NEW SERIES. FRIDAY, OCTOBER G, 1893. VOL. X., No. 1020. KEGULATIONS. 1. • All announcements fbr insertion in the POLICE GAZETTE, and all communications upon them ttiould be addressed to THE KDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YAHD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought loill be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. •• 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and thi exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of los. per portrait, and of Is. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature " fan officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less ranlc than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whic/ i may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, Iy cheque, crossed " DrummondSf Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Wilting, 123, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE TO POLICE. 1.— The composition of the Friday No. of the " Police Gazette" will be found arranged for easy reference as follows :— ( a) Regulations at top of 1st page. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. ATTENTION is directed to the " Police Gazette " of 22nd July, 1892, as to the action of a Mr. G. W. Sargent, of 75, Church - street, Kensington, who persistently writes to Police Officers, and other public officials throughout the country, complaining of alleged violations of the Pharmacy Acts, & c. Police have been advised that this man is a troublesome busybody, and, in the Metropolitan Police District, no notice is taken of his letters. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points- fa) The amount of the reward, ( ft) The conditions on which it is payable, ( o) The person by whom it will be paid, ( d) That the name and address of the printer appear thereon. 8. No expression must be used in such an advertise ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the Mward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Station* of the Metropolitan Folic* Force at which Notice » can be potted. APPREHENSIONS SOUGHT. WARWICKSHIRE. MURDER. 1.— Aston { County). — Woodcut por- trait and description of WILLIAM METROPOLITAN POLICE DISTRICT. 2.— Convict Supervision Department. — Woolcut portrait and descriptionof License Holder HAINES, alias WILSON, and HARRIS, a bricklayer's labourer, whose apprehension is sought for the wilful murder of Florrie Clifford, at Aston, on 20th ult.— Age 27, height 5 ft. 5 in., complexion fresh, hair brown, eyes blue, sailor, flag, and " Florrie Walton," " W. T.," and bracelet tattooed right arm, " Florrie Walton," ship, and bracelet left arm, " Florrie Walton " back of right hand, lost part of 1st finger right hand ; is wearing light cord trousers. A native of Banbury, Oxford. Has served in the Navy, and may endeavour to obtain employment on board a ship. Warrant issued. Information to Supt. Walker, Aston. JOSEPH SUTCH, alias THOMAS HOPCROFT, Office No. 44910, whose apprehension is sought for failing to report, and who is suspected of committing larcenies from furnished lodgings in this district — Age 33, height 5 ft. 4 in., complexion fair, hair brown, eye* brown, scar left cheek, back of head, back of neck, and on left kneecap, mole right calf, slightly pockmarked, deep wrinkle between eye- brows. Sentenced at Middlesex Sessions, l'Jth March, 1888, to 7 years penal servitude and 2 years police supei vision for larceny ( lodger). Licensed 21st June last. This man is a plausible and persistent thief, and has the appearance of a respectable artisan. When last seen was wearing a moustache only. 3.— B Division.— For stealing £ 28— GEORGE TAYLOR, age 32, height 5 ft. 11 in., complexion fresh, hair and moustache dark brown, eyes grer, one tooth deficient top jaw ; dress, dark tweed jacket and vest, lavender stripe trousers, hard felt hat, button boots. He obtained the mo'ney under the pretence of offering to marry loser. 