Part - ILars as to stolen property will be likewise inserted in one issue, if sufficient to enable the ar/ tile in question to be thereby identified. 4. In vii oases where a reward is offered the name and address of some person responsible for the p'l/ rrent must be given, and the exact conditions be clearly stated. 5. P or traits of persons whose apprehension is sought for serious offences, and engravings of stoti r. property, will be prominently inserted, with detailed particulars, at a cost of 15*. per portrait, and of Is. Qd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 5 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZBTTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings wh. it/ 1 mag result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual, form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Parliamenl- st., Postal Order, or in Stamps. 13. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any oom- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at onoe notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points- Co) The amount of the reward. ( i>) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. S. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Notb.— There are 177 Stations of the Metropolitan FnUee Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1. — C. I. Department. — For stealing, 31st ult.— An opal brooch, set in gold ; a gold ring, set girnet and pearl, and various articles of ladie-,' clotliins:— ALEXANDER ARTHUR DOUGLAS, age 39, height 5 ft. in., complexion sallow, hair and slight side whiskers dark, moustache light brown, wen on forehead; dress, black suit, blue grey overcoat with velvet collar, high hat, carried a fawn- cilor check mackintosh, and black- handle silk umbrella ; was wearing 2 gold rings, 1 set moonstone, the other corals, 2 stones missing. He has in his possession a chequebook on the London and South Western Bank, where he has overdrawn his account. He may be wanted for other offence0. Warrant issued. 2.— D Division.— For forging and uttering, 10th inst., a cheque for £ 50 on the London and Westminster Bank, St. James' Square Branch — LANGHAM, age about 45, heiaht 5 ft, 7 or 8 in., stout build, complexion fresh, full face, hair and small side- whiskers light brown, eyes blue or grey ; dress, dark clothes, black felt hat. Respect- able appearance. A butler; associates with betting men. May be found in the provinces, or may endeavour to leave the country. 3. — G Division- — For fraud, 6th inst. FRANK WASHINGTON PYNE, late of 84, Farleigh Road, Stoke Newington, age 24, looks older, height about •'> ft. 7 in., complexion hair and moustache dark, eyes dark grey, a little near- sighted ; dress, blue overcoat, velvet collar, striped trousers, b'ack tie with light stripes, black hard felt hat. A clerk ; of gooi appearance and very plausible manner. Can sketch well. A native of Lancing, Sussex. Warrant issued. 4.— J Division.— For fraudulently converting to his own use £ 51 15s., as trustee to " Crown Court of Foresters," Loughton— JOHN WILLIAM PARKER, alias JOHN MORRELL, age 53, height 6 ft. 1 in., complexion fresh, hair ( bald on top) dark brown, turning grey, eyes light hazel, scar right hand, 2 moles right side of back, slightly pigeon- toed ; dress, black frock or cutaway coat, black vest, dark tweed trouser?, black hard felt hat. A native of Epping, Essex. Warrant issued. 5.— T Division. — For embezzlement, about 13th ult.— ARTHUR REVELL, age 21, height 5 ft. 5 in., stout build, complexion fresh, hair light brown, large eyes, clean shaved ; dress, blue Melton overcoat, black trousers, bard felt hat. A journey- man butcher. Supposed a native of Beccles, Suffolk. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 6.— For embezzlement and stealing a cheque for £ 298 Os. 6d.