REGULATIONS. 8. Announcements of all persons to he af^ rehended or of stolen property hear a number, a., d art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZBTTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Cnaring Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. METROPOLITAN POLICE DISTRICT. 1. — Convict Supervision Depart - ment. — Woodcut portrait and description of applic: 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering • reward for the discovery of property or the detection of erime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( o) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 1 No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTB.— There are 177 Station of the Metropolitan Police Forte at which Notices can be posted. Licence Holder HENRY LESTER, Office No 44303, whose arrest is sought for failing to report, and who is suspected of committing burg'aries in this district— Age 28, height 5 ft. 8 in., complexion fresh, hair brown, eyes hazel, scar left side forehead ( stab), left side head and on left kneecap, small birthmark on left buttock. Was sentenced at South London Sessions, 16th April, 1889, to 5 years penal servitude for receiving, and licensed 2nd Feb- ruary last. P 258. 2.— E Division,— For obtaining money by false pretences— WALTER WARRICK, age about 40, height 5 ft. 7 in., complexion fair, hair and mous- tache ( curled at ends) brown, speaks very quickly, is very restless, and appears to be always in a hurry; dress, black morning coat and vest, light trousers, black hard felt hat. A native of Dublin. He calls upon publishers and booksellers, repre- senting that lie is Mr. Fred Eason, of the firm of Eason & Sons, Dublin, and ha3 run short of money. Warrant issued. 3.— F Division. — For obtaining several sums of money by fraud— HAWKE BRYAN, age 45, height 5 ft. 6 in., complexion ruddy, hair ( bald in front of head), whiskers, moustache and beard ( pointed and supposed false) reddish brown, narrow- chested, very much round- shouldered, stoops when walking, and has a shuffling gait, has a Jewish cast of features and speaks with an American accent, cannot pronounce his R's; dyes his hair, whiskers, & c.; usually dressed in a double- breasted dark grey reefer jacket and trousers, hard felt hat with very narrow brim, white tie, patent leather boots, sometimes wears a black morning coat, fancy spotted vest, and low hard felt hat. This man has recently advertised in several Lmdon daily papers, representing that he wanted lady secretaries and cricketers for the Australian Lady Cricketers, and obtained money by representing that he would procure costumes for the applicants. Is identical with WILLIAM BATTEN, alias BERT HELLIS, ELLISTON, ELLISTONE, HERBERTE, GERALD L. POTTER, D. BARRAUDE, SCOTT, BU- CHANAN, EAST LYNNE, POOLE, & c. See Cases No. 7, 22nd, and No. 5, 29th January, 1892, and No. 3, 20th May, 1892. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 4.— For stealing £ 5 10s., and a cheque for £ 2 17s. on 19th inst.— FREDERICK JACKSON, a porter, late of 109, Cleveland- street, Fitzroy- square, W., age 27, height 5 ft. 7 or 8 in., thin build, complexion pale, hair and moustache light, very round or deformed shoulders ; dre3s, blue lounge jacket and vest, dark mixture trousers, red check tie, black felt hat. Warrant issued. 5. — For stealing £ 182 in gold and bank notes, on 19th inst.— DIRK KONING, alias JANSEN, a Dutchman, late of 53, Hampden- street, Harrow- road, W.; age 32, height 5 ft. 9 in., complexion pale, hair and pointed moustache light, pimple on right cheek, several pimples under chin, speaks good English, wears gold- framed eyeglasses ; dress, dark grey overcoat with silk facings, brown undercoat and vest. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry E. C. BERKSHIRE. 6.