4.— E Division.— For obtaining £ 5 by a worth- less cheque on Hickie, Bowman & Co., Waterloo- place— COMTE JULIAN DE SAINT ARNUAD, age 30, height 5 ft. 6 in., complexion very dark, hair and moustache ( well trimmed) black, eyes dark brown, good address, and of smart appearance; dress ( supposed) brown jacket suit, black silk hat. Supposed a Frenchman. Warrant issued. 5.— E Division.— For stealing £ 135 ( bailee) — GEORGE JACKSON TRAYELL, age 50, height 5 ft. 8 in., complexion fair, hair ( rather bald on top), whiskers and moustache light, ey< s grey; dress, light brown suit, black silk hat. Warrant issued. 7— V Division. — For stealing £ 200 and 100 Post Office money order forms, Nos. 4701 to 4800. — SIDNEY" H. BEECHING, a post office clerk, age 27, height 5 ft. 11 in., complexion fresh, hair light brown, slight side whiskers and moustache, eyes bazsl, abscess scar right of neck, takes long strides in walking erect and active and has a smart appearance, fond of billiard*, card- playing and horse- racing; diess, when last seen, dark brown tweed coat and vest, trousers of lighter material, black felt hit, check tie, lace boots. A native of Maidstone, Kent. May be accompieied by a woman, age 22, height 5 ft. 4 or 5 in., slight build, complexion fair, sharp features, rather long nose, hair light brown ; dress, dark fawn dress, trimmed silk of lighter shade, cross- over bodice, straw hat. Some of the orders have been cashcd, bearing the stamp of the issuing office, No. 1, Lavender Hill, Clapham. Warrant issued. DEVONSHIRE. 8.— Exeter ( County). — For stealing foreign stamps to the value of £ 40, sent for selection to 40, Clapham- park- road, London — WILLIAM ROBINSON, age 30 to 35, height 5 ft. 5 or G in., complexicn fair, hair, side whiskers, and moustache dark; dress, dark clothes. Warrant issued. — Exeter ( County). — On commitment war- rant, for failing to appear to a summons for a breach of the Highway Act- HAROLD F. BIRKETT, manager of Bostock Wombwell & Bailey's menagerie, age about 35, height 5 ft. 9 or 10 in., - complexion fresh, hair dark; dress, dark clothes. ESSEX. 10.— Brentwood ( County). — For obtaining food and lodgings and money by false pretences, at South Weald, 28th ult.- ARTHUR WOOD ( sup- posed false), age 26 to 28, height 5 ft. 3 or 4 in., complexion, hair ( fringed on forehead), moustache and eyes dark, high forehead, tattooed back of left hand and wrist; dress, black double- breasted jacket, black vest, b'ack doeskin trousers, black hard felt hat, turn- down collar; the appearance of a ship's steward. HERTFORDSHIRE. • 11. — Bishop's Stortford ( County). — For embezzlement — GEORGE BOLTON, age 19, height 5 ft. 5 or 6 in , complexion pale, hair light brown, eyes hazel, scar bridge of nose, B tattooed on arm ( supposed left), tattoo marks on wrist; dress, brown plaid coat and vest with small velvet buttons, old grey waistcoat, dark cord trousers, hard felt hat, nailed boots. A native of Much Hadham, from which placshe absconded 1st inst, supposed with the intention of enlisting. Wa- rant issued. Information to Supt. Tripp, Bishop's Stcrtford. 12.— Hertford ( County).— For absconding from Hertfordshire Reformatory, also stealing, 20th ult, from Hertford Infirmary, a japanned cash- box, about 12 in. long, 6 in. wide, painted black and gold, three compartments, containing five Bank of England £ 5 notes, four of which are dated 6.5 93, and numbered 61515, 61516, 61517, and 61518; £ 10 3s. cash; and a gentleman's gold signet ring— RICHARD GOD- DARD, age 19, height 5 ft. 5 in., complexion pale, hair light brown, eyes ( sunken) grey, hollow cheeks, low forehead; dress, dark blue cloth Glengarry cap, trimmed with broad black braid, surmounted by narrow red braid, drab Derby tweed jacket and vest, buttons same colour as clcth, round roll collar, cord trousers with white bone buttons, blue- and- red striped cotton shirt with collar, bright red tie, grey cotton socks, strong lace boots, nailed diagonally across soles, nearly new ; clothiog numbered " 448." A native of Folkestone. Information to Supt. Parish, Hertford. 