Particulars concerning personswhose apprehension is sought will be inserted in one issue of the POLICE GAZ ETTB, if theg are sufficient to enable action to be taken upon them by another force, i 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the ariicts in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. G. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with deta iled particulars, at a cost of 15.?. per portrait, and of Is. fid. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Krerq announcement, iffor the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; ana, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition mast be signed by the chief ufficer of po'ice, or his immediate deputy, of the county, city, or borough, a* the case may be. 7. Announcements concerning stolen property must be guaranteed by an ufficer of not less rank than Insjiertor. or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In alt cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whic/ i may result from such publication. 11. Announcements for the Friday issue should be forioaraed so as to be received not later than noon on Jfednesday, and for the Tuesday edition not later than Saturday morning. They muse be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Parliamenl- st., Postal Order, or i » Stamps. 13. PUBLISHED BY AUTHORITY. GAZETTE NOTICE. 1.— The composition of the Friday No. of the " Police Gazette" will be found arranged for easy reference as follows :— ( a) Regulations at top of 1st page. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any oom- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at onoe notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other adveitisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( c) The person by whom it will be paid. ( cQ That the name and address of the printer appear thereon. 8. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the nward will be paid on its return without the offender being brought to trial, or without enquiry. NOTI.— There are 177 Stations of the Metropolitan Police Force at which Noticet can be posted. APPREHENSIONS SOUGHT. Is a member of the SaUation Army, and has been j very zealous in its work. Warrant issued. 2.— F Division — For non- appearance to a summons charging him with obtaining £ 300 by fraud — JOHN WALTER VINCENT, age 61, height 5 ft. 6 in., complexion pale, hair grey, whiskers ( cut short) turning very grey, eyes dark blue, prominent nose, Jewish appearance, very deaf at time3; dress, drab- coloured dust coat, grey trousers, high - crowned black soft felt hat. An auctioneer ; native of Bayswater, London. Warrant issued. 3.— T Division.— Wcodcut portrait and descrip- tion of HENRY ALFRED REED, whose appre- hension is sought for absconding from his bail at North London Sessions, 7th ult., charged with stealing and receiving meat— Age about 28, height 5 ft. 4 in., complexion sallow, hair ( curly on top) dark brown, eyes grey; dress, dark blue double- breasted coat and vest ( velvet collar), grey mixture tweed trousers, black hard felt hat, brown lace boots. A ship's steward; native of West Hartlepool, where he may visit. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BERKSHIRE. 4. — Maidenhead ( County). — For stealing— 1 lady's silver geneva watch ( recovered) ; 1 lady's gold ring, set white diamond- shape stone, with 2 red stones at sides ; I George III. crown- piece ; 4 three- penny pieces, with hole in each; and several Jubilee coins — THOMAS MUSKETT, age 25, height • 5 ft. 10 in., complexion fair, hair red, moustache light, eyes blue, Blight build; dress, blue serge suit, brass buttons ; sometimes wears white trousers, blue cap. A waterman ; native of 120, Cambridge- street, Norwich. Warrant issued. 