All announcements for insertion in the POIICB GAZETTE, and all communications upon them shoula or addressed to THB EDITOB oi THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE ( JAZETTB, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. V. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. G. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of\ hs. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of anoffi : cr of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ?, Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, a,. dart , alphabetically arranged by counties. 9. The force which causes part iculars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicn may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond 3f Co.," Post Office Order payable at Cnar. ng Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in str ict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com plaints as to the Don- delivery or of irregularity in the date of cVivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points- fa) The amount of the reward. ( b) The conditions on which it is payable, ( o) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 1 No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan folice Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. l — Convict Supervision Department. — Woodcut portrait and amended description of 3.— c Division.— Portrait and description of FREDERICK EDWIN HARRIS, whose apprehen- License Holder ROBERT HOLROYD GOAT, Cffice No. 43280, whose apprehension is sought for numerous larcenies from furnished apartments in the Metropolis and elsewhere ( see Cases No. 1 and 8, 21st and 28th October last)— Age 24, height 5 ft. 6 in., complexion fresh, hair brown, eyes blue, scar left temple, left leg, and 3 right knee, clean shaved; dress, when last seen, dark overcoat, striped tweed trousers, black hard felt hat, laced boots ( broad soles). Of gentlemanly appearance and address He usually says that ho has just arrived from Glasgow, Dundee, Manchester, or some other large town, with two other gentlemen, to take a govern- ment appointment, and that he is desirous of securing comfortable lodgings for himself and friends. Father keeps a provision shop at 2, Russell- street, Wisbeach. 2.— D Division.— For obtaining £ 4 4s. by false pretences, on 25th ult. — M. MORRIS, alias ABRAHAMS, LEVY, and other Jewish names, age 45 ( looks younger), height 5 ft. 6 in., stout build, complexion swarthy, full face, hair and moustache very dark, eyes dark. He drives about in a brougham or traveller's trap, usually accompanied by a man in livery, and calls on persons about to open or who have recently opened tobacconists' or stationers' shops, and eventually succeeds in defrauding them by selling worthless cement, marking ink, cigarettes, & c. Has his letters addressed to small shops and post offices until called for. Warrant issued. 4. — P Division. — For embezzlement — JOSEPH JOHNSON, a milk carrier, age 28, height 5 ft. 3 in., complexion florid, hair and slight moustache light brown; dress, brown overcoat, dark cord trousers and vest, white turn- down collar, lace boots, black hard felt hat. Warrant issued. 5.— T Division.— Wooicut portrait and de scription of CHARLES RICHARD LLOYD, a provision merchant, whose apprehension is soaght for conspiracy and fraud— Age 35, height 5 ft. 8 or 6 T H E POLICE GAZETTE. A native of Wantage, Berks, where he is well known. Warrant issued. 6.— R Division.— For embezzling £ 20 — JOHN PEN WARDEN, age 35, height 5 ft. 8 in., com- plexion fresh, hair brown, eyes light, clean shaved, smart military appearance ; dress, dark blue over- coat with velvet collar, satin lining, dark cloth suit, black hard felt hat; wears eyeglasses. A native of Cornwall. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. AYRSHIRE. 7.— Ayr ( County).