ZETTR, if they are sufficient to enable action to be taken upon them bg another force. Part rUasrs as to stolen property will be likewise inserted in one issue, if sufficient to enable the art > ile in question to be thereby identified. In u! I eases where a reward is offered the name and address of some person responsible for the p. tyrrent must be given, and the exact conditions be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stall. r. property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, iffor the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; ana, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. ) 9- The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whica may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper oniy, be in the usual form, and accompanied by o covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheq'/ e, crossed " Drummond < S( Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond ihe number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLIOI GAZETTE, may be at onoe notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of th « Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following pointa— ( a) The amount of the reward. ( 5) The conditions on which it is payable, ( o) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. METROPOLITAN POLICE DISTRICT. 1.— D Division.— For failing to appear to his bail at the Central Criminal Court, on a charge of carnally knowing a girl under the age of 16— GEORGE ROBINSON, age 20, height 5 ft. 1 in., complexion fair, hair light, very slight light mous- tache, eyes brown; dress, light covert overcoat, black diagonal coat and vest, light stripe trousers, black hard felt hat, blue- and- white stripe muffler, lace boots. A clerk. Warrant issued. 2.— E Division.— For obtaining money by false pretences— C. H. CAPP, age 25 to 30, height 5 ft. 11 in., complexion fresh, hair dark, large eyes, swinging walk ; dress, dark tweed suit, black felt hat. He frequents race meetings, and is well known to racing men in Fleet- street, City. Warrant issued. 3.— G Division — Portrait and description of FRANK WASHINGTON PYNE, late of 84, Farleigh Road, Stoke Newington, whose apprehension is sought for fraud, 6th inst.— Age 24, looks older, height about 5 ft. 7 in., complexion, hair and moustache dark, eyes dark grey, a little near- sighted ; dress, blue overcoat, velvet collar, striped trousers, black tie with light stripes, black hard felt hat. A clerk ; of good appearance and very plausible manner. Can sketch well. A native of Lancing, Sussex. Warrant issued. 4.— J Division.— For fraudulently converting to his own use £ 54 15s., as trustee to " Crown Court of Foresters," Lousrhton— JOHN WILLIAM PARKER, alias JOHN MORRELL, age 53, height 6 ft. 1 in., complexion fresh, hair ( bald on top) dark brown, turning grey, eyes light hazel, scar right hand, 2 moles right side of back, slightly pigeon, toed; dress, black frock or cutaway coat, black vest, dark tweed trousers, black hard felt hat. A native of Epping, Essex. Warrant issued. 5.— T Division. — For embezzlement, about 13th ult.— ARTHUR REVELL, age 21, height 5 ft. 5 in., stout build, complexion fresh, hair light brown, large eyes, clean shaved ; dress, bine Melton overcoat, black trousers, hard felt hat. A journey- man butcher. Supposed a native of Beccles, Suffolk. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. ABERDEENSHIRE. 6.— Aberdeen ( City). — For obtaining £ 6 by fraud, 6th ult.— JOHN MORRIS, alias JOHN THOMAS HAWTIN, and JOHN MORBY, age 26, height 5 ft. 6 in., complexion fresb, round face, hair brown, eyes blue. An American, gave his address as 224, Cilporn, Marylebone, London. A betting man, frequents race- courses. Was apprehended for this offence, but forfeited his bail on 15th ult. Was sentenced at the Central Criminal Court, London, 25th May, 1889, to 12 months imprison- ment for robbery ; at Hands worth, 20th Feb., 1891, 3 months for theft; and at Salford Borough Sessions, 11th May, 1893, to 7 months imprisonment. Warrant issued. Information to Chief Constable WyneES, Aberdeen. ANGLESEY. 