REGULATIONS. 1. - All announcements for insertion in the POLICE GAZETTE, and all communications upon them should l> e addressed to THB IIIJITOB OP THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, f, W. 2. Particv/ j rs concerning persons whose apprehension is sought wilt be inserted in one issue of the POLICE f/', z ETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Part) i hilars as to stolen property will be likewise inserted in one issue, if sufficient to enable the art tile in question to be thereby identified. 4. In oil fleet where a reward is offered the name and address of some person responsible for the piyment must be given, and the exact conditions be clearly stated. 6. P or traits of persons whose apprehension is sought for serious offences, and engravings of stall r. property, will be prominently inserted, with detailed particulars, at a cost of 15s. per por ' rait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. j 9- The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Eddor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, wilt be wholly responsible for any proceedings whic/ i man result from such publication. 11. Announcements for the Friday issue should be forwaraed so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They muse be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheq'je, crossed " Drummond $ Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who mill furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond 4he number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any oom- plaints as to the non- delivery or of irregularity in the date of delivery of the POLIOI GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( o) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 8. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the rvward will be paid on its return without the offender being brought to trial, or without enquiry. Department.— Woodcut portrait and description of FANNY HUTCHINGS, alias DOROTHY CLAYTON, MAUDE ST. HILLIER, r/ mm, & c., whose apprehension is sought for obtaining goods by false pretences— Age about 25, height about 5 ft. 1 or 2 in., complexion fair, hair light, reddish tint, rather large fleshy wart or mole on right cheek, close to nostril, one upper front tooth overlaps another ; well dressed. A native of Brighton. Warrant issued. .— K Division.— For stealing, 14th ult., a German silver watch, No. 77304, D. L. on back; 1 gold signet ring, man's head thereon— FRANK FISHER, age 19, height 5 ft. 6^ in., complexion fair, thin long face, hair brown, eyes blue, walks with quick step; dress, light plaid coat and vest, dark stripe trousers, black hard felt hat, lace boots. Supposed native of Plaistow, Essex. Warrant issued. 3.— N Division. — For conspiracy and fraud— EDWARD KNOTT, age 40, height 6 ft., complexion fair ( rather pale), hair supposed light brown, slight light moustache, swinging gait; wears silver- grey overcoat, and flat- top felt hat. A coffee- shop keeper. His family is supposed well known at Sandhurst and Whitstable, Kent, where he may seek employ- ment on a farm. Warrant issued. 4.— s Division.— For stealing £ 45 gold ; a £ 5 Bank of England note; a pink plush purse; a jubilee half- sovereign ; a fourpenny piece ; and an ivory- back hair brush and comb— ELLEN GRAY, alias MABEL GRAY, age 23, height 5 ft. 2 or 3 in., complexion pale, hair very light ( sometimes frizzed OE forehead), eyes light blue, r, lightly round- shouldered, very thin and consumptive - looking; of good address ; dress, supposed black jacket and dress, with brown fur trimming, black hat. A native of Liverpool. She has lived at the Clarendon Hotel, Oxford, Alexander and Grand, Hastings, and others at St. Leonard's, Margate, & c. She obtains a situation, and after staying a week or two, commits a larceny, and absconds. May be wanted for similar offences in the provinces. Warrant issned. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 5.— For embezzlement — ROBERT GEORGE ALDRIDGE, late of 24, Rawl- road, Peckham- rye, age 26, height 5 ft. 8 in., round- shouldered, com- plexion pale, hair and moustache dark red, finger nails bitten very short; dress, dark heavy cheviot overcoat, dark suit, black felt hat, button boots, wears 2 rings, 1 green stone, carried an Inverness mackintosh. A traveller in the grindery trade. May assume the name of Jeff Allingham. Warrant issued. 6.— For fraud — PERCY COMBS, late of 10, Throgmorton- avenue, City, Richmond and Staines, age 36, height 5 ft. 9 in., complexion dark, rather full faoe, has a swinging walk; dressed well. A stock and share broker. Warrant issued. 7. — For stealing £ 2 10s. and other sums— LOUISA MACAULAY, alias ELLIOTT, age about 33, height 5 ft. 7 or 8 in., complexion and hair dark, eyes hazel; dress, black jacket trimmed black braid, black dress, black soft felt hat, long dark far boa. A servant; native of Plymouth. Warrant issued. Information to Snpt. McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 8. — Windsor ( Borough). — For obtaining £ 1 10s. by means of a worthless cheque on the Bank of England, on or about 16th ult.— J. PALMER, age about 42, height about 5 ft. 10 ID., complexion fresh, hair, small side whiskers, and heavy mous- tache dark brown; dress, when last seen, drab waterproof, dark brown tweed suit, brown hard felt hat. Stated he was a horse dealer, and lived at 1 Sutherland- square, Walworth. Has in his posses- sion a Bank of England cheque- book containing over 100 cheques, and may endeavour to pass them at hotels, livery stables, etc. Information to Head Constable Amour, Windsor. CAMBRIDGESHIRE. 9.— Cambridge ( Borough). — For larceny ( trick), 28th ult.— A nnr, who gave the name of 8 ' THE POLICE GAZETTE. FRIDAY, MARCH 2, 1894. FRED TAYLOR, age about 30, height about 5 ft. 2 in., complexion hair and eye3 dark, clean shaved ; dress drub covert coat, dark trousers, black hard felt hat. Was wearing a scarf pin with pic- ture of a racehorse thereon, mounted with glass about size of a shilling, and carried a knotted cane. Stated he was a joMcey. Information to Chief Constable Innes, Cambridge. DENBIGHSHIRE. 10.— Denbigh ( County). — 20th ult., for ob- taining £ 8 2s. by false pretences— A man, who gave the name of C. ROSE or C. J. ROSE, 56, Cephas Street. London, age about 40, height 5 ft. 7 in., hair dark brown, cast in one eye, supposed left, may be wearing an eye- glass. Had with him two tin boxes. His modus operandi is to call on shopkeepers, & c , and induce them to become agents for Rose's Bronchial Cigarettes, on the pretence that they will he appointed sole agents, supplied with an automatic machine and thousands of circulars with their names thereon. See special notice, page 1, Police Gazette, 15th December last. Warrant issued. Information to Supt. Jones, Denbigh. 11.— Wrexham ( County).— For housebreaking, 26th ult., and stealing two suits of men's clothes: lst, slate coloured, with round jacket and buttons to match; 2nd, black jacket and vest, dark striped trousers ( nearly new); 1 pair of men's moleskin trousers ( new) ; 3 check shirts; an English lever watch, No. 15689, silver dial, crystal glass and engine- turned cases, with silver albert attached, snake pattern— License Holder JOHN PARRY, alias WM. JOHNSON, PERRY, PIERCY and BURGESS, age 35, height 5 ft. 4 in., complexion fresh, hair brown, eyes grey, short scar top of fore- head, and a long scar left side head, small red mark back of left forearm. Sentenced at Stafford, 13th December, 1889, to 5 years penal servitude for bnrglary; licensed in July last. Has been con- victed at Winchester and Monmouth; is said to be well known in Durham, and to have relations at Spennymore and Crook. Information to Thomas VaughaD, Esq., Deputy Chief Constable, Wrexham. DEVONSHIRE. 12.— Exeter ( City).