— Portrait and description of WILLIAM PETTIGREW, boot and shoe traveller, whose apprehension is sought for embezzlement, at Maybole, between 15th March and 26th ulto.— Age 23, height 5 ft. 7 in., complexion fresh, hair brown, slight light moustache, eyes hazel, smart and respectable appearance, walks with a swinging gait; dress, black serge jacket and vest, light tweed trousers, stand- up collar, white scarf, black hard felt hat. A native of Ayr. Warrant issued. Information to the Chief Constable of Ayrshire, Ayr. BANFFSHIRE. 8.— Banff ( County). — For fraud, forgery, and embezzlement — RICHARD BARLOW, age 34, height 5 ft. 8 or 9 in., complexion fresh, long face, hair and moustache brown, eyes blue or grey, left leg bent inward at knee and is a little lame, rocking gait; dress, grey Scotch tweed or black corded cloth suit, and hard felt hat. An insurance agent; native of Banff. Absconded 17th ult., accompanied by his wife, age 29, height about 5 ft. 6 in., complexion sallow, hair black, large dark eyes, very small mouth, which has a contracted appearance. They had with them their daughter, age about 2 years. Have friends in Glasgow, Liverpool, and at Slavemore, co. Mayo, where the wife's father resides. It is requested that enquiries may be made at shipping offices and insurance agent3. Warrant issued. Information to Chief Constable Haigb, Banff. BERKSHIRE. 9.— Reading ( County).— For embezzlement— CALEB SLAUGHTER, age 40, height 5 ft. 6 or 7 in., complexion fresh, hair light brown, whiskers and moustache sandy, shaved on chin ; dress, when last seen, dark plaid jacket, sleeve vest, corduroy trousers, lace boots, light cloth cap. A carpenter ; native of Burghfield, Berks. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Supt. Pocock, Reading. 10.— Reading ( Borough).— Escaped from the police cells at Reading, on the evening of 1st inst., where he was detained on several charges of forging Post Office Orders— HENRY ALFRED GOWER, alias GEORGE WILSON, G. JOHNSON, H. THOMAS, & c., age 32, height 5 ft. 5 in., com- plexion dark, hair aud moustache, which comes round corners of mouth, dark brown ( may now be shaved), full brown eyes, oval face, large nose ( sompwhat flat), large birthmark on right thigh ; of slightly Jewish appearance; dress, double- breasted dark mixture jacket and vest, brown mixture trousers, black tie, black hard felt hat. A carpenter and joiner, but has of late been acting as a book- maker and attending most of the race meetings. A native of Bridgnorth, Salop. His wife and children reside at Frimley Green. Information to Head Constable Tewsloy, Reading. CARMARTHENSHIRE. 11 — LI an e 11y ( County) .— For larceny— PH1LIP COHEN, a Polish Jew, age 22, height 5 ft. 1J in., complexion pale, hair dark brown, eyes brown, cut scar on right second finger; dress, light brown summer overcoat, dark brown trousers, lace boots ; carries a square wicker basket. A pedlar in fancy drapery, certificate No. 726, granted 29th September last, at Bridgend, Glamorganshire. Last seen on the Great Western Railway Station at Cardiff, 24th October last. Information to Captain Scott, Supt., Llanelly. CARNARVONSHIRE. 12.— Conway ( County).— For obtaining £ 5 by false pretences— G. BRUNCKER, alias VINCENT JOHNSON, age 26 to 30, height 5 ft. 4 or 5 in., stout build, complexion fair, hair and moustache brown, blind right eye, the ball of which is white ; dress, when last seen, new rough blue cloth jacket suit, dark blue overcoat with velvet collar, black hard felt hat, occasionally high silk hat, stand- up collar, light tie, lace boots; had abrown cheque ulster, and carried a medium size brown leather Gladstone bag; good appearance andaddress. Isatravellerforthe Titan Soap Company, and has travelled the southern counties of England for the above firm for some months past. It is supposed that he is now in the company of S. G. Harding, age about 28, looks younger, height about 5 ft. 8 or 9 in., slight build, complexion sallow, hair ( rather long) dark, no whiskers or moustache, eyes light grey; dress, new navy- blue reefer coat, trousers and vest to match, black hard felt hat, lace boots, nearly new. DERBYSHIRE. 