5. — Maidenhead ( County). — For stealing, 22nd ult. — A dark brown cob gelding, aged, 14 hands 2, white star on forehead, hind fetlocks partly white, knees chipped; a dog cart, black ground, ficktd out yellow, black seat, long shafts, one hin^ e of tailboard loose; and a set of silver- plated harness, brass buckles on tugs— A MAN, age 40 to 45, height 5 ft. 7 in., rather stout build, com- plexion fresh, full face, hair brown; dressed in dark clothes with high black hat. CARNARVONSHIRE. 6.— Conway ( County).— For fraud. — THEO- DORE MAYO STANHOPE, alias STANLEY, age about 26, height 5 ft. 1 in., hair and moustache light, small side whiskers, eyes grey; dress, light grey coat and vest, light knee breeches, brown boots. Has in his possession a new brown Gladstone bag. Warrant issued. Information to Supt. Williims, Conway. CHESHIRE. 7.— Hazel Grove ( County). — For a criminal assault upon a girl, age 15— FRANK MOTTRAM, age 36, height 5 ft. 11 in. or 6 ft., complexion fair, hair light brown, moustache light, brown mark left cheek, walks as though one leg was a little stiff ( supposed left) ; dress, black coat and Test, grey trousers, black haid felt hat. A confectioners' baker; native of Birmingham; has been working in Manchester during the last 6 months. Warrant issued. Information to Supt. Britton, Hazel Grove. DEVONSHIRE. 8.— East Stonehouse ( County). — For non- payment of poor rate— HENRY BYRON WOOD, age 50, height 5 ft. 10 in., complexion fresh, hair brown ( turning grey), eye3 grey; dress, tight- fitting grey suit. Late Major of R. M. L. I. He is a horse- trainer, and is supposed to be travelling with Wolfs circus. Warrant issued. Information to Supt. Roberts, East Stonehouse. Y T H E POLIOF GAZETTE. ESSEX. 9.— Epping ( County). — For non- appearance to a summons for using disgusting language— BEL- SHAM ( or BELCHER) LEE, aga 36, height 5 ft. 7 or 8 in., complexion fresh, hair light, clean shaved; generally wears a cap ; gipsy appearance. A native of Lam bourne. Is accompanied by his wife, who is dark, short, and has rough curly hair; also several children. May be found hop- picking in Kent. Warrant issued. Information to Supt. Womack, Epping. 10.— Southend - on - Sea ( County). — For obtaining £ 11 19s. 3d. by false pretences, 8th ult.— DAVID H. HEAP, age 27, height 5 ft. 10 in., slim build, complexion sallow, hair dark, eyes grey, two front upper teeth deficient, lisps, speaks with North country accent; dress, black clothes; respectable appearance. Warrant issued. 11- — Southend ( County.)— Woodcut portrait and description of GEORGE R. SUTHERLAND, whose apprehension is sought for obtaining £ 10 5s. by means of a forged cheque on the London and County Banking Company, Limited, Soathend Branch, on 19th ult.— Age about 35, height about 5 ft. 8 in., complexion pale, hair ( inclined to curl) and rather heavy moustache dark brown, otherwise clean shaved, eyes brown, rather broad forehead, walks quickly with long strides, has had one leg injured, and is supposed to be wearing a silver plate in knee cap; well dressed, and of gentlemanly appearance. Speaks several languages. Has been a commission agent, and was formerly a ship's steward, supposed on the P. and O. line. Supposed to be a native of Glasgow or Edinburgh. He left Southend, on 19th inst., with his - wife and four children. Warrant issued. Information to Supt. Hawtree, Southend- on- Sea. HAMPSHIRE. 12.— Petersfield ( County).— For obtaining food and lodgings by false pretences at Lepbrook, on 21st ult.— WILFRED DE LISPERARD, age about 35, height about 5 ft. 11 in., complexion dark, long face, clean shaved, hair dark, turns his feet out when walking; dress, blue jacket, blue- striped trousers, white straw hat, brown leather shoes. Warrant issued. Information to Inspector James, Peterafield. 13.— Portsmouth ( Borough).— For uttering a forged bill of exchange for £ 66 10s., on 29th June last— PERCY EDWIN HENRY CAWTE, age about 25, height about 5 ft. 2 or 3 in., complexion fresh, hair and small moustache dark, otherwise clean shaved ; dress, chocolate colour reefing suit, black- and- white straw hat with black band, or black hard felt hat, stand- up collar, and a small knot tie; generally wears glasses. Information to the Chief Constable, Town Hall, Portsmouth. HERTFORDSHIRE. 