POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JUNE 16, 1893. VOL. X., No. 988. REG- ULATIOKTS. 1. AV. announcements for insertion in ( he POLICE GAZETTE, and all communications upon them should be addressed to THE ILDITOB OE THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning personswhose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension ii sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9- The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whic/ i may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on W< ednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either r. t the office, Sew Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. METROPOLITAN POLICE DISTRICT. 1.— B Division. — For absconding from his bail, charge! with rape— JOSEPH EDMUNDS, alias DICKS, and RAYMOND, age 44, height 5 ft. 8 in., complexion fresh, hair brown, eyes hazel, very loDg sandy whiskers and moustache, supposed dressed in blue serge suit; a native of London. Warrant issued. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering « reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persona, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( o) The amount of the reward. ( 6) The conditions on which it is payable. ( 0) The person by whom it will be paid. ( 1) That the name and address of the printer appear thereon. S. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTt.— There are 177 Statioiu of the Metropolitan Felice Force at which Notice rem he posted. ^ 2.— E Division.— For embezzling £ 2 15s. 2d. — FRANK W. JARVIS, age 3G, height 5 ft. 8 in., complexion fair, hair light brown, moustache red, eyes blue; dress, black morning coat and vest, light trousers, black harl felt hat. Warrant issued. 3.— G Division-— For embezzling £ 1 4s. 8d.— CUTHBERT ARTHUR DEGGE, age 27, height 5 ft. 6 in., complexion florid, hair and moustache brown, eyes grey; dress, dark jacket and vest, brown trousers and cap. A native of Hammer- smith. May seek employment as an insurance agent. Has an uncle, a licensed victualler, at Everton, near Liverpool. Warrant issued. 4.— K Division. — For stealing, 9th inst.— A chestnut horse pony, 12^ hands, chipped knees, white face, several whita marks on back under saddle; a set of silver- plated harness, with 2 or 3 brass buckles . on bridle; a well gig, painted chocolate picked out yellow, brass fittings and brown leather trimmings ; 2 brown cloth cushions ; an old brown rug ; quill whip, bound with leather, brass ferrule at end ; and a perforated india- rubber mat.. — A. WILLIAMS, age 25, height 5 ft. 7 in., com- plexion dark, hair and moustache sandy; dress, dark coat and vest, light trou-: ers, side- spring boots, brown skull cap. Warrant issued. 5— p Division— For" stealing! £ 1 8s. lOd. at Lewisham, on 5th ult.— EDMUND TILL, oZta « LILL, and MARLOW, age 24, height 5 ft. 8 in., complexion dark, hair ( cut short) dark brown, eyes dark ; dress, check jacket and vest, cord trousers, coloured wrapper, lace boots, black felt hat: a native of Deptford. May enlist. Has been in the Militia. Warrant issued. 6.— Y Division-— For stealing a bicycle ( re- covered)— WALTER OWEN, a bicycle maker, age 26, height 5 ft. 8 in., complexion pale, hair light brown, slight moustache, eyes blue; dress, black jacket and vest, light mixture trousers, black hard felt hat. His father is known as " Professor Charles," at New Brompton, Kent, where Owen may be found. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scot'a- d Ya- d, S. W. CITY OF LONDON. 7. — For stealing £ 28 19s. lid., 24th ult.— SYDNEY HERBERT TUCKER, late of 27, Maryland- square, Forest- lane, Stratford; age 24, height 5 ft. 10 in., complexion fresh, hair brown, long thin faco, high cheekbones, stutters; dress, dark jacket and vest, light trousers, hard felt or high silk hat. A cashier. Warrant issued. Information to Supt. MCWilliam, 26, Old Jewry, E. C. AYRSHIRE. 