All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OP THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning personswhose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. S. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is jjfered the. name and address of some person responsible for the payment must be given, and cite exact conditions be clearly stated. *. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of Is. Qd. per photograph or sketch of a stolen article, including the expense ef engraving on wood. REG- XT XJ- A- TIOISTS- Jicer of police, or his immediate deputy, of the county, city, or borough, as the case may be. I. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be (^ rehended or of stolen property bear a number, a.. dan alphabetically arranged by counties. g. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whii/ i mail result from such publication. 11. Announcements for the Friday issue should be forxaraed so as to be received not later than noonon Wednesday, and for the Tuesday edition not later than Saturdav morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " DrummondSf Co.," Post Office Order payable at Cnaring Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on Application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of orime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— — ( a) The amount of the reward. ( 6) The conditions on which it is payable, ( o) The person by whom it will be paid. (<*) That the name and address of the printer appear thereon. 1 No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. <• NOTE.— There are 177 Stations of the Metropolitan tolice Force at which Notices can be posted. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT. Numerous complaints have been received by the Metropolitan Police for years past about the undermentioned persons, who, it is believed, are systematically defrauding the public. The follow- ing particulars give the modus operandi of the frauds in each case, but it must be clearly under- stood that no action can be taken by Police against the offender^ u'nless process i3 first obtained by persons defrauded. The Assistant- Commissioner of Police, Criminal Investigation Department, will be prepared to assist any person who applies to him through the Local Police for that purpose. RALPH HUNT, MANOR HOUSE, 137, GROYE- LANE, CAMBERWELL, S. E., alias J. HAMILTON & CO., 135, TOOLEY- STREET, BOROUGH, S. E. ( C. O.— C. I. D. Correspondence, No. 82044.) This man's operations are mostly carried on by answering advertisements in the " Bazaar, Exchange and Mart," " Poultry," and other publications. He seldom remains long at any address, and usually leaves without paying any rent. He has been twice arrested on warrants for larccny and fraud and com- mitted for trial, but on each occasion acquitted. HERBERT VANE, THE MID- KENT POULTRY FARM, BECKENHAM; AND 9, CORPORA- TION- STREET, MANCHESTER. ( C. O.— C. I. D. Correspondence, No. 83540.) Complaints about this man have been received from all parts of the country from persons who are unable to obtain payment for goods supplied to him. His real name is JOHN HENRY NICHOLSON, and he is an American, styling himself an Aural Surgeon. He has been engaged in other very questionable concerns, viz.:—" The Chancery Claim Agency," 59, Newman- street, Oxford- street, W.; " The Union Drug Company," Imperial- mansions, Oxford- street, W., and at 64, Chancery- lane, W. C.; " The Newspaper Co- operative Association "; " The National Banking Company " ; " The Aurophone Company," and " Nicholson's Patent." DENNIS BUTLER, 5, ENMORE- ROAD, SOUTH NORWOOD; SOMETIMES STYLED " WOOD- RIDGE MANOR, ENMORE- PARK, SOUTH NORWOOD. ( C. O.— C. I. D. Correspondence, No. 69080.) This man deals extensively in practically worth- less cutlery, plate, & c.; advertises extensively in both London and provincial newspapers, and by means of misleading, lying, and highly- coloured advertisements, in various names and under numerous designations, obtains high prices for his almost worthless goods. He also resorts to the use of newspaper shops, & c., for the receipt of letters under various aliases. T. SMITH & CO., 79, ST. HELEN'S- GARDENS, NORTH KENSINGTON. ( C. O.— C. I. D. Correspondence, No. 77433.) This concern is carried on by a man named SMITH PAYNTER. He advertises extensively in both London and country newspapers, offering " Home Employment, whereby 12s. 6d. per week can be earned by either Sex." The nature of the work is to sell for 2s. each a nickel pen and pencil- case, with a spring top containing a rubber or gelatine stamp of purchaser'g name. This he charges Is. Id. for to his correspondents. It is a very common article and practically worthless, and no doubt those who, by his tempting advertisements, are induced to send for the material to commence work with seldom trouble him again, and he realises a good profit on the first transaction. WILLIAM RAYMOND, 54, MUSARD- ROAD, HAMMERSMITH, W.. THE WEST LONDON AND GENERAL ADVERTISING AGENCY. ( C. O.