Pari" rs concerning persons whose apprehension is sought will be inserted in one issue of the POLICE f/ VIETTE, if they are sufficient to enable action to be taken upon them by another force. • 3. Part « Uars as to stolen property will be likewise inserted in one issue, if sufficient to enable the ar/ iile in question to be thereby identified. 4. In oil eases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 0. Po/ lfraits of persons whose apprehension is sought for serious offences, and engravings of stoll. r. property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. REGULATIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force whic '• causes particulars concerning delinquents or stolen property to be inserted i » the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, wM be wholly responsible for any proceedings whic/ i man result from such publication. 11. Announcements for the Friday issue should be forwarded so as t » be received not later that! noon on Wednesday, and for the Tuesday edition nut later than Saturday morning. They nut be clearly written on one side of the paper oniy, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheq- je, crossed " Drummond Sf Co.," Post Office Order payable at Parliament- st., Postal Order, or t « Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on lication in the form set forth in circular of the applici 7th of November, 1883. 3.— It is particularly requested that any oom plaints as to the non- delivery or of irregularity in the date of delivery of the POLIOI GAZETTE, may be at onoe notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of erime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points- fa) The amount of the reward. ( b) The conditions on which it is payable, ( o) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 8. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the rtward will be paid on its return without the offender being brought to trial, or without enquiry. CAUTION. 1.— The attention of Police is called to the pro- ceedings of a man named ARMSTRONG, alias HENDERSON, WILSON, STEVENSON, ROSS, McKENZIE, JOY, HARRISON, and McKENZIE ROSS, who is going about the country and obtain- ing money by falsely representing himself as district agent to Messrs. Lucas and Aird, Contractors, London. This man is in the habit of calling upon manufac- turers of all kinds of building material, and giving an order for goods. He then asks for a fee or commission, which he often succeeds in obtaining. He is supposed to be identical with George Arm- strong, who is wanted for fraud at Pontefract, and for failing to report at Salford. ( See Case No. 45, 28th July last.) 5 ft. 5 in., complexion fresh, hair and moustache dark brown, eyes brown; dress, black diagonal morning coat suit, black hard felt hat. Was lately in the employ of the Express Dairy Company. Native of London. Warrant issued. 5.— E Division.— Woodcut portrait aid de- scription of STRODE UPTON ROBINS, whose APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 2. — Criminal Investigation Depart- ment.— For obtaining money by false pretences— WILLIAM WALLACE RUSSELL, alias WILLIAM EUGENE RUSSELL, WILLIAM EUGENE COSTELLO, WILLIAM HENRY GREEN, and WILLIAM EUGENE EVANS, age 18, height 5 ft. 3 in., complexion fair, hair brown, slight impediment in speech; dress, blue suit, pe. k cap. He obtains money from clergymen and others by stating he is about to join the Navy, and that he has called for a certificate or a reference, and is without money to pay his fare home. Warrant issued. 3.— D Division.— For stealing, 27th nit.— 1 lady's 18- ct. gold dress- ring, set with 10 small pearls ( 1 deficient), small red stone in centre; 1 ditto 9- ct. keeper; 1 silver cream jug, Queen Ann pattern; 1 dozen small silver dessert forks, plain pattern; 1 small silver pickle- fork, monogram " J. R. S." thereon; 1 long silver pickle- fork, plain pattern; 4 silver dessert forks, pearl handles; 6 plated fish- forks ; 1 silver butter- knife, " J. R. ( 2nd) age about 23, height 5 ft. 10 in., complexion very sallow; dress, dark overcoat, black hard felt hat. 4.— E Division.— For embezzling £ 10, on 25th Sept.