REGULATIONS. 3. - Al: announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE JIM- RUN OF THE 1' OLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. • 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. • 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of anojjicer of not less rank than Superintendent; ana, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement will be wholly responsible for any proceedings whic/ i mat/ result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They muse be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either tit the office, Sew Scotland Yard, by cheque, crossed " Drummond Sf Co." Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTB beyond the number at present supplied will be forwarded on application in the form set forth in oircular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLIOS GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, er reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, • n account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of erime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, ar of the Police of any County or Borough, must be clearly • spreesed in relation to the following points- fa) The amount of the reward. ( 6) The conditions on which it is payable, ( o) The person by whom it will be paid, ( rf) That the name and address of the printer appear thereon. 8. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. ATTENTION is directed to the " Police Gazette " of - 22nd July, 1892, as to the action of a Mr. G. W. Sargent, of 75, Church - street, Kensington, who persistently writes to Police Officers, and other public offisials throughout the country, complainiog of alleged violations of the Pharmacy Acts, & c. Police have been advised that this man is a troublesome busybody, and, in the Metropolitan Police District, no notice is taken of his letters. MURDER. 1.— Aston ( County). — Woodcut por traifc and description of WILLIAM HAINES, alias WILSON, and HARRIS, a bricklayer's labourer, whose apprehension is sought for the wilful murder of Florrie Clifford, at Aston, on 20th inst.— Age 27, height 5 ft. 5 in., complexion fresh, hair brown, eyes blue, sailor, flag, and " Florrie Walton," " W. T.," and bracelet tattooed right arm, " Florrie Walton," ship, and bracelet left arm, " Florrie Walton " back of right hand, lost part of 1 st finger riffht hand ; is wearing light cord trousers. A native of Banbury, Oxford. Has served in the Navy, and may endeavour to obtain employment on board a ship. Warrant issued. Information to Supt. Walker, Aston.-- JOSEPH SUTCH, alias THOMAS HOPCROFT, Office No. 44910, whose apprehension is sought for failing to report, and who is suspected of committing larcenies from furnished lodgings in this district— Age 33, height 5 ft. 4 in., complexion fair, hair brown, eyes brown, scar left cheek, back of head, back of neck, and on left kneecap, mole right calf, slightly pockmarked, deep wrinkle between eye- brows. Sentenced at Middlesex Sessions, 19th March, 1888, to 7 years penal servitude and 2 years police supei vision for larceny ( lodger). Licensed 21st June last. This man is a plausible and persistent thief, and has the appearance of a respectable artisan. When last seen was wearing a moustache only. 3.— A Division. — For obtaining pictures by false cheques on the Poplar Branch of the London and South Western Bank — E. BAKER, alias WALLACE, J. LEMONS, and A. CLARKE, age 25 to 30, height 5 ft. 4 in., complexion, hair and ejes dark, talks slowly and quietly; dreso, dark cut- away coat and vest, dark trousers, brown felt hat. A native of London. Warrant issued. 4.— G Division. — For stealing, 20th inst.— A black horse cob, 14 hands, lump and scar over near eye, short mane and tail, aged, in good condition ; set of brass- monnted harness; a four- wheel wagonette with reversible seat, painted black, picked out yellow, repaired in centre, " Walter Yates" on shaft; 2 rugs; 2 mats ; 1 whip— A MAN, age about 35 to 40, complexion and moustache dark, slight side whiskers; dress, long light overcoat, dark peak cap. Appearance of a cab- washer. 