GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, DECEMBER 23, 1892. VOL. IX , No. 938. REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. J. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. L. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. Sd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 8. livery announcement, iffor the apprehension of a person, must be guaranteed by the signature of anofficer of not less rank ihan Superintendent; and, if the name of such person berequiredto be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property hear a number, a,. dart alphabetically arranged by counties. g. The force which causes particulars concerning delinquents or stolen property to he inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whic/ l may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt he clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co." Post Office Order payable at C/ taring Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. BRECONSHIRE. 5.— Crickhowell ( County).— For concealment of birth ( see Case No. 46, 2nd inst.)— A tramping WOMAN, age about 25, height about 5 ft. 5 in., NOTICE. APPREHENSIONS SOUGHT. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( o) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. S. No expression must be used in such an advertise- ment, in relation to pioperty stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan folice Force at which Notices can be posted. provision merchant, whose apprehension is sought for conspiracy and fraud— Age 35, height 5 ft. 8 or 9 in., complexion fresh, hair, small moustache and very small side whiskers dark brown; dress, snuff- colour tweed suit, brown felt hat. Warrant issued. 3. — G Division. — Woodcut portrait and description of ARTHUR PEACE, alias PACE, a porter, whose apprehension is sought for larceny ( servant), age 82, height 5 ft. 9 in., complexion fresh, hair and moustache light, scar from cut back of head; dress, dark clothes, black hard ' felt hat, sometimes wears a cloth cap. May be found in the company of dog dealers. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. AYRSHIRE. 4.— Ayr ( County).— Portrait and description of WILLIAM PETTIGREW, boot and shoe traveller, whose apprehension is sought for embezzlement, at Maybole, between 15th March and 26th nlto.— Age 23, height 5 ft. 7 in., complexion fresh, hair brown, slight light moustache, eyes hazel, smart and respectable appearance, walks with a swinging gait; dress, black serge jacket and vest, light tweed trousers, stand- up collar, white scarf, black hard felt hat. A native of Ayr. Warrant issued. METROPOLITAN POLICE DISTRICT. 1.— A Division. — For stealing £ 35, gold, and £ 8 15s. 3d., silver, fr « m his master— License Holder GEORGE HENDERSON SERGEANT, alias GEORGE SERGEANT, Office No. 43700, age 28, height 5 ft. 5 in., complexion sallow, hair dark, eyes blue, scar left cheek, left forearm, right shin, left thumb, and lst and 2nd left fiogers, right forearm injured, causing con- traction of hand, lost 4th left finger, 4 blue dots back of left hand, and 1 on left wrist; dress, black jacket and vest, blue striped trousers, black hard felt hat. Sentenced at Surrey Sessions, 18th January, 1886, to 5 years penal servitude for larceny. TUESDAY, NOVEMBER 722, 1892. complexion pale, rather good- looking ; wore a black straw hat with large crown, and brim turned up behind. Carried in her arms a child about 12 months old, and was in an advanced state of pregnancy when seen at Blaenavon about a fortnight before the body was found. Was accompanied by a man, age about 30, height about 5 ft. 6 or 7 in., complexion fair; wore a dark jacket, torn at elbows; appearance of a farm labourer. When last seen they were accompanied by a man and woman with a child. Information to Supt. Winterson, Crickhowell. CAMBRIDGESHIRE. £ 2 REWARD. 