"> Alt announcements for insertion in the POLICE GAZETTE, and all communications upon them snould oe aauressed to inn LUUUK OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTK, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of\ bs. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. livery announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, ax the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whun may result from such publication. 11. Announcements for the Friday isiue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They musr be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond fy Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for ME POLICE GAZETTE through Mr. James Willing, 123, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond tho number at present supplied will be forwarded on application in the form set forth in oircular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at onoe notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering % reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( o) The person by whom it will be paid. ( « i) That the name and address of the printer appear thereon. 2. A miner. Ship under sail and figure of a nude female in fetters on chest, eagle, flags, crown and horse in gallop front, and letters, star, crown, and flags back of right forearm, bracelet, heart, and anchor back of left wrist, heart, shamrock, and W. C. H. C. B. back of left hand, group of flags around a shield surmounted by a crown out- side right, and a figure on a cross outside left upper arm, anchor outside left forearm; dress, dirty mole- skin trousers, faded brown velveteen gamekeeper's cord vest and dark jacket. May be associating with poachers, using canal boats, or may ship as a fireman. Was sentenced at Glasgow, 12th September, 1S88, to 5 years penal servitude for housebreaking, and licensed 17th June, 1892, to Dundee. Information to the Chief Constable of Lanarkshire. Warrant issued. 6.— D Division.— For stealing, 5th iDst., £ 120 in Bank of England notes and gold— FLORENCE WEST, a servant, age 26 ( looks older), height 5 ft., slight build, complexion pa! e, hair ( cut short) and eyes dark, pointed chin, bad teeth, pupil of one eye larger than the other; dresses in dark clothing. 7— L Division.— For stealing £ 400 — JOHN WOOSTER, a bicycle maker, late of Victoria House, Vic. toria- road, Peckham, and secretary of the 4th South London ( 517th Starr - Bowkett) Building Society, age 45, height ft ft. 8 in., complexion fresh, small thin face, hair, whiskers, and moustache reddish, eyes hazel, quick movements ; dress, dark clothes, and usually brown felt hat. Warrant issued. 8.— V Division.— For lai- ceny ( bailee).— EDWARD OSBORNE, age 37, height 5 ft 11 in., complexion and hair dark; dress, long grey coat, tweed vest, cord trousers, peak cap, lace boots, all dirty. A costermonger. Is accompanied by 2 boys, ages 3 and 8, and may be found hoppicking. Native of Kingston. Warrant issued. CITY OF LONDON. 9. — For stealing £ 50 — ALFRED LUMLEY, late of 32, Swaiiecombe- road, Chiswick, age 40, height 5 ft. 6 in., complexion fair, hair, whiskers and moustache light, shaved on chin, near- sighted, deeply pockmarked, walks with short quick step; dress, light jacket suit, black hard felt hat. A provision merchant's clerk. Absconded 28th ult., and was seen at Southend, 30th ult. Warrant issued. 10.— For embezzlement— CHAS. E. GOOD, age 26, height 5 ft. 4 or 5 in., complexion fair, hair light, eyes hazel; dress, grey jacket suit, black hard felt hat. A traveller in the woollen trade; native of Plymouth. Warrant issued. Sentenced at Bed- ford, 17th November, 1888, to 5 years penal , servi- tude for rape, and released on a second license 25th ult. O 444. Information to the Chief Constable of Bedford. CARNARVONSHIRE. 12. — Conway ( County). — For fraud. — H. DAVIES, age 25 to 30, height 5 ft. 4 or 5 in., complexion very dark, hair dark; dress, dark dust- coat, light stripe trousers, black hat, may be wearing new brown lace boots. Has the appearance of having been abroad. Warrant issued. Information to Supt. Williams, Conway. CHESHIRE. 13.— Birkenhead ( County).