S All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE £. DITOU OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 1 Particulars concerning personswhose apprehension is sought will be inserted in one issue of the POLICE G ALETTE, if they art su// icient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted m one issue, if sufficient to enable the article in question to be thereby identified. i In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and Hit exact conditions be cleariy stated. i. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15*. per portrait, and of 7s. ( id. per photograph or sketch of a stolen article, including the expense of engraving on wood. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. S 8. Announcements of all persons to be c^ j, rehended or of stolen property bear a number, a.. d art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted ta the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whim may re-'. wt from such publication. 11. Announcements for the Friday issue should befurjjaraed so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a. covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Cnartng Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, ou account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering B reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly axpressed in relation to the following points— ( a) The amount of the reward. ( J) The conditions on which it is payable. ( o) The person by whom it will be paid, ( rf) That the name and address of the printer appear thereon. L No expression must be used in such an advertise- ment, in relation to pi operty stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT. THE NATIONAL DETECTIVE AGENCY, NEW INN CHAMBERS, WYCH- STItEET, STRAND, W. C. ( C. O., C. I. D. Correspondence, No. 80343.) Numerous applications have been received at New Scotland Yard as lo the bona fides of this business. The inquiries made indicate that the amount of business transacted by the Agency is wholly inadequate to . justify the appointment of agents throughout the provinces, and therefore the fees demanded from applicants seem to be scarcely honest. Sentencedat Central Criminal Court, 14th December 1885, to 5 years penal servitude for similar offences. Warrant issued. 5.— E Division.— h'or being concerned with John Archibald Christie ( Case No. 90, 28th ult.), for obtaining money by means of false bills of sale Two men : 1st, ALFRED PERRY, alias BERRY, age 30, height 5 ft. 8 in., slim build, complexion rather dark, whiskers, beard and moustache ( clipped short) dark, eyes brown ; dress, dark clothes, round felt hat. 2nd, WALTER BLAKE, alias DAY, age 58, height 5 ft. 7 in., complexion fair, hair, full moustache and tuft on chin grey, walks erect, military appearance; dressed, when last seen, in light dust overcoat, white high hat. Warrant issued. 6.— S Division.— For stealing a blank cheque, at Chertsey; forging and uttering it for payment of £ 18 18s.; and obtaining money and goods by false pretences by means of forged cheques on the Chertsey Old Bank — MABEL DUGGAN, alias MADGE DUGGAN, DEVEREUX, LONGYILLE, WEBB, and EMMELINE DUGGAN, age 24 or 25, height about 5 ft. 4 or 5 in., slim build, complexion fair, hair ( cut short and frizzed) dark brown ( some- times dyed), expressive dark blue eyes, aquiline nose, high cheek- bones, small hands ; of ladylike appearance, and fascinating manner. Is musical and entertaining, and an ingenious penwoman; dress, three- quarter rough black jacket, plaid skirt, brown hat, trimmed pink velvet, and various other cos- tumes. A ballet- girl; native of London. May be found playing a piano at public- houses in provincial towns. Was convicted at Central Criminal Court, 5th February, 1890, in the name of Emmeline Duggan, and sentenced to 12 montli3 imprisonment for larceny and obtaining jewellery by false pretences. Is at present wanted at Grantham, for larceny in name of Madge Duggan. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CHESHIRE. 7.— Runcorn ( County).— For obtaining a bicycle ( Rudge's Ordinary) and £ 1 10s. Od. by false pre- tences — WILLIAM EDWARDS, age about 26, height 5 ft. 7 in., complexion sallow, hair dark brown, moustache black, eyes brown; dress, navy- bine jacket, grey corduroy trousers, ship- Sreman's cap. Is said to be well- kncwn in Liverpool. Warrant issued. Information to Snpt. Large, Runcorn. CUMBERLAND. 