W. t Particulars concerninq persons whose apprehension is sought mill be inserted m one issue of the POLICE GAZETTB, if they are sufficient to enable action to be taken upon them by another force. 8 Particulars as to stolen property will be likewise inserted in one issue, if sujictent to enable the article in question to be thereby identified. I In all cases where a reward is offered the name and address of some person responsible for the payment must be given, md ihc exact conditions be clearly stated. £•. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of " is. Sd. per photograph or sketch of a stolen article, including the expense of engraving on mood. 5. h very announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in forceagainst him, the requisition must be signed by the chief officer of no1 ice, or his immediate deputy, of the county, city, or borough, as the ease may be. Announcements concerning stolen property must be guaranteed bu an officer of nut less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, a.. i art alphabetically arranged by counties. g. The force which causes particulars concerning delinquents or stolen property to be inserted im the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all canes, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whim mat/ result from such publication. 11. Announcements for the Friday issue should be forxarded so as to he received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, ou account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( a) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. X. No expression must be used in such an advertise- ment, in relation to pioperty stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. MURDER. METROPOLITAN POLICE DISTRICT. V DIVISION.— Woodcut portrait and description of DR. ROBERT THOMAS FREE MAN, ( page 1) whose apprehension is sought for wilful murder— procuring abortion and thereby causing death :— Age 62, height 5 ft. 10 in., complexion sallow, hair grey, eyes supposed grey; walks with a short quick step, shuffling gait; long prominent teeth in front, which are very noticeable when talking or laughing; wears glasses ; generally dressed in black overcoat and black clerical hat; sometimes wears a silk hat. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, London, S. W. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 2.— C. I. Department.— For conspiracy to defraud the Australian Banking Company, Sydney— ALEXANDER HASTINGS MALCOLM, ago 49, height 5 ft. 6 or 7 in., complexion, hair, whiskers, and moustache dark, rather flat nose, strongly built; of gentlemanly appearance. Has wife and 2 children. Supposed native of Edinburgh. Is likely to be engaged in floating some financial speculation in the provinces. Provisional warrant issued under Fugitive Offenders Act. 3.— B Division.— For conspiracy and obtain- ing goods by fraud— DR. ROSS, age 38, height 5 ft. 8 in., complexion, hair and eyes dark, slight cast in one eye, and blinks same when talking ; of gentle- manly appearance; dress, dark frock coat, high silk hat. Had a dispensary at Stockport. — G. M. MASTERMAN, age 35, height 5 ft. 7 in., com- plexion fair, hair and moustache light, eyes blue, dressed respectably and generally wears a high silk hat. Has carried on business as Wickens & Co.; Accountants, in Great Queen- street, Westminster.— W. RICHARDSON, age 40, height 5 ft. 8 in., com- plexion fair, hair and moustache light, eyes blue ; dress, black coat and vest, low hard felt hat. Warrant issued. 4. — B Division. — For obtaining food and lodgings by false pretences— T. F. HAMILTON WILKINSON, age 40, height 6 ft., complexion and hair dark, very loog black beard, large brown eyes; dress, dark blue serge suit, white straw hit. A native of East Grinstead. Warrant issued. 5.