Announcements of all persons to be ejf^ sehended or of stolen property bear a number, a,. d art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted MS the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings w hicA may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday marning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond If Co.," Post Office Order payable at Cnaring Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering » reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points- fa) The amount of the reward. ( b) The conditions on which it is payable, ( o) The person by whom it will be paid, ( d) That the name and address of the printer appear thereon. 8. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices cm be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1— C. I. Department. — For fraud and con- spiracy im connection with the Liberator Building Society, and various other companies now in liquida tion— JABEZ SPENCER BALFOUR, ex- M. P. for Burnley, age 50, but looks at leaBt 5 years older, height about 5 ft. 6 in., very corpulent, broad shoulders, short neck, legs have the appearance of being too weak for weight of body, hair ( thin on top, parted in centre) dark, turning grey, eyes ( prominent) grey, very thin straggling whiskers and beard dark ( turning grey), moustache dark brown, very fat flabby face. The photograph from which woodcut is prepared, was taken 10 years ago, since which time Balfour has aged much in appearance. Usually dressed in dark or black jacket suit, high black hat. Formerly resided at Burcot House, Burcot, Oxford- shire, and Whitehall Court, S. W. Warrant issued. 2.— A Division— For fraud— JOHN ALBERT AHLFELDT, age 35, height 5 ft. 9 in., very stout, complexion fair, hair, moustache, and eyes brown, left little finger deformed ; dress, black suit, silk hat. A Scandinavian. Is known as " Professor Albert, champion swimmer." Warrant issued. 3.— A Division. — For stealing a quantity of bread, flour, and pastry— SAMUEL CURTISS, a baker's traveller, age 31, height 5 ft. 6 or 7 in., com- plexion fair, hair ( curly) and long moustache light, eyes grey; dress, long brown overcoat, dark striped trousers, lace boots, brown hard felt hat. A native of Torquay. Absconded 18th ult. Warrant issued. 4.— C. I. Department. — Woodcut portrait and description of ARTHUR CLARKE KELLM AN NEWS AM, late Stipendiary Magistrate and Warden of Cedros, whose apprehension is sought at Trinidad on a charge of embezzlement, 1st December last, age 45, height 5 ft. 10 in., full beard and whiskers fair ( turning grey), eyes blue, round shoulders, mole or wart on one cheek ( supposed left), about an inch from the ear and on a line with the corner of the mouth. Absconded, 12th ult., for New Orleans or New York, and will probably make his way to the United Kingdom. Warrant issued under Fugitive Offenders Act. 5 .— D Division.— For obtaining £ 2 15s. 6d., by means of a worthless cheque on the Birkbeck Bank, Chancery- lane, on 8th ult.— E. EDWARDS, alias CHARLES FREDERICK DOOTSON, and CHARLES FREDERICKS, age 29, height 5 ft. 5 in., complexion dark, hair, moustache and small side whiskers dark brown, eyes grey, prominent nose, walks slightly lame from recent abscess on right thigh; dress, dark waterproof overcoat with cape, dark clothes, black felt hat; respectable appearance. A native of London. Was formerly an auctioneer's clerk, at 40 and 45, Chancery- lane. His father formerly kept the Clarendon Hotel, 92, Mildmay- park, and is now said to be keeping a farm some- where in Essex, where the above may be found. Warrant issued. 6.— E Division. — For stealing wearing ap- parel, a clock, a pair of field glasses, and a silver chain, medal attached — ABRAHAM JAMES WHITEHEAD, age 32, height 5 ft. 7 in., com- plexion fresh, hair light, reddish moustache, may be clean shaved, eyes blue ; dress, black overcoat, black morning coat and vest, light trousers, black bard felt hat, lace boots. A native of Alnwick. Warrant issued. 7.