5.— K Division.— For embezzling £ 89 10s.— JAMES CAMPBELL, age 45 to 50, height 6 ft., complexion florid, hair, whiskers, and moustache 2 T H E P O L I C E GAZETTE. Warrant issued. 6. — L Division. — Woodcut portrait and description of JOHN WOOSTER, a bicycle maker, late of Victoria House, Victoria- road, Peckham, and secretary of the 4th South London ( 517th Starr- Bowkett) Building Society, whose apprehension is sought for stealing £ 400— Age 45, height 5 ft. 8 in, complexion fresh, small thin face, hair, whiskers, and moustache reddish, eyes hazel, quick movements; dress, dark clothes, and usually brown felt hat. Warrant issued. 7.— N Division.— For larceny ( servant)— ELLEN SAUNDERS, alias WRIGHT, age 22, height 5 ft. 6 or 7 in., complexion fair, hair dark brown, eyes dark, spot on bridge of nose, downcast look, wears spectacles; dress, grey skirt, black straw bonnett trimmed red- and- black ribbon, old button boots. Warrant issued. 8.— V Division.— For deserting his children— SAMUEL EDWARD LIGHTFOOT, a traveller, late of Wimbledon, age 35, height 5 ft. 10 in., rather stout build, very upright, complexion, hair and moustache fair, eyes blue, well educated ; dresses well; frequents race meetings. A native of Maiden- lane, Stamford, Lincolnshire. Recently had letters addressed to City News Rooms, Ludgate- hill, City. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. AYRSHIRE. 9.— Ayr ( County). — For rape, 2nd inst.— ROBERT BODAN, age 28, height 5 ft. 8 in., com- plexion sallow, hair and moustache black, eyes dark, walks rather stiff, owing to facture of light leg, Scotch accent; dress, dark tweed jacket suit, dark peak cap, lace boots. Absconded 5th inst.; may seek employment at shoe factories. Warrant issued. Information to the Chief Constable of Ayrshire, Ayr. BUTESHIRE. 10.— Rothsay ( Burgh).— For obtaining a keyless Swiss- made silver watch, No. 401531, and other property, by false pretences— THOMAS BARKER ( supposed false), age about 23, height 5 ft. 3^ in., complexion fresh, hair and small moustache dark, eyes ( prominent) dark, slightly aquiline nose, smart appearance; dress, Irish homespun knickerbocker Norfolk suit, double peak cap, gaiters. Warrant issued. Information to Chief Constable Waters, Rothsay. CHESHIRE. 11.— Nantwich ( County).— For stealing, 19th inst., at Crewe— 1 go'd locket, 1 white metal chain, 1 pair of small gold studs, 1 new meerschaum pipe, 1 briarwood pipe, silver mounted amber mouthpiece ( broken), 1 black hafted pocket- knife with 1 blade — A MAN, age 38 or 40, height 5 ft. 9 in., com- plexion ruddy, blotched f< tc\ hair sandy ( bald on top); dress, brown dust- coat, dark trousers with red specks, stand- up cellar, light tie, brown hard felt hat, low shoes— all shibby. Information to Supt. Leah, Nantwich. 12. — Macclesfield ( Borough).— For stealing, 15th inst., from an hotel, an 18- carat gold hunter stop- watch, No. 47847, engine- turned case, centre seconds; and an 18- carat gold curb albert chain, with jubilee £ 2 piece attached — A MAN, age about 30, height 5 ft. 9 in., slightly tanned, rather long face, hair ( straight and rather long) dark, slight moustache, brown or sandy; dress, dark tweed cycling suit, cap, and thick plaid stockings. A cyclist on tour. He stayed at the hotel on 14th inst., and left the following morning, leaving his bicycle behind. Information to Chief Constable Sheasby, Maccles- field. CORNWALL. 13. — Penryn ( County). — For embezzling £ 553 18s. 4d.— HENRY COMMINS WELCH, late Secretary of the Oddfellows' Lodge, Penryn, age about 50, height 5 ft. 7 or 8 in., stout build, complexion fair, full face, hair, whiskers and mous- tache black, shaved on chin, eyes dark brown ( small and full), dimple on chin, speaks softly, walks with his hands in his trousers pockets. Absconded 11th inst. Enquiries are requested at shipping offices, outward- bound vessels, & c. Warrant issued. Information to Inspector Harris, Falmouth. 