GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, DECEMBER 30, 1892. VOL. IX., No. 940. REGULATIONS. 1. All announcements for insertion in tie POI. ICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OP THE POLICE GAZETTE, NEW SCOTLAND YAUD, LONDON, S. W. 2. Particulars concerning personswhose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. B. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. D. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. ( 3d. per photograph or sketch of a stolen article, including the expense of engraving on wood. i 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of anofficer of not less rank than Superintendent; and, if the name of such person berequireilto be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank - than Inspector, or analogous thereto. 8. Announcements of all persons to be e^ rrehended or of stolenproperty bear a number, a,. dart alphabetically arranged by counties. 9. The force mliich causes particulars concerning delinquents or stolen property to be inserted t « the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which, mat/ result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Cnaring Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZBTTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. ( d) The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( o) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 1 No expression must be used in such an advertise- ment, in relation to pioperty stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan folice Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1— C. I. Department.— For stealing £ 200, the monies of the National Bank, Limited, in April last— DAVID RAMSAY, a bank clerk, age 40, height 5 ft. 11 in., complexion, hair, moustache, side whiskers and eyes dark ; gentlemanly appearance; dress, dark clothes, silk hat. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. AYRSHIRE. 2.— Ayr ( County).— Portrait and description of WILLIAM PETTIGREW, boot and shoe traveller, spotted necktie, high silk hat; of gentlemanly appearance, but has rough hands and dirty finger- nails ; sometimes wears spectacles. His modus operandi is to call on tradesmen, order goods to about £ 5, and then take from his pocket three or four sovereigns, which he shews, and states he has not got sufficient cash to pay, and requests the tradesman to accept a cheque already made ont for about £ 9, which he tears from a cheque- book, draws the balance and decamps. In one instance he obtained a pair of vases, decanter pattern, with long necks, which he may have pledged or sold. Warrant issued. Information to Chief Constable Thody, Bedford. whose apprehension is sought for embezzlement, at Maybole, between 15th March and 26th ulto.— Age 23, height 5 ft. 7 in., complexion fresh, hair brown, slight light moustache, eyes hazel, smart and respectable appearance, walks with a swinging gait; dress, black serge jacket and vest, light tweed trousers, stand- up collar, white scarf, black hard felt hat. A native of Ayr. Warrant issued. Information to the Chief Constable of Ayrshire, Ayr. BEDFORDSHIRE. 3.— Bedford ( Borough).— For obtaining money by means of fictitious cheques drawn on Lloyds & Co' s. Exchange and Discount Bank Co., Limited, Bradford — A man who gave the name of W. EDWARDS, Esq., age about 60, height about 5 ft. 7 in., complexion ruddy, hair, whiskers, and moustache brown, turning grey ; dress, long dark blue rough cloth overcoat, dark grey trousers, dark LANCASHIRE. 4.— Bury ( County). — For falsifying accounts— CHARLES WATSON CHADWICK, age 32, height 5 ft. 9 or 10 in., complexion sallow, hair dark brown, whiskers and moustache dark, eyes blue, throws his right shoulder forward when walking; dress, dark tweed coat and vest, light tweed trousers, hard felt hat. A native of Heywood; late clerk and manager to " The Dawson Hill Manufacturing Company," Heywood. Is supposed to be in company of a young woman. Absconded 8th inst. Warrant issued. Information to Supt. Noblett, Bury. £ 10 REWARD. 5.