Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTK, if they are sufficient to enable action to i> e taken upon them by another force. 3. Parhcnlurs as to stolen property will be likewise inserted in one issue, if sufficient to enable the articls in question to he thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will he prominently inserted, with detailed particulars, at a cost of 15j. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; ana, if the name of such person be required to he inserted, and no warrant is in force against him, the requisition must be signed hy the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. REGULATIONS. 8. A nnuuncements of all persons tn he apprehended or of stolen property hear a number, and are alphabetically arranged by counties. 9- The force ivhick causes particulars concerning deli nquents or stolen property to he inserted in the POLICE GAZKTTE. must, on thei, a pprehensio t or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whita ma y result from such publication. 11. Announcements for the Friday issue should he forwaraed so as to be received not later than, noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, hi/ cheque, crossed " Drummond ij- Co.," Post Office Order payable at Parliament- itPostal Order, or i » Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr James Willing, 123, Strand, London, the sole Agent, who will furnish the rates on application. 14. Warrant issued. 2. — G Division. — Woodcut portrait and description of ALFRED BUCHANAN, whose The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. ' The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not beiug in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering K reward for the discovery of property or the detection of erime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police o( auy County or Borough, must be clearly cspressed in relation to the following points- fa) The amount of the reward. ( 6) The conditions on which it is payable, ( fl) The person by whom it will be paid. ( cf) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Warrant issued. 3. — G Division.— For stealing, 4th inst.— An open face silver geneva watch; 1 German made silver hunter, 1 metal chain with silver horseshoe charm attached; 2 gold rings set red stone ; 4 gold German 20- mark pieces; and £ 6 12s. Od.— HEIN- RICH KIPP, engineer, age 20, height 5 ft. 4 in., hair brown, eyes blue, small ears, slightly deaf, speaks broken English ; dress, brown and yellow check jacket and vest, dark stripe trousers, black felt hat. A native of Osnaburgb, Hanover — CARL WEELER, engineer, age 20, height 5 ft. 3 in., slight build, round face, hair and slight moustache dark, eyes brown ; dress, light jicket and vest, light stripe trousers, light skull cap, long German boots. A native of Vienna ; cannot speak English. 4.— G Divison.— For stealing, 5th inst., a light chestnut mare, 15 hands, rising 5 years, slight scar on off shoulder, and slight scars on rump from ringworm— GEORGE PRICE, a hackney carriage driver, age 26, height 5 ft. 10 in., complexion fair, hair brown, moustache ( slight) light, eyes blue; dress, dark clothes. Supposed a native of Shrop- shire. 5. — Y Division.— For stealing £ 5— MINNIE BARNES, a domestic servant, age 20, height 5 ft. 5 in., complexion pale, hair light, eyes grey, good appearance; dress, black skirt, trimmed astra- chan round bottom, black dolman cape, black hat, trimmed black ribbon and feathers. She left Victoria at 1.30 p. m., 30th ult., supposed for Hastings, and had with her a large black trunk. Warrant issued. BEDFORDSHIRE. 