X., No. 1002 REGULATIONS. 1. • » dl: announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to TUB IIURROB OF THE POLICE GAZETTE, NEW SCOTLAND YAKD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in forceagainst him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. A nnouncements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. ( J. The force whic I causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on thei> apprehensiot or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion uf any announcement, will be wholly responsible for any proceedings whicn ma/ result from such publication. 11. Announcements for the Friday isiue should be forwaraed so as to be received not later thai, noon on \ Vednesiaj, and for the Tuesday edition not later than Saturday morning. They muse be clearly written on one side of the paper only, be in the usual form, and accompanied by a coveting letter. 12. All payments must be in advance, either r. t the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Parliamenl- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. METROPOLITAN POLICE DISTRICT. 1. — Criminal ment- — Portrait Investigation Depart- and des ription of EDWIN The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering t reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( o) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 8. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. DENBIGHSHIRE. 7.— Denbigh ( County). — For indecently saulting a girl age 11, 17th ult.— EDWARD JACKSON, late of Pontymwynwr, near Mold, age about 30, height 5 ft. 8 in., slight build, hair and moustache light sandy; dress, light suit, hard felt hat, lace boots nearly new. A gamekeeper, and may seek similar employment. Warrant issued. Information to Supt. Jones, Denbigh. ESSEX. 8.— Southend ( County). — For stealing, 28th ult., 1 lady's silver geneva watch ( old fashioned), No. 16895 or 19926, long gold chain attached; 1 lady's 18- carat gold ring, set 2 diamonds and 3 rubies, or 3 diamonds and 2 rubies ; £ 12 in money, and a postal order for 20s. payable to " B. Sketcher" — ELIZABETH OVERALL, age 23, height 5 ft. 9 T H E POLICE GAZETTE. TUESDAY, AUGUST 1, 1893. 2 or 3 in., slight build, complexion very pale, rather long face, hair light, small straight fringe on forehead, rather long nose, looks as if it has been broken; dross, dark navy- blue cloth dress, trimmed brown beaver about 1 in. wide at bottom, bodice trimmed bine silk cord, large black hat trimmed black ribbon and feather, and buckle with paste diamonds, wearing stolen underlinen marked " B. HAMPSHIRE. 9.— Portsmouth ( Borough). — For stealing, 29th ult., from Harbour Railway Station, a brown leather dressing- case, rather more than 1 ft. square, with brass beading round same, and monogram " J. K. C." ordinary fittings, containing 2 large and 2 small brushes, ivory backs, with letter " H " and coronet engraved thereon; 5 tortoisesliell combs, various sizes; 10 bottles, various sizes, with silver tops, and monogram " J. K. C." engraved thereon; 2 hand mirrors, one square with black velvet back, the other green and fluted ; 3 Bank of England notes for £ 10, £ 20, and £ 50 respectively; £ 10 in gold in a blue velvet bag; 1 Indian necklace, enamelled in green, and set with diamonds one side, pearls and turquoise3 the other ; 1 gold chain bracelet, with hangings consisting of keys, chairs, looking- glasses, scissors, knives, and firegrate, all made with coral; 1 cat's- eye ring, surrounded with diamonds ; 2 ruby and diamond rings; 2 turquoise and diamond rings; 1 gold ring with clasped hands ; 1 twisted ring with true lovers' knot in very small rubies; 1 enamelled ditto; 1 piece of an emerald and diamond necklace ; 1 old- fashioned silver bracelet, about If in. wide, enamelled black; 1 silver chain purse; 1 long bor. net pin with large gold knob with lapis lazuli stone in knob, with small gold chain attached; 1 silver ball ( embossed) for tape measure; 1 silver paper- knife, with letter " H " and coronet engraved on blade near handle; 1 pair of turquoise earrings with gold stars; 1 serpent's head pin Eet with dia- monds ; 1 large gold locket turquoise and diamonds, with