— JAMES CHARLES DAVIS, late of 19, Aberdeen- road, Highbury Grange, N., age 70, height 5 ft. 7 or 8 in., slight build, complexion ruddy, hair and whiskers grey, stoop', and suffers from asthma. Late rate collector for the parish of St. Katherine Cree. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. ANGLESEY. 7.— Holyhead ( County).— For the defilement of a girl under 13 years of age— 1THOS. JONES, age 21, height 5 ft. 6 in., complexion dark, thin face, liair, slight moustache, and eyes dark brown, narrow shoulders, stoops slightly when walking. Supposed working at Marly or Merthyr Yale, South Wales. Native of G walchmai, Anglesey. Warrant issued. Information to Deputy Chief Constable Davies, Holyhead. BERWICKSHIRE. 8.— Duns ( County).— For prison breaking, 8th inst.— JAMES McGUIRE, alias WRIGHT, age 44, height 5 ft in., hair ( turning grey) browD, eyes grey, coarse features, flat nose, scar over bridge; may be wearing an old grey coat, and double- peak cap. Native of Ga'ashiels. A notorious poacher. Warrant issued. 9.— Duns ( County).— For stealing a silver Uver watch, 31st ult. — WILLIAM MILLER, alias WILSON, MORRIS, MORRISON, & c., age 59, height 5 ft. 9 in., complexion swarthy, whiskers and moustache grey, shaved on chin, eyes grey, wart left of nose; dress, dark cloth jacket, grey tweed vest and trousers, pieced peak cap, dark tweed waterproof coat. An itinerant watch and clock cleaner; supposed native of Airdrie. Information to Deputy Chief Constable Moir, Duns. BRECONSHIRE. 10.— Talgarth ( County).— For stealing 1 pair brown cord trousers, black bone buttons, small hole inside left seam ; 1 white cord waistcoat, moleskin back and sleeves ; 1 dark cloth coat, old, white- and- red stripe running through, left pocket torn, all to fit a man about 5 ft. 3 in.— WILLI AM PENLEY, alias WILLIAM PAYNE, age about 24, height 5 ft. 2 in., complexion fresh, hair light brown, bald in front, and dent on head; dre? s, sleeve waistcoat, cord trousers, double- peak cap, leather leggings with straps, lice boots; may be wearing some of the stolen clothes. A farm labourer; has been a sailor. 2 THE POLICE GAZETTE. FRIDAY, FEBRUARY 16, 1894. Sappcmed a native of Gloucester. Sentenced at Talgarth, to 2 months imprisonment, 28th October, 1892, for larceny. DURHAM. 11.— JarrOW ( County).— For obtaining, 20th November last, at Whitbnrn, a silver patent lever watch, No. 7501, silver dial, gold chapters, bine steel pointers, minnte figures worn off; and an old- fashioDed verge watch, maker " Champion," Liver- pool— WILLIAM WILSON, age 40, height 5 ft. 7\ in., slight build, complexion sallow, pock marked, hair dark brown, slight dark moustache, eyes dark, scar back of neck, W. W. tattooed forearm ; dress, grey suit ( much worn), hard felt hat, lace boots. A watch and clock cleaner; native of Kelso. Warrant issued. Information to Supt. Fleming, Jarrow. ESSEX. 12— Chelmsford ( County).— For obtaining from a clothier, by false pretences, on 3rd inst., 1 serge reefer and vest, No. on ticket 1233, 1 vicuna ditto, No. 1224, 1 vicuna jacket and vest, cord edge, No. 1085, all black— A MAN, age 20 to 25, height about 5 ft. 5 in., complexion pale, hair dark, little or no hair on face; dress, black coat and vest, light trousers, red- and- black stripe jersey, blue skull cap, red socks, lace shoes. He took lodgings, giving the name of Dalton, stating that his father was about to open a draper's shop at Chelmsford, and obtained the goods on approval and is supposed tc have left with them about 4 P. M., 3rd inst. He is supposed to be one of tho men wanted at Ipswich and Reigate, see Case No. 30,12th ult., and 41 and 42, 19th ult. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. GLAMORGANSHIRE. 13.— Cardiff ( Borough).— For stealing, 8th inst., a blue cloth jacket and vest; a silver English lever watch ; and a gold curb pattern albert chain— JOHN GOULDING, a marine fireman, age 28, height 5 ft. 6 or 7 in., complexion, hair, and mous- tache dark; when last seeu was wearing the stolen coat and vpst, and a flat cloth cap with glazed peak. A native of Liverpool. 