Part it<// j rs concerning persons whose apprehension is sought loill be inserted, in one issue of the POLICE f / ZKTTS, if they are sufficient to enable action to be taken upon them by another force. 3. Pot traits of persons whose apprehension is sought for serious offences, and engravings of st'ih r. property, will be prominently inserted, with detailed particulars, at a cost of 15s. per por ' rait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense uf engraving on wood. 6 Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. ' . 9- The force which causes particulars concerning delinquents or stolen property to be insened in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, mil be wholly responsible for any proceedings whic/ i may result from such publication. 11. Announcements for the Friday issue should be forwaraed so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheq ue, crossed " Drummond Sf Co.," Post Office Order payable at Parlxamenl- tt., Postal Order, or iii Stamps. 13. HILLIER, The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- ts n of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of th « Commissioners, on the application of private persons, or of the Police o* any County or Borough, must be c'early expressed in relation to the following points— ( a) The amount of the reward, ( ft) The conditions on which it is payable, ( o) The person by whom it will be paid, ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender feeing brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. & c., whose apprehension is sought for obtaining goods by false pretences— Age about 25, height about 5 ft. 1 or 2 in., complexion fair, hair light, reddish tint, rather large flesliy wart or mole on right cheek, close to nostril, one upper front tooth overlaps another; well dressed. A native of Brighton. Warrant issued. 2.— C. O. ( Convict Supervision Depart- ment).— For stealing engravings, valued £ 10, by trick — Expiree ANNIE FROST, alias ANNIE GORDON BAILLIE, ANNIE WHYTE, and MARY ANN BRUCE SUTHERLAND, Office No. 42501, age 35, height 5 ft. 4 in., complexion fresh, hair brown ( curly), eyes brown, face marked with chicken pox, small mole on chin, wart left side of neck; dress, generally, blue serge dress and reddish brown cloak trimmed with fur, or fashion- ably made brown coat. Sentenced at Central Criminal Court, 22nd October, 1888, to 5 years penal servitude for fraud. Licensed 20th February, 1892. Has expressed her intention of going to Shanklin, Isle of Wight, where she has reported while on license. 3.— E Division.— For absconding from his bail, charged with uttering fictitious cheques— JOHN WALTER HUTTLESTONE McDOUALL, age 24, height 5 ft. 8 in., complexion fair, hair brown, slight light moustache, eyes blue, sword left arm, lion rampant in blue and red on little finger left hand and on right forearm; dress, grey morning suit ( black stripes), brown felt bat, patent leather boots j smart appearance. See Ca3e No. 1, 2nd inst. Warrant issued. 4— W Division. — For obtaining money by false pretences— JOHN WHATMAN, age 40, height 5 ft. 7 or 8 in., complexion and hair dark ; dress, light check coat, cord trousers, black hard felt hat, lace boots. Native of Redhill, Surrey. Warrant issued. 5— Y Division.— For obtaining, 6th inst., by a worthless cheque on the Bank of England, a bright bay gelding, aged, 15| hands, black points, hair rubbed off at sides by traces, in good condition — J. TAYLOR, age 40, height 5 ft. 8 or 9 in., com- plexion fresh, hair and moustache dark brown; dress, dark brown tweed suit, brown hard felt hat; the appearance of a horse dealer. He has in his possession a quantity of cheques on the Bank of England, which he may attempt to utter. Warrant issued. CITY OF LONDON. 6.— For obtaining money by false pretences— WINDECK, alias SCHAPIRA, an Austrian, late of 96, Blackfriars- road, S. E., and Shaftesbury Hotel, Farringdon- street, E. C., age about 38, height 5 ft. 10 or 11 in., hair ( cut close and partly bald), moustache, and imperial light, cast in left eye, prominent teeth ( discoloured), square face ; well dressed ; appearance of a cavalry officer. Warrant issued. 7 — For embezzlement— GEORGE GRANT, late of 6, Stonebridge Villa, Townsend- ioad, South Tottenham, age 21, height 5 ft. 4 or 5 in., com- plexion sallow, hair and slight moustache ( curly) black, eyes dark, thick turned- up nose, spots on face ; dress, supposed dark clothes. A clerk. Ab- sconded 24th ult. 8. — For fraud — ANTONIO ALEXANDRO MANERO, late of Palmerston- buildings, E. C., and " Elmswood," Rydens- road, Walton - on - Thames, age 44, height 5 ft. 5 or 6 in., slight build, com- plexion pale, hair ( turning grey), and moustache ( curled at ends) very dark ; well dressed, wears silk hat. A Spaniard, but speaks English well. Warrant issued. 