— C. I. D. Correspondence, No. 82327.) This man's mode of swindling is as follows :— He agrees to supply newspapers and other periodicals for a certain period on terms below cost price. On receipt of the fee he sends the papers for a short time, and then nothing more is beard from him. Up to the present no person has initiated any criminal pro- ceedings against him. WILSON, JENNER & CO., THE UNITED KINGDOM DEBT RECOVERY ASSOCIA- TION, 222 to 225, STRAND. ( C. O.— C. I. D. Correspondence, No. 57223.) This bogus business is still being carried on, and numerous complaints continue to reach the Metro- politan Police. A native of Great Witchingham, near Norwich. Warrant issued. 2.— E Division. — For obtaining a quantity of office furniture by means of a trick— WILLIAM HUNTER, age about 40, height 5 ft. 9 or 10 in., Complexion fair, hair, moustache and short side whiskers light, eyes blue, sometimes wears eye- glasses ; dress, blue Melton overcoat, dark suit, black silk hat; shabby- genteel appearance. A native of London. Warrant issued. 3.— N Division. — For emezzlement— ROBT. LOTT, age 29, height 5 ft. 8 in., complexion pale, hair black, eyes very dark ; dressed in dark clothes. A native of Wisbeach, Cambridgeshire. Warrant issued. 4. — Y Division. — For larceny ( person) — WILLIAM BARNARD, alias " WICKED BILL," age 28, height 5 ft. 7 in., complexion fair, hair brown, long ginger moustache, eyes blue, turns the right knee when walking; dress, black overcoat, brown jacket and vest, light tweed trousers, black hard felt hat. A betting man's tout or runner. A native of Camden Town, London. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 5.— For embezzling £ 60 on 11th ult,— JOHN BALFOUR, age 38, height 5 ft. 7£ in., complexion sallow, hair, monstache, and eyes dark, figure of a female tattooed on one forearm, " J. H." or " J. B. Balfour " on the other ; dress, blue serge overcoat, light tweed lining, coat and vest, black hard felt hat, lace boots. Warrant issued. 6.— For obtaining money by false pretences from the London Society of Compositors, of which ho is a member— WALTER H. BARKER, may assume the name of James Smith, late of 3, Laurel- villas, Hall- road, Newlands, Peckham, London, age 23, height 5 ft. 4 or 5 in. slender build, complexion sallow, consumptive appearance, high cheek- bones, hair, small whiskers, and moustache dark; dress, blue overcoat, dark felt hat. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. ANGLESEY. 7.— Holyhead ( County). — For burglary ,, ron 8th inst. — FRANCIS ASHBY, alias HORACE WALFORD, C. PENNISTON, BROOKE, Und MOXWELL, age about 31, height5 ft. 9 in., slender build, complexion sallow, hair ( thin on forehead) dark brown, small light brown moustache, eyes brown, lost an upper front tooth, small faint dot tattooed on base of left thumb, scar at point ofjeft elbow, burn scar left arm, large mole top of right shoulder blade, small mole right side of neck ; is supposed to be wearing a double- breasted navy- blue serge jacket with large flat horn buttons. Had with him a small silver geneva hunting watch, No. 98539 ( stolen). Was liberated from H. M. Prison, Shrews- bury, on 6th January last, and was booked to Dublin. BERKSHIRE. 9.— Reading ( Borough). — Portrait and de- scription iof HENRY ALFRED GOWER, alias GEORGE WILSON, G. JOHNSON, H. THOMAS, WILLIAMS, & c., who escaped from the cells at Reading, on 1st December last— Age 32, height 5 ft. 5 in., complexion dark, hair dark brown, small side- whiskers, full brown eyes, oval face, large nose, somewhat flat, large birthmark on right thigh ; of slightly Jewish appearance. He is by trade a carponter and joiner, and well up in his trade, but has of late been acting as a bookmaker, and attending most of the race meetings. Has also been a billiard marker. A native of Bridgnorth, Salop. Information to Head Constable Tewsley, Reading. CARNARVONSHIRE. 10.— Carnarvon ( County). — For obtaining money by false pretences — ELLIS LLOYD JONES, alias RHUDDLAUYDD, a book can- vasser or hawker, age about 4- 5, height 5 ft. 5. or 6 in., stout build, complexion sallow, long black hair, eyes dark; has the appearance of an Italian; is fond of drink; generally dressed in grey clothes, black bowler hat, may be wearing a dark overcoat. Native of Rhuddlan, Flintshire. Was formerly a Baptist local preacher. Is supposed to be travelling in South Wales. Warrant issued. Information to Deputy Chief Constable Davies, Carnarvon. BEDFORDSHIRE. 