HUE REGULATIONS. All Notices intended for insertion in the Hue- and- Ory are to be transmitted under cover, addressed to the Inspector- General, Royal Irish Constabulary, Dublin Castle, authenticated by a Separate Communication. No Description can be inserted unless an Information shall have been Sworn; but it is not necessary to forward the Informations to the Inspector- General. Notices respecting all Felonies and such Misdemeanours as are of an aggravated nature will be inserted. All Descriptions of persons whose apprehension is sought on a charge of Misdemeanour should be accompanied by a statement that a Warrant has been issued, and by the name of the person in whose hands it is. But the Constabulary should remember that they cannot arrest a person charged with an offence of this mature unless they have the Warrant in their possession when making the arrest. Should irregularities arise in the delivery of the Hue- and- Cry, it will be necessary to forward one of the covers, or give the number it bears, as without this Information the mistake cannot be rectified. • Prison and Police Authorities are particularly requested to be good enough to inform the Inspector- General, Royal Irish Constabulary, Dublin Castle, of tho I abolition of Gaols, Stations, ( fee., and of any circumstances rendering the supply of the " Hue- and- Cry " no longer necessary. ROYAL IRISH CONSTABULARY. antrim Description of the undernamed Young Offender, who, on the 17th June, 1893, absconded from the Malone Reformatory School, at Belfast:— JOHN M'KINNON, No. 620, 17 years of,, age, 5 feet 1 inch high, stout make, fresh complexion, dark red hair, brown eyes, regular nose, regular mouth round visage; formerly belonged to Ballymacarett born at i Barrow- in- Furness ; parents reside at 151 Mountpottinger- road, Bridge End, Belfast; cut- mark on left cheek. i The School Dress, all with Reformatory Stamp consists of:— Moleskin trowsers and vest, and laced Blucher boots, No. 25. Uncle James O'Hara lives in Little Patrick- street, Belfast. The Manager of the Reformatory will defray the expenses of Ins conveyance, if arrested, to tho nearest Justice on remand, and will reward the person who may capture him with XI. 21st June, 1893. Description of THOMAS DUIGNAN, native of Fatron, Ardlogher, county Cavan, who stands charged with having, on tho 2nd January, 1893, in the barony of Loughtee Lower, parish of Tomregan, caused the death oi Ellen M'Kiernan by blows and kicks:— Gray eyes, short thick nose, sallow com- ilexion, thin face, stout active make, 6 feet 6 inches ligh, about 22 years of age, dark brown hair; wore a peak cap, light coat, light twee'd trowsers and vest; is a labourer. Killeshandra, 11th Jan. 1893, ( 20286 C.— 8878.) Inscription of WILLIAM HEWITT, Junior ( Mother's surname M'Meikle), native of Drum- connick, Cavan, who stands charged with having, on the 13th December, 1892, in the barony of Upper Longhtee, parish of Urney, stabbed ono Moses Rourke with a penknife, and heing bound by recognizance to appear at Cavan Petty Sessions on 19th Decem- ber, 1892, has absconded from his bail:— Prominent teeth, square shonldors, active appearance; dark eyes, slightly hooked nose, dark complexion, regular face, slight make, 6 feet 1 inch high, abont 28 years of age, dark hair; wore a black hard hat, dark coat, trowsers, and vest; is a farmer's son. Description of CHARLES O'HALLORAN, sup- posed native of county Galway, who stands charged with having, on the 29th April, 1893, in the barony of Tulla Upper, parish of Tomgraney, stolen from the dwelling- house of Catherine Murphy, Tomgraney:— A gold cross, about 2 inches long ; a! gold ring, set in ruby stones ; a heart - shaped medallion, and some white handkerchiefs, marked H. Hogan ; all value for about £ 5 :— Good- looking, handsome face, speaks with an English accent; long nose, fair complexion, round face, 5 feet 6 inches high, about 20 years of age, rather fair hair; wore a light- coloured peak cap, gray tweed coat, trowsers, and vest; smart address; carries a brown walking stick. It is believed he has recently returned from England ; looks like a clerk. Killaloe, 7th May, 1893. ( 22330 c.