All announcement/ for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EUITOE OP THE POLICB GAZETTE, NEW SCOTLAND YARD. LONDON, S. W. ' 8. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 1 In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension » sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of\ bt. per portrait, and of Is. Qd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 8. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank t/ ian Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of pot ice, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. REG- ULA. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, a^ issn. , alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted im the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will b* wholly responsible for any proceedings whicA may result from such publication. 11. Announcements for the Friday issue should beforjoarded so as to be received not later thorn noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clearly written on one side of the paper only, be i » the usual form, and accompanied by » covering letter. 12. All payments must be in advance, either at the office, New Scot/ ami Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Cnarmg Cross, Postal Order, or > s Stamps. 13. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. APPREHENSIONS SOUGHT. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable, ( o) The person by whom it will be paid, ( d) That the name and address of the printer appear thereon. 1 No expression must be used in such an advertise- ment, in relation to pioperty stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Station of the Metropolitan f slice Force at which Notices can be posted. METROPOLITAN POLICE DISTRICT. 1- — A Divison. — For stealing £ 40 — CHARLES RICHARD LOADER, late of Hope Cottage, St. James's, Muswell Hill, N., age 30, height 5 ft. 7 or 8 in., complexion ruddy, hair and moustache brown ; is boastful in his conversation; dress, black Inverness cloak, frock coat, vest, trousers, and high silk hat. May seek employment as a steward or attendant to an invalid. Warrant issued. 2.— A Division.— For embezzling £ 7 and other sums- JASPER NORWOOD WARREN, age 35, height 5 ft. 7 in., complexion sallow, hair brown, whiskers and moustache light, eyes grey, slight squint in left eye ; dress, dark tweed jacket and vest, grev trousers, black hard felt hat, lace boots. Warrant issued. 3.— E Division. — For obtaining £ 20 by false pretences— F. GILBERT, age 36, height 6 ft., com- plexion pale, hair, whiskers, and moustache light, eye3 grey; wears glasses; dress, brown overcoat with velvet collar, dark grey trousers, high silk hat. A Frenchman, but speaks good English. He advertises for a corresponding clerk, obtains money as security, and absconds. Warrant issued. 4-— S Division.— For stealing, 21st ult., a valuable oil painting, entitled " Dedbam Yale "— PHILIP H. GROOM, age 30, height 5 ft. 7 or 8 in., complexion fresh, hair ( very long) light, clean shaved, theatrical appearance, well educated ; dress, pea - jacket, Inverness cape, low felt hat. When last seen he was wearing a gold presentation watch, " Philip H. Groom, from the Paris Exhibi- tion " inscribed thereon. A fine art picturo dealer, supposed native of London. He is said to be a good judge of oil paintings. May endeavour to leave the country. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. GEORGE WILSON, G. JOHNSON, H. THOMAS, WILLIAMS, & c., who escaped from the cells at BEDFORDSHIRE. 5.— Luton ( Borough).— For stealing two photo- graphic lenses ( recovered), on 26th ult.— JOHN WHITE, clerk and accountant, age 19, height about 5 ft. 8 in., slender build, complexion fresh, hair dark brown, slight moustache ; generally dressed in dark clothes, and light cap. Warrant issued. Information to Head Constable Jaquest, Luton. BERKSHIRE. 