14.— Cardiff ( Borough). — For stealing, 10th inst.— 1 vest and 1 pair trousers, plaid speckled, with red stripe running through ; a crown piece, date 1890, ma^ e into a brooch, pin missing; and a long thin silver watch chain— WILLIAM LLEWELLYN, age 22, height about 5 ft. 8 in., stout build, round shouldered, complexion sallow, short black hair, clean shaved, lost front upper tcotb, little finger left hand turned inwards; dress, dark suit, black hard felt hat, flat top. A butcher. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 15. — Gloucester ( County). — For stealing £- 2iQ 6a. Cd.— ALFRED ORGAN, age about 50, height 5 ft. 9 § in , complexion fresh, hair ( heavy), whiskers, and moustache iron- grey; dress, rough black coat and vest, dark grey trousers, brown bowler bat, black bow tie, wears sleeve links marked " A."' and a heavy, old-' ashioned gold hunter watch, No. 7047, and chain, which he may try to dispose of. Warrant issued. Information to Deputy Chief Constable Philpott, Gloucester. 16.— Stroud ( County).— For embezzlement.— CHARLES ALFRED GADD, a clerk, age 28, height 5 ft. 4 or 5 in., complexion pale, hair, beard, and moustache ( cut short), and eyes dark, lost one upper front tooth, dtfect in pupil of one eye, is suffering from a bad throat, having recently had it cut in the inside; dress, when last seen, brown plaid suit, brown peak cap, brown plaid overcoat with velvet collar, may be wearing a thin black mackintosh. Native of The Thrapp, near Stroud. Warrant issued. Information to Snpt. Harrison, Stroud. HAMPSHIRE. 17.— Bitterne ( County).— For stealing a gold ring1 ( plain) and a gold horseshoe pin— HARRY BRYANT RICHARDS, age 17, height 5 ft. 2 or 3 in , slight build, complexion pale, hair brown, eyps grey, thin features, low forehead ; dress, light brown tweed suit, supposed black hard felt hat, narrow brim, lace boots. Native of Shirley, near North ampton. Warrant issued. Information to Supt. Matthews, Bitterne. 18.— Winchester ( City).— For deserting his children — WILLIAM TAYLOR, ago about 38, height about 5 ft. 7 in., complexion fair, thin features, hair and moustache brown An. outfitter's assistant. Absconded in April, 1893. Warrant issued. HERTFORDSHIRE. 19.— Ware ( County).— For obtaining a cheque by false pretences — JOHN HEARSON, alias GEORGE HEARSON, and WARICK, age about 27, height about 5 feet 7 jin., slight build, com- plexion pale, hair and small moustache dark; dress, dark blue serge suit, dark blue melton overcoat with velvet collar, black hard felt hat, wore a gold fetter- link double watch chain with compass pendant attached. Had the appearance of a sailor, and spoke of steam- ships, stating he owned three. Has com- mitted similar offences at Dartford and Woolwich. Warrant issued. 20.— Ware ( County).— For stealing a quantity of lead and zinc piping, guttering, and other fixtures— THOMAS BOXALL, alias TOM LEA, age 23, height 5 ft. 3 in., complexion fresh, hair and moustache brown, eyes blue, scar cheeks, back of left arm, and on left breast, mole left of neck ; dress, black overcoat, dark undercoat, large fancy pockets with lappets on hips, velvet collar, cord vest and trousers, black felt hat with broad brim, lace boots, white spotted neckerchief. Native of Enfield Town. Frequents common lodging- houses. Sen- tenced at Middlesex Sessions, 22nd October, 1892, to 12 months imprisonment for larceny. Information to Capt. Wymer, Supt., Ware. KENT. 21.— Chatham ( County).— For the abduction of Susan Hockey — A man known as " JIM," age about 20, height about 5 ft. 4 in., complexion fresh, hair very light, crest and woman's head tattooed on one arm ; dress, short grey jacket, cord trousers, dark cloth peak cap, lace boots, left cut in top if toes. Description of the girl :— Age 14^, height about 4 ft. 6 in., complexion fresh, hair dark, eyes grey ; dress, black double- breasted jacket, trimmed with braid, collar lined with red silk, black dress with velvet body, fancy trimming, black straw hat, broad brim, button boots; wears silver horseshoe earrings. They hawk boot- laces, & c., and stop at common lodging- houses. Warrant issued. Information to Supt. Lacy, Chatham. LANARKSHIRE. 