POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FBI DAY, MARCH 24, 1893. VOL. X., No. 964. 1." All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOE OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 8. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE UAZETTE, if they are sufficient to enable action to be taken upon them by another force. M to stolen property will be likewise inserted in oneissue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 8. Every announcement, if for the apprehension of a person, must be guaranteed by the signature Of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief oj/ icer of police or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. ' IFtEQ- TTIj- A- TIOaXrS- 8. Announcements of all persons to be apprehended or of stolen property bear a number, a,. A art alphabetically arranged by counties. Q. The force which causes particulars concerning delinquents or stolen property to be inserted i* the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editof notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond ! f Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly reqnested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at onoe notified to the Editor. APPREHENSIONS SOUGHT. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( o) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 1 No expression must be used in such an advertise- ment, in relation to pioperty stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Station of the Metropolitan Police Force at which Notices can be posted. METROPOLITAN POLICE DISTRICT. 1. — C. I. Department. — For absconding from his bail, charged with fraudulent bankruptcy— FREDERICK JAMES WARR, age 37, height 5 ft. 8^ in., rather stout build, complexion fresh, round face, hair, moustache, and side whiskers light, eyes grey; dress, dark green overcoat, black hard felt hat. A brewer's agent; native of London. Warrant issued. 2.— V Division. — For deserting his family— ALFRED WOODNUT, age 3- 5 to 40, height 5 ft. 9 in., slim build, complexion fair, hair and slight moustache light brown, eyes grey; is lame from rheumatism and walks with a stick ; dress, black frock coit, black vest and trousers, black hard felt hat. A native of East Molesey, Surrey. Is supposed to be in the neighbourhood of Brighton. Warrant issaed. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. AYRSHIRE. 3.— Girvan ( County).— Portrait and description of JOHN FLANNIGAN, a mason, whose appre hension is sought for committing an offence under the Criminal Law Amendment Act— Age 42, height 5 ft. 10 in., complexion pale, hair, whiskers, beard, and moustache grey, eyes dark grey, full heavy forehead, lancet scar on right side of neck ; speaks with Scotch accent; dress, grey melton overcoat, brown astraclian jacket suit, dark felt hat with high crown, light lace boots. Has with him a greenish c'. oth overcoat, a fawn- coloured waterproof coat, and a grey check tweed suit; clothing good. Absconded 16th ult. Warrant issued. Not to be apprehended out of the United Kingdom. Information to the Chief Constable of Ayrshire, Ayr. BERKSHIRE. 4.— Maidenhead ( County). — For obtaining £ 3 by false prctences, on 15th inst.—- A MAN, age about 27, height 5 ft. 7 in., complexion dark, hair ( cut short) and heavy pointed moustache brown, tattooed both wrists having bracelet on one ; dress, black overcoat, tunic with brass buttons, dark trousers, black hard felt hat. Stated he belonged to the Maidenhead Fire Brigade, and had called for the annual subscription, and produced books with " Fire Brigade " printed on cover. He booked from Cookham to Westbourne Park the same evening. Warrant issued. Information to Supt. Dorrell, Maidenhead. CHESHIRE. 5. — Middlewich ( County). — For stealing £ 4 10s., on 18th inst.— JOSEPH HINDS, age 22,. height 6 ft. in., complexion dark, hair dark brown, eyes brown, both feet deformed, toes turning underneath; dress, black coat and vest, dark blue and black striped tweed trousers, lace boots, white front, dark figured tie, black hard felt hat with flat brim. A native of Derby. Warrant issned. Information to Supt. Large, Middlewich. ESSEX. 6. — Brentwood ( County). — Escaped from custody of police, 17th inst., charged with stealing a horse, cart and set of harness, at Southwold — JOSEPH RAWLINGS, age about 60, short stout build, very broad across shoulders, com- plexion dark, full round face, full whiskers and moustache, turning grey, generally dyes both hair, whiskers and moustache almost black, bridge of nose has been broken ; dress, dark clothes, hard felt hat. Is supposed to be a native of Bethnal- green or Kingston- on- Thames. Information to Supt. Allen, Brentwood. 