picture inside and long gold chain attached ; 1 pair of coral sleeve- licks in shape of a ball; 1 pair of ditto, with small enamelled figures thereon; a small piece chipped off one of them; 1 pearl pin in shape of a fly, with emerald and ruby eyes; 1 pair of turquoise and diamond earrings; 2 pairs of ditto, made of gold coins; 1 short neckhce, consisting of Indian gold coins; I pin, shape of a dove, wings set with diamonds and turquoises; 1 pearl ditto; several loose diamonds; 1 gold watch, silver dial, glass broken, chased back, very small and out of repair, with gold chain ( cable pattern), with gold pencil case with a seal on end, and the name " Isabella" engraved thereon, and 1 silver filbert nut attached; 1 gold watch of which no description can be given ; 1 silver and bronze buckle; 1 pair of pasta buckles for shoes — TWO MEN: 1st, age between 40 and 50, height 5 ft. 9 in, complexion pale, hair, moustache, and straggling side whiskers dark, chin shaved ; dress, dark brown mixture suit, black hard felt hat. 2ad, age about 40, height 5 ft. 8 or 9 in., hair, moustache, and side whiskers light; dress, brown mixture coat, light trousers atd vest, brown felt hat. Supposed to have left Portsmouth by 12.35 p. m. train, 29th ult. Information to Chief Constable Cosser, Town Hall, Portsmouth. HERTFORDSHIRE. 10.— Hertford ( County).— For obtaining, by means of a forged cheque, a Suffolk- bred chestnut mare, age 9 years, about 15 hands, long mane and tail ( rather light), white Ecar left side of back, legs clean and light, wart top of left nostril, prominent bone each side of head, immediately under ears— TWO MEN: 1st, age 35 to 40, height 5 ft. 7 in., slight build, complexion fair, full face, hair, whiskers, and moustache dark brown ; dress, light tweed coat, dark cloth trousers and vest, silk hat. 2nd, age 40 to 45, height 5 ft. 6 in., stout build, complexion dark, hair, whiskers, and moustache dark brown ( very thick and bushy, full face ; dre3S, brown cloth suit, and black hard felt hat. Their modus operandi is for the first man to look at a horse, and appoint a day with the owner to see it at work, when he is accompanied by the second man, who i3 represented as a shoeing- smith to examine it; after settling the price, a worthles3 cheque is written on the London and Westminster Bank, No. 4, Stratford- place, London. Information to Supt. Parish, Hertford. KENT. 11— Margate ( Borough).— For stealing 2 coats ( recovered), 25th ult. — HERBERT YILLIERS, alias McCANN, ago 32, height 5 ft. 8 in., com- plexion pale ( sickly looking), freckled face, hair brown, moustache light brown ( inclined to be sandy) ; dress, greyish brown jacket and vest, brown trousers with black stripe, light colour check cotton shirt, white linen shirt front, turn down collar. He is an expert at shamming fits; speaks with a North- Country accent. Stated he had been for 5 years a Detective at Scotland Yard, and having been shot by burglars was compelled to leave the Service, having been granted a pension of 2s. 6d. a day. Information to Chief Constable Farndale, Margate. LANCASHIRE. 12— Manchester ( City).— Woodcut portrait and description of JOHN WILLIAM BENSON, whose apprehension is sought for stealing £ 183, age 36, height 5 It. 7 in., complexion fresh, hair light brown, eyes brown, anchor and yacht tattooed left arm; respectably dressed. Warrant issued. Information to Deputy Chief Constable Smith, Town Hall, Manchester. 13.— Burnley ( Borough).— For failing to report — Supervisee JAMES THOMPSON, Office No. 42820, age 49, height 5 ft. 7 in., complexion fair, hair dark brown ( bald), eyes hazel, prominent forehead, nose inclines to the left, scar right temple, right side chest, and back of neck ( boil), ruptured left side. Trade a plasterer. Sentenced at Preston, 6th April, 1887, to 5 years penal servitude and 4 years police supervision for larceny. I N 7. Supervisee WILLIAM UALY, alias CLIFFORD, Office No. 44249, age 30, teight 5 ft. 6 in., com- plexion fresh, hair brown, eyes grey. A factory operative ; native of Oldham. Scars right side and centre of forehead, each eyebrow, rt cheek, bridge of nose, and e; ch knee, end of left thumb has been crashed, M. and dot outside It forearm. Sentenced at Salfoid, 11th January, 1892, to 12 months hard labour and 3 years police supervision for larceny. 