— E Division- — For obtaining £ 1 Is. by false pretences— WILLIAM CARLILE, age 30 to 35, height 5 ft. 8 in., complexion fair, hair light, eyes blue, clean- shaved full face, very plausible in his conversation; speaks with a Scotch accent; dre3P, grey jicket suit, black hard felt hat. A Scotchman. He calls on tea and provision merchants, stating he is propricter of the " Anti- Adulteration Journal," and obtains a guinea subscription on the faith of advertising them in his journal. Warrant issued. 6. — S Division- — For embezzlement — THOMAS DUFF, age 23, height 5 ft. 6 in., com- plexion fair, hair brown, eyes blue; dress, dark blue overcoat, pearl buttons, red mixture suit; black hard felt hat, Lrown leather shoes ; sometimes wears a dark grey overcoat with cape. A native of New Brompton, Kent. Warrant isbued. 7.— Y Division. — For larceny ( servant) and stealing 4 buse* containing African cariosities, clothing a bundle of bows and arrows, & c.— CHARLES MORRIS, a sailor, age 23, height 5 ft. 8 in., complexion, hair and eyes dark, clean shaved ; dress, brownish grey tweed suit, brown waterproof hat. He took train for Birmingham on 25th ult. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 8. — For fraud, ARTHUR SOLOMON, late of 168, Queen Victoria- street, E. C., and Home Lynn, Merton, Surrey ; age about 40, height 5 ft. 9 in., complexion sallow; hair, beard, whiskers and moustache black; always dressed in dark clothes. A furniture dealer. Warrant issued. 9. — For stealing a £ 100 Bank of England Note. No. W | 12, 12746, dated 2nd February, 1891, Bristol Branch, GEORGE BALCHEN, an hotel porter, late of Westcott's Hotel, Newgate Street, London, age about 33, height 5 ft. 5 or 6 in., well- built, complexion fair, hair and moustache rather light and thick ; dress black morning coat and vest, light trousers, hard felt hat. A native of Sweden. Speaks broken English and several languages. Has been a steward on board ship. Absconded 21st, ult. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. CAMBRIDGESHIRE. 10.— March ( County).— For obtaining clothing by means of a fictitious order in writing on 28th ult.— BROWN ( supposed false), age about 35, height 5 ft. 7 or 8 in., complexion rather dirk, hair brown, moustache durk, speaks rather howsely; dress, blue pilot cloth jacket, moleskin or cord trousers, blue cloth cap ; appearance of a farm labourer. Supposed native of East Rudham, Norfolk. Warrant issued. Information to Deputy Chief Constable Burrows, March. CHESHIRE. 11.— Macclesfield ( Borough).— For stealing from a Post Office on 23rd ult., 5 postal orders for 20s. each— RUPERT GREEN, alias BROWN, EVANS, & c., age about 28, height 5 ft. 8 in., slight build, complexion dark, hair and moustache brown, oval face; of gentlemanly appearance ; wore a long brown overcoat with bolt, and black bowler hat. He called at a branch office which was in charge of a female and asked for the orders, snatched them from her hand, and ran away. The same night he cashed three of the orders at hotels at Stockport. He is wanted at Reading, Newport, Worcester, and Margate. ( See " Police Gazette," 22nd July and 25th ult.) Warrant issued. Information to Chief Constable Sheasby, Mnecles- fleld. DORSETSHIRE. 12.— Poole ( County)— For stealing £ 4 from a vessel, 21st ult.— WILLIAM THORNBURY, age about 18, height about 5 ft. 3 or 4 in., Btout build, complexion, hair and eyes dark, is hard of hearing; dress, dark coat, brown trousers, black- and- white shirt, dark cap, with leather peak. A sailor; native of Waterford.— THOMAS KELLY, age about 18, height 5 ft. 4 or 5 in., slight build, complexion fair, hair light brown, T. K. tattooed on one forearm; dress, dark jacket, blue guernsey, dark trousers, dark cap with leather peak, plain shoes. A sailor ; late of 12, Moss- street, Dublin. Warrant issued. Information to Deputy Chief Constable Haices, Poole. DURHAM. 13.— Consett ( County).