7.— Grays ( County).— For embezzling £ 113s. 4d. — JOHN WILSON, age about 24, height 5 ft. 6 or 7 in., complexion very dark, hair and eyes dark, middle finger right hand amputated at second joint and third finger at first joint; dress, Scotch plaid coat and trousers, cloth cap with cloth peak. A baker; supposed native of Rochester. Warrant issued. Information to Supt. Jordan, Grays. HEREFORDSHIRE. 8. — Hereford ( County). — For failing to report— Supervisee WM. HINTON, alias THOMAS • THE POLICE GAZETTE. FRIDAY, MARCH 24, 1893. JONES, Office No. 41504, age 41, height 5 ft. 9| in., complexion fresh, hair dark brown, eyes grey, scar right eyebrow and on each second finger, blue mark right wrist and left elbow, cleft palate, weak knees. Sentenced at Hereford, 23rd January, 1891, to 5 months hard labour and 5 years police supervision for larceny. Information to Deputy Chief Constable Smith, Hereford. KENT. 9. — Gravesend ( Borough). — Portrait and description of GEORGE WRIGHT, alias Captain GORDAN CAMERON, LENNOX CAMERON, and LENNOX (. JORDAN, whose apprehension is sought for stealing furniture to the value of £ 150, whilst acting as caretaker of several unoccupied furnished houses ; age 40 to 45, height 5 ft. 5 or 6 i » ., complexion fair, hair dark brown, bald on top of head. A native of Alton, Hants, where his wife, father, and brother now reside. Lately resided at 87, WaterJoo- road, London. Is known at the Charity Organization Society, Brighton, and at the Work- men's Rest, Kingston- on- Thames, where he was seen on 28th January last, and at Twickenham, where he was seen on 24th January, and is well known to the police of those districts. He appears to have associated himself a great deal with Christian mission work, and has been a member of the Salvation Army in various towns in which he has been living. Warrant issued. Information to Chief Constable Thornton, Gravesend. 10.— Margate ( Borough).— For neglecting to maintain his daughter, whereby she became charge- able to the Isle of Thanet Union, on 27th January last — FREDERICK WESTON, alias G. F. TOWNSHEND, M. PAVEY, and JAMES LESTER, age 45 to 50, height about 5 ft. 6 in., complexion florid, hair light, curls in front, light stubby moustache; dress, snuff coloured double- breasted overeont with velvet collar, dark trousers, brown hard felt nat, sometimes wears a black hard felt hat, lace boot*. He is well known in London and other places, and is likely lo communicate with house a£ enti under the pretence of opening business premises. He left. Margate on 17th ult. Is also wanted at Hove and Tunbridge Wells. He is generally accompanied by his son, whom he calls " Bertie," age about 16, complexion pale, top lip projects; dress, dark grey ulster, dark grey mixture suit, black cloth cap with peak and black - velvet band. Warrant issued. Information to Chief Constable Baok, Margate. LANCASHIRE. 11.— Burnley ( County).— For failing to report — Supervisee MARY ANN CUNNINGHAM, alias ROSANNAH MURPHY, and ANN MURPHY, Office No. 43882, age 64, height 5 ft. £ in., com- plexion pale, hair dark brown ( turning grey), eyes blue, scar on each eyebrow, right side top lip, centre and left side forehead, left cheek, right side neck ( large burn), and each side right forearm, mole under chin, right little finger deformed, face much - wrinkled. Sentenced at Preston, 29th June, 1892, to 4 months hard labour and 1 year police supervi- sion for larceDy. Information to Supt. Barnett, Burnley. 12— Hurst ( County).— For stealing £ 4 14s. 6d., on 18th inst.- JOSEPH MATTHEWS, age 36, height 5 ft. 7 in., complexion sallow, face much pockpitted, hair dark brown, slight sandy moustache, lost sight of one eye; dress, black jacket and vest, dark brown cord trousers, black velvot cap, lace boots. A collier; native of Rhosllanerchrugog, North Wales. Is said to have been convicted at Wrexham for larceny and assaulting police, and at Tyldesley for assaulting police. His mother resides at Rhos- y- medre, North Wales, and his wife is said to reside at Doncaster- road, Barnsley, Yorkshire. Warrant issued. Information to Supt. Hewitt, Hurst, near Ashton- nnder- Lyne. 13.