— Leigh ( County). — For stealing 174, gold, and £ 15, silver, at Newton- le- Willows, on 17th inst. -^ THOMAS SHERWOOD, age 26, height 5 ft. 1 or 2 in., complexion, hair, and small moustache dark, large red nose, scar centre of forehead and over left eye; dress, light plaid coat and vest, sky- blue trousers with white stripe, strong lace boots, light cloth cap. A grocer's assistant; native of Liverpool. Was sentenced at Liverpool, 24th June, 1879, to 10 days imprisonment and 5 years in a re- formatory for stealing 6s. Warrant issued. The above reward will be paid by Mr. John Howe, of Earlstown, for the apprehension and conviction of Sherwood, and recovery of the money, or in pro- portion to the amount recovered. 6. — Leigh ( County). — For assanlting police, 23rd inst.— JOHN HEFFERON, alias HERON, age about 24, height 5 ft. 6 or 7 in., stout build, complexion fresh, hair dark, small light moustache; dress, dark jacket, vest, and trousers. Warrant issued. Information to Supt. Higginbotham, Leigh. 7.— Liverpool ( City). — For failing to report — Supervisee JOHN LYNCH, Office No. 36674, age 51, height 5 ft. 1 in., complexion fresh, hair grey, eyes blue, several scars on forehead, mole back of left shoulder. Sentenced at Liverpool County Sessions, 7th June, 1S87, to 18 months hard labour 2 THE POLICE GAZETTE. FRIDAY, DECEMBER 30, 1892. and 5 years police supervision for stealing roofing slates. 3249. Information to the Assistant Head Constable, Detective Department, Liverpool. 8.— Warrington ( Borough). — For failing to report— Supervisee JAMES MORRIS, Office No. 42360, age 29, height 5 ft. 2| in., complexion fresh, hair brown, eyes brown, proportionate build. A hawker; native of Bolton. Scars left side forehead, left eyebrow, left cheek and right shoulder, 2 blue dots outside left forearm. Sentenced at Salford 6th July, 1891, to 6 months hard labour and 2 years police supervision for larceny. 1906. Information to the Chief Constable of Warrington. LINCOLNSHIRE. 9.— Lincoln ( City). — For obtaining £ 5 from a leather dealer, by means of a fictitious cheque on Messrs. Lambton & Co's Bank, Newoastle- on- Tyne, on 5th inst.— A MAN, age about 40, height 5 ft. 5 in., complexion pale, dark brown whiskers and mous- tache, cut short; dress, black overcoat, brown Inverness mackintosh with cape, turn- down collar, black scarf, black billycock hat. He presented a card in the name of " G. H. ANGUS," stating he represented the firm of Messrs. George Angus & Co., Limited, leather merchants, Newcastle- upon- Tyne. May assume the name of ROWLEY or OWEN. Was sentenced at Leicester County Assizes, 28th November, 1889, to 18 months imprisonment in the name of FREDERICK J. ROWLEY, for similar offences committed at Reading and Market Harborough. Warrant issued. Information to Chief Constable Mansell, Lincoln. MONMOUTHSHIRE. 10.— Newport ( Borough).— For stealing, 17th inst.— A gentleman's new gold keyless lever watch, No. 32980, " Yaughan, Newport" on works ; also a tray, containing . about 50 ladies' and gentlemen's gold rings, consisting of 4 diamond half- hoops, set 5 stones each ; 6 diamond rings, set 3 stones, 5 single stone diamonds, 5 half- hoop sapphire and diamonds, 4 ruby and diamonds, 1 ruby, set 3 stones, and 1 opal, half- hoop— A MAN, age 35 to 40, height 5 ft. 5 or 6 in., moustache dark; appearance of a master mariner ; dress, dark blue overcoat, brown trousers, black hard felt hat; smoked a cigarette in a holder with one or two horses carved on it. This man went into a jeweller's shop and asked to see a gold watch and some diamond rings, and after they had been placed on the counter for his inspection, he asked for some wedding rings, and whilst the jeweller was getting them from the window, the man disappeared from the shop with the watch and rings. Information to Head Constable Sinclair, Newport. SHROPSHIRE. 11. — Whitchurch ( County).— For larceny ( dwelling), 9th inst.— JOHN CARR, an Irishman, age 30 to 35, height 5 ft. 5 or 6 in., complexion fresh, hair dark, small side- whiskers, heavy light moustache; dress, cord jacket or dark cloth jacket, cord trousers, lace boots, dark cloth cap with peak. May seek employment at farmhouses. Warrant issued. Information to Supt. Edwards, Whitchurch. 12.— Shrewsbury ( Borough).— For embezzle- ment— ROBERT STRAIN, age 35 to 40, height 5ft. 7 or 8 in., stout build, complexion pale, hair dark brown, moustache; dressed generally in a knicker- bocker suit. A traveller; native of Ireland. Was late in the employ of Messrs. Dunville & Co., of Belfast, and is supposed to be now travelling in the spirit trade in North Wales. Warrant issued. Information to Chief Constable Blackwell, Shrews- bury. STAFFORDSHIRE. 