X., No. 1000 1-\* l-" n'nouncements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to TUB EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. dd. per photograph or sketch of a stolen article, including the expense of engraving on wood. G. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. REG- TJLATIOlsIS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted is the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicn may result from such publication. 11. Announcementsfor the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. Then must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any oom- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at onoe notified to the Editor. APPREHENSIONS SOUGHT. The following is a copy of the order which governs the oirculation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis:— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( o) The amount of the reward. ( 6) The conditions on which it is payable, ( a) The person by whom it will be paid, ( d) That the name and address of the printer appear thereon. 2, No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken Or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Warrant issued. 3.— Y Division.— For falsifying accounts— JOSEPH BANKS YOUNG, late manager of the Southgate Branch of the London & Provincial Bank, age 40 to 45, height 5 ft. 9 in., complexion sallow, hair and moustache ( turning grey) dark, eyes blue; dress, brown tweed jacket suit, brown hard felt hat, low shoes. May visit Addlestone, Surrey. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. 4 — P Division— JOHN REEVES, Case No. 2, 2nd ult., not to be apprehended, warrant cancelled. BEDFORDSHIRE. 5.— Bedford ( County). — For indecent assault, 17th inst., at Biddenham. — WM. DICKERSON, age 68, height 5 ft. 3 in., complexion fresh, hair brown ( turning grey), eyes ( supposed) grey, pock- marked, large nose, subject to asthma; dress, drab covert coat rather long, plaid or grey trousers, brown felt hat. A native of Littleport, Isle of Ely. Had a pedlar's certificate granted at Bedford in name of Dickson, which expires 5th prox. Warrant issued. Information to Supt. Qaenby, Bedford. CHESHIRE. £ 10 REWARD. 6.— Chester ( County).— For stealing 10 cattle from a field at Dodcott, near Nantwich.— License Holder HENRY WHITE, Office No. 44875, age 43, height 5 ft. 9 in., complexion dark, hair, " whiskers', and moustache dark brown ( turning grey), eyes brown, pockmarked on nose, scar left cheek, right shin, knuckle of left thumb and outside left calf, mole above right breast and back of right upper arm, bald top of head; a butcher, native of Hemel Hempstead. Sentenced at Chelmsford, 1st December, 1888, to 6 years penal servitude for cattlestealing. Licensed 17th June last. AGO 454. The above reward will be paid by Mr. Henry Manley, auctioneer, Aston, Nantwich, to anyone giving such information as will lead to his appre- hension and conviction. Information to the Chief Constable of Cheshire, Chester. 7.— Hazel Grove ( County). — For stealing, 19th inst., 1 pair of black jet earrings; 1 pair of earrings, made of threepenny pieces, with rose, shamrock, and thistle engraved thereon; 1 pair of silver earrings, with white stone in centre ; 1 pair of silver gilt earrings ; 1 pair of gold earrings, paste diamond in centre; 2 pairs of crystal earrings with gold wires; 1 gold amethyst brooch ( stone scratched), in morocco case; 1 pearl handle pocket- knife with electro- plated blade; 1 silver gilt brooch, set with 5 paste diamonds and small silver bird in centre; 1 small gold locket, enamelled fern leaf, and photos of lady and gentleman inside ; 4 nickel silver salt- spoons ; 2 nickel silver gravy- ladles ; 6 small table- knives with white bone handles — A MAN, age about 28, height 5 ft. 4 or 5 in., complexion light, full face ( sunburnt), hair light brown, slight monstache light, eyes blue, thick neck, large prominent mouth, sup- posed false teeth ; dress, blue serge suit, black hard felt hat ( much worn), light grey stockings, low shoes ( new) ; wears heavy imitation silver watch, imitation gold chain ( compass pendant), two rings on little finger right hand, one with dark green stone, the other a pinky white. Information to Supt. Britton, Hazel Grove. ESSEX. £ 2 REWARD. 8.— Chelmsford ( County).