Part it m/ j is concerning persons whose apprehension is sought will be inserted in one issue of the POLICK F/'/ ZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Part ? Uars as to stolen property will be likewise inserted in one issue, if sufficient to enable the arliile in question to be thereby identified. 4. In vU oases where a reward is offered the name and address of some person responsible for the p i j/ rrsnt must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stohr. property, will be prominently inserted, with detailed particulars, at a cost of 15j. per portrait, and of Is. 6 d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of anofficer of not less rank than Superintendent; ana, if the name of such person berequired to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. REGULATIONS. 8. A nnouncements of all persons to be apprehended or of stolen property hear a nu tuber, ana « .. e alphabetically arranged by counties. g. The force whicx. causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whic/ i may result from such publication. 11. Announcements for the Friday issue should be forwarded so as tt be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They muse be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Ya- d, by cheq ue, crossed " Drummond Sf Co.," Post Office Order payable at Parlxamenl- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. 1.— The composition of the Friday No. Of the " Police Gazette" will be found arranged for easy reference as follows :— ( a) Regulations at top of 1st page. ( b) Apprehensions Sought. ( 1). Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any oom- plaints as to the non- delivory or of irregularity in the date of delivery of the POLIOS GAZETTE, may be at once notified to the Editor. < d) The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( J) The conditions on which it is payable, ( fl) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 8. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTI.— There are 177 Station of the Metropolitan Police Force at which Notices can be potted. METROPOLITAN POLICE DISTRICT. SPECIAL NOTICE. Numerous complaints have been received by the Metropolitan Police, for many years past, of frauds committed in the province 3 throughout the United Kingdom, by the sale of the following articles:— " The Stramonium Cigarette," " The Bronchial Cigarette," " The Herbal Cigarette," " The Jubilee Marking Ink," " The Whitby Jet Marking Ink," " The Cosmopolitan or Crown Cement." The method of carrying out the fraud is as follows :— The tradesman selected as a victim is generally tempted by a promise to be made district agent, to be supplied with an automatic machine or a show- case, to have his name, as the local agent, printed on paper bags, and advertised in a local newspaper, etc. In this way, the pretended traveller, producing a bill or memorandum form with a printed address, purporting to be that of the company or firm ( generally in the East End of London), manages to effect a sale, allowing as a discount the first quarter's salary as a district agent. Sometimes an agreement is made that the cigarettes, etc., are not to be sold till the arrival of the machine, and that if not gold within six weeks the money will be returned. The cigarettes, etc., are found to be unsaleable, and nothing more is heard from the traveller or firm. Enquiries made in London indicate that the pre- tended travellers, of whom there are several, occupy a rocm for a short time, their letters being for warded to them by arrangement at provincial post offices. The unoccupied room is given as the address of the firm or company. Amongst the names most frequently given by the pretended travellers were " H. Perry," " C. J. Rose," " S. Wilson," " A. Smith," " W. R. Snell," " B. W. Myers," " D. Myers," " J. de Costa," " Jonas Ellis," " W. Collings," " M. Morris," " J. Hunter, V'D. Stephens," " J. Henry," alias " Hunnett, " J. W. Graham," and " E. P. Corder." Of the names of firms given, the following do not exist:—" E. Ware & Co.," 38, Beaumont- street; " Rose Isaacs," G, Beaumont- street; " Collins & Sons," East Dnlwich; " Stramonium Co.," 3A, Shandy- street; " M. Adams," 3A, Shandy- street. Asher Ellis, of 56, St. Peter's- road, which is identical with 56, Cephas- street, is a maker of Stramonium Cigarettes, and he denies that he has any travellers in his employ. The following cases in the " Police Gazette," refer to this method of committing fraud:— Casj No. 15, 15th August, 1884; Case No. 94, 17th Octo- ber, 1884; Case No. 108, 14th November, 1884; Case No. 51, 4th June, 1886; Case No. 5, 7th July, 1889. No action can be taken by the Metropolitan Police unless process is first obtained. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— C Division. — For stealing 11a. 6d., on 18th nit.— ERNEST HERRTAGE, age 25, height 5 ft. 7 in., complexion pale, clean shaved, hair ( tuft on forehead) light; dress, dark blue overcoat with velvet collar, black frock coat, dark trousers, white tie, black silk hat; shabby- genteel appearance. Warrant, issued. 2.— D Division.— For obtaining goods from drapers, 29th and 30th nit., by falsely stating she had been sent for same by a lady— A WOMAN, age 25 to 30, height 5 ft. 8 in., complexion fresh, full face, hair dark brown ; dress, dark blue dress, dark cloth jacket and fur, small bonnet and veil; of respectable appearance, and quiet and ladylike manners. Warrant issued. 3.— E Division."— Portrait and description of EDWIN THOMAS TADMAN, late a solicitor of 4, Gray's Inn- place, Holborn, and Cromer Lodge, We at Hampstead, whose apprehension is sought for appro- priating trust property to his own use— Age about 42, height 5 ft. 7 or 8 in., hair and moustache very dark, full face, cheeks and neck very fleshy, smill wart on one eyelid, walks quickly and erect, weight about 15 stone; dresses well, and of gentlemanly appearance. Has relatives residing at Denton Court, near Gravesend, and said to be well known to police and other officials there. Is identical with Edwin Thomas Tadman ( Case No. 1, Police Gazette, 4th August last), wanted for disobedience of an order of the Bankruptcy Court. Warrant issued. 6 T H E POLICE GAZETTE. TUESDAY, DECEMBER 215, 1893. 4 H Division. — For falsifying accounts— I HENRY PERCY SIMMONS, age 35, height 5 ft. 5 in., complexion florid, hair and moustache light, eyes blue, pimples on face; is fond of billiards ; usually dressed in dark clothes. It is alleged that he has been seen recently in Wolverhampton and Stafford, dressed as a clergy- man, soliciting contributions for charitable purposes. Is likely to visit Birmingham, Leeds, Manchester, and surrounding towns. Warrant issued. 5— L Division.— For obtaining £ 3 5s., by representing himself as the owner of Albert Pottery Works, Tunstall, Staffordshire— ERNEST WALKER, alias HENRY ALLDIS, age 40, height 5 ft. 6 in , slight build, complexion, hair, and eyes dark, teeth very much decayed ; dress, dark suit, black hard felt hat, turn- down collar, small white tie. A native of Hanley, Staffordshire. Warrant issued. 6. — N Division. — For larceny ( servant)— ALFRED WATTERS, M. S. C. conductor, badge No. 13080, age 28, height 5 ft. 5 or 6 in., complexion fresh, hair brown, eyes hazel; dress, blue melton overcoat, black hard felt hat. Warrant issued. 7. — N Division. — For larceny ( bailee) — JOHN MITCHELL, age about 23, height 5 ft. 9 or 10 in , complexion and hair dark, clean shaved, right leg short; dress, dark clothes, cloth peak cap. He obtained 3 watches under pretence of cleaning them, and absconded. A native of Burgess- hill, Essex, where he worked as a brickmaker. His father is said to be employed at Brighton Gas Works. Warrant issued. 8.— Y Division.— For larceny ( servant) — MARTHA HEUGILL, age 18, height 5 ft. 3 in., slight build, complexion fair ( freckled), hair brown, eyes blue; dress, brown frock, black jacket, trimmed braid, large round black felt hat, turned up at front and back, trimmed black ribbon and bird's wing. Her father resides at Eden street, Saltburn, where she may visit. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. 9.— T Division. — CHARLES IRWIN, Case No. 1, 26th August, 1692, warrant withdrawn. CITY OF LONDON. 10.— For stealing £ 33 Gs. 8d.