Particular s concerning perrons whose apprehension is sought will he inserted in one issue of the FOLICE GAZETTE, if they ui- e sufficient to enable action to be taken upon them by another force. 3. particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. REGULATIONS. 8. Announcements of all persons to be c+ yfehended or of stolen property bear a number, a„ d of* alphabetically arranged by counties. g. The force which causes particulars concerning delinquents or stolen property to be inserted im the POLICE GAZETTE, must, on their avprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whie/ i may result from such publication. IX. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday m > rning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. NOTICE. 1.— The composition of the Friday No. of the " Police Gazette" will be found arranged for easy reference as follows :— ( a) Regulations at top of 1st page. ( b) Apprehensions Sought. ( 1). Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on Application in the form set forth in circular of the 7th of November, 1883. 8.— It is particularly requested that any com- plaints a8 to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing deUys which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( o) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. X No expression must be used in Buch an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT. Numerous complaints have been received by the Metropolitan Police for years past about the undermentioned persons, who, it is believed, are systematically defrauding the public. The follow- ing particulars give the modus operandi of the frauds in each case, but it must be clearly under- stood that no action can be taken by Police against the offenders unless process is first obtained by persons defrauded. The Assistant- Commissioner of Police, Criminal Investigation Department, will be prepared to assist any person who applies to him through the Local Police for that purpose. RALPH HUNT, MANOR HOUSE, 137, GROVE- LANE, CAMBERWELL, S. E., alias J. HAMILTON & CO., 135, TOOLEY- STREET, BOROUGH, S. E. ( C. O.— C. I. D. Correspondence, No. 8204,4.) This man's operations are mostly carried on by answering advertisements in the " Bazaar, Exchange and Mart," " Poultry," and other publications. He seldom remains long at any address, and usually leaves without paying any rent. He has been twice arrested on warrants for larceny and fraud and com- mitted for trial, but on each occasion acquitted. T. SMITH & CO., 79, ST. HELEN'S- GARDENS, NORTH KENSINGTON. ( C. O.— C. I. D. Correspondence, No. 77433.) This concern is carried on by a man named SMITH PAYNTER. He advertises extensively in both London and country newspapers, offering " Home Employment, whereby 12s. 6d. per week can be earned by either Sex." The nature of the work is to sell for 2s. each a nickel pen and pencil- case, with a spring top containing a rut ber or gelatine stamp of purchaser's name. This he charges Is. Id. ! for to his correspondents. It is a very common v article and practically worthless, and no doubt those who, by his tempting advertisements, are induced to send for the material to commence work with seldom trouble him again, and he realises a good profit on the first transaction. HERBERT VANE, THE MID- KENT POULTRY FARM, BECKENHAM; AND 9, CORPORA- TION- STREET, MANCHESTER. ( C. O.