— For deserting his wife and children, 3rd ult., leaving them chargeable to the Poor Law Union— GEORGE THOMAS SMITH, a discharged soldier, age 32, height 5 ft. 7 in., complexion fresh, hair light brown, eyes blue, 2 men boxing tattooed on chest, woman, trees, bracelets, and rings tattooed arms, wrists, and fingers; wears Indian gold rings on left little finger, well known at Welshpool, and was recruiting sergeant to the Montgomeryshire Militia; formerly belonged to the 44th and 24th Regiment. Native of Writtle. Warrant issued. The above reward will be paid by the Guardians of the Chelmsford Union for the arrest of Smith. Information to Deputy Chief Constable Somerset, Chelmsford. Warrant issued. 10. — Cheltenham ( Cmnty).— For embezzle- ment— WILLIAM HILL, age 42, height 5 ft. 9 or 10 in, stont build, complexion fresh, full face ( blotched), h& ir brown, moustache sandy; dress, dark jacket and vest, brown plaid trousers, brown cap. A brewer's traveller; native of Southampton. He was engaged as caretaker, Liberal Club, Duck- worth- street, Blackburn, about two years ago, and has since been employed as agent for the " Birming- ham Argas." Warrant issued. Sentencad at Swan- sea Assizes, 2nd August, 1887, to 10 years penal servitude for bestiality. Supervisee JOSEPH WILLIAMS, Office No. 42983, age 47, height 5 ft. 10 in., complexion fresh, hair dark brown, eyes dark grey ( sunken), swelling left side of head, small scar over left eyebrow and on right cheek, two pockmarks left cheek, two moles near right shoulderblade, fleshy mole small of back. Sentenced at Bristol, 5th Dec., 1890, to 18 months hard labour, and 5 years police supervision, for larceny. Information to the Chief Constable, Bristol. HAMPSHIRE. 12.— Fareham ( County).— For obtaining a horse by false pretenses, 6th in3t., at Droxford ( recovered) — THOMAS PALMER, age 38 to 40, height 5 ft. 9 or 10 in., complexion fresh, hair, moustache, and small side whiskers light, stoops when walking and carries his head forward, splay footed, speaks with Dorset accent; dress, blue Scotch tweed suit, " J. Betteridge" on trousers buttons, hard fawn- colour hat, brown ! ace boots. Warrant issued. Information to Supt. Brewer, Fareham. 13.— Ryde ( Borough).— For failing to report— Supervisee GEORGE SWIFT, Office No. 38827, age 46, height 5 ft. 5f in., complexion sallow, hair light ( thin), eyes grey, small head and face, scar left side nose, left foot clubbed, walks slightly lame. Sentenced at Petworth, 7th January, 1836, to 5 years penal servitude and 3 jeats police supervision. Z NI 1068. Information to the Head Constable, Ryde. ISLE OF WIGHT- 14. — Newport ( County).-- For obtaining by false pretences, 10th inst., at West Cowes— 1 gold hunter watch, No. 660, and 2 diamond rings, value £ 63, also for stealing from his lodgings 5 blank cheques, Nos. El 14704 to E114708— A mar, who gave the name of THEODORE MAYO STILES ( supposed false), age 25 to 30, height about 5 ft. 4 in., com- plexion tanned, hair and eyes dark; dress, tawny- brown tweed suit and cloth peak cap, also has a straw hat with coloured band. Ho left Cowes by the 12.20 boat, 10th inst., for Southsea. May fill up ar. d endeavour to cash the stolen cheques. Warrant issued. LANCASHIRE. 15.— Bury ( County).— For failing to report — License Holder JAMES WILLIAMS, Office No. 41944, age 51, height 5 ft. 3f in , complexion fresh, hair grey, eyes blue, mole back of neck, top of left shoulder, and lower part of i% ht side back, bow- legged. Sentenced at Liverpool Assizes, 10th Nov., 1887, to 5 years penal servitude for bigamy. Licensed 27th ult. N 561. Information to Supt. Noblett, Bury. 16.— Chorley ( County).— For unlawfully wound- ing, 22nd inst.— A MAN, age 26, height 5 ft. 9 in , stout build, complexion fiesli, hair brown, moustache and eyes dark; diess, grey tweed jacket and vest, cord trousers, grey tweed peak cap with hard rim, strong boots or clogs; generally wears a green plaid scarf. A quarryman. Information to Supt. Norn's, Chorley. 17.— Salford ( Borough).— For stealing a swift model " B " pneumatic bicycle, No. 89028, single tube tyre ( Boothroyd principle), diamond frame, centre steering, mud guard and lamp missing— A MAN, age about 20, height 5 ft. 5 or 6 in., com- plexion fresh, hair ( rather long) light; dress, new black serge suit, black felt hat, wore two rings on left little finger. Stated his name was Potter, and that he resided at Croydon House, Broughton ( false). Warrant issued. Information to the Chief Constable, Town Hall, Salford. NORTHAMPTONSHIRE. 18.— Daventry ( CWHfy).— Forobtainingfoodand lodgings by false pretences, 21st inst.