Par/!, Altars as to stolen property will be likewise inserted in one issue, if sufficient to enable the art iile in question to be thereby identified. 4. In vi i gruet where a reward is offered the name and address of some person responsible for the p i ) rrent must be given, and the exact conditions be clearly stated. 5. Por traits of persons whose apprehension is sought for serious offences, and engravings of stuti r. property, will be prominently inserted, with detailed particulars, at a cost of 15 » . per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the cate may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 6. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 5 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for ins, rtion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whic/ i mat1 result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not Inter than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheq crossed " Drummond Sf Co.," Post Office Order payable at Parliamenl- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the retes on application. 14. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— V Division. — For obtaining £ 5 5s., by a worthless cheque, 14th ult.— JOHN E. MARTIN, alias WOOLLEY, age 50, height 5 ft. 8 or 9 in, com- plexion sallow, hair, whiskers, and moustache sandy, turning grey, stoops slightly; dress, dark clothes, brown soft felt hat. Is known in London, Liverpool, Bristol, Bath, Dover, and Maidstone. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. dress, brown cloth coat, brown cord trousers, light peak cap. Shoemakers ; natives of Macclesfield. Warrant issued. Information to Sapt. Downs, Macclesfield. BERKSHIRE. 2.— Maidenhead ( County). — For larceny, 25th ult.— A MAN, age about 40, height 5 ft. 7 or 8 in., slight build, complexion pale, hair brown, sandy whiskers under chin; dress, long dark over- coat, black jacket and vest, stripe trousers, white muffler, black hard hat, nearly new lace boots. Information to Supt. Dorrell, Maidenhead. 3. — Wallingford ( County). — For stealing, 15th ult.— A lady's small silver watch, No. 78829, silver chain with tassel attashed — A WOMAN, age 22, height about 5 ft, complexion fresh, hair dark brown, bad teeth ; dress, grey dress, trimmed with brown astracban round bottom, short black jacket, - with large black button?, small red shawl round neck, black sailor hat, old lace boots. Information to Supt. Borlase, Wallingford. BUCKINGHAMSHIRE. 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of i brown, slight moustache, the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( c) The person by whom it will be paid ( d) That the name and address of the printer appe& i thereon. 2. No expression must be used in such an advertise ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOT*.— There are 177 Station* of the Metropolitan JPniic* Force at tohich Notice* can be potted. 4. — Aylesbury ( County). — For obtaining money by false pretences— ALFRED PROWSE, age 28, height 5 ft. 7 or 8 in , complexion fresh, hair eyes dark; generally dressed in grey suit. Was sentenced to 18 months imprisonment at Reading Borough Sessions, on 29th July, 1891, for a similar offence. Is well known at Fleet, Hants. Warrant issued. Information to Deputy Chief Constable Webb, Aylesbury. CHESHIRE. 5.— Macclesfield ( County). — For larceny — RICHARD TURNER, age 29, height 5 ft. 6 in, complexion fresb, hair dark brown, eyes brown; dressed in brown cloth clothing, worn.— GOLIAH COCKITT, age 31, height 5 ft. 8 in, complexion florid, hair sandy, lost one eye ( supposed right); CUMBERLAND. 6.— Workington ( County).— For obtaining 3 hearthrugs by fraud, on 17th ult.— A MAN, age about 30, height 5 ft. 9 in., complexion fresh, thin face, moustache light, smart appearance; wearing blue overcoat, black hard felt hat, light tie. Similar frauds have been committed by him at Barrow- in- Furness, Whitehaven, and Carlisle. Infoimation to Snpt. Hope, Workington. DERBYSHIRE. 7.