— JAMES WHEAT LEY, age a\> ut 2- 4, height apprehension is sought for stealing £ 3,400 since August last— Age 45 ( looks older than woodcut), height 6 ft. 2 in., complexion dark ( inclined to ruddy), hair and moustache very dark ( turning grey), sometimes wears a beard, powerful build, slightly knock- kneed; gentlemanly appearance. May go abroad. A solicitor; late of 35, Bedford- row, W. C. Father resides at Delaport, Wheathampstead, Herts. Has relatives residing at Denton Court, near Gravesend, and said to be well known to police and other officials there. Is identical with Edwin Thomas Tadman ( Case No. 1, Police Gazette, 4th August last), wanted for disobedieuce of an order of tbe Bankruptcy Court. Has corporal punishment marks, ruptured scar on forehead, and cross cut left of crown; dress, blue overcoat ( velvet collar), grey tweed coat suit, some- times wears a jacket, light tweed peak cap, lace boots. Was sentenced to 7 years penal servitude in Liverpool, for burglary, on 6th May, 1884, and liberated from prison on 3rd or 4th November, 1889. He associates with, and may be accompanied by ROBERT HUTCHE30N, alias HUTCHINSON, JOHN M'CALLUM, and ROBERT HUNTER, a shoemaker, age 47, height 5 ft. 5^ in. without shoes, complexion fresh, hair ( bald) and eye3 grey, scar right eyebrow and cheekbone, 3 scars left temple, and 1 on eyebrow, C. S. on insido of forearm; who is suspected of beirig concerned. Warrant issued against Fish. Information to Chief Constable M'Kay, Ayr. BEDFORDSHIRE. 9.— Bedford ( County).— For larceny, 25th ult.— JAMES CROSS, alias " POTMAN," age 50, height 5 ft. 4 in., complexion fair, hair light brown, eyes blue. Has lost right leg below knee- cap, and wears a wooden stump; dress, long snuff- colour overcoat, cord trousers, patched on left knee. A native of Wybostin, Eaton Socon. Booked from Tempsford, G. N. R., to Hatfield, by 6 p. m. train, 26th ult. Warrant issued. Information to Supt. Quenby, Bedford. CAMBRIDGESHIRE. 10.— Cambridge ( Borough).— Woodcut por- trait and description of HENRY M. TAYLOR, a draper's cashier, whose apprehension is sought for stealing £ 111 9s.— Age 22, height 5 ft. 7 in., com- plexion pale, oval face, hair and slight moustache brown, eyes ( bright) dark brown, straight nose, good- looking; dress, blue double- breasted overcoat with large pearl buttons, dark trousers, black hard felt hat, black silk wrap with white figures, plaid tie, stand- up collar, lace boots; has also a brown tweed suit. Carried a brown leather handbag and brown paper parcel with a small square box attached. Had in his possession seven Bank of England notes, Nos. E | 38 90480, E | 41 41241, P | 98 09013, R | 1 39906, E | 20 54769, E | 51 06559, E | 45 70720. His parents reside at Tunis- road, Shepherd's Bush, and he is supposed to have friends in Russell- square, London. Is supposed to be accompanied by Dollie Horobin, age 22, height 5 ft. 2 or 3 in., hair and eyes dark; dress, black jacket, navy- blue velvet hat. She had with her a tin trunk, a black leather portmanteau, and a tin hat- box. It is requested that inquiry be made at shipping offices and outward bound vessels. Warrant issued. DERBYSHIRE. 11— Derby ( County).— For stealing £ 264 from a bedroom at the Portland Hotel, Osmaston, 15th inst. — FIVE MEN: ( 1st), age 26 to 28, height 5 ft. 6 or 7 in., complexion very dark, hair and moustache black; dress, dark suit, blue overcoat with velvet collar, black tie, with pin set with stones, wore a ring on right hand ; ( 2nd), age about 28, height 5 ft. 6 or 7 in., complexion fair, hair and moustache sandy ; wears brown overcoat with velvet collar, and dark felt hat; ( 3rd), age 26 or 27, height 5 ft. 6 or 7 in., complexion rather dark, clean Bhaved; dress, dark suit; ( 4th), age about 23 ( young looking), height 5 ft. 5 or 6 in., complexion fair, hair very light, eyes blue, high prominent forehead, which is very noticeable when the hat is off; dress, dark clothes, supposed brown overcoat; ( 5th), age 23 or 24, height 5 ft. 4 or 5 in.; dressed in rather shabby clothes. Supposed race- course thieves. It is requested that if the above men are known, information may at once be communicated, with a view to identification. Information to Supt. Daybell, County Police Office, Derby. 12.— Derby ( Borough).— For failing to report— BERNARD McCANN, License Holder, Office No. 45361, age 29, height 5 ft. 5j in., complexion fresh, hair dark brown, eye hazel ( lost left), scar right cheek, back of left wrist ( burn), on left elbow and on 1st and 2nd left fingers, cross inside right fore- arm, " Catherine Macdonald," heart, cross and 2 flags inside left forearm, '' M.," 2 blue dots, cross and anchor back of left forearm, " Tilly " outside left upper arm. Sentenced at Stafford, 31st Decem- ber, 1889, to 5 years penal servitude for larceny. Licensed 9th October, 1893. L 584. If found, it is requested that he may be dealt with under the Penal Servitude Act, 1891. Information to the Chief Constable of Derby. DEVONSHIRE. 13.— Exeter ( City).— For embezzlement— WIL- LIAM HAWKINS, age 27, height 5 ft. 1 in., rather stout build, complexion fresh, hair and moustache dark brown, weak eyes ( left bloodshot) ; dress, blue overcoat with velvet collar, brown mixture suit, low black bowler hat, dark tie, lace boots, with square toes, generally carries left hand in overcoat pocket. A coal and manure merchant's clerk, and may seek similar employment. He is likely to be found at Constitutional clubs, hotel bars, theatres, or witli loose women. Warrant issued. Information to Chief Constable Short, Exeter. DORSETSHIRE. 