hat. May visit Reading, where he has a brother who is an antique furniture dealer. Warrant issued. 4.— F Division.— Portrait and description of CHARLES GOAD, whose apprehension is sought for obtaining money by false pretences— Age 25, height 5 ft. 6 in., complexion fair, hair and moustache light; dress, dark tweed] suit, double- breasted vest, blue bow tie, hard felt hat; carries ebony walking s'ick. His modus operandi is to represent himself as a member of the firm of Way cott & Sons, Devonport, that he lias been robbed, and is unable to pay his hotel bill or his fare home. Warrant issued. 5.— T Division.— For obtaining money by false pretences— JOHN BERTRAM, alias ROBINSON, and GIBBS, age 40, height 5 ft. 6 in., complexion dark, hair ( turning grey, thick and curly) very dark, eyes brown; speaks French and German flaently; dress, grey mixture knicker suit and Tam- o'- Shanter hat, or rough dark cloth suit. He traded at 313, Cambridge- road, N. E.; at 197, Mare- street, Hackney; and 9, St. Oswald's- road, We9t Brompton, as the '' Amhurst Disinfectants Co ," and the " India- rubber Stamp Manufacturing Co." His a wife ani four children, all of whom are very dark.— J. SMITH, alias NEWMAN, age 43, height 5 ft. 8 in., com- plexion fair, hair light brown, sandy moustache, eyes grey. Is addicted to drink and of dissipated appearance; dress, grey mixture suit, black silk hat. They obtained money from young women on the pretence of procuring situations for them at Earl's Court Exhibition, where they represented they had a stall. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 6. — For stealing £ 310, 28th ult. — PERCY ALBERT MYALL, late of 37, Little Queen- street, W. C., age 22, height 5 ft. 9 in., complexion palp, sharp features, hair black, eyes dark and sunken, stoops; dress, blue jacket and vest, dark trousers, brown felt hat, linen marked " Percy A. CHESHIRE. 7. — Middlewich ( County). —¥ or forgery— WILLIAM CLYDESDALE, age36, height 5ft. 5in., complexion fresh, hair ( curly) dark brown, eyes grey; dress, black worsted suit, hard felt hat, coloured tie, lace boots. Has recently been manager at Northwich Co- operative Stores. A native of Crallowgate, Glasgow. Warrant issued. Information to Supt. Large, Middlewich. 8.— Sale ( County). — For larceny, 23rd ult.— R. LEONARD, a photographer's canvasser, age 35 to 40, height 5 ft. 6 or 7 in., complexion fresh, hair and moustache dark; dress, dark brown overcoat, black hard felt hat. Warrant issued. Information to Inspector McDonald, Sale. DERBYSHIRE. 9.— Belper ( Oounty). — For forgery and utter- ing— JOHN JOHNSON KIRK, Postmaster, late of Belper, age 27, height 5 ft. 10 in., complexion fresh, hair and moustache dark brown, eyes ( prominent) hazel; dress, dark rib coat and vest, brown tweed trousers, light tweed cap; a great smoker, and fond of betting, and it is supposed that he attends all large race meetings. Absconded 27th March last. A native of Belper. Warrant issued. Information to Supt. McDonald, Belper. DORSETSHIRE. 10.—' Wimborne ( County).— For deserting his family— ISAAC BENNETT, age about 33, height 5 ft. 5 in., face red and blotched through drink, hair brown; dress, dark jacket, stripe trousers, cap. A vermin destroyer; native of Handley, now of Barnstaple. Warrant issued. Information to Supt. Marsh, Wimborne. DURHAM. 11— Sunderland ( Borough).— For failing to report — License Holder JOHN FORD, Office No. 45886, age 34, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes blue, scar right side of neck, two back of right shoulder blade ( small), one left temple and left cheek, maltese cross left wrist ( indistinct), ring on 3rd and 4th left, and 2nd and 4th right fingers ( faint), blue mark between each thumb and forefinger. Sentenced at Durham, 15th October, 1888, to 7 years penal servitude for larceny. Licensed 9th February, 1894. F. O. 47. Information to the Chief Constable of Sunder- land. ESSEX. 