14.— Truro ( City).— For stealing a black plush jacket, black dress, black lace hat with two black feathers behind, pale blue flower in front, and £ L 10s. in money— LAURA WEBB, a charwoman, age 19, height 5 ft. 4 or 5 in., complexion fresh, hair light, eyes blue ; supposed dressed in the stolen clothing and new low shoes. Fond of fast company. Warrant issued. Information to Head Constable Angel, Truro. DEVONSHIRE. 15.— Cullompton ( County).— Woodcut portrait and description of JOHN PRING JACOBS, whose apprehension is sought for embezzling large sums of money— Age about 40 Jooks older), height 5ft. 9jin., stout build, and inclined to corpulency, complexion fresh, long face, heavy chin, hair and slight mous- tache ( turning grey) dark, bald on top, full grey eye?, high ard receding forehead with heavy lines across, walks with bent head, slightly bow- legged; dress, when last seen, dark grey tweed suit, black bowler hat, and lace boots; late assistant overseer, rate collector, & c., for the parish of Culmstock. Warrant issued. Information to Supt. Collins, Cullompton. DORSETSHIRE. 16.— Dorchester ( County).— For failing to appear to a summons for exposing for sale hams unfit for human food— WILLIAM GREY, alias SHARPER GREY, age 50, height 5 ft. 9 in., complexion, hair and ryes dark, sharp nose ; dress, dark grey plaid coat or long grey overcoat, tight- fitting dark cord trousers, vest to match, brown bowler hat, blue neckerchief, with white spots. Travels with his wife throughout Dorset and adjoining counties, hawking hams, ketchup, & c. He left Dorchester, 14th inst., supposed making for Wales. Warrant issued. Information to Supt. Devenish, Dorchester. 17.— Sherborne ( County).— For night- poach- ing, with violence, at Bradford Abbas, 5th inst.— FREDERICK JAMES MOORS, age 29, height 5 ft. 11 in., complexion fair, hair light brown, slight light moustache, lost one or more front teeth ; dross, dark suit, bowler hat. A native of South Barrow, Somerset. Belongs to the Army Reserve. Warrant issued. Information to Supt. Matcham, Sherborne. DURHAM. 18.— Barnard Castle( County).— Forobtaining food and lodging by false pretences— A man who gave the name of ALFRED CHARLES SMITH, age about 26, looks younger, height 5 ft. 5 or 6 in., slender build, complexion fresh, very thin face, hair dark brown, slight moustache, large eyes blue, scrofulous scar left side of neck and under chin, peculiar projecting mouth, very small chin, speaks softly with a slight impediment; dress, black worsted cloth jacket and vest, dark blue striped trousers, dark blue tie with white spots, round hard felt hat, strong lace boots. Stated he was a signal- man at Bank Top Railway Station, Darlington. Warrant issued. Information to Supt. Thompson, Barnard Castle. 19.— Durham ( City).— For stea'ing, 15th inst, a watch and chain ( recovered)— A man, who gave the name of H. WALTERS, age about 30, height 5 ft. 10 or 11 in., dark moustache; dress, dark jacket and vest, grey trousers, white turned- down collar, broad tie, with large silver scarfpin, black felt bat, or grey cap. Stated he had come from Nottingham to fill an engagement at the theatre here. Information to Chief Constable Smith, Durham. EDINBURGH. 20.— Edinburgh ( City).— Woodcut portraitand description of License Holder THOMAS LAUDER, alias THOMAS LANDER, Office No. 45096, whose arrest is sought here for failing to report, and at Leeds for fraud.— Age 41, height 6 feet, complexion fresh, hair brown ( turning grey and bald), eyes grey, small fawn- coloured spot front, of right shoulder, small scar right side spine, 2nd left toe bent. Sentenced at Edinburgh, 16th October, 1889, to 5 years penal servitude for fraud, after previous convictions at Jedburgh, Dundee, Kirkcudbright, Aberdeen, and Central Criminal Court. Licensed 18th July last. Supposed to be travelling the country committing frauds. Information to the Chief Constable, Edinburgh. ESSEX. 21.— itham ( County).