13.— Watford ( County). — Woodcut portrait and description of CHARLES D. BRIG DEN, whose rapprehension is sought for embezzlement— Age 33, height 5 ft. 4 in., complexion rather dark, thin face, hair ( turning grey), moustache and side whiskers dark, eyes rather full; dress, dark lounge suit; respectable appearance, and of good address ; walks quickly, right foot turns iuward. Native of Cuckfield, Sussex. He obtained a situation at Watford by a forged character, and may endeavour to do the same elsewhere. Warrant issued. Information to Deputy Chief Constable Pearson, Watford. KENT. 14.— Ashford ( County).— For stealing a pick and shovel— DEAN, age 50, height 5 ft. 8 or 9 in., complexion dark, hair, whiskers and moustache dark brown ( shaves chin), eyes grey, left forefinger straight; dress, shabby dark coat, white moleskin trousers, grey military shirt, right brown hard felt hat. An Army pensioner; native of Sussex. Warrant issued. 15.— Ashford ( County).— For non- payment of fine and costs, for hawking without pedlar's certifi- cate— MICHAEL EUSTACE, age 30, height 5 ft. 7 or 8 in., complexion fresh, hair dark brown, eyes grey, scar on forehead, left side of face, and back of left hand; dress, black diagonal coat and vest, dark grey cloth trousers, black hard felt hat, old lace boots. Is accompanied by a woman and 2 children. Warrant issued. Information to Supt. Wenham, Ashford. 16.— West Mailing ( County).— For deserting his family at Snodland, 4th ult.— HARRY OLIVER, age 38, height 5 ft. 6 or 7 in., complexion and hair dark, tuft on chin; dre3S, brown coab, slop under, brown cord or fustian trousers, tied below knees, all old and dirty. Warrant issued. 17.— West Mailing ( County).— For indecent assault at East Peckham, 29th ult.— WILLIAM CARTER, age about 38, height 5 ft. 9 in., com- plexion and hair dark, mole left side of face, scar on forehead, cross tattooed left wrist; dress, drab jacket, lined coarse plaid, sleeve ve3t, corded front, cord trousers, blue neckerchief, white spots ( all new), hard felt hat. Carried a basket containing umbrella and tools, and stated he had been in the Army. Warrant issued. 18.— West Mailing ( County).— For stealing a bell tent, 12th ult.— RICHARD JONES, age 55 to 60, height 5 ft. 6 in., complexion dark, hair dark brown; dress, dark cloth jacket and vest, cord trousers, soft billycock hat. Supposed native of Forest- row, Sussex.— JOHN ARNOLD, age about 25, height 5 ft. 6 or 7 in., hair brown, scar on nose; dre? s, cloth jacket and vest, cord trousers, red- and- white neckerchief, cloth cap. Had with them a boy, age about 12, a pony about 13 hands, and an old costermonger's cart. Warrant issued. 19.— West Mailing ( County).— For non- pay- ment of arrears of bastardy, 5th August —• FREDERICK MARTIN, age 20, height 5 ft. 6 in., complexion fair, hair and eyes d& rk brown; dress, white slop, cord trousers, soft hat. A native of Wrotham. Warrant issued. 20.— West Mailing ( County).— For deserting his family, 28th July, at Wrotham — WILLIAM USHER, age 40, height 5 ft. 8 in., complexion and hair dark ; dressed a* a labourer. KINCARDINESHIRE. 21.— Stonehaven ( County).— For embezzling several sums of money belonging to Public Boards in Banchory, to which he acted as clerk and treasurer — WILLIAM STEUART, a solicitor, age about 32, height 5 ft. 9 in., stout build, complexion ruddy, hair ( cut short), moustache and side whiskers brown ; dress, when last seen, black corded morning coat, light vest, light stripe trousers, reddish tartan tie, light lace boots. A native of Banchory, where he was in practice. Absconded 18th ult, and will pro- bably go abroad. Puotograph may be had on application. Warrant issued. LANCASHIRE. 