— For stealing a jacket ( recovered) atBIackhill, 29th October last— CHRIS- TOPHER SCOTT, age 26, height 5 ft. 10£ in., complexion fresh, hair light brown, eyes blue, slightly knock- kneed ; dress, grey tweed cloth jacket and vest, moleskin trousers, newly washed, cloth cap, strong lace boots. A native of Blackhill. Warrant issued. Information to Supt. Benzies, Consett. ESSEX. 14.— Chelmsford ( County).— For neglecting to maintain his family ( see Case No. 89,17th April. 1891)— JAMES CARNELL, age 48, height 5 ft. 3 or 4 in., complexion, hair, whiskers and moustache dark, right arm has been broken. Is addicted to drink. A labourer; native of Boreham. Last residence, Southchurch, Essex. Warrant issued. £ 2 REWARD. 15.— Che msford ( County).— For deserting his wife and family on 5th April, 1890 ( see Case No. 18, 24th April, 1891)— THOMAS KETLEY, age 40, height 5 ft. 9 or 10 in., complexion fair, hair and side whiskers dark brown, no moustache, eyes blue, rather round- shouldered, carries his head forward when walking, is bow- legged. A labourer; native of Great Leighs. The above reward will be paid by the Chelmsford Guardians for his apprehension. Warrant issued. 16.— c h e I rn sf o rd ( County) — For deserting his children, 25th November, 1890, and leaving them chargeable to the Chelmsford Poor Law Union ( see Case No. 11, 13th February, 1891) — CHARLES TRUSSELL, alias WARREN, and BOSS, age 36, height 5 ft. 7 or 8 ia., complexion fresh, hair light brown, moustache and side whiskers ginger, Romau nose; dress, black coat, cord trousers, hard hat or double- peaked cap. A native of Great Baddow. Is fond of drink. Has been a soldier. Usually workj with threshing machines. Warrant issued. £ 2 REWARD. 17.— Chelmsford ( County).— For deserting his children in January, 1889, leaving them charge- able to the Chelmsford Union ( see Case No. 22, 19th April, 1889)— ROBERT HALL, or HALLS, age 36, height 5 ft. 7 in., complexion fresh, hair dark brown, rather dirty appearance. A railway navvy; native of Runwell. Is addicted to drink. The above reward will be paid by the Guardians of the Chelmsford Union for his apprehension. Warrant issued. 18.— Chelmsford ( County).— For assaulting Police, 23rd September, 1889— ELI CRANFULL, alias KING, age 50, height 5 ft. 4 or 5 in., thick- 3et, round- shouldered, short neck, sharp features, hair bald, light brown short moustache, eyes large and prominent, long nose. He makes knitted nightcaps, wool mats, & c. For being drunk and disorderly, 23rd September. 1889— CATHERINE CRANFIELD, alias KING, age 60, height 5 ft. 1 in., hair and eyes dark. A pedlar; native of Harwich. She hawks the caps, & c., made by her husband. Commitment warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. ' A 19 — Epping { County).— For obtaining by false pretences, 28th alt., 2 parcels containing 10j yds. of SO ID. white twill sheeting; 6 yds. unbleached sheeting; 4 yds. crash with red- and- blue stripe border; 4 yds. tea cloth ; 12 yds. trimming} 6 yds. flannel; 7 yds. flannelette; 4yds. cretonne; 6yds. art muslin; 14 yds. unbleached calico; 6 yd?, white calico; 4 yds. cream holland ; 8 yds. shirting; 7 yds. apron linen ; 1 lb. of black Scotch yarn ; 8 skeins of red Scotch yarn ; 1 boy's navy nap reefer, size 3, anchor buttons ; 1 pair lady's levant boots, size 4 ; 1 pvir lady's boots, size 4 ; 1 pair of " Ferroline Support Corsets ( Suffolk)," drab with spoon busks, stamped " Ferroline Supports" in- ide, with drab si'k stay lace; 3 pairs black cashmere stockings ( 1 pair woman'd size), and several article? of haberdashery— A WOMAN, aga 25 to 35, medium height, eyes brown, complexion rather pale, appa- rently had only one tooth; dre- is, very long brown Bosnian cloak, small hat trimmed with brown velvet; who stated she wanted the goods for a resident in the neighbourhood, anil took them with her, stating- that she belonged to Stratford. Information to Supt. Womack, Epping. KENT. 20.