— Chesterfield ( Borough). — For stealing, 30th ult., 1 blue pilot cloth Chesterfield overcoat, lined black and blue check, black bone buttons; 1 jacket and vest, grey check with black stripes; 1 pair brown plaid trousers with red spots; 1 pair light lace boots, newly soled and heeled, size 9; a blue and red silk handkerchief; and £ 15 in cash— FREDERICK COCKER, age 31, height 5 ft. 9 in., complexion pale, hair brown, bald on top, long light moustache, walks erect; supposed dressed in the stolen clothes. Has served 12 years in the Army, and was stationed in South Africa, where he has expressed his intention of returning if he could get the money to do so. Warrant issued. Information to Head Constable Emery, Chester- field. ESSEX. 8.— Chelmsford ( County).— For assault aid threats — WILLIAM PETCHEY, a labonrer, age 24, height 5 ft. 9 in, stiff build, complexion, hair and moustache dark, speaks with a drawl; dress, drabbet jacket, cord vest and trousers, striped muffler, cheese- cutter cap. Associates with poachers. Warrant issued. 9.— Chelmsford ( County). — For embezzle- ment— JOSEPH CHALLIS, a journeyman baker, age about 36, height 5 ft. 8 in, slight build, hair, whiskers and moustache inclined to red. Absconded in October last. Warrant issued. 10.— Chelmsford ( County). — For obtaining 19th ult., by worthless cheque on the Bank of England, a set of new black brass- mounted harness, safes to hame- tugs and hames covered leather, in. saddle, straight flap, no kicking strap, bridle, brass chain front, square blinkers, flat double- ring bit, diamond device in leather on hame - tngs — J. PALMER, alias J. JOHNSON, age 45 to height about 5 ft. 8 in, complexion florid, hair 2 THE POLICE GAZETTE. Information to Deputy Chief Constable Somerset, Chelmsford. DORSETSHIRE. 11.— Dorchester ( County).— For obtaining money by false pretences, 22nd ult.— ANDREW THOMPSON ( supposed false), a Scotchman, age about 44, height 5 ft. 7 in., complexion fresh, hair black, clean shaved, sharp nose, high bridge, lost portion of 2nd anil 3rd fingers of one hand ; dress, double- breasted navy- blue jacket and trousers, black vest with thin white stripes, dark tie with reel spots, light brown cap, lace boots with large toe- caps. He stated he was engaged to repair railway bridges, and after obtaining food aud lodgings and a sum of money, which he stated was to pay for the carriage of his boxes, left for Maiden Newton, where he committed a similar fraud. Warrant issued Information to Supt. Devenish, Dorchester. GLAMORGANSHIRE. 12.— Cardiff ( Borough). — For stealing, lGth ult., j 3 Bank of England £ 10 notes ( 2 unrecovered, Nos.' H, 90 75049 and 75050— EDWARD HUISH, a private of the Welsh Regiment, age 24, height 5 ft. 4 in , 34| in. round chest, complexion fair, thin face, hair and heavy moustache light, eyes blue, smait appearance; dress, when last seen, pepper- and- salt mixture tweed suit, and hard felt hat. Had in his possession a black cloth jacket suit. Has been a blacksmith and a barman ; native of Weston- super- Mare or neighbourhood. Warrant issued. 13.— Cardiff ( Borough).— For forgery— F. J. SAUNDERS, an advertising agent, age 27, height 5 ft. 7 in., complexion fair, hair light brown, clean shaved, eyes grey. Recently employed by Messrs. W. D. & H. O. Wills, tobacconists, of Bristol, and Archer, of London, fixing enamelled letter advertisements on shop windows in different parts of the country. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 14.— Chipping Sodbury ( County). — For attempting to murder a police constable by stab- bing, on 24th November, 1893— JAMES EDWARD MUNCKTON, alias JAMES GOULD, and HENRY CANTER, age 40, height 5 ft. 7 in. without shoes, complexion fresh, hair ( inclined to curl, thin on top) and moustache brown, eyes dark grey, scar back of right upper arm, smait appear- ance; dress, brown overcoat with velvet collar, brown coat and vest, stripe moleskin trousers, dark silk neckerchief, white bowler hat, black leather leggings, lace boots ( fronts cut through and sewn over), was wearirg a steel chain and silver watch; frequently changes hisjdress. Is mnch addicted to drink; a tramping saddler. Native of Coombe St. Nicholas, Somerset. Has been in the Horse Artillery. Warrant issued. Information to Snpt. Critchley, Chipping Sodbury. 