— Hungerford ( County). — For forging and uttering an Army Money Order for £ 3 13s. 4d., on 25th February last— HENRY SAMUEL SID WELL ( see Case No. 4, 31st ult.), age about 29, height ft. 5| in., complexion fair, hair light brown, slight light moustache, eyes grey or very pale blue, spear wound on top of forehead, nose broken, several sores on body caused by blood poisoning; dressed, when last seen, in black coat and vest, light trousers, light cloth cap, cannot wear a hard hat on account of the wound on forehead. A native of Winchester, late an Army pension clerk in the office of the 37th Regimental District, at Winchester, and formerly belonged to the Inniskillen Fusiliers, from which regiment he was invalided as a sergeant. ABERDEENSHIRE. 8 7. — Aberdeen ( City). — Portrait and de- ription of JAMES WILSON, whose apprehension is sought for embezzling £ 306— Age 48 to 50, height 5 ft. 10 or 11 in., hair dark, whiskers and moustache dark, mixed with grey ( may now bo shaved), full face; has large tlat feet; dress, when last seen, dark coat and vest, grey trousers, dark brown overcoat, rough grey ulster, aud low- crowned hard felt hat. A mill manager and grain merchant; native of Aberdeenshire. Absconded 3rd inst. May endeavour to leave the country. Warrant issued. Information to Chief Constable Wyness, Aberdeen. CARNARVONSHIRE. 8.— Conway ( County).— For stealing cheques— ROBERT JONES EVANS, age about 27, height 5 ft. 6 or 7 in., complexion fair, hair inclined to ^ be red, small light moustache, rather bow- legged ; of pleasing appearance and good address; dress, dark clothes and black felt hat, often wears a silk hat, and carries a silk umbrella with silver knob. Had with him a leather hat- box and two portmanteaux. A native of Carmel near Carnarvon. Warrant issued. Information to Supt. Williams, Conway. CHESHIRE. 9.— Runcorn ( County). — MAN, Case No. 55, .21st inst., not to be apprehended. HAMPSHIRE. 10.— AI d e rs h ot ( County ).— For embezzlement— EDWARD P1THER, age 24, height 5 ft. 7 in., com- plexion fresh, hair dark brown, eyes brown; dress, black coat, dark check trousers and vest, brown hard felt hat, lace boots. A butcher; native of Odiham. May endeavour to enlist. Absconded 18th inst. Warrant issued. Information to DeputyChief Constatle Stephenson, Alderahot. HERTFORDSHIRE. 11— Hemel Hempstead ( County). — For stealing a quantity of leather ( recovered).— WAL- TER CORNISH, alias GARDNER, age 35 to 40, height about 5 ft. 8 in., stout build, complexion fresh, hair brown, moustache, no whiskers, eyes hazel, sly looking, walks with a swinging gait; dresses respectably. A boot clicker; native of Leicester, where he may be found, or in the East End of London. Warrant issued. Information to Supt. Froglcy, Hemel Hempstead. KENT. 12.— Folkestone ( Borough). — For stealing a clock ( found pledged) on 15th inst.— A man, who gave the name of EDWARD HARRIS, Priory- street, Dover ( false), age about 30, medium height, small whiskers and moustachc. He called at the hoQse under the pretence of examining the window cords. Information to Supt. Taylor, Folkestone. 13.— Tun bridge Wells ( Borough).— For em bezzling £ 11 18s.— ARTHUR EDWARD KIRBY, age 35, height 5 ft. 9 or 10 in., complexion fair, hair, whiskers, and moustache brown. A native of Fakenham, Norfolk. Was at one time manager of Haxell's Hotel, Strand. Warrant issued. 14. — Tunbridge Wells ( Borough). — For stealing a quantity of cloth and tailor's trimming— FRANTZ DE LINNY, a Frenchman, age about 60, height 6 ft., complexion fair, hair grey, light mous- tache ( turning grey), pockmarked, stoops slightly when walking. A tailor. Was accompanied by his wife, a Frenchwoman, age about 50, very tall, complexion dark; dressed in black. Both speak broken English. They booked by the 7.10 a. m. train, 14th inst., from Tonbridge to London Bridge. Are supposed to be known at Bradford, Dover, and London. Warrant issued. Information to the Chief Constable, Tunbridge Wells. LANCASHIRE. 