9.— For embezzlement — ROBERT GEORGE ALDRIDGE, late of 24, Rawl- road, Peckham- rye, age 26, height 5 ft. 8 in., round- shouldered, com- plexion pale, hair and moustache dark red, finger nails bitten very short; dress, dark heavy cheviot overcoat, dark suit, black felt hat, button boots, wears 2 rings, 1 green stone, carried an Inverness 8 T H E POLICE GAZETTE. Warrant issued. 10.— For fraud— PERCY COMBS, late of 10, Throgmorton- avenue, City, Richmond and Staines, age 36, height 5 ft. 9 in., complexion dark, rather full face, has a swinging walk ; dressed well. A stock and share broker. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. AYRSHIRE. 11.— Ayr ( County).— For obtaining money and a shawl by false pretences— MARGARET ROUN- TOUL, alias WARD, MARGARET ARTHUR, BROWN, FAIRHURST, MARY McKENZIE, WRIGHT, MARGARET McDOUGALL, CAL- DER, and RUTH McDONALD, age 40, height 4 ft. 9 in., stout build, complexion sallow, hair and eyes black, rather large mouth, thick lips, and prominent front teeth ; speaks with Irish accent; dress, black lustre skirt, black astrachan jacket trimmed light brown fur, black bonnet with black lace and flowers, light lace boots, all well worn ; carrying a boy about 9 months old, dressed in dark velvet cape and cfress. She professes to be in search of her husband and obtains money to pay railway fares. Previously convicted of fraud, and sentenced to long terms of imprisonment. Wanted at Edinburgh, Hamilton, and Dunfermline for similar offences. Warrant issued. Information to the Chief Constable of Ayrshire, Ayr. BERKSHIRE. 12. — Windsor ( Borough). — For obtaining £ 1 10s. by means of a worthless cheque on the Bank of England, on or about 16th ult.— J. PALMER, age abont 42, height about 5 ft. 10 in., complexion fresh, hair, Bmall side whiskers, and heavy mous- tache dark brown; dress, when last seen, drab waterproof, dark brown tweed suit, brown hard felt hat. Stated he was a horse dealer, and lived at 1 Sutherland- square, Walworth. Has in his posses- sion a Bank of England cheque- book containing over 100 cheques, and may endeavour to pass them at hotels, livery stables, etc. Information to Head Constable Ar mnur, Windsor. BRECONSHIRE. 13. — Brecon ( County). — For obtaining, 6th inst., by a worthless cheque on the Birmingham and Dudley District Counties Banking Company, a chestnut cob horse, rising 4 years, 14 hands 2 inches, white face, off fore leg a little white, white hoof, white on near hind leg between hock and fetlock, thick- set, Bhiwy and in good condition— A man, who gave the name of WILLIAM DAYIES, 16, Adderley- road, Birmingham, age about 32, height 5 ft. 7 in., slight build, complexion swarthy, hair ( cut short) dark, clean shaved ; dress, plaid water- proof coat, dark grey trousers, brown cloth cap. A low horse coper, aud frequently attends fairs in Wales. The horse wa3 booked from Cardiff to Bristol on 7th iast., and thence to Paddington, 9th inst. Warrant issued. CAMBRIDGESHIRE. 14. — Cambridge ( Borough). — For larceny ( trick), 28th ult.— A man, who gave the name of FRED TAYLOR, age about 30, height about 5 ft. 2 in., complexion hair and eyes dark, clean shaved ; dress drab covert coat, dark trousers, black hard felt hat. Was wearing a scarf pin with pic- ture of a racehorse thereon, mounted with glass about size of a shilling, and carried a knotted cane. Stated he was a jockey. Information to Chief Constable Innes, Cambridge. DENBIGHSHIRE. 15. — Denbigh ( County). — 20th ult., for ob- taining £ 8 2s. by false pretences— A man, who gave the name of C. ROSE or C. J. ROSE, 56, Cephas Street, London, age about 40, height 5 ft. 7 in., hair dark brown, cast in one eye, supposed left, may bo wearing an eye- glass. Had with him two tin boxes. His modus operandi is to call on shopkeepers, & c , and induce them to become agents for Rose's Bronchial Cigarettes, on the pretence that they will be appointed sole agents, supplied with an automatic machine and thousands of circulars with their names thereon. See special notice, page 1, Police Gazette, 15th December last. Warrant issued. Information to Supt. Jones, Denbigh. 16.— Wrexham ( County).