8.— Ayr ( County).— For fraudulently obtaining money from various shopkeepers, between December, 1892, and February, 1893, by representing that he was a member of a firm in Dundee, for the supply of rubber endorsement stamps— JOHN DALGETY, an agent or traveller, age 23, height 5 ft. 7 in., com- plexion fresh, hair auburn, small light moustache, full round fa^ e, speaks with Scotch accent; dre3S, when last seen, dark tweed jacket suit, and black felt hat. Warrant issued. Information to the Chief Constable of Ayrshire, Ayr. BEDFORDSHIRE. £ 1 REWARD. 9.— Bedford ( County).— Escaped from Bedford Reformatory— FRANCIS JEFFERIES, age 15, height 5 tr. in., complexion pale, hair light- brown, eyes brown; dress, corduroy sleeve vest, brown corJuroy trousers, calico shirt, strong nailed boots, round cap with red stripe, clothiDg marked " Bedford Reformatory." Was convicted at Oxford, 25th October, 189i, and sentenced to 1 months imprisonment and 4 years in a reformatory. His father, a tai or, resides at Blackfriars- road, St. Ebbs, Oxford. THOMAS SMITH, aga 16, height 5 ft. 3 in., complexion frasb, hair brown, eyes hazel, crooked finger left hand, boil mark middle of back; dress, corduroy tiousers, calico shirt, strong nailed boots, round cap with red stripe. Was eonvicted at Win- terton, Lincolnshire, 3rd August, 1892, and sentenced to 14 days imprisonment and 3 years in a reforma- tory. A native of River Head, Pocklington, York- shire. Warrant issued. The above reward will be paid by Mr. J. Jones, Carlton, Bedford, for the apprehension of each of the above. Information to Supt. Qnenby, Bedford. 10.— Luton ( County).— For stealing bricklayers' tools, 1st iust. — A MAN, age about 33, height 5 ft. 8 or 9 in., very red face; dress, dark coat and vest, hard felt hat; the appearance of a bricklayer. TAYLOR, age 25, height 5 ft. 4 in., com- plexion fresh, hair red, eyes grey, large scar on neck ; dress, brown coat, mixture oloth trousers, blue cap, low shoes. A tramp. Warrant issued Information to Snpt. Borlase, Wallingfori. 12.— Wokingham ( County).— Tor stealing, 4th inst., at Bracknell, a small tricycle, painted black, front steering wheel— A YOUTH, age about 14, height about 4 ft., slight build, complexion fair, hair light brown, scars on neck; dress, old grey knicker suit, black stockings, white canvas shoes, dark cloth cap. He was traced to Addlestone, 4th inst., going in the direction of London. Information to Supt. Atkin, Wokingham. of WILLIAM JONES, a cattle drover, known amongst cattle drovers as " THE OLD SOLDIER," age 45 to 50, height 5 ft. 8 or 9 in , square shoulders, hair brown, whiskers, all round face, turning grey, walks ercct; dress, dark cloth monkey jacket, dark cloth trousers, black felt hat, all very much worn. Is fond of boasting, while in drink, that he had been in the Crimean War. Well known at Chester, Oswestry, and North Wales fairs. A Welshman. Warant issued. Information to Supt. Jones, Denbigh. BUCKINGHAMSHIRE. a girl, height 13.— Slough ( County).— For rape on age 11, on 25th nit.— A MAN, age about 25, 5 ft. 6 to 8 in., complexion sallow, hair, moustache and small imperial, brown ; dress, black or dark blue jacket, brown cord trousers, black cap with leather peak ; appearance of a labourer. Information to Supt. Sutton, Slough. CARDIGANSHIRE. £ 1 REWARD. 14. — Aberystwyth ( County). — For deserting his wife, leaving her chargeable to the Aberyst- wyth Union— MORGAN HUGHES, alias " MOC BETSY," age 62, short of stature, black curly hair, stammers, one finger on each hand bent. A mine sinker; native of Aberystwyth. Warrant issued. Information to Chief Constable Evans, Aberyst- wyth, by whom the above reward will be paid for the apprehension of Hughes. CHESHIRE. 