6.— Reading ( Borough). — Portrait and de- scription of HENRY ALFRED GOWER., alias Reading, on 1st December last— Age 32, height 5 ft. 5 in., complexion dark, hair dark brown, small side- whiskers, full brown eyes, oval face, large nose, somewhat flat, large birthmark on right thigh ; of slightly Jewish appearance. He is by trade a carpenter and joiner, and well up in his trade, but has of late been acting as a bookmaker, and attending most of the race meetings. Has also been a billiard marker. A native of Bridgnorth, Salop. Information to Head Constable Tewsley, Reading. ESSEX. 7.— Grays ( County).— For stealing, 2nd inst.— A bay Russian pony, 7 years, about 14 hands, short mane and tail, clipped all over except legs, in good condition ; a set of silver- plated harness, rings on hames bent forward ; and a village cart, nearly new, painted dark green, picked out light green, " Chas. Gollidge, Grays, Essex," on strip of tin on shaft, near side step bent forward — GEORGE LANG- FORD, age 16, rather short, complexion fresh, hair light brown, half of second finger right hand deficient; dress, brown overcoat, red and blue guernsey, dark moleskin trousers, heavy lace boots, and cap with peak. A native of. Great Grimshy. Was accompanied by William Mabery, age about 9, dressed in cord jacket and trousers; and a black- and- white lurcher puppy bitch, one side of face white, the other black. HERTFORDSHIRE. 9. — Hertford ( County). — Absconded from the Hertfordshire Reformatory, on the night of 10th Jan.— HENRY BLACKFORD LUKER, age 16£ ( looks older), height 5 ft. 8 in., complexion fair, hair and eyes brown, scar under right eye, and between left eye and ear, has two webbed toes; dress, dark navy- blue overcoat, black diagonal jacket and Vfest, dark grey trousers with blue stripes, light bt- own peak cap. A tailor ; native of Tunbridge Wells. 10. — Hertford ( County). — Absconded from the Hertfordshire Reformatory, on 6th inst. — ALBERT NEAL, age 16, height about 5 ft. 5 in., complexion ruddy, hair light brown, eyes grey, im- pediment in speech; dress, cord jacket with plated buttons, cord trousers, red striped calico shirt, blue worsted stockings, strong lace boots, dark cloth Glengarry cap with red braid, clothes numbered 1893. A native of Sand gate, Kent. Information to Supt. Parish, Hertford. ' i . age 34, height 5 ft. 5 in , complexion fresh, hair brown, eyes hazel, scar between eyebrows, 3rd right fihger slightly contracted, fleshy lump left knee. Sentenced at Preston, 17th February, 1892, to 9 months hard labour and 5 years police super- vision for larceny. . v Supervisee ANNIE WHITTAKER, Office No. 36880, age 35, height 5 ft., complexion sallow, hair dark brown, eyes brown, scars on lower lip and right shoulder, nose broken, mole right side fore- head. Sentenced at Salford, 25th February, 1884, to 5 years penal servitude and 7 years police super- vision for larceny. Information to the Chief Constable, Salford. PEMBROKESHIRE. 17. — Haverfordwest Castle ( County).— Portrait and description of FRANK BAUFOY LANCASHIRE. 11.— Blackburn ( County).— For failing to re- port— Supervisee THOMAS HOPE, Office No. 44161, age 26, height 5 ft. 7 in., complexion fresh, hair brown, eyes blue ( blind right), 2nd, 3rd, and 4th right fingers contracted, scar inside right wrist and each side forehead, T. H. outside left forearm. Sentenced at Preston, 6th January, 1892, to 12 months hard labour and 4 years police super- vision for larceny. 3037- 20. Information to Supt. Myers, County Police Office, Blackburn. 12.— Chorley ( County).— For failing to report — Supervisee JAMES R1GBY, Office No. 43506, age 25, height 5 ft. 6-| in., complexion fresh, hair brown, eyes blue, proportionate build, broad face, two small moles left side neck, blue dot back of each hand, 3 blue dots ontside left forearm, brown mark left ribs, scar left hip and over left knee. Sentenced at Preston, 17th February, 1892, to 6 months hard labour and 2 years police supervision for larceny. Information to Supt. Norris, Chorley. 