13.— Belper ( County).— For stealing wearing apparel ( recovered), on 2nd inst. — HARRY BORREY, age 25, height 5 ft. 8 in., slender build, complexion fair, hair light brown ; dress, dark grey jacket, shepherd plaid trousers, brown check cap and scarf. Warrant issued. Information to Supt. McDonald, Belper. ESSEX. 14.— Chelmsford ( County).— For embezzling 9s. 3d., 7th inst.— ARTHUR ROBINSON, age 19, height 5 ft. 4 in., complexion fair, hair light brown, eyes blue, scar and a mole left of back, mole back aud top of left shoulder, mole left side of body, left testicle deficient; dress, diagonal coat with pockets in tails, light vest, old greyish tronsers, light cap. May be found at some barracks working at his trade, a barber. Native of Maidenhead. Sentenced at Haverhill, 27th June last, to 4 months imprison- ment for larceny. Absconded 8th inst. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. 15.— Epping ( County). — For cruelty to his child— HENRY RICHARD THOMAS, age 35, height 5 ft. 7 in., complexion fresh, hair brown, side whiskers sandy ; dress, cloth coat, cardigan jacket, cord trousers, hard felt hat, lace boots. He attends Whitechapel haymarket every alternate morning, and is well- known between Blackmore, Ingatestone, Brentwood and London. A hay carter ; native of Blackmore. Warrant issued. Womack, Epping. 16. — Grays ( County). — For embezzling £ 6 6s. 8d. — HERBERT YIER, age 22, height about 5 ft. 6 in., complexion fair, hair brown, no whiskers or moustache; dress, tweed snit, and dark double- breasted overcoat. A journeyman baker; native of Aston, Warwick. Warrant issued. Information to Supt. Gordon, Grays. FORFARSHIRE. 17. — Dundee ( City). — For attempting to commit fraud— J. H. MALCOLM, alias HARRY or HENRY NORTON, a? e 30 to 35, height about 5 ft. 6 in., complexion fresh, hair light or light brown, cnt short, small light moustache and beard, cut short, speaks softly with English accent, looks short- necked ( probably owing to blue or dark blue double- breasted overcoat coming high upj, small fashionable round black felt hat; may be wearing dark overcoat with cap9. He has written to clergymen in this country and in several of the British Colonies, representing that he has been requested by a gentleman, whom he names and describes as a philanthropist, but who in reality does not exist, to offer them an iron church for £ 100, which is as good as new, and which cost £ 500. He stipulates tor £ 50 being paid on acceptance of offer, to cover cost of taking dowrc, packing, & c., the rest of the prirchase- nv ney to he paid by easy insta'ments, " out. when a request is made as to where the church can be seen, he stops the correspondence. HAMPSHIRE. 18.— Portsmouth ( Borough).— For stealing an open- face silver lever watch ; a metal chain ; and two foreign coins— ELIZABETH USHER, age 22, height 5 ft. 1 or 2 in., complexion dark, hair very dark, cross- eyed, scar left side of neck, left wrist grown out at joint; dress, short rough black cloth jacket, blue Eerge dress, white wrap, low shoes, black felt hat, trimmed witli black feathers, wore an imitation gold brooch, with the word " Regard " thereon. Had with her a black patent leather hand- bag, and a travelling trunk, oval top, covered with dark American leather, initials " A. C. G." or " A. G. C." painted in white on top of lid. Warrant issued. Information to Chief Constable Cosser, Town Hall, Portsmouth. HEREFORDSHIRE. 19.— Hereford ( City).