15.— N O rt h I eaC h ( County).— For embezzlement — GEORGE HENRY DAVENPORT, late relieving officer of the Northleach Union, age about 40, height about 5 ft. 6 in., complexion fresh, hair ( turning grey) dark brown, bushy whiskers and moustache brown, eyes hazel; dress, supposed, black rib coat and vest, blue cloth trousers with black stripes, black hard hat. Formerly a school- master, and supposed native of Cirencester. Was last seen at Bristol. Warrant issned. Information to Snpt. Everiss, Northleach. HAMPSHIRE. Id. — Southampton ( Borough). — Woodcut portrait and description of JAMES WILLIAM FLETCHER, whose apprehension is sought for stealing £ 24, on 25th Dec.— Age 34, height 5 ft. 6 or 7 in., complexion fair, hair ( turning grey) brown, eyes blue or grey; drees, brown overcoat, pepper- and- salt colour breoches and gaiters, light cloth cap. Has been in the King's Royal Rifles. A native of Woolston, Southampton. Warrant issued. Information to Chief Constable Berry, Southamp- ton. HERTFORDSHIRE. 17. — Hemel Hempstead ( County). — For assault— GEORGE FOSTER, age 30, height 5 ft. 10 in., complexion ruddy, hair light brown, eyes blue, top of fingers right hand deficient; dress, black pilot jacket, dark cloth trousers, grey cloth cap ; fond of drink and loose company. A painter; native of Hemel Hempstead. Warrant issued. 18.— Hemel Hempstead ( County). — For stealing a double- barrel gun ( breech- loader), under lever, No. 12 bore, Egg, Pall Mall, London, maker — J. WILLIAMS, a cowman, age 28 ( looks younger), height 5 ft. 7 in , complexion fair, hair light brown, eyes grey, light moustache, no whiskers, prominent nose ; dress, brown mixture breeches, brown leather leggings, cloth cap; talks a great deal about shooting. A native of Cheshire. Warrant issued. Information to Supt. Frogley, Hemel Hempstead. 19.— Ware ( County).— For obtaining money by false pretences— WILLIAM DENNIS, alias JEN- KINS ( eupposed false), age 30 to 40, height 5 ft. 7 or 8 in , complexion, hair, and eyes dark, clean shaved ; dressed in dark clothes. He calls at gentlrmen's houses stating that he is a butler out of a situation, that he has been an in- patient of the cancer hospital, that his wife and children are in the workhouse and he requires help to get his home together and get them out, or some similar tale. He generally states that he has been recommended to call by some well known neigh- bouring resident. Warrant issned. 20.— Ware ( County).— For larceny— A MAN, age about 38, height 5 ft. 8 or 9 in., lost left eye, first two joints of one forefinger deficient; dress, dark mixture morning coat, black vest, light cord trousers, old lace boots. Is accompanied by a woman, and a boy, age 12. 21.— Ware ( County).— For obtaining a cheque by false pretences— JOHN HE ARSON, age about 27, height about 5 feet 7 in., slight build, com- plexion pale, hair and small moustache dark ; dress, dark blue serge suit, dark blue melton overcoat with velvet collar, black hard felt hat, wore a gold fetter- link double watch chain with compass pendant attached. Had the appearance of a sailor, and spoke of steam- ships, stating he owned three. Warrant issued. 22. — Ware ( County). — For larceny — TOM LEE, age about 25, height about 5 ft. 3 in., stout build, slight light moustache ; dress, mixture morn- ing coat and vest, brown cord trousers, black hard felt hat, mauve- and- white spotted neckerchief, small plaid cotton shirt. He may be accompanied by a woman, known as Nell Lee, an Irish cockney, age about 25, short, slight build, complexion very pale, dark brown hair; and a half- bred whippet tlog, brown patch over right eye, tail docked. Information to Capt. Wymer, Supt., Ware. LANCASHIRE. 23.— Warrington ( Borough).