— ALFRED DOW- LAND, late of 54, Glengall - road, S. E., age 15, height about 5 ft., complexion fair and pale, pug nose; dress, dark tweed ulster with cape, dark tweed jacket suit under, hard felt hat. An office boy. Absconded 23rd ult. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 11.— Maidenhead ( Borough).— For stealing, 23rd ult., at Bojne Hill— 1 black hard felt hat ( narrow brim) ; 1 pair lace boots ( worn) ; 1 black mackintosh ( recovered) ; 3 pictures in frames, sub- jects— 1, an actres in low dress, 1, rough- headed boy, 1, fisherman with his daughter btanding near his boat— HENRY BISHOP, age 33, height 5 ft. 7 in., complexion, hair, and Email side whiskers dark, black moustache, eyes dark; dress, black coat and vest, light grey trousers with dark brown stripes, hard felt hat ( narrow brim), stand- up collar, broad tie. May be wearing the stolen clothes; of military appearance, having served in the 2nd Battalion Worcester Regiment; is known at Aldershot, New Town, Droitwicb, and Worcester. Native of London. Warrant issued. Information to Supt. Taylor, Maidenhead. BUCKINGHAMSHIRE. 12.— Buckingham ( County).— For stealing 2 sheep ( recovered), 28th October — JOSEPH KINGSLEY, a drover, age about 50, height 5 ft. 5 or 6 in., red blotchy face, hair and eyes brown, struts when walking; dress, brown velveteen jacket, cord trousers, black hard felt hat, brown leather gaiters. Is well known to cattle dealers, and attends most of the Midland Counties' fairs and markets. Warrant issued. Information to Supt. Clarke, Buckingham. CAMBRIDGESHIRE. 13.— Cambridge ( Borough).— Woodcut por- trait and description of HENRY M. TAYLOR, a draper's cashier, whose apprehension is sought for stealing £ 111 9s— Age 22, height 5 ft. 7 in., eom- plexion pale, oval face, hair and slight moustache brown, eye3 ( bright) dark brown, straight nose, good looking; dress, blue double- breasted overcoat with large pearl buttons, dark trousers, black hard felt hat, black silk wrap with white figures, plaid tie, stand- up collar, lace boots; has also a brown tweed suit. Carried a brown leather handbag and brown paper parcel with a small square box attached. Had in his possession seven Bank of England notes, Nos. E | 38 90480, E | 41 41241, P | 98 09013, R | 1 39906, E | 20 54769, E | 51 06559, E | 45 70720. Hia parents reside at Tunis- road, Shepherd's Bush, and he is supposed to have friends in Russell- square, London. Is supposed to be accompanied by Dollio Horobin, age 22, height 5 ft. 2 or 3 in., hair and eyes dark; dress, black jacket, navy- blue velvet hat. She had with her a tin trunk, a black leather portmanteau, and a tin hat- box. It is requested that inquiry be made at shipping offices and outward bound vessels. Warrant issued. 14.— Cambridge ( Borough).— For incurring a debt for board and lodgings, by fraud— ARTHUR ELLIS, alias FREDERICK STEWARD, and Prof. YENNO, age 29, height 5 ft. 2J in., com- plexion sallow, oval face, hair dark brown, eyes grey, small scar left temple, molo left collar- bone. A native of Huddersfield. Is the same as described in Case No. 90, 27th October last. Warrant issued. Information to Chief Constable Inne3, Cambridge. CHESHIRE. 15.— Chester ( County).— For stealing 14 fowls, at Dodleston, on 24th ult.— WILLIAM HOPKINS, age 30, height 5 ft. 9 in., complexion fresh, hair brown, small rough sandy moustache, rough, bully appearance ; dress, black coat and vest, clean white moleskin or cord trousers, black hard felt hat, lace boots. A striker ; native of Saltney, near Chester. Warrant issued. Information to the Chief Constable, County Police, Chester. 16.— Middlewich ( County). — For failing to report— License Holder JOHN NELSON, Office No. 40513, age 54, height 5 ft. 3^ in., complexion fresh, hair grey, eyes grey, scar bridge of nose, each eyebrow, back of right hand, and top of right shoulder, mole top of left shoulder and on left shoulderblade. Sentenced at Manchester, 28 th July, 1875, to 20 years penal servitude for manslaughter. Licensed 11th Nov., 1890. B 956. Information to Supt. Large, Middlewich. DENBIGHSHIRE. 17.— Denbigh ( County).