— For fraudulently obtain- ing brass ornaments for cart- horse harness — WILLIAM FREEMAN, age about 35, height 5 ft. 7 or 8 in., complexion fresh, hair ( curly) dark brown, both arms supposed tattooed ; dressed as a tramping mason, but has a dark cloth suit with him. Sup- posed native of Barnsley, Gloucester. Warrant issued. Information to Head Constable Richardson, Hereford. KENT. 20. — Margate ( Borough). — Portrait and description of FRANCIS MILES BROWN, alias FRANCIS MONTAGUE BROWN, LIEU- TENANT BROWN, MONTAGUE DE BEAU- VOIR, RALPH HAMPSHIRE, & c., whose appre- hension is sought for obtaining £ 7 12s. by means of a fictitious cheque, 19th Sept. last— Age about 26, height 5 ft. 8 in., complexion, hair, and moustache dark, round features; of gentlemanly appearance and address; dressed, when last seen, in dark suit, short jacket, black hard felt hat. A native of Norwich. His modus operandi is to call upon some tradesman and use some local medical man's name, stating that the doctor having run out of cheques, and the bank being closed for the night, he would be glad if he ( the tradesman) would give him two blank cheqaes, as he wishes to send them away by post at once. He forges some other tradesman's name, purchases something, gets the change, and absconds. In this FRIDAY, DECEMBER 16, 1892. LANCASHIRE. 21.— Chorley ( County).— For failing to report— Supervisee JANE ANN WHITE, alias ALCOCK, Office No. 43031, age 38, height 5 ft. 3 in., com- plexion Fallow, hair brown ( wavy), eyes brown, scar above and OD right eyebrow, blue scar below right nostril, both sides of lefi thumb, and between thumb and forennger. Sentenced at Preston, 27th May, 1891, to 12 months hard labour and 3 years police supervision for larceny. Should her residence be known, her descriptive form will be sent. on application. Norris, Chorley. 22.— Ormskirk ( County).— For failing to re- port — Supervisee LUKE SEDDON, Office No. 40730, age 22, height 5 ft. 2£ in., complexion fresh, hair brown, eyes grey, crossed scar over right eye- brow, mole back of shoulder, T. E. inside left fore- arm, blue dot between each thumb and forefinger, and on 2nd and 3rd left fingers, blue mark outside left forearm. Sentenced at Preston, 9th April, 1890, to 9 months' hard labour and 3 years police super- vision for larceny. 4109- 18. Information to Supt.. Jervis, Ormskirk. 23. — Old Trafford ( County). — For stealing, 6th inst., 5 postal orders ( recovered)— A MAN. age 26 to 30, height 5 ft. 8 in., slender build, com- plexion fresh, hair and moustache brown ; was wear- ing, when he stole the orders, a dark cap and cardigan jacket, and when ne cashed them, dark jacket, black bowler hat, stand- up collar, white front with blue stripes, blue tie. Supposed to be the same man described in Case No. 11, 2nd inst. Information to Supt. Bent, Old Tralford. 24.— Rawtenstall ( County).— Portrait and description of WALTER VERE STALLON, whose j. - apprehension is sought for embezzling £ 200, the monies of the Corporation of Rawtenstall : Age 40 to 45, height 5 ft. 7 or 8 in., stout build, complexion very fresh, hair and moustache dark brown, slight side whiskers, eyes brown, prominent nose, walks very erect, has a deep sonorous voice and speaks with a slight nasal twang; good- looking and of gentlemanly appearance and address; may be dressed in light tweed suit, dark overcoat or black Inverness waterproof; sometimes wears knicker- bockers and thick woollen stockings, high stand- up collar, light tie with gold and diamond pin, and black billycock hat. May endeavour to go abroad. Warrant issued. Information to Supt. Procter, Rawtenstall. 25.— Liverpool ( City).— For failing to report— License Holder JOHN LAWTON, alias JOHN EVANS, THOMAS ANDERSON, and THOMAS JACKSON, Office No. 43954, age 53, height 5 ft. 5 in., complexion fresh, hair sandy ( turning grey), eyes blue ( cataract on left), scar 1st right finger and right kneecap. Sentenced at Liverpool, 6th Nov., 1886, to 7 years penal servitude and a remanet of a former sentence for housebreaking. Licensed 18th ult. Sentence expires 26th Nov., 1894. I M 273. Information to the Assistant Head Constable, Detective Department, Liverpool. 26.— Rochdale ( Borough). — For stealing, 5th inst.