6. — Cambridge ( Borough,). — For deserting their wives and families, leaving them chargeable to the Cambridge Poor Law Union — THOMAS JAMES FIELD, a silversmith's porter, age 33, height 5 ft. 11 in., hair black, eyes dark brown, small moustache, long face and neck, second finger of one hand partly cut. off, limping gait, is bandy- legged, and stoops when walking. EDWARD PIDDOCK, alias FOWKES, and CAMBRIDGE, a labourer, age 38, height 5 ft. 6 in., complexion fresh, hair brown, moustache light, eyes bine, aquiline nose, rather large projecting ears. Has served in the Militia. During the month of May last he is supposed to have been working for a builder in Dyine- road, North Kilburn. COLIN ARTHUR BETSON, a labourer, age 38, rather tall, hair dark brown, small moustache, crown and letters " E. C." tattooed on arm. Has recently been employed as a painter's labourer and kitchen porter. Left Cambridge on 28th November, 1891. ELIJAH PINK, bricklayer's labourer, age 35, height 5 ft. 8 or 9 in., complexion fair, moustache light, little or no whiskers. Has worked in gravel- pits and with coal carts. Was seen in Kendal about lst May, 1891, and is supposed to have gone to Penrith. JOHN ROUSE, hawker of cloth and dresses age 54, height 5 ft. 9 or 10 in., hair black, turning grey, whiskers dark brown, sometimes wears a moustache, eyes blue- grey, rather prominent nose. Warrant issued. The above reward will be paid by the Guardians of the Cambridge Poor Law Union for the appre- hension of each of the above. Information to Chief Constable Innes, Cambridge. CHESHIRE. 7.— Middlewich ( County). — For stealing a boat- horse and a set of gears ( recovered), at Rud- heath, 17th inst.— JOHN GREEN, age about 40, height 5 ft. in., complexion fresh, hair and moustache light brown, eyes grey, nose much dis coloured through drink, scar about 3 inches long on calf of left leg; dress, blue pilot jacket, cord trousers, soft billycock hat, lace boots. Warrant issued. Information to Supt. Large, Middlewich. DERBYSHIRE. 8.— Chesterfield ( Borough). — For stealing from his lodgings, 19th inst., a gentleman's 9- carat gold ring, set grey stone; a dull gold scarf pin, star pattern, set small diamond; and 3 plain gold studs— HENRY STEVENSON, age 37 ( looks yonnger), height about 5 ft. 7 in., complexion, hair, and slight moustache dark, lower jaw under- drawn; dress, grey jacket and vest, dark trousers with grey- stripe, low shoes. This man takes private lodgings, representing himself to be a Government Surveyor, making Chesterfield his centre for a survey of 14 miles round. He carries a red book, about 8 in. by 4 in. Warrant issued. Information to Head Constable Emery, Chester- field. DEVONSHIRE. 9.— Torquay ( County). — For embezzlement— FREDERICK NEWMAN, age 39, height 5 ft. 6 or 7 in., complexion fair, hair brown, slight side- whiskers, eyes grey, slight impediment in speech, right middle finger stiff at first joint; dress, light brown tweed suit, light cloth cap, blucher boots; carried with him when he left, 5th inst., a black leather bag, containing a black cloth coat and vest, black- and- white plaid trousers, light dust- coat, and black Inverness mackintosh. He has lately been employed as an insurance agent. May endeavour to leave the country. A groom or coachman; native of Torquay. It is requested that enquiries may be made at livery stables and shipping offices. Warrant issued. 10.— Torquay ( County).— For larceny ( bailee) — CHRISTIAN PASQUET, a German, age about 60, height 5 ft. 7 in., rather stout build, complexion fair, hair ( bald on top) grey, clean shaven; dress, dark coat and vest, light trousers, black bowler hat ( all much worn). He carries a glue- pot and an old carpet bag, and calls on musical instrument sellers, stating he is a repairer of flutinas, concertinas, musical boxes, & c. He pledges anything which may be given him to repair, and decamps. He left Torquay, 3rd inst., and is supposed to be going- North. It is requested that enquiries may be made at common lodging- houses and low beer- houses. Warrant issued. Information to Supt. Barbor, Torquay. 11.— Exeter ( City).