22.— Rochdale ( Borough). — For failing to report— License Holder HANNAH SWEENEY, Office No. 44945, age 39, height 5 ft. 5 in., com- plexion sallow, hair and eyes dark brown, scars on forehead, left eyebrow, top of right and base of left thumb, between eyes, on 2nd left finger, several on left forearm, and a small burn scar outside right upper arm, mole near right eye, lost part of right ear. Sentenced at Manchester, 18th Feb., 1889, to 5 years penal servitude and 7 years police super- vision for larceny. K P 79. Supervisees LUKE SEDDON, Office No. 40730, age 28, height 5 ft. 2| in., complexion fresh, hair brown, eyes grey, cross scar over left eyebrow, mole back of right shoulder, " T. E." inside and blue mark outside left forearm, blue dot between each thumb and forefinger, and on 2nd and 3rd left fingers. Sentenced at Preston, 9th April, 1890, to 9 months hard labour and 4 years police supervision for larceny. THOMAS HOPE, Office No. 44161, ago 26, height 5 ft. 7 in., complexion fresh, hair brown, eyes blue ( blind right), scar each side forehead and inside right wrist, 2nd, 3rd, and 4th fingers con- tracted, " T. H." outside left forearm. Sentenced at Preston, 6th Jan., 1892, to 12 months hard labour and 4 years police supervision for larceny. 3037— 20. Information to the Chief Constable of Rochdale. 23.— Salford ( Borough).— For stealing, 27th ult., a silver open- face lever watch, No. 3277, much worn— A MAN, age about 28, height 5 ft. 6 or 7 in., complexion fair, moustache and side whiskers light; dress, dark suit, black necktie, black hard hat, blucher boots. His modus operandi is to go to a jeweller's shop, stating he has been s. irt by a firm of brewers to request the jeweller to repair a clock at one of their licensed houses at some distance. He accompanies the jeweller a part of the way, and then returning to the shop obtains whatever he can, statiDg the master has sent him. 24.— Salford ( Borough).— For stealing, 25th ult., 3 white flannel petticoats, 1 new embroidered, white tape band, 1 plain, marked " A. J. Grant," 1 with calico band ; 1 pair lady's knickerbockers, needlework round knees, marked " B. McDougal " ; 2 chemises, 1 feather- stitched round neck, marked " A. J. Grant" in front of breast, 1 plain calico, marked " B. M. D."; 1 dark brown skunk fur col- larette, lined brown quilted satin, collar fur inside and out; 1 lady's flannel dressing jacket, white with mixed stripe, white lace at neck and sleeves, rose pink bows at neck; 1 red cloth habit dress, trimmed black braid, lined red Eatin in front and FRIDAY, SEPTEMBKR 3, 1893. Was formerly employed as caretaker at the office of the Lambeth Water Works Company, Chancery- lane, E. C. He is addicted to drinV, and may be found at hotels or other licensed houses. Warrant issued. Information to Chief Constable Enright, Rotherham. red cloth behind, fastens at right side of breast, row of rnche each side of breast, nearly new— MARY AGNES WOOD, age 19, height 5 ft., complexion dark, fringe on forehead, stout build. NORFOLK. 25.— King's Lynn { Borough).— Forhonsebreak- ing, 3rd inst., and stealing an American dollar brooch, pin on eagle side— A MAN, age 30, height about 5 ft. 8 in., hair, heavy moustache, and small side whiskers dark, flight build ; dress, dark jacket, vest and trousers, cheese- cutter cap. A tramp. Information to Chief Constable Ware, Lynn. NOTTINGHAMSHIRE. 26— Nottingham { County).