15. — Nantwich ( County). — For obtaining 6 pairs of men's lace boots at Crewe, on 9th inst.— A MAN, age 20 to 25, height about 5 ft. 6 in., of complexion dark, thin features; dress, light pepper and- salt mixture coat, dark trousers, light cap. This man called at a boot shop and asked the assistant to send the boots to an address in Crewe, for the gentleman residing there to choose from. On the way to the address given he intercepted the messenger, and, obtaining possession of the boots, decamped, and has not been heard of since. Information to Supt. Leah, Nantwich. 16.— Chester ( City).— For stealing £ 6, 22nd ult.— JOHN WILLIAM EVANS, age about 26 height about 5 ft., slight build, complexion pale, narrow jaws, hair dark, large curl on forehead small dark moustache, eyes ( large) dark, both legs have been broken at knees, which causes him to limp ; dress, black coat and vest, black- and- white stripe trousers, blue neckerchief with white spots black hat, side- spring boots. A juggler, and performs with spoons, & o., at " free- and- easys." Left a hat behind, " T. W. Bracher " stamped on leather lining. Warrant issued. DERBYSHIRE. 19.— Wirksworth ( County). — For stealing a £ 5 note, on 3rd inst.— ARTHUR LOAKES, alias CUTTS, age 35, height 5 ft. 9 or 10 in., complexion fresh, ha; r light brown ( turning grey), clean shaved, eyes grey ( one inclined to be weak), Roman nose, upper front teeth project and are slightly decayed, stoops when walking; dress, brown coarse cloth right wrist; dre3S, dark serge suit ( or msy be wearing a dark velvet coat), black bowler hat, new lace boots. Has lately been a clerk to the Cheltenham Omnibus Company; native of Compton Abdale, near Northleach. Is an Army Reserve man, and is fond of talking about Woolwich. Warrant issued. Information to Supt. McCrae, Cheltenham. 24— Fishponds ( County).— For embezzling £ 6 5s.— MORGAN WILLIAM WILLIAMS, age 22, height 5 ft. 5 in., complexion sallow, hair brown, eyes grey; dress, dark grey coat and dark brown trousers, lace boots, light cloth A baker, native of Bristol. Warrant issued. Information to Supt. Matthews, Fishponds. :' oth trousers ( much won), A native of East coat and vest, brown lace boots, b'ack hard felt hat. Hardwick, near Pontefract. Warrant issued. Information to Supt. Hollingworth, Wirksworth. ESSEX. MURDER. 20. — Grays ( County). — For the murder of Johanna O'Driicoll, near Aveley, on the night of 27th ult.— WILLIAM BARNETT, or BURNETT age about 40, height 5 ft. 10 or 11 in., complexion, hair and bushy moustache, dark, rather full face, scar over left eye and top of forehead, bracelet ( cross pattern), tattooed right wrist, red spot above bracelet, one leg ( supposed right) black from the result of a wound, stoops a litt'e when walking, stutters and foams at the mouth when drink ; dress, long black coat, cord trousers, handkerchief with spots round neck, old dark cloth cap with peak. He is a pensioner from the Hamp shire Regiment, and is nick- named " Soldier." Is said have a sister ( married) at Maidstone. Information to Supt. Jordan, Grays. GLAMORGANSHIRE. 21. — Card i ff ( County).— Portrait and description LEWIS LEWIS, whoso apprehension is sought vest, cap. HAMPSHIRE. 25.— Basingstoke ( County).— For an offence under the Criminal Law Amendment Act — EDWARD MARLOW, age 34, height 5 ft. 5 in., complexion dark, hair, moustache, and slight side whiskers dark brown, eyes hazel; dress, sleeve waistcoat, dark cord trousers, black billycock hat. Belongs to Hants Militia, and failed to report himself for training 1st ult. Supposed leading ti vagrant life. A labourer ; native of Basingstoke. Warrant issued. Information to Snpt. Kinshott, Basingstoke. 26.— Portsmouth ( Borough).