— For stealing a boy's blue beaver cloth overcoat— WILLI AM BEWEN, age 12, height about 4 ft. 8 in., complexion fresh, hair light brown, full round face, thick in speech, with slight London accent; dress, dark cloth vest, cord trousers, hob- nailed boots, peak cap, and stolen overcoat, shirt and stockings marked 203. He has a sister, an inmate of Kingston- upou- Thames Workhouse, from which institution he absconded in September last, and since then he has been an inmato of the Exeter Workhouse. May be found at Unions or travelling on the railway without a ticket. Information to the Chief Constable, Court House, Exeter. DORSETSHIRE. 12.— Dorchester ( County).— For embezzling £ 4, at Wyke Regis, 22nd| ult.— JESSE SAM WAYS, age 24, height 5 ft. 2 in., complexion fair, hair ( bald in front) light, moustache brown; dress, supposed grey suit. A bricklayer; native of vicinity of Weymouth. Is supposed to be in the company of a woman, and to be in the neighbourhood of Charters- street, Old Kent- road, London, or at Waterloo- street, where it is stated either the man or woman has relations. Absconded 22nd ult. Warrant issued. Information to Supt. Devenish, Dorchester. DURHAM. 13.— Houghton- le- Spring ( County). — For failing to report— Supervisee JOHN GRIEVSON, alias GREVESON, Office No. 41672, age 27, height 5 ft. in., complexion fresh, hair brown, eyes grey, scar over right eyebrow ( boil), inside left thigh, and several on buttock. Sentenced at Preston, 15th Oct., 189, to 9 months hard labour and 3 years police supervision. 1102— 19. Information to Supt. Wilkinson, Houghton- le- Spring. 14.— West Hartlepool ( County). — For em- bezzlement, 12th inst. — STEPHEN J. TULIP, age 25 or 26, height 5 ft. 6 or 7 in., complexion fresh, hair brown, eyes grey, very talkative, smart appearance ; dress, long light ulster or mackintosh, black coat and vest, dark grey trousers, light or white tie, black felt hat. A native of Houghton- le- Spring. Was lately employed as traveller for a firm of wine and spirit merchants in West Hartlepool. Warrant issued. Information to Supt. Parkinson, West Hartlepool. HAMPSHIRE. 15.— Aldershot ( County).— For attempted rape upon a child under the age of 13 years — JAMES McLEAN, a pensioner from the Royal Artillery, age about 50, height about 5 ft. 8 or 9 in., slight build, complexion fair, hair ( bald in front) and moustache grey, otherwise clean shaved, eyes blue, high forehead; dress, dark overcoat, black diagonal coat and vest, blue serge trousers, black hard felt hat, heavy lace boots. Warrant issued. Information to Deputy Chief Constable Stephen- son, Aldershot. HEREFORDSHIRE. £ 30 REWARD. 16.— Ledbury ( County).— For wilfully shooting at and wounding a gamekeeper, at Eastnor Park, at 6 p. m., 11th inst.— A MAN, age about 30, height 5 ft. 8 in., hair and side whiskers dark, chin shaved; dress, long dark overcoat, white cotton cord trousers with bell- bottoms, light nailed boots, fronts worn down, white muffler, black hard felt hat. The above reward will be paid by Mr. William Coleman, Estate Office, Eastnor, Herefordshire, for the apprehension and conviction of the above. Information to Supt. Phillips, Ledbury. 17.— Weobley ( County).— For stealing an Irish terrier dog, about 12 months old, and a new white frail basket— WILLIAM LINES, age 18, height 5 ft. 4 in., complexion fair, hair light sandy, scar on fox- ehead and outer corner left eye, 7 dots tattooed left forearm, lost end of right thumb; dress, white cord jacket, vest and trousers, lace boots, grey cap. Supposed native of Leicester. Warrant issued. Information to Supt. Owens, Weobley. HERTFORDSHIRE. 18.— Ware ( County). — For non- payment of bastardy arrears— TOM REDMAN, alias " YOUNG DUCKIE," age 24, height 5 ft. 2 in., complexion fresh, hair and slight moustache dark brown, eyes brown, ring tattooed third finger left hand, over which he wears a silver buckle ring; dress, coster- monger's black frock coat, with blue stripe, vest to match with breast pockets to button, trousers tight at knees, bell bottom, lace boots with toe- caps, brown hard felt hat. A gipsy dealer; native of Graveness, Ampthill, Bedfordshire. Is well known at Barnet and Bedford Markets. Has a brother known as " Darkie Redman." Warrant issued. 19.— Ware ( County).