— For housebreaking, 26th ult., and stealing two suits of men's clothes: 1st, slate coloured, with round jacket and buttons to match; 2nd, black jacket and vest, dark striped trousers ( nearly new); 1 pair of men's moleskin trousers ( new) ; 3 check shirts ; an English lever watch, No. 15689, silver dial, crystal glass and engine- turned cases, with silver albert attached, snake pattern— License Holder JOHN PARRY, alias WM. JOHNSON. PERRY, PIERCY and BURGESS, age 35, height 5 ft, 4 in., complexion fresh, hair brown, eyes grey, short scar top of fore- head, and a long scar left side head, small red mark back of left forearm. Sentenced at Stafford, 13th December, 1889, to 5 years penal servitude for burglary; licensed in July last. Has been con- victed at Winchester and Monmouth ; is said to be well known in Durham, and to have relations at Spennymore and Crook. Information to Thomas Vaughan, Esq., Deputy Chief Constable, Wrexham. DORSETSHIRE. 17.— Poole ( County). — For obtaining £ 20 by false pretences, 24th ult.— W. M. DOWSE ( sup- posed false), age about 30, height 5 ft. 8 or 9 in., rather slight build, complexion sallow, thin face, hair light brown, small light moustache; dre3s, blue rib serge suit, black bowler hat, lace boots, blue or dark overcoat; the appearance of a sailor. He talks chiefly about Grimsby fishing trawlers. May have in his possession fictitious cheques on the Shropshire Banking Company. Warrant issued. Information to Deputy Chief Constable Haines, Poole. ESSEX. 18 .— Colchester ( County).— For embezzlement — ALFRED SHENTON, age about 35, height 5 ft. 7 or 8 in., stout build, complexion fresli, hair and moustache light brown, bald top of head, scar bridge of nose, walks erect with short quick steps ; dress, dark jacket, cord trousers, black peak cap, also had a new black diagonal cloth vest, and a pair of dark tweed trousers. A native of Cambridge. May seek employment as a milkman or on a cricket ground. Warrant issued. Information to Supt. Ackers, Colchester. GLAMORGANSHIRE. 19 — Cardiff Borough).— For larceny, 27th ult. — GEORGE WoOLRICH, age 21, height 5 ft. 4 or 5 in., complexion pale, hair and small moustache dark, small eyes, heavy dark eyebrows; throws right foot outwards when walking, which makes him appear lame; dress, when last seen, black diagonal cloth coat, dark cloth trousers, black hard felt hat. A tailor and cutter. Supposed to be tramping the country in search of work. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 20. — Fishponds ( County). — For stealing carpenter's tools— HERBERT SPEARE, age 35, height about 5 ft. 10 in., complexion fresh, hair light brown, eyes grey, scars on hands and arms, dent about the size of a half- crown in left knee, two scars and small coal mark on right eyebrow, badly ruptured ; dress, light dust- coat, moleskin waistcoat, dark stripe trousers, scarf round neck, black bowler hat. Native of Bristol. Warrant issued. Informatiou to Supt. Matthews, Fishponds. HAMPSHIRE. 21.— Aldershot ( County). — Woodcut portrait and description of FRANCIS EVELYN, alias EDDIE TORODE, whose apprehension is sought for stealing a Post Office Savings Bank deposit book, No. 10330, marked Limerick— Age 26, height 5 ft. 3^ in., complexion fresh, rather high forehead, hair brown, eyes hazel, large scar left hip, dots tattooed both hands; dress when last seen, dark coat and vest, light blue stripe trousers, dark hard felt hat, low shoes. Is a deserter from the Lincoln Regiment. Warrant issued. Information to Deputy Chief Constable Stephenson, Aldershot. HEREFORDSHIRE. 22. — Ledbury ( County). — For stealing, 4th inst., a double- breasted great- coat, repaired in left side, upper button- hole torn, some buttons missing, lined red flannel— A MAN, age about 40, height 5 ft. 0 or 7 in., complexion fresh, sharp features, hair brown, moustache light, eyes hazel, abscess left of face, and has a red handkerchief tied over ; dress, dark double- breasted overcoat, drab slop, dark ve3t, black cord trousers, white muffler, soft black hat, lace boots A discharged soldier, on tramp ; sings in public- houses. Information to Supt. Phillips, Ledbury. HERTFORDSHIRE. 23.— Hertford ( County).— For obtaining, 27th ult., a quantity of cast- iron, by false pretences— JOSEPH FROST, a general dealer, age 30 to 35, height 5 ft. 7 or 8 in., complexion fair, hair brown. Warrant issued. Information to Supt. Parish, Hertford. ISLE OF ELY. 24.— March ( County).— For deserting his wife and children, leaving them chargeable to the North Witchford Union — WILLIAM HOWARD, alias SOLDIER BILL, age 47, height 5 ft. 8£ in., slight build, complexion and hair dark, brown moustache, eyes dark, thin features ; dress, faded black coat, old cord trousers, black cloth cap or soft hat, heavy lace boots. A native of Chelmsford. May be found working with threshing machines. Warrant issued. Information to Deputy Chief Constable Burrows, March. KENT. 25.— Dartford ( County).