— A MAN, age 48 to 50, height 5 ft. 5 in., complexion fresh, hair and thick moustache brown, loDg eyebrows, walks slightly forward ; dress, amber double- breasted pilot jacket, black bono buttons, light plaid vest, dark trousers, or may be wearing trousers to match vest, dark check cap bound with brown braid and tied in front, red and white shirt, turn- down collar, black tie, light lace boots, wears a watch chain with coin attached. Had in his poasesssion a Good Templar's Book, " Edward King" and " Charles Vickers" written inside, and subscription cards for a new Temperance Hall in London. He stated he was going to put down Telegraph posts on new line from Daventry to Leamington. Warrant issued. Information to Supt. Botterill, Daventry. NOTTINGHAMSHIRE. 19.— Newark ( Borough).— For stealing, 21st inst., a pair of dark grey trousers, black stripe, and a pair of " Argus " braces, red- and- blue stripe— A MAN, age about 60, height 5 ft. 9 or 10 in., hair ( long at 3ides) turning grey, inclined to curl, bald on top, long grey whiskers, shaved on chin, no moustache, lost left eye, walks slightlylame; dress, grey mixture suit, white turn down collar, blue satin tie with white stripes, black billycock hat, narrow brim, lace boots, wears a gold locket- shaped scarf pin. Stated he was a barley buyer. Information to Chief Constable Challen, Newark. OXFORDSHIRE. 20.— Oxford ( County).— For burglary, 20th inst., at Iffley— A MAN, age about 30, height 5 ft. 5 or 6 in., complexion fresh, hair and moustache light; dress, dark clothes, black hard felt hat. He gave the name of West, of Wantage, Berks ( false). A fruit hawker. Information to the Chief Constable, County Police Office, Oxford. SOMERSETSHIRE. 21.— Yeovil ( County).— For obtaining by false pretences 17th inst.— A gold albert, twisted fetter link, weight If oz. ; " M & M " on tab, and a silver keyless crystal geneva lever watch, No. 202,599, trade mark " Chasseral" thereon— A man " who gave the name of the REV. JOHN LINDSAY, age 35. to 40, height about 5 ft. 9 in., complexion dark, black moustache ; dress, clerical suit, with round soft felt hat. Stated he was on a visit to a clergyman at Templecombe ( false), and that he wanted the watch and chain to shew his friends. Warrant issued. Information to Supt. Self, Yoevil. STAFFORDSHIRE. 22. — Burslem ( County). — For stealing £ 13 5s. 5d. on 9th inst.— THOMAS HOLLING- WORTH, or HOWARTH, age 18 or 19, height 5 ft. 2 or 3 in., complexion fair, hair light, eyes ( rather sunken) light blue, slightly bow- legged; dress, brown cloth coat, buttons behind, light blue vest with darker blue round spots thereon, white buttons, dark cloth trousers, much worn at seat and bottoms, light cloth peak cap, lace boots. A native of Staly bridge. Was engaged during the last 4 months with Wall's Phantoscope, and prior to that with Cornwell's Shooting Gallery. Supposed previously convicted. Warrant issued. Information to Chief Supt. Hill, Burslem. 23.— Burton- on- Trent ( County.)— For bur- glary and stealing a black corded cloth morning coat, bound with black braid, repaired under arm, a smooth black cloth vest, close fitting at neck, clerical style, V- sliape piece let in at back, a pair of light plaid cloth trousers, fasten at top with clasp, red paint spots down front— A MAN, age about 30, height 5 ft. 4 or 5 in., complexion fair, hair light or sandy, slight light moustache, speaks with strong Irish accent, shamrock supposed tattooed on right upper arm ; dressed in the stolen clothes, with black or blue cloth cap, with leather peak, and old boots, holes cut at sides and tied together with string. His own clothes were left behind. Stated he had been in the 18th Royal Irish Regiment. Information to Sapt. Gilbride, Burton- on- Trent. 24.— Stafford ( County).— For obtaining money by false pretences, 30th ult.— W. BILL ( supposed fictitious), age about 25, height 5 ft. 6 or 7 in., com- plexion fresh, hair dark brown, thin brown mous- tache, eyes brown, rather good - looking, good address, rather feminine voica; dress, dark tweed suit, light brown peak cap, white collar, dark tie, lace boots. SUFFOLK. £ 1 REWARD. 25— Bury St. Edmunds ( County).