— For stealing a quantity of horsehair ( recovered)— JOSEPH FROST, ago 32, height 5 ft. 7 in., complexion sallow, sharp features, high cheekbones, hair dark brown, eyes ( sunken) hazel. A native of Hitchin, Hertfordshire. Attends Bedford and other markets in company with gipsy dealers. Warrant issued. Information to Capt. Wymer, Supt., Ware. KENT. 20.— Wrens Cross ( County).— For obtaining £ 30 by false pretences, on 17th August last— ROBERT COLLINS, age 58, height 5 ft. 4 or 5 in., complexion fair, hair sandy, side- whiskers and moustache, eyes grey, has a cork or wooden leg; dress, black diagonal cutaway coat and vest, grey tweed trousers, black hard felt hat. Generally wears two pairs of spectacles, one pair of which has gold rims. Warrant issued. Information to Supt. Holman, Wrens Cross, Maid- stone. 21.— Dover ( Borough).— For failing to report- License Holder JOHN FRIGHT, alias KEN- DALL, PRESCOTT, and FAGG, Office No. 43705, age 48, height 5 ft. 7£ in., complexion dark, hair dark brown, eyes blue, scar under left eye, " D." left side, blue dot on wrist, ship and blue marks left forearm, anchor back of thumb ; dress, reefing jacket, corduroy trousers, and heavy lace boots. A labourer. Sentenced at Maidstone, 30th May, 1887, to 7 years penal servitude for larceny. Y N 1149. 22.— Dover ( Borough).— For obtaining £ 7 5s., by means of fictitious cheques on the Exchange and Discount Bank, Limited, Bradford, purporting to be drawn by William Lloyd & Co. — A MAN, age about 55, height 5 ft. 6 or 7 in., complexion fresh, hair and beard brown, turning grey ; of gentlemanly appearance ; dress, dark overcoat, high silk hat, or black hard felt hat with square top. Warrant issued. Information to Supt. Sanders, Dover. LANCASHIRE. 23.— Bury ( County).— For falsifying accounts— CHARLES WATSON CHADWICK, age 32, height 5 ft. 9 or 10 in., complexion sallow, hair dark brown, whiskers and moustache dark, eyes blue, throws his right shoulder forward when walking; dress, dark tweed coat and vest, light tweed trousers, • , TUESDAY, N O V E M B E R 2 0 , 1892. Noblett, Bury. £ 10 REWARD. 24.— Leigh ( County).— For stealing 174, gold, and £ 15, silver, at Newton- le- Willows, on 17th inst. — THOMAS SHERWOOD, age 26, height 5 ft. 1 or 2 in., complexion, hair, and small moustache dark, large red nose, scar centre of forehead and over left eye; dress, light plaid coat and vest, sky blue trousers with white stripe, strong lace boots, light cloth cap. A grocer's assistant; native of Liverpool. Was sentenced at Liverpool, 24th June, 1879, to 10 days imprisonment and 5 years in a re- formatory for stealing 6s. Warrant issued. The above reward will be paid by Mr. John Howe, of Earlstown, for tho apprehension and conviction of Sherwood, and recovery of the money, or in pro- portion to the amount recovered. Information to Supt. Higginbotham, Leigh. 25.— Warrington ( Borough).— For failing to report— License Holder SARAH CAIRNCROSS, alias CAILCROSS, and GREEN, Office No. 43498, age 51, height 4 ft. 9 in., complexion sallow, hair brown, eyes grey, long face, slight build, scars on left forearm, forehead, and on back, lost all upper teeth, vaccination marks both arms. A widow; native of Warburton. Sentenced at Chester, 7th March, 1889, to 5 years penal servitude for forgery and fraud. Z P 213. Information to the Chief Constable of Warrington. YORKSHIRE ( WEST RIDING). 30.— Barnsley ( County).— For failing to report — License holder WILLIAM HINCHCLIFFE, alias THOMAS BEAUMONT, and WM. KAYE, Office No. 43496, age 71, height 5 ft. 9 in., complexion fresh, hair grey, eyes brown, scar between eyes, out side corner of right eye, and on right forearm ( blue), lost all teeth, peculiar gait. Sentenced at Salford, 5th Dec., 1887, to 5 years and a remanet of a former sentence of penal servitude and 7 years police supervision, for fraud. Licensed 13th Aug., 1892. JN 191. Information to Supt. Kane, Barnsley. LINCOLNSHIRE. 26.— Lincoln ( City).— For obtaining £ 5 from a leather dealer, by means of a fictitious cheque on Messrs. Lambton & Co's Bank, Newoastle- on- Tyne, on 5th inst.