— 12911.) Description of a WOMAN, name and native, place unknown, who stands charged with having, on the 12th April, 1893, in the barony oi Bunratty Lower, parish of Bunratty, abandoned a male child, aged about 6 months, whereby the life of said child was endangered :— Very freckled face ; blue eyes, regular nose, pale complexion, long thin face, medium make, 5 feet 2 inches high, about 33 years of age, red hair wore an old red dress, old gray shawl, no boots; is a tramp. JOSEPH DOREY ( escaped criminal lunatic), Hue- and- Cry, 30th May, not arrested. ( 21881c.— 12072). PATRICK LAWLESS ( attempted rape), described in issue of 7th April, not arrested. ( 19718 c.— 7860). Kerry; Description of MARTIN LEARY, of no fixed residence, who stands charged with having, on the 5th day of June, 1893, in the barony of Magunihy, parish of Kilcredane, stolen from the lands ; ot Leamnaguila, a goat, the property of one John Foley:— Round face, medium make, o feet 7 inches high, about 50 years of age; dark curly hair, and sandy moustaehb wore a dark brown hat, dark brown coat, afid corduroy trowsers; is a pedlar; plays on a tift whistle. Is accompanied by a woman and two children. A Warrant has been issued, and is in the hands of flic District Inspector, Killarney. Killarney, 20th June, 1893. ( 23131 c.— 14255.) PATRICK SHEA ( mardcr), described in Hue- and- Cry of 21 § t March, 1893, not arrested. ( 20169 c.— 8732.) Kildare. Description of E. DAVIS, who stands charged with having, on the 14th June, 1893, in the barony of Kilcullen, parish of Gilltown, and townland of Grangebeg, robbed Peter Keogh of two five pound notes, one single note, and fourteen shillings and six pence in silver:— Down- looking appearance, swagr gering gait, dark eyes, regular nose, dark complexion, - thin face, medium make, 5 feet 7 inches high, about 40 years of age, dark hair; wore a hard hatj long top coat, dark trowsers and vest; is a notorious pickpocket and frequents fairs and races. Description of TWO TRAMPS, names and residences unknown, who stand charged with having, on the 6th day of June, 1893, in the barony of Offaly East, parish of Walterstown, robbed one Martin Byrne of £ 9 15s.:— 1. Dark complexion, stout make, 6 feet high, aboUt 30 years of age, dark hair, short black heard ; wore a dark cap, glared peak, gray coat and trowsers; is^ a tramp- 2. Rogers :— Blotches on face; small gray eyes, large flat nose, shaved face, slight make, 5 feet 6 inches high, brown hair; wore a dark brown coat, trowsers, and vest. Athy, 2nd June, 1893. SARSFIELD BURKE ( assault on the Police), not arrested, Hue- and- Cry, 18th November, 1892. ( 19297 c.— 6972.) King's, Description of the undernamed Young Offender, who, on the 15th June, 1893, absconded from the Philipstown Reformatory School, at King's county:— NICHOLAS SULLIVAN, No. 1,242, 18£ years of age, about 5 feet. 4 inches high, medium make, sallow complexion, dark hair, gray eyes, small nose, small mouth, oval visage; formerly belonged to Dublin; parents reside at 14, Brown- street, Dublin; pock- marked, and slight scar on left, forehead. Tho dress consists of: — Moleskin trowsers, blue serge coat and vest, blue and white check shirt, white scarti light- coloured tweed cap, Blucher boots; all clothing new, except trowsers. Boy will stay in Dublin, or enlist. He stated that he would join the Dublin Fusiliers. The Manager of the Reformatory will defray the expenses of his conveyance, if arrested, to the nearest Justice, on remand, and will reward the person who may capture him with XI. 19th June, 1893. Limerick, JOSEPH O'REILLY ( embezzlement), Hue- and- Cry, 30th May, not arrested. ( 21596 11493). WILLIAM FITZGERALD ( char god with murder) Hiio- and- Cry, 11th May, has not been arrested. ( 98360 c.