— Leigh ( County). — For stealing, 15th inst. — A watch and chain ( recovered) ; a black worsted reefer jacket, black Italian bady- lining, blue striped light sateen in sleeves; a vest to match; a pair of men's lace boots, size 7, toe- caps, nearly new; and a blue silk handkerchief— TWO MEN, 1st, age about 19, height 5 ft. 6 in., complexion fresh, hair light brown, slight light moustache; dress, blue reefer jacket, black vest, cord trousers, light plaid cip, drab- and- red silk handkerchief— 2nd, age about 19, height 5 ft. 2 or 3 in., complexion dark, hair dark brown ; dressed in stolen coat, vest, and boots, brown plaid trousers, white muffler with red border, black felt hat. 14. — Leigh ( County). — For embezzlement — JOHN SMITH, age about 35, height 5 ft. 4 in., stout build, complexion fair, round features, hair light, clean shaved ; dress, dark jacket and vest, tweed mixture trousers, cap and clogs. A rag gatherer; supposed native of Green Bank, St. Helen's. Warrant issued. Information to Supt. Higginbotham, Leigh. 15.— Old Trafford ( County).— For stealing the carcase of a sheep from a field at Irlam, on 14th or 15th inst.— A MAN, age about 25, height 5 ft. 10 in.; dress, old brownish jacket, dirt} r white moleskin vest and trousers, black cloth peak cap, dirty muffler. Information to Supt. Bent, Old Trafford. 16.— Wigan ( County).— For larceny from acanal boat— A MAN, age about 27, height about 5 ft. 5 in., complexion fresh, short neck, full face, has lost all fingers of left hand, and two or three of right hand ; dress, dirty brown coat, ragged vest and trousers, old shoes or clogs, and cap. Information to Supt. Brassington, Wigan. 17.— Rochdale ( Borough). — For stealing a white metal lever watch, No. 6962, " Manchester, Bury, Rochdale & Oldham Tramway Company" marked on dial; also 9s. 2d. cash — GEORGE PLATT, age about 35, height about 5 ft. 10 in., complexion, hair, and eyes dark ; dress, black coat and vest, old military trousers with stripe taken off, regulation boots, black billycock hat. He served 12 years in the Lancashire Fusiliers, and is now a sergeant in the 3rd Battalion Lancashire Fusiliers ( Militia). Warrant issued. 18. — Rochdale ( Borough). — For stealing a watch and guard ( recovered) — ROBERT BUR- ROWS, a labourer, age about 40, height 5 ft. 10 or 11 in., stout build, complexion fresh, hair and moustache light brown, walks badly ; dress, old grey coat, cord vest, black cord trousers, blue smock under jacket, black billycock hat and boots. Fre- quents low public houses, beerhouses, and lodging houses. He is said to be well known at Holme, and in the neighbourhood of Underbarrow and Crooklands, Westmoreland. Has worked at several places in Yorkshire, and expressed his intention of going to Bradford. Was convicted at Milnthorpe, about 2 years ago, for stealing a spade. LEICESTERSHIRE. 19.— Leicester ( Borough).— For stealing from a dwelling- house, 19th inst.—£ 30 gold ; I gold ring, set with grey hair and forget - me - nots; 1 gold keeper ring, buckle pattern; 1 gold ring, stones deficient; 1 old gold wedding ring ; 1 gold ring, set with coraline and pearls; 1 gold ring, set with diamond and 2 rubies; 1 gold ring, set with diamond and 3 rubies; 1 thick gold albert, small links, diamond cut, tassel at end; 1 Norwegian watch; 1 steel albert, each link set with small brown stone; 1 gold machine- made lever watch, No. 128641, gold dial and figures, makers " Stowe aid Wear," wreath of flowers on outer case, " American Lever " on dome ; 1 large silver watch, cases loose, maker " Wilkinson " ; 1 gold cross and chain, small links, diamond cut; 1 gold bracelet, half- inch wide with horseshoe of pearls in front; 1 gold - plated bracelet, fet with 12 or 14 paste diamonds; 1 silver and gold Norwegian brooch, about the size of a crown- piece, filigree work; 1 gold bar brooch, l|- in. long ; 1 round gold brooch, set with amethyst; 1 gold brooch, set with topaz in 4 claws ; 1 gold brooch, set with 2 rows of coral; 1 gold brooch, horse - shoe pattern ; 1 glass scent- bottle, flecked with gold, silver top ; 1 gold collar stud, set with amethyst; 1 gold collar stud, set with topaz ; 1 white hair brush, ivory handle and back; and 1 white comb— A man who took lodgings at the house on 16th inst., and gave the name of THOMAS CHARLES, » ge 24 to 28, height 5 ft. 6 in., slight build, hair dark, lighi, or sandy mous- tache ; dress, either light brown suit, or black coat and vest, light trousers, button boots, ono of which has been stitched at side, black hard felt hat. Had with him a brown leather portmanteau. Left behind a black leather Gladstone bag, about 20 in. long, containing collars, shirt, and ties, marked " S. V.," made in Liverpool, a lotion bottle, with " Liverpool Drtg Stores" thereon, and a visiting card in the name of " Thomas Charles ( Charles, Sons & Fox, 3, Mincing- lane, E. C."). Information to Chief Constable Duns, Leicester. LINCOLNSHIRE. 