8.— Luton ( OouMty). — For larceny ( dwelling), at Dunstable, on 2nd, inst.— ALBERT STOKES, age 21, height 5 ft. 4 in., complexion fair, hair and slight moustache light; dress, black cloth jacket and vest, striped trousers, lace boots, hard felt hat. A baker; native of Luton. May be found at Bir- mingham. Warrant issued. Information to Supt. Tydeman, Luton. DERBYSHIRE. 11. — Eckington ( County).— For stealing 2 silver English lever, and 4 silver geneva watches, which were entrusted to him to clean— GEORGE WALKER, age about 25, height 5 ft. 2 in., complexion light, hair and moustache dark; walks sprightly ; dress, blue plaid jacket and vest, lavender- coloured trousers, black hat, collar and tie, lace boots. A collier and watch cleaner; late of Killamarsh, and native of Wombwill, near Barnsley. He sold 3 of the geneva watches, and pledged one of the levers at Sheffield, on 13th inst. Warrant issued. Information to Supt. Faulkner, Eckington. 14. — Old Trafford ( County). — For stealing £ 1 19s., on 14th inst.— A MAN, age 23, height 5 ft. 7 in., complexion fresh, hair light brown, clean shaved, . eyes blue ; dress, old faded black Cardigan jacket, brown- and- white check cloth vc3t, dirty white cotton cord trousers, faded red silk necker- chief, brown bowler hat, strong lace boots. A labourer. Is very fond of singing, and at times earns his livelihood by singing at public- houses ; he also follows public works. Information to Supt, Bent, Old Trafford. 15.— Liverpool ( City).— For failing to report— License Holder CHARLES WILSON," alias THOMAS JACKSON SHIELDS, Office No. 44306, age 58, height 5 ft, 4 in., complexion sallow, hair dark brown ( thin on top), eyes grey, blue dot left forearm, scar bridge of nose, bow- legged. Sentenced at Hull, 11+ h April, 1889, to 5 years penal servitude for fraud. Licensed 2nd inst. J P 1105. Information to the Assistant Head Constable, Detective Department, Liverpool. 16.— Blackpool ( Borough).— For failing to report— Supervisee GEORGE GREAVES, Office No. 36554, age 29, height 5 ft. 5 in., complexion fresh, hair brown, eyes brown, 3 moles inside light forearm, and 1 back of left wrist. A wheelwright; native of Chadderton. Sentenced at Salford, 15th August, 1887, to 15 months hard labour, and 5 years polico supervision for larceny. 3232. Information to the Chief Constable, Blackpool. NORTHAMPTONSHIRE. 17.— Kettering ( County).— For obtaining £ 6 8s. by false pretences, at Desborougb, on 8th inst.— SAMUEL MONK, age 51, height 6 ft., com. plexion fresh, hair light brown, heavy light mous- tache, eyes grey; dress, black overcoat ( mnch worn), white cord trousers and vest, black and white check scarf, lace boots, soft billycock hat; a native of Dosborough. May seek employment at public works. He is a good brewer. Warrant issued. Information to Supt. Hensher, Kettering. PEMBROKESHIRE. 18. — Haverfordwest Castle ( County).— Portrait and description of FRANK BAUFOY KENT. 12.— Canterbury ( City).— For stealing, 10th inst., a grey Scotch tweed cloth jacket— THOMAS LOVE, an engine driver, age 36, height 5 ft. 6 in., complexion fresh, hair ( thin on top) dark brown, scar top of left forefinger and left knee; dress, blue serge suit '( may be wearing the stolen jacket), dark blue or black peak cap. Has been convicted for till larceny, and for sacrilege at Wingham, East- bourne, Lewes, Sandwich and Deal. Warrant issued. Information to Chief Constable Farmery, Canter, bury. LANCASHIRE. 13.— Old Trafford ( County).— For stealing a female child, at Patricroft, on 16th inst. ELIZABETH WILLIAMS, age 21, height 5 ft. 6 or 7 in,', complexion fair, hair light; dress, dark navy- blue skirt, grey shawl, clogs, black straw hat turned up1 at back, white muffler round neck. Description of child:— Age 2 months, hair sandy; dress, white nightgown, binder round waist, ' marked^ " S. W. B. No. 1059," long flannel and blanket, wrapped round with white blanket rotmd its shoulders, white woollen bonnet. ' 1 MERLIN, whose apprehension is sought for stealing £ 70 cash— Age 29, height 6 ft., complexion fresh, uair ( cut short) light brown, eyes blue, upper jaw projecting, lisps slightly, keeps hands in trousers pockets; is a great smoker; dress, fawn colour jacket, vest, and trousers, lace boots, black hard felt hat; wore a gold signet ring on fourth finger right band. A uative of London, where he was employed as clerk in a store at one of the docks. Warrant issued. Information to the Chief Constable, Haverford. west Castle. STAFFORDSHIRE. 19.— Bilston ( County).