— For deserting his two children, 22nd July last— JAMES DOWNS, age 34, height 5 ft. 4 in., complexion fresh, hair and eyes brown, clean shaved, lost first joint off 4th finger left hand; dress, black jacket, moleskin vest and trousers, black cloth cap, clogs. Warrant issued. 3.— B Division. — For larceny ( servant) — GEORGE SHEPPARD, age 16, height 5 ft. 3 in., complexion, hair, and eyes dark, broad features, rather thick lips ; dress, black serge suit, grey cloth cap. A native of Chelsea; may be found at some seaside town. 4.— B Division. — For obtaining £ 10 by a worthless cheque on the Ludgate Hill Branch of the Capital and Counties Bank— JOHN BURNHAM GARRETT, age 35, height 5 ft. 9 in., rather stout build, complexion fair, hair and moustache brown, eyes blue, gunshot wound on neck; dress, dark tweed jacket suit, black hard felt hat. He is accompanied by his wife, and they are supposed to be staying at principal hotels on the South Coast, where he may cash similar cheques. Native of London. Warrant issued. 5.— T Division.— Wcodcut pea- trait and descrip- tion of HENRY ALFRED REED, whose appre- DEVONSHIRE. 14.— Exeter ( City).— For conspiracy— JOSEPH SCALFI, alias JOSEPH BROOKS, age about 60, height 5 ft. 7 or 8 in., complexion, hair, whiskers, and moustache ( turning grey) dark; addicted to drink. He left Exeter about 24th June last, when he walked with a crutch and stick, one leg ( supposed left) having been broken and badly set. Warrant issued. EDINBURGH. 15.— Edi n bu rgh ( City).— Woodcut portrait and description of License Holder THOMAS LAUDER, alias THOMAS LANDER, Office No. 45096, whose arrest is sought here for failing to report, and at Leeds for fraud.— Age 41, height 6 feet, complexion fresh, hair brown ( turning grey and bald), eyes grey, small fawn- coloured spot front of right shoulder, small scar right side spine, 2nd left toe bent. Sentenced at Edinburgh, 16th October, 1889, to 5 years penal servitude for fraud, after previous convictions at Jedburgh, Dundee, Kirkcudbright, Aberdeen, and Central Criminal Court. Licensed 18th July last. Supposed to be travelling the country committing frauds. Information to the Chief Constable, Edinburgh. ESSEX. 16. — Southend ( County.)— Woodcut portrait and description of GEORGE R. SUTHERLAND, whose apprehension is sought for obtaining £ 10 5s. by means of a forged cheque on the London and County Banking Company, Limited, Southend Branch, on 19th ult.— Age about 35, height about 5 ft. 8 in., complexion pale, hair ( inclined to curl) and rather heavy moustache dark brown, otherwise clean shaved, eyes brown, rather broad forehead, walks quickly with long strides, has had one leg injured, and is supposed to be wearing a silver plate in knee cap; well dressed, and of gentlemanly appearance. Speaks several languages. Has been a commission agent, and was formerly a ship's steward, supposed on the P. and O. line. Supposed to be a native of Glasgow or Edinburgh. He left Southend, on 19th inst., with his wife and four children. Warrant issued. Information to Supt. Hawtree, Southend- on- Sea. GLOUCESTERSHIRE. 17. — Dursley ( County). — For larceny — GEORGE MILLS, age 48, height 5 ft. 2£ in., slight build, complexion fair, long face, hair dark brown, whiskers and moustache light brown, eyes grey, mole right side and back of shoulder, scars right hand, both arms; dress, dark cloth coat, corduroy trousers, black bowler hat, heavy lace boots. Previously convicted at Bristol, Jan., 1873, of larceny, 6 weeks ; Devizes, Michaelmas Sessions, 1873, stealing a watch, 6 months; Bristol Sessions, June, 1874, stealing a watch, 12 months and 2 years police supervision ; Gloucester Quarter Sessions, January, 1876, larceny, 7 years penal servitude and 5 years police supervision. A native of Shipton Moyne, Gloucestershire. May be found in hop- picking districts. Warrant issued. Information to Supt. Hopkins, Dursley. KENT. 19.— Dover ( Borough).— For stealing 1 gentle- man's gold watch, Russian make, gold albert chain attached; 1 lady's gold geneva watch, long gold chain attached ; 1 gold ring, set 3 small diamonds ; I gold ring, set 2 pearls and 1 diamond— PAUL PERLENAN, a German Jew, age 24, height 5 ft. II in., complexion fair, clean shaved ; dress, brown check suit, blue cap ; occasionally wears glasses. A tailor. Warrant issued. Information to Supt. Sanders, Dover. LANCASHIRE. 