13.— Brierley Hill ( County). — For embezzle- ment, on 5th inst.— JOSEPH FLETCHER, age 40, height 5 ft. 9 in., complexion sallow, hair, whiskers, and moustache ( cut short) dark, eyes grey ; dress, dark cloth suit. A native of Stourbridge, Worces- tershire. Warrant issued. Information to Supt. Woollaston, Brierley Hill. THOMAS WELLER, age about 35, height 5 ft. 5 or 6 in., complexion fresh, rather full face, hair light brown, short light moustache and side whiskers ; is addicted to drink ; dress, grey jacket, dark trousers, grey cap. A painter; sometimes obtains odd jobs as an upholsterer. Warrant issued. Information to Chief Constable Fraser, East- bourne. 15.— Hastings ( Borough).— For deserting his wife and family, leaving them chargeable to the Hastings Union— GEORGE WM. TOWNSEND, alias TUR. NER, age 40, height about 5 ft. 8 in., com- plexion florid, hair dark brown, eyes blue; dress, black cloth coat and vest, cord trousers, black hard felt hat. A luggage porter; supposed native of Eastbourne. Warrant issued. 16.— Hastings ( Borough).— For stealing, 8th inst., at St. Leonards— A lady's gold English lever watch, gold dial, monogram N. T., " From Frederick Trew to Nellie Turner, on her 21st birthday, July 24th, 1883 " thereon ; gold cable- pattern chain, gold key, life- belt and coin attached, " H. M. S. Condor" in black letters on life - belt; a gentleman's gold English lever watch, maker, Dent, London, white dial, F. W. T. in monogram on back, " Presented to Frederick William Trew, by his mother, on his birth- day, July 13, 1878," thereon, a black plaited silk chain attached; 1 narrow gold bracelet ; 1 gold bracelet set with seven turquoise, 2 stones missing ; 1 gold brooch, horseshoe shape, with photo of a gentleman inside— GEO. ROBERTS, age 35 to 40, height about 5 ft. 6 in., complexion, hair and mous- tache dai'k, no whiskers, genteel appearance ; dress, black cutaway coat, black vest and trousers, black hard hat. Stated he lived at 28, Lower Kennington Lane, London ( false). Some of the articles have been found pledged in the Strand, London. Information to Chief Constable Glenister, Hastings. YORKSHIRE ( EAST RIDING). 17.— Hull ( Borough). — For embezzlement — GEORGE WILLIAM EYISON POSKITT, a clerk, late of 21, Sutton- street, Hull, age 26, height 5 ft. 8 or 9 in., hair light, eyes brown ; smart gentle- manly appearance; dress, blue overcoat with velvet collar, black worsted] coat and vest, blue- and- grey striped mixture trousers, top boots. Warrant issued. Information to Captain Gurney, Chief Constable, Hull. YORKSHIRE ( NORTH RIDING). 18.— Guisborough ( County). — For stealing, 23rd inst., at Castleton— A gentleman's gold albert, oval- shaped links shotted on each side, stamped 9 and 375, had seal attached, curb pattern, with bloodstone and cornelian stone; and about £ 3 6s. cash— A MAN, age 19 to 22, height 5 ft. 10 or 11 in., complexion sallow, delicate- looking, thin features, hair dark, supposed slight moustache ; dress, light drab overcoat, large pearl buttons, velvet collar, dark suit, dark hard felt hat, narrow brim, " Preston " inside, light lace boots. Carried an umbrella with dark knob. This man took lodgings on 22nd inst. at a private house, stating that he had come from Whitby, and absconded with the articles on the following morning. Warrant issued. Information to Supt. Clarkson, Guisborough. SUSSEX ( EAST). 14.— Eastbourne ( Borough).— For obtaining a case of birds ( recovered), by fraud, on 5th inst.— YORKSHIRE ( WEST RIDING). 19.— Barnsley ( County).— For failing to report — License holder WILLIAM HINCHCLIFFE, alias THOMAS BEAUMONT, and WM. KAYE, Office No. 43496, age 71, height 5 ft. 9 in., complexion fresh, hair grey, eyes brown, scar between eyes, out- side corner of right eye, and on right forearm ( blue), lost all teeth, peculiar gait. Sentenced at Salford, 5th Dec., 1887, to 5 years and a remanet of a former sentence of penal servitude and 7 years police supervision, for fraud. Licensed 13th Aug., 1892. JN 191. Information to Supt. Kane, Barnsley. PERSONS IN CUSTODY. BRECONSHIRE. 20.