— For obtaining, by false pretences, 3 Axminster carpets ( recovered)— A man who gave the name of TEATE, see Cases Nos. 8, 33, 41 and 52, 2nd inst. Warrant issued. Information to Chief Constable Short, Exeter. DORSETSHIRE. 13.— Poole ( County). — For obtaining £ 20 by false pretences, 21th ult.— W. M. DOWSE ( sup- posed false), age about 30, height 5 ft. 8 or 9 in., rather slight build, complexion sallow, thin face, hair light biown, small light moustache; dress, blue rib serge suit, black bowler hat, lace boots, blue or dark overcoat; the appearance of a sailor. He talks chiefly about Grimsby fishing trawlers. May have in his possession fictitious cheques on the Shropshire Banking Company. Warrant issued. Information to Deputy Chief Constable Haines, Poole. ESSEX. 14.— Colchester ( County).— For embezzlement — ALFRED SBENTON, age about 35, height 5 ft. 7 cr 8 in., stout build, complexion fresh, hair and moustacho light brown, bald top of head, scar bridge of nose, walks erect with short quick steps ; dress, dark jacket, cord trousers, black peak cap, also had a new black diagonal cloth vest, and a pair of elark tweed trousers. A native of Cambridge. May seek employment as a milkman or on a cricket ground. Warrant issued. Information to Supt. Ackers, Colchester. GLAMORGANSHIRE. 35.— Cardiff Borough).— For larceny, 27th nit. — GEORGE W wOLRICH, age 21, height 5 ft. 4 or 5 in , complexion pale, hair and small moustache dark, small eyes, heavy dark eyebrows; throws right foot outwards when walking, which makes him Appear lame; dies*, when latt seen, bld? k diagonal cloth coat, dark cloth trousers, black hard felt hat. A tailor and cutter. Supposed to be tramping the country in search of work. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 16.— Fishponds ( County).— For failing < o report— Supervisee HENRY JOHN SELMAN, Office No. 43319, age 30, height 5 ft. 9 in., com- plexion dark, hair dark brown, eyes grey, wart between shoulders, small scar right side of forehead, birthmark left buttock. Sentenced at Gloucester, 22nd October, 1891, to 9 months hard labour and 3 years police supervision for stealing tools, 17. — Fishponds ( County). — For stealing carpenter's tools— HERBERT SPEARE, age 35, height about 5 ft. 10 in., complexion fresh, hair light brown, eyes grey, scars on hands and arms, dent about the size of a half- crown in left knee, two scars and small coal mark on right eyebrow, badly ruptured ; dress, light dust- coat, moleskin waistcoat, dark stripe trousers, scarf round neck, black bowler hat. Native of Bristol. Warrant issued. Information to Supt. Matthews, Fishponds. HAMPSHIRE. 18.— Aldershot ( County). — Woodcut portrait and description of FRANCIS EVELYN, alias EDDIE TORODE, whose apprehension is sought for stealing a Post Office Savings Bank deposit book, No. 10330, marked Limerick— Age 26, height 5 ft. 3^ in., complexion fresh, rather high forehead, hair brown, eyes hazel, large scar left hip, dots tattooed both hands; dress when last seen, dark coat and Warrant issued. Information to Deputy Chief Constable Stephenson, Aldershot. HEREFORDSHIRE. 19.— Ledbury ( County). — For stealing, 4th inst., a double- breasted great- coat, repaired in left side, upper button- hole torn, some buttons missing, lined red flannel— A MAN, age about 40, height 5 ft. G or 7 in., complexion fresh, sharp features, hair brown, moustache light, eyes hazel, abscess left of face, and has a red handkorchief tied over ; dress, dark double- breasted overcoat, drab slop, dark vest, black cord trousers, white muffler, soft black hat, lace boots. A discharged soldier, on tramp ; sings in public- houses. Information to Supt. Phillips, Ledbury. KENT. 20.— Folkestone ( Borough).— For stealing, 5th inst.