7.— Holyhead( County).— For the defilement of a girl under 13 years of age— THOS. JONES, age 21, height 5 ft. 6 in., complexion dark, thin face, hair, slight moustache, and eyes dark brown, narrow shoulders, stoops slightly when walking. Supposed working at Marly or Merthyr Yale, South Wales. Native of Gwalchmai, Anglesey. Warrant issued. Information to Deputy Chief Constable Davies, Holyhead. BERKSHIRE. 8.— Newbury ( County). — For attempting to have1 carnal knowledge of a girl under the age of 13, at Donnington, 3rd inst.— CHARLES FOWLER, age 48, height 5 ft. 3 or 4 in., complexion rather pale, hair brown, eyes blue, right leg and foot smaller than left, and turn outwards, limping gait; dress, dark coat and vest, corduroy trousers, round black hat. Bennett, Newbury. 9. — Wallingford ( County). — For stealing, 15th inst., 2 coats — A MAN, age about 50, height 5 ft. 8 in., complexion fresh, hair brown, side whiskers and moustache turning grey ; dress, light jacket, dark cord trousers, peak cap; military appearance. A tramp. Information to Supt. Borlase, Wallingford. 10. — Wantage ( County). — For fraud — GEORGE EYANS, a butcher, age 36, height 5 ft. 5 in., bow- legged, complexion fair, heavy moustache and imperial; wearing dark coat and butcher's smock; carried a basket with butcher's knives. Has a loud voice and is fond of singing, lodges at low public houses. May be employed at a circus or menagerie. Warrant issued. Information to Supt. Robotham, Wantage. 11. — Reading ( Borough). — For stealing, 12th inst., a lady's 18- carat gold dress riDg, set 3 sapphires and 8 diamonds, s/ g/ scratched inside— A MAN, age abont 23, height 5 ft. 4 or 5 in., com- plexion and hair fair, full face, clean- shaved ; dress, light covert coat, dark stripe trousers, black hard felt hat, dark brown stripe neckerchief, carried a black bamboo walking- stick, with silver knob, and brown kid gloves. Information to Head Constable Tewsley, Reading. 12.— Windsor ( Borough).— For stealing, 5th inst., a gentleman's silver English lever watch, No. 573, engine- turned hunting case, " Seymour, High- street," engraved on plate and movement, " W. J. B." in old English outside; a lady's gold geneva watch, open face, No. 18492, g) ld dial, chased back— A MAN, age 23, height 5 ft. 4 or 5 in., complexion fair, clean shaved, very large fingers; dress, light covert coat, dark stripe trousers, black hard felt hat, dark brown stripe neckerchief, brown kid gloves. BERWICKSHIRE. 13.— DunS ( County).— For prison breaking, 8th inst.— JAMES McGUIRE, alias WRIGHT, age 44, height 5 ft in., hair ( turning grey) brown, eyes grey, coarse features, flat nose, scar over bridge; may be wearing an old grey coat, and double- peak cap. Native of Galashiels. A notorious poacher. Warrant issued. 14.— Duns ( County).— For stealing a silver lever watch, 31st ult. — WILLIAM MILLER, alias WILSON, MORRIS, MORRISON, & c., age 59, height 5 ft. 9 in., complexion swarthy, whiskers and moustache grey, shaved on chin, eyes grey, wart left of nose ; dress, dark cloth jacket, grey tweed vest and trousers, pieced peak cap, dark tweed waterproof coat. An itinerant watch and clock cleaner; supposed native of Airdrie. Information to Deputy Chief Constable Moir, Dnns. • BRECONSHIRE. 15.— Talgarth ( County).— For stealing 1 pair brown cord trousers, black bone buttons, small hole inside left seam; 1 white cord waistcoat, moleskin back and sleeves; 1 dark cloth coat, old, white- and- red stripe running through, left pocket torn, all to fit a man about 5 ft. 3 in.