GAZETTE 1. • » All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE JIDITOB OP THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and. engravings of stolen property, mill be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, tcUl be wholly responsible for any proceedings whic/ i may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Parliament- st., Postal Order, er in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. WEEKS, The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering « reward for the discovery of property or the detection of crimo, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly oxpressed in relation to the following points- fa) The amount of the reward. ( 6) The conditions on which it is payable, ( o) The person by whom it will be paid, ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken Off disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTI .— There are 177 Station of the Metropolitan FtUee Force at which Notices can be posted. an American solicitor, wanted at New York, for embezzlement to the amount of 1,500,000 dollars— Age 45, height 6 ft., complexion dark, hair and moustache dark ( slightly grizzled); wears eye glasses, but not at all time's ; has a habit of taking them off and throwing his head back while speaking; talks slowly and deliberately ; dresses well. Not to be apprehended; if any information obtained, communicate immediately with Assistant Commissioner, Criminal Investigation Department. 2.— A Division. — For obtaining money by fraudulent cheques— GEORGE CHEESEMAN, alias PEPPER, late THOMAS SCOTT & Co., distillers, 217, Abbey- street, Bermondsey, age 34, height 5 ft. 7 in., complexion sallow, hair and mous- tache dark brown, good- looking ; dress, brown jacket suit, white straw hat, sometimes wears brown felt hat. Fond of gay women; may be found at Lowestoft or Hastings. Is well- known to licensed victuallers. Warrant issued. 3— G Division. — For stealing, in July last, 2 pieces of sheet silver, one 14 in. by 12 in., the other 14 in. by 8 in.— WILLIAM C. OXFORD, an electro- plate worker, age 34, height 5 ft. 8 in., slight build, complexion, hair, and moustache dark, dark piercing eyes; dress, long black overcoat, dark trousers, black hard felt hat. A native of Bir- mingham. Warrant issued. 4— M Division.— For fraud — JOHN WIL- LIAM BLAKE, age 26, height 5 ft. 7 in., com- plexion, hair, and slight moustache dark, thin features, large nose ; dress, light tweed suit, black hard felt hat. Native of Bermondsey, London. May be accompanied by his wife, age 25, medium height, complexion fair, dimple on chin, hair dark, fringe on forehead. 5. — p Division. — For larceny — JOHN STOWELL, age 30, height 6 ft., complexion sallow, hair dark, of military appearance and good address ; dress, blue serge suit ( morning coat), black hard felt hat, patent leather boots, stand- up collar, bow tie. A native of Oxford. He was discharged with ignominy from Medical Staff Corps, in March, 1892, and sentenced at Devizes, to 6 months imprison- ment for felony. 6.— T Division.— Wcodcut pea- trait and descrip- tion of HENRY ALFRED REED, whose appre- hension is sought lor absconding from his bail at North London Sessions, 7th nit., charged with, stealing and receiving meat— Age about 28, height 5 ft. 4 in., complexion sallow, hair ( curly on top) dark brown, eyes grey; dress, dark blue double- breasted coat and vest ( velvet collar), grey mixture t weed trousers, black hard felt hat, brown lace boots. A ship's steward; native of West Hartlepool, where he may visit. Warrant issued. 7. — Y Division. — For larceny— THOMAS EATON, alias THOMAS HOWARD, age 26, height 5 ft. 9 in., complexion very pale, hair and eyes brown, scars from boils on back of neck ; dress, bine serge jacket suit and vest, black hard felt hat, lac 3 boots. May visit Bolnhurst, near Bedford. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 8.— For embezzlement — CHAS. E. ARGYLLSHIRE. 9. — Lochgilphead ( County). — On Sherifi's warrant, in connection with the murder, by shooting, of Lieutenant Windsor Dudley Cecil Hambrough, on 10th ult. — EDWARD SCOTT, supposed an engineer, age 35 ( looks younger), height 5 ft. 9 or 10 in., complexion sallow, sharp features, hair dark brown, small dark moustache, eyes steel - grey; carries his head erect; dress, when last seen, dark bine coat and vest, dark grey trousers, black round felt hat. Information to the Chief Constable of Argyllshire, Lochgilphead. and rather heavy moustache dark brown, otherwise clean shaved, eyes brown, rather broad forehead, BEDFORDSHIRE. 10.— Bedford ( Borough).— For larceny ( bailee) — FREDERICK WOODMAN, age 18, height about 5 ft. 6 in., complexion fair, hair and slight mous- tache light; dress, dark coat, grey trousers, plaid cap, brown foot- ball boots, blue tie with white spots. He left Bedford, 4th inst., supposed for North- ampton or Cambridge. May seek employment at fishmongers. Warrant issued. Information to Chief Constable Thody, Bedford. DEVONSHIRE. 11.— Exeter ( City).— For conspiracy— JOSEPH SCALFI, alias JOSEPH BROOKS, age about 60, height 5 ft. 7 or 8 in., complexion, hair, whiskers, and moustache ( turning grey) dark; addicted to drink. He left Exeter about 24th June last, when he walked with a crutch and stick, one leg ( supposed left) having been broken and badly set. Warrant issued. Information to Chief Constable Le Mesurier, Exeter. EDINBURGH. 12.— Edinburgh ( City).— Woodcut portrait an d description of License Holder THOMAS LAUDER, alias THOMAS LANDER, Office No. 45096, whose arrest is sought here for failing to report, and at Leeds for fraud.— Age 41, height 6 feet, complexion fresh, hair brown ( turning grey and bald), eyes grey, small fawn- coloured spot front of right shoulder, small scar right side spine, 2nd left toe bent. Sentenced at Edinburgh, 16th October, 1889, to 5 years penal servitude for fraud, after previous convictions at Jedburgh, Dundee, Kirkcudbright, Aberdeen, and Central Criminal Court. Licensed 18th July last. Supposed to be travelling the country committing frauds. Information to the Chief Constable, Edinburgh. ESSEX. 13. — Southend ( County.)— Woodcut portrait and description of GEORGE R. SUTHERLAND, whose apprehension is sought for obtaining £ 10 5s. by means of a forged cheque on the London and County Banking Company, Limited, Sonthend Branch, on 19th ult.— Age about 35, height about 5 ft. 8 in., complexion pale, hair ( inclined to curl walks quickly with long strides, has had one leg injured, and is supposed to be wearing a silver plate in knee cap; well dressed, and of gentlemanly appearance. Speaks several languages. Has been a commission agent, and was formerly a ship's steward, supposed on the P. and O. line. Supposed to be a native of Glasgow or Edinburgh. He left Southend, on 19th inst., with his wife and four children. Warrant issued. Information to Supt. Hawtree, Southend- on- Sea. hension is sought for stealing a quantity of hay. Age about 30, height 5 ft. 11 in., slight build, complexion, hair and moustache dark, small eyes, very low forehead, large mole on forehead, front teeth project; dress, light grey short coat, dark brown narrow corduroy trousers; late of Bunting- ford and Standon. Native of Mitcham, Surrey. A haydealer's foreman, and may seek similar employ- ment. Warrant issued. Information to Captain Wymer, Supt., Ware. 17.— Watford ( County).— For embezzlement.