— 1 blue cloth Chesterfield overcoat, black Italian cloth lining, velvet strap collar; 1 light grey du& t overcoat, dark plain lining, " Hyland and Goble, Folkestone," on tab; 1 thick black cloth overcoat, clerical pattern, makers, " Vanheen and Wheeler"; 1 thin black cloth overcoat; 1 long black waterproof coat, maker, " Faulkner, Dover"; 1 plated 5- chamber revolver; 1 single- blade pen- knife, black- and- white handle; 4 plated salt- cellars, 2 fluted pattern, 2 bucket shape, with handles; 2 silver pepper- boxes; 2 mahogany boxes, 12 inches by 8 ii ches, 1 coLta'ning 12 plate! fish-' nives and forks, the other, 12 plated fruit- knives and forks; 1 pair lace boots, size 9 or 10; 1 new white- holland apron, marked " L. Wood."— A MAN, age 25, height 5 ft. 8 or 9 in., complexion fair; dress, supposed stolen waterproof Inverness cape, black hard felt hat, lace boots. A foreigner; appearance of a German waiter. He left Ashford for Cannon- street or Charing- cross by 8.54 a. m. train, 6t. h inst, carrying the stolen articles in a bundle tied with string. Information to Supt. Taylor, Folkestone. LANCASHIRE. 21. — Liverpool ( City). — License Holder THOMAS WALKER, alias PARKER, Office No. 45457, age 30, height 5 ft. 6 in., complexion fresh, hair brown, eyes brown, lost lst joint 3rd right finger, large scar inside left wrist, small scar right elbow. Sentenced at Durham Assizes, 11th July, 1889, to 5 years penal servitude for burglary. Licensed 14th November, 1893. P 299. Information to Assistant Head Constabls, Liver- pool. 22.— Ashton- under- Lyne ( Borough). — For failing to report,— Supervisee THOMAS EAST- WOOD, Office No. 38724, age 33, height 5 ft. 4 in., complexion dark, hair brown, eyes blue, 3 blue dots right forearm, glides right eye, sight defective. Sentenced at Salford Sessions, 7th January, 1884, to 7 years penal servitude for larceny ( person). K 74. 23. — Ashton- under- Lyne ( Borough). — For perjury— JOSEPH HADF1ELD, age 23, height 5 ft. 9 in , complexion fresh, high cheek- bones, hair and slight moustache brown, eyes blue, ring 4th finger of both hands, scar palm of right hand; dress, blue coat, cord trousers, brown felt hat, lace boots. A greengrocer or hawker ; native of Ashton- under- Lyne. Warrant issued. Not to be apprehended' out of the United Kingdom. Information to Chief Constable Snell, Ashton- under- Lyce. 24.— Clitheroe ( Borough). — For failing to report— Supervisee LUKE BURKE, alias LUKE CAFFERTY, Office No. 41218, age 35, height 5 ft. 4 in., complexion fresh, hair brown, eyes grey, scar on forehead, over left eyeorow, and back of neck, mole on right cheek, rose and shamrock on chest. Sentenced at Salford, 11th January, 1892, to 12 months hard labour and 3 years police super- vision for larceny. 6839. Information to Chief Constable, Clitheroe. LEICESTERSHIRE. 25.— Melton Mowbray ( County).— For the defilement of a girl, age 11 years, 17th ult.— ARTHUR KING, alias BUNYAN, ago 40, height about 5 ft. 7 in., complexion fair, hair brown, slight sandy moustache, tattoo marks on one arm, rather haggard appearance; dress, old dark pilot jacket, old fustian vest and trousers, the latter patched at- knee, red neckerchief, check single- peak cap. Warrant issued. Information to Supt. Bott, Melton Mowbray. NORTHUMBERLAND. 26.— Alnwick ( County).— For failing to appear to his bail, 20th January, charged with maliciously wounding— PETER KENNEDY, age 32, h^ ght 5 ft. 10i in., complexion sallow, hair dark brown, moustache dark, scar top of head and on nose; dress, black jacket and vest, grey stripe trousers, hard felt hat. A miner. Native of Bedlington. May be found working at a colliery in the county of Durham. Warrant issued. Information to Supt. Rutherford, Alnwick. 27.— Newcastle- on- Tyne ( City).— Portrait and description of KATE PRICE, who escaped from police at Birmingham Railway Station, 22nd ult., charged with stealing jewellery to the value of £ 200— age 21, height 5 ft. in., complexion fresh, hair dark brown, fringe in front, eyes grey, mole right forearm ; dresi, dark brown dress, long dark brown cloth jacket, with short cape attached, trimmed light brown fur, small blue hat, trimmed blue or g- ecn feather. OXFORDSHIRE. embezzlement— age 22, height 28. — Witney ( County).