14.— Poole ( County).— For deserting his two children— WILLIAM PROUDLEY, age about 40, height 5 ft. 4 or 5 in., stout build, complexion fresh, hair, full beard, and moustache brown, tattooed arms and chest; dress, brown coat, moleskin vest and trousers, cap, heavy boots. Has been in the Navy. Native of Poole. Warrant issued. Information to Deputy Chief Constable Hains, Poole. ESSEX. 15.— Grays ( County).— For burglary, 25th ult, and stealing 1 long black diagonal overcoat, 1 black diagonal morning coat and vest, 1 ditto waistcoat, 2 serge jackets, 1 silk handkerchief, 1 light colour skull- cap, 1 pair of boots, nailed, tips heels and toes— FREDERICK THOMAS HINTON, age 18, height 5 ft. 5 in., complexion fair, rather full face,, hair ( cut short) brown, eyes blue; dress, pepper- and- salt colour suit, light cap. Native of New Cross, London. ALBERT EDWIN RANSOM, age 17, height about 5 ft. 7 in., complexion fresh, hair brown, eyes blue, sharp appearance; dress, long black diagonal overcoat, blue serge jacket, drab trousers, lace boots— supposed to be the stolen property. Native of East Duhvich, London. Information to Supt. Jordan, Grays. 16.— Latchingdon ( County). — For house- breaking, at Fambridge, and stealing a twill jacket — JOHN DAVIS, age 25, height 5 ft. 6 in., com- plexion, hair, whiskers, and moustache dark, eyes hazel, small scar under right eye; dress, black pilot jacket, light cord trousers, black cap, lace boots ; was also wearing the stolen jacket when seen, 4th inst., at Wickford. A farm labourer; native of Purleigh, Essex. Warrant issued. 17.— Latchingdon ( County). — For stealing ferrets, 14th ult. — GEORGE FRENCH, alias BRASSEY, DARKEY, & c., age 50, height 5 ft. 7 in., complexion sallow, hair black, eyes dark; FRIDAY, SEPTEMBER 29, 1893. T H E P O L I C E GAZETTE. 5 dress, long dark coat, light cord trousers, fnr cap, heavy lace boots. A labourer; occasionally works with threshing machines. Supposed a native of Suffolk. Warrant issued. Information to Supt. Halsey, Latchingdon. GLOUCESTERSHIRE. 18.— Campden ( County).— For embezzlement-^ WALTER WEARING, age about 30, height 5 ft., complexion fresh, hair sandy, eyes grey, heavy sandy moustache ; fond of drink and gay company; well dressed. A draper's clerk ; native of Reading. Warrant issued. Information to Supt. Cooke, Campden. 19.— Chipping Sodbury ( County). — For wounding a constable with intent to murder, on 24th ult.— A MAN, age about 37, height about 5 ft. 10 in., complexion fresh, hair ( curly), heavy moustache and side - whiskers brown, slightly knocked- kneed; dress, brown overcoat with velvet collar, brown coat and vest, cord trousers, white bowler hat, lace boots, fronts cut down to caps and sewn over with large wax- end. A tramping sail- maker or saddler. Information to Supt. Critchley, Chipping Sod- bury. HAMPSHIRE. 20— Aldershot ( County).— For embezzlement — WILLIAM HARRY ROSE, age 32, height 5 ft. 5 or 6 in., rather stout build, complexion, hair, and eyes very dark, moustache dark; dress, black cloth reefer coat with silk faciDgs, black vest and trousers, black hard felt hat. Has been employed as an upholsterers' salesman, and may seek similar employment, or at corn merchants, or at hotels as waiter. Is well known at Basingstoke, Farnham, and Guildford. Warrant issued. Information to Deputy Chief Constable Stephen- eon, Aldershot. 21.— Basingstoke ( County). — For stealing, 12th inst.— A black hand bag; a pair of brown leather football boots ; and 14s.— GEO. TAYLOR, age 25, height 5 ft. 7 or 8 in., slight build, com- plexion freckled. A good football player, and played at Oxford on 14th, leaving there 16th inst. A painter ; native of Liverpool. Warrant issued. Information to Supt. Kinshott, Basingstoke. 22.— Bitterne ( County).— For deserting his wife and child— JOHN CLIFT, age 53, height 5 ft. 10 in., complexion, hair, whiskers, and moustache dark, shaved on chin, eyes hazel; uncouth appearance. A brake fitter and blacksmith ; supposed native of Birmingham. Warrant issued. Information to Supt. Matthews, Bitterne. 23.— Southampton ( Borough).— For embezzle- ment— JOHN HIBBERD, age 22, height 5 ft. 7 in., complexion fair, hair brown, eyes dark ; dress, black overcoat, dark tweed jacket and vest, dark trousers. Has served three years in the Medical Staff Corps, and is now in the Army Reserve. A butcher; native of Southampton. Warrant issued. Information to Chief Constable Berry, South- ampton. HEREFORDSHIRE. 24— Bromyard ( County).— For failing to re- port— License Holder MARY WIGLEY, alias MARY HOLLAND, Office No. 45072, age 53, height 5 ft. 1 in., complexion dark, hair brown, eyes grey, scar right forearm, left eyebrow, lower lip, and on left wrist.