8. — Cockermouth ( County).— For deserting their wives and families, leaving them chargeablo to the Cockermouth Union— PATRICK LUNDY, age 50, height about 5 ft. 8 in., slight build, hair, whiskers and moustache dark, thin face, high cheek- bones. A fitter or millwright; supposed native of Cleator Moor, Cumbeiland. Was last heard of at Glasgow about 4 or 5 y ears ago.— GEORGE HAMIL- TON, age 40, height about 5 ft. 8 in., square build, old scar on one ear ( supposed left), hair and mous- tache brovvD, generally wears a grey suit and cap. A coal- miner; native of Dearham, Cumberland. Was in Hamilton, Lanarkshire, about a fortnight since. Warrant issued. Information to Supt. Johnstone, Cockermouth. ESSEX. 9.— Chelmsford ( County). — For deserting his wife and children — GEORGE THOMAS SMITH, age 32, height o ft. 7 in., complexion fresh, hair light brown, eyes blue, tattooed on fingers, arms, chest, & c. ; dress, light grey suit and cap, wears Indian gold rings on left- little finger. A dis- charged soldier, late of Welthpool, and native of Wiittle, Essex. He formerly belonged to the 44th and 24th Regiments, and latterly was recruiting sergeant to the Montgomeryshire Militia at Welsh- pool. Is accompanied by a girl, age about 18, height 5 It. 4 in , hair da: k brown ; dress, blue ul . for, red dress. It is supposed that he will endeavour to leave the country. Wairunt issued Information iu Dtputy Chief Constable Somerset, Chelmsfoid. 10. — Southend ( County). — For stealing a lady's silver geneva watch, open face, " Annie Fitch " scratched on inside case, supposed No. 11026; a small link silver chain, horseshoe with compass in centre, attached — HARRY FRANKLAND, age about 19, height 5 ft. 7 in., complexion sallow, hair black, eyes brown, tattooed on one arm; dress, black serge or brown plaid jacket, blue trousers with black and white stripes, bell bottoms, black cloth cap with peak, blue neckerchief. A brick- layer's labourer; native ot Clerkenwell, London. Warrant issued. Information to Supt. Hawtree, Southend. HAMPSHIRE. 11. — Aldershot ( County)- — For obtaining £ 10 2s. 6d. by means of a fictitious cheque, No. M 91238, drawn on the National Provincial Bank of England, Newport ( Monmouth) Branch, payable to H. Hudson, Esq., and signed James Evans— A MAN, age 26 to 28, height about 5 ft. 8 or 9 in., complexion dark, hair and slight moustache brown; dress, rather short dark overcoat, black hard felt hat. Information to Deputy Chief Constable Stephen- bon, Aldershot. 12.— Southampton ( Borough).— For stealing, 10th ult., a horse, trap, and harness ( recovered at Barbican, City of London, 11th ult.) — F. MED- DEWS, or MADDOWS, age about 45, height 5 ft. 5 in., complexion fresh, hair dark brown; dress, dark blue overcoat, pepper- and- salt mixture trousers, brown hard hat. Is supposed to be identical with man described in Case No. 57, 7th nit. Warrant issued. Information to Chief Constable Berry, Southamp- ton. 18.— Blackpool ( Borough).— For failing to report— Supervisee GEORGE YOUD, alias GEO. WM. YOUD, Office No. 43264, age 33, height 5 ft. H in., complexion pale, hair grey, eyes grey, hairy chest and belly. A factory operative; native of Darwen. Sentenced at Salford, 11th January, 1892, to 6 months hard labour and 2 years police super- vision for fraud. 7192." Information to the Chief Constable, Blackpool. NORFOLK. KENT. 13.— Sandwich ( County). — For stealing the sum of £ 30, and 2 cheques of the value of £ 30— FREDERICK ALPHINGTON WIGGINS, age about 50, height 5 ft. 8 or 9 in., complexion florid, hair ( turning grey) and moustache light, rather corpulent, round- shouldered, bald top of head ; of gentlemanly appearance and good address ; generally dressed in light brown suit and cap of same material. Was lately employed as accountant and assistant manager at Gardner & Co.' s Brewery, Asb, near Dover. In the year 1885, he was a chartered accountant in London, and resided at Bedford Park. Warrant issued. Information to Supt. Kewell, Sandwich. 19.— Docking ( County).