14.— Watford ( County).— For obtaining by false pretences, 1 fancy dark check tweed lounge suit; 1 dark mixture tweed lounge suit; 1 black diagonal lounge coat and vest; 1 black stripe lounge coat and vest; 2 pairs of lavender trousers, all size 4 — CHAS. ROSS, age about 27, height 5 ft. 7 in., complexion sallow, hair dark, military appearance ; dress, blue serge eoat and vest, stripe trousers, black hard felt hat. Warrant issued. ISLE OF ELY. 15.— Ely ( County).— Remanded for burglary and sacrilege— WALTER HARMOND, age 29, height 5 ft. 2 in., complexion fresh, hair brown, eyes blue, sailor in wreath, crossed hands, " W. H.," and flag ta'tooed right arm, flags with hand and heart left arm, scar left thumb; dress, black oloth coat ( with velvet collar) and vest, blue trousers with narrow white stripe, fancy silk tie, light cloth peak cap, lace boots. A fisherman ; native of London. Information to Supt. King, Ely. KENT. 16— Tunbridge Wells ( Borough). — For embezzlement— JOHN CUTHBERT ALLISON, age 38, height 5 ft. 9£ in., complexion fresh, hair brown ( turning grey), eyes grey; dress, light clothes, and hard felt hat. A native of Durham; late chief constable of this borough. Has served as second mate on a trading ship, and formerly belonged to the Liverpool City Police for 12 years. Will probably go abroad. Absconded 26th July last. Warrant issued. Information to Acting Chief Constable Marriner, Tunbridge Wells. LANCASHIRE. 17.— Leigh ( County).— For maliciously wounding a police constable, 22nd ult.— MICHAEL COHEN, age about 30, height 5 ft. 8 or 9 in., complexion sallow, high cheekbones, rather heavy black mous tache; dress, light grey mixture tweed suit, light plaid cap. A collier, and has worked at Leigh, Barnsley, and other colliery districts in York and Lancashire for the past 13 years. A native of Crumlin, Ballyglunnin, Galway. Warrant issued. Information to Supt. Higginbotham, Leigh. 18— Liverpool ( City).— For failing to report— License Holder WILLIAM DEAN, alias WILLIAM DEANS, NEWTON, HALL, and GEORGE HILL, Office No. 45024, age 50, height 5 ft. 8 in., com- plexion fresh, hair grey, eyes grey; lost left arm about two inches from elbow, 10 small flesh warts right side, and ruptured. Sentenced at Preston Sessions, 16th October, 1889, to 5 years penal ser- vitude and 7 years police supervision, for larceny. Licensed 24th July, 1893. X T P 1158. Information to the Assistant Head Constable, Detective Department, Liverpool. 19.— Accrington ( Borough).— For arson, on 9th ult.— ALFRED ROBINSON, a farm servant, age 17 ( looks older), height about 5 ft. 3 in., stout build, complexion very fresh, hair light, eyes grey; slouching gait, generally carries his hands behind when walking; dress, dark mixture cloth jacket and vest, brown cord trousers ( nearly new), torn on right knee, check scarf, dark tweed cap with peak, lace boots. When he left, on the 19th ult., he was carrying a bundle tied up in a blue- and- white check handkerchief. Warrant issued. Information to Chief Constable Beattie, Ac- crington. 20.— Salford ( Borough).— For obtaining, by false pretences, a mare, 6 years, 15 hands 2 in., off front and bind fetlock white, splint on both forelegs— WILLIAM THOMPSON, age 35 to 38, height 5 ft. 5 or 6 in., complexion fair, slight side- whiskers, heavy light moustache, short legs, stoops slightly, broad shoulders; dress, light coat and vest, bluish grey trousers, brown bowler hat, lace boots. OXFORDSHIRE. 21.— Oxford ( County).— For housebreaking and stealing, 23rd ult., at Tetsworth, a silver consular watch, No. 9314, single case, silver link- pattern chain attached; and a pair of brown shoes— TWO MEN: 1st, age about 45, height 5 ft. 9 in., com- plexion, fair, hair light brovsn, clean shaved; dress, dirty grey suit, and cloth cap ; appearance of an old soldier. 