— For failing to report— License Holder THOMAS WILSON, alias JOHN WILSON aud THOMAS JONES, Office No. 45410, age 27, height 5 ft. 9 in., complexion fresh, hair brown, eyes grey, left thigh has been broken, tattoo marks back of left forearm and hand, two dots between left thumb and forefinger, scar on right side upper lip, and front of right chin, rather long nose. Sentenced at Liverpool Sessions, 29th October, 1889, to 5 years penal servitude for shopbreaking. Licensed 31st October, 1893. P 460. Information to the Chief Constable of War- ringtcn. OXFORDSHIRE. . 24.— Oxford ( City).— For stealing, 16th ult.,. 1 lady's gold watch, chased at back; 1 long gold chain, composed of large and small links ; a 5s. piece, dated 1696, gold- plated ; 1 small locket with photo of female; 1 small gold cross; and 2 gold- plated bangles— A MAN, age 28, height 5 ft. 4 or 5 in., complexion fair, light moustache ; dress, drab mix- ture overcoat, grey- and- black stripe trousers, hard felt hat, strong lace boots. Information to Chief Constable Head, Oxford. PEEBLES. 25.— Peebles ( County).— For stealing a gold keyless half- hunter watch, centre seconds, repeater, Nos. 6578 and 11926; and a gold scarf pin, set pearls and lapis ' lazuli in shape of a horse- shoe— JAMES DALZIEL MORTON, a private of the Highland Light Infantry, age 21, height 5 ft. 9 or 10 in., complexion sallow or pale, hair black, very slight dark moustache, dark brown eyes and eye- brows, peculiar habit of twisting his right foot when walking; dress, when last seen, dark grey tweed suit, dark blue overcoat with velvet collar and large buttons, black billycock hat, was wearing the stolen pin. He left Edinburgh for London, on 2nd inst., carrying a bag containing a suit of livery, " H. L. I," on buttons. Information to Deputy Chief Constable Arrol, Peebles. SOMERSETSHIRE. 26.— Glastonbury ( County).— For housebreak- ing, 28th Dec, at Godney, and stealing a erey cloth coat and a stripe flannel shirt— WM. VOWLES, age 24, looks older, height 5 ft. 11 in., complexion, hair, slight moustache, and side whiskers dark, eyes hazel, rather thin pale face, high cheekbones ; dresss, supposed grey cloth coat, old brown trousers, black bowler hat. Supposed wearing the stolen articles. Native of Meare, Somerset. Warrant issued. Informa ion to Deputy Chief Constable Bisgood, Glastonbury. 27.— Bath ( City). — For larceny, 20th ult. — JOHN MACDERMOT, age 28 to 30, height about 5 ft. 7 in., complexion, hair, and moustache dark, full face; dress, black overcoat, and dark stripe trousers. Collects bottles, & c. Is accompanied by his wife, age about 23, fair complexion, and 2 children ( a boy of 5, and a baby about 15 months old). Warrant issued. Information to Lt.- Col. Gwyn, Chief Constable, Bath. STAFFORDSHIRE. 28.— Burslem ( County).— For the defilement of a girl, age 11— THOMAS WEBB, a collier, age 36, height 5 ft. 5 or 6 in., rather stout build, complexion dark, round face, hair and moustache ( cut short) dark, eyes dark brown, left arm tattooed, cut mark top of head and bridge of nose; dress, black worsted cloth coat, sacque shape, dark vest, black cloth trousers ( patched at knees), brown cloth cap with red and white spots, and clogs, all much worn. Native of Chesterton, Staff. Warrant issued. Information to Chief Supt. Hill, Burslem. 29.— Newcastle- under- Lyme ( Borough).— For stealing, 26th ult.— A bay mare, aged, 15 hands 1 or 2 inches, in good condition, hog mane, worn where rubbed by a strap, chipped knees; an old saddle, one stirrup- leather has been repaired'; and an old bridle with rusty snaffle bit— GEORGE HOP TUESDAY, FEBRUARY 13, 1894. T H E POLICE GAZETTE. 3 WOOD, age 18, height 5 ft. 4 or 5 in., complexion and hair dark, eyes brown, round fa'e, slender build ; dress, black jacket and vest ( silk let in jacket collar), dark cloth trousers brown stripe, white collar and front, militia boots, black hard felt hat, A labourer; native of Hanley. Previously con- victed of burglary and other offences. He obtained the mare by Btating a lady had sent him for it to ride to Endon, and may endeavour to dispose of it at an auction or fair. Has a consider- able amount of money in his possession and may - endeavour to leave tho country. Warrant issued. Information to Chief Constablo Taylor, Newcastle- nnder- Lymo. SURREY. 