15.— Burnley ( County).— For stealing the sum of £ 7, a spring cart, and an iron breaker ( recovered) — WILLIAM TAYLOR, age 32, height 5 ft. 8 in., complexion and hair dark, eyes dark brown, pock- pitted, has the appearance of a low horse- dealer; dress, grey plaid jacket and vest, dark worsted trousers, black cap, fancy clogs, may be wearing a dark sleeve waistcoat. Warrant issued. Information to Supt. Barnett, County Police Office, Burnley. LEICESTERSHIRE. 16.— Loughborough ( County).— For stealing, 18th inst.— A brown cart- horse, 5 years, 16 hands, long mane and tail, long bushy forelock, star on forehead, off hind fetlock white, has a mark on inside near hock ( caused by a blister), the hair on which may be of a different colour, very broad shoes, rough coat, in good condition, value £ 50— A MAN, age 30 to 35, height 5 ft. 8 to 10 in., com- plexion fresh, slight sandy moustache, horsey appear- ance ; dress, light d ust overcoat, rather short dark jacket, light mixture plaid trousers, neckerchief tied in sailor's knot, heavy lace boots, black hard felt hat. Information to Deputy Chief Constable Smith, Loughborough. 17. — Leicester ( Borough). — For embezzling £ 28 13s. 9d., on 30th ult.— WILLIAM T. CHURCH, a clerk, age about 25, height 5 ft. 8 in., slight build, complexion pale, hair ( parted at side, plastered down and brushed up in front) dark, very slight moustache, otherwise clean shaved, very near- sighted and wears glasses, is well educated and of pleasant manners ; wears, on Sundays, a dark grey frock coat and silk hat, and, on week- days, a short brown over- coat, pilot shape, and black morning coat. He is fond of music, plays the banjo and sometimes per- forms as a nigger; he is a good baritone singer, and is in great request at smoking concerts. He also sings in amateur operatic performances and may be found in a stage chorus. His favourite songs are " Our ' Armonic Club," " The King's OWD," " Masks and Faces," and " True till Death." He is also a member of the Manx Club. Absconded 30th ult. Warrant issued. Information to Chief Constable Duns, Leicester. LINCOLNSHIRE. 18.— Grantham ( County). — For obtaining 3 pints of beer, and an ounce of tobacco, by false pretences, on 5th inst.— JOSEPH KETTLE, age 53, height 5 ft. 10 in., complexion sallow, hair dark brown, turning grey, whiskers and moustache dark ( turning grey), eyes grey; dress, dark jacket, grey vest, white cotton cord trousers, lace boots, hard felt hat. A labourer ; native of Gunby. Has been previously convicted of a similar offence and for larceny. Warrant issued. Information to Supt. Taylor, Grantham. 19.— Grimsby ( County). — For housebreaking, at Cleethorpes, between 15th and 23rd ult.— SAMUEL WILKINSON, a gardener, age 46 height 5 ft. 7 or 8 in., complexion fair, hair light or ginger, beard and moustache turning grey, rather high cheekbones, bold eyes, walks erect; dressed ( when last seen) in dark coat, grey or brown tweed trousers, blue striped collar and front, no tie, black hard felt hat, lace boots. Has worked at Sheffield, Manchester, Liverpool, Leeds and Doncaster. Is fond of horse- racing, and may be found in low public houses among betting men. Has been several times convicted of larceny. Is also wanted in Yorkshire for horse stealing. Warrant issued. Information to Supt. Stennett, Grimsby. 20.— Spalding ( County).— For larceny at Crow- land, on 17th iDst.— A tramping labourer, who gave the name of WILLIAM BATSON, age 45 to 50, height 5 ft. 8 or 9 in., complexion sallow, long thin face, dark brown tuft of hair on chin, stoops; dress, old brown velveteen coat with large pockets, dark trousers. Information to Supt. Jarvis, Spalding. MONTGOMERYSHIRE. 