— Crickhowell ( County). — Committed for trial at Brecon Quarter Sessions, 3rd prox., for obtaining money by false pretences. ( See Cases No. 13, 23rd September, and No. 7, 14th October) — OWEN JONES, alias ROBERTS, a tramping clock cleaner, ago 35, height 5 ft. 4 in., oval face, complexion sallow, hair dark brown, eyes dark grey, pockpitted, scar under chin, fourth finger right hand contracted. A natiro of Amlwch, North Wales. Has been previously convicted at Aberyst- with, Carnarvon, and Ruthin. Information to Supt. Winterson, Crickhowell. DORSETSHIRE. 21. — Wareham ( County). — Committed for ( rial at the next Assizes, for forgery and fraud— NATHANIEL CHINCHEN, age 42, height 5 ft. 6 in., complexion fresh, hair brown, eyes blue, boil mark right forearm, cut on second finger left hand. A stonemason ; native of Swanxge, Dorset- shire. Has travelled the country for the last five years working at his trade in large towns, including Plumstead, Cheltenham, Chelsea, Lambeth, South- ampton, and Portsmouth. Is supposed to have been previously convicted. Information to Supt. Carter, Wareham. GLOUCESTERSHIRE. 22.— Coleford ( County).— Remanded till 30th inst., for false pretences — JOSEPH ISAACS ( supposed false), age 39 ( looks 30), height 5 ft. 3 in., complexion sallow, hair and moustache ( curled at ends) black, otherwise clean shaved, eyes hazel, Jewish appearance ; dress, dark grey overcoat, blue serge coat and vest, brass buttons with anchor thereon, brown plaid trousers, brown plaid cap with peak, Oxford button shoes. States he is a native of London, but refuses his address. Had in his possession— a brown leather travelling bag, containing 2 pairs of lady's boots, a red table- cloth with white flowers, a tooth- brush, 2 pairs of men's socks. Carried a black ebony walkingstick, silver knob, and a black silk umbrella ( supposed stolen). Information to Supt. Ford, Coleford. KENT. 23.— Tu nbridge Wells ( Borough).— Sentenced to one months imprisonment, 9th inst., for stealing sheets from the bedroom of a common lodging- house — GEORGE BERRY, age 22, height 5 ft. 6 in., complexion dark, hair dark brown, small dark moustache, cast in left eye ; dress, blue serge jacket, dark cord trousers, red neckerchief, side- spring boots, black cloth cap with peak. Of gipsy appearance. Information to the Chief Constable, Tunbridge Wells. LANCASHIRE. 24.— Ormskirk ( County).— Committed for trial for larceny ( bailee)— SAML. STOCKLEY MONEY ( see Case No. 24, 25th ult.), age 40, height 5 ft. 8 in., complexion fresh, hair dark, turning grey; moustache brown, eyes dark, roman nose ; smart appearance and good address. Was tried at Romford Quarter Session in 1884, for a similiar offence and acquitted. Is supposed to have been previously convicted. Information to Supt Jervis, Ormskirk. STAFFORDSHIRE. 25.— Stafford ( County).— Remanded for obtain- ing goods by false pretences :— WALTER FOSTER ( supposed false), age 22, height 5 ft. 7i in., com- plexion fresh, hair black, eyes brown, clean shaved, scar over left eyebrow, 2 moles on left cheek; dress, black double- breasted coat and vest, light blue trousers, brown leather boots and gaiters, black hard felt hat; very stylish, of gentlemanly appearance and of good address. States he is a native of Lewisham. He obtained an overcoat and a pair of gaiters by falsely representing that he had been transferred to one of the local banks. He asked that the goods might be sent to his lodgings, when he would pay bearer. On receipt of the goods he gave the messenger an envelope supposed to contain the money, but when opened it was found to contain only 4s. Information to Captain Anson, Chief Constable, Stafford. SUFFOLK. 26. — Lowestoft ( County). — Committed for trial at the Quarter Sessions at Ipswich, in FRIDAY, DECEMBER 30, 1892 THE POLICE GAZETTE. 3 January, for larceny ( person)• — JOHN BURNS, age 34, height 5 ft. 3, j in., complexion ruddy, pock- marked, hair dark brown, eyes hazel, blue spot left arm. Sings in the street and sells common songs. Stays at common lodging- houses, and travels with a woman named Lucy Pask, who has a pedlar's certificate granted at Brecon. States be has had pedlar's certificates granted at Bingley, Torks, and Broughty Ferry, Dundee. A native of Bradford, Yorks. Is believed to have been convicted in the North of England, as he has been heard to say that he has done time in Wakefield Prison. EDWARD DASEY, age 30, height 5 ft. 1 in. without shoes, complexion fresh, hair