13.— Ormskirk ( County).— For stealing joiners' tools ( recovered), and larceny from a till EDWARD LAMBERT, age 22, height 5 ft. 4 or 5 in., complexion fresh, hair dark, slight moustache, small eyes; dress, black jacket and vest, blue cloth trousers with white stripe, lace boots, brown cloth cap with short peak. A butcher. Has resided ir. Liverpool, Manchester, and other places. May endeavour to obtain employment under the British and Colonial Meat Company. Information to Supt. Jervis, Ormskirk. 14. — Prescot ( County). — For indecently assaulting a woman, at Much Woolton, on 25th ult. — ARTHUR SYLVESTER, age about 32, height 5 ft. 7 in., hair and moustache brown ; dress, short dark overcoat with velvet collar, dark suit, black billycock hat. Was in the employ of Messrs. Jones & Co., sewing machine manufacturers, Liver- pool, as agent or canvasser. Lived at 125, North Hill- street, Liverpool, with his wife, who carried on business as a milliner and dressmaker, until night of 1st inst., when they removed the furniture and left the neighbourhood. He has also lived at Southampton. Will probably be accompanied by his wife, age abont 30, height 5 ft. 3 or 4 in., com- plexion very dark, hair black, very thin features ; dress, navy- blue jacket and dress, black flat straw hat, trimmed with black lace, and dark brown victorine. Warrant issued. 15.— Prescot ( County).— For stealing a brown check tweed jacket, usual pockets, bone buttons ; a pair of black worfcted trousers; and a pair of lace clogs— PATRICK MANNING, alias MANNION, age 24, height 5 ft. 8 in., complexion fresh, hair ( cut short) light brown, small sandy moustache, right leg shorter than the other, and right thigh thicker than the left; dressed in stolen clothes. Information to Supt. Baxendale, Prescot. r 16.— Salford ( Borough).— For failing to re- port— Supervisee WILLIAM MURRAY, alias RICHARD SMETHURST, Office No. 43978, MERLIN, whose apprehension is sought for stealing £ 70 cash- j— Age 29, height 6 ft., complexion fresh, hair ( cut short) light brown, eyes blue, upper jaw projecting, lisps slightly, keeps hands in trousers pockets; is a great smoker; dress, fawn- colour jacket, Vest, and trousers, laco boots, black hard felt bat; wore a gold s'gnet ring on fourth finger right hand. A native of London, where he was employed aa clerk in a store at one of the docks. Warrant issued. Information to the Chief Constable, Haverford- west Castle. Hanley. STAFFORDSHIRE. 18.— Bilston ( County).— Portrait and descrip- tion of BENJAMIN BALDWIN, whose apprehen- SUSSEX ( EAST). 20. — ( Jckfield ( County). — For stealing, at Pram field, 31st ult.— I silver Albert chain, curb pattern, with silver, compass attached; 4 silver studs and 2 sil? er cuff links; 2 gold rings, set red stone; and£ 510s. gold— FRANKLIN JOHN SAUNDERS, age 26, height 5 ft. 11£ in., complexion dark, hair and moustache dark brown, eyes hnzel, light brown birthmark on right cheek, left heel sore, caused by being run over; dress, dark cloth jacket, cordnroy trousers and vest, round hard felt hat, or engineer's cap with peak. A native of Framfield, Sussex. He lately served in the 2nd Batt. Royal Sussex Regi- ment, and now belongs to the Army Reserve. Was traced to Croydon and Sutton, where he stated he was going to Southampton. Information to Supt. Diplock, UckSeld. 21.— Hove ( Town).— Portrait and description of THOMAS HENRY ROGERS, clerk and collector, sion is sought for embezzling £ 194 5s. 2d., while employed as treasurer of the National United Order of Free Gardeners, at Bradley, on 25th ult — Age about 50, height 5 ft. 9 in., complexion dark, hair black, turning grey, full dark eyes, stout build blotches on f^ ce; dress, brown overcoat, black coat, black cloth ' trousers and vest, lace boots, white collar and front, no tie, black hard felt hat. sheet roller in ironworks; native of Bilston. Warrant issued. Information to Supt. Walters, Bilston. 