— E Division-— For obtaining £ 22, by falsely representing that he owned house property at Fulham, and land at Isle worth— JOSEPH DAY, 2 T H E POLICE GAZETTE. FRIDAY, MARCH 3, 1893. alias JAMES, and GATES, age about 50, height i dress, black clothes, black hard felt hat; shabby 5 ft. 8 in., complexion sallow, hair dark brown, full brown beard, turning grey, bald on forehead,, eyes grey; dress, dark grey tweed suit, black hard felt hat. Appearance of a master builder. A native o£ Luton, Bedfordshire. Warrant issued. 8.— G Division.— For obtaining £ 14 12s. 6d. by false pretences— ALBERT CLARK DIMMOCK, age about 26, height 5 ft. 4 or 5 in., complexion fresh, hair light brown, usually wears spectacles; dress, dark clothes, black hard felt hat. His parents reside at London- street, Norwich, and his uncles at Leicester and Northampton. Warrant issued. 9.— P Division. — For stealing 1 gold oval scarf pin, set with emerald and four small pearls; 1 silver double- link watch chain ; and 1 grey tweed shooting jacket, " Thompson, Gravesend " on tab — WILLIAM SMITH, a potman, age 30 ( looks younger), height 5 ft. 6 or 7 in., slim build, com- plexion fair, hair light brown, flat- footed ; dress, dark plaid check suit, engine driver's cap ; may be wearing the stolen property. Has friends at Gravesend and at Dartford, Kent. Absconded 13th ult. Warrant issued. 10.— P Division.— For obtaining £ 1 by means of a worthless cheque, at Bromley, on 10th ult.— BERESFORD, alias W. A. GILBEY, age 35, height 5 ft. 7 or 8 in., complexion sallow, hair, whiskers, and moustache dark; dress, shabby dark clothes, soft felt hat, dented in top, carries an umbrella with large crooked handle. He tendered a worthless cheque for £ 2 10s. on the London and South- Western Bank, Croydon Branch, as a deposit for apartments which he had taken for an invalid gentleman, obtained £ 1 change and absconded. Has committed several similar frauds in the metropolis. Warrant issued. f 11.— Y Division. — For rape — EDWARD HEDGES, age 54, height 5 ft. 7 in., complexion sallow, hair and slight side whiskers dark, eye3 grey, rather large and flat nose, which inclines to the left; appearance of a coachman; dress, long blue beaver overcoat, dark grey tweed vest and trousers, black hard felt hat, lace boots. A native of Stewkley, Buckinghamshire. Has friends residing at Adstone Lodge, Morton Pinkey, near Towcester, Northampton, and at Stewkley, Leigh ton Buzzard, where he may visit. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 12.— For obtaining £ 49,000 by fraud— ALBERT BENHAM, late of Waring & Co., solicitors, 2, Circus- place, Finsbury— Age about 41, height 5 ft. 3 in., hair and moustache dark, Jewish appearance, slightly bow- legged, walks with a short quick step ; dresses well. Warrant issued. 13 — For obtaining £ 49,000, by fraud, also for perjury— KENYON BENHAM, late of 2, Mitre- court, Fleet- street, London, and Sonthborough, Tnnbridge, Kent, age about 43, height 5 ft. 3 in., stout build, full face, hair, whiskers ( cut short), and moustache black, short neck, bald- headed ; Jewish appearance ; wears glasses ; dresses well. Absconded 24th ult., and may endeavour to leave the country. Warrant issued. 14.— For stealing £ 23 8s.— OLIVER NYE, age 21, height 5 ft. 8 in., complexion fresh, hair and very slight moustache light, speaks with a country accent; dres?, brown tweed jacket suit, black felt hat. A native of Canterbury. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 15.— Reading ( Borough).— For stealing money and a gentleman's brown mackintosh coat with cap, second- hand, has a large black ink stain behind at the bottom, from his lodgings, on 14th ult.— A man, who gave the name of FRED. SILVESTER, age 35, height 5 ft. 10 in., slight build, hair and moustache dark, large wart over right eye; appearance. Sometimes wears a short black coat with sateejjocollar, and at other, times carries the same coat under his arm for the purpose of . showing his. work, saying lie has made itjiimself. May seek employment at tailors and outfitters. Warrant issued. 