21. — Newtown ( County). — For obtaining money and food by false pretences— WILLIAM MORGAN, alias WILL CIW, age about 40, height 5 ft. 6 or 7 in., moustache sandy, crooked nose with small red mark or spot thereon; dress, dark cloth coat, light cloth trousers, dirty white apron, two- puaked cap. Carried a small black bag with tools. A tramping clock cleaner; supposed native of South Wales. Is well known to the police in Wales. Warrant issued. Information to Chief Constable Hughes, New- town. 22.— Welshpool ( Count)/).— For assault, on 24th inst.— JOHN DOWNEY, age 25, height 5 ft. 4 or 5 in., slight build, complexion swarthy, bair brown, slight light moustache; dress, long brown tail coat, black coat under, fustian trousers ( very dirty), peak cap, old boots, wore a leather strap studded with brass, & c., round waist. A tramp; native of Dublin. Frequents common lodging houses and casual wards. Warrant issued. Information to Deputy Chief Constable Crowden, Welshpool. NOTTINGHAMSHIRE. 23.— Mansfield ( County).— For embezzlement — JOHN GEORGE MART, late of Sntton- in- Ashfield, age about 40, height 5 ft. 8 in., complexion fresh, hair dark brown, small light moustache; dress, brown jacket suit, turn- down collar, black hard felt hat. Carried a brown mackintosh and black Gladstone bag. Has been a schoolmaster and rent collector. May apply for a situation as clerk. Warrant issued. Information to Supt. Hensley, Mansfield. 24. — Nottingham ( County).— Fcr larceny ( bailee).— WILLIAM TREVELYAN, alias WAL- TER TREVELYAN, age 65 to 70, height 5 ft. 2 or 3 in., slender build, complexion pale, hair grey, whiskers and moustache, eyes blue, prominent fore- head; dress, black coat, dark cloth trousers, felt hat; usually carries a small black hand- bag. A watchmaker ; states he is a native of London. Ho goes round to country villages, collecting watches and clocks to clean, which he pledges and then decamps. Warrant issued. Information to Deputy Chief Constable Hallam, Nottingham. ROXBURGHSHIRE. 25.— Jedburgh ( County). — For stealing a cornet ( found pawned), on 18th inst.— SAMUEL FORTHGILL, age about 27, height 5 ft. 6 or 7 in., slender build, thin face, complexion fresh, hair and slight moustache light; dress, dark tweed coat, lightish striped trouser3, bard felt hat. States he is a native of Leicester, and that he is a carpet weaver seeking employment. Is a good player on brass instruments ; makes the acquaintance of brass band conductors and bandsmen, and borrows instru- ments with which to play in the streets. May be accompanied by his wife, age about 23, rather stout, complexion fresh, round face, hair ( wavy in front) brown, tender eyes ; dressed in striped petticoat, brownish jacket body, black hat with some red trimming. Spoke with a Glasgow accent, of which place she stated she was a native. Warrant issued. Information to Chief Constable Porter, Jedburgh. SHROPSHIRE. 26.— Wellington ( County).— For embezzlement — FEWTREL M. CLEMENTS, a tailor's assistant FRIDAY, APRIL 21, 1893. THE POLICE GAZETTE. 7 age 25, height 5 ft. 8 in., complexion pale, hair and moustache dark, eyes dark brown, slightly pock- marked. Has been employed in the drapery and outfitting business in London, Bournemouth, and Hungerford. His stepfather resides at Frome- road, Bradford- on- Avon. Warrant issued. Information to Chief Supt. Edwards, Wellington. STAFFORDSHIRE. 27.— Longton ( County).— For larceny ( bailee) — WILLIAM HODGKINSON, age 55, height 5 ft. 7 or 8 in., complexion fresh, hair and moustache dark, eyes brown ; dress, dark brown jacket, black vest, dark cloth trousers, paper collar, blue tie, lace boots, double- peak cap— all much worn. A native of Longton. Warrant issued. Information to Supt. Evans, Longton, Stoke- on- Trent. SUFFOLK. 28.— Boxford ( County}.