— C. I. D. Correspondence, No. 83540.) Complaints about this man have been received from all parts of the country from persons who are unable to obtain payment for goods supplied to him. His real name is JOHN HENRY NICHOLSON, and he is an American, styling himself an Aural Surgeon. He has been engaged in other very questionable concerns, viz.:—" The Chancery Claim Agency," 59, Newman- street, Oxford- street, W.; " The Union Drug Company," Imperial- mansions, Oxford- street, W., and at 64, Chancery- lane, W. C.; " The Newspaper Co- operative Association "; " The National Banking Company " ; " The Aurophone Company," and " Nicholson's Patent." DENNIS BUTLER, 5, ENMORE- ROAD, SOUTH NORWOOD; SOMETIMES STYLED " WOOD- RIDGE MANOR, ENMORE- PARK, SOUTH NORWOOD. ( C. O.— C. I. D. Correspondence, No. 69080.) This man deals extensively in practically worth- less cutlery, plate, & c.; advertises extensively in both London and provincial newspapers, and by means of misleading, lying, and highly- coloured advertisements, in various names and under numerous designations, obtains high prices for his almost worthless goods. He also resorts to the use of newspaper shops, & c., for the receipt of letters under various aliases. WILLIAM RAYMOND, 54, MUSARD- ROAD, HAMMERSMITH, W., T HE WEST LONDON AND GENERAL ADVERTISING AGENCY. ( C. O.— C. I. D. Correspondence, No. 82327.) This man's mode of swindling is as follows:— He agrees to supply newspapers and other periodicals for a certain period on terms below cost price. On receipt of the fee he sends the papers for a short time, and then nothing more is beard from him. Up to the present no person has initiated any criminal pro- ceedings against him. WILSON, JENNER & CO.. THE UNITED KINGDOM DEBT RECOVERY ASSOCIA- TION, 222 to 225, STRAND. ( C. O.— C. I. D. Correspondence, No. 57223.) This bogus business is still being carried on, and numerous complaints continue to reach the Metro- politan Police. See Case No. 1, POLICE GAZETTE of 13tb, 20th and 27th February, and 3rd and 10th April, 1891. METROPOLITAN POLICE DISTRICT. 1.— E Division. — For obtaining money by fraud— GEORGES FOXHALL, a German, age 40, height 5 ft. 8 in., complexion sallow, hair and moustache light, turning grey; dress, blue over- coat, dark clothes, • wears- eyeglasses. He advertises in daily papers for clerks, obtains deposits and then decamps. Warrant issued. 2.— T Division. — For the abduction of Mary PeiTjnian, age 15, height 5 ft., hair brown, eyes grey, very dark skin round eyes; dress, black jacket, navy- blue serge skirt, black straw hat, trimmed blue ribbon— THOMAS GILES, alias MOULDER, age 27, height 5 ft. 7 in., complexion fresh, hair and moustache dark brown ; dress, old grey overcoat, cord trousers, blue and white necktie, heavy lace boots, black peak cap. He was dis- missed with ignominy from the Rifle Brigade, at Aldershot, in 1887.— EMILY MATTHEWS, alias GILES, a prostitute, age 21, height 5 ft., com- plexion fair, hair light brown, fringe on forehead; dress, light brown cloth jacket, with white buttons, black skirt, brown felt turban hat, with brown ribbon in front. All three are likely to be found in the company of soldiers. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 3.— For obtaining money by false pretences from the London Society of Compositors, of which he is a member— WALTER H. BARKER, may assume the name of James Smith, late of 3, Laurel- villas, Hall- road, Newlands, Peckham, London, age 23, height 5 ft. 4 or 5 in. slender build, complexion sallow, consumptive appearance, high cheek- bones, hair, small whiskers, and moustache dark; dress, blue overcoat, dark felt hat. BEDFORDSHIRE. 4.— Luton ( County). — For larceny ( dwelling), at Dunstable, on 2nd inst.— ALBERT STOKES, age 21, height 5 ft. 4 in., complexion fair, hair and slight moustache light; dress, black cloth jacket and vest, striped trousers, lace boots, hard felt hat. A baker; native of Luton. May be found at Bir- mingham. Warrant issued. Information to Supt. Tydeman, Luton. BERKSHIRE. 5.