— 86735. Londonderry, JAMES M'PEAKE ( serious assault), described in issue of 7th April, not arrested. ( 19864 c 8141). Meath. Description of GERALD FITZGERALD, alias WILLIAM ARMIT, native of county Meath, who stands charged on remand with having, on the 14th June, 1893, in the barony of Dunboyne, parish of Dunboyne, fraudulently endeavoured to obtain goods and money on a forged cheque, drawn in the name of " Cox & Co., Army Bankers, Charing- cross, London":— Gentlemanly appearance, bald on top of head; gray eyes, regular nose, florid complexion, oval face, slight make, 5 feet 8 inches high, about 46 years of age, gray hair; wore a dark hard hat, dark coat, tweed trowsers, and dark vest. This man falsely represented himself as a Sergeant- Major of Royal Engineers, quartered at Chatham, and may have committed similar offences elsewhere. Dunshaughlin, 18th June, 1893. Queen's, Description of JAMES BYRNE ( Mother's sur- name Lynch), native of Stradbally, who stands charged with having, in the month of February, 1893, at Strad- bnlly, in the barony of Stradbally, parish of Strad- bally Hall, feloniously stolen a coachman's livery box coat and footman's livery coat, and being bound by recognizance to stand his trial at Maryborough Quarter Sessions on 13th April, 1893, has absconded from his bails:— No teeth in front of mouth, shaves all his face ; gray or blue eyes, regular nose, fair complexion, round face, medium make, 5 feet 8 inches high, about 40 years of age, fair hair; wore a gray tweed cap, dark coat, trowsers, and vest; is a stable boy. Bench Warrant issued for his arrest, and is in the hands of the Sergeant at Stradbally. Ballylinan, 23rd June, 1893. ( 21826 c.— 14338.) Roscommon. ^ Description of W. G. SHAW, alias G. W MEEHAN, native of Portarlington, Queen's county who stands charged with having, on the 28th May 1893, in the barony of Boyle, parish of Boyle, received money by false pretences from George M'Guire and from others, between 15th May and 12th June- Right leg short and right foot deformed ; dark brown eyes, drooping aquiline nose, very bronzed complexion, full fat face, stodt make, 5 feet 7 inches high, about 38 years of age, dark hair, face all shaved but mous- tache ; wore a brown tweed jacket and trowsers, and dark vest; is an itinerant photographer. This man, on the false representation that he was acting for a Mr. Sliiels, photographer, of Dublin, obtained orders for photographs, and got paid for them, which he never supplied; he had not the proper equipments for taking photographs, but merely went through the appearance of taking them. He has been returned for trial in custody to Roscommon Assizes, on 12th prox. He may have been previously convicted. Any communi- cation regarding him to be sent to the District Inspector at Boyle. Description of MARY KENNY, who stands charged with having, on the 14th June, 1893, in the barony of Boyle, parish of Boyle, abandoned her infant child under 2 years of age, whereby its life was endangered:— Gray eyes, flat cocked nose, sallow complexion, short broad face, medium make, about 5 feet high, about 26 or 27 years of age, short black hair, hanging loose behind; wore an old dress, dark colour, and an old black shawl having Paisley stripe, strong laced- up boots; is a tramp, but looks like a servant. This woman said she was from outside Castlerea, and again from Gort and Williamstown, and that her husband was John Kenny, a gambler at races, < fcc. Warrant in hands of District Inspector, Boyle. Boyle, 14th June, 1893. ( 23034 c— 14095). Tipperary. Description of JOHN MALOUGHNEY, native of Curreeney, who stands charged with having, on the night of 1st June, 1893, in the barony of Upper Ormond, parish of Annaghmeadle, attempted to commit a rape on Norah Butler, aged about 35 years:— High- cheek bones, prominent chin, gray or blue eyes, long thin nose, fair complexion, thin face, medium make, 5 feet 2 or 3 inches high, about 30 years of age, dark hair; wore a brown tweed cap, brown tweed coat, light tweed trowsers, and tweed vest; is a servant boy. Warrant for his arrest in the hands of the Royal Irish Constabulary at Templederry. Templemore, 10th June, 1893. ( 22940 c.— 13940.) Description of WILLIAM DWYER ( mother's surname Hayes), native of Gortahomogue, who stands charged with having, on the 19th day of May, 1893, in the barony of Kilnemanagh Upper, parish of Toem, seriously assaulted James Dwyer, of Gortahamogue, by striking him on the head with a spade, fracturing his skull, thereby placing his life in danger :— May have cut marks on head and face; gray or blue eyes, regular nose, sandy complexion, thin face, medium make, 5 feet 10 inches high, about 45 or 50 years of age, sandy whiskers and moustache; wore a low soft black hat, gray frieze coat, and corduroy trowsers ; is a farmer. JOHN RYAN, " PLUNKHAM" ( firing at the person), Hue- and- Cry, 30th May, not arrested. ( 20121 c 8616). WILLIAM BUCKLEY ( stabbing), described in issue of 7th April, not arrested. ( 19701 c.