6. — Bedford ( Borough). — For stealing, 29th ult., a concert flute and a gold ring ( recovered) — FREDERICK A8RAMS, age 27, height 5 ft. 6 or 7 in., stout build, broai shoulders, com- plexion dark, hair reddish brown, moustache ( slight) fair, eyes dark, scar on left side of faca from corner of eye downwards, tattooed both hands and arms, female and sailor right forearm, flowers on both arms and hand*, rings on several fingers, very large Roman nose, which appears to have been broken; dress, pilot cloth coat an! vest, dark brown tiousers, black hard felt hat, a ship's steward, has been in tbe Navy, and may b9 found at some sea- port town or in London. Information to Chief Constable Thody, Bedford. BERKSHIRE. 7. — Wokingham ( County).— For stealing at Wargrave, 28th ult., a brass comet, " D. S. | W." engraved on bell, and " 72 " stamped near water- key— A YOUTH, age 18, height 5 ft. 3 in., com- plexion fresh, hair dark brown, eyes brown, scar centre of forehead and oil left forefinger ; dress, light suit and cloth cap. Atkin, Wokingham. 8. — Abingdon ( Borough). — For failing to surrender at Abingdon Quarter Sessions for false pretences— THOMAS KNOTT ( late of Abingdon), age 42, height 5 ft. 8 in., complexion dark, hair and moustache black, eyes hazel, very bad on his feet, and lurches forward when walking; dress, light brown fustian jacket or slop, cord trousers, heavy lace boots, cloth cap with peak. FRIDAY, JUNE 14, 1803. 9. — Maidenhead ( Borough). — For stealing, 30th nit., a silver curb pattern chain, square, compass and silver mount, containing a shilling, 1893, attached— A MAN, age 31, height 5 ft. 9 in., complexion fresh, sunburnt, hair and small pointed moustache brown, peculiar eyes ; dress, dirty dark jacket, dark trousers, dark blue cap with shiny peak and straps, brass buttons in front, lace boots with wide soles ; carried a blue serge jacket. May be employed on a steam launch. 10.— Maidenhead ( Borough). — For stealing, 29th ult, a 30- in. semi- diamond safety bicycle, 1^- in. front beam, shortened at neck end, recently repaired, Hancock's grey tyres, with name thereon in raised letters, direct spokes, Appleby chain,' new left- hand cone on chain wheel spindle, which slides along bracket and fixed with nut underneath, com- bination spring and saddle— A man who gave the name of THOMAS MARTIN ( false), age about 35, height 5 ft. 9 in., complexion pale, hair brown ; dress, rusty- grey jacket, dark trousers, straw hat; appearance of a carpenter. Warrant issued. Information to Supt. Taylor, Maidenhead. 11. — Windsor ( Borough). — For assault — THOMAS GIBBS, age 30, height 5 ft. 8 in., com plexion fair, hair light, eyes blue. A labourer; native of Windsor.— RICHARD MUNDY, age 20, height 5 ft. 2 in., complexion sallow, hair brown, eyes blue. Warrant issued. 12.— Windsor ( Borough).— For leaving his 2 children chargeable to the Windsor Union — GEORGE WITHERS, age 40, height 5 ft. 3 in., complexion fresh, hair dark brown, eyes blue. A muffin baker. Warrant issued. Information to Head Constable Armour, Windsor. CHESHIRE. 13.— Nantwich ( County).— For stealing, 4th inst., ten cattle— A man, age 45 to 50, height 5 ft. 7 or 8 in., complexion, whiskers and moustache ( turning slightly grey) dark, may now Le clean shaved, rather hollow cheeks, high cheekbones, rather thick lips, slightly pockmarked, stoops or carries his head down; dress, dark mixture cloth suit, black hard felt hat, lace boots. This man took lodgings in Whitchurch, in the name of HENRY KETTLE, on 26th ult., and re- mained there till the night of the theft, during which time he associated with William Roberts, a notorious cattle stealer, now in custody on this charge. He has also given the names of " G. Page " and " Samuel Harris." Supposed a returned convict. Information to Supt. Leah, Nantwich. 14.— Chester ( City).— For the abduction of Kitty Taylor ( a gipsy girl), age 15, thin, very dark; dress, dark clothing, black straw hat with black feather and blue ribbon — BENJAMIN TAYLOR ( a gipsy, and uncle of the girl), age 37, height 6 ft., hair black, small side whiskers aud moustache dark, pockmarked; dress, black melton coat and vest, brown cord trousers, black billycock hat. He is one of the well- known tribe of gipsies who travel in Lancashire, Cheshire, Staffordshire, Shropshire, and North Wales. Has a grinder's wheel with him. Warrant issued. ESSEX. 