— Reading ( Borough). — Portrait and de- ECiiption of HENRY ALFRED GOWER, alias GEORGE WILSON, G. JOHNSON", H. THOMAS, WILLIAMS, & c., who escaped from the cells at Reading, on 1st December last— Age 32, height 5 ft. 5 in., complexion dark, hair dark brown, small side- whiskers, full bro*; n eyes, " oval face, large nose, somewhat flat, large birthmark on right thigh ; of slightly Jewish appearance. He is by trade a carpenter and'joiner, and well up in his trade, but has of late been acting as a bookmaker, and attending most of the race meetings. Has also been a billiard marker. A native of Bridgnorth, Salop. Information to Head Constable Terwsley, Reading. £ 3 3s. REWARD. 6.— Windsor ( Borovglx).— For stealing, 10th inst.— 4 lady's silver Watches, engraved cases, metal domes, Nos. 87193, 25031, 229247, 54214; 2 gentle- man's silver watches, engine- turned capes, metal domes, Nos. 35323, and 251G0 ; 3 lady's nickel key- less watches, Nos. 400, 407, and 408; 1 second- hand silver watch, movement incomplete, white metal chain attached— TWO MEN : 1st, age about 30, height 5 ft. 8i in., moustache dark; dress, dark jacket, brown trousers, light brown hard felt hat— 2nd, ago about 26, height 5 ft. 4 in., small light moustache ; dre= s, black morning coat, dark trousers and vest, black hard felt hat. Tho above reward will be paid by Mr. W. S. Cantrell, Jun., 3, Albert - terrace, King's - road, Windsor, for the apprehension and conviction of the thief or thieves, and the recovery of the property. 7.— Windsor ( Borough).— For obtaining 7 pairs women's and children's boots by false pretences, on 8th inst. — Mrs. WATSON, age about 40, height 5 ft. 5 in., stout build, complexion fresh, round features, hair dark brown, eyes blue, mouth and ears rather large; dr? ssed, when last seen, in black silk dress and dark grey waterproof cloak. Is accompanied by a boy age 6 years, and a girl age about 3 years. She rents a house, orders goods, furniture, Ac., stating that her own furniture is coming by rail from London, and that she is an officer's widow. Warrant issued. Information to Head Constable Armour, Windsor. BRECONSHIRE. 8.— Brecon ( County). — For deserting his wife and four children, leaving them chargeable to the Brecknock Union— PATRICK CRAVEN, age 45, height about 5 ft. 7 in., pale haggard face, hair dark brown, whiskers and moustache dark ; dress, old monkey jacket, dark vest, moleskin trousers, broad- brimpied bowler hat. An Army pensioner; native of Ireland. Works as a haulier or labourer. Is supposed to be working in some part of Glamor- ganshire or Monmouthshire. Warrant issued. Information to Supt. Joseph, Brecon. KENT. 9.— Wren's Cross ( County).— For obtaining £ 30 by false pretences, whilst acting as clerk to the Guardians of Maidstone Union, at Coxheath, on 17th August last— ROBERT COLLING, age 58, height 5 ft. 4 or 5 in., complexion fair, hair sandy, turning grey, side whiskers and moustache sandy ; has a cork leg ; dress, black diagonal coat and vest, grey tweed trousers, black hard felt hat, generally wears two pairs of spectacles, one pair having gold frames. A native of Biddendeo, Kent. Warrant issued. Information to Supt. Holman, Wren's Cross. LANARKSHIRE. 10. — Glasgow ( City). — For embezzling £ 145 4s. Id.— JAMES G. McGRBGOR, age about 25, height 5 ft. 5 or 6 in., complexion fresh, hair and slight moustache light; dressed, when last seen, in blue overcoat with velvet collar, grey check tweed jacket suit, black round felt hat. A book- keeper and cashier; native of Glasgow. Was lately employed by Messrs. Peter Dowie & Co., flour importers, 13, Hope- street, Glasgow. Warrant issued. Information to Chief Constable Boyd, Glasgow. LANCASHIRE. 11.— Kirkham ( County).— For stealing from a dwelling- house, on 13th inst.