— CHARLES D. BRIGDEN, age 33, height 5 ft. 4 in., complexion rather dark, thin face, hair ( turning grey), moustache and side whiskers dark, oyes rather full; dress, dark lounge suit, respectable appearance, and of good address, walks quickly, right foot turns inward. Native of Cuckfield, Sussex. Warrant issued. Information to Deputy Chief Constable Pearson, Watford. FLINTSHIRE. 14.— Mold ( County).— For obtaining money by false pretences— JAMES V. JONES, alias SLATER JONES, age 40 to 45, height 5 ft. 6 or 7 in., com- plexion fresh, hair light brown ( turning grey), eyes grey; dress, dark coat and vest, light cloth trousers, black flat top felt hat; respectable appearance and of good education. A commercial traveller ; a native of Liverpool. Supposed lately resided at Little Queen- street, London, W. C. He represents himself as a traveller for H. Milner & Co., of Lichfield- street, London, W. C. ( which firm does not exist), and gives orders on them for sums borrowed, & c. Supposed a long firm swindler, victimizing hotel- keepers, & c. Warrant issued. Information to Deputy Chief Constable Bolton, Mold. GLOUCESTERSHIRE. 15. — Dursle ( County). — For larceny — GEORGE MILLS, age 48, height 5 ft. 2£ in., slight build, complexion fair, long face, hair dark brown, whiskers and moustache light brown, eyes grey, mole right side and back of shoulder, scars right hand, both arms; dress, dark cloth coat, corduroy trousers, black bowler hat, heavy lace boots. Previously convicted at Bristol, Jan., 1873, of larceny, 6 weeks ; Devizes, Michaelmas Sessions, 1873, stealing a watch, 6 months; Bristol Sessions, June, 1874, stealing a watch, 12 months and 2 years police supervision ; Gloucester Quarter Sessions, January, 1876, larceny, 7 years penal servitude and 5 years police supervision. A native of Shipton Moyne, Gloucestershire. May be found in hop- picking districts. Warrant issued. Information to Supt. Hopkins, Dursley. A labourer. Sentenced at Mainstone, 25th Oct., 1884, to 10 years penal servitude for rape. Information to Supt. Capps, Sittingbourne. 19.— Dover ( Borough).— For stealing 1 gentle- man's gold watch, Russian make, gold albert chain attached; 1 lady's gold geneva watch, long gold chain attached ; 1 gold ring, set 3 small diamonds ; I gold ring, set 2 pearls and 1 diamond— PAUL PERLENAN, a German Jew, age 24, height 5 ft. II in., complexion fair, clean shaved ; dress, brown check suit, blue cap ; occasionally wears glasses. A tailor. Warrant issued. Information to Supt. Sanders, Dover. LANCASHIRE. 20.— Burnley ( Borough).— For failing to report License Holder JOHN LORD, Office No. 43930, age 34, height 5 ft. 3 in., complexion fresh, hair brown, eyes hazel, mole right side top lip, large scar left side chest, stars, stripes, and Union Jack thick of left arm, part bracelet left wrist, blue ring hit little finger, W on left thumb, several bine dots left, forearm, scar 2nd left finger and on right shin. Sentenced at Manchester Assizes, 17th April, 1885, to 10 years penal servitude for burglary. E L 79. Information to the Chief Constable of Burnley. 21.— Salford ( Borough).— For stealing a hor3e ( recovered)— A MAN, age about 50, height 5 ft. 6 in., slight build, side whiskers, otherwise clean shaved ; dress, short grey coat, light trousers, soft felt hat, lace boots ; horsey appearance. Information to the Chief Constable, Town Hall, Salford. LEICESTERSHIRE. 22.— Market Harborough ( County). — For stealing a watch ( recovered at Bedford), 30th ult.— A MAN, age about 50, height 6 ft., complexion dark, small dark moustache, high forehead, small eyes; dress, dark blue suit, black hard billycock hat; military appearance— A WOMAN, age about 40, height 5 ft. 3 or 4 in, complexion dark, hair dark brown, fringe on forehead ; dress, brown mixture skirt, blue blouse with white spots, black jacket open at front, black bonnet with 3 tea roses in front, black velvet strings, black veil. They frequent coffee- houses, and obtain lodgings at private houses. Warrant issued. Information to Supt. Shillcock, Market Har- borough. LINCOLNSHIRE. 