16. — Reading ( Borough). — For obtaining money by means of a fictitious'cheque, on 31st January last— G. W. CLARK, age 30, height 5 ft. 4 or 5 in., full face, hail- dark brown, light mous- tache, slight side whiskers. Was employed in Reading as a traveller on commission for provisions and groceries, and styled himself a concert agent and manager of a piano club. Was formerly employed as a traveller for Messrs McCluskie & Co., Expert Chemists, of Guildford- street, Liverpool. Has been also employed by a Guarantee Society, 22, Great George- street, Westminster. Was accompanied by his wife, ago 30 to 35, medium height, hair dark brown, is far advanced in pregnancy, dressed smartly, and a girl age 2. The cheque was worded " 61 and 62, Chancery- lane, London, 30th January, 1893. The Manager, National Mutual Banking Society Limited. Pay Mr. Clark, or Bearer, the sum of four pounds, and debit to my deposit account. Alf. West." Warrant issued. Information to Head Constable Tewsley, Reading. DURHAM. 17. — Castle Eden ( County). — For house- breaking at Monkbeseldon, on 17th ult., and stealing a dark tweed suit, dark vest, black cloth vest, drab vest, light tweed coat, and pair of cord trousers, newly washed, and mended at bottom of each leg— HENRY TAYLOR, alias HALL, age about 33, height 5 ft. 5 or 6 in., complexion dark, hair dark brown, moustache black; dressed in stolen tweed suit, old boots, and hard felt hat. Has been in the Army. Stays about common lodging houses. Warrant issued. Information to Supt. Webster, Castle Eden. ESSEX. 18.— Brentwood ( County).— For embezzle- ment— ALEXANDER INNES, a Scotchman, age 30, height 5 ft. 6 in., complexion, hair, eyes and small moustache dark; sullen and downcast look. Has been an agent for the Singer Manufacturing Com- pany at Romford and Stratford. Absconded 23rd ult., accompanied by his wife and child. Warrant issued. Information to Supt. Allen, Brentwood. 19.— Chelmsford ( County).— On a commit- ment to pay £ 2 3s. 6d., or 1 months imprisonment for larceny ' of a rug ( recovered) — CHARLES ANDREWS, age 22, height 5 ft. 9| in., complexion fresh, hair dark brown, no whiskers or moustache, eyes grey; dressed, when last seen, in check suit, light brown covert coat, tight- legged trousers, black hard felt hat. A dealer ; native of Felstead, Essex. Is fond of the company of low horse- dealers and gipsies. Is supposed to be at Wa. lthamstow, Essex. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. His mother resides at Leeds. Warrant issued. Information to Chief Constable Berry, Southamp- ton GLAMORGANSHIRE. 20.— Swansea ( Borough).— For embezzlement — WILLIAM JONES, age about 28, height 5 ft. 8 in., stout build, complexion fresh, hair inclined to be sandy, moustache sandy, full glaring eyes. Has been a brewer's traveller. He has a brother at Cardiff, who works on the Taff Vale, a friend named T. Bailey, who resides at William Place, Porthcawl, and a friend named T. D. Williams, who resides at Newton, near Bridgend. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Chief Constable Colquhoun, Swansea. KENT. 22.— Canterbury ( County).— For burglary and failing to report — Supervisee WM. FOX, Office No. 41290, age 49, height 5 ft. 8 in., complexion fresh, hair greyish, eyes bright grey, lost front top teeth, scars under chin, on forehead, right shoulder, each knec- cap, and left shin, left ankle deformed, flower and pot on right forearm ; dress, when last seen ( Friday, 24th ult.), old rusty jacket, cord trousers, rusty black or brown felt hat, lace boots with slits in front. A labourer; sometimes stays in common lodging- houses. Sentenced at Lewes, 22nd April, 1884, to 7 years penal servitude and 3 years police supervision for burglary. E K 612. Information to Supt. Wood, Canterbury. HAMPSHIRE. 21.— Southampton ( Borough).— For embez zling £ 21— W. H. JOHNS, age about 35, height 5 ft. 6 in., rather stout build, complexion, hair, and moustache light, walks with qnick nervous step; dress, grey suit and greyish overcoat, black mackin- tosh and leggings, black hard felt hat. LEICESTERSHIRE. 23.— South Wigston ( County).