— A large sheet, nearly new; a brown knitted muffler, large size; a blue and white striped shirt, nearly new, to fit a youth of 14; a pair of blue and white knitted child's slippers; and an old dark brown cap, with ear- laps pinned at top— A MAN, age 42, height 5 ft. 6 or 7 in., complexion fresh, moustache light, no whiskers, smart appearance, figure of a man tattooed on each arm ; dress, light grey jacket, dark waistcoat and cord trousers, stolen cap, army socks, light lace boots. Has been in the Army. Is said to be well known at Gorton, near Manchester. iLifornjation to Supt, i Ooss^ Kirkhani. 12.— Leigh ( County). — For stealing from a dwelling house at Tyldesley, on 10th inst., a silver lever watch, N ® . 5276, maker " H. Wolfe, Man- chester " on works, white dial, plain cases, gold hands, steel seconds- liand, a long silver chain attached— A man, who gave the name of JOHN FLETCHER, ago about 45, height 5 ft. 5 or 6 in., complexion fresh, hair light, moustache sandy, figures of two women tattooed on right arm and one on left ^ dress, brown tweed jacket, black vest, black cord trousers, black cap with peak, white muffler and clogs. A bricksetter's labourer, said to belong to Liverpool. Information to Supt. Higginbotham, Leigh. 13.— Old Trafford ( County).— Ex- supervisee HENRY EASTWOOD ( Case No. 75, 10th inst.) should bo Office No. 32177. He was sentenced at Bradford, 3rd July, 1885, to 18 months hard laboui- and 3 years police supervision for fraud. 4516, Irformation to Supt. Bent, Old Trafford. 14.— Blackburn ( Borough). — For failing to report— Supervisee THOMAS McMYLER, alias McMOYLAN, McMOYLER, and BURNS, Office No. 43505, age 42, height 5 ft. 6^ in., complexion fresh, hair brown, eyes grey, miner's mark each side forehead, two boil scars on right breast, scar left knee, slightly knock- kneed left leg. Sentenced at Preston, 17th February, 1892, to 6 months hard labour and 2 years police supervision for larceny. Supervisee ANDREW JOHNSON, Office No. 43878, age 19, height 5 ft. in., complexion sallow, hair brown, eyes blue, squints right eye,, large scar between shoulders, slight scar outside right forearm, and boil scar left breast. Sentenced at Preston, 29th June, 1892, to 4 months hard labour and 2 years police supervision for larceny. Information to the Chief Constable, Blackburn, LINCOLNSHIRE. 15.— Grantham ( County). — For stealing an overcoat ( recovered), at Honnington, on 3rd inst.— A tramping sailor, age about 30, height 5 ft. 5 or 6 in., hair and moustache dark, gravel- rash on nose ; dress, blue guernsey, fearnought trousers, sea. boots, cheese- cuttcr cap; he is a bad walker. Left Peterborough on morning of .9th inst. Stated his- mother resided at Wootton Dock. Information to Supt. Taylor, Grantham. 16.— Spilsby ( County).— For failing to report — Supervisee ROBERT BALDOCK, alias GEO. GREEN, Office No. 44285, age 63, height 5 ft. 6^ in., complexion sallow, hair brown, eyes hazel ( blind left), right elbow has been injured. Sen- tenced at Lincoln, 8th January, 1892, to 12 months hard labour and 2 years police supervision for larceny. Information to Supt. Sowden, Spilsby. NORFOLK. 17 — Attleborough ( County).— For sacrilege, 8th inst.— A MAN, age 28 to 30, height about 5 ft. 5 or 6 in., hair ( wavy), side whiskers and moustache dark, speaks with a cockney accent, is quick in his movements; dress, light cloth overcoat with cape, black hard hat, low shoes, wore a strap across shoulders attached to a small bag. Had in his posses- sion a black leather bag which he leaves in booking offices of railway stations. Is known to break his railway journey and return to the booking office, take his bag ( nnnoticed) and enter a railway carriage without taking a ticket and leave. He obtains possession of the keys of churches By stating his desire of inspecting the interiors, commits felony, and then returns the keys. He forced open a poor- box by means of a screwdriver,. ( See Cases Nos. 5 and 27, 3rd inst.) Information to Snpt. Wright, East Harling. 