— For de- serting their wives and children, on 26th August, 1891, and 26th March, 1892, respectively, leaving them chargeable to the Bury St. Edmunds Incor- poration— ALEXANDER WILLIAM CUMMING, age 23, height about 5 ft. 3 in., complexion pale, hair and eyes brown, moustache light, deep scar about 11 in. long above right eyebrow, hair probably worn to hide same; usually wore white trousers and peak cap. An engineer and iron fitter, late of Ber- mondsey, London, and formerly of No. 2, Risby- gate- street, Bury St. Edmunds. ROBERT BALDWIN, age about 26, height about 5 ft. 6 in., complexion very pale, hair very light, no whiskers or beard, eyes blue, small knot at back of head; dressed, when last seen, in light dust- coat, dark waistcoat, light trousers, black hard hat. A journeyman baker, late of 4, Hard wick- road, Bury St. Edmunds. He formerly worked in a coal mine in Yorkshire. The above reward will be paid in each case by the Bury St. Edmunds Incorporation, to any person giving such information as will lead to the appre- hension of Cumming and Baldwin, Information to Supt. Clarke, Bury St. Edmunds. 26. — Ipswich ( Borough). — For obtaining wearing apparel by false pretences — S. C. ROBERTS, a dentist, age 38 to 40, height 5 ft. 9£ in., weight about 12^ stones, complexion florid, rather bloated, hair dark brown, eyes grey, wears a. truss and walks rather lame right leg ; dress, dark frock coat, light mixture vest and trousers, white straw hat. Stated he was going to Penzance. Supposed native of Nottingham. Warrant issued. Information to Lt.- Col. Russell, Chief Constable, Ipswich. SUSSEX ( EAST). 27.— Hailsham ( County).— For the abduction of a girl, age 15, 15th inst. — JAMES NICHOL- SON, age 25, height 5 ft. 10 in., complexion fair, hair dark brown, eyes hazel; dress, light tweed suit, black hard felt hat, light boots; a labourer, supposed to have been in the Army. He stated he was going to Canterbury to draw his pension, and he left there on 18th inst., accompanied by the girl. Warrant issued. Information to Supt. Renville, Hailsham. 28.— Brighton ( Borough).— For stealing 1 open- face gold watch, gold face, engine- turned cases ( worn); 1 open- face silver lever watch, maker, Hancock, Yeovil, gold double curb- pattern chain attached ; 1 gold scarf pin, shape of shield or banner, diamond in centre; a black mackintosh coat, and about 16s. in money— ALEXANDER A. LESLIE, age about 30, height about 5 ft. 11 in., light mou- stache, eyes blue, scar on forehead, large wound on back of one hand; dress, clicck suit, blue stripe shirt. Speaks quietly; may pretend to be deaf. He carries a letter of introduction from the Y. M. C. A.,. Hull, Bristol, & c. Professes to be an open- air speaker and Gospel Temperance worker. THE POLICE GAZETTE. 399 29.— Eastbourne ( Borough).— For stealing £ 5. — WILLIAM EVERY, age 18, height 5 ft. 10 or 11 in., complexion fair, hair and eyes brown, two warts on fingers right band, one on left, several pimples or warts on chin ; dress, blue serge jacket, dark stripe trousers, black hard felt hat, military boots and socks; a native of Eastbourne. Has served in the Royal Sussex Artillery Militia, and is known at Messrs. Knight's Soap Works, Silvertown, London. Warrant issued. Information to the Chief Constable, Eastbourne. 30.— Hastings ( Borough).— For stealing, 8th inst., 3 pieces of silk— JOHN TILLERS, age 27, height 5 ft. 7 in., complexion fair, hair and mous- tache light brown ; dress, black morning coat, black striped trousers, black hard felt hat. A draper's assistant. Has been employed at Stoke Newington, and Hackney. Warrant issued. 31.— Hastings ( Borough).— For rape, 7th inst. — THOMAS BROWN, a hawker of watercress, age 23, height 5 ft. 7 or 8 in., complexion fair, hair ( cropped close) light brown, clean shaved, eyes grey, walks quickly and erect; dress, black diagonal frock coat, dark trousers, grey or dark brown tweed cap. Has served in the 20th Hussars, Bedfordshire Regi- ment, and Grenadier Guards, and has been im- prisoned for fraudulent enlistment. Native of St. Clement, Hastings. Warrant issued. Information to Chief Constable Glenister, Hastings. i., 32.— Hove ( Town). — For stealing jewellery 10th ultimo — ADA PERRY, age 35, height 5 feet 5 or 6 inches, complexion pale, blotched, hair ( wavy) dark; dress, double- breasted fawn- colour jacket, blue serge skirt, black straw hat, trimmed black lace and violet flowers ; always wears a veil. A housekeeper. She is considered to be clever at palmistry. Warrant issued. Information to Major Teevan, Chief Cor. stable, Hove. WARWICKSHIRE. 33. — Birmingham ( City).—' For forgery — JOSEPH L1THERLAND, alias NAGGY LETHE- RIN, a nut and boltmaker, age 35, height 5 ft. 5 in., complexion swarthy, moustache dark, small lump over left eyelid; dress, grey jacket and vest, mole- skin trousers, hard felt hat. Was last seen on 29th ult., going in the direction of Wolverhampton.