2nd, age 16 or 17, height 5 ft. 7 in., com- plexion and hair dark ; dress, old dark suit, and cap. Information to the Chief Constable, County Police Office, Oxford. 22.— Oxford ( City).— For housebreaking, be- tween 25th and 27th ult., and stealing— I Indian gold brooch, set with turquoises with pendants ; 1 timer's claw brooch, set in gold ; 1 small Indian gold filigree brooch; 1 double heart brooch, with pearl crown; 4 silver brooches; 1 plated brooch, set paste rose pattern with cross and ear- rings to match; 1 gold locket, turquoise and pearl centre; 1 large gold oblong locket, with blue enamelled name in centre; 1 gold Indian locket, plain; 2 silver lockets and chains; 1 gold bracelet, centre turquoises; 1 moss- agate necklace and blacelet, set in gold ; 2 silver bracelets ; 2 old watches ( one heavy silver lever, and one lighter silver lever) ; 1 silver English lever watch, No. 20362 ; 2 sets of gentlemen's studs ; 1 miniature likeness, set in gold ; 1 pink coral neck- lace ; 1 gold neck chain for locket; 1 gold ring, set large red stone ; 2 silver teaspoons ; a quantity of silver, some marked B, some S, and some SB.— THREE MEN: 1st, age about 22, short, rather stiff build, complexion and moustache dark; dress, dark short coat and vest, light grey - and - black striped trousers, black hard hat; 2nd, age about 18, height 5 ft. 8 or 9 in., complexion fair, hair light, no hair on face; dress, black jacket, vest, and trousers, black hard hat, blue- and- red striped neckerchief ( conspicuous) ; 3rd, age about 24, height 5 ft. 6 or 7 in., stiff build, heavy brown moustache; dress, grey suit. MURDER. 23.— Paisley ( Burgh). — For the murder of DAVID BALLINGALL, on 24th ult.— RICHARI* STURROCK, a chemist, late of Barony- street, Glasgow, age about 40, height 5 ft. 4 in., slight build, complexion sallow, thin face, hair, whiskers, and moustache ( short and turning grey) light, slight halt when walking, speaks with Glasgow accent; dress, black corded coat and vest, dark trousers with light stripe, round black felt hat, white collar, dark tie, side- spring boots with plain toes. Native of Forfarshire. JOHN WALKER, a plumber, late of Campbell- street, Gilshochhill, Glasgow, age about 30, height 5 ft. 10 in., complexion dirk, fall face, hair and heavy moustache black, speaks with Glasgow accent, smart appearance; dress, light check tweed jacket FRIDAY, SEPTEMBER 15, 1893. It is requested that enquiry be made at shipping offices, outward bound vessels, & c., and any informa- tion obtained immediately communicated to Chief Constable Sutherland, Paisley. SHROPSHIRE. 24.— Whitchurch ( County).— For stealing, on 29th ult., an English lever watch, No. 17362, jewelled in 14 holes, " John Jarvis, Maker," on dial, " Thomas Edwards, Whitchurch," engraved inside case— A MAN, age 20 to 22, height 5 ft. 7 or 8 in., slender build, long thin features, sharp nose, hair light brown, no whiskers or moustache, large tear on right thumb; dress, light- coloured tweed jacket, very large plaid, vest of darker material and smaller plaid, brown trousers with small plaid, light- coloured cap with peak, stand- up collar, blue tie fastened in sailor's knot, red belt, old light boots. A groom; states he is a native of Macclesfield, Svhere he has brothers and sisters living. Information to Supt. Edwards, Whitchurch. 25.— Oswestry ( Borough).— For attempting to procure abortion — JOSEPH JOHNSON, age about 2G, height about 5 ft. 4 in., complexion fresh, hair sandy and inclined to curl, small sandy mous- tache and side whiskers, eyes blue. A blacksmith. Warrant issued. Information to Supt. Langford, Oswestry. may be found playing at concerts, circuses, theatres, music halls, & c. Warrant issued. Information to Capt. Gurney, Chief Constable, Hull. YORKSHIRE ( WEST RIDING). SOMERSETSHIRE. 2G.— Bath ( City).— For stealing a horse and gig ( recovered) — JAMBS HOOPER, age about 30, height 5 ft. 7 in., hair and moustache light brown ; dress, light brown suit, black bowler hat. A dealer in mock jewellery and cloth. Is supposed to be accompanied by a woman who has a black eye. Warrant issued. 