30.— Reigate ( Borough).— For larceny, by means of trick—" W. EDWARDS " ( supposed false), age about 33, height 5 ft. in., slight build, rather round shouldered, complexion sallow, hair ( thin) light brown, clean shaved, lower part of face narrow, lips tbin and purple, sunken cheeks, broad high forehead, spittle comes to lips when talking, very small discoloured teeth, having spaces between them; speaks in a measured guarded manner, and lowers his eyebrows when looking at one ; cadaverous and drawn countenance, as if from excessive drinking. Fond of smoking. Has a broken - down clerical or tutor's appearance. Had several new suits in his possession. Accompanied by bis wife, age about 30, height 5 ft. 7 in., thin, stooping, com- plexion dark, hair dark brown, rather high cheek- bones, rather round shoulders, and contracted chest; feigns deafness; dress, navy- blue whip- cord serge dress ; and by a boy, age complexion and hair fair, teeth similar to his father's; dress, sailor suit. This man came to this district 10 months ago, and left on 1st October last, greatly in debt to shop- keepers, having obtained their confidence by paying for goods in first instance, and, before leaving, he passed 5 cheques, on Williams Deacon, Manchester and Sa'ford Bank, Limited, Rusliolme Branch, in payment of account, and in each case received several pounds in change. Information has been received that ne is now passing cheques on " Gurney's Bank," Felixstowe, in name of ALLEN. Warrant issued. Information to Head Constable Morant, Redhill. SUSSEX ( EAST). 31.— Lewes ( County).— For stealing, 24th Dec., at Ringmer, a silver verge watch, maker— Tanner, Lewes— GEORGE HUNTLEY, age 42, height 5 ft. 5 or 6 in., rather stout build, complexion fair, hair and moustache light; dress, grey suit, white neckerchief, peak cap, heavy boots. A labourer; native of Ringmer. Warrant issued. Information to Supt. Relf, Lewes. 32.— Hastings ( Borough).— For larceny, 17th ult.— W. SEYMOUR, age about 22, height 5 ft. 5 or 6 in., complexion fair, hair brown, moustache light; dress, dark suit, black hard felt hat. Recently lodged in Stamford- street, Strand.— A MAN, age about 20, height about 5 ft., complexion, hair and « yes dark, prominent hook nose, Jewish appearance; dress, dark suit, round crown felt hat. 33.— Hastings ( Borough).— For deserting his wife— JAMES WHYMARE, alias TRIGGS, age 45, height 5 ft. 6 in., complexion, hair ( turning grey), and eyes dark, J. T. left arm ; dressed as a labourer; of slovenly appearance, and dissipated habits. Warrant issued. Information to Chief Constable Glenister, Has- tings. TYRONE. 34. — Aughnacloy ( County). — For failing to appear to her bail at the Quarter Sessions, Dun- gannon, 15th ult., on a charge of larceny— MARY JACKSON, alias GEERY, or McGEERY, a house- maid, age about 40 ( looks younger), above medium height, complexion fresh, regular face, wears dark brown wig with rather heavy fringe on forehead, • eyes dark ; well dressed. A native of Cumberland. Wae head housemaid at Caledom Hill, Tyrone, and has been in similar situations in England and abroad. Warrant issued. Information to District Inspector Gamble, Augh- nacloy. WILTSHIRE. 35.— Malmesbury ( County).— For horsesteal- ing, 18th ult., at Grittenham— A MAN, age about 33, height 5 ft. 10 in., complexion fresh, hair brown, heavy light brown moustache; dress, blue pilot coat, cord or grey cloth trousers, grey peak cap, heavy lace boots. Their modus operandi is to take lodgings in a respectable neighbourhood, and, after being there a few days, write to or call on one of the principal tradesmen in the locality, asking for large quantities of goods to he sent on approval, which they imme- diately dispose of, either by pledging or hawking, and then decamp without paying for their lodgings They were sentenced to 6 weeks imprisonment at Derby Quarter Sessions in 1886 fo:' similar offences, and it is supposed that there are other convictions against them.