22. — Glasgow ( City). — For embezzling £ 61 15s. 6d. — JAMES GRAHAM, age 27, height 5 ft. 7 or 8 in., stout and well built, hair, moustache and side whiskers light; dress, dark tweed jacket suit, round black felt hat. Late cashier in the employ of the Merryton Coal Com- pany. Warrant issued. Information to Chief Constable Boyd, Glasgow. LANCASHIRE. 23.— Old Trafford ( County).— For stealing shoemaker's tools, 5th inst., at Levenshnlme— A MAN, age about 30, height 5 ft. 6 in., hair and moustache sandy; dress, brown check jacket and trousers, black felt hat; speaks with strong cockney accent; a tramping shoemaker. Information to Supt. Bent, Old Trafford. 24.— Wigan ( County).— For stealing £ 35, 6th inst., at Dalton— ROBERT TAYLOR, age about 35, height 5 ft. 10 in., complexion fresh, hair light, heavy sandy moustache, Roman nose, red at end ; dress ( when last seen) brown coat, dark vest and trousers. A militiaman. Is known as " SOLDIER BOB." May endeavour to leave the country. Warrant issued. Information to Snpt. Brassington, Wigan. LINCOLNSHIRE. 25.— Gainsborough ( County).— For failing to report- r- Supervisee JOHN WILKINSON, Office No. 45836', age 50, height 5 fr. 5 in., complexion fresh, hair dark brown, eyes brown, blue scar under left eye, scar right side of back, and on each kneecap, ring third left finger, ruptured ri^ ht side. Sentenced at Grimsby Sessions, 20th October, 1893, to 3 calendar months hard labour, and 1 jear police supervision, for larceny. 1223. Information to Supt. Osborn, ( Jainsborough. NORTHAMPTONSHIRE. 26.— Northampton ( Borough).— For obtain- ing food and lodgings by lalse pretence*, between 17th and 28th ult.— WILLIAM DALTON, alias DAYTON, J. WILLIAMS, and ARTHUR DAY, age about 28, height 5 ft. 8 or 9 in., rather stout build, complexion fair, full face, small brown side whiskers, eyes blue, very large nose ; dress, plaid jacket and vest, check trousers, plaid cap with peak, all light, generally wears a pair of brown leggings. He obtains lodgings at eating houses by stating that he is a gamekeeper to a gentleman in the district. Talks of Uxbridge and Hemel Hempstead, Warrant issued. 27.— Northampton ( Borough).— For deserting his family— WILLIAM ROBERTS, age about 40, height 5 ft. 9 or 10 in., thin build, complexion and moustache dark. Warrant issued. 28.— Northampton ( Borough).— For obtaining 3 hearth- rugs by false pretences— A man who gave the name of W. H. ANDREWS, age 30 to 35, height 5 ft. 10 in., slight build, complexion fair, hair light ( rather long), long light moustache; dress, black cloth overcoat, black cardigan jacket under, grey vest and trousers, white collar, violet and white tie, black hard hat, lace boots. Appear- ance of an upholsterer's fitter. He called upon an upholsterer under the pretenco of making a purchase, and borrowed an envelope and some headed paper, on which he wrote an order, thus obtaining tho goods from another firm. SHROPSHIRE. 29.— Ludlow ( County).— Woodcut portrait and description of FRANCIS ROBERT GOODALL, a solicitor's clerk, whose apprehension is sought for obtaining £ 90 10s. by a forge! cheque— Age 19, height 6 ft. slight build, complexion sallow, hair ( cut short) sandy, eyes ( small) dark, walks erect aud turns his feet out, thick lips, long nose, very long arms and fingers, cross cuts on back of head, full- rigged ship, soldier and sailor, crown, anchor, sknll and cross- bones, two dogs fighting, birds, bracelet, & c., tattooed in red and blue on right arm and wrist; dress, when last seen, short browa jacket and vest, dark rib twill, rather small dark check trousers, pieced at bottom, light brown stripe cap. He left, 9th ult., for Liverpool, where he has friends. He may enlist in Army or Navy, or go to South Africa. Warrant issned. Information to Supt. Hayward, Ludlow. 