— WILLI AM PENLEY, alias WILLIAM PAYNE, age about 24, height 5 ft. 2 in., complexion fresh, hair light brown, bald in front, and dent on head; dress, sleeve waistcoat, cord trousers, double- peak cap, leather leggings with straps, lace boots; may be wearing some of the stolen clothes. A farm labourer; has been a sailor. Supposed a native of Gloucester. Sentenced at Talgarth, to 2 months imprisonment, 28th October, 1892, for larceny. He is also wanted at Brecon, see Case No. 10, 9th inst. Information to Snpt. Winterson, Crickhowell, or Sergt. Marston, Talgarth. CUMBERLAND. 16— Penrith ( County). — For stealing from a dwelling- house, 14th inst.— 4 small silver forks; 4 large ditto; 4 large silver tiblo spoons; 6 silver dessertspoons; 6 silver teaspoons; 2 silver gravy spoons; 1 silver soup ladle; 1 silver fish slice; 2 pairs tutc- a kers; 1 small si'ver pickle f rk; 1 silver toddy ladle; 2 small salt spoons ; 2 pairs silver sugar tongs ; 1 silver sugar basin, flowered all round, fluted at corners, oval shape; 1 small silver napkin ring; 1 brass- coloured napkin ring ( raised figures), most of plain pattern, and marked with the letter " N."; and a lady's brown sealskin jacket ( not recovered)— License Holder WILLIAM RIGBY, alias CHARLES ROBERTS, CHARLES VERNEY, CHARLES WILLIAMS, JAMES HUTCHINSON, and GEORGE SMITH, Office No. 45852, age 37, height 5 ft. 9 in., complexion fresh, hair light brown ( turning grey), eyes blue, small mole centre of right cheek, small scar left side nose, left side head, left thumb, back of left hand, and on left knee ; dress, dark or black suit, black hard felt hat, clean Bhaven, except moustache ( fair). Sentenced at Carlisle, 21st October, 1891, to 3 years penal servitude for fraud, after previous convictions at Kendal, Thirsk, and Coukerniouth. Licensed 5th inst. from Pentonville Prison. R 271. Information to Supt. Russell, Penrith. DEVONSHIRE. 17.— Torrington ( County). — For obtaining money by false pretences— J. SMITH ( supposed false), age 28 or 29, height about 5 ft. 8 in., stout build, broad shoulders, complexion fresh, full face, hair and moustache light; wears light brown over- coat, hard brown hat, leather shoes, gaiters, kid gloves, iand several flash rings; of gentlemanly appear- ance and address. This man calls on publicans and shopkeepers, representing himself as agent for A. Ellis, Stra- monium Cigarette Manufacturer, 56, Mile End, London, and offers the cigarettes for sale, promising to make the purchaser sole agent for the district. Upon effecting a sale, he immediately decamps. The cigarettes are found to be worthless. See Special Notice, page 1, Police Gazette, 15th Dec. last. Warrant issued. Information to Supt. Buchanan, Torrington. GLAMORGANSHIRE. 18.— Cardiff ( Borough).— For stealing, 8th inst., a blue cloth jacket and vest; a silver English lever watch ; and a gold curb pattern albert chain— JOHN GOULD 1NG, a marine fireman, age 28, height 5 ft. 6 or 7 in., complexion, hair, and mous- tache dark ; when last seeu was wearing the stolen coat and vest, and a flat cloth cap with glazed peak. A native of Liverpool. 19.— Cardiff ( Borough). — For stealing, 10th inst.— 1 vest and 1 pair trousers, plaid speckled, with red stripe running through ; a crown piece, date 1890, made into a brooch, pin missing; and a long thin silver watch chain— WILLIAM LLEWELLYN, age 22, height about 5 ft. 8 in., stout build, round shouldered, complexion sallow, short black hair, clean shaved, lost front upper tooth, little finger left hand turned inwards; dress, dark suit, black hard felt hat, flat top. A butcher. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 20.— Fishponds ( County). — For embezzling £ 6 14s. 6d.