— For stealing a pony ( recovered) — HARRY HUNT, alias DRURY, age 23, height 5 ft. 8 in., slight build, complexion light, hair brown, small light moustache; dress, brown coat and vest, light cord trousers, brown felt hat. A labourer. He is accompanied by a woman, age about 22, height 5 ft. 4 in., red face, hair light brown; dress, dark dress, black broad- brimmed hat, button boots ; and 2 children, one about 15 months, the other 4 months old. Webster, Dartford. 26.— Folkestone ( Borough). — For stealing, 5th inst.— 1 blue cloth Chesterfield overcoat, black Italian cloth lining, velvet strap collar; 1 light grey dust overcoat, dark plain lining, " Hyland and Goble, Folkestone," on tab; 1 thick black cloth overcoat, clerical pattern, makers, " Yanheen and TUESDAY, APRIL 133, 1 8 9 4 . He left Ashford for Cannon- street or Charing- cross by 8.54 a. m. train, 6th inst, carrying the ttolen articles in a bundle tied with string. Information to Supt. Taylor, Folkestone. 27.— Margate ( Borough). — For stealing. 3rd inst. — 2 postal orders for 20s. each, Nos. 0 | 72 613509, and 613510— DANIEL MAY, age 41, height 5 ft. 10 or 11 in., complexion fresh, full face, hair ( turning grey) and moustache dark, pleasant- looking ; of good address, and fond of discussing politics; generally wears grey overcoat, and black felt hat. A clerk. Warrant issued. Information to Chief Constable Farndale, Margate. LANCASHIRE. 28.— Accrington ( Borough).— For obtaining money by false pretences, 5th and 6th inst.— JOE SIMMONS, a Dutchman, age 30, height 5 ft. 8 or 9 in., complexion sallow, hair, slight side whiskers, and moustache black, large nose ; the appearance of a Jew ; dress, dark blue jacket, buttoned close to neck, collar stitched down, black worsted trousers, black billycock hat, low shoes. Stated he had served his apprenticeship as lithographer, in London, at Sir Joseph Causton & Sons, and, until recently, had worked at Foulds, Deansgate, Manchester. His modus operandi is to take private lodgings, and then make the acquaintance of a shopkeeper whom he tells he is employed as artist at a litho- grapher's in an adjoining village, and thus obtains money which he pretends is to purchase materials for special work at the placc named. Warrant issued. Information to Chief Constable Beattie, Accring- ton. 29. — Ashton- under- Lyne ( Borough). — For perjury — JOSEPH HAD FIELD, age 23, height 5 ft. 9 in., complexion fresh, high cheek- bones, hair and slight moustache brown, eyes blue, ring 4th finger of both hands, scar palm of right hand ; dress, blue coat, cord trousers, brown felt hat, lace boots. A greengrocer or hawker ; native of Ashtou- under- Lyne. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Chief Constable Snell, Ashton- under- Lyne. 30.— Salford ( Borough).— For stealing a horse, lurry, and harness— License Holder JOHN HAW- THORNE, alias HAWTHORN TWAITE, Offi e No. 45243, age 30, height 5 ft. 6 in., complexion fresh, hair brown, eyes blue, scars on chin, outer angle of right eye, on each wrist, right elbow, left side of forehead, under left eye, and on left forearm, " I. H." inside right forearm, I. S." and cross back and cross and heart front of left forearm, 5 blue dots between left thumb and forefinger, wart end of 2nd left finger. Sentenced at Manchester, 22nd November, 1889, to 5 years penal servitude for larceny. Licensed 13th Sept., 1893. P 550. Information to the Chief Constable of Salford. wounding— PETER KENNEDY, age 32, height 5 ft. 10^ in., complexion sallow, hair dark brown, moustache dark, scar top of head and on nose; dress, black jacket and vest, grey stripe trousers, hard felt hat. A miner. Native of Bedlington. May be fouud working at a colliery in the county of Durham. Warrant issued. Information to Supt. Rutherford, Alnwick. 33.— N ewcastIe- o n - Tyne ( City).— Portrait and description of KATE PRICE, who escaped from police at Birmingham Railway Station, 22nd ult., charged with stealing jewellery to the value of £ 200— age 21, height 5 ft. 4^ in., complexion fresh, hair dark brown, fringe in front, eyes grey, mole right forearm ; dress, dark brown dress, long dark brown cloth jacket, with short cape attached, trimmed light brown fur, small blue hat, trimmed blue or green feather. Supposed to be a Jewess. Native of Penrith, but has resided mostly in London. Her husband is under remand on the same charge. Information to Capt. Nicholls, Chief Constable, Newcastle- on- Tyne. OXFORDSHIRE. 34 — Witney ( County).— For embezzlement;— CHARLES EDWARD LOWE, ago 22, height 5 ft. 5 or 6 in., complexion fair, hair and mous- tache light brown, eyes blue; dress, light Oxford tweed or blue serge suit. A baker. Warrant issued. Information to Supt. Leech, Witney.