19. — Burslem ( County). — For stealing a watch ( recovered), on 4th inst. — RICHARD GRIFFITHS, age 28, height 5 ft. 7 in., complexion fresh, hair brown, eyes blue, large cut mark on left cheek, scar on chin, wart on left ear; dress, dark cloth jacket, blue cloth or dirty moleskin trousers, lace boots, black cloth cap with peak. A native of whose apprehension is sought for stealing £ 14, on 17th ult., age 21, height 5 ft. 7 or 8 in., slight build, complexion sallow, hair, slight moustache, and eyes dark, black specks on face, bruise on right cheek, teeth discoloured, one front tooth broken in upper jaw, anchor tattooed on inside of one wrist, large toe on right foot stiff, walks quickly; dress, long slate- colour overcoat, dark coat and vest, dark brown tweed trousers, lace boots, black Oxford hat. A native of Leeds. Looks older than photo. Warrant issued. Information to Major Teevan, Chief Constable, Hove. WARWICKSHIRE. 22. — Birmingham ( City). — For stealing valuable securities, falsifying accounts, Ac. — EDWIN PLATTS, age 35 ( looks younger), height 5 ft. 7 or 8 in., complexion fresh, slight dark brown side whiskers, otherwise clean shaved, mouth con- tracted, teeth irregular and discoloured, stands erect when spoken to, has a peculiar twitching of the eyes; of respectable appearance and good address; dressed, when last seen, in double- breasted black reefer jacket, black billy- cock hat. A clerk; until recently employed by " Bovril & Co., Ltd." Prior to September, 1891, he resided in Regent- street, Huckley, and is known to Mr. Morton, 10, Norfolk- terrace, Flewitt- street, Nottingham. Warrant issued. 23.— Birmingham ( City). — For unlawfully wounding his wife and mother- in- law on 2nd inst.— CHARLES SMITH, a bricklayer's labourer, age 40, height 5 ft. 6 or 7 in., complexion sallow, hair dark, slight dark moustache, ejes dark, large scar back of head, 2 abscess marks on right side of neck, large abscess at the bottom of back- bone, which causes him to stoop when walking; dress, grey coat and vest, cord trousers— all dirty. Was discharged from the Army in 1886. Warrant issued. Information to Chief Constable Farndale, Bir- mingham. WORCESTERSHIRE. 24.— Pershore ( County).— For stealing a horse ( recovered) at Evesham, on 19th ult.— A MAN, age 25 to 30, height 5 ft. 6 in., complexion fair, hair light, FRIDAY, FEBRUARY 10, 1893. THE POLICE GAZETTE. inclines to be sandy, small side whiskers, beard about a fortnight's growth, carries his head on one side; wore a long grey overcoat, and soft billycock hat. Had with him a dark cob about 14 hands, short tail, supposed broken knees and wearing knee- caps, and a light spring trap with light - coloured body. Stated his name was HEMMING, and that he lived with his father at Hinton, near Evesham ( false). Information to Supt. Cope, Pcrshore. YORKSHIRE ( EAST RIDING). • 25.— Beverley ( County).— For housebreaking and stealing a verge watch; black cloth jacket and vest; 1 pair brown cloth trousers, buttons stamped " Pattison, Withernwick " ; 2 union shirts; 3 white flannel shirts ; 2 figured neckerchiefs; and £ 2 13s. cash— FRANK CLARK, age 28, height 5 ft. 9 in., hair ( parted in centre) and moustache light brown, long narrow features, walks very erect; dress, printed moleskin jacket and vest, small brown cord trousers, dark cloth cap with ear- flaps, or may bo wearing blue pilot, jacket and black felt hat. Information to Deputy Chief Constable Wood, Beverley. YORKSHIRE ( WEST RIDING). 