12.— Grays ( County).— For stealing, 25th ult., a safety bicycle, Humber pattern frame, ball bear- ings throughout, mbber bandies, " W. BOWD, Limited, Summer - lane, Birmingham," stamped thereon— C. CLARK, age about 20, height 5 ft. 4 or 5 in., complexion fresh, hair ( very frizzy) light brown; wearing dark stripe trousers and black hard felt hat. Warrant issued. Information to Supt. Jordan, Grays. HAMPSHIRE. 13— Aldershot ( County).— For obtaining £ 25 by a forged cheque on the London and South Western Bank, Limited, Hammersmith Branch, drawn in favour of " T. K. Kenny "— A MAN, ago about 35, height about 5 ft. 5 in., full round red face, slight side whiskers ; dress, small brown check suit and brown felt hat. Has the appearance of a groom. Information to Deputy Chief Constable Stephen- son, Aldershot. 14.— Bitterne ( County).— For housebreaking, 29th ult., at Freeman tie, and stealing a lady's gold geneva watch, No, 25286, initials " SSL " on back ; 1 gold breast pin, ruby in centre; 1 pair lady's gilt bracelets, link pattern ; a new leather purse, and 6 fourpenny pieces— THREE MEN: 1st, age about 40, height 5 ft. 6 or 7 in., hair and moustache sandy, has a habit of twitching the upper lip when speak- ing ; wearing dust coat and black bowler hat. 2nd, age about 27, height 5 ft. 4 or 5 in., hair brown, slight moustache; dress, dark morning suit, black hard felt hat. 3rd, age about 27, rather short and stout, dark hair; dress, black coat, dark grey trousers, white tie bowler hat. Supposed expert thieves. Information to Supt. Matthews, Bitterne. 15. — Winchester ( City). — For stealing, 3rd inst.— 1 gentleman's open- face gold watcb, black dial, white figures, gold hands, seconds hands, crest on back ( a lion with a cross), maker, Walker, London, No. 28265; 1 gentleman's gold albert chain, long double links, and small links, surrounded with twisted gold wire, gold key on swivel, shape of horseshoe, 1 pink, 1 green 6tone each side of key, 1 gold telescopic pencil- case, about 2 inches long, attached; I long- link silver albert chain ( bar at end) ; 1 silver albert chain ( heavy close links), black champagne cigar cutter attached ; 1 set plain gold studs; 1 pair oval gold sleeve links, chased ; in brown morocco case: I pair silver sleeve links ( dumb- bell shape), several scarfpins ( some horseshoe pattern, 1 imitation of a fly), 1 gold, twisted pattern, shape of a ball; 1 white and 2 or 3 black- headed scarfpins; and a £ 5 Bank of England note — W. G. FORD ( supposed false), age 19 to 20, height 5 ft. 6 in., complexion fair, eyes grey, hair ( very thick) light brown, high fore- head ; dress, black jacket, black silk facings, dark trousers, white shirt front, light tie, small gold, or gilt, chased pin, black hard felt hat, brown shoes ( nearly new), wearing a gold, or gilt, albert, with spade guinea attached, carried a light walking- stick ; of good address, and very quiet and pleasant in his manner. His modus operandi is to engage a room in a private house for a month, stating that he is a journalist, but absconds, after staying one night. Several letters were received by him from persons who had advertised jewellery for sale. Warrant issued. 16.— Winchester ( Ci/ y). — On Commitment Warrant, for assault— EMILY KATE CARVER, age about 28, height 5 ft. 8 or 9 in., complexion dark, hair dark brown, fringe cut straight across forehead, eyes dark, very white and even teeth ; dress, black dress, large black hat with red feather. A native of Chichester. 17.— Winchester ( City).— For stealing £ 2 10s. — JOHN LLOYD, alias LEWIS, age 27, height 5 ft. 5j in., complexion sallow, hair ( rather curly) dark brown, moustache dark, eyes grey, cross- flags tattooed on one arm, and the Queen's head on the other, slight scar on one eyebrow; dress, dark brown suit, dark brown tweed cap, similar to that served out when leaving the Army. Has served 7 years in the Rifle Brigade, and is now in the Army Reserve. A native of Cheapside, Birmingham. Warrant issued. Information to Supt. Felton, Winchester. 