— Margate { Borough).— For stealing, 25th ult., a coat ( found pledged), a black cloth vest, a pair of light small- check woollen trousers, pockets in front, and a blue- and- white striped Oxford shirt ( nearly new)— THOMAS MARTIN, alias SBUSTEB, age about 33, height 5 ft. 6 or 7 in., complexion dark, rather thick dark moustache, long dark hair, full blue eyes, military appearance, digs his heels on the ground when walking; dress, long dark single- breasted overcoat, light mixture trousers, blaok hard felt hat, lace boots; dirty appearance. Stays at common lodging- houses. He served several jvars in the South Lancashire Regiment, and, having been invalided, is in receipt of a pension. Has been employed by a firm of advertising agents. He passed through Whitstabla on the morning of 26th ult., when he stated he was on his way to Chatham, and is supposed to be making his way to London. Information to Chief Constable Buck, Margate. 21— Tunbridge Wells ( Boronqh).— For em- bezzlement— HENRY BROTHEBWOOD, age 32, height 5 ft 5 in., hair brown, eyes grey, red blotchy face; has the appearance of a man addicted to drink ; dress, black jacket dark cord trousers, round felt hat. A native of Tudely, Kent. Warrant issued. Informa'ion to the Chief Constable, Tunbridge Wells. LANCASHIRE. 22. — Manchester { City). — For failing to repcrt — Supervisee SIDNEY VIVIAN, alias WILLIAM HOLLAND, and ALBEBT WHAB- TON, Office No. 43980, age 22, height 5 ft. 7 in., complexion pale, hair dark brown, eyes grey, scar right of forehead and left eyebrow, red mole centre of breast and centre of back, blue mark outside left forearm, blue dot between left thumb and finger. Sentenced at Manchester, 10th August, 1891, to 15 months hard labour and 3 years police supervi- sion for larceny { person). Supervisee MABGABET BODGEB, alias BOGEBS, GBANTHAM. TUBNEB, and BY- LANCE, Office No. 43789, age 40, height 4 ft. 11 in., complexion pale, hair and eyes brown, scar outsile right forearm and on left eyebrow and eyelid, mole on left cheek. Sentenced at Manchester, 8th Oct., 1891, to 12 months hard labour and 3 years police supervision for larceny. License Holder ANN WILSON, alias MONT- GOMERY, ELIZABETH SMITH, JANE BUN- KEB, and ANN CABEY, Office No. 43776, age 50, height 5 ft. 2 in., complexion fair, hair brown, eyes blue, small lump left side of forearm, lame right leg. Sentenced at Edinburgh, 27th November, 1882, to 10 years penal servitude for theft, Ins been re convicted and liberated on a second license ; sentence expires 30th September, 1894. License Haider JOHN BOBEBTS, alias ABM. STRONG, Office No. 43793, age 24, height 5 ft. 4 iu., complexion fresh, hair brown, eyes tjr.- y, scar centre of forehead and back of right hand, mole on right cheek, back of neck ( several), each forearm, each shoulder, and left wrist, brown maiks each side of belly, blue mark back of left wrist. Sen- tenced at Salford, 22nd October, 1888, to 5 years penal servitude and 7 jears police supervision for housebreaking. Liberated 14th October, 1892. O 425. Sentenced at Manchester, 10th August, 1891, to 12 months hard labour and 3 years police supervision for larceny. Supervisee MABY JONES, alias SABAH TAYLOB, and JONES, Office No. 43029, age 40, height 5 ft. I in., complexion sallow, hair brown, eyes blue, scar on right forearm, left eyebrow, and upper lip. Sentenced at Manchester, 10th Dec., 1891, to 6 months hard labour and 2 years police supervision for larceny. Supervisee JAMES JONES, alias FELIX FABRELL, Office No. 43025, age 27, height 5 ft. 4 in., complexion fresh, hair brown, eyes blue, scars between right thumb and finger, back of left shoulder ( boil), left buttock and centre of back, brown mark top of right shoulder, two bine dots outside left forearm. Sentenced at Manchester, llth June, 1891, to 12 months hard labour and 3 years police supervision for