23.— Alford ( County).— For rape, 1st inst., at Sutton- on- Sea— GEORGE BAKER, a farm servant, age about 17, height about 5 ft. 6 in., complexion fresh, hair light; dress, dark cloth suit and cap, lace boots; may have a rough blue overcoat. He may endeavour to enlist, or go to sea. Warrant issued. Information to Supt. Wood, Alford. FRIDAY, SEPTEMBER 15, 1893. T H E P O L I C E GAZETTE. 8 24.— Bourne ( County).— For stealing a watch- chain ( recovered) — FREDERICK HADLAND, alias VICKERS, age about 25, height 5 ft. 6 or 7 in., rather slight build, hair dark, slight light moustache, eyes ( full) dark; dresa, light cloth jacket and vest, light ccrd trousers, white neckerchief, black spots, light cap, strong lace boots, carried a bundle in red- and- white handkerchief. A native of Bicester, Ox- fordshire; has worked as bricklayer's labourer at Oakham, Rutland, during the last 6 months; has also been employed as groom at hotels. Warrant issued. Information to Supt. Brown, Bourne. MONTGOMERYSHIRE. 25— Llanidloes ( County).— For deserting his - wife and family— JOHN STEPHENS, a stone- mason, age 43, height 5 ft. 9 in., complexion sallow, hair, whiskers and moustache dark. Has lately - worked at Ferndale, Glamorganshire. Warrant issued. Information to Inspector Lake, Llanidloes. NORFOLK. 26.— Thetford ( County). — For larceny, 30th ult.— ALFRED REDGRAVE, age 37, height 5 ft. in., complexion fresh, round face, hair light brown, slightly bald, small light moustache, eyes blue, tattooed 213, man's bust, crossed- flags, and double bracelet left arm and wrist, anchor back of hand, rings 2nd and 3rd fingers, large scar left knee, mole between shoulderblades, patch of hair lower part of back ; dress, dark coat, beaverteen vest and trousers, black- and- white check peak cap, lace boots. He was traced to Ely and Cambridge, leaving the latter place 1st inst., after disposing of part of the stolen property for accommodation and refreshments. A plain silver ring, part of the stolen property, is still unrecovered, and which he may be wearing. He frequents low public- houses. ( See Case No. 41, 21st Aug., 1891.) Warrant issued. NORTHUMBERLAND. 27— Berwick- on- Tweed ( Borough). — For larceny — JAMES HALL, alias DUNCAN STEWART, age about 30, height 5 ft. 8 in., complexion, hair and moustache dark; dress, blue jacket suit, black felt hat, sometimes wears single peak cap. Respectable appearance. He took a furnished house on 25th ult., and got possession of a large quantity of linen and bedding which he sent to a pawnshop at Edinburgh under the name of Jane A. Maund. Is accompanied by a woman about 30 years of age. Warrant issued. Information to Head Constable Garden, Berwick- on- Tweed. OXFORDSHIRE. 28.— Oxford ( County).— For stealing, between 3rd and 9th inst., at Cowley— A double- case silver geneva watch, no glass, " V." marked on face — A MAN, age 26, height 5 ft. 4 in., complexion fair, hair and moustache very light; dress, dark cord suit, tight - fitting trousers, black hard felt hat. A native of Tingewick, Bucks. Information to the Chief Constable, County Police Office, Oxford. PEMBROKESHIRE. 29. — Haverfordwest ( County). — For em- bezz'ement— URBANE ROBERTS, age about 35, height about 5 ft. in-> complexion fresh, hair, moustache, and eyes dark, square build, rather stout; dress, black worsted jacket and vest, fawn coloured small striped trousers, lace boots, black felt hat. A confectioner. Native of Haverfordwest. Warrant issued. Information to the Chief Constable, Haverford- west. RENFREWSHIRE. MURDER. 