18.— Portsmouth ( Borough).— For obtaining, by fraud, 30th ult.— 1 tweed lounge coat and vest, light material, " Moody, Soutlisea," supposed on tab; 1 pair check tweed trousers; 1 grey stripe flannel shirt " A. W. M." or " A. W. Manton" marked inside collar— A MAN, age 50 to 55, height 5 ft. 6 or 7 in., complexion dark, hair grey, supposed clean shaved, quiet demeanour; dress, long overcoat, blue trousers, black peak cap. His modus operandi is to call on dock contractors, and, on the pretence of endeavouring to get work, obtains the contractor's name and private residence. He then calls at the residence and states the con- tractor has fallen into the water, and has sent him for a suit of clothes. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. HEREFORDSHIRE. 19. — Bromyard ( County). — Absconded, 28th ult., from the Bromyard Union Workhouse, with the Union clothes— CHARLES PHILLIPS, age 61, height 5 ft. 7 in., hair and moustache dark, lame, and walks with a stick ; dressed in Union clothing, dark cord suit, black billycock hat, strong lace boots. A drover ; supposed native of Kington. Information to Supt. Lewis, Bromyard. 20.— Ledbury ( Oounty).— For attempting to steal a watch, 8th inst.— A MAN, age 30, height 5 ft. 7 in., complexion sallow, pockmarked, hair and moustache light, cast in one eye ; dress, blue serge suit ( much worn), dirty white muffler, black cap. Carried a dark walking stick with knots. Supposed a travelling thief. 21.— Ledbury ( County).— For stealing, 18th ult., at Canon Froome, a life certificate of John Brewer, and £ 2— JOHN COLLINS, age about 30, height 5 ft. 8 in., complexion sallow, thin face, hair light, moustache sandy ; dress, old brown jacket and vest, cord trousers, soft black hat, strong bootB ( much worn); a discharged soldier. MARY LLEWELLYN, alias MARY JANE MADDON, who passes as his wife, age about 40, height 5 ft. 5 or 6 in., complexion frosb, round face, hair brown, eyes grey ; speaks with Welsh accent; dress, black dress, grey plaid shawl, black straw hat, strong boots ; carried a bundle. Both supposed native of South Wales. They hawk boot laces, writing paper, & c., and work at farm houses, sleeping in outbuildings, & c. Warrant issued. Information to Supt. Phillips, Ledbury. HERTFORDSHIRE. 22.— Watford ( County).— For housebreaking, 6th inst., and stealing—£ 1 worth of silver jubilee coins, including several sixpences; 15s. worth of French and Italian coins, about 12, 6 of which are nickel silver ; 1 jet locket, large, oval shape, inlaid with pearls, designed lilies- of- the- valley, portrait of a lady inside; 12 old- English silver coins, including a Queen Anne's shilling; 1 blue leather purse, square shape, nickel- silver clasp, pocket inside, with gilt clasp; 1 lady's gold ring, set with 2 rubies, 2 emeralds, 1 pearl; 3 ladies' old- fashioned wedding rings, 1 small, and two large; 1 silver brooch, inlaid with gold butterfly and birds, double- diamond shape; 2 silver tea- spoons, quite plain, nearly new ; set of fish- carvers, silver blades and handles ( chased) ; 7 large silver dinner- forks, marked J. M. G.; 8 smalt silver forks, marked J. M. G. ; 4 silver table- spoons, marked J. M. G.; 6 silver dessert- spoons, marked J. M. G.; 2 silver salt- spoons, gilt bowls, marked J. M. G. ; 1 silver christening set, knife, fork, and spoon, raised pattern, marked R. H. W. B.; similar set, marked R. G. B.; 1 broad silver bracelet, engraved, outside, " James," inside, " To the memory of J. T. Brett, died June 20th, 1879, age 21 years " ; 1 lady's small turquoise and gold ring, true lover's knot in centre; 1 large pair of silver sugar- tongs, marked K. E. B. onbow; 1 lady's gold ring, with cluster of paste brilliants ; 1 pair