larceny. Licence Holder WILLIAM ANDERSON, Office No 41417, age 34, height 5 ft. 8 in., complexion fair, hair brown ( bald), eyes blue, scar corner of left eye, left side head and each shin, anchor on left forearm, flat feet. Sentenced at Glasgow, 27th December, 1883, to 10 years penal servitude for theft and rape. Supervisee GEOBGE CROCKER alias JAMES SMITH and JAMES HENRY SMITH, Office No. 40845, as; e 33, height 5 ft. 9 in., complexion dark, hair dark brown, eyes brown; scar over left eye- brow, inside left forearm ( large) and left shin; left arm contracted. Sentenced at Manchester, 17th April, 1890, to 9 months hard labour and 3 years police supervision, for larceny. Supervisee THOMAS EASTWOOD, Office No. 40759, age 31, height 5 ft. 4 in. complexion dark, nair brown, eyes blue, scar top of forehead, left jaw, left hip, above left ankle, left cheek, and right of neck, mole back of neck, three blue clots right forearm, nearly blind right eye. Sentence i at Manchester, 7th January, 1884, to 7 years penal servitude and 7 years police supervision for larceny { person). Supervisee NATHAN HOLLIDAY, alias CHARLES DAY, Office No. 3824- 5, age 28, height 5 ft. 1 in., complexion fresh, hair dark brown, eyes brown, impediment in speech, birthmark right jaw. Sentenced at Manchester, 6th June, 1888, to 15 months hard labour and 3 years police supervision for countinghouse- breakinsr. Supervisee VINCENT QUINN, Office No. 30593, age 34, height 5 ft. 5 in., complexion dark, hair dark brown, eyes grey, several scars on scalp, scar back of neck, back of right hand, right knee, right forearm, right elbow, and 1st and 2nd right fingers. Sentenced at Salford, 25th October, 1880, to 7 years penal servitude and 7 years police supervision for felony. Information to the Deputy Chief Constable, Manchester. LEICESTERSHIRE. 23.— Leicester ( Borough).— For failing to report— Licence Holder WILLIAM SOUTHERN, alias WILDE, JOHNSON, and GEORGE WAL- KER, Office No. 4356 ; age 44, height 5 ft. 8 in., complexion fresh, hair light grey ( thin), eyes hazel, coal mark over left eye, scar third left finger, large nose, stout build. A labourer; native of Manchester. Sentenced at Leicester, 24th Nov., 1888, to 5 years penal servitude and 2 years police supervision, for larceny. Liberated 6th September, 1892. HO 1089. Warrant issued. Information to the Chief Constable, Leicester. MONMOUTHSHIRE. 24.— Newport ( County).— For stealing £ 1 10s. from the bar of a public house.— A MAN, ag) about 25, height 5 ft. 6 in , slight build, complexion dark, hair and moustache blaok ; dressed in shabby black suit, dirty whits shirt, satin tie and billycock hat. Is believed to h* ve committed other larcenies from public houses during the races. Information to Snpt. Bosanquet, Newport. NORTHAMPTONSHIRE. 25.— Northampton ( Borough). — For ware- housebreaking, and stealing a quantity of tools ( recovered), and a pair of new buttoned boots, un- finished— ALFBED BALL, age 21, height 5 ft. 5 in., complexion pale, hair brown, eyes grey. May bo wearing the stolen shoes a9 he left hia old ones behind. A shoefinisher. Was last heard of at Wellington, where he pawned a portion of the stolen property. ( Apprehended, see Case No. 65, Latest Informa- tion.) Information to Chief Constable Mardlin, Northampton. SOMERSETSHIRE. 26.— Frome ( County).— For obtaining 17s. 6d. by false pretences at Midsomer, Norton, 22nd October last — FBEDEBICK SMITH, age 15, height about 5 ft. 2 or 3 in., stout build, complexion dark, very full face; dress, light coat, dark oord trousers, light billycock hat. A lime- kiln labourer. Warrant issued. Information to Supt. Williams, Frome. 27.— Somerton ( County). — For stealing from a house in course of erection at West Camel, 13th ult., 1 smoothing plane, maker " Turner"; 1 rip saw, 1 panel saw, maker " Moses Eadon " ; 1 mallet, 1 hammer, 1 lf- in. chisel, all marked " W.