27— Bath ( City).— For stealing, 25th ult., a gentleman's silver English lever watch, No. 12001, open face, metal chain attached— CHAS. WICKS, a stableman, age 19, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes blue; dress, light trousers and vest, short tweed coat, brown plaid cap, sidespring boots ( much worn). He obtained lodgings by stating he was employed by the Tram- way Company ( false). Is likely to be found lodging in coffee houses. Information to Lieut.- Col. Gwyn, Chief Constable, Bath. SURREY. £ 2 REWARD. 28.— Reigate ( Borough).— For deserting his wife and family — JOHN CASTLE, a labourer, age about 24, height 5 ft. 3 or 4 in., complexion fresh, round face, hair light brown, small light moustache, bad impediment in speech, large mole on right cheek. Is likely to be found at Croydon. Warrant issued. • The above reward will be paid by the Reigate Board of Guardians for the apprehension of Castle. Information to Head Constable Morant, Redhill. 29. SUSSEX ( EAST). - Eastbourne ( Borough).— For obtaining money by fraud— THOMAS WOOD, alias " TOP,"' age 55 to 60, height 5 ft. 4 or 5 in., complexion dark, hair ( short, very curly, bald on top) and moustache dark ( turning grey) ; dress, blue serge jacket, dark cloth trousers, lace boots, cloth cap ; tender on feet, has his boots cut. A painter; supposed native of Tunbridge Wells. Warrant issued. Information to the Chief Constable, Eastbourne YORKSHIRE ( EAST RIDING). 30.— Hull ( Borough).— For stealing a side trom hone in case, made in Paris— HARRY ROSS, age 24, height 5 ft. in., complexion dark, hair and eyes black, smart appearance, walks erect. A musician and ex- policeman of this borough. The instrument may be found in his possession, and he 31.— Sheffield ( City).— For stealing, between 26th and 27th ult, 3 diamond studs in a dark morroco case; 1 lady's gold geneva watch, medium size, white face, gold hands and seconds hands, thin case, No. not known ; 1 common verge watch, white face, steel hands ; 1 lady's gold twisted cord chain, had attached a small gold railway engine, and hook at end ; 1 lady's gold round link chain, had attached a gold oval locket, large size, initials on one side " T. G.," on the other " M. R." and tied with cotton to the chain ; 1 piece of gold albert chain, small round links, very thin; 1 small gold pencil case slightly bent; 1 old silver lever watch, white face, silver hands, seconds hand missing; 1 gent's gold sleeve- link; 1 lady's white night dress, frilled needlework round neck and front; 3 pairs of men's ribbed stockings, two blue and one grey ; 1 tortoise- shell penknife, two- bladed ; 1 pair of scissors ; 1 stag two- bladed penknife, name on blade — Christopher Johnson, Portobello ; 1 small ivory penknife, two- bladed ; 2 table cloths, large size, white; 2 pairs men's trousers, one light check, nearly new, the other dark, darned at the bottom of left leg; 3 pairs of men's button boots, two kid tops, once check cloth tops; 1 gent's black check worsted morning coat, two pockets behind, 1 ditto inside Itffc breast, outside do., black bone buttons with cloth covered centre, two of which are broken; 1 gent's old grey check coat, brown patch on right arm, 3 outside pockets, ticket pocket, light bone buttons and light lining; 6 or 8 razors, three ivory handles, the others black horn; 1 wooden pipe, name on " Umpire"; 3 flageolets, one nickel- plated with 1 key, one black ebony, full set of keys, convertible, [ 1 wooden with keys; Is. 6d. in copper, all crooked; 2 pairs of women's button boots, kid tops, several buttons missing, otherwise in good order— HARRY GLOS- SOP, age 14^ years, complexion dark, hair dark brown, thin baild; dressed in a black jacket and vest, dark cord trousers, light cap, brown handker chief round neck, lace boots newly heeled. May be accompanied by a youth, age 16, dark complexion, blind of the left eye, over which he wears a shade. Warrant issued.