15. — S0uthend- 0n- Sea ( County). — For stealing about 1000 young aspen trees ( recovered) from a wood at Thundersley, on 23rd ult.— MOSES BODY, alias SAMUEL PENFOLD, age 26, height 5 ft. 6 or 7 in., complexion fresli, hair and moustache dark brown, eyes brown; dress, black coat, corduroy trousers, black hard felt hat, blue neckerchief with white spots. Supposed native of Kent. He travels with his brother Robert Body, with swings, cocoa- nuts, & c. Warrant issued. Information to Supt. Hawtree, Southend- on- Sea. LANCASHIRE. 16.— Leigh ( County).— For stealing, 8th inst., at West Leigh, a pair of lace boots, and 9s. 6d.— A MAN, age about 21, height 5 ft. 5 in., complexion freth, hair and moustache black, Roman nose; dress, black cloth suit, black hard felt hat, white collar, black tie, and the stolen boots. Information to Supt. Higginbotham, Leigh. 17.— Old TrafFord ( County).— For indecently assanlting a woman at Cadishead, " on^ 2nd inst.— A MAN, age about 30,. height 5 ft. 5 or 6 in., hair light brown, moustache sandy, eyes blue ; dress, old brown tweed jacket and vest, dirty cotton cord trousers, lace boots, faded brown peak cap. Has been employed as navvy on the Ship Canal. Information to Supt. Bent, Old Trafford. 18. — Ormskirk ( County). — For stealing, 7th inst., at Skelmersdale— A silver lever watch, No. 30743, " Makers, Ca nrnack & Son, Ornwkirk," engraved on works, " Peter Moss, Skelmersdale, 1890," engraved on inner case, long silver guard, small. curb link pattern, attached— A MAN, age 50, height 5 ft. 8 in., complexion fresh, hair light, eyes blue ; dress, black worsted suit, white silk tie, black hard felt hat; a collier, known at St. Helens, Wigan, Pemberton, and Rainford. Information to Supt. Jervis, Ormskirk. 19.— Blackpool ( Borough). — For embezzling £ 29 16s. lid.— CHARLES JACKSON, age about 34, height 5 ft. 8 or 9 in., hair dark brown, mous- tache and eyes dark ; was last soen 7th inst., when he was dressed in the uniform of the North Pier Coiupany, dark blue suit, brass collar buttons, and naval cap, with crest of North Pier in front. Has been a serjeant in a Scotch regiment. Warrant issued. Information to Chief Constable Derham, Black- pool. 20.— Burnley ( Borough).— For stealing £ 100 on 3rd inst.— WILLIAM WILKINSON, alias BIG DACK, age 39, height 6 ft., complexion dark, hair and moustache dark brown, tombstone and I. H. S. tattooed left arm, anchor, heart, cross, W. W. M. W. right, cut mark across nose, swinging gait; dress, blue serge coat and vest, fustian trousers, strong lace boots. A labourer or sailor. 21.— Burnley ( Borough).— For obtaining, 16th ult., by false pretences — 2 ladies' 18- carat gold rings ( 1 half- hoop diamond, the other diamond and sapphire)— EDWARD STAINFORTH CATTLEY, age 23 or 24, height 5 ft. 1 or 2 in., stout build, complexion swarthy, hair and moustache dark brown, eye3 brown, walks erect; generally dressed in shooting suit; of gentlemanly appearance and good address. Warrant issued. Information to Chief Constable Harrop, Burnley. MONMOUTHSHIRE. 22.— Pontypool ( County). — For stealing a silver half- hunter watch, No. 23963 or 23863; a navy- blue waterproof cloak ; I grey- and black dress- skirt; 1 grey jacket trimmed with braid; 1 black cashmere dress trimmed with silk; 1 pink flannel petticoat; 1 night- dress, embroidered front; 1 pair of kid button boots, size 4; 1 black umbrella, bone handle, knob on top; 1 pair black kid gloves, and a black straw bonnet trimmed with pink roses— ROSE LESTER, alias TALBOT, age 19, height abont 5 ft., complexion fresh, hair brown, has been cut short, but has now grown a little and is curled in front; sometimes wears spectacles ; dres3, black dress and bodice, light straw hat trimmed with flowers. Supposed native of Birkenhead. Warrant issued. Information to Supt. James, Pontypool. MONTGOMERYSHIRE. 