— For stealing jewellery, & c. ( see Case No. 58, 17th ult,) — ARTHUR PIERCE, alias FRANK DAY, and SCOTT, age about 35, height 5 ft. 6 in., stout tuild, complexion fresh, round features, short neck, hair ( cut short) and moustache dark brown, may have small side whiskers ; dress, dark blue pilot cloth overcoat with velvet collar, dark trousers, coat and vest, low hard felt hat, may be wearing a cap. Carried a walking stick with hook handle. Was last heard of at Parr- street, Liverpool. Warrant issued. Information to Supt. Jones, Denbigh. DEVONSHIRE. lg Exeter ( City).— For embezzlement— WIL- LIAM HAWKINS, age 27, height 5 ft. 1 in . rather stout build, complexion fresh, hair and moustache dark brown, weak eyes ( left bloodshot) ; dress, blue overcoat with velvet collar, brown mixture suit, low black bowler hat, dark tie, laco boots, with square toes, generally carries left hand in overcoat pocket. A coal and manure merchant's clerk, and may seek similar employment. He is likely to be found at Constitutional clubs, hotel bars, theatres, or with loose women. Warrant issued. 19.— Exeter ( City).— For fraudulent bankruptcy — JOHN GRATTAN, an Irishman, age 40 to 45, height 5 ft. 8 in., complexion fresh, hair and mous- tache dark ( turning grey), small imperial, otherwise clean shaved, full eyes, rather flat forehead, false teeth, two of which are prominent when he laughs, and has a habit of sucking them, twitches his face when talking, walks erect; usually dressed in blue serge suit, but sometimes wears a light suit, and an overcoat with imitation astrachan collar. He carried on a business as a boot and shoe manufacturer at Exeter, but has since taken a shop at Kingsbridge. May endeavour to leave the country. Warrant issued. Information to the Chief Constable, City Police, Exeter. DORSETSHIRE. 20.— Poole ( County).— For deserting his two children— WILLIAM PROUDLEY, age about 40, height 5 ft. 4 or 5 in., stout build, complexion fresh, hair, full beard, aad moustache brown, tattooed arms and chest; dress, brown coat, moleskin vest aud trousers, cap, heavy boots. Has been in the Navy. Native of Poole. Warrant issued. Information to Deputy Chief Constable Hains, Poole. ESSEX. 21.— Grays ( County).— For burglary, 25th ult, and stealing 1 long black diagonal overcoat, 1 black diagonal morning coat and vest, 1 ditto waistcoat, 2 serge jackets, 1 silk handkerchief, 1 light colour skull- cap, 1 pair of boots, nailed, tips heels and toes— FREDERICK THOMAS HINTON, age 18, height 5 ft. 5 in., complexion fair, rather full face, hair ( cut short) brown, eyes blue; dress, pepper- and- salt colour suit, light cap. Native of New Cross, London. ALBERT EDWIN RANSOM, age 17, height about 5 ft. 7 in., complexion fresh, hair brown, eyes blue, sharp appearance; dress, long black diagonal overcoat, blue serge jacket, drab trousers, lace boots— supposed to be the stolen property. Native of East Dulwich, London. Information to Supt. Jordan, Grays. GLOUCESTERSHIRE. 22.— Chipping Soabury ( County). — For wounding a constable with intent to murder, on 24th ult.— A MAN, age. about 37, height about 5 ft. 10 in., complexion fresh, hair ( curly), heavy moustache and side - whiskers brown, slightly knocked- kneed; dress, brown overcoat with velvet collar, brown coat and vest, cord trousers, whiSe bowler hat, lace boots, fronts cut down to caps and sewn over with large wax- end. A tramping sail- maker or saddler. Information to Supt. Critchley, Chipping Sod- bury. HAMPSHIRE. 23.— Aldershot ( County),— For embezzlement — WILLIAM HARRY ROSE, age 32, height 5 ft. 5 or 6 in., rather stout build, complexion, hair, and eyes very dark, moustache dark; dress, black cloth reefer coat with silk facings, black vest and trousers, black hard felt hat. Has been employed as an upholsterers' salesman, and may seek similar employment, or at corn merchants, or at hotels as waiter. Is well known at Basingstoke, Farnham, and Guildford. Warrant issued. Information to Deputy Chief Constable Stephen- son, Aldershot. 24 — Southampton ( Borough). — Forembezzle- ment— JOHN HIBBERD, age 22, height 5 ft. 7 in., complexion fair, hair brown, eyes dark; dress, black FRIDAY, DECEMBER 22, 1893. THE POLICE GAZETTE. 3 overcoat, dark tweed jacket and vest, dark trousers. Has served three years in the Medical Staff Corps, and is now in the Army Reserve. A butcher; native of Southampton. Warrant issued. Information to Chief Constable Berry, South- ampton. HEREFORDSHIRE. 