6838. Supervisee CHARLES KENNY, alias CHARLES SMITH, and JOHN BURKE, Office No. 31981, age 31, height 5 ft. 3 in., complexion dark, hair dark brown, eyes light grey. A baker; native of Rochdale. Scars bridge of nose ( blue), on head, each side forehead, back of each hand, below right breast, on left shoulderblade, and left buttock. Sentenced at Salford, 8th January, 1883, to 5 years penal servitude and 7 years police supervision for larceny. J 70. Supervisee JAMES LUND, Office No. 38821, age 47, height 5 ft. 4^ in., complexion sallow, hair dark brown, eyes hazel. A labourer; native of Craven, Yorks. Scars back of head, on nose, under left eye ( blue), on right arm, left elbow, left little finger and left shin and ankle, right hand injured by bums, lost lsfc right finger. Sentenced at Preston, 6th January, 1866, to 5 years penal servitude and 5 years police supervision lor larceny. M 26. Supervisee CHARLES CHESTER, Office No. 38156, age 35, height 5 ft. 1 in., complexion fair, hair light brown, eyes blue. A collier; native of Burnley. Nose broken, coal mark centre of fore- head, scar inside 4th right finger, inside left leg below knee, and 5 back of left thigh ( small), rup- tured right side. Sentenced at Liverpool Assizes, 15th August, 1885, to 5 yeirs penal servitude and 3 years police supervision for larceny. DL 1006. Supervisee PETER CAMERON, alias JOHN HUGHES and SYKES, Office No. 44790, age 41, heigh 5 ft. 5 in , complexion fresh, hair grey, eyes blue. A tai'or; native of Leeds. Scar left side forehead, two outside right foreaim, and 1 on lift knee, dot outside right wiist. Sentenced at Preston, 10th August, 1892, to 9 months hard labour and 2 years police supervision for larccny. Supervisee MARIA BURNS, alias BRYNE, and MURRAY, Office No. 44376, age 27, height 5 ft. If in., complexion fair, hair dark brown, eyes grey, a prostitute, native of Ireland, burn scars right Bide of face, nose, and below left eye, W. T. and T. M. outside right upper arm. Sentenced at Preston, 17th February, 1892, to 12 months hard labour and 3 years police supervision for larceny ( person). Supervisee ANN DELANEY, alias MARGARET DELANEY, MARY BROWN, MARIA JOHN- SON, and MARGARET COSTELLO, Office No. 44990, ago 58, height 5 ft. 1 in., complexion sallow, hair light, eyes blue, a hawker; native of Belfast; deep scar right cheek, nose broken. Sentenced at Preston, 4th January, 1893, to 6 months hard labour and 2 years police supervision for larceny ( person). Information to the Chief Constable of Burnley. 14.— Salford ( Borough).— For stealing, 26th ult., at Broughton, a No. 22 Quadrant bicycle, diamond frame, double crown to forks, 1892 Dunlop pneumatic tyres, No. 18604 stamped on frame under front of saddle, weight about 30 lbs., mud guards off, painted green inside tyres, roller chain, round de- tachable cranks, rat trap pedals, hammock saddle— A MAN, age about 26, height 5 ft. 4 in., complexion light, stout build; dress, dark blue suit. Information to the Chief Constable, Town Hall, Salford. 15.— Warrington ( Borough). — For failing to report— License Holder THOMAS GREEN, alias THOMAS GREENWAY, and CHAS. KING, Office No. 44935, age 62, height 5 ft. in., com- plexion fresh, hair grey, eye3 blue, lost top joint of first right finger, scar right temple, doubly ruptured. A labourer ; native of London. Sentenced at North London Sessions, 25th July, 1892, to 10 years penal servitude for larceny ( person). Liberated on a special license, 22nd June last. C S 223. Information to the Chief Constable, Warrington. LEICESTERSHIRE. 16.— South Wigston ( County).— For stealirg, 29th ult, a J- plate silver geneva watch, chased back, " Joseph, Geneva," on dial, steel chain attached, and a black hard felt hat, size 6$, ventilator in front— A man, who gave the name of ARTHUR ASHTON, age about 40, height 5 ft. 5 or 6 in., complexion sallow, hair and eyes dark brown, sup- posed near sighted ; dress, black cloth jacket and vest, dark brown stripe trousers, heart- shape tie, lace boots, brown overcoat with plaid lining. He obtained lodging in the house, representing that he had come to work on the railway, and pro- duced a copy of the company's rules. Hal in his possession a pair of blue spectacles. Supposed con- nected with the Salvation Army at St. Neots, Hunts. Warrant issued. Information to Supt. Ormiston, South Wigston. MIDLOTHIAN. 