— For failing to report — Licence Holder WILLIAM POTTER, Office No. 43396, age 29, height 5 ft. 5 in., complexion fresh, hair light brown, eyes blue, scars on head, back of left hand, and base of 2nd left finger, POLLY ROSE, heart, crossed keys, anchor, P. ROSE and BERRY on left forearm, anchor, heart, star, and crossed keys back of left, and two women's heads back of right hand, nose fractured, and inclines to the right. Sentenced at Wisbech, 1st April, 1888, to 5 years penal servitude for housebreaking. Licensed 5th August, 1892. J O 277. 20— Docking ( County).— For larceny ( bailee), at Middleton Lynn, on 21st ulto. — WILLIAM FARROW, age 16, height 4 ft. 10 in., complexion fresh, hair and eyes brown, long thin face, large mouth ; dress, browu cord jacket, vest, and trousers, black and white scarf with " H. Brasnett " marked inside on piece of tape, drab colour socks, heavy nailed boots, light check cap. Warrant issued. Information to Supt. Baldwin, Docking. NOTTINGHAMSHIRE. 21.— Nottingham ( Borough).— For failing to report— License Holder JOSEPH WEBSTER, alias WILLIAM JOHNSTON, Office No. 43647, age 45, height 5 ft. 2 in., complexion dark, hair dark brown, eyes blue, scars left eyebrow, back of neck, and right wrist, brown mark left side chest, nose large and inclines to right, varicose veins legs. Sentenced at Nottingham, 29th November, 1888, to5years penal servitude for larceny. Licensed 17th September, 1892. O 516. Information to the Chief Constable, Nottingham. LANCASHIRE. MURDER. 14.— Blackburn ( County). — For murder— A MAN, age 35 to 40, height 5 ft. 5 or 6 in., com- plexion pale, supposed dark moustache, face may be scratched cr cut; dress, black coat, fustian trousers and vest, supposed spotted white muffler, heavy nailed boots or shoes, black billycock hat; trousers were covered with mud from bottom to knee. Information to Supt. Myers, County Police Office, Blackburn. 15.— Leigh ( County).— For stealing a coat and vest ( recovered)— A MAN, age 20, height 5 ft. 4 or 5 in., complexion fresh, hair dark brown, eyes blue, slight light moustache, round features; dress, light check tweed suit, lace boots, black hard felt hat. Works as a labourer at foundries and coal pits. Is supposed to have gone to Liverpool. 16.— Old TrafFord ( County).— For embezzling £ 11, at Moss Side, 17th ult.— HENRY McCOR- MICK, age 19, height 5 ft. 4 or 5 in., slender build, complexion and hair dark, turns left foot inwards when walking; dressed, when last seen, in brown suit, high hat; of respectable appearance. Warrant issued. Information to Supt. Bent, Old Trafford. 17.— Liverpool ( City).— For failing to report — License Holder JAMES TURNER, alias HUGH FISHER and JOHN HUGHES, Office No. 43729, age 36, height 5 ft. 6 in., complexion ruddy, hair sandy ( moustache reddish), eyes grey, lost 2nd, 3rd and 4th fingers and part of left hand. Sentenced at Leeds, 8th December, 1888, to 5 years penal servitude for burglary. Licensed 29th September last. Believed to have been sentenced to a fresh term of imprisonment. Information to the Assistant Head Constable, Liverpool. SHROPSHIRE. 22.— LudlOW ( County).— For wounding with intent to inflict bodily harm at Holdgate, on 4th inst.— JOHN BAYLISS, age 20, height 5 ft. 5 or 6 in., complexion fresh, hair dark brown, no whiskers or moustache ; dress, black worsted short jacket and vest, dark cloth trousers with blue stripe, silk neckerchief with blue and red spots, black hard felt hat, lace boots. A native of Alcester, Warwickshire, where his brother and grandmother keep " The Dog and Partridge Inn," and a marine store. He has been assisting his father, who is a gamekeeper at Peaton, Salop, for the last three months. He previously worked in factories in the neighbourhood of Birmingham, to which place he inquired his way on the night of the offence. Warrant issued. Information to Supt. Hayward, Ludlow. SUFFOLK. 23.— Ipswich ( Borough).— For stealing a black diagonal morning coat, bound edge; a black diagonal frock coat, bound edge; a blue beaver Chesterfield overcoat, grey check lining, velvet collar— ALEX- ANDER FISCHER, age about 60, height 5 ft. 10 in., weight about 14 stone, complexion fair, pock- pitted, blotchy face, bullet headed, hair light brown ( nearly bald), very slight moustache and whiskers ( if any), eyes ( screwed up) light, large feet; dress, blai- k lounge coat, mixed tweed vest, brown mixed trousers, whole- fronted boots. A native of Germany. Ha3 the habit of constantly saying " Excuse me." Is generally- accompanied by his wife, a French- woman, height nearly 6 it., masculine appearance, large mouth, teeth, and hands; dress, grey shawl, black dress and bonnet. Warrant issued. SURREY. 