— For embezzlement, 2nd and 9th iost — CHARLES WELLS, age 24, height 5 ft. 6 or 7 in., complexion dark, hair dark brown, slight dark moustache, eyes hazel, weak knees, and slightly flat- footed; dress, blue serge jacket and vest, drab trousers, black hard hat, red- and- black tie. A butcher. Warrant issued. Informal ion to Supt. Gillis, Witham. FIFESHIRE. 22.— Dunfermline ( City). — For embezzling £ 100, 7th inst. — WILLIAM WILKIE, age 30, height 5 ft. 4 in , comp'exion fresh, full face, hair dark, and slight dark moustache ( may now be clean shaved), scar on cheek in line with left eye, blue miner's mark across nose, slightly bow- legged, very talkative; dress, blue serge suit, print collar and front, cloth cap, single peak, lace boots. May seek employment at collieries, or endeavour to go abroad. A miner ; native of Fifeshire. Warrant issued. Information to Chief Constable Forbes, Dun- fermline. FRIDAY, SEPTEMBKR 29, 1893. GLOUCESTERSHIRE. 24— Fishponds ( County).— For failing to report— Supervisee WILLIAM BRITTON, Office No. 4194G, age 22, height 5 ft. 4i in., complexion fresli, hair brown, eyes blui » , two scars on right arm and one on 1st left finger, W. outside right and 9. E. and I. S. ( faint) outside left forearm, varicose veins right leg. Sentenced at Gloucester, 7th January, 1891, to 9 months hard labour and 3 years police supervi> ion for fowl- stealing. HAMPSHIRE. 25.— Aldershot ( County).— For stealing, 22nd inst., a black Berlin coat and vest, and a pair of light grey trousers— Supervisee JAMES PART- RIDGE, alias JAMES SMITH, Office No. 44316, a private in the Wiltshire Regiment, age 22, height 5 ft. 6 in , complexion fresh, hair brown, eyes grey, scar left ejcbrow, right side mouth, on left bnttock, heart and sword outside right, two anchors inside left forearm, revolver out= ide left upper arm ; dress, supposed stolen clothes, military shirt and boots. Sentenced at Manchester, 4th February, 1892, to 12 months hard labour and 3 years police supervision for larceny. Information to Supt. Stephenson, Alderahot. 20.— Winchester ( City).— For deserting his four children— DENNIS LEAHY, age 40 ( looks older), height 5 ft. 10 in., complexion fresh, hair and whiskers light brown, eyes blue, wears his hair well back off forehead; dress, pilot jacket, ccrd trousers and vest, white cotton shirt, black soft felt hat, blucher boots. Warrant issued. Information to Supt. Felton, Winchester. HERTFORDSHIRE. 27.— Ware ( County). — Woodcut pcrlrait and description of GEORGE SEALEY, - whose appre- hension is sought for stealing a quantity of hay. Age about £ 0, height 5 ft. 11 in., slight build, complexion, hair and moustache dark, small eye?, very low forehead, large mole on forehead, front teeth project; dress, light grey i- hort coxt, dark brown narrow corduroy trousers; late of Bunting- ford and Standon. Native of Mitaham, Surrey. A haydealet* s foreman, and may seek similar employ- ment. Warrant issued. Information to Captain Wymer, Supt., Ware. 28.— Watford ( County). — Woodcut portrait and description of CHARLES D. BRIGDEN, whose apprehension is sought for embezzlement— Age 33, height 5 ft. 4 in., complexion rather dark, thin face, hair ( turning grey), moustache and side whiskers dark, eyes rather full; dress, dark lounge suit; respectable appearance, and of good address ; walks quickly, right foot turns inward Native of Cuckfield, Sussex. He obtained a situation at Watford by a forged character, and may endeavour Information to Deputy Chief Constable Pearson, Watford. KENT. 29.— Sandwich ( Count!/). — For burelary ( see Case No. 60, 25th ult.)— CYRIL STANLEY LORD ( supposed false), age about 37, height 5 ft. 8 or 9 in., complexion, hair, full beard ( cut close) and mous- tache dark; dress, slate- colour suit, peak cap, on which he sometimes wore an ornament similar to that worn by naval officers. Carries a black water- proof cloak and cape, " Regulation Admiralty Pat- tern." He passed one of the stolen cheques referred to in above case at Tanbridge Wells, on 6th inst. The cheque was signed " Cyril Stanley Lord," by which name he was known at Deal, where he resided for about six weeks. He is very plausible, fairly educated, and states he is a naval officer. Warrant issued. Information to Supt. Kewell, Sandwich. 