23.— Welshpool ( County).— For stealing £ 1— JABEZ EDWARD JONES, age 22, height 5 ft. 2 in., complexion fresh, hair light brown ; dress, brown cloth jacket and vest, light cloth trousers, black hard felt hat. He is a good second cornet player, and will endeavour fo enlist into a band; was last heard of in Shrewsbury. A labourer. Warrant issued. Information to Deputy Chief Constable Crowden, Welshpool. NORTHUMBERLAND. 24.— Berwick- on- Tweed ( Borough).— ~ F or stealing, 26th May last, a diamond frame safety bicycle, ball head, " Dunlop, 1893," detachable tyres — ROBERT CLYDE, age 25, height 5 ft. 7 in., slight build, complexion sallow, hair and moustache brown, eyes ( rather large) light blue; dress ( sup- posed), double- breasted jacket, grey stripe tweed trousers, black felt hat. A native of Peebles. Warrant issued. Information to Head Constable Garden, Berwick- on- Tweed. SOMERSETSHIRE. 2- 5.— Frome ( County).—¥ or stealing, 3rd inst., at Clandown, a brown plaid coat, mixed red, side and ticket pockets, the latter containing a coat bill, and a cap with ear flaps— A MAN, age about 46, height 5 ft. 7 in., complexion, hair, whiskers. and moustache ( about three weeks' growth) dark, arms tattooed, anchor on right, round- shouldered and stoops; dress, black rib cloth coat, greasy grey trousers, black fur cap. Has been employed as driver of the engine at steam roundabouts, and was, about a month since, with Pruett's roundabouts. Information to Supt. Williams, Frome. STAFFORDSHIRE. 26. — Burslem ( County). — For stealing £ 13 5s. 5d. on 9th inst.— THOMAS HOLLING- WORTH, or HOWARTH, age 18 or 19, height 5 ft. 2 or 3 in., complexion fair, hair light, eyes ( rather sunken) light blue, slightly bow- legged; dress, brown cloth coat, buttons behind, light blue vest with darker blue round spots thereon, white buttons, dark cloth trousers, much worn at seat and bottoms, light cloth peak cap, lace boots. A native of Stalybridge. Was engaged during the last 4 months with Wall's Phantoscope, and prior to that with Cornwell's Shooting Gallery. Supposed previously convicted. Warrant issued. SUFFOLK. £ 1 REWARD. 27.— Bury St- Edmunds ( County).— For de- serting their wives and children, on 26th August, 1891, and 26th March, 1892, respectively, leaving them chargeable to the Bury St. Edmunds Incor- poration— ALEXANDER WILLIAM CUMMING, age 23, height about 5 ft. 3 in., complexion pale, hair and eyes brown, moustache light, deep scar about in. long above right eyebrow, hair probably worn to hide same; usually wore white trousers and peak cap. An engineer and iron fitter, late of Ber- mondsey, London, and formerly of No. 2, Risby- gate- street. Bury St. Edmunds. ROBERT BALDWIN, age about 26, height about 5 ft. 6 in., complexion very pale, hair very- light, no whiskers or beard, eyes blue, small knot at back of head; dressed, when last seen, in light dust- coat, dark waistcoat, light trousers, black hard hat. A journeyman baker, late of 4, Hariwick- road, Bury St.. Edmunds. He formerly worked in a coal mine in Yorkshire. The above reward will be paid in each case by the Bury St. Edmunds Incorporation, to any person giving such information as will lead to the appre- hension of Cumming and Baldwin, Information to Siipt. Clarke, Bury St. Edmunds. SURREY. 28.— Guildford ( County).— For stealing a lady's gold geneva watch, No. 19441, long chain attached, one link different from others— A MAN, age about 40, height 5 ft. 5 in., bioad shoulders, side whiskers and moustache brown; dress, dark coat and vest, much faded, moleskin trousers, hard felt hat. Information to Deputy Chief Constable Page, Guildford. SUSSEX ( EAST). 29.— Brighton ( Borough).