30.— Paisley ( Burgh). — For the murder of DAVID BALLINGALL, on 24th nit.— RICHARD STURROCK, a chemist, late of Barony- street, Glasgow, age about 40, height 5 ft. 4 in., slight build, complexion sallow, thin face, hair, whiskers, and moustache ( short and turning grey) light, alight halt when walking, speaks with Glasgow accent; dreBS, black corded coat and vest, dark trousers with light stripe, round black felt hat, white collar, dark tie, side- spring boots with plain toes. Native of Forfarshire. JOHN WALKER, a plumber, late of Campbell- street, Gilshochhill, Glasgow, age about 30, height STIRLINGSHIRE. 33.— sti rl ing( CWty).— For fraud— WILLIAM LONGMUIR, a clerk, age 30, height 5 ft. 7 in., complexion pale, thin face, hair brown, slight light moustache, right leg drawn up at knee, and sole of right boot about 6 in. thick ; dress, when last seen, dark corded jacket and vest, light trousers, black felt hat; gentlemanly appearance, and good address. A native of Kidderminster. Warrant issued. Information to the Chief Constable, County Police Office, Stirling. 5 ft. 10 in., complexion dark, full face, hair and heavy moustache black, speaks with Glasgow accent, smart appearance; dress, light check tweed jacket suit, brown hard felt hat, whits collar and tie. A native of Fifeshire. They may be found together, and may endeavour to go abroad. Some time ago Sturrock expressed a desire to obtain a situation as dispenEer on board a vessel. Warrant issued. It is requested that enquiry be made at shipping offices, outward bound vessels, & c., and any informa tion obtained immediately communicated to Chief Constable Sutherland, Paisley. SOMERSETSHIRE. 31.— Bath ( City).— For obtaining a banker's cheque, £ 6 6s., by false pretences, 23rd ult.— A man, who gave the name of G. H. LEVEY, age about 44, height 5 ft. 8 in., rather stout build, complexion florid, oval face, hair light brown ( slightly bald) moustache brown, eyes blue; dress, light coat, white vest, fawn- coloured trousers. His modus operandi is to call upon tradesmen, statins: that he represents the firm of G. H. Levey and Co., Ink Manufacturers, No. 9, Clarence- street, Cheetham, Manchester, and induces them to pur- chase a large quantity of marking ink, promising good commission if they will become agents for the firm ; by this inducement he obtained the above cheque. Warrant issued. Information to Lieut.- Col. Gwyn, Chief Constable, Bath. STAFFORDSHIRE. 32.— West Bromwich ( County).— For failing to report— License Holder JAMES WILLS, Office No. 45039, age 29, height 5 ft. 9J in., complexion fresh, hair brown, eyes blue, scar on head, 1 right side and 2 left side back of neck, 3 outside left calf and 1 inside right calf, 2 warts right side centre of belly, blue dot between left thumb and forefinger, round- shouldered. Sentenced at Stafford, 28th June, 1887, to 7 years penal servitude for house- breaking. Licensed 13th July last. I N 881. Information to Chief Supt. Whitehurst, West Bromwich. SUFFOLK. 34.— Boxford ( County).— For obtaining 67 new halters by false pretences, at Sudbury, 30th ult.— THOMAS WILBEY, alias WILOUGHBY, age 30 to 35, height 5 ft. 9 or 10 in., complexion dark, hair dark brown, eyes dark; dress, dark coat and vest, cord trousers, pocket on hip, light check cap. Supposed native of Cambridge. Information to Supt. Chapman, Boxford. SUSSEX ( EAST). 35. — Brighton ( Borough). — For unlawfully withholding and using the sum of £ 7 I7s. lOd.— JOHN CANTY, age 40, height 5 ft. 7 or 8 in., stout build, complexion fair, broad features, sandy mous- tache, eyes grey, slightly lame right leg. An Irishman. Formerly treasurer of the Brighton Branch of the United Builders' Labourers' Union. Supposed now in the hop district.