— 7876). Tyrone; JAMES COLLINS alias BEATTY ( robbery of money, < fec.), Hue- and- Cry, 30tli May, not arrested. ( 19869 c.— 8146). PATRICK MEENAN ( firing at the person), Hue- and- Cry, 30th May, not arrested. ( 19744 7901). Westmeath. Description of JAMES COFFEY, native of Knockeraville, county Westmeath, who stands charged with having, on the night of 19th or morning of 20th April, 1893, in the barony of Moyashel and Maghera- dermon, parish of Dysart, stolen 3 sheep and 3 lambs: Greatly bow- legged, result of being broken when training horses ; gray or blue eyes, regular nose rather sharp, fair complexion, thin face, medium make, about 5 feet 5 inches high, between 26 and 30 years of age, fair hair; wore a gray tight coat, tight fitting trowsers, black woollen cardigan jacket under his coat, heavy brass watch chain, will probably be found about horse training stables; is a horse trainer and groom. Warrant for his arrest has been issued and is in the hands of the District Inspector, Mullingar. Mullingar, 5th May, 1983. ( 2231 c, 12891.) Wicklow. Description of the undernamed Young Offender, who, on the 7th June, 1893, absconded from the Glencree Reformatory School, at county Wicklow : RICHARD CORBALLY, 2,484, about 18 years of age, 5 feet 4 inches or 5 feet 6 inches high, very stout make, fresh complexion, brown litjir, gray eyes, ordinary nose, ordinary mouth, oval or round visage ; formerly belonged to Firhouse, caunty Dublin; mother resides at Roundtown. The School Dress, all with the Reformatory Stamp, consists of:— Moleskin trowsers and corduroy jacket, cloth cap ( Scotch " make), and strong nailed boots, No. 2,484. It appears that the boy got a change of clothes at Firhouse, and he is now dressed in a long dark coat, dark trowsers, and old felt hat. The Manager of the Reformatory will defray tho expenses of his conveyance, if arrested, to the nearest Justice on remand, and will reward the person who may capture him with XI. 8th June, 1893. ( 560 H c.) Young Offender THOMAS PERRY, described in Hue- and- Cry, 30th May, not arrested. ( 543 n. c.) DUBLIN METROPOLITAN POLIOS. G Division. Particulars relative to convict THOMAS LOVE, c. 20, convicted at Enniskillen, cotinty Fermanagh, at Quarter Sessions, on 18th November, 1885, for larceny — two cases— and previous conviction, and sentenced to 10 y ears' penal servitude :— 50 years of age, single, is a stonecutter, born in Drumcoolan, Enniskillen, resided before conviction in Enniskillen where his friends reside; dark brown hair turning gray, browu eyes, black eyebrows turning gray, large nose, small mouth, fresh complexion, oval visage, slight make, 5 feet ll£ inches high ; right leg ulcerated at shin, bald on top of head. This man was released from Maryboro' Prison on licence, 23rd May, 1893. He recently left his residence, 14, Bride- street, Dublin, without notifying to the Police, and his present whereabouts is unknown. In the event of his arrest he should be dealt with under 34 & 35 Vic., cap. 112, sec. 5, as amended by Penal Servitude Act, 1891. 8th June, 1893. ( 559 H. C.) Particulars relative to convict JAMES M'BRlDE c 400, convicted at Naas, county Kildare, at Assizes, on 15th July, 1890, for larceny from person and former conviction, and sentenced to 5 years' penal servitude, afterwards reduced to 3 years' pens' servitude :— 22 years of age on conviction, single, is a dealer; born at Belfast, no fixed residence before conviction; dark brown hair, gray eyes, dark brown eyebrows, long nose, regular mouth, fresh com- plexion, oval visage, medium make, 5 feet 8 inches high; cut- mark on top of head, J. M'B., on left wrist, ulcer marks back of right leg, large denVo* right shin. This man was released from Mountjoy Prison on licence, 22nd May, 1893. He recently left his residence, 46, Church- street, Dublin, without notifying to Police, and his present whereabouts is unknown. In tho event of his arrest he should be dealt with under 34 and 35 Vic., cap. 112, sec. 5, as amended by Penal Servitude Act, 1891. 