— ERNEST TORRINGTON, an engine driver, age 27, height 5 ft. 8 in., complexion dark, rather high cheek bones, oval face, hair ( cut close) dark, clean shaved, eyes brown, down- cast look, " L " tattooed on one forearm; dress, black jacket and vest, dark plaid trousers, lace boots. He has in his possession a silver English lever watch, No. 226382, which he may endeavour to pledge, and two character references from Bristol contractors( onefrom A. J. Beaven, the other from Durnford & Son), which he may produce when seeking employment. Warrant issued. Information to Supt. Matthews, Fishponds. 21. — Gloucester ( County). — For stealing £ 250 8s. 6d— ALFRED ORGAN, age about 50, height 5 ft. 9| in., complexion fresh, hair ( heavy), whiskers, and moustache iron- grey; dress, rough black coat and vest, dark grey trousers, brown bowler hat, black bow tie, wears sleeve links marked " A." and a heavy, old- fashioned gold hunter watch, No. 7047, and chain, which he may try to dispose of. Warrant issued. 22.— Gloucester ( County).— For obtaining by false pretences, ] 3th inst., a lady's open- face silver Gimva watcb, No. 3172— FRANK NICHOLLS, alias FRANKS, a Russian Pole, age about 30, height 5 ft. 10 in., sharp, thin features, hair light brown, heavy sandy moustache; dress, blue pilot overcoat, round dark jacket, dark vest and trousers, brown cloth cap. A lirguist, but speaks very broken English. Since Christmas he has acted an an auctioneer's porter attending markets, but was formerly engaged with circuses, and it is supposed he may again seek similar employment. Warrant issued. Information to Supt. Philpott, Gloucester. HAMPSHIRE. 23.— Winchester ( City).— For ill- treat, ing hit* child— GEORGE WHITE, age 40, height 5 ft. 5 or 6 in., complexion fair, hair brown, short stubby moustache light brown, eyes grey, heavy downcast look ; dress, dark mixture tweed coat, double cloth across shoulders, light cord vest and trousers ( tight- fitting), black flat top cap with button top, heavy lace boots. Warrant issued. Information to Supt. Felton, Winchester. HERTFORDSHIRE. 24. — Hemel Hempstead ( County). — For assaulting a boy, 7th, 8th, 9th, 10th, and 11th inst.— GEORGE ARTHUR STEAD, ago about 30, height 6 ft. 2 or 3 in., complexion florid, bloated, hair and moustache light, eyes blue ; dress, brown jacket and vest, dark trousers, peak cap. Is fond of drink. A schoolmaster, late of 16, Philip road, Peckham Rye. Warrant issued. 25.— Hemel Hempstead ( County). — For deserting his wife and children, leaving them charge able to the Hemel Hempstead Union— GEORGE FOSTER, age 30, height 5 ft. 10 in., complexion rnddy, hair light brown, eyes blue, top of fingers right hand deficient; dress, black pilot jacket, dark trousers, grey cloth cap. Is fond of drink and loose company. A painter; native of Hemel Hempstead. Warrant issued. Information to Supt. Frogley, Hemel Hempstead. KENT. 26.— Chatham ( County).— For the abduction of Susan Hockc- y — A man known as " JIM," ago about 20, heigtit about 5 ft. 4 in., complexion fresli, hair very light, crest and woman's head tattooed on one arm ; di'ess, short grey jacket, cord trousers, dark cloth peak cap, lace boots, left cut in top of toes. Description of the girl :— Age 14f, height about 4 ft. 6 in., complexion fresh, hair dark, eyes grey ; dress, black double- breasted jacket, trimmed with braid, collar lined with red silk, black dress with velvet body, fancy trimming, black straw hat, broad brim, button boots ; wears silver horseshoe earrings They hawk boot- laces, & c., and stop at common lodging- houses. Warrant issued. Information to Supt. Lacy, Chatham. LANARKSHIRE. 27.— Wishaw ( County).— For abandoning her child— MARY JANE SHIELDS, age 26, height 5 ft., slight build, complexion very dark, thin features, hair and eyes black, speaks with Scotch accent; a domestic servant or mill worker. Native of Carfin, Lanarkshire. She may be found cohabiting with William Rankine, a slater or plasterer, who is well known amongst slaters in Glasgow and West of Scotland. Warrant issued. Information to Supt. Morrison, Wishaw. LANCASHIRE. 