of lady's spectacles, gold frames ; 1 lady's gold geneva watch, open face, gold dial, old- fashioned, and much worn, maker's name and No. unknown ; 1 lady's gold watoh, large size, open face, white dial, seconds hand, maker's name and No. unknown ; 1 lady's white- metal watch, white dial, second hand ( keyless), quite new; 1 silver band bracelet, floral design, 1 inch wide; 1 gold locket, oval shape, chased down centre, shape of gold coin, containing portrait of gentleman; 1 gold locket, oval shape, cable design, with anchor in centre; 1 gold- and- blue enamel locket, 1 ruby in centre, octagonal shape, glass back, containing hair; 1 gold antique masonic brooch, oval shape; 3 pair of paste shoe links, set in silver, and round shape; 1 antique paste cross, set in silver- gilt; 2 silver shoe clasps, long shape, floral design, about 1 inch in length; 2 cameo brooches, plated gold frames, oval shape; 1 gold- and- blue enamel cross, about 2 inches long; 1 gold pendant, set with corals, shape of 2 links; 1 ribbon velvet, with gold slide, set with 2 red and one white stones, for gentleman's cravat; 1 round jet brooch, set in gold size of sixpence; 1 small topaz brooch, oblong shape, set in gold ; 1 gentle- man's silver scarf pin, set with I white paste brilliant; 1 lady's gold necklet, square pattern ; 1 lady's gold geneva watch, open face, gold dial, chased back, maker's name and No. unknown; 1 small gold bracelet, flat band, filigree pattern, half inch wide; 1 pair gold earrings, set with turquoise and dia- monds, small oval tops, large oval drops ; 1 large gold brooch, oval shape, set with turquoise in centre; 1 pair gold earrings, set with coral, with fringe at bottom, small round tops and large drops ; 1 silver buckle, set with imitation diamonds; 1 large single- stone turquoise ring; 1 pair gold earrings, chased round tops, set with pinkish stones, long pear- shaped drops ; 1 pair of tortoiseshell earrings, inlaid with gold and silver— TWO MEN: 1st, age 35 to 40, height 5 ft. 10 or 11 in., complexion and hair very dark, moustache only ; wearing a long brown over- coat, tall silk hat; had the appearance of a foreigner. 2nd, age about 30 to 35, height 5 ft. 7 or 8 in., complexion fresh, slight brown moustache ; wearing dark navy- blue overcoat and tall silk hat. KENT. 23.— Canterbury ( County).— For deserting his family— GEORGE LANE, age 45, height 5 ft. 7 or 8 in., complexion fair, hair and beard dark brown, TUESDAY, MAY 21), 1894. Wood, Canterbury. 24. — Sevenoaks ( County).— For stealing 40 tons of iron railway metals— CHARLES DOWNE, age 60, height 5 ft. 7 or 8 in., stout build, very full red face, hair and slight side whiskers light, stoops; dress, grey suit, long grey rough overcoat, and black billycock hat. Has been a dairyman and farmer. Warrant issued. Information to Supt. Waghorn, Sevenoaks. 25. — Tunbridge Wells ( Borough). — For bigamy— TOMLIN WILLIAM DUNGATE, age 52, height 5 ft. 7 or 8 in., complexion dark, hair and moustache grey, burn scars under one eye, abscess scar left cheek, wart on right ear ; a heavy smoker, and addicted to drink ; dress, generally, dark grey jacket suit, and black hard felt hat. Was lately a schoolmaster at Farndale, Yorkshire, which place he left on 12th ult. Warrant issued. Information to Chief Constable Prior, Tunbridge Wells. LANCASHIRE. 26. — Ormskirk ( County). — For failing to report— License Holder PATRICK EDWARDS, Office No. 45128, age 34, height 5 ft. in., com- plexion fresh, hair dark brown, eyes grey, 2 scars left cheek, 1 under chin, back of neck, upper part of right breast, right elbow, back of each hand, 5 left side back, and 8 on right buttock, right hip deformed, and leg shorter than left. Sentenced at Liverpool, 17th July, 1888, to 5 years penal servi- tude and the remanet of a fo, rmer sentence, for warehousebreaking. Licensed 22nd August, 1893. Sentence expires 21st July, 1894.