— For embezzlement— PETER BRADLEY, age about 28, height 5 ft. 10 or 11 in., complexion fresh, hair ( very thin) and moustache light sandy, tender feet, stoops slightly when walking, is fond of drink; dress, short blue pilot overcoat, black worsted coat with silk facings, light trousers and vest, striped flannel shirt, brown worsted socks, grey pants. An electrical engineer; supposed native of Barrow- in- Furness. Warrant issued. Information to Supt. Chapman, Boxford. P. BANTON, age 30 to 35, height 5 ft. 5 in., com- plexion dark, full face, hair dark brown, beard and moustache black, large dark eyes, is rather talkative and speaks as if a little tongued- tied; of gentlemanly appearance and good address; dress light tweed suit, billycock hat with small brim, or small cloth cap; carries a heavy malacca cane, silver knob, " G. P. B." engraved thereon; sometimes wears riding breeches and leggings. He was formerly manager of the Grand Hotel, Sunderland, and pro- prietor of the Winter Gardens, Birmingham. He is supposed to have left the latter place about the beginning of February last. Is accompanied by bis wife, age about 30, height ft. 3 or 4 in., slight build, complexion pale ; and their two children, a girl age 2, and a boy age 9 months. He took a furnished house and hired horses, agreeing to pay by the week. He sold the horses at Cave's Depository, Birmingham, and left the district. Warrant issued. Information to Supt. Carbis, Solihull. forged cheques— Age 32 ( looks younger), height about 5 fett, complexion rather sallow, hair dark, SURREY. 29.— Reigate ( Borough).— For embezzlement— WILLIAM FARNHAM, age about 35, height 5 ft. 10 in., hair ( inclined to curl) and thin moustache, sandy, right arm and hand withered; dress, dark morning coat, and brown felt hat. A native of Devonshire. Was employed for 4 years as collector at Farringdon- road Sewing Machine Depot, London. May visit his wife, who is a cleaner at offices in Argyle- street, Regent- street. Warrant issued. Information to Head Constable Morant, Redhill. WESTMORELAND. 34.— Kendal ( County).— For stealing from an hotel at Kirkby, on 13th or 14th inst.— A chamois leather purse, clasp on top, containing £ 1 10s. gold; old - fashioned plush purse, fastens with gold ring, containing a jubilee half - sovereign, and jubilee sixpence; a long silver neck- guard, small links; and a lady's gold neck- chain, oval- shaped gold locket, monogram " H. T. K." thereon, containing photos of two boys, attached— A MAN, age 34, height 5 ft. 7 in., complexion fair, hair light brown, whiskers and moustache, eyes brown ; dress, blue or black jacket, grey tweed knickerbockers, white necktie and collar, grey- and- white striped tweed cap, black stockings, lace boots. Stated he was doctor in a London hospital. Information to Supt. Shields, Kendal. SUSSEX ( EAST). 30— Hailsham ( County).— For larceny from a draper's shop, at IleathSeld, on 10th inst.— TWO MEN : ( 1st), age about 40, height 5 ft. 8 or 9 in., complexion fresh, hair, whiskers, and moustache ginger ; dress, light plaid jacket and vest, dark cord trousers, light cap with peak. Carried a carpenter's basket. States he is a carpenter; supposed native of Tunbridge Wells. ( 2nd), age about 40, height 5 ft. 9 or 10 in., complexion and hair dark, full whiskers and moustache ; dress, dark jacket, dark cord trousers, black hard felt hat with narrow brim. States he is a carpenter ; supposed native of Tun- bridge Wells. Information to Supt. Renville, Hailsham. 31.— Eastbourne ( Borough). — For obtaining money by false pretences— A MAN, age about 30, height 5 ft. 6 or 7 in., complexion fair, hair, mous tache and few side whiskers light, very pale face; dress, dark blue or black overcoat with velvet collar, black hard felt hat, carries a walking- stick. He stated he was collecting money for the Local Fire Brigade, and had with him a small pocket- book with a number of names written in pencil, and the name of " Martha Harvey " written in ink. Warrant issued.