18.— Walsingham ( County). — For stealing £ 1 17s. 0d., at Great Iiyburgh, on 6th inst.— WILLIAM HARPER, age 26, height 4 ft. 9 or 10 in., complexion, hair and small moustache dark,, eyes brown, two prominent teeth in upper jaw; dressed, when last seen, in brown overcoat, light check suit, light peaked cap and leggings. A journeyman baker; native of Norwich. May 3eek employment with millers or at bakers' shops. Warrant issued. Information to Supt. Murrell, Walsingham. FRIDAY, FEBRUARY 17, 1893 THE POLICE GAZETTE NOTTINGHAMSHIRE. 19.— Nottingham ( Borough).— For failing to jfeport— Supervisee MARTIN HARVICAN, Office No. 41251, age 52, height 5 ft. in., complexion fresh, hair brown, eyes blue, scar near each temple and on right shin, T front left forearm, 4th left finger crooked. Sentenced at Nottingham, 21st April, 1892, to 9 months hard labour and 1 year police supervision for larceny. 1607. Supervisee WM. BROWN, Office No. 44286, age 47, height 5 f(. 4f in., complexion daik, hair brown, eyes brown, mole right side chest and left shoulder, 2 scars back of right forearm, and a large scar inside right ankle and right foot. Sentenced at Nottingham, 29th January, 1892, to 12 months hard labour and 1 year police supervision for larceny. 1187. Supervisee GEORGE KING, alias DAY, FENTON, and HOWARD, Office No. 44253, age 30, height 5 ft. 5£ in., complexion fresh, hair brown, • eyes blue, mole back of neck, large scar front of left upper arm. Sentenced at Nottingham Sessions, 21st April, 1892, to 9 months hard labour and 2 years police supervision for larceny. Information to the Chief Constable, Nottingham. collar and front, no tie, black hard felt hat. A sheet roller in ironworks; native of Bilston. PEMBROKESHIRE. 20. — Haverfordwest Castle ( County).— Portrait and description of FRANK BAUFOY MERLIN, whose apprehension is sought for stealing £ 70 cash— Age 29, height 6 ft., complexion fresh, nair ( cut short) light brown, eyes blue, upper jaw projecting, lisps slightly, keeps hands in trousers pockets; is a great smoker; dress, fawn- colour jacket, vest, and trousers, lace boots, black hard felt hat; wore a gold signet ring on fourth finger right hand. A native of London, where he was employed clerk in a store at one of the docks. I Warrant issued. Information to the Chief Constable, Haverford- west Castle. SHROPSHIRE. 21.— Bridgnorth ( County). — For failing to ' report— License Holder EDWARD ONSLOW, alias EDWARDS, GIBSON, BURROWS, DAWSON, BURGESS, and BURDEN, Office No. 44265, age 43, " height 5 ft. 7 in., complexion fresh, hair black ( thin), • eyes brown, nose inclined to the right, bald front of head, scar back of head and 2 back of neck, two moles right forearm, 4th right finger has been broken, wound scar inside right lower leg, burn mark on person. STAFFORDSHIRE. 22.— Bilston ( County).— Portrait and descrip- tion of BENJAMIN BALDWIN, whose apprehen- sion is sought for embezzling £ 194 5s. 2d., while employe! as treasurer of the National United Order of Free Gardeners, at Bradley, on 25th ult. ;— Age about 50, height 5 ft. 9 in., complexion dark, hair black, turning grey, full dark eyes, stout build, blotches on., fd, ce; dress, brown overcoat, black coat, black cloth trousers and vest, lase boots, white Warrant issued. Information to Supt. Walters, Bilston. 23.— Leek ( County). — For stealing watches at Kingston, on 8th November last, and other dates— F. W. WALKER, age about 35, height 5 ft. 9 in., complexion pale, hair, whiskers, and moustache dark, chin shaved, smart appearance, is a fluent speaker; dress, black overcoat, blue serge jacket and vest, dark trousers, lace boots, black hard felt hat.