— For obtain- ing £ 1 by false pretences, 17th ult., at Great Glenn — GEORGE GRANT, age about 58, height 5 ft. 10 in., complexion fresh, rather round features, hair, slight whiskers, and eyes grey, chin shaved, left arm has been injured and hangs close by his side ; dress, long dark grey overcoat, grey jacket, cord or tweed trousers, black billycock hat, white scarf, boots much worn, and cut across toes. He stated that he had been injured, had just come out of Guy's Hospital, and wanted the money to fetch his wife from Wickham Market Union. Warrant issued. Information to Supt. Ormiston, South Wigston. 24.— Leicester ( Borough).— For embezzlement on 3rd December last— JOHN KENNEDY, age 30, height 5 ft. 9 in., complexion, hair and moustache dark, rather round features. May endeavour to obtain employment as a salesman at a meat pur- veyors. Between 11th and 15th ult. he was deliver- ing bills for a butcher in Coventry. Warrant issued. Information to Chief Constable Duns, Leicester. MONTGOMERYSHIRE. 25.— Welshpool ( County).— For shoplifting at Llwynderw — THOMAS WILLIAMS, age 20, height 5 ft. 7 in., complexion fresh, hair brown, slight moustache, high cheekbones; dress, dark jacket, drab vest, blue trousers, blue sailor's cap with peak. A labourer; native of Newtown. May endeavour to enlist. Has already served in the Dragoons, and was discharged some time ago. Information to Deputy Chief Constable Crowden, Welshpool. SHROPSHIRE. 26.— Whitchurch ( County). — For obtaining by false pretences, on 26th January last— 2 pairs of gentlemen's light boots with kid legs and calf goloshes, and 1 pair of ladies' kid button boots— WILLIAM BROWN ( supposed false), ago about 25, height 5 ft. 8 in., slender build, complexion fair, hair and small side whiskers light brown; has the appear- ance of a groom; wore a dark tweed suit. This man presents a letter, requesting that several pairs of boots may be forwarded by bearer to a person well known in the neighbourhood, and by this means he succeeds in getting possession of the boots and at once absconds. Warrant issued. Information to Supt. Edwards, Whitchurch. SUFFOLK. 27.— Ipswich ( Borough). — For larceny from furnished apartments— JOHN CHURCHMAN, aga about 40, height about 5 ft. 9 in., weight 11 stone, complexion sallow, hair dark, whiskers brown, upper lip shaved; dress, pepper- and- salt mixture suit, white turn- down collar, brown hard felt hat. A gardener; native of Trimley, Suffolk. Is accom- panied by his son, age 14, who has crippled feet. Warrant issued. Information to Lieut.- Colonel Russell, Chief Con- stable, Ipswich. SUSSEX ( EAST). 28.— Hove ( Town).— For obtaining £ 5 5s., by false pretences, on 18th ult.— G. F. TOWNSHEND, FRIDAY, MARCH 3, 1893. THE POLICE GAZETTE. 8 alias FREDERICK WESTON, and M. PAYEY, age 48 to 50, height about 5 ft. 6 in., complexion florid, hair light, inclined to ginger, curls in front, light stubby moustache; dress, snuff- coloured double- breasted overcoat with velvet collar, dark trousers, tan - coloured leggings, black Oxford hat. A boarding- house keeper; late of Eastbourne. Was accompanied by a youth, age about 16 ; dressed in long dark ulster, and cap. This man unlawfully obtained possession of a cheque- book on the Cornish Bank, stamped in 1865, and dated 186.. , Messrs. Tweedy, Williams & Co., Bankers, Truro. The cheques are not numbered by tho Bank. He is supposed to have had dealings with house- agents at Dover, Hastings, Margate, and Tnnbridge Wells. Warrant issued. Information to Major Teevan, Chief Constable, Hove. blue, clean shaven, " E. N. E.," crossed flags, crown ( indistinct), shamrock, rose, and thistle ( in red and blue) on right forearm, wart left side neck ; dress, black ribbed cloth jacket, black diagonal vest, brown tweed trousers, lace boots, hard felt hat ( narrow brim). Was sentenced at Greenwich, 10th Nov., 1891, to 6 weeks hard labour for fraud, and 9th June, 1892, to 1 month hard labour for larceny ( person) in the name of Wm. Johnson. JOHN DONOYOU, age 18 ( looks older), height 5 ft. 9 in., complexion fair, hair dark brown, eyes WIGTOWNSHIRE. 29.