— For stealing a silver lever watch, No. 64142 { bailee)— R. HAL- STEAD, age about 50, height 5 ft. 5 or 6 in., complexion pale, hair, moustache, and side whiskers and eyes dark, stoops slightly; dress, dark cloth mixture jacket and vest, brown mixture cloth trousers, black hard felt hat, brown leather shoes. He is accompanied by a woman, supposed his wife, age about 25, height 5 ft., complexion fresh, hair light brown, eyes blue; dress, black dress, brown shoes ; wears spectacles when out. OXFORDSHIRE. 27— Oxford { County).— For horse- stealing at Cowley— WILLIAM WILSON DONALD, age 30, height 5 ft. 10 in., complexion, hair and heavy moustache black; dress, dark coat and vest, grey cloth trousers, slate- colour cap. He frequents good hotels, and talks a great deal about dogs. May visit Edmonton. Is the same man described, with portrait, in Case No. 27, 11th Aug. last, and is concerned with Chas. F. Woods. See Case No. 45. Information to the Chief Constable, County Police Office, Oxford. STAFFORDSHIRE. 28— Burslem { County).— For burglary, and stealing a pair of men's light lace boots, size 6, toe- capped — HARRIET FINNEY, alias ELLEN FINNEY, SMITH, & c., age 22 or 23, height 5 ft. I or 2 in., stout build, complexion dark, hair dark brown, eyes brown, good- looking; dress, heliotrope color skirt, velvet band round bottom, fawn color waterproof cape, J size, black boat- shape hat, wears gold colour double horseshoe pattern brooch. May seek a situation as general servant; a native of Longton. Information to Chief Supt. Hill, Burslem. 29.— Wolverhampton { Borough).— For fail- ing to report— License Holder EMMA HAMMOND, alias EMMA FIELDING, and ELLEN SMITH, Office No. 45153, height 5 ft., complexion sallow, hair dark brown, eyes grey, large scar centre of forehead, across nose, over top lip, back of right hand and crown of head, numerous cicatrices on face, neck and right forearm ( from wounds). Sen- tenced at Stafford, 16th October, 1888, to 5 years penal servitude for larceny, and released on 2nd license, 31st August last. 0 34. License Holder MARY GARDNER, alias MARY JANE LEACH, Office No. 45071, age 42, height 4 ft. in., complexion fresh, hair dark brown, eyes brown, scars on right thumb, 1st right finger, left wrist, and 1st left finger, mole near right ear and on right cheek, lost several upper teeth. Sentenced at Walsall, 7th March, 1889, to 5 years penal servi- tude for larceny; liberated on 2nd license, 20th July last. C P 16. Information to the Chief Constable of Wolver- hampton. SURREY. 30.— R e igate { Borough).— For stealing, 3rd inst.— A long blue melton coat, cream and red flannel lining, sleeves lined striped silicia, velvet collar, ivory buttons, tab wrenched off— A MAN, age 24, height 5 ft. 5 in., complexion and side whiskers dark, slim build; dress, short dark jacket, drab trousers, black hard felt hat. Information to Head Constable Morant, Redhill. 32.— Hastings { Borough).— For stealing 1 pair small gold earrings, with pearl in centre; 1 old- fashioned gold brooch, set 12 or 15 imitation dia- monds; and 15s. in money— A MAN, age about 24, height 5 ft. 8 or 9 in., complexion fair, hair and small moustache light; dress, dark coat, light trousers, low hat. Information to Chief Constable Glenister, Hastings. WESTMORELAND. 33.— Kendal { Borough).— For bigamy— FRANK HENRI BEAUMONT CROSS, age about 40, height 5 ft. 7 or 8 in., hair ( thin on top) brown, usually wears moustache and whiskers, eyes dark grey or blue, dresses smartly, wears spectacles, walks briskly, rather intemperate habits. A travelling watch- maker. Supposed native of Manchester. Has worked in Bolton, Manchester, Sheffield, Rotherham, and Morecambe, and is well known to members of his trade throughout Lancashire. She invariably forwarded an elaborate billhead, asking the persons to forward the goods on approval, promising payment forthwith, but, when delivered, were immediately disposed of and no payment made.