26. — Todmorden ( County). — For stealing, ' 20th ult., a £ 5 Bank of England Note, P/ 62, 92556, dated Liverpool, 28th March, 1890; £ 17 in gold; and £ 2 10s. in silvet-— EDITH MAUD NORMING- TON, age 16, height 5 ft. in., complexion fair, hair ( about 6 in. long) brown, eyes blue, right hand deformed, having been injured by a machine, causing the thumb to turn inwards and leaving a large scar on back of hand ; dress, grey dress, black and white small check plaid shawl, fawn- coloured straw hat, turned up at back with a plait of light- brown Btraw in centre of brim, and trimmed with light brown feather trimming and fawn- coloured satin ribbon bow; had with her a black woollen shawl. A native of Halifax, Yorkshire, but has lived at Walsden for ten years. Information to Supt. Fearnside, Todmorden. PERSONS IN CUSTODY. METROPOLITAN POLICE DISTRICT. 27. — Convict Supervision Depart- ment. — Woodcut portrait and description of pale, hair brown, eyes blue, scar on right thigh, mole left groin; dress, dark overcoat with velvet collar, grey stable ve t, dark cord trousers, chocolate colour muffler with yellow spots, lace boots, hard felt hat; also carried a brown cloth cap. Is sup- posed to belong to the Leinstcr Regiment, and to come from the East End of London. Information to Supt. Taylor, Maidenhead CUMBERLAND. 29.— Penrith ( County).— Committed for trial at the next Assizes at Carlisle, for larceny— MARY THOMPSON, alias ELIZABETH FITZGERALD, MARY SMITH, ELIZABETH STEPHENSON, and MARY JOHNSTONE, age 37, height 5 ft., com- plexion sallow, hair ( rather frizzled) dark brown, eyes blue, small scar above right eye. States she is a laundress or charwoman, and native of Liverpool. Has been convicted at Liverpool, Widnes, Ormskirk, Wavertree, Longtown, Newcastle - on - Tyne, and Carlisle. The last time was at Newcastle County Quarter Sessions, in October, 1889, when she was sentenced to 12 months imprisonment for larceny. Information to Supt. Russell, Penrith. DORSETSHIRE. 30. — Dorchester ( County).— Committed for trial ( on bail) at the Dorset County Assizes, 20th inst., for fraudulently obtaining credit for £ 5 5s., at West ChickereH, on 21st ult.— CORNELIUS FEN- NER, a gipsy horse- dealer, age 56, height 5 ft 7 in., complexion, hair ( turning grey) and eyes dark, scar on cheek, speaks with a cockney accent, and is fond of talking about London ; dress, moleskin sleeve vest, light cord trousers, bard felt hat with flat top, sometimes wears a light stout cloth overcoat, large white buttons, pieces of blue or black velvet let in at corners of pockets. Travels the country with his family in a van. Information to Supt. Devenish, Dorchester. 35.— Folkestone ( Bvrough).— Committed for trial at the Folkestone Quarter Sessions, 18th inst., for obtaining momey for the insertion of advertise- ments in a bogus " Bournemouth Directory"— HENRY BREWER, age 52, height 5 ft. 9$ in., complexion fresh, hair light ( turning grey), moustache and full beard sandy, eyes bine, prominent scars on top and bottom lips and chin, lost front teeth from both jaws; dressedjin shabby- genteel clothing. Was sentenced to 6 months imprisonment on a similar charge at Devon Quarter Sessions, on 28th June, 1892. Is supposed to be wanted for similar offences in the South of London, in connection with the " Peckham Directory," purporting to be issued by the South London Printing Company, 16, Lordship- lane, S. E. Information to Snpt. Taylor, Town Hall, Folke- stone. 36.— Tunbridge Wells ( Borough). — Com- mitted for trial at the next Assizes at Maidstone, for obtaining food and lodgings by false pretences— CHARLES CYRIL ACLAND, age 38, height 5 ft. 7 in., complexion pale, hair grey, side whiskers and moustache ginger ( turning grey), eyes blue ; of military appearance; dress, dark tweed coat, light brown tweed trousers, violet collar, velvet necktie, black cap with peak. A native of Bexley Heath, Kent. Was sentenced to 12 months imprisonment at West Kent Sessions at Maidstone, in January, 1885, for felony. Information to the Chief Constable, Tunbridge Wells.