24.— Reigate ( Borough).— For burglary, 8th inst., and stealing a brown leather purse, with steel knob fastenings, containing 2 sovereigns; a dark TUESDAY, O C T O B E R 25, 1892. THE POLICE GAZETTE. 8 leather purse, with brass frame, containing about 17s. in silver ( some threepenny- pieces) ; also about 2 doz. cigars— A MAN, age 25 to 30, height 5 ft. 2 or 3 in., moustache dark, no whiskers; dress, long black overcoat ( old and greasy), very tight- fitting trousers, old rusty black hard felt hat, which appeared too large for him. Information to Head Constable Morant, Redliill. SUSSEX ( EAST). 25.— Eastbourne { Borough). — For stealing, lst inst.— A long light brown waterproof overcoat with cape, no sleeves, two hip pockets, horn buttons to match coat, plated chain tab, " Cow, Hide, & Co., Cheapside," supposed on tab; a dark grey diagonal Oxford overcoat, usual pockets, " Col. Chamberlain" supposed written on piece of tape inside breast pocket; a black hard felt hat, size 6J, " C" inside; and a pair of gentleman's light boots, size 8, with five patent buttons — A. RICHARDSON, alias HENRY RICHARDSON, age about 40, height about 6 ft., complexion florid, hair ( parted in centre and thin in front) and moustache brown, eyes grey, kands shake very much; dress, shabby dark slate- coloured suit ( short coat), may be wearing one of the stolen overcoats and the hat. A waiter; supposed native of London. Is known at the Salvation Army Labour Department, 101, Quesn Victoria- street, E. C. Warrant issued. Information to Chief Constable Fraser, East- bourne. YORKSHIRE ( WEST RIDING). 26.— Leeds ( Borough).— For failing to report— License Holder WILLIAM BROOK CLEGG, alias WILSON, Office No. 42587, age 48, height 5 ft. 4 in., complexion fair, hair sandy ( bald), eyes blue, scars left side head, top of forehead ( long), inside top of 2nd right finger, and top of lst left finger, right leg bent outwards from fracture. Sentenced at Leeds, 18th October, 1886, to 7 years penal servitude and 5 years police supervision for larceny. AM 1125. Licence Holder THOMAS WEBB, Office No. 42904, age 51, height 5 ft. 6 in., complexion fresb, hair brown ( turning grey), eyes blue, scars centre of forehead, inside corner of left eyebrow, between 3rd and 4th right fingers, and outside left knee, nose inclines to left. Sentenced at Leeds, 3rd • January, 1887, to 7 years penal servitude and 5 years police supervision for larceny. YN 1125. License Holder JOHN HOPWOOD, Office No. 43012, age 34, height 5 ft. 6 in., complexion fair, hair light brown, eyes hazel, scars top and back of head, right side neck ( boil), right shoulder blade, inside right thigh ( burn), on 2nd right finger, right eyebrow, left elbow, outside left forearm, and right kneecap. Sentenced at Leeds, 13th May, 1886, to 8 years penal servitude for rape. M 219. License Holder MARY ANN LOGAN, Office No. 43628, nge 38, height 5 ft. 5 in., complexion pale, hair dark brown, eyes grey, scars left side forehead and face, left upper arm, 2 on top lip, several on right leg, and a bluish scar right side forehead, lost 3 upper teeth, 4th right finger crooked. Sentenced at Leeds, loth April, 1889, to 5 years penal servitude for larceny. P 17. Supervisee SARAH WEBB, alias GLANCY, Office No. 39541, age 40, height 5 ft. 4 in., complexion dark, hair brown, eyes grey, scars left temple, neck ( abscess), right knee, and 2 on left elbow, mole back of right hand. Sentenced at Leeds, 3rd January, 1887, to 5 yeais penal servitude and 5 years police supervision for larceny. N 7. Supervisee THOMAS FALKIN, alias SMITH, MURRAY, and BRADY, Office No. 37671, age 39, height 5 ft. 5£ in., complexion fresh, hair brown, eyes blue, lost part of 3rd left finger, scrofula left side neck, scars on head, right cheek, bridge of nose, each eyebrow, 3 on forehead, 1 each elbow, and on right calf, part ring ou each right finger, flower front of left forearm, and crossed flags outside, part bracelet left wrist. Sentenced at York, 29th Sep- tember, 1881, to 10 year3 penal servitude and 3 vears police supervision for assault and robbery.