— For stealirg, 9th inst., a Reindeer tricycle, pneumatic tyres, makers, Matthews, Reindeer Cycle Works, Wands- worth- road, London— A woman, giving the name of MISS GOLDSTEIN ( supposed false), age 30 to 35, height 5 ft. 4 or 5 in., complexion fair, hair light brown, cast in one eye ; dress, light or fawn- colour dress, small hat; speaks with strong American accent. Stated her father was a financier in America, and the owner of a tea plaatation. She took apartments at an hotel, remained one night, and left without paying. Warrant issued. Information to Chief Constable Cosser, Ports- mouth. ISLE OF ELY. 27.— March ( County).— For stealing a three- track tricycle, painted black, red lines, solid rubber tyres, maker's name removed, rear steerer, steering rod has been broken and connected with a socket— FREDERICK POOLE, age about 28, height about 5 ft. 4 or 5 in., complexion very dark, moustache ( cut short) dark, stoops when walking. Is of rather weak intellect. An habitual smoker ; dress, brown cloth suit, cap, and brown seaside shoes. Has a small portmanteau, in which he carries a black coat, grey trousers and vest, and heavy lace boots. A liousepainter, and sometimes works for coauhbuilders or wheelwrights. He hired the tri- cycle for a day, and did not return. Warrant issued. Information to Deputy Chief Constable Burrows, March. 17.— Chester ( City).— For stealing, 29th ult.— A lady's small silver geneva watch, No. 6222, engraved case, small gold necklet attached ; 1 lady's gold ring, set with about 10 turquoises and pearls ; 1 small silver half- moon brooch, green stones; 1 small silver broocb, " Edith" thereon ; 1 ditto, gold leaves; 1 small fiddle brooch; 1 lion shilling, mounted as a locket; 1 silver buckle ring— SAMUEL ALEXANDER LUCAS, age about 20, height 5 ft. 9£ in., slight build, complexion fair, hair dark brown, curly on forehead, eyes dark and prominent; dre3S, navy- blue serge suit and cap, vest cut low, large white or blue silk tie, piu with 3 imitation diamonds, black silk gloves ; carried a blue cloth overcoat, small black bag, and walking stick Stated he had been engaged as a professional singer at music halls. DENBIGHSHIRE. 18.— Denbigh( Coun ty).— For stealing a bullock ( recovered), 16th ult.— A man who gave the name for embezzlinj £ 31 17s.; age 36, height 5 ft. 3 in complexion dark, hair, whiskers, and moustache, black, has a twist iu one leg when walking; dress, black suit and biwler hat. Has been an agent for Donald Cunie & Co. May endeavour to go abroad. Absconded 24th ult. Warrant issued. 22.— Cardiff ( County).— For embezzling £ 9 17s., at Penarth, on 13th April last— HENRY BLAKE, alias FREDERICK GEORGE CARLTON, age 40, height 5 ft. 8 or 9 in., complexion fresh, hair ( thin on top) and moustache light brown, scar bridge of nose ; has the appearance of being a heavy drinker ; frequents public houses, betting houses and clubs. Has been in business, or managing a business in Lewes, Sussex. Warrant issued. Information to Deputy Chief Constable Wake, Canton, Cardiff. GLOUCESTERSHIRE. 23.— Cheltenham ( County). — For stealing £ 20— HERBERT, alias WILLIAM WALKER, ago 33, height 5 ft. 9j in., complexion dark, hair dark brown, plight dark moustache, eyes brown, cut KENT. 28.— Maidstone ( County). — For stealing a verge watch, No. 33683, maker, " Wm. Birch, Maid- stone," and a double- breasted black monkey jacket, velvet collar, bound black braid— JOHN FRIGHT, alias JOHN MOUNT, and SAILOR JACK, a tramping labourer, age about 48, height 5 ft. 7| in., complexion dark, hair dark brown, anchor tattooed back of left hand, and letters ( supposed P. H.) right forearm; dress, dirty twill jacket, blue guernsey, cord trousers tied up at knees, heavy lace boots, may be wearing the stolen jacket. Information to Supt. Holman, Maidstone. 29.— Sandgate ( County).