20.— Lincoln ( City).— For deserting his wife and child, leaving them chargeable to the Lincoln Union— WILLIAM JOHN HADDRELL, age 47, height 5 ft. 9 in., complexion dark, hair, whiskers, and moustache dark brown ( may now be shaved), wears ear- rings. He has been in the employ of the Railway Company at Lincoln, as foreman platelayer. Warrant issued. Information to Chief Constable Mansell, Lincoln. LINLITHGOWSHIRE. 21. — Linlithgow ( County). — Portrait and description of JAMES MEIKLE, a clerk, whose RPi! •* y ••• ••! • IP"':. i- • •. - apprehension is sought for embezzlement, at Armadale— Age 25, height 6 ft. 3 in., complexion fresh, hair brown, moustache dark brown, eyes dark, thin cheeks, hangs his head forward, and stoops slightly when walking, two first fingers of right hand recently severely lacerated and not yet healed; respectable appearance ; dress, blue serge jacket and vest, dark grey tweed trousers, light grey tweed cap, light lace boots. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Deputy Chief Constable Robinson, Linlithgow. MONTGOMERYSHIRE. 22.— Newtown ( County).— Forobtaining money by false pretences— A MAN, age about 24, height 5 ft. 3 or 4 in., complexion fair, very slight light sandy moustache; dress, dark mixture suit, grey cap, wore spectacles. He calls upon clergymen, and states he is a civil engineer on a bicycle tour through Wales, and through meeting with an accident on his bicycle a few miles away, he had unfortunately lost his purse and all his money. On these representations he obtains the loan of money to wire to his parents for a cheque, leaves a false name and address, and absconds. Warrant issued. MARCH 24, 1893 THE POLICE GAZETTE. 3 23.— Welshpool { County).— For deserting: his children, leaving tliem chargeable to the Llanfyllin Poor Law Union, on 17th February last— JOHN GOODWIN, ago 31, height 5 ft. in., complexion fresh, hair, side- whiskers, and moustache sandy, eyes blue A labourer ; native of Llanerfyl, Mont- gomeryshire. Is supposed to be working in the coal- pits in South Wales. Warrant issued. Information to Deputy Chief Constable Crowden, Welshpool. SOMERSETSHIRE. 24.— Bath ( Oily).— For obtaining £ 3 15s. 6d., by false pretences, on 15th ult.— C. J. ROSE ( sup- posed false). ai; o 38 to 40, height 5 ft. 9 or 10 in , complexion fair, hair and moustache dark, full face, talks quickly, slight impediment in speech ; dress, plaid mackintosh with cape, brown plaid f- uit, black hard felt hat with flat top ; carries a leather hand- bag and 2 leather cases. His modus operandi is to call upon shopkeepers, representing himself to be the proprietor of " Rose's Marking Ink and Times Cement, 56, St. Peter's- street, Mile End, London" ( false), and stating that he intends to appoint paid agents in every town, thereby inducing tradesmen to buy at a low price a large quantity of ink, which is afterwards found to be quite worthless. Warrant issued. Information to Lieut.- Colonel Gwyn, Chief Constable, Bath. SUFFOLK. 25— Ipswich ( Borough).— GEORGE FORBES, Case No. 20,13th January last, not yet apprehended. Warrant issued. SURREY. 2G .•— Redhill ( BcyrougK).— For housebreaking, 12th inst., and stealing— 1 coral necklace, composed of 3 rows, gold clasp ; 1 lady's silver geneva watch, No. 50987, maker " Bennett, London " ; 1 silver albert, curb pattern ; 1 scarf pin, set imitation diamond ; 1 oblong scarf pin, set turquoise ; 1 scarf pin, shape of a buckle, set turquoise ; 1 bronze scarf pin, fox's head, red eyes ; 1 circular silver brooch with raised centre ; 1 diamond- shape silver brooch, set green stones; 1 silver brooch with glass centre ; 1 brown speckled tweed jacket— TWO MES : 1st, age about 27, height 5 ft. 9 or 10 in., moustache light, eyes dark brown; dress, white slop jacket, dirty cord trousers, light brown tweed cap with peak. 2nd, is older and taller, complexion and moustache dark, beard of a few days' growth ; wore moleskin or light cord trousers. Both have the appearance of navvies. They are in the habit of begging from foot- passengers and at houses, and are generally under the influence of drink. One has several tattoo marks on wrist. Were traced to Banstead on the evening of 12th. Information to Head Constable Morant, Redhill. SUSSEX ( EAST). 