17.— Edinburgh ( County).— For deserting from the 12th Lancers at Pier3hill Barracks, between 27th and 28th ult.— Private DAVID EYANS, Regimental No. 3586, age 22, height 5 ft. 8 in., slender build, complexion fresh, hair light; dressed in dark tweed jacket suit. A native of Wellington, Shropshire.— Private JOHN TEECE, Regimental No. 33b3, age 22, height 5 ft. 9 in., stout build, complexion fresh, hair dark brown; dressed in plai. clothes. A native of Cambridge. May have in their possession two Bank of Scot- land £ 1 notes, Nos. 56/ G 3743 and 89/ G1087;. one National Bank of Scotland £ 1 note, No. 39 [ 598; 3 plain gold studs; and an 18- ct. gold albert chain, curb pattern. If arrested may be charged as deserters and information sent to Colonel Borthwick, Chief Con- stable, County Bnildings, Edinburgh. NORFOLK. 18.— Watton ( County).— ALICE JOHNSON, Case No. 12, 2nd June last, not to be apprehended, warrant cancelled. SHROPSHIRE. 19— LudlOW ( County). — For housebreaking, 22nd ult.— Supervisee GEORGE LLOYD, Office TUESDAY, AUGUST 15, 1893. T H E P O L I C E GAZETTE. 7 . No. 44950 ( Case 102, 23th ult.), also stolen a pair of man's lace boots, size 7, snnll round patch on left heel. Amended description: dress, grey plaid suit, black hard felt hat, supposed wearing stolen boots, • carried a light dust coat. May be actiug as a groom at some out of the way farm. Information to Supt. Hayward, Ludlow. SOMERSETSHIRE. 20.— Yeovil ( County).— For obtaining by false pretences 17th ult.— A gold albert, twisted fetter link, weight 1J oz.; " M & M " en tab, and a silver keyless crystal geneva lever watcb, No. 202,599, trade mark " Chasseral" thereon— REV. WILLIAM RADCLIFFE, age 35 to 40, height about 5 ft, 9 in., complexion dark, black moustache ; dress, clerical suit, with round soft felt hat. Stated he was on a visit to a clergyman at Templecombe ( false), and that he wanted the watch and chain . to shew his friends. Is probably ttayiDg at a Ecaside place. Has been previously convictei for a similar offence. Warrant issued. Information to Supt. Self, Yeovil. coat and vest, grey trouser3, light cloth cap ; a native of Farnham. Supposed wanted elsewhere. WARWICKSHIRE. 21.— Birmingham ( City). — For embezzling £ 12 0s. 4d.— JOHN BRIGDEN, age 36; height 5 ft. 8 in., complexion fresh, high cheek bones, hair and moustache light brown, woman, flower and pot tattooed on arms ; dress, snuff- color jacket and vest, brown corduroy trousers, black hard hat, black- and- white spotted muffler. Was a bailiff in the employ of the Birmingham County Court, and had in his possession a warrant for an execution for the above sum when he absconded on 22ad ult. Has been a Color- Sergeant in the Royal Warwick Regiment, and was discharged on 19th January, 1692. Warrant issued. Information to Chief Constable Farndale, Bir mingham. YORKSHIRE ( NORTH RIDING). 22.— Whitby ( County).— For stealing a£ 5 note; a 10s. Postal Order, issued at Derby, 26th ult.; and £ 5 10s. in gold — A MAN, age 24 or 25, height 5 ft. 6 in , complexion fresh, hair brown, slight dark moustache; dress, short light drab overcoat, dark ii- jusers ( appeared rather short), whitj straw sailor hat with broad band, low shoes. Information to Supt. Allen, Whitby. PERSONS IN CUSTODY. BUCKINGHAMSHIRE. 23.— Buckingham ( County) — Sentenced on 1st inst., to 14 days imprisonment for vagrancy.— GEORGE DENNY, age 53, height 5 ft. 3 in., com- plexion sallow, hair dark brown, eyes hazel, large lumps at back of head, round shouldered, bow- legged, near- sighted, eczema and scurvy on hands; dress, brown jacket, blue striped livery waistcoat, cord trousers, black felt hat. A native of Bedford. Information to Supt. Clarke, Buckingham. The yacht's small boat, or dingey is missing, and t is not accurately known whether the gentiemen had got into the boat and been carried out to sea, or been diowned.