20— Blackpool ( Borough). — For failing to report— Supervisee HENRY WALMSLEY, Office No. 44405, age 31, height 5 ft. 2^ in., complexion fresh, hair light brown, eyes grey, scars on left temple, fourth left finger, between right thumb and forefinger, and in left groin, nose slightly crooked, bald top of head. Sentenced at Preston, 17th Feb- ruary, 1892, to 12 months hard labour and 2 years police supervision for larceny ( person). A 4196. Information to the Chief Constable of Blackpool. 21.— Salford ( Borough).— For failing to report — Supervisee THOMAS CUNNINGHAM, Office No. 42544, age 28, height 5 ft. 6{ in., complexion fresh, hair dark brown, eyes brown, scar centre of forehead, large nose, cross, wreath, and " T. H." inside, and heart, cross, and anchor outside left fore- arm, " B. T." on right upper arm, " M. A." outside and " T. N." and head of a female inside right fore- arm, bracelet and " B. C." outside left wrist, star and anchor back of left band, hairy legs. Sentenced at Preston, 23rd February, 1891, to 12 months hard labour and 4 years police supervision for larceny. Supervisee ANNIE WHITTAKER, Office No. 33280, age 36, height 5 ft., complexion sallow, hair dark brown, eyes brown, small mole right side forehead, nose broken, scar rt shoulder and lower lip. Sentenced at Salford, 25th February, 1884, to 5 years penal servitude and 7 years police super- vision for larceny. Information to the Chief Constable of Salford. LEICESTERSHIRE. 22.— Market Harborough ( County). — For stealing a watch ( recovered at Bedford), 30th ult.— A MAN, age about 50, height 6 ft., complexion dark, small dark moustache, high forehead, small eyes; dress, dark blue suit, black hard billycock bat; military appearance— A WOMAN, age about 40, height 5 ft. 3 or 4 in, complexion dark, hair dark brown, fringe on forehead ; dress, brown mixture skirt, blue blouse with white spots, black jacket open at front, black bonnet with 3 tea roses in front, black velvet strings, black veil. They frequent coffee- houses, and obtain lodgings at private houses. Warrant issued. Information to Supt. Shillcock, Market Har borough. LINCOLNSHIRE. 23. — Grantham ( County). — For larceny — HENRY MITTON, age 62, height 5 ft. 10 or 11 in., slight build, hair and side whiskers grey, blind right eye, slightly round- shouldered; dress, brown check suit, trousers patched at seat, black hard felt hat, lace boots; carries a pair of eye- glasses attached to cord round neck. Has recently been convicted of larceny at Newark. Warrant issued. Information to Supt. Taylor, Grantham. MONTGOMERYSHIRE. 24— Llanidloes ( County).— For deserting his wife and family— JOHN STEPHENS, a stone- mason, age 43, height 5 ft. 9 in., complexion sallow, hair, whiskers and moustache dark. Has lately worked at Ferndale, Glamorganshire. Warrant issued. Information to Inspector Lake, Llanidloes. NORFOLK. 25.— Thetford ( County). — For larceny, 30th ult.— A MAN, age 32, height 5 ft. in., complexion fresh, round face, hair light brown, slightly bald, small light moustache, eyes blue, tattooed 213, man's bust, crossed- flags, and double bracelet left arm and wrist, anchor back of hand, rings 2nd and 3rd fingers, large scar left knee, mole between shoulder- blades, patch of hair lower part of back; dress, dark coat, beaverteen vest and trousers, black- and- white check peak cap, lace boots. He was traced to Ely and Cambridge, leaving the latter place 1st inst., after disposing of part of the stolen property for accommodation and refreshments. A plain silver ring, part of the stolen property, is still unrecovered, and which he may be wearing. He frequents low public- houses. Warrant issued. Information to Inspector Simpson, Thetford. 44, height 5 ft. 8 in., rather stout build, complexion florid, oval face, hair light brown ( slightly bald) moustache brown, eyes blue; dress, light coat, white vest, fawn- coloured trousers. His modus operandi is to call upon tradesmen, stating that he represents the firm of G. H. Levey and Co., Ink Manufacturers, No. 9, Clarence- street, Cheetliam,' Manchester, and induces them to pur- chase a large quantity of marking ink, promising good commission if they will become agents for the firm ; by this inducement he obtained the above cheque. Warrant issued. Information to Lieut.