— For receiving regi- mental necessaries— JOHN MATTHEWS, age 57, height 5 ft. 5| in., complexion fresh, round face, hair and whiskers dark brown ( slightly turning grey), eyes brown, mole right cheek, burn scars both arms; dress, dark tweed jacket, cord trousers, brown hard hat, lace boots. Hawker of cakes, May be found at some military town or camp. Warrant issued. Information to Supt. Waghorn, Sandgate. LANCASHIRE. 30. — Chorley ( County). — For stealing, 9th inst., an English lever watch, No. 1957, maker, " Thomas Milner, Wigan " ; a metal geneva watch, No. 10671; a shell box, lined red sateen, containing FRIDAY, JUNE 16, 1893. THE POLICE GAZETTE. 3 £ 6 10s. gold; a pair of black worsted trousers and vest to match— A WOMAN, age about 40, height 5 ft. 4 or 5 in., complexion sallow, hair black, eyes dark brown; dress, black jersey jacket with two plaits down front, dark green skirt, old grey plaid shawl, old black bonnet. Has been in. Chorley Workhouse sevel- al times, and by her conversation appears to be well acquainted with Blackburn. Information to Supt. Norris, Chorley. 31— Leigh ( County).— For larceny— A MAN, age 30, height 5 ft. 6 in., complexion sallow, hair brown, eyes, grey, slight brown moustache ; dress, old army discharge civilian suit, army boots, light cap. A collier; nativo of Wigan, and was in custody there about 2 years ago, on a charge of stealing a horse and trap. Information to Supt. Higginbotham, Leigh. 32.— Warrington ( Borough).— For embezzle- ment— WILLIAM ARCHBOULD, a clerk and • canvasser, age 25, height 5 ft. 7 or 8 in., well built, complexion pale, hair, slight moustache, and eyes dark; dress, black coat and vest, stripe tweed trousers, black billycock hat, of good address, fond of music and billiards. Has been an agent for Singers' Sewing Machine Company in the Isle of Man, where he may be found. A native of Tonge Moor, Bolton.— JOHN JAMES RUTTER, a canvasser and collector, age 30, height 5 ft. 7 in , complexion fresh, hair dark brown, slight moustache, eyes brown ; dress, brown check suit. Supposed to have gone to Manchester. A native of Warrington. Warrant issued. Information to Chief Constable Hunt, Warrington LEICESTERSHIRE. 33.— Loughborough ( County).— For stealing, at Quorndon, 4th inst.— A light bay Russian horse pony, 6 years, 13 haeds, black stripe along back, short mane and tail, white saddle marks, small bare patch on off thigh near the round bone, thick- set, in good condition ; a set of black leather harness, nearly new, no breech, kicking strap attached to crupper with brass ring and buckle, double- ring snaffle bit; a black dogcart with low red wheels, odd axle caps ( one brass, the other plated, marked " Goodman, Loughborough"), blue cushions — COLE, alias A. COX, age about 24, height 5 ft. 5 or 6 in., complexion fair, thin face, hair ar. d eyes brown, may have slight moustache ; dress, brown plaid suit, low brown shoes, light brown cap. Was accompanied by a woman, age 28 to 30, height 5 ft. 6 in., hair brown ; dress, brown or blue serge dress, black straw hat, trimmed black ribbon and feathers. Had with her a baby about 9 or 10 months old. Information to Deputy Chief Constable Smith, Loughborough. 34.— South Wigston ( County).— For stealing a glazier's diamond No. 3, a wooden 2- foot rule, and an iron 2- foot tule— FRED CHESTER, age 40, height 6 ft., complexion swarthy, bair and mous- tache dark brown, eyes hazel, large nose, long features. A tramping joiner; native of Shepshed, Leicestershire. Is accompanied by a woman with red hair, carrying a child about 9 months old. Warrant issued. Information to Supt. Ormiston, South Wigston. MERIONETHSHIRE. 35.— Barmouth ( County). — For stealing £ 3 lis. 8d.— Or. H. THOMAS, age about 30, height 5 ft. 3 or 4 in., complexion fair, hair and heavy moustache, light; dress, black coat with very large stripes, supposed white cashmere vest, grey trousers, black felt hat, carried a malacca cane with monogram " G. H. T." on silver band at top. A mason; native of Birmingham.