25.— Hitch in { County).— For stealing a watch ( recovered)— JAMES SIMPSON, age abont 35, height about 5 ft. 9 in., short dark woolly hair, slight side whiskers and moustache ; dress, when last seen, brown overcoat ( worn) and undercoat, check trousers recently washed, hard felt hat, lace boots ( patched). A painter, has worked at Hitchin, Hereford, Watford and Luton. Warrant issued. Information to Supt. Rtynolds, Hitchin. HERTFORDSHIRE. 26.— Hertford ( County).— For absconding from Hertfordshire Reformatory, also stealing, 20th August last, from Hertford Infirmary, five Bank of England £ 5 notes, four of which are dated 6 5.93, and numbered 61515, 61516, 61517, and 61518; £ 10 3s. cash ; and a gentleman's gold signet ring— RICHARD GODDARD, age 19, height 5 ft. 5 in., complexion pale, hair light brown, eyes ( sunken) grey, hollow cheeks, low forehead; dress, dark blue cloth Glengarry cap, trimmed with broad black braid, surmounted by narrow rel braid, drab Derby tweed jacket and vest, buttons same colour as cloth, round roll collar, cord trousers with white bone buttons, blue- and- red striped cotton shirt with collar, bright red tie, grey cotton socks, strong lace boots, nailed diagonally across soles, nearly new ; clothing numbered " 448." A native of Folkestone. Information to Supt. Parish, Hertford. LANCASHIRE. 27.— Ormskirk ( County).— For embezzlement— ARTHUR SMALLEr, age 26, height 5 ft. 5 or 6 in., complexion pale, hair light brown, light moustache, eyes light grey, small pupils ; dress, brown overcoat, butcher's blue coat and apron, cardigan jacket, brown cloth vest, black and grey stripe trousers, dark grey cloth cap with ear laps, lace boots. A butcher's assistant; native of Leeds. Has worked in the suburbs of Liverpool, and has friends residing at Garston, and at Mexborougb, near Doncaster. Warrant issued. Information to Supt. Jervis, Ormskirk. 28.— Liverpool ( City).— For failing to report— License Holder JOHN WHITE, alias SANDERS, DAYIES, and NELSON, Office No. 45471, age 48, height 5 ft. 1 in., complexion dark, hair black, eyes blue, flat feet, birthmark left side, scars each knee and back of neck, and right shoulderblade. Native of Birmingham. Sentenced at Warwick Assizes, 29th July, 1887, to 5 years penal servitude, and remanet of former sentence for larceny ( person) at Coventry. Released on second license 10th ult. JN 564. Information to the Assistant Head Constable, Liverpool. 29.— Salford ( Borough).— For stealing a number of watches — HENRY LIEDKE, alias CASEY, age 36 or 37, height 5 ft. 8 or 9 in., complexion fresh, hair and moustache light brown, eyes grey, no whiskers; dresses respectably. A native of Switzerland. About 5 years ago he was in business, in the name of Casey, as a tobacconist and jeweller, in Booth- road, Cardiff, and prior to that in Harrow- road, London. Warrant issued. Information to the Chief Constable, Town Hall, Salford. LINCOLNSHIRE. 30.— Epworth ( County).— For stealing about 25 stones of eels— NAT TURNER, age 35 to 40, height about 5 ft. 9 in., slight build, complexion, hair, moustache and side whiskers dark ; supposed dressed in dark suit and cap. A fisherman ; native of Cawood, near Selby. Supposed well- known in Hull, Grimsby, Newark, Nottingham, and the East and West Ridings, Yorkshire. Warrant issued. Information to Supt. Arnold, Epworth. NORFOLK 31.— East Dereham ( County).— For deserting his wife and children— WILLI AM EDWARD WATTS, age 28, height 5 ft. 4 or 5 in, stout build, complexion, bair and moustache dark, eyes dark grey, very high forehead, scar on muscle of one arm ; dress, when last seen, dark check suit, black cap with glazed peak. A labourer; native of East Dereham. Warrant issued. Information to Supt. Chambers, East Dereham. His modus operandi was to draw ont an order on the National, Provincial Bank of England, Gloucester, on an ordinary half- sheet of note paper, in favour of himself, sign the name of the pretended drawer over a receipt stamp, endorse the back thereof, and present the same at some hotel or provision dealer's shop.