30.— Maidstone ( Borough). — For stealing. 22nd inst., a roan pony, aged, full breast, thick- set, scar hind leg, boils on shoulder; a coal van painted black, with brake, " John Knight, Coal Merchant, Maidstone," painted thereon, black harness, part silver and part brass- mounted, reins cut in two places, new nose bag, brown rug, black stripes— FREDERICK KING, age about 32, height 5 ft. 2 or 3 in., complexion fair, hair and mousta3he light brown ; dress, black diagonal jacket and vest, dark cloth trousers, black hard felt hat. Was accompanied by his wife, laller than himself, wearing light dress, and had a baby about 15 months old. This man hired the horse and van for the purpose of fetching some boxes from Rainham, and when he arrived there he told the boy who was sent with them to go and order some dinner, and then drove away. Information to Head Constable Dalton, Maidstone. LANCASHIRE. 31— Rawtenstall ( County). — For failing to report— Supervisee FRANK CLARKE, Office No. 43024, age 28, height 5 ft. 9^ in., complexion fresh, hair brown, eyes brown, scar left temple and left eyebrow, mole back of neck, 1st left finger- nail injured, slight cast in right eye, nose slightly crooked. Sentenced at Preston, 27th May, 1891, to 12 months hard labour and 4 years police super- vision for larceny ( person). A 3223. Information to Supt. Procter, Rawtenstall. 32.— Liverpool ( City).— For failing to report— License Holder KATE ADA HARPER, alias FANNY VIOLET HOLLAND, Office No. 43911, age 34, height 5 ft. 3 in., complexion fre- li, hair light brown, eyes grey, nose broken and scarred, mole on chest., back and forehead. Sentenced at Norwich, 4th July, 188.?, to 5 years penal servitude for larceny ( shop). Licensed 7th November, 1S92. P 23. If found, it is requested that she may be dealt with under the Prevention of Crimes Act, 1871, as amended by the Penal Servitude Act of 1891. Information to the Assistant Head Constable, Detective Department, Liverpool. NORTHAMPTONSHIRE. 33.— Wellingborough ( Couitty).— For larceny — GEORGE DARLOW, age 21, height 5 ft. 6 in. complexion and small moustache dark, KRR tattooed back left wrist, scars on legs below knee; dress, black cloth coat with velvet collar, dark mixture cloth trousers, light cloth cap, side- spring boots, plain fronts. A labourer; native of Northampton. Has served in the King's Royal Rifles. Is well known at Kettering. Warrant issued. Information to Deputy Chief Constable Bailie, Wellingborough. NORTHUMBERLAND. 34.— Wooler ( County).— For stealing 59 sheep, from a field at East Ord, 12th inst.— LEONARD SHORT, age 42, height 5 ft. 6 in , complexion sallow, rather long face, regular features, hair, whiskers, beard, and moustache black, knuckles ( especially right hand) and root of nails stained from dying wool; has a slight impediment in his speech; Jewish appearance; dress, dark clothes, black round top felt hat, may have a brown over- coat. A wool dealer; native of Tweedmouth. Is much given to betting, and may be found at race meetings. Warrant issued. Information to Supt. Kennedy, Woaler. Found iu his possession — a nickel- plated geneva stop watch, No. 108907, and steel albert, supposed stolen. States he is an iron turner. Was sentenced to 2 months imprisonment, 3rd July last, at Leicester, for sacrilege. 100.— Oak h am ( County).— Committed for trial at next Quarter Sessions, 19th prox., for horse- stealing — THOMAS HEPBURN, age 50, height 5 ft. 7f in., complexion ruddy, hair brown ( turning grey), whiskers and moustache sandy, eyes grey; dress, dark coat and vest, blue cloth trousers, black felt hat, lace boots ( all very old and shabby). States he was employed about 6 years ago as engine driver on the North Eastern Railway. Found iu his possession— a dark cane dandy- brush, which he states he stole between Huntingdon and Stamford.