— Portrait and descrip- tion of BENJAMIN BALDWIN, whose apprehen- sion is sought for embezzling £ 194 5s. 2d., while employed as treasurer of the National United ' Order of Free Gardeners, at Bradley, on 25th ult. — Age about 50, height 5 ft. 9 in., complexion dark, hair black, turning grey, full dark eyes, stout build, blotches on face; dress, brown overcoat, black coat, black cloth trousers and vest, lace boots, white Ifppw * TUESDAY, FEBRUARY 28, 1893. Walters, Bilston. 20.— Longton ( County). — For shopbreaking, 12th inst.— CHARLES BOOTH, age 20, height • 5 ft. 6 in., complexion sail ) w, hair and eyes brown, anchor tattooed right forearm ; dress, black jacket and vest, brown plaid trousers, blue and red neckerchief, black harl felt hat. A native of Longton. Warrant issued. Information to Supt. Evans, Longtou. SURREY. 21.— Chertsey ( County).— For stealing 7 cwt. • of sheet lead ( recovered), on 26th ult — WILLIAM SMITH, Junr., a gipsy, age 35, height 5 ft. 6 in., - complexion swarthy, hair light brown, eyes blue, • either clean shaved or very little hair on face, prominent cheekbones, large nose; dress, brown mixture tweed jacket and vest, coid trousers, hard felt hat. A native of Woking. Travels the country with a house- van. Warrant issued. Information to Supt. Huckrran, Chertsey. WARWICKSHIRE. 25. — Birmingham ( City). — For stealing valuable securities, falsifying accounts, & c. — EDWIN PLATTS, age 35 ( looks younger), height 5 ft. 7 or 8 in., complexion fresh, slight dark brown side whiskers, otherwise clean shaved, mouth con- tracted, teeth irregular and discoloured, stands erect when spoken to, has a peculiar twitching of the eyes; of respectable appearance and good address; aressed, when last seen, in double- breasted black reefer jacket, black billy- cock hat. A clerk ; until recently employed by " Bovril & Co., Ltd." Prior to September, 1891, he resided in Regent- street, Huckley, and is known to Mr. Morton, 10, Norfolk- terrace, Flewitt- street, Nottingham. Warrant issued. 26.— Birmingham ( City).— For embezzlement — ADOLPHUS PERCIVAL TOVEY, a grocer's traveller, age about 35, height 5 ft. 9 or 10 in., stout build, full face, hair dark brown ; dress, dark tweed clothes, usually wears a light dust coat, black hard hat. Warrant issued. , Information to Chief Constable Farndale, Bir- mingham. 27.— Coventry ( City).— For stealing, 9th inst, from Turkish Baths— A gentleman's gold English keyless centre- seconds chronograph watch, No. 96247, 18- carat, about 16 size, white dial, steel hands, crystal bezel, plain cases with " J. R. F." in monogram thereon, and a gold albert chain, long and short links alternately, about 6 in. long — JAMES TURNER, alias THORNTON, GILBERT, and WRIGHT, age 34, height 5 ft. 7 in., stout build, complexion dark, hair brown, inclined to be grey, moustache (" cut short) brown, eyes grey, double chin, two large pockmarks on corner of left eye, three small scars on forehead; dressed respect- ably in dark overcoat and suit, black hard felt hat was wearing a pair of eye- glasses ; has the appear- ance of a commercial traveller. Has been convicted four times for larceny. ( See Case No. 29, 16th January, 1891.) Warrant issued. Information to Chief Constable Grey, Coventry, The above reward will be paid by the Guardians of the Warminster Pocr Law Union for his appre- hension. Information to Supt. Perret, Warminster. YORKSHIRE ( EAST RIDING). 31.— Beverley ( County).— For housebreaking and stealing a verge watch; black cloth jacket and vest; 1 pair brown cloth trousers, buttons stamped " Pattison, Withernwick" ; 2 union shirts; white flannel shirts; 2 figured neckerchiefs; and £ 2 13s. cash— FRANK CLARK, age 28, height ft. 9 in., hair ( parted in centre) and moustache light brown, long narrow features, walks very erect; dress, printed moleskin jacket and vest, small brown cord trousers, dark cloth cap with ear- flaps, or may bo wearing blue pilot jacket and black felt hat. Information to Deputy Chief Constable Wood, Beverley. SUSSEX ( EAST). 22.— Eastbourne ( Borough). — For stealing, " 2nd inst.— A gentleman's gold lever hnnter watch, spring at top weak, engine- turned cases, winds and sets hands at back, white dial, gold hands, gold albert, cable pattern, with masonic trinket attached ; a lady's gold mourning riug, set one diamond ; a lady's gold ring, set 3 diamonds and 2 emeralds; and a lady's gold ring, set 3 pearls— TWO MEN : lst, age about 25, height 5 ft. 6 or 7 in., complexion fresh, hair dark, clean shaved, full face; dress, dark blue overcoat with light fur collar, supposed dark • trousers, white collar, hard bowler hat; 2nd, age about 30, height 5 ft. 5 or 6 in., hair and small moustache dark; dress, dark suit, no overcoat, white collar with turn- down points, black necktie, light lace boots, black felt hat.