— A rough black cloth coat, pockets inside hips and outside left breast, black lining, and cloth covered buttons, vest to match, lined with yellow sateen, watch pocket both sides— A man who gave the name of GEORGE WALTON, age abont 25, height 5 ft. 9 or 10 in., complexion fresh, clean shaved, long features ; dress, dark clothes, fawn- colour double- breasted overcoat to knees, velvet collar, two rows large ivory buttons down front, soft black hat. The appearance of a theatrical. He took lodgings at the house and only stayed a few minutes. Stated he was a music hall artiste. Information to Chief Constable Wilkinson, Roch- dale. 27.— St. Helen's ( Borough). — For embezzle- ment— FREDERICK EDWARD JAMES, a clerk, age about 33, height 5 ft. 11 in., slender build, com- plexion fresh, hair and moustache brown ; of gentle- manly appearance ; dress, dark overcoat, black coat and vest, striped trousers, black hard felt hat. A native of Staifordshire. For several years he resided at Crewe, and was employed by the London and North Western Railway Company, as booking clerk, and for the last 8 years has been employed by the same Company as chief clerk at the parcel office in St. Helen's. Absconded 2nd inst., and gave up a ticket at Willesden Junction on 3rd inst. Warrant issued. Information to Chief Constable Wood, St. Helen's. NORTHAMPTONSHIRE. 28.— Daventry ( County).— For stealing £ 10, 9th ult.— A MAN, age about 35, height 5 ft. 9 in., com- plexion sallow, thin face, hair and moustache light brown, lost upper front teeth; dress, black shooting coat, brown corduroy trousers, lemon color corduroy vest, dark woollen shirt, light muffler, horse- shoe pattern, brown rough double- peak cap, lace boots, clothing nearly new. The theft was committed while he was engaged disinfecting a bedroom for the Sanitary Inspector. He stated that he had been similarly employed at Sheffield about 4 years ago. Calls himself JACK, or TOM. Warrant issued. 29.— Daventry ( County).— For stealing, 9th nit., an old grey check suit; 1 pair dark trousers ; 1 pair black cloth trousers ; 1 white shirt, nearly new; 1 white necktie; 1 black hard felt hat, and a red hankerchief— HENRY EAST, age about 35, height 5 ft. 7 or 8 in., complexion fresh, hair light brown, moustache inclined to be sandy. Several old scars about the head, 2 or 3 on back of head ; supposed drebsed in the stolen clothes, as his own were left behind. He plays a tin whistle in public houses and boasts of having been in battles when in the Army. Is an old offender. Native of Rickmansworth, Herts. Warrant issued. Information to Supt. STAFFORDSHIRE. 30.— Burslem ( County).— For stealing a watch ( recovered), 3rd inst. — DANIEL PATRICK DEVINE, age 24, height 5 ft. 10 in., complexion pale, hair and moustache dark, rather large brown eyes, cut on nose; dress, dark coat and vest, mole- skin trousers, black cap with peak. A labourer; native of Kidsgrove, near Stoke- on- Trent. Warrant issued. Information to Chief Supt. Hill, Burslem. SURREY. 31.— Reigate ( Borough). — For housebreaking, 9th inst., and stealing a very old- fashioned silver verge watch, No. 662, maker " Bodle, Reigate "— FOUR MEN : 1st, age abont 23, height 5 ft. 9 or 10 in., hair and moustache light; dress, long dark overcoat, and dark felt hat. The other three were short with dark moustachios, and dressed in dark clothes, and black hard felt hats. Information to Head Constable Morant, Redhill. SUSSEX ( EAST). 32.— Eastbourne ( Borough). — For stealing, 30th ult., a mason's full- size trowel, small handle, slightly burnt; two iron chisels ( one 12 in. long, square make, the other 4 in. long, round make)— A man, who gave the name of TURNER, age about 35 or 40, height 5 ft. 8 or 9 in., hair brown, heavy dark ginger military moustache; dress, blue serge jacket ( which he keeps buttoned), drab fine cord trousers, black round hard felt hat, lace military boots.