28.— Wigan ( County).— For stealing £ 35, 6th inst., at Dalton— ROBERT TAYLOR, age about 35,. height 5 ft. 10 in., complexion fresh, hair light, heavy sandy moustache, Roman nose, red at end; dress ( when last seen) brown coat, dark vest and trousers. A militiaman. Is known as " SOLDIER BOB." May endeavour to leave the country. Warrant issued. Information to Supt. Brassington, Wigan. LEICESTERSHIRE. 29.— Leicester ( Borough).— For cruelty to a child, between September, 1893, and 9th inst.— ISAAC FLINT, age 35, height 5 ft. 9 or 10 in , TUESDAY, FEBRUARY 13, 1894. A bricklayer's labourer.— MARY ANN CART WRIGHT, age about 35, medium height, complexion dark, small eyes, well dressed. They absconded 9fch inst., having with them " MARTHA ANN FLINT, aged 10. Supposed on Iramp, and making their way to Wolverhampton, where the woman's mother resides. Warrant issued. 30.— Leicester ( Borough). — For uttering a forged promissory note for £ 10, 13th nit.— JOHN THOMAS SHELTON, alias JOHN DALBY, age 47, height 5 ft. 7 in., complexion fresh, hair ( turning grey), whiskers, moustache, and beard ( pointed at chin) dark, eyes hazel, mole on chest, wears silk hat, brown tweed overcoat with cape, gentlemanly appearance, and plausible manner. Was formerly in the 14th Hussars, and was arrested for desertion in 1876. Warrant issued. Information to Chief Constable Duns, Leicester. LINCOLNSHIRE. 31.— Gainsborough ( County).— For failing to report— Supervisee JOHN WILKINSON, Office No. 4583G, age 50, height 5 ft. 5 in., complexion fresh, hair dark brown, eyes brown, blue scar nnder left eye, scar right side of back, and on each kneecap, ring third left finger, ruptured right side. Sentenced at Grimsby Sessions, 20th October, 1893, to 3 calendar months hard labour, and 1 year police supervision, for larceny. 1223. Information to Supt. Oaborn, Gainsborough. 32.— Louth ( Borough). — For sacrilege, 13th inst.— HECTOR SCHOFIELD, an organ builder, age 29, height 5 ft. 9 in., complexion fresh, hair light brown, heavy moustache sandy, eyes blue, rather prominent front teeth, scar bridge of nose and under left eye: wearing black or grey tweed jacket and vest; shabby appearance. His modus operandi is to go to the caretaker of a church or chapel, stating he has come to repair the organ ; using the name of some prominent member who he states told him where to get the keys, he thus obtains admission, and clears the mission boxes. He stated he was employed by Messrs. Foster & Andrews, organ builders, of Hull. Native of Chesterfield. Previously convicted of similar offences at Sheffield, Mansfield, and Stockport. Warrant issued. Information to Head Constable Barham, Louth. NORTHAMPTONSHIRE. 33. — Northampton ( County).— For obtaining food and lodgings and money, by false pretences, 7th inst.— A MAN, age 40 to 4- 5, height 5 ft. 7 or 8 in., complexion very florid, blotched, hair dark brown, bald on top, running sore on right cheek ; dress, dark brown or black overcoat with velvet collar, dark brown trousers, black hard felt hat, white turn- down collar with largo corners, stripe tie, lace boots. He represented that he was a foreman for Brady & Co., London, and had come with 4 other men to erect a corrugated iron building in the neighbourhood. He may represent himself to be a hot water pipe operator, and give the name of EDWIN ROGERS. Warrant issued. Information to Supt. Webster, Northampton. 34.— Northampton ( Borough).— For obtaining 3 hearth- rugs by false pretences— A man who gave the name of W. H. ANDREWS, age 30 to 35, height 5 ft. 10 in., slight build, complexion fair, hair light ( rather long), long light moustache; dress, black cloth overcoat, black cardigan jacket nnder, grey vest and trousers, white collar, violet - and white tie, black hard hat, lace boots. Appear- ance of an upholsterer's fitter.