- Col. Gwyn, Chief Constable, Bath. RENFREWSHIRE. MURDER. 26.— Paisley ( Burgh). — For the murder of DAVID BALLINGALL, on 24th ult.— RICHARD STURROCK, a chemist, late of Barony- street, Glasgow, age about 40, height 5 ft. 4 in., slight build, complexion sallow, thin face, hair, whiskers, and moustache ( short and turning grey) light, slight halt when walking, speaks with Glasgow accent; dress, black corded coat and vest, dark trousers with light stripe, round black felt hat, white collar, dark tie, side- spring boots with plain toes. Native of Forfarshire. JOHN WALKER, a plumber, late of Campbell- street, Gilshochhill, Glasgow, age about 30, height 5 ft. 10 in., complexion dark, full face, hair and heavy moustache black, speaks with Glasgow accent, smart appearance; dress, light check tweed jacket suit, brown hard felt hat, white collar and tie. A native of Fifeshire. They may be found together, and may endeavour to go abroad. Some time ago Sturrock expressed a desire to obtain a situation as dispenser on board a vessel. Warrant issued. It is requested that enquiry be made at shipping offices, outward bound vessels, & c., and any informa- tion obtained immediately communicated to Chief Constable Sutherland, Paisley. STAFFORDSHIRE. 28.— Brierley Hill ( County).— For obtaining money by false pretences, 28th nit.— W. BILL ( supposed false), age about 30, height 5 ft. 5 or 6 in., slight build, complexion fresh, hair and slight mous- tache dark ; dress, dark cloth coat and vest, tweed trousers with blue stripe, black hard billycock hat, spotted collar, dark tie. He represented himself as a traveller for Walter Cooper, provision merchant, Dudley, and obtained a deposit on an order given. Warrant issued. Information to Supt. Woollaston, Brierley Hill. STIRLINGSHIRE. 29 — sti rl i ng( Couuty).— For fraud— WILLIAM LONGMUIR, a clerk, age 30, height 5 ft. 7 in., complexion pale, thin face, hair brown, slight light mioustache, right leg drawn np at knee, and sole of right boot about 6 in. thick ; dress, when last seen, dark corded jacket and vest, light trousers, black felt hat; gentlemanly appearance, and good address^ A native of Kidderminster. Warrant issued. Information to the Chief Constable, County Police- Office, Stirling. SUSSEX ( EAST). 30. — Haywards Heath ( County). — For stealing a donkey ( recovered)— A MAN, age 50 to 55, height 5 ft. 9 or 10 in., complexion swarthy, hair, whiskers, and moustache ginger ; dress, long shabby dark overcoat, mended on breast, rusty cord trousers, square top hard hat, old nailed boots. Information to Acting Supt. Relf, Haywards Heath. 31.— Brighton ( Borough).— For embezzlement — JOHN CORNEY, an accountant, age 45 to 50, height 5 ft. 9 or 10 in., complexion dark, hair dark, turning grey, bald on top, whiskers ( cut short), and moustache iron- grey ; well dressed ; walks erect and with a swinging gait; fond of company, and addicted to drink. Warrant issued. Information to Chief Constable Terry, Brighton. 32. — Hastings ( Borough). — For stealing, 30th nit., from a house, while looking at apartments — A lady's gold geneva watch, plain face, black hands ; a small gold chain, pencil- case, and locket — A WOMAN, age about 45, height 5 ft. 7 or 8 in., stont build, complexion fair, hair brown ; dress, blue- and- white dress, black bonnet. 33. — Hastings ( Borough). — For illegally pawning a gold ring, 2Sth ult.— SIDNEY MEL- VILLE NELSON, age 26, height 5 ft. 8 or 9 in., complexion dark, hair ( cut short) and eyes darkr long black eyelashes, 1 tooth deficient in upper jaw - r dress, black melton morning coat ( worn), grey vest and grey stripe mixture trousers, brown lace boots, straw hat. A native of St. John's Wood, London. Warrant issued. Information to Chief Constable Glenister, Has- tings. SOMERSETSHIRE. 27.— Bath ( City).— For obtaining a banker's cheque, £ 6 6s., by false pretences, 23rd ult.— A man, who gave the name of G. H.