30.— Oswestry ( County).— For stealing, 30th ult., 8a. 6d. and a pair of braces ( button hole at back sewn with black thread)— THOMAS JONES, r FRIDAT, FEBRUARY 1G, 1894 T H E POLICE GAZETTE. N O age 21, height 5 ft. 3 in., rather stout, complexion pale, hair brown, moustache light sandy; dress, black- and- grey plaid jacket, cord sleeved vest, cord trousers, blue- and- white spotted muffler, militia shirt, socks, and boots, black plush cap. A collier; sometimes travels the country hawking tins, combs, Ac. Carried a brown basket covered with oilcloth. Had with him a black- and- tan terrier pup. Is fond of siriging and dancing in public houses, and is known at Oswestry, Llangollen, and Widnes. Be- longs to the Wrexham militia. Warrant issued. Information to Supt. Langford, Oswestry. 31.— Whitchurch CCounty). — For embezzle- ment— EDWARD MORRIS, a brewer's traveller, age 3", height 5 ft. 8 in., complexion fresh, hair, side whiskers and moustache brown ; dress, when last seen, claret- color coat and vest bound with black braid, grey tweed trousers, bUck hard felt hat, lace boots. He al « o had a pair of brown plaid trousers, light dust- coat, and brown hard felt hat. Was formerly a clerk at Stoke- upon- Trent, and may seek similar employment. He is a baritone singer, and may be found singing in public housos. Warrant issued. Information to Supt. Edwards, Whitchurch. SOMERSETSHIRE. £ 2 REWARD. 32— Yeovil ( County)— For deserting his family — JOHN TAVENER, age 40, medium height, com- plexion fair, very light brown hair, deep scar on one side of forehead. Photograph may be obtained on application. The above reward will be paid by the Guardians of the Yeovil Union, for such information as will lead to the arrest of Tavener. Warrant issued. Information to Supt. Self, Yeovil. 33. — Bath ( City). — For embezzlement and stealing £ o0 9s. 9d.— FRANK ALBERT SMITH, age 35 to 40, height 5 ft. S or 9 in., slight build, complexion sallow, hair and whiskers ( few grey hairs), and moustache ( pointed) dark, speaks softly ; gentlemanly appearance, and good address ; dresses usually in dark clothes, black bowler or high silk hat ; wears a gold ring with heart and black cross thereon on forefinger of one hand. Absconded 6th inst. Warrant, issued. Information to Lt.- Col. GwyD, Chief Constable, Bath. STAFFORDSHIRE. 34.— Burslem ( County).— For desetting his wife and family — EDMUND GRACE, age 47, height 5 ft. 8 iu., complexion dark, hair black, eyes brown, dot tattooed between joint of forefinger and thumb right hand. He is well known to theatrical managers in London, aud has betn playing ia " Toe Pointsman" company, aud finished lhe tour with that company at Bradford, on 9th December last,. It is supposed that he is now engaged at a music ball ia London. Native of Douglas. Warrant issued. Information to Chief Supt. Hill, Burslem. 35.— Burton- On- Trent ( County).— For em- bezdement— JAMES LEONARD SIMMONS, age • 2,2, height 5 ft. 9 in., complexion fx- esh, hair brown, eyes grey, Roman nose; dress, dark or grey suit, black hard hat. Native of Bloxwich, Staffordshire. He was a police constable, stationed at Burton- on Trent as divisional clerk, in which capacity he received sums of money, which he converted to his own use. and absconded on 21st ult. Warrant issued. Information to Supt. In 1888, she resided at Cbelstow Hall, near Torquay, where she acted as nurse to a gentleman named Farmer, who was suffering from paralysis; they subsequently removed to Hormead Vicarage, Bun- tingford, Herts, where Mr. Farmer died and was buried, and it is re quested that if the deceased gentleman's relatives are known, information may be forwarded.