brown, blind right eye, the other grey, enlarged right hip- joint. He makes little fancy boxes which he sells in public houses, & c. Stays at common lodging houses with a woman whom he says is his wife. A native of Langthorne- street, Stratford, Essex. Was sentenced to 7 days imprisonment in the name of JAMES SMITH, at Rochester Petty Sessions, on 30th September, 1882, for stealing neats- foot; to 2 months, in the name of JOHN SMITH, at Rochester Petty Sessions, on 30th December, 1882, for stealing boots; to 21 days, at Rochester Petty Sessions, on 27th August, 1886, for being drunk and riotous and assaulting police; to 4 months imprisonment and 3 years police supervision at West Kent Sessions, on 20th October, 1887, for larceny ( person). WILLIAM CLARKE, alias JACKSON and WRIGHT, age 42 ( looks about 35), height 5 ft. 6 in., complexion fresh, hair light brown, eyes grey, mole under right breast. States he served 6 years in the West Kent Regiment, and was discharged about 4 years since. A native of Dover. He has been identified as License Holder JOHN HARDING, alias HARDY, Office No 42430, Register No. O 93, convicted at Stratford, 21st May, 1881, and sentenced to 3 months imprisonment at Essex Quarter Sessions, 28th November, 1882, and sentenced to 12 months imprisonment at the Central Criminal Court, 8th February, 1886, and sentenced to 18 months im- prisonment, and at Essex Quarter Sessions, 22nd February, 1888, and sentenced to 5 years penal servitude and 3 years police supervision. Photographs will be forwarded on application. Information to Supt. Shipp, Lowestoft. PROPERTY STOLEN. METROPOLITAN POLICE DISTRICT. 27.— B Division.— Since 20th Octobcr last— An oval diamond brooch, large diamond in centre, marked " D. M. B.," the other shoe pattern ; 1 silver watch, engraved " Presented to Sergt. D. G. Barrett, by N. C. Officers and men of B. Battery, 11 Bde., R. A., as a token of respect, 1874 " ; several foreign silver and bronze coins ; and a blackthorn walking stick. Information to Supt. Taylor, Maidenhead. 30.— Reading ( Borough). — 24th nit., a dark Melton cloth overcoat, black velvet collar " Lynes & Sons, Ludgate Hill," on tab, one breast and two hip pockets, buttons have a cloth centre with bone rim ; a pair of brown kid gloves in pocket; a black rough cloth overcoat, black velvet collar, black bone buttons; small hook and eye on collar. 19th ult., a black fancy diagonal striped jacket and vest, covered buttons, lined with white material with red and yellow stripes, black braided. Information to Head Constable Tewsley, Reading. BRECONSH IRE. 31.— Brynmawr ( County). — 2nd inst. — A double- case gold keyless watch, " 18 carat gold" stamped on dome, curb albert with guinea ( dated 1813) thereon attached, bole through bead to fasten to chain. Information to Sergeant Williams, Brynmawr. Hall, Rugby. 57.— Leamington ( Borough).— 29th ult., from an " old curiosity shop "— a small black glass case, containing about 40 antique rings, all of various patterns, sizes, and value, a few of which are described below— Supposed by two men, who slept together the previous night at a coffee tavern, and called next day at the shop under the pretence of making a purchase.— 1st, JONES, 25 to 30 years of age, 5 ft. 8 or 9 in., pale face, light hair ( cut short), clean shaved ; dressed in a short black coat and vest, light tronsers with blue stripe, light covert coat, old boots, black bowler hat ; wears a heavy plated chain, and carries a walking stick. 2nd, name unknown, 25 to 30 years of age, height 5 ft. 11 in., thin face, pale complexion, small side whiskers ( since shaven off), sandy moustache; dressed in dark coat and vest, light chock trousers, which have been mended on right leg at knee and thigh, black overcoat, lace- up boots with wide welts, black bowler hat; sometimes wears light- coloured leg- gings. Both supposed to be expert travelling thieves. Photo of Jones, since obtained from Nottingham, has been identified as being one of the two, and his record of convictions is as follows: Liverpool, as John Clarke, one month, frequenting, ' 85 ; Glasgow, 18 months, ' 85, stealing bag of money; Stockport, five years penal, receiving, ' 87; Nottingham, ' 92, attempted till robbery, six months. The second man has committed another larceny, at an Oxford College, on the 1st inst.