— For obtaining £ 10 by false pretences— ALBERT JOHN LEE, age 32 or 33, looks older, height 5 ft. 4 or 5 in., com- plexion fair, hair and moustache dark brown, eyes dark ; cress, blue serge suit, white straw hat, brown boots. Supposed accompanied by his wife, age 28 or 30, height 5 ft. 2 in , very light hair, supposed dyed. Warrant issued. Information to Chief Constable Terry, Brighton. 30.— Hastings ( Borough).— For stealing, 8th inst., 3 pieces of silk— JOHN TILLERS, age 27, height 5 ft. 7 in., complexion fair, hair and mous- tache light brown ; dress, black morning coat, black striped trousers, black hard felt hat. A draper's assistant. Has been employed at Stoke Newington, and Hackney. Warrant issued. 31.— Hastings ( Borough).— For rape, 7th inst, — THOMAS BROWN, a hawker of watercress, age 23, height 5 ft. 7 or 8 n., connexion fair, hair TUESDAY, JULY 11, 1893. THE POLICE GAZETTE. 3 ( cropped close) light browD, clean shaved, eyes grey, walks quickly and erect; dress, black diagonal frock coat, dark trousers, grey or dark brown tweed cap. Has served in the 20th Hussars, Bedfordshire Regi- ment, and Grenadier Guards, and has been im- prisoned for fraudulent enlistment. Native of St. Clement, Hastings. Warrant issued. Information to Chief Constable Glenister, Hastings. WARWICKSHIRE. 32.— Birmingham ( City). — For forgery — JOSEPH L1THERLANI), alias NAGGY LETHE- R1N, a nut and boltmaker, age 35, height 5 ft. 5 in., complexion swarthy, moustache dark, small lump over left eyelid; dress, grey jacket aud vest, mole- skin trousers, hard felt hat. Was last seen on 29th ult., going in the direction of Wol verhamptoo. Warrant issued. Information to Chief Constable Farndale, Bir- mingham. - YORKSHIRE ( NORTH RIDING). 33.— Malton ( County).— For rape— JOSEPH BAINES, age 36, height about 5 ft. 7 in., com- plexion fresh, red cheeks, hair dark brown, turning grey, moustache dark, carrios his bead forward; dress, blue linen jacket, moleskin trousers and cap, or mixture jacket and vest, brown broad ribbed cord trousers, collar and tie. A blacksmith ; native of Famdale ( N. Riding). May be found working for some country smith. Warrant issued. Information to Supt. Silversides, Malton. 34.— Thornaby- on- Tees ( County).— For the defilement of a gut under the age of 16, 1st inst , at South Bank-— WILLIAM HIBBS, age 39, height 5 ft. 3 in., complexion swarthy, hair dark brown, moustache light brown, eyes brown, pockmarked ; dress, dark brown small check cloth jacket, mole- skin vest and trousers, patched at knees, dirty grey cap, red silk neckerchief, usually tied in sador's knot, strong lace boots. He has been employed as a labourer for several years at ironworks, and may seek similar employment. Native of Swadlincote, Derby. Warrant issued. Information to Supt. Wright, Thornaby- on- Tees. YORKSHIRE ( WEST RIDING) 35. — H uddersfield ( Borough). — For fraudulently appropriating large Bums of money entrusted to him — THOMAS WESTERBY, an accountant and ageut, aze about 50, height 5 ft. 8 or 9 iu., complexion sallow, dark brown hair and whiskers which are not very strong, looks very ill and walks with his head forward ; dress, dark cloth suit resembling melton cloth, slackback coat, and felt bat. Warrant issued. Information to Chief Constable Ward, Hudders- field. LANCASHIRE. 38.— Leigh ( County).— Committed for trial at the next Liverpool County Sessions, ior stealing moneyfrom a boy, on3rd inst.— JOHNMcCARTHY, age 37, height 5 ft. 6£ in., complexion sallow, hair and moustache black, eyes blue, ring tattooed 3rd finger left hand ; dress, blue serge jacket and vest, small brown check tweed trousers, white collar, red flowered tie, black bard felt hat. States be is a painter's labourer and native of Belfast. Information to Supt. He obtained money from different persons by pretending that he was a pensioner, and bad brought presents for them from soldiers, but wanted money to pay for his luggage at the railway station. A tramp- ing watchmaker, and usually lodges at an isolated cottage in a rural dibtrict; is much addicted to drink. Native of Wigtownshire.