27. — Patcham ( County). — For stealing at Rottingdean, 5th inst.— A lady's gold dress ring, set opal surrounded with brilliants — A MAN, age 25 to 30, height 5 ft. 6 or 7 in., very slight bnild, complexion dark, hair dark brown, clean shaved, smart appearance; dress, light overcoat, white silk scarf round neck, black bowler hat. A singer and musician. Information to Supt. Tucker, Patcham. 28— Brighton ( Borough). — For stealing the sum of £ 4 — JOSEPH JEWELL, age 17 ( looks younger), height 5 ft., complexion fresh, hair dark, eyes dark brown, 2 front teeth in upper jaw wide apart; dress, long black overcoat, dark coat and vest, brown cord trousers, black cap. A native of Brighton. Warrant issued. Information to Chief Constable Terry, Brighton. WARWICKSHIRE. 29— Aston ( County).— For obtaining £ 1 by means of a worthless cheque— DAWSON, age 40, height 5 ft. 6 or 7 in., complexion sallow, hair ( turning grey) and eyes dark, appearance of a foreigner; dressed respectably. He tendered a worthless cheque for £ 2 10s., on the London and Westminster Bank, City Branch, as a deposit for apartments he had taken for a student, obtained £ 1 change and absconded. ( See also Case No. 10, 3rd inst.). Warrant issued. 30.— Aston ( County). — For stealing bicycles which were advertised for sale on trial— WALTER FOSTER, age 23 or 24, height about 5 ft. 7 in., complexion i'resb, hair dark brown, no whiskers or moustache, eyes brown, scar over left eyebrow, two moles on left cheek, is supposed to stammer ; dress, dark blue suit, brown soft hat, or black hard billy- cock hat. A native of Lewisham. Warrant issued. Information to Supt. Walker, Aston. 31. — Atherstone ( County). — For burglary, 4th inst., and stealing 6 white silk handkerchiefs, in company with JOSIAH WOOD, who is in custody, and remanded till 22nd inst. ( see Case No. 59, 10th inst.)— JOSEPH HORTON, age 22, height about 5 ft. 8 in., complexion pale, hair brown, carries his head forward when walking; dress, dark jacket, light trousers, hard felt hat. A hatter, but has worked as a miner; native of Baddesley, Ensor, Warwickshire. Warrant issued. Information to Supt. WORCESTERSHIRE. 33.— Stourbridge ( County).— For obtaining a revolver, watch, bicycles, & c., by fraud, through the " Bazaar, Exchange and Mart "— A man who gave the name of GEORGE PHILPS, age about 26, height 5 ft. 5 or 6 in., complexion sallow, hair and slight moustache dark, full round face, of good address; dress, blue serge suit, lace boots, black hard felt hat. This man engaged lodgings at Bewdley, on 20th February, which he said he would occupy on 27th. On 28th he arrived, when he received a large number of parcels, 2 bicycles, & c., and left on 1st inst., stating he was going to Bristol. At that time he was riding one of the bicycles. Was convicted at Amersbam, in January, 1887, and sentenced to 14 days imprisonment for re- fusing to work in Union ; at the Central Criminal Court, in April, 1887, to 5 years penal servitude for arson ; at Godstone, in September, 1891, to 14 days imprisonment as a refractory pauper ; at Royston, in October, 1891, to 10 days imprisonment for refusing to work in Union; at Lowestoft, in December-, 1892, to 7 days as a rogue and vagabond ; and at Hertford, in February last, to 21 days imprisonment for re- fusing to work in Union. Both state they were formerly at the Youths' Labour House, 12G, Stepney- causeway, Commercial- road, London, E., and that since they left that institution, they have been tramping the country and hawking salt. Had in their possession a heavy iron axle hand truck, which they stated they bought from a man in Albert- road, Birmingham, " No. 2, for hire" painted on both sides, " J. GLOUCESTERSHIRE. 83. — Stroud ( County). — 10th inst., in the Thames and Severn Canal, at Chalfora— The body of a newly- born female child, wrapped in a piece of serge dress material, enclosed in brown paper, the right cheek torn from the lip about 1J in., slight abrasion on crown of head, bruise on right side of chest. Is supposed to have been dead four or five days, and to have been in the water about two days. It is also supposed that the body was thrown from a passing train into the canal. Information to Supt.