8th June, 1893. ( 559 H. C.) Particulars relative to convict MICHAEL M'GOLDRICK, c 21, convicted at Enniskillen, county Fermanagh, at Quarter Sessions, on 19th November, 1885, for larceny and previous conviction, and sentenced to ten years' penal servitude:— 60 years of age on conviction, married, is a dealer; born at Enniskillen ; resided before conviction at Enniskillen, where his friends reside; dark brown hair, brown eyes, dark brown eyebrows, small nose, small mouth, sallow complexion, oval visage, stout make, 5 feet 7 inches high; ruptured left side, wears a truss, cut- scar on bridge of nose and on upper lip. This man was released on licence from Maryboro' Prison, 19th May, 1893, and stated he was going to Sligo. He was arrested on same date at Athlone on a charge of drunkenness, and discharged on condition of at once leaving the town. He has not since reported, himself, and his present whereabouts is unknown. In the event of his arrest he should be dealt with under 34 and 35 Vic., cap. 112, sec. 5, as amended by Penal Servitude Act, 1891. 31st May, 1893. ( 557 H. C.) Particulars relative to English Convict MICHAEL DOODY, No. 294, convicted at Malta, at a Court Martial, on 10th May, 1887, for an attempt to commit sodomy, and sentenced to 7 years' penal servitude :— 23 years of age on conviction, is a soldier; dark brown hair, gray eyes, 5 feet 7 inches high; two scars on back of head, mark on top of nose, right side, scar on cheek and on first finger, also on knuckle of second finger and on buttock; wore all his beard,, which may now be shaved off. This man was released on licence from Portsmouth Prison, 29th October, 1892. He left his residence, 36, Nicholas- street, Dublin, without reporting to police, and his present whereabouts is unknown. In tho event of his arrest he should be dealt with under 34 and 35 Vic., cap. 113, gee. 5, as amended by Penal Servitude Act, 1891, , ' 18th Mi}. y, 1893. ( 555 u. c,) THE POLICE GAZETTE, OB HUE- AND- CRY, AUGUST 4, 1893. Description of JOSEPH M'DONNELL, who was convicted of rape, at the Mayo Assizes, on 10th of July, 1889, and sentenced to 5 years' penal servitude, and who is now wanted on Warrant, in consequence of the licenco granted to him on Ist April, 1893, for the unexpired term of said sentence having been revoked:— He is 26 years old, 5 feet inches high, brown hair, blue eyes, brown eyebrows, regular nose and mouth, pale complexion, oval visage, proportionate make; cut on forehead and on right side of top of head, mole and scar on chin, large scar on right wrist, flesh- mark on left wrist; is a blacksmith, and a native of Claremorris, county Mayo. Warrant in the hands of Chief Inspector COOPER, Dublin Metro- politan Police. Detective Department, 9th May, 1893. ( 553 H. C.) Description of CHARLES FLUDGATE, who stands charged with stealing, on 89th ult., a horse, saddle, and bridle from Portobello Barracks, Dublin, the property of the Commander- in- Chief of Her Majesty's Forces i— He is £ 4 years old, 5 feet 4 inches high, medium make, dark hair and complexion, shaved face except small dark moustache; when last seen was dressed in a brown jerry hat, a light colour check lounge suit, and black cloth top eoat; is an Army Reservist and a native of Dublin. Warrant in the hands of the Chief Superintendent, Dublin Castle. ( 623 H, c.) ENGLISH POLICE. Cheshire. THREE MEN charged with robbery of jewellery, and described in issue of 18th April, not arrested. ( 545 H. C.'* Essex. Description of JOSEPH RAWLINGS, native of Billericay, Essex, late Bethnal Green, London, wanted at Brentwood, Essex, for stealing a horse, cart, and a set of harness ( recovered), at South Weald, on tho 17th March, 1893 : — Bald top of head, scar left cheek, scar left side of neck, right side large scar inside leg from fracture, red mole spine; 70 years of age, very active of his age, 5 feet 6 inches high, fresh com- plexion, stout build, gray hair, generally dyod very dark, blue bushy eyebrows wore a round hard felt hat and dark clothes.