— A MAN, age about 40, height 5 ft. 5 in., complexion pale, dark brown whiskers and mous- tache, cut short; dress, black overcoat, brown Inverness mackintosh with cape, turn- down collar, black scarf, black billycock hat. He presented a card in the name of " G. H ANGUS," stating he represented the firm of Messrs. George Angus & Co., Limited, leather merchants, Newcastle- upon- Tyne. May assume the name of ROWLEY or OWEN. Was sentenced at Leicester County Assizes, 28th November, 1889, to 18 months imprisonment in the name of FREDERICK J. ROWLEY, for similar offences committed at Reading and Market Harborough. Warrant issued. Information to Chief Constable Mansell, Lincoln SHROPSHIRE. 27. — Whitchurch ( County).— For larceny ( dwelling), 9th inst.— JOHN CARR, an Irishman, age 30 to 35, height 5 ft. 5 or 6 in., complexion fresh, hair dark, small side- whiskers, heavy light moustache; dress, cord jacket or dark cloth jacket, cord trousers, lace boots, dark cloth cap with peak May seek employment at farmhouses. YORKSHIRE ( EAST RIDING). 29. — Hull ( Borough). — For embezzlement — GEORGE WILLIAM EYISON POSKITT, a clerk, late of 21, Sutton- street, Hull, age 26, height 5 ft. 8 or 9 in., hair light, eyes brown ; smart gentle- manly appearance; dress, blue overcoat with velvet collar, black worsted] coat and vest, blue- and- grey striped mixture trousers, top boots. Warrant issued. Information to Captain Gurney, Chief Constable, Hull. PERSONS IN CUSTODY. BRECONSHIRE. 31.— Crickhowell ( County). — Committed for trial at Brecon Quarter Sessions, 3rd prox., for obtaining money by false pretences. ( See Cases No. 13, 23rd September, and No. 7, 14th October) — OWEN JONES, alias ROBERTS, a tramping clock cleaner, ago 35, height 5 ft. 4 in., oval face, complexion sallow, hair dark brown, eyes dark grey, pockpitted, scar under chin, fourth finger right hand contracted. A native of Amlwch, North Wales. Has been previously convicted at Aberyst- with, Carnarvon, and Ruthin. Information to Supt. Winterson, Crickhowell. HEREFORDSHIRE. 32. — Ledbury ( County).— Sentenced to 14 days imprisonment, 15th inst., for larceny — JOHN GOODWIN, a tramp, age 42, height 5 ft. 6 in., complexion fresh, hair and moustache brown, eyes hazel, large lump on back ; dress, brown tweed suit and round cap. States he is a native of Sydenham, London, and that he belongs to the Church Army. Information to Supt. Phillips, Ledbury. HERTFORDSHIRE. 33.— Ware ( County). — Remanded for house- breaking— THOMAS MURRAY ( supposed false) age 61, height 5 ft. 10^ in., without shoes, com- plexion fair, whiskers, beard and moustache grey, head bald, eyes blue ; Angel, Cross with saint there' on. Head within garter, crown over crossed cannons below surrounded with trophy of flags. Hall, Rugby. 63.— Leamington ( Borough).— 29th ult., from an " old curiosity shop "— a small black glass case, containing about 40 antique rings, all of various patterns, sizes, and value, a few of which are described below— Supposed by two men, who slept together the previous night at a coffee tavern, and called next day at th9 shop under the pretence of making a purchase.— lst, JONES, 25 to 30 years of age, 5 ft. 8 or 9 in., pale face, light hair ( cut short), clean shaved ; dressed in a short black coat and vest, light trousers with blue stripe, light covert coat, old boots, black bowler hat ; wears a heavy plated chain, and carries a walking stick. 2nd, name unknown, 25 to 30 years of age, height 5 ft. 11 in., thin face, pale complexion, small side whiskers ( since shaven off), sandy moustache; dressed in dark coat and vest, light check trousers, which have been mended on right leg at knee and thigh, black overcoat, lace- up boots with wide welts, black bowler hat; sometimes wears light- coloured leg- gings. Both supposed to be expert travelling thieves. Photo of Jones, since obtained from Nottingham, has been identified as being one of the two, and his record of convictions is as follows : Liverpool, as John Clarke, one month, frequenting, ' 85 ; Glasgow, 18 months, ' 85, stealing bag of money; Stockport, five years penal, receiving, ' 87; Nottingham, ' 92, attempted till robbery, six months. The second man has committed another larceny, at an Oxford College, on the lst inst.