— Stranraer ( County). — For forgery and embezzlement— HUGH ADAIR, banker and law agent, age about 60, height 5 ft. 7 or 8 in., complexion sallow, darkish long whiskers and hair growing under chin, upper lip and chin shaved, bald head, walks rather lame, delicate looking. Is supposed to have left the country about 6th ult. Was traced to Keighley, Yorkshire. Warrant issued. Information to Deputy Chief Constable Charles- worth, Stranraer. YORKSHIRE ( WEST RIDING). 30.— Doncaster ( Borough).— For sacrilege, on 31st January.— HERBERT BOUTALL, age 21, height 5 ft. 7 in., complexion sallow, hair light brown, eyes ( sunken) grey, high cheekbones, dimple on chin, abscess mark right side of neck, cut right wrist, 2 large and 2 small vaccination marks left arm, blue dot left forearm ; dress, dark blue overcoat, black felt hat with narrow brim, carried a stick. A gas engineer. Native of London. He is travelling the country robbing the poor boxes at churches, into which he obtains admittance by stating be wishes to sketch or photograph the interior. Has been convicted at Liverpool. Photo- graph will be forwarded on application. Warrant issued. 31.— Doncaster ( Borough). — For stealing a bicycle ( recovered), on 20th ult.— A man who gave the name of AUSTIN STEPHENSON, age about 20, height 5 ft. 5 or 6 in., complexion fresh, hair light brown, no whiskers or moustache; dress, dark jacket and vest, very light brown felt hat, cloth topped boots or gaiters. Stated he was connected with a theatrical company ( false). He hired the bicycle for 1 hour, but rode it to Selby, whero he sold it privately the same day. Information to Chief Constable Lister, Doncaster PERSONS IN CUSTODY. blue, mole right cheek and right side of chin, indistinct blue dots on left forearm, slim build dress, light tweed check jacket, dark grey striped tweed trousers, lace boots, white dickey, black and red tie, black hard felt hat. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. ESSEX. 37.— Chelmsford ( County).— Sentenced to 21 days imprisonment, 24th ult., as a begging letter mpostor— THOMAS WILLIAM JOINER, alias PERCY JONES, age 37, height 5 ft. 6f in., com- plexion dark, hair dark brown, eyes blue, scar on throat, vaccination right arm, small scar left thigh. States he is a native of Australia. Information to Deputy Chief Constable Somerset, Chelmsford. 38.— Southend ( County).— Sentenced to 14 days imprisonment at Rochford Petty Sessions, on 22nd ult, for larceny — BEATRICE EDITH HUNTLEY, a widow ( see Case No. 8, 27th March, 1891), age 46, height 5 ft. 7 in., complexion fresh, hair grey, eyes hazel; dress, blue serge dress, cape of same material, black bonnet with red flower. A laundress; supposed native of Ipswich. Is sup- posed to be wanted for similar offences. Information to Inspector Chase, Southend. A navvy ; tnpposed native of Wales. This man, after working for a few weeks as ganger on a new railway, had a quantity of bill- heads printed, describing himself as sub- contractor for the new line. He then called upon several tradesmen and represented himself as such, and ordered large quantities of tools, harness, corn, & c. part of which he got possession of, and immediately sold. Was sentenced to 6 months imprisonment in the name of Henry Stamp, at Glamorganshire Sessions on 6th July, 1888, and to 12 months in the name of Wm. Between 13th and 25th ult.— A gilt clock, about 16 in. high, oval shaped, b » se resting on four feet resembling dogs' feet, rjund top with pinnacle above, which is slightly bent to one side, front nnd sides carved or flowered, small gilt chains on each side suspended from upper corners, blue enamel or china dial with gold bead round it, yellow hands, goes for 30 days. Between 5th and 9th nit.— A plain black marble timepiece, square shape, about 10 in. high, 9 i broad, with a flat slab base projecting about £ iu. at the front and sides. Between 20th and 25th nit., a brass aneroid barometer, about 6 inches diameter, plain white dial, rests in a semi- circular socket of a light wooden stand, which measurts about 12 inches at base, having four wooden feet about inch square.