— For CHARLES EDWARD LOWE, 5 ft. 5 or 6 iD., complexion fair, hair and mous- tache light brown, eyes blue; dress, light Oxford tweed or blue serge suit. A baker. Warrant issued. Information to Supt. Leech, Witney. SOMERSETSHIRE. 29.— Glastonbury ( County). — For embezzle- ment— JOHN PITTS, alias STEVENS, age 30, height 5 ft. 8 in., stout build, complexion fresh, full face, hair and moustache brown; dress, reefer jacket, dark vest, stripe trousers, imitation fur cap with ear- laps, heavy lace boots. A drayman; native oi Paulton. May seek employment at coal wharves or warehouses. Warrant issued. Information to Deputy Chief Constable Bisgood, Glastonbury. 30.— Bath ( City).— For obtaining, 21st ult., 3 Axminster carpets by false pretences— A man, who gave the name of BATES, described in Cases Nos. 8, 33, 42, 52, 2nd inst. Wanted at Cambridge, Cheltenham, Oxford, Exeter, Doncaster, Bristol, Cardiff, & c., for similar offences. Warrant issued. Iuformation to Lieut.- Colonel Gwyn, Chief Con- stable, Bath. STAFFORDSHIRE. 31.— Tunstall ( County).— For failing to report — License Holder GEORGE OWEN, Office No. 45637, age 42, height 5 ft. 2 in., complexion ruddy, hair dark brown, eyes grey, scar left cheekbone, both eyebrows and left hip, mole and burn scar each shoulderblade, mole right side of belly, burn small of back, scar on 2nd and 3rd right fingers. Sentenced at Salop Assizes, 25th July, 1887, to 7 years penal servitude for burglary. Licensed 14th December, 1893. C N 464. Information to Supt. Hall, Tunstall. 32.— Wolverhampton ( Borough).— For un- lawfully obtaining credit, he being an undischarged bankrupt — PERCY HAIGH SENIOR, alias HAIGH & CO., JANSON & CO., & c., age about 34, height 6 ft., complexion fre3h, hair light brown, very slight light side whiskers, walks erect but • carries his head forward, appears sliort- sighted and wears gold- rimmed eyeglasses ; dress when last seen, light- colour overcoat, | size, brown mixture cloth breeches, knitted stockings, black bowler hat, lace boots; gentlemanly appearance, was formerly a solicitor practicing in Nottingham. He may be accompanied by his wife, who is tall and fresh- looking, and is believed to have her hair cut short; dress, grcen- coloured dress, black jacket and hat; a ginl age about 5, hair cut short, burn mark on head; and a boy about 3 or 4 years. Absconded 22nd or 23rd ult. Warrant issued. Information to Capt. Burnett, Chief Constable, Wolverhampton. USSEX ( EAST). 33.— Hailsham ( County).— For fraud, 26th ult. — Two men: 1st, T. SCOTT ( supposed false), age 20 to 25, height 5 ft. 4 to 6 in., complexion dark, full face, hair dark, clean shaved ; drees, dark grey overcoat, faced black silk, brown cloth trousers, black hard felt hat, brown kid gloves— 2nd, age 25 to 28, height 5 ft. 7 or 8 in., complexion, hair, and moustache dark ; dress, black overcoat with velvet collar, dark trousers, black hard felt hat. These men obtained £ 8 at Arlington, 26th ult., by representing that they were employed by a Mr. Wilson, of Eastbourne, who was in financial difficulties. They left a piece of cloth, which they over- valued, stating that Mr. Wilson would call on the 28th ult., take the cloth, and pay the £ 8, with £ 2 interest. Warrant issued. Information to Supt. Renville, Hailsham. 34.— Hasti ngS ( Borough).— For embezzlement— JOHN COLES, a dairyman, late of St. Leonard's, age 32, height 6 ft. 2 in., complexion fair, hair light, inclined to red, heavy light moustache, eyes grey, military appearance ; dress, brown tweed coat and vest, blue cavalry trousers ( stripes removed), blue gaiters, brown hard felt hat, light dust- coat. Has been in business at Portsmouth, Reading, and Melksham, Wilts. Has served in the 2nd Life Guards. Warrant issued. Information to Chief Constable Glenister, Hastings.
